With oil consumption increasing more rapidly than known reserves in industrial countries, there has been a growing interest in the production of synthetic crude oil. The main starting materials for such production are coal, oil shale and tar sand, all of which occur in enormous quantities in North America. A process sequence suitable for all three of these starting materials incorporates a preliminary retorting step to produce oils for subsequent hydrotreating. For this retorting step, a technique known as the Lurgi-Ruhrgas process has proven highly efficient. The process has been commercially used for the flash carbonization of coal and has also been tested in pilot- plant experiments with oil shale and tar sand.

Senator Smoot recently introduced his bill providing for the leasing of oil and coal lands. This bill provides only for the leasing of these lands from the Government and advocates government ownership of all government coal and oil lands. Under the provision of the bill as now proposed, 50 per cent. of all money received under the measure is to be paid to the state in which the land is located. The money must be used, however, for the construction and maintenance of roads and for schools. The last leasing bill was defeated when it was about to become law largely because of the fact that it allowed the sale of coal lands.

The subject to be discussed at the educa¬tional meeting Saturday morning has nothing to do with melting or metallurgy, but is electricity and how we should use it in the operation of our furnaces. May I emphasize that this session is separate from the rest of the program; there is no registration fee; and I want to urge all of you, especially those in this vicinity, to bring your assistants to this meeting. An earlier paper1 introduced a rapid solution for mine ventilation network problems, employing the digital computer. In this paper, refinements and additions to the computer program which expand its scope of application and a solution to a ventilation network having a coal-mine configuration are presented. The revised program-written in FORTRAN for the IBM 7074 computer in Penn State's Computation Center-is applicable to any mine ventilation network employing natural splitting and having its fan located externally. It accomplishes the following: 1) Distributes an assumed total quantity of air flow among all airways of the network, performing iterations until an acceptable level of error is attained and the flow in each airway is known. 2) Computes the pressure drop (head loss) in all airways and the overall network and mine head losses. 3) Determines the operating point for the mine and a given fan, adjusting all air flows and head losses to the actual values. The basis of analysis used is the Hardy Cross method of successive approximation for solution of any fluid network, explained in detail in the earlier article. In brief, corrections to assumed air flows are computed for all the loops of a network; following distribution to the airways of each loop, the process is repeated until acceptable accuracy is attained. When a hand or desk-calculator solution is used, there is advantage to close approximation of the actual flows in the original assumption of air-flow distribution in the network. Since publication of the previous paper, in which assumption of initial quantities was also necessary in the computer solution, the program has been modified to make the first distribution itself, assigning the total quantity to one specified path in a split and then proceeding to correct the flows. The number of iterations required for a high-accuracy solution is little affected, at least in networks of few loops, 10 to 15 being sufficient to reduce the error to 1 pct or less. The principal limitation of the original program was that it contained no provision for handling a fan. Further, it did not determine the overall head loss in the network and was not designed for multiple parallel openings, such as occur in coal mines. The revised program was written to overcome these disadvantages and also to print out the adjusted flows for all airways, corrected for the system operating point. At the present time, the program can handle only an external fan. The procedure employed in solving a ventilation network is now as follows: 1) Input data consisting of airway characteristics and loop designation along with assumed direction of flow, for each branch of the network and any trunk airways, are fed into the computer. 2) Employing the resistance relationship, where R is resistance, K is friction factor, P is perimeter, L is length, A is area, and n is number of airways (where multiple intakes and returns are employed); values are computed for all airways. 3) An arbitrary, continuous route of flow through the circuit—from beginning to end—is selected and the path identified by airway numbers and read in. 4) Based on a total assumed quantity of flow Q (usually 100,000 cfm.) the computer employs the procedure described in the previous article in distributing quantities of flow among all the airways until a satisfactory level of accuracy has been attained (in the current program, the machine is turned off when the cumulative corrective error in cfm, is reduced to five times the number of airways). 5) Airway head losses H are calculated by the relation H = R Q2 and cumulated along the original designated flow route to find the overall head loss for the network. Trunk airways are then included to obtain the mine head.

