Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years and both the operators and their employees are deserving of much credit for the efforts put forth to better living, working, educational and receational conditions in most of the mining camps of the state. In the older metal mining camps of Utah, where the towns are incorporated and independent of the mining properties operating in the vicinity, less opportunity is presented for the companies to exercise efforts looking towards improved welfare conditions than is the case of camps located on company ground and under the full control of operators.

THE importance of the Widmanstätten structure to structure theory in metallography has been recognized by many writers.1 It is a structure produced by the precipitation of a new phase from a solid solution upon cooling as a result of changing solid solubility, and displays a characteristic appearance indicating a crystallographic relationship between the new phase and the original solid solution (Fig. 1). First discovered in 1808 by Alois de Widmanstätten2, the structure has been traced by analogy through many alloy systems. Particularly is this true of the steels. Sorby's classic work3 on the microstructure of iron and steel was in essence an attempt to explain the origin of this characteristic structure in meteoric iron. He observed in a Bessemer steel and in a cast-steel ingot structures which we now recognize as typical Widmanstätten figures.4 Osmond5 observed structures in a steel ingot analogous to those found in meteorites. There is apparently no end to the doubts, inconsistencies and absurdities in which the courts of our mining States and Territories are involved in their attempts to apply to conditions of ever-increasing complexity the provisions of our anomalous mining law. In previous papers, I have called this statute " the law of the apex," because it based upon that vague, novel and mysterious condition the most important grant of title. But the apex is scarcely a more essential feature than the end-lines and the side-lines; for the rights which it may confer may be limited in various ways by these; so that we have, in many a case, the most ridiculous result that the United States, in return for the money of a citizen, conveys to him with much solemnity, under its broad seal, nobody knows what, bounded nobody can tell how. A decision recently made at Butte by Judge De Wolfe, of the United States District Court of Montana, in the case of King et al. vs. The Amy and Silversmith Mining Company, furnishes a fresh illustration of this criticism. AT a Meeting of the New York Section, on May 23, 1918, the sole subject of discussion was the nature and occurrence of iron ores in certain parts of the world.? Owing to the importance of this subject, it has been deemed' advisable to publish the remarks made at that meeting in the form of a paper, for presentation at the Milwaukee Meeting, instead of in the usual place, under News of Local Sections. The remarks related to the following districts: Brazil, by E. C. Harder, of the U. S. Geological Survey; Scandinavia, by Waldemar Lindgren, of the U. S. Geological Survey; Cuba, by C. M. Weld, of the U. S. Bureau 'of Mines; Southern Europe, by A. C. Spencer, of the U. S. Geological Survey; China, by H. Foster Bain, of the U. S. Bureau of Mines; Alsace-Lorraine, by Sidney Paige, of the U. S. Geological Survey. BRAZIL By E. C. Harder During the years immediately preceding the war, the iron ores of Brazil were attracting the attention of iron operators both in Europe and in the United States. This was clue to the large quantities of practically undeveloped ore available, and to its great purity. It is reasonably safe to state that had capital not been diverted from the exploitation of these deposits to war purposes, Brazilian iron ores would probably now be offered in European and American markets. It is certain that after the war these ores will play a prominent part in the economic reconstruction of Europe and perhaps in the development of America.

FIFTEEN thousand barrels of oil daily, the production of the United States 75 years ago, amounted to more than 90 per cent of world supply. Russia and Romania, neither of which produced as much as one thousand barrels daily, were the only other suppliers in substantial quantity. The adolescent oil industry of the United States, a dozen years old in 1871, was still confined to the Appalachian region. Wells were drilled by cable tools; many of them were "kicked down" by manpower with a spring pole; and depths were measured in hundreds rather than thousands of feet-a 1000-foot well was a deep well. Casing was an innovation, come into general use only a few years previously and still so new as to be subject to bitter patent litigation. Crude oil was packaged in wooden barrels and shipped by flat boat and barge on the creeks and rivers and by railroad. Such pipe lines as existed were only a few miles long. There were many refineries. Pittsburgh, Cleveland and the Atlantic seaboard were refining centers. Refineries were very small, however, and their operations consisted essentially in simple fractionation by distillation and treating for quality. The products in demand were burning oil or kerosene and lubricating oils. Oil was not yet used as fuel and gasoline was a nuisance to the refiner.

