THE official opening at the 134th general meeting of the Institute was held on Oct. 6, but it was prefaced by two round table conferences on Oct. 5. The open-hearth group held the fourth of their semi-annual conferences at the William Penn Hotel, devoting the morning session to discussing a paper by R. L. Cain on the "Manufacture of Forging Steel by the Open-hearth Process," and the afternoon to discussing P. H. Shaeffer's paper on the open-hearth charge. At the Bureau of Mines, a round table conference on the combustibility of coke was held on Tuesday morning, and the afternoon was devoted to a similar conference on the testing of coke. The formal opening session of the meeting assembled in the Music Hall of Carnegie Institute at 10.30 a. m. Graham Bright, chairman of the Pittsburgh Section; called the meeting to order and presided. President Taylor welcomed the visiting members and guests to his home city and reviewed briefly the advancement of mining in the past half century during which, for ex- ample, the coal output had increased from 53,280,000 tons to 523,357,000 tons per year. He emphasized the important part Pennsylvania played in mining and brought out the principal changes that had taken place in methods. In part, his remarks were as follows: The centennial year, 1876, found the coal business of. this country, as a whole, producing 53,280,000 tons, of which amount the bituminous mines of this State yielded 24 per cent. In 1925, this country produced 523,357,000 tons of coal, of which Pennsylvania produced 24 per cent.

The subject of refractory materials occupies such an important position in all metallurgical works, and particularly in those of iron and steel, that any data concerning it must be of interest to the metallurgist. No apology is needed, therefore, for this attempt to describe the mining of fire-clay and the manufacture of fire-brick at one of the largest establishments in this country. Mount Savage is a small village situated in the northwestern part of the Cumberland coal basin, on the Cumberland & Pennsylvania Railroad, and at the foot of Savage Mountain, from which the village takes its name. Fire-brick have been manufactured here almost, if not quite, as long as in any place in America; and as the brick are still shipped to nearly half the States in the Union every month, the manufactory is probably the most generally known. In the year 1837, a company was formed called the Maryland & New York Coal & Iron Company. It built two blast-fiirnaces, the ruins of which still remain. It was in the construction of these filmaces that the first fire-brick made here were used ; and though the iron works ran but spasmodically, the brick works have been in constant operation ever since. (New York Meeting, February, 1912 THE U. S. Geological Survey, I believe, has almost completed a study of the Harney Peak quadrangle, preliminary to the publication of a report on that, district. As I was engaged for some months on an investigation of the mode of occurrence of the ore-bearing formation in this area, it has seemed to me timely to make public the results of my study, as a contribution to the consideration of this subject. It seems scarcely necessary to describe the locality and general geology of the Black hills of South Dakota, for since 1846 many have contributed information concerning this region, some of the reports bearing such well-known names as those of Walter P. Jenney, Henry Newton, S. F. Emmons, and C. R. Van Hise, while we have only to glance at Bulletin No. 4 of the South Dakota School of Mines, in which Prof. C. C. O'Harra, of that institution, has given us a bibliography of contributions to the geography and geology of the section, to find that other well-known men have studied the district, and have given us the benefit of their researches. The U. S. Geological Survey has made geological maps of nearly the whole of the Black hills, the only quadrangle yet to be completed being, as stated, the Harney Peak district. During the late summer and autnmn of 1910, it was my lot to examine and report. on a considerable area in this neighborhood, which once had been prospected, and in some cases exploited, for tin. This paper gives an account of certain geological phenomena, noted at that time, which greatly influenced my conclnsions. The predominating formation of the district is pre-Cambrian, represented by a highly-cleaved mica-schist, usually very garnetiferous, and sometimes hornblendic. THERE is probably no other mineral industry of which the public has as much information and misinformation as it has of the coal industry. Unfortunately, however, the general public's knowledge of the coal industry, outside of the particular kind of coal it is accustomed to, by reason of use, is largely made up of information received from newspaper and popular magazine articles, in which the mine workers are depicted as overworked and mistreated men, and the coal operators as "coal barons." Those who have any specific knowledge of exact conditions in the coal industry know how unjust and un- fair such an opinion of the coal industry is, not only to the miner but to the operator as well. Many reporters and writers of magazine articles are misled by statements regarding the condition of the miners that are exaggerated and not founded on facts and, if an investigation of the conditions of the miner's work, his habitation and surroundings were fairly made, it would at least compel more truthful statements by those who write for public reading. That such an investigation would not reveal anything that was wrong, or anything to be censured or cured, no one, I think, would maintain, but I do think that any fair investigation of the facts would show that conditions in and around the newer and later-developed coal mines and communities would compare favorably with those of manufacturing districts, and that where the mines and com- munities are old and not very attractive places to work, or live in, they carry with them other considerations, compensating for these conditions, and cannot be remedied by reason of a lack of sufficient coal to warrant economically any costly changes.