Fox the past 20 years Alabama has probably led all other coal-producing districts in the proportion of coal prepared by wet washing. All rail mines, with one exception, and a high percentage of truck mines now wash all coal under 3 or 4 in. Most of this coal has been cleaned by jigs, though within the past few years one or more wettable plants have been installed for cleaning some of the coal from practically all the major seams. These tables supplement either single or multicell jigs usually for one of the following purposes: (I) to wash the finer sizes of raw coal, (2) to rewash the finer sizes of washed coal after they leave the jigs, (3) to retreat jig middling products. The main purpose of this paper is to present cleaning data and operating factors involved in the preparation by tables of the finer sizes of raw coal. The specific information and data pertain to the Mary Lee seam of coal as extracted at three of the mines of the Alabama By-Products Corporation, which produces coal for both by-product coke-oven consumption and the general steam market. The Mary Lee seam has long been recognized by coal-preparation authorities as presenting a very difficult ash-reduction problem. Washing characteristics and physical structure of the seam vary widely. Its thickness ranges from 32 in. with no rock parting to l00 in. with from one to three partings. Over the entire field the bed contains bands of bone and rash. These are distributed throughout the seam cross section. A portion of this bone or bony coal occurs as definite bands 1 in. or more thick; however, some bone is interlocked as layers within the coal and consequently breaks into flakes when the coal is broken. This material is relatively high in ash and its specific gravity varies widely. It has been observed that in most cases in the washing of Mary Lee coal from 10 to 18 per cent of the raw coal is within ±0.10 specific gravity of the attempted point of separation. Therefore with the average wet jig, only with extreme difficulty can a low-ash product be obtained without loss of much marketable coal in the refuse. Without entering into the controversial question as to whether modern washing equipment can efficiently handle simultaneously all sizes up to a given maximum, suffice it to state that the comparatively old-type jigs in service at the Alabama By-Products Corporation's mines could not clean the fine sizes satisfactorily. Therefore, in 1931 that company installed six diagonal-deck tables at the Barney mine, which were installed as an addition to a complete plant cleaning all coal below minus 3 in. The primary washed product is shipped as steam coal and another portion may be prepared as washed nut for domestic trade. These tables are washing 9 tons per hour of raw coal sized to ¼ in. to 0. The washed table coal is mixed with the 3 to ¼ -in. jig product to constitute a 3 in. to o steam coal.

ARTICLE II MEMBERSHIP SEC. 1. The membership of this Corporation shall include all those who on the third Monday in February, 1928, were members and all others subsequently elected and qualified in accord with the By-laws of the Institute at the time of such election. SEC. 2. The membership shall be divided into such classes as may be from time to time fixed by the By-laws. ARTICLE III DIRECTORS SEC. 1. The business, financial, professional, technical, scientific and social interests of the Institute shall be managed by a Board of Directors, elected annually by letter ballot in the manner specified in the By-laws, to serve for the terms as set forth in the Certificate of Incorporation. ARTICLE IV AMENDMENTS SEC. 1. Proposals to amend this Constitution may be made by resolution of the Directors or by written petition signed by at least ten members. The Board of Directors shall consider them and, in case of petitions, the proposers shall be notified of the opinion of the Board in regard to them, when they may cither withdraw their proposals, or accept any changes suggested, or insist on the original form. All proposals when in final form shall be mailed to all members on or before January first, with the election ballots, and with a ballot in proper form for voting on the amendment in its original or amended form. The fruits of industry are divided between capital, labor, and governments. Capital takes its redemption and remuneration through profits or dividends; labor takes its share through wages; governments take their share through taxes. Each must have a just share, and the question of what is a just share and the question of who-shall make the allocation are vital current political and economic issues. Certain political philosophies con- tend that government should take all the fruits and that some dictator or politician should have irrevocable discretion and power to distribute the fruits. Believers in democracy and free enterprise adhere to the view that capital is entitled to redemption and fair remuneration; that labor shall have a fair wage; and that governments shall make equitable