Tailings dam construction and operation of Rosario Dominicana's gold/silver mine in the Dominican Republic is described. Impoundment of 8.5 kt/d of cyanide-process tailings is required in an intensive agricultural area which is also an earthquake and high rainfall zone. The earthfill embankment dam, incorporating internal gravel drains, is described together with methods of construction used. Methods of tailings transport, solution reclaim, and runoff water diversion that have evolved are discussed.

THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future' fuel resources, the development and distribution of electrical power, all 'cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

The shear continuity conditions under which one mechanical twin may cross another are considered. Twin intersections usually involve various types of slip deformation in addition to twinning. Because the shear of the crossing twin may be partly transmitted through the crossed twin by slip mechanisms, continuity of the twinning shear vectors is not required at a twin intersection. It is concluded that analyses based on twin intersections should not he used as an independent method for deducing twinning elements in newly observed twinning modes. WHEN one mechanical twin passes through another, a twin intersection is said to occur. In the simplest form of intersection, Fig. 1, the crossing of one twin by another is accomplished with the aid of a second-order twin induced, in the twin that is crossed, by the crossing twin. The subject of twin intersections is significant to the field of deformation studies because it has been postulated by cahn1 that twin intersections should occur only under the following continuity conditions: 1) the traces of the primary and second-order twin must be parallel to each other in the plane of the crossed twin; 2) the direction 771 and magnitude, S, of the twinning shear must be identical in the crossing and second-order twins; also, the sense of shear must be the same. If these postulates are valid they constitute a valuable tool for determining twinning elements of newly observed twinning modes in metals. In his classic paper in 1953 on the plastic deformation of a uranium, Cahn1 used these continuity conditions to deduce twinning elements for several uranium modes. However, in the same year, pratt2 showed that both of Cahn's continuity equations were violated for (1012) twin intersections in zinc. Later, Kiho and Maruyama3, 4 showed that Cahn's second postulate was violated in {301) and (101) twinning in tin and (101) twinning in bismuth. In spite of this documentation that Cahn's second postulate is often violated, several recent papers5'6 have been published which have attempted to use the condition of continuity of twinning shear vectors for the evaluation of twinning elements. The primary purpose of this paper is to call attention to the possible ambiguity inherent in applications of Cahn's postulate, and to present additional information concerning the nature of twin intersections.

THE propaganda in favor of the adoption of the metric system of weights and measures in the United States is founded upon the idea of compulsory adoption. There can be no argument about this, for the metric system has been legal, by Act of Congress, in the United States since 1866. Nobody ought to oppose an educational movement, and if pro-metric activities were confined to that there might be no reason to gainsay them. I do not propose to enter into any discussion of 'the relative merits of the metric and the English systems of weights and measures. The simple case is that the metric system not having made much headway in the United States after more than 50 years of legality, 'it is now aimed to force it upon the people by legislative compulsion. The main arguments in favor of such compulsory adoption are that it would- simplify the education of our children and would promote our foreign trade, for the reason that more countries of the world, with which we do business, use the metric system than the English system. I am going to disregard,' in this contribution, the first of these arguments, for it is largely conjectural." Not so with the other, which is specific, and being so its speciousness can be, proved. It is true that the metric system is used by more countries of the world than the, English system. It is commonly stated that of the Indo-European nations only the United States, Great Britain, and her colonies, and Russia have failed to adopt it. However, if with "colonies" we equate Canada, Australia, New Zealand, Tasmania and South Africa, we have a longer list of non-metric countries, and it comprises not only the most populous, but also the most industrial nations of the world.