SYSTEMATIC methods of ore-finding are looked to the more as increasing production requires greater supplies of raw materials. Unrelenting search for new sources of supply is necessary, and all the skill of science must be displayed both in methods of discovering and recovering the minerals necessary to the demands of present-day life. To this end most national governments have some sort of a geo- logical survey and there is a growing understanding of the desirability for cooperation between federal and state or provincial organizations and also financial assistance, from state and private universities, mining companies, railroads and manufacturers. Such surveys are now being directed by well trained geologists selected from federal, state and university departments. Large-scale maps are being prepared and better geo- logical interpretation made, more thorough chemical and physical examinations are being made and original search is fostered, with the result that successful prospecting is better directed, new mining regions are more likely to be discovered, and the life of. old camps lengthened.

I HAVE been introduced in the dual capacity of president of the Canadian Institute and Metals Controller for Canada. There are three particular points of similarity between these two positions. They are both temporary ; they both have to do with the mining industry ; and by a peculiar coincidence they both pay me exactly the same salary. It is difficult to appreciate the background of our present situation without knowing the really tremendous changes that have taken place since the last war. I sometimes think that even among ourselves we are likely to forget the extent to which our great mining industry has been expanded. In 1914 Canada's gold production amounted to only $16,000,000 and the suggestion was seriously ad¬vanced in Ottawa that the gold mines should be allowed to close down so that their men might be used in more important work. Today with a production at the rate of over $200,000,000 a year no one in Canada would venture such a suggestion because the output of our gold mines is the greatest single factor in producing dollar exchange, badly needed for the purchase of munitions and to maintain Canada's unbroken record of always meeting its obligations. Even with the severe restrictions now in effect against the importation of nonessentials, our imports for war purposes from the United States are resulting in the biggest adverse trade balance in our history. With us, gold mining ranks as an essential industry.

STORAGE of natural gas in underground reservoirs is one of the most important developments in the natural gas industry in recent years. However, it is only when we consider this development together with proved fuel reserves, the know-how of the fuel technologist, and the possibility of making manufactured gas available over large areas, that we begin to appreciate fully the impact that underground storage of gas may have on the future growth and development of large areas in the United States. During the past winter, shortages of natural gas in the industrial East were given wide publicity and domestic consumers were requested to reduce their requirements to a minimum, so that war plants might have sufficient gas to continue operations. Curtailments would have been more drastic except for the fact that large volumes of natural gas had previously been stored in underground reservoirs. Storage of natural gas in depleted or partly depleted gas or oil sands is not new, having originally been tried, as far as I know, about 1915. About five or ten years later an attempt was made to store manufactured gas in a depleted gas sand. This proved unsuccessful at first because the gas was not properly cleaned and the impurities plugged the pores in the sand.

ONE Of the most significant developments in the iron industry in recent years has been the discovery and opening of enormous reserves of low-grade ore in eastern and northeastern Cuba. The two principal fields are the Mayari and the Moa, situated on Nipe bay, in the Province of Oriente. A less well-known district of the same type is that of Baracoa, at the east of the island, and another is in Camaguey province in central Cuba. In the comprehensive estimates of the iron-ore reserves of the world, published during the summer of 1910 by the International Geological Congress in Sweden,' these Cuban deposits are estimated at about 2,000,000,000 tons. Certain it is that the reserve is a large one. The Spanish-American Iron Co., the Juragua Iron Co. (Bethlehem Steel Co.), the U. S. Steel Corporation, and others have been active in this exploration.. The Spanish-American Iron Co. has established a port for the handling of these ores at Felton, has built a railway 16 miles to the ore-fields, and has opened up deposits for steam-shovel mining. Its expenditures have reached an aggregate of about $6,000,000 in preparation for the handling of these ores. Shipment of the ore to Sparrow's Point, Md., has begun and may be expected to rise to a considerable amount in the near future. The ore reaches this point at a cost per unit of iron considerably lower than Lake Superior ores, and the presence of a low percentage of nickel gives a desirable steel. It is not the purpose of this article to consider these ores from a commercial stand-point, but rather to discuss their-origin. FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