levies. But since all human beings, both individually and in groups, are inherently selfish, there are many variable views in regard to the question of what ratios shall be applied in a division of the fruits and who shall have the power to fix these ratios. Perhaps all parties should devote more energy to means of increasing the crop, and not so much time to quarreling over a division of the existing crop. Moreover, all three parties must guard against killing the goose that lays the mineral eggs. For example, if the tax burden becomes oppressive and the taxpayer refuses to carry it, then business stagnates, with consequent unemployment, reduction of profits, and curtailment of government revenue. If a producer assumes the increased tax burden, marginal operations must be closed down, and again the consequences are increased unemployment and diminished government revenue. Quite often an increase in a rate of tax results in a reduction of government revenue. Perhaps the worst detrimental feature of selfishness and greed on the part of any one of the three distributees of the fruits of industry is the retardation of expansion of the enterprise. THIS is an attempt to bring together some of the knowledge of the .coal-forming conditions obtaining during the Pennsylvanian period in the Western Interior Coal Province, to sketch briefly the present extent and character of the coals produced, and to show the beginning of cor-relation of beds over wide areas. Coals of later age than the Pennsyl-vanian are not included and, for reasons that will appear later, little attempt is made to cover the districts of eastern Oklahoma and western Arkansas, and northern Texas is omitted entirely. GEOLOGICAL CONDITIONS The conditions that made possible the formation of large coal beds in the United States were most favorable in the Pennsylvanian period, formerly known as the Upper Carboniferous. The geological conditions can be determined from the records, but not the reasons for them. Preceding the Pennsylvanian was the Mississippian, formerly known as the lower Carboniferous and still later as the sub-Carboniferous. Dur-ing this time, large bodies of limestone were deposited and at the close f the Mississippian they were warped upward and for along period were eroded. Then there began a period of subsidence, more or less inter-rupted at times, during which the Pennsylvanian strata were deposited (see table on page 2). " These consist of sandstones, limestones and shales, with occasional coal beds: At the beginning of the Pennsylvanian there was subsidence, which allowed the sea to extend over the eroded Mississippian surface to the north and east, extending over eastern and central Texas, a large part of Oklahoma, with a projection into Arkansas, over Kansas and part of Nebraska, all the northern and western part of Missouri, a large part of Iowa except a strip in the north, most of Illinois, practically all of Ken-tucky, northern Tennessee, most of Indiana, all of the eastern part of Ohio, practically all of West Virginia, western Maryland, the west end of Virginia, and a large part of Pennsylvania. THERE are regularly manufactured in the eleven Bessemer steel rail mills of the United States, 119 patterns* of steel rails, of 27 different weights per yard. This list does not include patterns which, although still largely inn use, are regarded by experts as obsolete, and which would swell the number to nearly 300; nor does it include all, the patterns for which rolls are kept on hand to fill a possible demand; nor does it include extra pattern,- rolled in one finishing groove by opening or closing the rolls so as to get different weights with the same contours. The list embraces only those separate patterns which are subject to current orders. How thoroughly modern these patterns are, is shown by the fact that of the whole 119, there are but five patterns of conspicuously bad shape; all the rest more or less completely illustrate the standard features,-a heavy bead,. light web and flanges, and a good angle :to hold the fish-plate. Sixty-two per cent. of the patterns have the "Chanute" head, which was not designed until 1874.† Sixty-four per cent. of the 119 patterns are embraced under five weights per yard,; three only of these vary from standard type; there am thus 76 patterns, all of them modern and standard, to represent five different weights, for which five patterns would perfectly answer. Of the 60-lb. rails, there is only one of the pear-head type, while a dozen of the bevelled head templets cannot be distinguished from each other * From all the works 188 patterns were sent to me as standard. Of these I found 119 different shapes and 69 duplicates. † Since this paper was read I have seen at the Bethlehem Iron. Works the templet of a 68-pound Lehigh Valley rail, with the bevelled head, usually called the "Chanute" head, and marked "Templet of 1872." This is shown on Plate II. I learn that iron rails, with bevelled heads, were rolled at Bethlehem prior to 1870.