The habit planes for hydride precipitation in large grains of alpha zirconium and Zircaloy-4 were determined in specimens containing 161 and 136 ppm hydrogen, respectively. In zirconium, the hydride platelets precipitated on various pyramidal planes inclined to the basal plane at angles ranging from 10 to 50 deg and 75 to 90 deg. Hydrides were most frequent at inclinations of about 20 deg and 90 deg. In Zircaloy-4, hydride plates were inclined to the basal plane at angles vanging from 5 to 25 deg with the predominant inclinatioiz equal to 12 deg; no platelets were found near the prism plane position. In both zircoinium and Zir-caloy-4, hydrides were principally, but not exclusively, parallel to (1011) type planes. When the Zircaloy-4 gmins were subjected to tension stresses of 12,100 psi and 19,400 psi during hydride precipitation, the hydride habit was unchanged except that precipitation favored those habit planes which were inore nearly perpendicular to the stress direction. The stress-orientatioiz effect increased with the magnitude of the stress. THE hydride habit plane in a zirconium has been determined by several investigators. Langeron and Lehr1 in 1956 found platelets parallel to (1010) slip planes. In 1962, Westlake and Fisher2 confirmed these findings and showed that hydride precipitation on twin planes, as reported by Kunz and Bibb,3 was probably due to incomplete removal of worked metal from specimen surfaces. Secondary habit planes, ( 1011) and (1015), were also found by Westlake and Fisher under particular charging conditions where a hydride layer may have existed at the hydrogenation temperature. Most recently, walters4 and westlake5 again observed the (1010) habit exclusively in zirconium. Louthan and hgermans have reported that hydrides precipitate on various ( 101l ) and (112l) planes positioned 31.5 to 90 deg to the basal plane in Zircaloy-2. The present investigation was concerned with the hydride habit in Zircaloy-4 in relation to that in zirconium and the possible change in habit when precipitation occurs under stress. The latter consideration was prompted by the stress-orientation phenomenon originally reported by Marshall and Louthan.7, 8 I) EXPERIMENTAL Materials and Specimens. Chemical analyses of all materials are given in Table I. The zirconium specimen was a 1 by 4 in. section cut from wrought crystal bar that was hot-rolled at 790°C to 0.300 in. and cold-rolled to a final thickness of 0.095 in. All surfaces were mechanically polished and then chemically polished with a solution of H2O, HNO3, and HF (10:10:l by volume) prior to annealing. Grains as long as 0.25 in. were grown by thermally cycling the specimen three times (in 10-5 mm Hg vacuum) between 825" and 1000°C at approximately 125°C per hr. A few years ago Marsal published a method of predicting oil recovery as a function of time for an edge-water-drive reservoir with several rows of wells.' The method is based solely on oil- and water-production data obtained during a short period for the first row of wells and the gross productions (past and future) of all wells. This paper presents a streamlined version of the original publication and experimental evidence showing the reliability of this version. For this purpose scaled experirnents were performed in a large model (750 X 500 X 23 cm, 24.4 ft X 16.2 ft X 8.9 in.) in which edge-water-drive reservoirs with three rows of production wells were simulated. From the results of the experiments it is concluded that the method gives a fairly accurate prediction of the future production behavior of the reservoir and enables us to select the most profitable production plan. Results obtained with the method were always slightly conservative. INTRODUCTION The calculation method developed by Marsal aims at forecasting future reservoir behavior.' It can be applied to floods in which a number of down-dip wells are rapidly going to water. Essentially it is a method for predicting the future behavior of the up-structure wells on the basis of the observed behavior of the down-structure wells. As such, the method is especially useful for predicting behavior of edge-water drives toward several rows of wells. The requirement to be met for justifying the approach is identity of production mechanism in all regions of the reservoir. The attraction of the method then lies in the fact that it applies even when we have no complete description of the prevailing production mechanism. The original publication was in the German language and for this reason, perhaps, did not attract widespread attention. In our opinion it deserves to do so because it does offer in a simple way results which are in fair agreement with observed data. The aim of the present paper is to bring the method to the attention of a wider audience. The method in its most simplified form is reviewed and experimental data in support of it are presented. PRINCIPLES To show Marsal's principle. we will first write the continuity equation for very simple conditions, linear flow (in the positive x-direction) in an incompressible porous body [cross-section A(x), porosity +(x)], saturated with incompressible fluids (oil saturation S). When the oil in this formation is displaced by water, injected at x = 0 (inlet face), we get where q(t) is the total gross displacement rate and f the fractional oil flow. The equation can be solved if we make the assumptions: (1 ) that the fractional oil flow (f) is a univalent function of saturation (S); and (2) that the function is the same throughout the porous medium. Aluminum is the most abundant metallic element and forms 8% of the earth's crust. Because of its chemical activity it does not occur in nature in a metallic form but principally in the silicates, feldspar, mica, shale, and clay. Bauxitic raw materials-bauxitic clay, aluminous laterite, and bauxite-develop from these aluminum silicate sources. Bauxite and aluminous laterite are naturally occurring