Mine management by objectives By A. A. HAZELL The author discusses the objective areas of mine management. Setting objectives is seen to be a conscious process which starts at the highest level of management. This enables clear objectives to be set at each lower management level. The methods of setting objectives in the areas of stope production, productivity and manager performance are set out in detail. In the area of manager performance emphasis must be placed on the practice of management. It is concluded from results obtained that "management by objectives" produces better than average perormances.

Pipe-stick support in deep-level gold mines is first described and illustrated, a pipe-stick being a mine pole trimmed to the required size and sleeved by a pipe. An account is then given of an investigation into this form of support that involved load-compression tests in a 1000-ton press, tests in a rapid loading machine simulating rock-burst conditions, a study of the load-compression behaviour of pipesticks installed underground, and a cost evaluation. Pipe-stick support was found to be very effective on the face and to cost less than conventional matpacks.

The use of backfill has important environmental control implications which, although frequently overlooked, can be both beneficial and problematical. Where backfill is widely used, the reduction in stope heat load and improved air utilization influence the overall mine ventilation and refrigeration requirements significantly. A programme of work examining in detail all the environmental consequences of backfilling is currently underway at the Environmental Engineering Laboratory of the Research Organization of the Chamber of Mines. This paper gives an overview of the work and presents some findings. In so doing, the environmental implications to be considered when backfilling are highlighted.

Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

SYNOPSIS This paper outlines the principles involved in the regeneration of activated carbon for renewed use in the recovery of precious metals or the purification of water. While chemical methods are effective in restoring the activity of spent activated carbon containing only single or defined adsorbates, thermal methods have to be used when the spent carbon is loaded with a heterogeneous mixture of adsorbates such as those normally present in industrial process streams or effluents. The steps involved in thermal regeneration are described, together with the operating conditions that can be controlled to give the required degree of activation. Finally, an account is given of the structural changes that occur in a new or spent activated carbon during thermal treatment.

The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). The conference, to be held in Swakopmund, Namibia, also confirms the commitment of the Southern African Institute of Mining and Metallurgy (SAIMM), to hosting a regular forum on base metals in the Southern African region. Turbulence in mechanical flotation cells, achieved via an impeller, plays a key role in keeping particles in suspension, dispersing air bubbles, and promoting particle-bubble collision. However, studying the hydrodynamics of a flotation cell is not a simple task, due to the complex nature of flotation systems which are opaque, turbulent, multiphase and polydisperse in terms of particle and bubble sizes. In this paper we study the impact of impeller design modifications on the hydrodynamics of a continuously overflowing bench-scale flotation tank. To this end, two different impeller designs, with and without a stator, were assessed using Positron Emission Particle Tracking (PEPT). This allowed the authors to determine, for the first time, the effect of an impeller design on the behaviour of both hydrophobic and hydrophilic particle tracers. It was experimentally observed that the use of a stator modifies the hydrodynamics within the flotation cell, distorting the lower mixing loop that is characteristic of axial impellers. The role of the stator in dissipating turbulence results in reduced particle velocities outside of the impeller-stator region. These results have important implications for flotation cell design and are discussed in the context of the impact that different designs have on particle movement, flotation hydrodynamics and, ultimately, flotation performance. SYNOPSIS The phase equilibria, viscosities and sulphur capacities of titaniferous slags were determined in the composition range of CaO = 30 to 0 per cent, MgO = 0 to 30 per cent, SiO2 = 19.69 per cent, AI.O. = 13.12 per cent and TiO2 = 37.19 per cent. The phase equilibria were determined by high temperature microscopy, the viscosities were measured using a rotating outer cylinder viscometer and the sulphur capacities were evaluated from the results obtained by equilibrating the slag in a gas stream of CO, CO2 and SO2. The behaviour of these titaniferous slags under reducing conditions was examined. Possible use of the slags for aggregate, or slag-cement, and the possibility of extracting the TiO2 are discussed. These titaniferous magnetites occur as segregations in the gabbro body and the TiO2 is mainly present within the structure of other constituent minerals but also occurs in smaller amounts as ilmenite and ulvospinel. The vanadium is thought to be present in the iron oxide phase due to isomorphous replacement of the iron. Until very recently, it was feared that the high titania content of these titaniferous magnetites would militate against their value as useful iron ores. "The purpose of executing a project in a stagewise fashion is to evaluate all potential options in a cost-effective manner and develop an understanding of the project drivers, thereby minimizing overall project risk to the client. Among the more valuable tools for this exercise are production and financial models that can be used to quantify the sensitivity of the project to the critical parameters.The mine and concentrator used in this case study are located on the Kalahari Copper Belt, which extends from Zambia through northern Botswana into Namibia. This area of Africa has seen very little industrial development and the project will create much-needed employment and development in the region.The success of this project thus far can be attributed to the close cooperation between the geological, mining, and metallurgical disciplines. Regular updates of projected capital and operating cost estimates coupled with project outputs guided the teams in optimizing their various discipline models, ultimately delivering a compelling argument for the execution of the project. Key to the success was the development of a geometallurgical model for the prediction of concentrate tonnage, grade, and recovery for the life of the mine from the mining plan.This paper summarizes the metallurgical findings and the outcome of the various project stages. The development of the model is discussed, as are the challenges faced in developing a suitable metallurgical process route. IntroductionThe Kalahari Copper BeltThe Kalahari Copperbelt, which extends from Zambia across northwest Botswana into Namibia, is considered to be a broad time equivalent of the Central African Copperbelt, with a similar style of mineralization. However, at shallower depths (<25 m), chrysocolla and malachite exist in significant proportions in certain geological areas. As illustrated in Figure 1, the project is located in the Ghanzi-Chobe Fold Belt which forms part of the Kalahari Copper Belt. The Ghanzi Group, which overlies the lowest stratigraphic unit (the Kwebe Formation), consists of three formations, namely the Ngwako Pan, the D’Kar, and the Mamuno Formation (Hall, 2012)."

