"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

The principal objectives of this study are to: (1) survey electrical practices in metal and non-metal mines, (2) survey electrical practices in metal and non-metal mills, (3) clarify the federal regulations governing electrical practices in metal and non-metal mines/mills, (4) analyze electrical accidents, and (5) make recommendations aimed at improvement of the safety of electrical practices in metal and non-metal mines. Information was obtained from literature searches, accident reports, visits to 27 mines and 12 mills, and discussions with knowledgeable industry and government people. The various electrical power systems and practices at the mines and mills visited are described. Similarities and differences based on the type of mining and the minerals being mined or milled are presented. The federal regulations governing metal/non-metal mine/mill electrical practices (Code of Federal Regulations, Title 30, Sections 55.12, 56.12, and 57.12) are presented and discussed. Explanations of each regulation are provided in an appendix. The attitudes of mine/mill operators towards the federal regulations are described. An analysis of the electrical accidents in metal/non-metal mines and mills during the period 1972-1978 is presented. Recommendations, including specific research and development activities, aimed at improvement of electrical safety in metal/non-metal mines are submitted.

A microseismic roof fall warning system was field tested in Western and Eastern coal mines in the United States to better define the capabilities and limitations of the microseismic method in predicting roof fall. Microseismic event and energy type data were obtained and documented for twenty-three coal mine roof falls, Field test results indicate that both the microseismic event and energy methods, as applied in this development effort, have a high probability for successful application in a commercially practical roof fall warning system. Based on the results and experience obtained during field testing, a commercial prototype microseismic roof fall warning system was designed and constructed. Although it was the intent of the program to field test the commercial prototype system, delays in equipment fabrication and contract time limitations did not permit field testing.

"THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960/ from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963,1 The leading general and technical libraries of the United States maintain files of the Bureau's publications. "INTRODUCTION A commercial-scale pilot plant for gasification of lignite was completed by the Bureau of Mines at Grand Forks, N. Dak., early in 1945 as an extension of work on, gasification of low-rank coals initiated in a smaller pilot plant at Golden, Colo., during 1943. The development work on this plant was part of a program to make reducing gases from lignite for beneficiation of low-grade iron ores. The background of this project has been described in a previous report. 6/ The present report describes the major features of the large pilot plant, a record of experimental operating data during five runs totaling about 1,800 hours, .and results of experimental work on the small pilot plant at Golden during 1945.This project has created considerable interest because heretofore there has been little success in several attempts to gasify American lignites.Furthermore, the methed employed is a departure from conventional processes. Natural lignite is fed continuously into an externally heated annular retort and is converted into water gas by heat conducted through alloy metal walls. Because of the high thermal conductivity of metal, the rate of gasification is several times greater than can be obtained when employing refractory walls. The process has been developed to a part that leaves one major question unanswered. - ""How long will the alloy last under practical operating conditions?"" - and this question has aroussed the interest of the Coal Division of the Bureau of Mines in this new development.Owing to the high reactivity of the lower-rank fuels, the water-gas reactions proceed rapidly at medium temperatures of 1,650°F. to 1,800°F. These temperatures can be attained in a reaction zone heated by external means when the temperature of the retort does not exceed 1,900°F. while transferring from 6,000 to 7,000 B.t.u. per hour per square foot. Such rates are several times greater than can be attained through refractory walls as employed in the Didier-Bubaig 7/ and the Ahrens processes. 7/ Therefore, the investment cost of the gas generator per unit of capacity will be considerably lower for the higher-capacity process. However, the maintenance cost of metal vessels will be higher than that of refractory retorts, and this emphasizes the importance of large-scale operation to determine the life of an alloy retort under practical operating. conditions."

