THE extreme effect of the depression on the steel industry is well illustrated by the fact that the amount of iron ore shipped from the Lake Superior district was the lowest in 47 years. Something over 3 1/2 million tons of ore was shipped in 1932, compared with over 65 million tons in 1929. It is not surprising then that practically no advancement in iron ore beneficiation has been made. Improved research and development work, however, was continued at the Michigan College of Mines in the survey of the lean iron ores of Michigan with reference to the possibility of their concentration; at the University of Minnesota in its large-scale jigging studies of Lake :Superior ores; and at Battelle Memorial Institute in the development of improved jigging of iron ores. The successful operation of the new Hadsel mill at a gold property in California gave such low grinding costs on a quartz ore as to give much encouragement in the iron ore industry for a cheapening of the cost of grinding lean ores for concentration.

AT the outset, said Mr. Guess, I may say that although I believe the present engineering courses in the various colleges and universities could be arranged to give the student within the same time limit a broader general education of un- doubted value, still I do not agree with the view held by many that engineers in comparison with those of other occupations-let us say doctors, lawyers, bankers, and so-called business men-seldom arrive at high executive positions. After all, we must remember that engineers are not very numerous as compared with the occupations just mentioned and therefore a lesser number reaching high executive positions stated numerically might be a larger number stated as a percentage. We all know there must be throughout the United States say three doctors to one engineer, but I don't think that even numerically there are as many doctors in high executive positions as engineers, and it is a fortunate thing for the country that doctors as a class are so busily engaged in alleviating sickness and suffering and in the advancement of medical science that they do not aim particularly for high executive positions.

ALTHOUGH bad grammar, the above query is probably, at the present moment, good sense. Why was the Institute started and why does it continue to exist? The small group of men who worked out the original idea felt keenly the necessity of mining engineers and metallurgists getting together in order to discuss their professional problems. That necessity still exists but it does not strike the present generation of engineers so keenly because they have always had the Institute: they do not know what it is to be without it. The Institute is a great graduate school of mining and metallurgy. All of its members who have something to say worth saying are the teachers; all the rest may be learners or critics. No university or technical school can match the experience and information which the authors of its papers possess, no institution of learning has a body of potential listeners so extensive and so vitally interested.

Some years ago, in the manufacture of seamless tubing from an alloy steel containing 0.07 per cent maximum carbon, 18 per cent chromium and 8 per cent nickel, at the plant of The Babcock & Wilcox Tube Co., a peculiar type of piercing defect was noticed. This defect was definitely associated with certain heats of the alloy and was independent of any of the variables of mill operation and billet-heating condition. A thorough analysis of the defective material yielded but one clue to the reason for its abnormal behavior in piercing and that was its oxygen content as determined by the vacuum fusion method. The oxygen content of the defective 18-8 alloy was found to be from two to three times that of the material that had pierced satisfactorily, and this incited an active interest in the vacuum fusion method for the analysis of alloy steels. After a critical survey of the literature on this subject, and considerable experimentation, an apparatus and technique were evolved that gave a fairly rapid, simple and reliable method of analysis. Samples selected from six years of tube production of 18-8 and other corrosion-resistant alloys were analyzed by this method. This paper describes the procedure and gives a correlation of the oxygen, hydrogen and nitrogen contents of a number of alloy steel samples representative of good and bad tube-piercing quality. WHEN the white pioneers of the eighteenth and nineteenth centuries advanced from the coastal settlements of southern Africa into the interior of the subcontinent, they found it inhabited, more or less sparsely, by brown or black peoples mainly of pastoral habits but equipped with a fighting spirit and certain fighting weapons. Some of the tribes were smiths, others were miners and metallurgists; all used fuel, either industrially or domestically. Some of that fuel was wood, some cattle dung, and in some places the natives mined outcrop coal. Coal was first discovered by Europeans in Natal about 1840. After proper deliberation and after allowing due time for a consideration of all the implications, the Natal Government decided in 1881 (40 years after) to import an English expert to investigate and report on the discovery. Things then moved rapidly, and in what to a geologist is the remarkably short space of eight years, Natal collieries were producing at the rate of nearly 30,000 long tons per annum or 100 long tons per working day!