mixtures of aluminum hydroxides and mineral impurities, and they are the major sources of aluminum. End Uses Bauxite is the basic ore of the aluminum industry. It is refined into aluminum hydroxide and calcined for feed stock to electrolytic smelters. Over 90% of the tonnage mined is refined and smelted into aluminum. The total tonnage consumed by other industries is small in comparison, but bauxite and alumina are important for the manufacture of refractories, ceramics, chemicals, abrasives, pharmaceuticals, catalysts, cements, dessicants, and flame retardants. Some aluminum-containing industrial products are made from clays and other materials but the majority originate from bauxite directly or from aluminum hydroxide and alumina refined from bauxite. Lateritic type bauxite is also used as building and decorative stone. Geology Mineralogy and Properties Bauxite is a mineral raw material composed principally of one or more aluminum hydroxide minerals and impurities of silica, iron oxide, titania, and other elements in minor or trace amounts. The important aluminum hydroxide minerals are gibbsite, boehmite, and diaspore. Bayerite, nordstrandite, and tucanite are naturally occurring aluminum hydroxides but are rare and not commercially important. Mixtures of gibbsite and boehmite are common, boehmite and diaspore less common, and gibbsite and diaspore rare. Gibbsite is aluminum trihydroxide. Boehmite and diaspore are aluminum oxide hydroxides and have essentially the same composition, but diaspore has a greater hardness and a more tightly bonded and denser atomic structure. Although not technically correct, the commercial terms trihydrate and monohydrate are frequently used to distinguish types of bauxite. If bauxite is all or nearly all gibbsite, it is referred to as a trihydrate ore; if boehmite or diaspore or a mixture of both are the dominant minerals, the bauxite is called a monohydrate ore. If substantial amounts of both gibbsite and boehmite are present, the bauxite is frequently referred to as a mixed ore. Properties of major bauxite minerals are shown in Table 1. Silica, iron oxides, and titania are major impurities always present in deposits of bauxitic raw materials.. Silica impurities usually occur as clay minerals, micaceous minerals, or quartz, but cristobalite and feldspar are found in some deposits. The most common clay minerals are kaolins; however, illites and chlorites are often found in small quantities. Varying proportions of aluminum, iron, and clay minerals make bauxite, aluminous laterite, ferruginous laterite, and bauxitic clay deposits gradational with each other. Hematite and goethite are the common iron mineral impurities in many bauxites. Magnetite and ilmenite occur in deposits derived from basic igneous rocks. Other iron minerals associated with bauxite are maghemite, pyrite, siderite, and marcasite. The titanium minerals found in bauxites are anatase, leucoxene, rutile, ilmenite, titaniferous

THE difficulties inherent in table concentration operations as applied to gold, silver, lead and zinc ores, are accentuated in the scheelite mill, which has a flowsheet that is similar in general principles. The narrow "spread" in the specific gravity between scheelite and the usual gangue in which it occurs often makes its clean separation extremely difficult and in some cases impracticable. The problem is further complicated by the extreme friability of the mineral and its inordinate tendency to "slime," particularly where fine grinding is necessary and wet grinding methods are employed. The physical aspect of the occurrence of scheelite in the ores, the kind and character of the rock in which the mineral is present, its hardness, friability and the specific gravity of its constituents, as well as like characteristics of the associated minerals-pyrite, pyrrhotite, sphalerite, and others, all have a bearing on the successful milling of crude ores and the production of a concentrate that is marketable with minimum price penalty or none at all. Most tungsten deposits are considered low grade when the limiting factor of low percentage recovery by gravity methods is borne in mind. The great majority of deposits developed or in process of development carry from 0.4 to 1.0 per cent tungstic oxide. Ore carrying I per cent is considered good grade; 0.7 to 0.8 per cent, fair, and below that figure, low grade. Steady mill feed averaging upward of 1.0 per cent W03 is exceptional. Inasmuch as buying specifications demand a 60 per cent W03 content, the mineral content of the ores as mined must be concentrated to at least that degree. A few companies have constructed chemical plants for the treatment of their complex concentrates and low-grade flotation product, but the smaller operator must rely on table concentration, borrowing the tools and to a large extent the methods of his predecessors in the gold, silver, lead and zinc mills. Whether these are the best tools and methods that can be devised is an open question. Except in rare instances, table concentration, however carefully conducted, does not yield a satisfactory final recovery of the mineral content in headings as indicated by chemical determinations of tungstic oxide content. A saving of 60 to 65 per cent is considered fair, and an average 80 per cent recovery, exceptional. Each scheelite ore body is a separate problem. Details of handling that give best results in one case may not be successfully operative at a property on the same contact zone and but a short distance removed. Supplementary treatment of tailings by flotation may be successful in producing a low-grade concentrate of around 15 per cent WO3, which is adapted to further treatment chemically at a given property and entirely unsuccessful at another. This problem constitutes another of the unanswered questions. The following paragraphs relate solely to the beneficiation of scheelite ores by table concentration and supplementary methods.