The technology of clay and the manufacture of ceramic products therefrom, and also the clay resources of most of the individual States, are already covered by a voluminous literature. The present resume touches these matters only briefly; its purpose is essentially to bring together in small compass certain of the elementary factors affecting the potential commercial value of a clay deposit. In its preparation the author made extensive use of the annual chapters on Clay in Mineral Resources of the United States and in the two annual issues of the Minerals. Yearbook that succeeded them. For careful review and constructive criticism of the manuscript, the author is indebted to Hewitt Wilson. GENERAL DESCRIPTION The term ?clay? includes a great variety of substances that may differ widely in chemical mineralogical and physical properties. No two clays are exactly alike. All of them however, have the prominent characteristic of becoming more or less plastic when wet. Nearly all of the useful clays can be molded into articles, will hold their shape while being dried, and can be converted into a hard, rocklike substance by heat. Clay may, and in fact usually does, consist of a number of minerals among the commonest of which are kaolinite, quartz, feldspar, iron oxides, mica, bauxite, calcite, and manganese oxides. Organic matter is often present. Pure kaolinite, which has the formula A1203. 2 SiO2. 2H2O, is ordinarily, considered to be the parent "clay substance," butt most clays contain other hydrated mixtures of alumina and silica (aluminosilicic acids) along with indefinite amounts of sand and other nonessential minerals3/ Even, this so-called inert matter affects the plasticity, drying shrinkage, ease of drying, and final density, and at high temperatures may react chemically with the clay substance.

[The Sectional Committee on Classification of Coals, functioning under the sponsorship of the American Society for Testing Materials and the rules of the American Standards Association, in its 1934 report recommended to the American Society for Testing-Materials that Specifications for Classification of Coals by Rank be adopted as tentative. These specifications, slightly modified as recommended by the Sectional Committee, in its 1935 report,6 wore approved as tentative standards by the society in 1935. The specifications rover the classification of coals according; to their degree of metamorphism, or progressive alteration, in the natural eerie s from lignite to anthracite. The basic scheme of classification is according to fired carbon and calorific value (expressed in B.t.u.) calculated to the mineral-matter-free basis. The higher-rank coals are classified according to fixed carbon on the dry basis, and the lower-rank coals according to B.t.u. on the moist basis, that is, containing its natural bed moisture but free of visible surface moisture. Agglutinating and weathering indices arc used to differentiate between certain adjacent groups.]

The use of explosives to fragment rock generates ground vibrations which may have a detrimental effect on contiguous underground coal mine openings. Increased surface blasting by a burgeoning number of surface coal mines and quarries has caused considerable concern among underground mine operators. Ground vibration effects generated from surface mine blasting are also causing public concern. In response to this concern, the U.S. Bureau of Mines (Stagg and Engler, 1980) has measured and analyzed ground vibrations and their effects on underground and surface structures. Some of the complaints registered against the mining industry are claims of substantial material damage from vibrations generated by the blasting; others are nuisance complaints of minor damage or annoyance. In general, allegations of damage from surface blasting have been sufficiently numerous to constitute a major problem for mine operators engaged in blasting operations. They have recognized the need for more technological data to evaluate the vibration problems associated with blasting. Both the operators and the general public need adequate safeguards based upon factual data to protect their specific interests. The coal mine industry needs reliable information from which to change blasting operations to reduce the number and severity of major damage claims and eliminate the growing number of nuisance complaints. The problem is of major concern not only to coal mine operators and nearby property owners, but also to federal, state and local governments. At the same time, environmental control agencies responsible for blasting and explosives use require reasonable and appropriate guidelines to protect the miners' lives.

The design and field testing of a seismic miner detection and location system arc described. This work was carried out over a period of three years. The first two and one-half years were sponsored by Continental Oil Company, while the last period of tests were done as the first part of a one-year contract with the U.S. Bureau of Mines. Laboratory and field experimentation in three different nines under simulated emergency conditions have led to three important results: (1) Taps on roof bolts with normally available objects can usually be detected up to horizontal distances of 1,000 ft. (2) The origin of the tans can be located by on-site processing with a small computer. (3) Some predetermination of the approximate location is necessary for a quick and successful rescue. This report also includes preliminary specifications an,d cost guidelines for construction of a transportable field system capable of matching the performance characteristics of the one used during the field tests.

