"For a drainage channel built in San Juan, Puerto Rico, a value engineering (VE) proposal incorporating a secant pile top-down approach saved time and facilitated construction work on the larger flood control project. The channel, at the Bechara Industrial Area, Puerto Nuevo Port Facility and the Puerto Rico Maritime Shipping Authority Dock, was needed to allow drainage of the Rio Puerto Nuevo into San Juan Bay. The port area, one of the busiest in the Caribbean, has over 6,000 ft (1,800 m) of berthing wharves for ocean-going container ships along with over 500,000 sq ft (46,000 m²) of container loading and unloading areas, and is critical to the local economy.Planners wanted to minimize the impact of construction to the port and dock users, and developed a construction methodology and work sequencing that would prevent a complete barrier to port traffic. This plan involved non-contiguous and limited work area that “leapfrogged” along the alignment so as to prevent long barriers to lateral traffic movement across the culvert alignment.After reviewing the project plans and schedule, Morris-Shea Bridge Company (MSB) proposed an alternate design and construction approach that provided significant cost and schedule benefits, and also provided better access for the port and dock users. The alternate VE proposal involved top-down construction methodology and redesigned drainage culvert geometry with two parallel 2,000 linear ft (lf) (600 m) secant walls installed on each side of the culvert. These walls facilitated excavation and formed part of the culvert permanent walls. The result was a significantly reduced required construction right of way that allowed construction work in contiguous areas largely without impact on ongoing port activity. MSB conceived the design concept, and engineered design and construction of the VE alternate secant pile culvert.The project initially consisted of an open channel in the industrial area picking up water from the existing Rio Puerto Nuevo, transitioning to an enclosed culvert through the port and dock areas, and outfall through the existing dock. Collapsible loess is classified as problematic soil found in most continents. The loess immediately collapses under stresses induced by axial compressive loading or the soil weight when exposed to moisture. In Iran, vast areas of the Golestan province are covered with aeolian loess deposits. This paper investigates whether the simultaneous effect of inundation and pre-loading in helical pile installation are operative and effective in improvement of Golestan loess. The effect of installation conditions on loess collapsibility is studied via two main approaches, i.e., field investigations and physical modelling. The experimental studies include installation of eight single helix piles in the Amirkabir University of Technology Frustum Confining Vessel, i.e., FCV-AUT. Also, four single helix piles with embedment depth of 3 m and diameter of 250 mm were installed in Golestan province and full-scale pile static loading tests were performed. The results indicated that the simultaneous application of crowd loading and water pressure during installation of helical piles results in better soil shear strength parameters. Moreover, high crowd stresses or low crowd stresses accompanied by water pressure during pile installation brings about similar load-displacement behavior of model piles installed in FCV-AUT and full-scale helical piles.

As a part of Mumbai City Mega Drinking Water Project at Amar Mahal Tunnel-1 Ghatkopar East Mumbai, drinking water tunnels were proposed by MCGM from Amar Mahal to Trombay reservoirs, Amar Mahal to Wadala and further up to Parel. The pipeline has to be underground and laid at a depth of 5.5m. The initial proposal was to provide sheet piling to enable the safe excavation and installation of underground pipeline. However, installation of sheetpiles was practically not feasible due to the existing soil strata for driving the sheet piles. Hence, it was proposed to install micropiles instead of sheet piles. In this paper we discuss about the purpose, basic design, detailed design approaches and actual work implementation of micro pile with temporary struts for shoring protection works in this project.