THE YEAR 1931 was for most American copper producers one of restricted output but extremely low production cost.. When compared with 1929, the marked reductions in costs achieved in 1931, operating at rates in many instances a third to a half of capacity, can only be regarded as remarkable. In fact, the recent shut-down of several large operations suggests the probability that 1931 costs represent a bare minimum for many properties. Before discussing the 1931 results a few remarks on cost data are appropriate. The type of cost tabulation here presented was first published in 1929, (A. B. Parsons. E. & M. I. June 8, 1929), and has appeared each, succeeding year following in general the calculation method and company set-up of the original article. (. G. W. Tower, E. & III. L, July 8. 1930; S. D. Strauss, E. & M. J.; July 27, 1931). As far as possible the leading American copper companies are included. In considering these cost tabulations it must be borne in mind that the information from which they have been prepared is entirely contained in the annual report of each company; and that a multiplicity of interests and a condensed income statement for some of the larger companies, such as Cerro de Pasco and Kennecott, make the cost figure an arbitrary one depending upon sundry metal credits, metal products, miscellaneous income, etc. For Granby, Howe Sound. Magma, and Noranda, sundry metal credits are important. Furthermore Andes, Chile and Greene Cananea give costs only against copper sold. Although the individual costs here figured are by no means absolute they are computed by the same method each year and offer a basis of annual comparison; and with attention to footnotes the premises on which the costs are based may be easily followed.

A REGULAR meeting of the Executive Board 'of American Engineering Council was held in the Onondaga Hotel, Syracuse, N.. Y., Feb. 14, 1921, with the president, Herbert Hoover, presiding. Reports of committees were presented and acted upon as follows: ENGINEER ON INTERSTATE COMMERCE COMMISSION The second meeting of the Committee was. called because it was represented to the Committee' on Pro¬cedure that the American Society of Civil Engineers, the American Association of Engineers, and the Ameri¬can Institute of Consulting Engineers were anxious to have President-elect Harding appoint an engineer to fill one of the vacancies on the Interstate Commerce Commission. The representative of The American Society of Civil Engineers agreed to endorse the recom¬mendations- of American Engineering Council, and the Committee on Procedure prepared and sent a letter to the President-elect, a - copy of this letter being sent to each member of the Board. No names were suggested. . The appointment of an engineer on the Interstate Commerce Commission was approved and the Board, after approving the action of the Committee 'on Procedure in writing the President-elect, voted that, if requested, the Committee on Procedure submit a list of not less than six names for the appointment of an engineer on the Interstate. Commerce Commission.

A GOOD DEAL of information concerning flotation has come out during the patent litigation of recent years, and the legal situation has cleared considerably, to the satisfaction of Minerals Separation, Limited. Hence, Mr. H. Livingstone Sulman, one of the originators of the successful process of that company, felt at liberty to explain, on Thursday, Nov. 20, his experience and his views in a "Contribution to the Study of Flotation," before the Institution of Mining and Metallurgy. He did not give technical details. He dealt with the physical problems, so simple, as he remarked, that he had wanted 96 pages to express his views. He presented much data, partly new and based on observations of his own, bearing upon the very complex flotation phenomena in an instructive wav and made frequent references to the valuable researches especially of Prof. Edwin Edser and Mr. Emil Hatschek.

REVIEWING the events of the year in mineral industry education, a certain amount of either amusement or irritation, depending upon one's viewpoint, can be derived front the section dealing with mining engineering in Walter B. Pitkin's "New Careers for Youth" which appeared during the summer. On p. 102 Prof. Pitkin says "The mining engineer is disappearing .. . because . . . the profits of mining decline rapidly with the age of the mine." In his "Are Too Many Students Taking Mining Courses?" published in the May issue of this journal, W. B. Plank presents statistics showing that there was some decline in student enrollment in mining and metallurgical courses in 1932-3 and 1933-4, compared with 1930-31, but that the decline was proportionate to that in all lines of engineering study combined. Informal reports from Institute officials that have visited tinning schools during the fall indicate that nearly all schools showed an increase in enrollment for the current school year. Pre else statistics will be made available by Prof. Plank at the Annual Meeting. His study last year provided, for the first time, accurate and complete information on the enrollment in mining schools, as well as the number of various courses and the degree granted, and it will be interesting to have comparable figures for this year. Prof. Pitkin's views on the future opportunities for mining engineers were discussed at some length - on pages 439-4.40 of the November issue of MINING AND METALLURGY.