13.7-1. General. Iron ore mining in western Europe is mostly carried out underground and only a minor part is mined by open pit methods. Actual open pits of importance in this connection are, among others, Svappavaara in Sweden, Mo i Rana and Sydvaranger in Norway, Corby Mines, Colsterworth, and Scunthorpe in Great Britain, and in western Africa, Nimba and Bong Range in Liberia, and Kedia d’Idjil in Mauritania. The open pit mines of western Africa are of great interest in this connection as they are designed according to European practice and have accepted the same techniques, methods, equipment, etc. as the European mines. In the surface mining of limestone, granite, shale, etc., the technical conditions generally are similar with those in the iron ore mines. Some information will therefore be submitted from typical quarries. The geological conditions at the various iron ore mines and limestone and other quarries vary extensively. In Scandinavia the iron ores occur exclusively in Precambrian rocks. The ore is hard, mostly magnetite or hematite, folded and steep dipping, and hence accessible to surface mining only in the shallow sections. In the mines referred to, open pit mining will last for another 10 to 30 years, whereupon mining has to be continued by underground methods. In France the Minette iron ore has previously been mined in open pits but, because of increased overburden, mining underground with room and pillar methods now dominates. The iron ores are Jurassic, flatlying strata of oolitic type, containing chamosite, siderite, and brown hematite. The British iron ores are mostly of the same origin and appearance as the French deposits, but despite heavy overburden they are preferably mined from the surface. In western Africa, the iron ores are of the same type as in Brazil, i.e., itabirites with high-grade portions resulting from silica-leaching and weathering. The ore contains mostly brown and blue hematite and magnetite. Nimba and Kedia d’Idjil are very similar regarding ore quality and geology. Bong Range is a deposit of low-grade ore which has to be concentrated.

Relationships between the compositions of specially prepared manganin-type alloys and some of their electrical properties have been established. Empirical equations, based upon the electronic configurations of the alloying elements, are given which describe the resistivity, temperature coefficient, peak temperature, and thermoelectric power of Cu-Mn-Ni-Fe alloys at approximately room temperature. Calculations based upon these relationships are correlated with experimental data. SECURING suitable alloys for the construction of stable resistors, for use in precise electrical measuring devices, has been important ever since the art of electrical measurement was begun. German silver, Pt-Ag, and Platinoid are examples of some of the alloys in early use. These early alloys were un- satisfactory for one or more of the following reasons: l—insufficient stability of electrical properties with time, 2—poor reproducibility of electrical characteristics from melt to melt, 3—excessive temperature coefficients of resistance, and 4—excessive cost. Weston introduced the Cu-Mn-Fe and Cu-Mn-Ni-Fe alloys of the type now generally known as manganins. His patents are believed to represent the first disclosure of any alloy with a negative temperature coefficient of resistance. Low-grade ores can be designated by two main classifications: (1) simple low-grade ores, and (2) complex low-grade ores. As a rule the first type has a relatively small metal content, although low- grade iron ores contain a rather high percentage of metal. As the simple type is the one that is ordinarily in mind when the term "low-grade ore" is used, the paper will be devoted mainly to ores in this general category. Cheap treatment is the prime requirement in utilizing low-grade ores of the simple type, although in some cases the value of nonmetallic by-products, such as limestone for fer- tilizer and silica for flux, allows a little more lati- tude than in the usual situation. When the costs are divided under the three headings-mining, milling, and smelting-it is apparent that the last group will not constitute an important factor as a rule because the high concentrating ratio makes the smelting cost per ton of ore fairly low.

It has been known for several years1 that certain alloys of the Konal type, containing commercial cobalt (99.32 per cent Co and 0.42 per cent Ni) and varying amounts of ferrotitanium, exhibit very high tensile strengths at 600°C. However, their proportional limits and yield pints are relatively low. published data' for the alloys quenched in water from 950°C. and then tested at 600°C. are summarized in the upper section of Fig. I. Similar specimens that were aged at 650°C. for 72 hr., after quench and prior to testing at 600°C., gave the result; shown in the: lower section of Fig. I. In the present work the investigation of the properties of these materials has been extended by a study of the tensile deformation characteristics in moderately longtime tests at 600°, 700' and 800°C. after quenching from various solution temperatures. In addition, some metallographic studies have been made to correlate with the deformation tests, and to obtain information on the quasi-binary system cobalt-Fe2Ti. The material, very kindly furnished by the Westinghouse Electric and Manufacturing Co. in the form of hot-swaged rods of 3/16-in. diameter, analyzed as shown in Table 1. I. INTRODUCTION. THOSE who deem the subject of this paper an old and super¬seded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 ft. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " Stückofen," the father of the blast-furnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand. We have to look back but a century and a quarter to see the introduction of the puddling process by Henry Cort; a process which, reinforced by the iron-oxide bottoms and fettling of Hall, was not less revolutionary in character, and more revo-

A mathematical model based on the finite element method of stress analysis has been used to describe the behavior of the western wall of the Kimbley Pit as its slope was steepened from 45° to 57°. Theoretical stress changes because of slope modification are slight except at the toe of the modified slope. Magnitudes of stress created are small when compared with the strength of a competent rock. Resulting displacement patterns point out the need for determining the in-situ state of stress at a site prior to excavation or modification. A comparison of model results with field measurements shows that, in general, the model has described the measured behavior of the west wall of the Kimbley Pit remarkably well. The Bureau of Mines and the Kennecott Copper Corp. began joint research on open-pit slope stability at the Kimbley Pit, Ely, Nev., in 1961. The initial or planning phase of this research dealt with a detailed geologic study of the Kimbley Pit, determination of in-situ stresses in the district, laboratory and field tests to determine rock properties, and the design of a full-scale experiment to study the behavior of this pit as its western wall was steepened from 45° to 57°. Fig. 1 shows a cross-section of the original pit outline, the steepened pit outline, major geologic features, and the two instrumentation adits. After the final or slope modification phase of the research began, a laboratory research program was initiated to develop a mathematical model that would analytically describe the behavior of the pit as its western slope was steepened. This theoretical model study of the slope modification at the Kimbley Pit was conducted with the finite element method of stress analysis. The results are described in this report.