Current and potential dragline reclamation usage was evaluated for the U.S. coalfields based on data gathered and analyzed during field surveys, literature reviews and contacts with manufacturers. It was concluded that current wining plans have been adapted to federal and state strip mine and reclamation laws in ways which limit the potential for drag line reclamation systems at active mine sites. At abandoned conventional contour mine sites in steep-sloping areas such as central Appalachia, however, it was found that dragline reclamation systems have great potential application and may be the only practical solution to many reclamation problems. Alternative dragline systems were examined for restoring abandoned sites, and it was concluded that a tower excavator system offered superior characteristics and should be evaluated and developed under field conditions. A testing program was developed to provide a framework for the monitoring and analysis of cost, production and environmental data during a field demonstration of a tower excavator system.

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. The principle objective of the research effort described herein was to identify as rapidly as possible a practical trapped miner location system. Much effort has been expended in the past on the development of a highly sophisticated seismic location system [1] for trapped miners. Field tests of this system have shown that the location accuracy is limited by a combination of seismic velocity anomalies, timing errors, and in general by the relatively weak nature of the signals received at the surface. It was first felt that similar propagation anomalies would be experienced by electromagnetic systems, but to a greater extent than the seismic. However, preliminary tests performed by Westinghouse on the Operations and Maintenance Program, Contract No. H0210063 in 1971 and 1972, indicated that an electromagnetic solution to the location problem may be more feasible than a seismic solution. Thus a more concentrated effort was launched in 1972 and 1973 to more completely determine the feasibility of electromagnetic location systems for trapped miners. Two different approaches to the location problem were undertaken on this program: (1) A pulsed electromagnetic system was developed by the Special Systems Division of Westinghouse in Baltimore, and (2) a Continuous Wave (CW) System was developed by Westinghouse Georesearch Laboratory (WGL) in Boulder, Colorado. Part I of this report will deal only with the development and results of CW Location System developed by WGL. The CW Location System was field tested at three eastern coal mines and at one western hardrock mine. The maximum overburden depth penetrated during these tests was 990 feet at the Robena No. 4 mine near Waynesburg, Pennsylvania. The earth conductivity at this mine was measured to be 1. 1X102 mhos/m, which combined with the deep overburden make this mine representative of expected worst case conditions for a coal mine EM location exercise.