THE nation's effort to win the war speedily is reflected in current trends in coal utilization, as in all other fields of our lives. In all industries, wherever coal is used for the production of heat and power the emphasis is on getting the most useful result with the least expenditure of matt.ria1. In addition to carrying its own share of the load, increased as it is by the demands of war industry, coal has had to fill in for the other fuels, mainly petroleum products, whose distribution from their more distant sources has been crippled by lack of shipping. Thus, the outstanding note in the utilization of coal this year is not the development of new methods of burning or handling coal but the extraordinary job that the industry has done in producing enough coal to serve all needs.

A REVIEW of the steps which have been made to increase knowledge in the field of ferrous physical metallurgy during the closing period of World War II brings both pleasure and disappointment. Contributions of great value have been made, to be sure. However, due partly to the stress of the times, researchers in this field have been in the main directing their attention toward the short-range problems involved in the development and production of materiel for war. Furthermore, publication of the results of a great number of studies has had to be delayed. Much of the German work may, indeed, be lost entirely, owing to the efficiency of our bombers, which managed to account for most of the famous Kaiser Wilhelm Institut of Dusseldorf, not to mention the other large laboratories and manufacturing plants throughout that country. It would seem safe to assume, however, that fundamental research in Germany had been forced to give way to the shallow, but more pressing, engineering problems of a country trying to avoid defeat. In Russia the picture has been clouded by the limitations imposed upon comunication; but this much does seem clear: Russia alone among the great nations of the world has maintained her long-range view and has continued to foster research of the most fundamental type. English workers; on the other hand, appear to have been able only to meet the demands of the pressing problems of war, and their studies have been of the short-range variety. That metallurgical research of any sort should have continued in France during this chaotic period in her history would seem impossible, but, amazingly, a small handful of scientists did manage to carry on their work, and it is to be hoped that more will be heard from them in the future.

NATURE endowed the Niagara Frontier with great resources but it was the molding of these resources by the early pioneers that assured its future development. This great industrial district of New York stretches along about fifty miles of shore line on the eastern end of Lake Erie and the Niagara River, embracing the two counties of Erie and Niagara, with the city of Buffalo about in the center. This location at the junction of the eastern end of the Great Lakes and the western boundary of the State, a great focal point of land and water, transportation, guaranteed the development of the Frontier. Although the first white settlers came to this section in 1784, it was not until after the turn of the nineteenth century that real development started. Perhaps the most significant influence in the early days was the completion of the Erie Canal between Buffalo and Albany in 1825. MINING revival during the last few years has brought about a considerable increase in the number of gold and silver determinations made, noticeable in all branches of the industry but especially so in the business of a custom smelter. At East Helena, solely a custom smelter the assay department found that the four assay furnaces available were inadequate to handle the increased amount of work. These furnaces were of a standard design, having duplex muffles, one superimposed on the other; each muffle was 12 1/2 in. wide, 18 1/4 in. long and 6 in. high, and could handle 72 cupels or 20 fusions. Since the heat varied considerably between the upper and lower muffles, cupellations were not ruin in both at the same time. To speed up assaying, E. A. Meale, chief chemist, had the happy idea of enlarging a muffle furnace, originally designed by the Montana Power Co., so that one muffle would acconmmodate at least as many determinations as the duplex muffles. An order was given to the Denver Fire Clay Co. for a Carbofrax muffle of the size required and the local engineering department enlarged the furnace to accommodate the muffle. Details of the

The annual meeting of the Woman's Auxiliary was held on February 19, at 10 a. m. The president, Mrs. Sidney Jennings, said in her greeting "it is a matter of congratulation that during the past year when the demands upon women for work of all kinds has been so large our membership has grown from the 50 enrolled at the first meeting a year ago to over 300 today. Some women, when. asked to join the organization, say that they are doing so much work in other ways that they have no time for work in a new organization, but the director for Canada struck the right note in her report when she told us of the splendid work the wives of mining engineers are doing in Canada, as individuals and as leaders and members of various organizations doing patriotic work. We do not want to divert such women from the work they are now doing, but we do want them to enroll as members of the Woman's Auxiliary and let us know what they are doing, that they play give inspiration to others." Reports were made by the directors of the following sections: Canada, Chicago, Colorado, Columbia, New York, Puget Sound and St. Louis, in some of which sections excellent progress has been made in food conservation, foreign war relief, including the adoption of fatherless French children, and in work for our own engineering regiments. These reports were read, accepted, and placed on file. The reports of the corresponding secretary, of the recording secretary, and of the treasurer, were read, accepted, and placed on file. Various amendments to the Constitution were proposed and accepted, and copies of the Constitution, as amended, will be mailed to all the members of the Woman's Auxiliary.