IN a former paper laid before the Institute, entitled Lead and Silver Smelting in Chicago, I endeavored to give a description of the manner in which argentiferous lead ores from the far West were treated in that city, and also described the method employed in the desilverization of the silver-lead produced from the ores. It will perhaps be remembered, that very siliceous ores, principally from the Emma mine, Utah, containing over 40 per cent. of silicic acid, were then being treated at the works of the Chicago Silver Smelting and Refining Company in the reverberatory furnace, with the use of metallic iron, in the form of borings, as a precipitating medium for the lead ; and that the extraction of the silver from the resulting bullion was effected by the Balbach process. The Swansea Works, also the works at Brighton, just outside of this city, and those of S. P. Lunt, were at that time treating ore of a similar character by the same method. The inadequacy of the process for the ores then under treatment was, in a manner, pointed out by me in the paper above referred to. Since the time of its writing, many and important improvements have been made in the metallurgical treatment of Western ores in Chicago. Most ores are now roasted previous to reduction, and the latter operation is conducted in the shaft-furnace instead of the reverberatory. Such is the fact at least at the Swansea Works, the largest in the city, and here it was where the first steps were taken in this direction. In selecting these works as the subject of this paper, I am in hopes that the description given of the various metallurgical operations, as they are there now conducted, will serve to give an idea of the improvements introduced

I all of the 14 million tons of kaolin produced in Georgia through 1949 had been mined from a single deposit 20 ft thick, it would represent a mined-out area of less than 1 sq mile. This measure of depletion is in such strong contrast with the large size of the area shown in Fig. 1, from which most of the output has come, that there has developed an optimistic outlook concerning future supplies of kaolin equal in grade to that already mined. Dozens of mines are widely but not evenly distributed within this area, which consists mostly of parts of Twiggs, Wilkinson, and Washington counties. There are scarcely half a dozen kaolin mines elsewhere in the state that have been appreciably productive, although the areas in which they occur may have good possibilities. Most of the efforts to find new deposits, therefore, will be confined to the area shown in Fig. 1, for it is here that the industry has established its facilities, and prospecting is encouraged by relatively numerous outcrops and opened deposits of kaolin. The Ocmulgee and Oconee rivers drain the area. They and their main tributaries have flat, swampy floodplains covered with alluvium and for the most part thickly wooded. The divides between these streams are intricately dissected by the minor tributaries, which are spring-fed in steep-walled, cirque-like heads. Gullying and under-cutting are active along the streams but are partly controlled by unusually dense vegetation. The mean altitude is about 350 ft above sea level, and locally the relief ranges up to 200 ft. The area is near the inner margin of the Coastal Plain, and is underlain by Cretaceous and Tertiary formations. Its general location is shown in black in Fig. 1. The division between the Coastal Plain and the Piedmont plateau is actually a very sinuous line, the fall line, marking the extent to which erosion has stripped the Coastal Plain sediments from the southeastward-sloping surface of the crystalline rocks of the Piedmont. Cretaceous Host Formation The kaolin deposits, which are described in the succeeding section, occur sporadically in lenslike bodies in a thick series of poorly sorted clayey sands constituting the lowermost of the Upper Cretaceous formations, the Tuscaloosa. The basis for this correlation has been reviewed by Cooke.1 The same formation has been termed the Potomac group by Ladd2 and the Middendorf formation by Smith' in reports on the kaolin deposits. In another report, Veatch4 called the formation the Tuscaloosa but correlated it with the Lower Cretaceous. The Tuscaloosa in this area consists of fine to very coarse sands, commonly cross-bedded, which contain widely different proportions of white, pink, and yellow kaolin and considerable white mica. A few of the coarser beds contain quartz grains up to 3 in. in length, with bodies of pure white kaolin of equal size that appear to have been formed by the weathering of feldspar grains in place. In the kaolin-producing area, gravel and cobbles occur mainly at the base of the formation. Fig. 2 shows the relations of the Tuscaloosa and its kaolin deposits to the adjacent formations. Its base, on the eroded surface of the crystalline rocks, dips southeastward 50 to 60 ft to the mile, according to LaMoreaux.5 The upper surface of the Tuscaloosa is also an unconformity,

THE Engineering Education group began its sessions Tuesday morning, Feb. 16, as a Committee and wound up the day as the Institute's fifth " Division." C.II. Fulton presided. The first paper for discussion was entitled "Teaching Management in Engineering Schools,"' by Eugene McAuliffe, president of the Union Pacific Coal Co., space for which may be found later in these pages. In it, Mr. McAuliffe argued that an engineering student should be taught the knowledge of men, much as a medical school teaches surgery. He then went on to indicate, out of the wealth of his administrative experience, the problems an executive needs to be equipped to handle, and said that every student engineer should look on himself as a potential manager.