Mines are closed for two reasons; exhaustion of ore or insufficient price for the mineral. On the other hand, the reopening of an old mine can be the result of any one of three events; the discovery of more ore, a sudden rise in the price of the product or the use of a new low-cost method of mining or milling the ore. Examples of the latter would be the open-pitting of an orebody previously mined underground as recently happened at Tyrone, N.M., or the adoption of acid leaching of an old pit as has been done at Miami, Ariz. The unique native copper mines of the Keweenaw Peninsula of upper Michigan have not been so fortunate. These deposits, which were first worked by prehistoric Indians, have been mined continuously from the early 1840's to 1968 when the last mines of Calumet and Hecla were closed and the Ahmeek mill. still using eight Nordberg steam stamps, was shut down. There are two types of deposits from which native copper is obtained; amygdaloid, which is a lava flow, and conglomerate, a sedimentary deposit of sand, rock fragments and pebbles cemented together. "In the amygdaloid, the copper is disseminated, or distributed much like the raisins in a cake; but in the rich Calumet conglomerate, the copper is more like a malleable rope or thread cementing the pebbles together." (C. Harry Benedict. Red Metal: The Calumet and Hecla Story, (Ann Arbor, Michigan, 1952), p. 42.) These deposits produced almost all of the copper used by the North in the Civil War and were substantial contributors to the copper needs of the United States in both World Wars. Some were mined to depths of as much as 9500 ft along the dip of the vein structure and 7500 ft vertically. Few of the mines ever really became worked out, but became uneconomical because of depth, pinching of veins or grades which dropped to about 1%.