Revegetation success on surface mined lands is dependent upon the nature of the plant growth media. Soil physical and chemical properties dictate the needs for specific reclamation and subsequent management practices. Field experiments were conducted at six coal mine sites in Oliver and Mercer Counties, North Dakota to determine the subsequent effects of a single application of selected amendments on spoil and topsoils over the five year period, 1974-1978. Considerable variations in the physical and chemical properties were found in mine spoils from site to site. The texture of spoils ranged from sandy clay loamy at North Beulah I to loamy at Glenharold, and from sandy loamy at North Beulah 3 and South Beulah sites to loamy sands at the Center site. The pH of the sites ranged from 6.5 at South Beulah to 8.2 at North Beulah 3. In many cases, the pH values of mine spoils were not significantly different from the topsoils. The electrical conductivity (ECe) did not exceed 6 mmhos cm-1 at the test sites even though in other studies much higher values were recorded in the same vicinity. The spoils from Glenharold and North Beulah test sites can be classed as moderately saline, and those from Center and South Beulah as non-saline. The sodium adsorption ratios (SAR) varied from less than 1 to 32, with highest values in the spoils of North Beulah 3 followed by Glenharold; all other sites were nonsodic. Lowest SAR values (less than 1) were found in the topsoiled sites at South Beulah and Center. Spoils of North Beulah 3 test site were highly calcareous, followed by North Beulah 2 and Glenharold. Center mine spoils which were the least calcareous of the test sites, showed the calcium carbonate equivalent three times higher than that of the topsoil. The average calcium concentrations in the spoils of North Beulah 3 and South Beulah test sites were -13 and 14 me 100g -l while at North Beulah 2 and Glenharold test sites 25 and 22 me 100-1-1 were recorded, respectively. The overall magnesium concentrations ranged from an average of 4 to 16 me 100g 1. Sodium concentrations in all sites never exceeded 10 me 100g-1. Phosphorus concentrations on the average at North Beulah 1, North Beulah 2, and Center were 10.2, 4.6, and 22.2 µg g -1 spoil, respectively. Concentrations of potassium ranged from 200 ppm at South Beulah site to more than 375 pp in at the Glenharold site. High concentrations of sulfates (239-2778 µg g-1) seem to contribute to the salinity in these spoils. Chloride concentrations of spoils were low and never exceeded 40 µg g-1 spoil. Based on established critical levels of deficiency for micronutrients in agricultural soils, it seems that none of these were deficient. However, controlled environment experiments did reveal increased plant growth responses when some micronutrients were added to the mine spoils. Treatment effects were highly site specific depending on the nature of the soil/spoil characteristics and, of course, the properties of the various treatments. While slack coal amendment to the spoils at North Beulah 2 site affected significant increases in a large number of variables (both major and trace elements), amendment of the topsoils at the South Beulah test site with leonardite resulted in significant decreases in a number of variables, particularly trace elements. Spoils at Glenharold and North Beulah 3 demonstrated the fewest significant changes due to amendments. Calcium, magnesium, strontium, organic matter and nitrogen were consistently increased from site to site with the addition of lignitic materials. Other spoil/topsoil physical and chemical properties (30 variables) as affected by amendments and time are discussed.

This report presents the results of a study to develop optimal designs for light-weight mine roof supports for use in underground coal mines. A load capacity of 196 kN (22 tons) and a height adjustable between 1.829 m (72 inches) and 2.438 m (96 inches) were taken as the design parameters and the design goal was a unit weighing less than 22.3 kg (50 lbs). Three alternative design concepts were explored, viz. mechanical, hydraulic, and hydro-mechanical and a total of 13 designs analyzed in detail. Steel, aluminum alloy and composites were the main potential construction materials investigated for suitability from structural, life, and safety and other considerations. The designs considered most promising for development were: (i) the mechanical screw-pin type using telescopic tubes and a fine adjustment screw thread section (ii) the all-hydraulic type, of steel, aluminum alloy or aramid graphite construction (iii) the hydro-mechanical design using telescopic tubes and a short stroke hydraulic cylinder for fine adjustment It is shown that by using realistic mathematical models for stress and deflection calculations, it is possible to reduce prop weight to the design goal. The analysis presented for all-hydraulic props is applicable to hydraulic cylinders on all mining equipment and similar machinery. This report includes the computer program and user's guide for analyzing hydraulic cylinders as well as a cross-indexed bibliography on structural composites.

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

In two decades Turkey has emerged from the debacle of the Ottoman Empire to become one of the most modern nations in the Middle East. The numerous achievements of this period were remarkable in that they affected human and social, as well as economic, fields. Most of this progress was achieved by Turkey's unaided efforts and the utilization of domestic resources; however, since 1948 various United States aid programs3/ have made significant contributions to increased agricultural and industrial output. Turkey's singleness of purpose in favor of a strong, independent, and prosperous republic has evoked universal admiration and encouraged the hope of stability in the Middle East. Much of the development of the Turkish economy to date has been fostered by the State; however, with growing strength the leaders in 1950 considered the time appro¬priate to relax the nationalistic economic policy and permit private enterprise to play a larger role in increasing domestic output and raising the tempo of industrialization. In pursuance! Of this policy, laws encouraging investment of foreign capital in Turkey and others stimulating development of mining and petroleum enterprises were enacted in 1954. This new legislation, plus the cooperative attitude of the Turkish Government, have encouraged wide interest in the mineral resources of the country.