DuXing 1942, Louisiana attained the rank of fourth among the great oil-producing states of this country. Its present prominent position is the result of an orderly and systematic program of exploitation with emphasis on conservation. Even before the functioning of M-68, the Federal spacing order, development and production in Louisiana were regulated by various acts of legislation, the most recent of which and by far the most effective is Act 157 of 1940. Under the authority of this act, it has been possible for the Department of Conservation to hold many public hearings and thereby to secure data and evidence regarding the feasibility of issuing rules and regulations for development of various oil and gas fields in the state. As a result of information compiled at such public hearings, many orders have been issued by the Commissioner of Conservation that have in most cases provided reasonable solutions to the problems that arise in the exploitation and development of fields in this state. Probably one of the most effective powers granted the Commissioner of Conservation in the state of Louisiana has been the authority to provide for fieldwide unitiza-tion and pooling of condensate fields. This has led to the erection of huge cycling plants in Louisiana, which permit the most efficient recovery of the liquid content of the reservoirs, and further conserve most of the gas reserve that undoubtedly will be of considerable future value. Many months have passed since various orders of the Department of Conservation were put into effect, and all are accomplishing their purpose; namely, the elimination of waste. Although the effectiveness of these orders provides considerable satisfaction to the members of the Department of Conservation, it is also a tribute to the members of the oil and gas industry in Louisiana, who, in addition to providing carefully prepared technical data, have also given unstinting cooperation and have thereby enabled the Department to cope intelligently with the many problems. Production On Dec. 31, 1942, oil and/or gas was being produced in 50 parishes, or 78 per cent of all the parishes in the state. Thirty-three of the parishes produced oil and gas, 12 produced oil, and 5 produced solely gas. This is indeed an enviable record for any state. However, it is reasonable to assume that eventually all parishes in the state of Louisiana will be productive. From a geological viewpoint, there is no apparent reason to assume otherwise—a point that a11 operators seeking oil and gas production in this state may well bear in mind. Many grindability tests have been made in the Allis-Chalmers laboratory since the tabulated results were last published.' The lists of standard ball-mill and standard rod-mill grindability tests are brought up to date in this paper, and considerable new material is added. This includes a tabulation of open-circuit grinding tests, with impact and compression-crushing tests. The standard ball-mill grindability tests (Table I) were made in a standard laboratory ball mill, 12 by 12 in. inside, running at 70 rpm, with a charge of 285 iron balls ranging from 1½ to 3/4 in. in diameter and weighing 20,125 grams. Seven hundred cubic centimeters of minus 6-mesh stage-crushed dry feed was used, and the circulating load was maintained constant at 250 pct by adjusting the number of mill revolutions for each grinding period. Tests were made at all mesh sizes from 28 to 200, and the grindability is the number of net grams of screen undersize produced per revolution. The table includes 479 tests. It has been calculated that the ball mill does 52.3 joules of useful work on the ore per revolution2 with 93 joules input to the mill. The standard rod-mill grindability tests (Table 2) were made in a laboratory tilting rod mill, 12 in. in diameter by 24 in. long inside, with a wave-type lining, running at 46 rpm. The grinding charge consisted of six I1/4-in. diameter and two 13/4-in. diameter steel rods, all 21 in. long and weighing 33,380 grams. The mill was rotated level for eight revolutions, then tilted up 5' for one revolution, down 5° for one revolution, and returned to level for eight revolutions. It was discharged by tilting downward at 45° for 30 revolutions. Feed consisted of 1250 cc of minus in. stone and the circulating load was maintained constant at 100 pct by adjusting the number of mill revolutions for each grinding period. Tests were made at all mesh sizes from 3 to 65, and the rod-mill grindability is the number of net grams of screen undersize produced per revolution. The table includes 105 tests. The impact and compression-crushing tests (Table 3) are given in a table that is an extension of a previous publication8 in which the method of testing was described in detail. Two equal hammers weighing about 30 lb each were arranged to strike simultaneous blows on opposite sides of the test specimen. Broken pieces of rock passing a 3-in. square and retained on a 2-in. square were set up with the smallest dimension between the hammers, and this distance was measured. The height of the hammers was increased slightly before each blow until the specimen broke, and the foot-pounds per inch of thickness was calculated. Ten pieces