THE old Cerro de Pasco smelter at La Fundicion, near Tinahuarea, 9 miles. from the Cerro de Pasco. mines and at an elevation of 14,300 ft., has now been replaced by a thoroughly modern smelting plant at Oroya, the junction point of the company's private railroad with the Central Railway, of Peru. This site has the advantages of being closer to the Morochoca mines, as well as nearer to the port of Callao, and at the same time is 2000 ft. lower in elevation, which benefits not only the cost of transportation but also the tech-nical operation of blast furnaces , and converters. The Oroya smelter was designed with the idea of .smelting about 2500 tons of. ore per day, but having in mind the possibility of increasing its capacity, all departments of the plant can be extended within reasonable -limits; for instance, if it is found that reverber-atory smelting is cheapest, taking into consideration the cost of fine crushing and fuel, it is possible to extend the roaster and reverberatory plants accordingly. The ore handling system is modern, consisting of belt conveyors, reclaiming machines, and electrically driven calcine cars, all requiring the minimum of labor. Waste heat from the reverberatory furnaces is utilized in boilers for the production of power to operate the plant, and the power house is equipped with condensing units to obtain the highest economy. Shop installations for the making of all repairs required for the smelter are unusually complete, includ-ing iron foundry, steel foundry, forging and machine shops, carpenter and pattern shops, and an electrical shop. There is also a plant for the production of all clay and silica refractory brick used in the furnaces; this is situated on the smelter site and is conveniently arranged for receiving raw materials and delivering finished brick to the several departments of the smelter. The laboratory is in a wing. of the general office, which is a two-story brick structure, situated on the smel-ter site.

The Compania de Real del Monte y Pachuca started a 10-ton pilot plant in March, 1906. The distinctive features of the first cyanide installations at Pachuca were: grinding in cyanide solution, all-sliming and filtration of ore in which silver constituted the major value. Loreto started with a 300-ton " all-sliming" plant, using jaw crushers, grinding in stamps, Chilean mills and pebble mills in cyanide solution, concentrating with Wilfley tables and Johnson vanners, classification by cones and Dorr classifiers, intermittent thickening by decantation, mechanical agitation in flat tanks by stirrers and centrifugal pumps, filtration in Butters filters and precipitation by zinc shavings. The "San Francisco" mill No, 1 was contemporaneous, using a rather similar flow sheet. We shall trace the main developlnents in the three large mills of the district to their present practice. Developments in Large Mills of District Crushing and Grinding.—The trend of development in this part of the work has been the same as throughout the milling world; via., all increase in the degree of comminution of the ore in dry-crushing machines, the advance from pebble mill to rock mill and then to ball mill and the elimination of the stamp battery through the encroachment upon its field on the one side by finer dry crushing and on the other by more efficient wet grinding. The single-stage crushing in jaw type crushers, used at the start, has been replaced by two stages; at first, both stages by gyratory type and later the present practice, which is the same in all three mills, consisting of gyratory as primary followed by cone as secondary and delivering a product that may be rated at 56 to 1 inch. Primary wet grinding, at first performed by stamps and Chilean mills, is now by hall and/or rod mills; present practice differing widely in the three mills. In any mining district where benefication of the ores is practiced, one can usually observe several types of flow sheets even though the various producers are milling ore from the same geological formations. It is obviously impossible to describe all the mills in the Porcupine district. However, the following description of some of them is of particular interest in that it shows where one mill has paid particular attention to corduroy blanket practice; one to gravity concentration of sulfides for intensive cyanidation of the values therein contained; one to flotation of values and cyanidation of this product only; and others where small variations of standard all-slime cyanidation practice prevail. In all cases it will be seen that cyanidation is the basic principle. Discussions involving the difference in the flow sheets and the reasons for them will always be of value to those interested in the art. The author of this article, however, believes that such discussions should originate from the operators of the mills under discussion. For this reason no comparisons or discussion will be included in the description of the mills mentioned. Should any reader of this article obtain information therefrom which will be of value to him in helping to solve his own particular problems, the author will consider that the article has satisfactorily served its purpose. All values mentioned throughout this article are based on the value of gold at $20.67 per ounce. Coniaurum Mines, Limited The ore of the Coniaurium mines consists of a mineralized schist and quartz containing about 2.5 per cent sulfides. Owing to the low grade of ore developed in the mine, extreme care has had to be exercised throughout the entire mining and milling operation in order that an operating profit might be obtained. The management, however, has been able to keep costs down, with the result that at present the outlook for the property is considerably brighter than it has been in the past. IN some districts of the bituminous coal field the problem of constructing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it is felt that a description of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bituminous coal fields of the United States with anything like so large a number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it. General Mining System All three of the mines use the same general panel room-and-pillar system, which consists of rooms turned both ways off room entries and a solid block of coal left on all sides of the completed panel except on the cross-entry side, where a heavier pillar is pierced by two entries for haul- age and air. On completion of the panel the two entries are sealed and the panel is then isolated from the rest of the mine. Owing to water conditions, no pillars are pulled; recovery inside the panel barrier pillars is approximately 65 per cent.
