Relative permeability and relative electrical resistivity curves are obtained for networks of tubes with a tube radius distribution by means of a network of resistors used as an analog model. These curves are similar to those obtained from real porous media. The effects of pore size distribution and network structure on relative permeability and resistivity are demonstrated. INTRODUCTION Study of the dynamic properties of networks of single size tubes in paper IT' of this series has shown that the network model has flow properties similar to those observed on real porous media. The comparison of properties of single size tube networks with those of real porous media cannot be carried far because very few porous media have uniform size pores. The capillary pressure curve from most porous materials such as soil, sandstone, and sintered glass indicate that these materials have pore size distribution similar to those shown in Figs. 5-1, 9-1, and 10-I.† To properly test the network model, it is therefore necessary to compare the dynamic properties of real porous media with those of networks of tubes in which the tube radii are distributed accord- ing to the distributions in the aforementioned figures. A network in which the tube sizes are distributed cannot be treated in the same manner as a network of single size tubes. In the single size tube network, the relation between tube geometry, flow resistance, and tube volume did not have to be known if the assumption was made that whatever relation did exist was the same for all tubes in a particular network. In a network of distributed tube size, the relation between tube geometry and flow resistance must be known or assumed in order to replace the tubes by equivalent electrical resistors. Relation of Tube Geometry to Flow Resistance The interchangeability of tubes and electrical resistors in the network model is possible because of the analogy between Poiseuille's law and Ohm's law. Poiseuille's law for a cylinder is q= pr4/8µl ?P.........(1) where q is the volumetric rate of flow, µ is the viscosity, ?P is the pressure gradient, r is the tube radius, and 1 is the tube length. Ohm's law is I=1/R?E..........(2) where I is the flux and is equivalent to the volumetric rate in Poiseuille's law, R is the resistance, and ?E is the voltage gradient. Both laws give the flux as a function of the potential drop and the resistance of the medium. By analogy then, 1/R=pr4/8µl ?P...........(3)

INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11. The oil industry continued relatively quiet in Wyoming in 1935, although production increased about 8 per cent over the previous year; 55 oil wells were completed in 1935, compared to 34 in 1934, and at the end of the year 44 wells were drilling, 33 in proven fields and 11 in wildcat locations. The total drilling a year ago was only 30. In the year 1935 Wyoming produced a total of 13,451,000 bbl. of oil, a gain of 912,000 bbl. over the 1934 figure of 12,539,000 bbl. Approxi-mately two-thirds of the increase, or 630,000 bbl., was from black oil fields and one-third, or 285,000 bbl., from light oil pools. Salt Creek, with production of 6,357,000 bbl., is still many times the largest field in Wyoming but in 1935 it made less than 50 per cent of the state's total, after producing more than all other fields in the state for 24 years; however, its decline was only 3.8 per cent from the previous year. Oregon Basin, a black oil field, held second place again with production of 1,163,-000 bbl., a good increase over 1934. Grass Creek, with increases in both its light and black oil, jumped into third place; and Lance Creek, with its new Sundance light oil production, was in fourth place in the amount of production. Frannie, which was in third place in 1934, dropped far back on the list because of lack of market. Byron and Garland, two other black oil fields in the Big Horn Basin, increased considerably. Big Muddy, a prominent light-oil field, was down with a natural decline; and Elk Basin, also light oil, produced less because of market conditions. During 1934 only three gas wells were drilled in Wyoming and 29 dry holes, 13 in proven fields and 16 at wildcat locations. Of the latter, 5 were on wildcat structures of considerable interest. Of the 55 wells completed during the year, 53 were in proven fields and of these 17 were small ones in the shallow Osage field and 10 were light-oil wells good for 1500 to 3000 bbl. each in the Lance Creek field. Discoveries Two of the oil wells were discoveries at Medicine Bow and Sheep Creek. Medicine Bow is a very large anticline with more than 3500 