In the early fall of 1925, the writer was conducting, in the Ledoux and Co. laboratory, New York, experiments directed toward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point. The apparatus consisted of a vertical I-in. dia. silica tube about 12 in. long, heated on the outside. The cathodes were broken to pass 3/8-in. mesh, and a current of various different gases was passed up through a 4-in. long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to 1500º to 1600ºF. and the gas treatments lasted from 3 to 6 hr. The writer observed that whenever reducing gas (H2 or CO) was used, these cathode particles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc., had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500ºF." Smoot's reaction, after a few moments considera- tion, was, "It looks perfectly all right to me.'' The writer and his assistants, W. H. Osborn and H. H. Stout, Jr., after conferring as to ways and means, decided to go ahead with preliminary laboratory experiments, which, it was thought, would move the new process from the possible to the probable. This program followed a course indicated by three basic considerations: 1. Since brittle cathodes were often unintentionally produced, it seemed probable that the laws controlling this type of deposition could be ascertained. 2. We had already proved the gas-cleaning feature. 3. There remained to prove: whether a sound, homogeneous metal billet could be produced with crystal growth established over the entire surface of each individual particle in the billet; and, if so, what would be the physical properties? Osborn arranged with Columbia University for conducting experiments in its research laboratory to prove or disprove the third item; Columbia assigned C. A. Phillipi, Jr. to assist in the project. A press with a cylinder 2 in. high and of I-in. dia. was used. It was surrouilded and heated by a resistance coil 01 Nichrome wire. Broken tough cathodes were used. Experimental Procedure The first run took place March 18, 1926. The resistance wire gave out when temperature of 1000ºF. was obtained. AS thin most important and vital component of an airplane aluminum hay rapidly become the heart and tome- of the war program. Its production ham increased amt will continue to increase, in comparison with its pre-war position further than that of any of lie other important critical metals except magnesium. Compared with the 1939 production of tons of primary ingot coming from four plants, all owned by the Aluminum Company of America the 1942 figures are more than three timer as large. Including, recoverable scrap and contracted ingot from Canada the 191,, supply of aluminum for the United States will be over siren times dial of 1939- A substantial part of this increase has been achieved during the past year as total production in 1941 was only some 307,500 tons. During 1942 six great new ingot plants sponsored and owned by the Government have come into production and three others are nearing completion.

Molybdenum was first discovered on the Continental Divide in Colorado in 19 11; and in 1918 two companies, one of which was the Climax Molybdenum 250 stpd operation, were producing. In 1919 both mines were shut down, but in 1924 the Climax mine reopened and has been producing ever since. Over the years mine production has been increased until today the mill capacity is 48,000 stpd (43,500 mtpd). From 1935 to 1973 all ore was mined underground by block caving with scraper slushing. Since 1973 ore production has been supplemented by open pit mining. As demand for molybdenum increased, upper levels of the mine became worked-out and new lower levels were opened. In late 1972 production began on the 600 level with the mined ore being primary and secondary crushed in the new No. 4 crushing station. Ore is hauled to the primary in 10 st (9. 1 mt) capacity Granby side-dump cars. The trains, carrying 200 st (181 mt), pass throug.h a dump block and discharge directly into a 54 in. by 84 in. Traylor TC gyratory crusher set at an 8 in. (203 mm) open side setting. Since the ore has already been broken to a size which will pass the finger raises in the mining areas, there are only rare oversize boulders to block the crusher opening. Selection of the crusher was based more on its capacity than its receiving opening, as is often the case with gyratories used in open pit operations. Nominal and maximum capacities for this unit are 1250 and 1800 stph (1 135 and 1635 mtph). The ore is often wet and sticky, so a mechanical car cleaning device is utilized. Under the crusher is a 300 st (270 mt) ore pocket equipped with a 60 in. (1.52 m) wide inclined conveyor which delivers the ore to a 2,000 st (1800 mt) surge bin. Near the head pulley of this conveyor is a wood picking station whe re tramp wood and steel are put into cars for removal. Two more apron feeders remove the primary crushed ore from the surge bin, and impact belts and conveyor belts transport the ore to the crushing station for screening ahead of two 7 ft (2. 13 m) standard crushers. Secondary crushed ore is then conveyed to the surface for tertiary crushing. The entire underground crushing room containing the primary, two secondaries, screens and related equipment is serviced by a 100 st (90 mt) crane with a smaller capacity fast hook. A control room is situated so the operator can observe all the crushing operations. Rotoclone collectors remove dust from the entire operation (including the fumes from the zinc pots) and discharge it to the final product belt. The Rotoclones are vented through drifts and raises to the surface. Shop facilities, electrical gear, and lubrication equipment are located