The paper reviews the restrictions imposed by the Department of Mines (now the Department of Mineral and Energy Affairs) on the surface use of ground that has been undermined at shallow depths (down to a depth of244m). The reasons for the restrictions are discussed, with special reference to the early records kept by the Department of Mines on subsidence and fracture of the surface. A discussion of the nature of the strata overlying the ore-body, and the effect of undermining, is followed by a detailed account of investigational work, particularly since 1970, on the stability of shallowly undermined ground. The significance of the data collected during the investigations is considered next, with special reference to the social and economic implications. These are so farreaching, that it is proposed that the already flexible approach of the Department of Mineral and Energy Affairs in considering what structures may be built on undermined ground should become even more flexible. To this end, the appointment of a Commission is proposed to collect as much information as possible on the stability of ground undermined at shallow depth, and to revise the current overrestrictive conditions or guide lines that are in use.

Actual observations of rockburst damage, together with some theoretical considerations, strongly suggest that conventional approaches to the design of tunnel support are inappropriate where there is a significant seismic risk. The present widely used support systems, which are based on stiff, fully grouted re-bars, are inadequate where rock displacement velocities exceed 1 m/s. It is shown by means of a simple conceptual model that yielding of the support elements is essential to ensure their survival when they are subject to the high strain rates typical of severe rockbursts. The model proposes that the total load in the element is an impulsive tensile force imposed and sustained by a single &apos;tributary&apos; block ejected from the tunnel wall. The stability of the system is determined from a comparison of the kinetic energy developed by the block with the energy of deformation absorbed by a grouted steel tendon. A novel test procedure was developed for the validation of this approach, and for an examination of the energy-absorbing capacity of stiff and yielding tendons. The results of an initial series of tests showed that the recently developed cone-bolt is an effective yielding device. It absorbs twenty times more impulsive-load energy than is consumed by the complete fracture of grouted re-bar of equivalent strength, and it remains totally unscathed. Importantly, the results demonstrate that the ejection model is not merely an explanatory concept, but can be used as a representative and valid design method.

This paper describes the economics of backfilling, hydro-power, and mechanization when they are combined in an integrated stoping system. These three technologies have been shown to be viable, and the mines of the Gold Fields Group are introducing backfilling where the depths exceed approximately 2000 m below surface and in other highly stressed areas. addition, a number of mines are installing hydro-powered systems, and the first trackless stope within the Group may soon be a reality. The main emphasis in the paper is placed on the quantifiable effects of trackless stoping, including a basic risk analysis by use of a spreadsheet model. It is concluded that a substantial decrease in working costs and an increase in revenue are possible, resulting in a marked increase in working profit.

The Pooncarie Project is located in the Murray Basin region of Australia. This region is a potential new mineral sands province. Due to the geological environment and the lithology of the deposit, these deposits have some technical challenges that need to be addressed prior to their successful development. Within the Pooncarie Project the Ginkgo deposit will be developed first. The technical challenges it presents include its geographical isolation, the requirement to remove substantial quantities of overburden as well as the processing issues raised by the highly weathered nature of the ilmenite family of minerals. Ore characterization bench scale testwork and bulk sample pilot plant programmes have been carried out and the data obtained used to design flowsheets for both the wet plant and mineral separation plant circuits with the flexibility to enable these plants to handle the variable heavy mineral assemblage. In addition to the solving of the processing challenges, technical issues such as removal of overburden for the minimum unit cost, the use of hyper saline water in the dredge pond and the provision of infrastructure, have had to be addressed. None the less, the orebodies making up the Pooncarie Project have many positive features including low slimes content, good rutile and zircon grades and the ability to recover most of the ilmenite family of minerals into acceptable TiO2pigment feedstocks. The development of the project is set to proceed with the establishment of mining operations on the Ginkgo orebody feeding a mineral separation plant at Broken Hill. The initial shipment of products is expected to occur in early 2005.

A method for the clarification of uranium pregnant solutions using a high-rate floc blanket was developed from laboratory scale through pilot-plant testing to full-scale production by the Anglo American Research laboratories. A two-stage clarification process (hopper plus leaf) was commissioned at the Western Deep levels uranium plant in October 1980. The high efficiency of the hopper clarification permitted its use on its own. The leaf clarifiers were therefore taken out of service in September 1981, since when the secondary clarification is achieved by further unaided gravity settling in the semi-clarified and clarified pregnant-solution storage tanks. As a result, a daily 12000 to 17000 t of countercurrent-decantation overflow with a suspended-solids concentration of 500 to 600 mg/I is continuously clarified to a suspended-solids concentration of less than 30 mg/I. Secondary gravity settling reduces the suspendedsolids concentration to under 20 mg/I. The cost of the single-stage hopper-clarification process is RO,O020per ton of liquid treated. The removal of the leaf clarifiers from the circuit resulted in an approximate visible saving of RI00000 per annum.