ft. of closure and is located in Carbon County in the south-central part of the state. Experiments have shown12 that the formula -S = St - (St - Se')e ne [1] expresses very well the relation between the true stress S and the true form monotonic deformation of plastic metals in single tension and compression (Fig 1). St (asymptotic or final stress), Se' (threshold stress) and ne (characteristic or specific strain) are constants, the significance of which immediately follows from Fig 1. Only at the initial stages of deformation the experimental curve runs below the theoretical curve. This may be due, at least partly, to the uneven stress distribution caused by the anisotropy of the crystals. It is now obvious that a similar formula H = Ht- (Ht- He)e ne' [2] might be valid for the relation between the hardness and the strain. The hardness can be only a function of the strain and must therefore be independent on the hydrostatic tension present in the neck during straining. Hence, if Eq 2 is correct it will also represent the relation between hardness and strain in the middle section of the neck, the strain of which is generally assumed to be almost or fully homogeneous. For aluminum, copper, and several copper alloys it is indeed observed that Eq 2 agrees very well with the experimental Vickers hardness-strain relation from zero strain on up to the strain at fracture. Moreover nc' is, for several metals fairly equal to nc- Hence H = C1 + C2S [3] C1 and C2 are constants during uniform uniaxial tension. Eq 3 was also obtained for copper by Voce.3 According to Hencky's theory4 the ratio of the Brinell or Vickers hardness and the yieldstress (expressed in kg per mm2) of a non-strainhardening metal is approximately equal to 2.8. If Eq 1, 2 and 3 are correct the ratio Ht/S, must accordingly be the same for all plastic metals and be equal to 2.8. It is now experimentally established that this ratio varies between 2.7 and 3.1 with a mean value of 2.9. Taking into account that Ht and especially St can be obtained only by extrapolation from the range of rather low strains, the agreement with the theory is very satisfactory. References 1. J. H. THERE are two methods employed in the development of oil pools. The older and dominant method is one in which the primary object is the protection of the underground deposit from drainage through competing wells, and considerations of efficiency of extraction and cost of production are subordinated thereto. The newer and less prevalent method is one in which maximum efficiency and minimum cost are the first objectives and developments to these ends may proceed undisturbed by the exigencies of competitive drainage. The second method has developed mainly in pools under single ownership and the term "unit operation" has come to be applied to this procedure. A single ownership, however, is not essential to the method, for unity of operation may be achieved by agreement under split ownership, or even by a concert of enlightened purpose. There are examples of unit operation where neither the ownership nor the management is a unit, but merely where unity of procedure has been attained, as is the case of the Yates pool. .Throughout this paper unit operation is used in its broad sense without implying sole ownership or single management, although unit operation is more conveniently attained where these conditions are present.

WHAT are the opportunities for the services of engineers in the coal mines? The best answer perhaps can be made by detailing the present lines of development in the bituminous coal mining regions. They are just at the beginning of a period that can be conservatively termed revolutionary. A few glimpses of new possibilities in economic mining that will reduce the cost of bituminous coal at the mines by at least one half have convinced almost everyone that a change must shortly come about. The cost of housing has become such a burden, especially in mountainous regions, that development which demands the hiring of more men and constructing more houses would not be profitable. The introduction of mechanical aids to mining, transportation and dumping suggests a way of obtaining a large tonnage with the same or a smaller number of men with no further house construction. At the same time the restriction of immigration has made it increasingly difficult to obtain men inured to hard labor. Modern civilization is not productive of muscular energy and at the same time it provides men who are not indisposed to the use of the mental effort required to direct the physical forces now available for the replacement of such energy.