THE fundamental role of diffusion in many reactions occurring in solid metals has long been recognized, and there have been careful measurements of rates of diffusion in numerous alloy systems, but our understanding of the atomic mechanism by which diffusion occurs is scarcely in an advanced state 1-3 It is doubtful that this mechanism can ever he directly ascertained, rather, all imaginable mechanisms must be examined and the one that is in best accord with such data as can be obtained from suitably chosen experiments should be selected Because of its relative simplicity, diffusion in a system containing only one kind of atomic species-commonly called self-diffusion-is of considerable theoretical interest It may be expected that diffusion theory will not be advanced appreciably until a wide variety of diffusion experiments-of which diffusion in a chemical concentration gradient and self-diffusion are two important types-are carefully performed and inter-compared Aside from the purely theoretical interest in self-diffusion measurements, such studies will be of considerable engineering importance The rate of any process in a pure metal requiring the movement of atoms, of which recrystallization and creep are two familiar examples, will be understood more readily with the aid of self-diffusion data † Self-diffusion implies the diffusion of something into its exact counterpart, the detection of such a process is patently impossible, and it is-necessary to substitute for it the diffusion of one isotope (in this case radioactive) into another isotope (in this case stable) of the same chemical element There is, however, no reason to suppose that a radioactive atom will not diffuse at the same rate as its stable isotope, for all of the isotopes of the same element have exactly the same chemical properties, neither the difference in nuclear energy nor the difference in mass would be expected to exercise an important influence in this phenomenon In this sense, self-diffusion may be thought of as the diffusion of radioactive atoms down a radioactivity concentration gradient, just as usual diffusion is the diffusion of one kind of atone down its chemical concentration gradient The first measurements of self-diffusion ii ere made by von Hevesy4-6 using the radioactive lead isotope thorium B in ordinary lead The recent development of means for producing artificial radioactive elements has made possible similar measurements on gold,7,8 copper,2,9 and zinc 10 11 Many of the data that have been obtained are rather poor, and no adequate reason has been given for their poorness, it appears, however, that the unsatisfactory results are characteristic of the particular experimental procedure employed, and not of self-diffusion measurements in themselves The experimental technique that has yielded the poorer results is the deposition of a thin layer of radioactive atoms on the surface of a specimen and the determination of the rate of inward diffusion

Data given in this paper indicate that certain relations exist between different characteristics of sandstone. These relations are not rigid, for all sandstones are more or less heterogeneous. Not every increment of a given horizon follows exactly the relationship; however, studying a reservoir as a whole from a large number of samples, definite trends are found to exist. Apparently nature's processes of sedimentation and diagenesis are such as to give some degree of uniformity. Average relationships are valuable because electrical measurements in a borehole comprise a considerable volume of rock near the hole. Also, it is desirable that a given producing reservoir be studied as a unit. In a permeable reservoir whose pores are filled with a saline solution, it was found that the total porosity and the type of sandstone influence the relationship between its electrical resistivity and the RO and the resistivity of the brine R,. The relation can be expressed by the following empirical equation, Ro = R10O— [i] where 0 is the porosity expressed as a fraction and the numerical value of the exponent lies between 1.8 to 2.0 for consolidated sandstones, and is about 1.3 for clean, unconsolidated packs. This equation indicates that an appropriate electrical log can be used to estimate the porosity of a saline water-bearing reservoir when Rw and the type of rock are known. The fraction R0rw, is called the "formation resistivity factor." It reflects the effect of the nonconducting rock structure on the resistivity of the salt water that fills the tortuous paths through which the electricity must pass. The formation resistivity factor F is found to be related to permeability k. In this case the type of rock plays an important role, as shown by the relation F = ak-b [2] where the values of a and b must be determined experimentally for each horizon. Therefore Eq. I rather than Eq. 2 is used when it is desired to determine the value of F, because small changes in rock structure particularly in the pore size are not critical. Another useful relation, R = R0S- [3] where R = resistivity of rock when partially saturated with brine and partly with oil or gas, S = fraction of the pore space filled with brine, and n equals approximately 2 for both unconsolidated and consolidated sandstone, shows that the connate water of an oil or gas reservoir can be estimated in situ from a resistivity log. Equation 3 shows that in order to estimate the water content of a reservoir a knowledge of R and Ro is essential. The first value can be obtained from the electrical log when all factors influencing the resistivity curve can be properly taken into account. THE only systematic work on the effect of carbon on the recovery and recrystallization kinetics of iron so far reported in the literature is that of Venturello et al.1 These workers found that doping high-purity iron so that it contained up to 86 ppm C caused a marked retardation of recovery but had little or no effect on the recrystallization kinetics. Such evidence for an effect as was obtained was inconclusive. In the course of a study of electron-beam zone-refined iron the authors have recently examined the effect of added carbon on the recrystallization kinetics of this material. The amount of carbon added was about 50 pct more than was used by Venturello et 01. and definite evidence was obtained that carbon at this level retards recrystallization. The starting material was taken from a batch of 0.2-in.-diameter Johnson-Matthey spectroscopically pure iron rods which had been further purified by being given three passes at 4 in. hr-1 in a standard MRC electron-beam zone-refining unit. The purity of this material. which was used in two other investigations of the properties of high-purity iron,2,3 was established by an extensive series of analyses. Four laboratories, the National Research Corp., Newton, Mass., the Naval Research Laboratory, Washington, D.C.. the Battelle Memorial Institute, Columbus, Ohio, and the National Physical Laboratory. Teddington. Middlesex, England. carried out analyses for carbon. oxygen. and nitrogen. and in addition a complete mass-spectrograph analysis was carried out at Battelle. In all, twelve analyses were carried out for carbon, seventeen for oxygen and twelve for nitrogen. The amounts of these elements found to be present were 10 * 7, 8 i 5, and 0.9 i 0.1 ppm, respectively. The limits given are rms deviations. Two results, one of 46 ppm of oxygen and another of 31 ppm of nitrogen, were rejected as anomalous. The mass-spectrograph analysis revealed the major impurity to be 25 ppm of tungsten. All of the other elements detected were present in amounts less than 0.5 ppm. Some of the rods were doped with carbon by being immersed in a suspension of carbon in oil, heated in a vacuum at 400°C, and then zone-leveled to make the distribution of carbon uniform. Carbon analyses carried out on three of the doped rods gave a mean value of 130 ± 45 ppm. Some of the doped and undoped rods were deformed 58 pct by swaging and cut into specimens 1/2 in. in length. Isothermal recrystallization experiments were then carried out on them at 575", 600°, 615", 630°, and 650°C, the volume fraction of each specimen recrystallized being measured by a point-counting method described by Hilliard and Cahn.4 The results for the two types of specimens are shown separately in Figs. 1 and 2. The United States is supplying by far The greater part of all The petroleum products consumed in Great Britain, France and Italy. In addition To This, we have had To supply a marked increase in our domestic consumption, not only of The refined products, but of fuel oil as well. The combination has put a strain on The oil industry, which it is very difficult To meet. The oil companies, being under contract, had no option as To who should get Their oil first, and They were delivering pro rata To everybody; manufacturers of furniture were getting oil with The same regularity as Those who were making aeroplanes or munitions, and The oil companies felt that something should be done. The first order with which I had. anything To do was The priority list for The delivery of fuel oil. That list contained 12 classifications, beginning with bunker fuel and railroads, and you will realize The complexity of The situation when you hear that munitions plants are in class 11. The priority list held during The winter, but transportation became so bad, because of The number of ships that were Taken for trans-Atlantic use, that some of The oil companies were not able To deliver more Than about 60 per cent. into class 5, and nothing beyond that point. To add To the Troubles, the Tank-car mileage fell off. The average for 1917 was about 36 miles per car per day. in January, 1918, it dropped To about 8 miles, and it must have been nearly zero in The early part. of February. Because of The extremely severe winter, furthermore, pipe lines were not delivering anywhere near Their normal capacity. A new priority list has recently been promulgated, introducing a few slight changes. Natural gas has been brought under its provisions, and it has been extended To include The Pacific Coast, which was not considered necessary last winter. The situation in The gas industry is not satisfactory; it is estimated that There will be a decrease of 10 To 20 per cent. in The quantity of natural gas available This winter, as compared with last winter.