IN this paper, which I have the honor to submit to the Institute, it is my intention to treat especially of that part of the North Staffordshire field which converges to a long tongue in the neighborhood of Congleton, and which includes the villages of New Chapel, Ford Green, Norton, Biddulph, Bradley Green, Gillow Heath, and the immediate vicinity. My object is not so much to give a minute description of the geology or systems of mining and smelting, as by a general review, some idea of the extraordinary facilities for the production of excellent iron, which have enabled this district to maintain its position more successfully than any of its rivals against the late depression in trade. The North Staffordshire coal field has the Cheshire and Lancashire fields some thirty-five miles to the north, those of Derbyshire and Nottinghamshire forty miles to the east, those of South Staffordshire and Shropshire, about thirty miles to the south, and the Denbighshire and Flintshire fields some forty miles to the west. It is highly probable that the coal continues under the new red sandstone to the Western and Southern fields as the dips on both sides, and absence of large faults, make it impossible to come to any other conclusion. In a section of this coal field, from Chatterly to Whitfield, thirty-two workable seams of coal are shown, of an aggregate thickness of 130 feet, varying from 2 feet 6 inches to 7 feet, and thirteen seams of ironstone, 24 feet, averaging from 2 to 4 feet. All of these seams have been minutely described in a paper by Mr. Charles J. Homer, read in 1875 before the British Iron and Steel Institute. In the northern part, to which I especially wish to direct your attention, the beds lie in a V-shaped basin, the underlying millstone grit and Yoredale rocks rising and forming escarpments on either side of the valley containing the coal. Throughout this district, at the outcrop of the coal, there are indications of old workings. A method of top slicing has been devised at the Miami Copper Co.'s mine at Miami, Aria., which differs radically in some ways from the customary methods of top slicing. The area of that section of the orebody in which top slicing is used is about 800 ft. square. The ore, while for the most part soft, is, nevertheless, considerably harder than the capping. The latter is siliceous, seldom containing any clay or other binding material, and breaks into fine particles so that it runs like sand if given the opportunity. Because of these facts, and because the ore is above the average grade of the mine ore, it has been mined by top slicing. Haulage levels are opened up 150 ft. apart, vertically, with two sub-levels between at 50-ft. intervals, to facilitate the putting up of ore chutes. These sublevels are used during slicing for distributing air in the ventilation system. On the haulage level the drifts are spaced on 50-ft. centers, and raises along these drifts are also spaced on 50-ft. centers, except the incline raises as hereafter noted. The raises are cribbed where necessary. Where the wear will be excessive, 1/4-in. iron plates are spiked to the top of every third set of cribbing, for its protection. When top slicing was first used, an attempt was made to carry a slicing face from fifty to several hundred feet long. Timber and other supplies were brought in through long drifts from an auxiliary shaft. Great difficulty was experienced in keeping these drifts open, the side pressure breaking the posts and the top weight breaking both caps and posts. Furthermore, the men could not work efficiently while these drifts were being repaired. The slicing faces advanced irregularly, due to varying conditions, and in many ways the results were not all that could be desired. It was then decided to divide the slicing area into blocks 200 ft. square and this was later changed to 250 ft. square. At the center of each block a two-compartment raise is put up as a supply raise, the compartments being 2 ft. 6 in. and 4 ft. by 4 ft. 4 in., the smaller being used as a manway. THE maps of our large mines are usually prepared with the greatest care; and it is somewhat singular that, in comparison with the great amount of time and money spent in surveying and platting, so little actual use is made of them. Almost the only purpose for which a completed survey-map is afterwards consulted, is the determination of the relative position of the different workings to each other, and to the boundary-lines of the property. After the completion of such a map, it should be made the beginning of another, and in most cases a far more important, undertaking, namely, its utilization as -a starting-point for a complete inventory of the company's underground possessions. The ordinary mine-survey map, being nothing but a record of what has been done, is, in one sense, only ancient history. To increase its value, such additions should be made as will render it a complete statement of the amount and value of ore in sight at any particular time, and a guide for future develop¬ments. Comparatively little extra labor is involved in this undertaking, since the larger and most expensive part of the work has already been completed when the mine has been surveyed and mapped. The necessary additions consist in working out, and platting on the maps, the geology of the mine as exposed in the workings, in such a manner that the geological survey may be of daily use in the development and operation of the mine. The first step towards the production of a geological map consists in tracing individual level-sheets from the general or composite map. The area to be included, outside of the property in question, will depend very much on local conditions; but, for geological, legal and commercial reasons, it should be extended as far as reasonably practicable. ZINC metallurgists continue to follow with keen interest reports of successful results from the continuous retort plants at Palmerton, Pa., and Meadowbrook. W. Va. The new process had already demonstrated its ability to reduce the lead content of the metal and to effect savings in labor and fuel. The past year has shown that the retorts themselves can he built to last long enough so that the retort cost per ton of metal is lower than in past practice with small horizontal re- torts. A number of the latest type of retorts are reported to have been in continuous operation for over 18 months without a failure and are said to be still in good condition. This seems a complete answer to the last question which remained before continuous zinc smelting could he pronounced commercially practicable.

In Canada, the market for cement is not a national one but rather a collection of local or regional markets. Excess capacity on a national basis does not necessarily preclude a shortage on a regional basis. with portland cement selling for less than a cent a pound, the low price-to-weight factor makes transportation to the market a major cost item and thus a small plant can be justified to serve a limited regional market. The Brookfield plant of the Canada Cement Co. is designed to supply the Province of Nova Scotia, a regional market that shows promise of growing to a point where it will support a one-kiln plant. The market is presently being served by boat shipments from the Canada Cement Co. plant at Montreal East, Quebec, and from the North Star Cement Ltd. plant at Corner Brook, Newfoundland, and by rail and road shipments from the Canada Cement Co. plant at Havelock, N. B.