THE lead and zinc region of SW. Missouri is interesting, not only by reason of the value of its output, which ranges in the neighborhood of ten million dollars a year, but even more because of the facilities which it offers for the study of certain forms of ore-deposits, of which the loci and genesis are somewhat obscure. Although the mineral species found in the region are few and of common occurrence, crystallization has taken place on a generous scale, and unusual forms abound in many combinations, presenting examples of pseudomorphism, paragenesis, metasomatic replacement and the action of mineral-depositing and mineral-dissolving waters. For the mineralogist, lithologist, and specialist in certain lines of metamorphism, it has peculiar attractions, while the systematic geologist will perhaps find its chief claim to attention in the simplified problem it presents, in the study of ore-deposits. In addition to the phenomena above enumerated, it presents instances of well-developed comb-structure in the ores, fissures and faults, and slickensides-features usually associated with extensive movements in the earth's crust, and believed by some authorities to prove the deep-seated origin of the ores. In connection with these occurrences, the absence of all igneous rocks from this region is noteworthy and significant. For that reason, the simplified case presented by the Joplin region, from which these rocks have been eliminated as a factor, is specially valuable. Having had unusual opportunities to watch the development of this district, I have been deeply interested in the bearing of the revelations of the Joplin mines upon questions of universal importance to the science of ore-deposits ; and it was to my great regret that the project of a meeting of the American Institute of Mining Engineers at Joplin, proposed in 1892, was

IF the elements of personality be those characteristics in which humans differ, and if this definition be applied to the purchasing department for the Climax operations in Colorado, it must he concluded that this department has no distinguishing traits that would give it a departmental personality different from that possessed by the similar department of any progressive mining enterprise. Or, one may go further by stating that the rudimentary functions of any purchasing practice employed principally in the acquisition of maintenance, repair, and operating supplies are much alike, whether or not the industry involved be mining or milling. However, in the fact that the principal purchases of a mining company are materials for maintenance and repair and consumable operating supplies lies that essential characteristic which differentiates mining and milling purchasing functions from those of the manufacturer, the fabricator, or the ordinary processor.

When a steel in the austenitic state, with all its carbon in solution, is maintained, at constant temperature, in contact with a gas that removes the carbon from the surface, yet without otherwise altering the composition of the steel, the change in weight of the specimen, after any period of exposure, is a direct measure of the amount of carbon it has then lost. The purpose of the present paper is to show how, by application of established mathematical reasoning based on the fundamental diffusion law and on certain postulates, this loss of weight yields a complete picture of the distribution of carbon throughout a specimen of regular shape after any period of exposure, with all the accuracy required in any practical occurrence of decarburization. Precisely the same is true for the gain in weight during the reverse process of carburization, or for the gradual gain or loss of any element, so long as the steel comprises only a single phase at temperature, provided always that the experimental conditions conform to the postulates. The change in carbon content from surface to center of the specimen is always continuous, when everything is in solution, even though under the microscope the decarburized zone (or carburized rim) may appear to be sharply defined. The experimental procedure is described and some typical results are presented, which are then interpreted by application of the diffusion law. Experimental Procedure Initially an endeavor was made to follow the gain of weight during the process of carburization in a hydrogen-toluene atmosphere, but it was soon found that the specimen became coated with graphite, which could not be removed without some loss of metal; therefore it was decided to continue carburization until the steel was saturated throughout, to remove all graphite from the surface of the specimen, and then to follow the loss of weight during decarburization in a moist hydrogen atmosphere at the same temperature as that used for carburizing. The carburizing procedure has been described in an earlier paper;' it suffices to state here that the carburization lasted about I40 hr. at 760°C. (1760°F.) and 44 hr. at iiio°C. (2030°F.), these periods being long enough-—on the basis of the calculations presented later—to ensure that the specimen was about 99.9 per cent saturated at each temperature. The specimen was a cylinder about 3.8 cm. long and 0.475 cm. in diameter; the materials were carbonyl iron, a commercial low-metalloid iron, and a steel with 3.6 per cent nickel and the usual proportion of other elements. The fully carburized specimen, after cooling at the top of the furnace tube, was placed in a lathe and sandpapered to remove all graphite; then the diameter was measured with a micrometer caliper, and the initial weighing (corresponding to complete saturation) was made. MARTENSITE transformations in ß Cu-Al alloys have been studied by Greninger1 and other investigators. According to Greninger, the parent phase ß1 an ordered body-centered-cubic structure obtained from ß phase by suppressing the eutectoid decomposition, transforms into an ordered hexagonal-close-packed phase in composition containing 12.9 to 14.7 pct Al. The M, temperature decreases with increasing aluminum content; for the alloy containing 14.5 pct Al, for example, the ß1??' transformation occurs below room temperature. More recently, Kurjumow2 studied the transformation in ß Cu-Al alloys with the addition of nickel. His report stimulated new interest in the subject due to the observation of completely reversible transformation without hysteresis in the transformation temperature ranging from 10° to —10°C. In the present paper some characteristics are described of the transformation of Cu-Al-Ni alloys that were partly studied by Kurjumow. Experimental Procedure High purity copper (99.999 pct) and aluminum (99.99 pct) and electrolytic nickel were used in the preparation, by the Bridgman technique, of single crystal specimens which contained aluminum and nickel of 14.5 and 0.5 to 3.0 pct, respectively. Polished surfaces were prepared mechanically. Specimens were then chemically etched to remove distorted material, homogenized at 1000°C for several hours, and quenched drastically to room temperature in a 10 pct NaOH bath to produce the parent phase ß1. The transformation was studied under a microscope and, in some cases, recorded by means of motion pictures. A device similar to that designed by Greninger and Mooradian3 was used to cool and reheat the specimens. Results and Discussion When the specimens were cooled below room temperature, the ß1 to ?' transformation began at 10°C with the appearance of ?' crystals In relief, Fig. la. As the specimen temperature dropped further, the transformation continued, either by the growth of the ?' crystals, with the ß1 — ?' interface moving into the ß1 phase, Fig. 1c and 1d, or by the formation of new ?' crystals, Fig. 1b. As a consequence of the former process, banded structure is observed as a common feature of the low temperature phase. According to the theory of the formation of martensite by Wechsler, Lieberman, and Read,' the bands of ?' phase are probably twin-related, as is the case in the diffusionless phase change of In-T1 alloys,5 but this was not revealed by X-ray tech- niques. New ?' crystals, in needle form, often emerged suddenly across the ?' bands during the transformation. These acicular crystals then grew, both in length and in width, see Fig. 2a through 2d. The transformation on cooling is completed at about -35°C. Upon heating, the reverse transformation started at —10° C, in a manner nearly opposite to the transformation on cooling, and completed at 35°C. There was no noticeable change in the transformation temperature when the nickel content was varied within the limits previously mentioned. Through control of the specimen temperature, the transformation can be started, stopped, or reversed at will. This phenomenon has frequently been observed in the martensite transformation of many nonferrous alloy systems. Other systems are Au-Cd6 and In-Tl.5 ow-- ever, in the latter systems, the transformation is accomplished by single interface motion if the specimen composition is homogeneous and the temperature gradient in the specimen is uniform and sharp, whereas in the Cu-Al-Ni specimens, only multiple interface transformation is observed. The speed of the interface motion appears to be a functionof the rate of temperature change and the temperature gradient across the specimen length. In one case, in which the temperature increased at the rate of 10°C per min and there was no temperature gradient along the specimen axis, the speed of the disappearance of a ?' plate was determined, by the study of the motion pictures made, to be 26 µ per sec. Quench markings were observed on the polished surfaces of specimens. The markings were grouped into one or more sets of different orientations, and were parallel in each set. The ?' plates formed in subsequent transformation were parallel to the markings, indicating that the ?' plates and the quench markings had the same geometric relation-ship to the ß1 matrix. The quench markings on two intersecting surfaces of a specimen were therefore used in the determination of the habit plane of transformation, by the trace method suggested by Barrett.' Results obtained from five sets of markings in three specimens indicate that the habit plane is an irrational plane about 2" from one of the {221} planes. This is very close to the habit plane (3" from 221 planes) of ß Cu-Al alloys containing more than 13.0 pct Al.1 The martensite transformation of Cu-Al-Ni alloys is reproducible. No sluggishness was found between consecutive transformation cycles, although a slight difference in the distribution pattern of the ?' plates was observed, compare Figs. Id and 2d. The transformation can be strain-induced. This characteristic has been tested by a simple method. MANY members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American. mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. THE motive for merging or consolidation today is conspicuously different from that actuating business men in the late eighties and early nine- ties. Then they combined to secure added productive capacity and to monopolize their respective industries with a view to exploiting the consumer. So flagrant were some of these cases that they brought about their own correctives via retaliation on the part of the public and the subsequent restrictive legislation and legal curbs. The objective of the present-day merger, writes W. R. Hill in Printers' Ink, December, 1927, is summarized as follows : "In the golden days when an industry was being cut to pieces, the prevailing cure was to combine. The reason for such trusts was to strangle competition and by creating a monopoly, dominate the market, raise prices, regardless of economic business methods, and simply force larger profits.