DURING the year just closed the bituminous industry has been marked by a continuation of the period of low prices and a steady deflation, accompanied by the closing of mines and the consolidation of small units into larger ones. This pro- gram has marked almost every field in the country, and it bids fair to continue for some time. Some figures recently published for Kentucky show that in 1924 there were 660 mines producing 45,147,000 tons; in 1928 the number had decreased to 537, while production had increased to 61,860,000 tons, and a similar movement is occurring all over the country. Prices throughout the early part of the year were very low, but during the fall and winter the prices received are more satisfactory than they were earlier in the year. One of the leading developments in the marketing of coal during the year was the trade practice movement, which began in the Harlan field, and has now been adopted in the Harlan, Hazard, Appalachian, Logan. Williamson and Kanawha fields. The purpose of this movement is to prevent the shipment of coal except on order, and by the publication of price lists to prevent much senseless price quotation. Where it has been practised the longest this movement has resulted in a considerable degree of stabilization, and, undoubtedly, it will help existing conditions very materially if it becomes universal.

Let's start at the beginning, Mr. Turner. Where and when were you born? In Lansing, Mich., on July 31, 1880. And what was your education? I went to the University of Michigan, where I got an A.B. degree in 1902; then to the Michigan College of Mines at Houghton, graduating from there in 1904 with a B.S. and an E.M. What was your first job in the mining industry, Mr. Turner, and what were you paid? In the summer of 1902, 1 was a field assistant for the U. S. Geological Survey in southwestern Idaho and southeastern Oregon, working under Israel C. Russell, professor of geology at the University of Michigan, who incidentally, had just returned from an expedition to study the effects of the eruption of Mt. Pelee, on Martinique. I was paid $60 a month and found; in addition to doing geologic and hydrographic work, I cooked many of the meals for a party of four, and wrangled four horses. I slept for four months under the stars, without a tent.

WORLD WAR II has developed a use for the nonmetal mineral quartz crystal that was unknown in World War I. During the interim period of peace, experimental work in the radio field with the piezoelectric properties of quartz crystal resulted in the almost universal adoption of quartz-crystal radio oscillator plates to control frequency in radio broadcasting, police, commercial and amateur communications equipment. Telephone resonators and filters made from quartz crystal also were developed, which vastly improved the frequency control of long distance telephone circuits. EXPANSION OF THE INDUSTRY The sudden war demands of the armed services for radio equipment using quartz crystal for frequency control led to an unprecedented expansion of the manufacturing industry. It is estimated that the 1940 peacetime volume amounted to approximately $1,500,000, while today a vast new quartz-crystal industry supplies more than $150,000,000 worth of quartz oscillator plates to the Army and Navy each year. This demand has caused an enormous expansion not only of American manufacturing facilities but also of Brazilian mining output, virtually our only source of raw quartz crystal. Actual figures of imports and consumption cannot be cited, for security reasons, but certain comparisons have been made, which indicate the transformation of quartz crystal from a minor to a major nonmetal. Lends has shown that the value of quartz-crystal exports from Brazil is now about equal to that of phosphate rock produced domestically in 1941 and actually exceeds the combined value of crude feldspar, gypsum and fluorspar production in the United States in the same year. This great expansion under wartime pressure was not accomplished without some anxious moments, but all the demands of industry have been met and the Government has been able also to accumulate a substantial stock pile of material against future contingencies. INSPECTION AND GRADING OF QUARTZ CRYSTAL The swift growth of the quartz-oscillator industry necessitated the simultaneous evolution of methods and criteria for inspecting and grading quartz crystal. It has been found that, generally speaking, it is economically feasible to cut only crystals that are at least 30 per cent by volume free from major defects such as optical and electrical twinning, cracks and fractures. Blue needles, bubbles, "chuva" and other minor imperfections can be tolerated in the usable portion unless present in great excess. The present marketing system in use in both Brazil and the United States, as far as quality is concerned, depends solely on the "usability" of a crystal, which is defined in the Brazilian-American agreement2

I HAVE chosen for my subject a mining district which in an article published four years ago I referred to in the following words: "One of the un- usual anomalies of mining development and history is that a district having added thirty or more millions of wealth to a principal mining state, situated within four to six miles of two transcontinental railways and two auto highways, and within 150 miles of the most widely advertised part of the United States, should have been so completely lost sight of that probably not one mining man in ten can tell offhand where it is situated." But this district never was a dead one: it was only slumbering. During the past four months, day by day, it has been emerging from that state of slumber.