THE hall of the Western Iron and Nail Associations having kindly been placed at the service of the Institute, the opening session was held at 3 o'clock, Tuesday afternoon, May 13th, with an attendance of about one hundred and twenty-five members. Mr. William Metcalf, of Pittsburgh, read an address of welcome on behalf of the Local Committee of Arrangements, to which President E. B. Coxe responded. The following papers were then read and discussed : Regenerative Stoves; a Sketch of their History and Notes on their Use, by John M. Hartman, of Philadelphia. Some Curious Phenomena Observed on Making a Test of a Piece of Bessemer Steel, by William Kent, of Pittsburgh. On the Use of Determining Slag Densities in Smelting, by Thomas Macfarlane, of Wyandotte, Michigan. After the reading of these papers each member was presented by the Local Committee with a schedule of excursions, a specially prepared map of Pittsburgh and surroundings, and a directory of industrial works, all tastefully bound, and also with a metal badge bearing the seal of the Institute, to be worn on the excursions. (Pittsburg Meeting. March, 1010.) GENERALLY speaking, the practical study of combustion has been made mainly from the stand-point of the steam engineer. This. narrow view-point has left open a large field for scientific research on the application of combustion in other arts, where the conditions of heat-utilization are widely different from those presented in the steam-generator. The great economic importance of the boiler and the ease of measuring its performance, together with the comparative uniformity of conditions in the steam-generator, is, probably, quite largely responsible for the practical neglect of the study of the use of fuels in other arts save only on the basis of their thermal value. Yet these other arts show quite plainly that a thermal-value basis alone is Dot sufficient. For example, in burning lime, under ordinary conditions of firing, a cord of wood will do as much work as a ton of coal, though the latter affords more than twice the number of heat-units. Similar results are evidenced in burning brick, in the roasting of certain ores, in reheating billets, and in many other arts where heat is to be applied over extended areas to fragmental masses of more or less refractory materials. In these arts much is to be gained by a careful study of the application of the heating-agent in the form of the long flame, and in the production of the heat in contact with, or in direct proximity to, the object to be heated. Of necessity, in boiler-practice, combustion cannot be maintained in actual contact with, or in close proximity to, the object to be heated. Speaking in a general way, heat is imparted from burning bodies to things to be heated in two ways : directly, by radiation, and indirectly, by transfer of the sensible heat of hot gases by convection or contact; by conduction from the hot uses. The phosphate ores mined in middle Tennessee typically consist of granular rock phosphate particles disseminated in a clayey matrix. In the TVA plant near Columbia, Tenn., the phosphate ore is mined, made into a slurry with the addition of a small amount of sodium hydroxide as dispersant, and treated in a hydroseparator to remove minus 10 micron material. The hydro-separator underflow, comprising a rough concentrate, is transported by pipeline to the plant; the hydro-separator overflow, comprising a tailing, is flocculated by addition of calcium sulphate and is discharged to settling ponds at a rate of about 1400 gpm. Sedimentation in the ponds produces a clarified effluent, which may be recycled for use as process water or discharged to surface drainage. This method of tailing treatment is not entirely satisfactory since poor sedimentation characteristics of the tailing result in poor ultimate utilization of pond storage volume.