"Stabilization of an existing cellular tower foundation system without dismantling the tower or compromising the existing foundation system was accomplished by installation of a jet grouted pile system. The tower was originally designed to be placed on a steep hillside and to be supported by a mat foundation founded on existing bedrock. The as-built conditions of the tower foundation system showed it to be constructed on a combination of loose fill of varying thickness and native stiff silts and gravel material. To avoid the potential of differential settlement, a jet grouted pile foundation system was installed to the top of bedrock. The jet grouted pile system was rapidly installed over a two-day period so as to not delay operational permitting of the tower.INTRODUCTIONA tri-legged lattice cellular communication tower was constructed on the side of a steep hill located in a mature hard wood forest. Access to the site as well as available work area was limited to small track type drill rigs and equipment. The original tower design required the tower to be supported by a mat foundation bearing directly on bedrock. Based on a review of the foundation construction and results of a subsurface investigation, it was discovered that the foundation was built directly over a loose fill material that varied in thickness from 0 to 4.27 meters (0 to 14-ft). Because of the uncompacted nature and varying thickness of the loose fill materials, the tower would be susceptible to differential settlement which, could lead to tower instability.The objectives of this project included the following:• stabilize the mat foundation against differential settlement without removing the existing tower structure or foundation system• rapidly complete stabilization activities to allow operational permitting of the towerSOIL CONDITIONSThe subsurface soil conditions that the tower mat foundation rested on were evaluated by installing three borings in a row from the inward slope portion of the mat foundation (B-1) to the outward slope portion of the mat foundation (B-3). "IntroductionThe design-build method streamlines project delivery through a single contract between the Contract manager and the design-build team. The design-build method places emphasis on collaborative project management between design and construction disciplines to minimize project schedule, reduce costs, encourage balance risk amongst the design-build team. Since 1985, the percentage of nonresidential design and construction projects has increased from 5% to 45%.1A project carried out in Edmonton, Alberta, Canada will be used as an example to illustrate the challenges of the design-build project delivery method and the merits of establishing a GBR. The project involved a complex slope stabilization as part of an extensive freeway widening. At the project location the roadway was being widened within the base of a historic stream valley into a steep slope with a history of a previous slope failure. The slope was to be steepened through the installation of a series of 14 interlocking arc structures constructed half way up the slope. Access and schedule proved critical to the successful completion of the project.Geotechnique and Site HistoryThe geotechnical investigation undertaken for the site included six boreholes drilled at the crest of the slope to depths ranging from 14.5 m to 30.2 m. Laboratory testing of the soil samples included direct shear tests, Atterberg limits and grain size analysis. The geotechnical report also referenced a previous geotechnical investigation that was carried out in response to a failure of the slope in 1971."

"Cement deep mixing method has been utilized in the process of construction of an underwater tunnel in Singapore. The soil was improved by this method to prevent undesirable heaving of the soil below the excavated area. Quality control experiments approved the effectiveness of CDM method in increasing the strength of the soil and prevention of undesired heave of the ground. The process of the construction of this project and the quality control experiments results are discussed in this paper.INTRODUCTIONThe Marina Coastal Expressway is a 5.3 km long underwater highway tunnel with five lanes in each direction. It mostly comprises a twin box culvert structure (53.3 m exterior width and 10.89 m height) and was opened by the Land Transport Authority of Singapore (LTA).The contract zone C485 was the most challenging area of the construction; it involved a 700 m long underwater tunnel of which 400 m was built beneath the seabed at the mouth of the Singapore River. A double steel pipe sheet pile wall was built as a temporary cofferdam to keep water out of the excavation site, and the cut-and-cover method was used for excavation. In order to ensure a sufficient cross-sectional area for the flow of the Singapore River, the construction was divided into two phases focused on the left bank (Stage 1) and right bank (Stage 2).The Cement Deep Mixing (CDM) method was used to improve the ground, which comprised soft marine clay, to ensure safety during the excavation. The efficiency of this method in increasing the soil’s strength was approved previously. The design standard strength was quck = 800 kPa. Based on the study conducted after the construction, the average the Unconfined Compression Strength (UCS) of the soil stabilized by the CDM method was quf =3,000 kPa. This paper discusses the effect of the CDM soil improvement construction on the reduced displacement from the excavation and the quality control of the soil improvement."

Load tests were carried out to examine the ultimate bearing capacity of short, large diameter bored piles in connection with the construction of a multistory building on the Arabian Gulf in Kuwait. Testing included 0.45 m, 1.0 m, and 1.2 m piles installed through loose sand into a bearing stratum consisting of very dense cemented sands. All tests were carried out to failure. The base resistance and shaft friction were calculated using the Meyerhof method for a layered soil profile. The method employs the standard penetration test N-values. The results indicate that the piles are end bearing piles with a great portion of the pile capacity due to base resistance. The mobilized skin friction is small. The calculated pile capacities were very close to the measured values with the maximum difference not exceeding 10%.

In trying to find a grout, or some kind of stabilizer that would work in this application, we established some performance criteria. Of those, what I controlled the most was viscosity, then I had a whole list of other criteria. I needed a long, controllable gel time, durability and the ability to set and stabilize the soil. So I looked through a lot of different stabilizers, some really crazy ones and also the typical chemical grouts that are used. The typical chemical grouts were eliminated because of long-term durability concerns, the need for having extended gel times, and several other concerns. I would be happy to discuss that with you further after the talk if you're interested. But, generally it was based on viscosity, gel time, and the need for extended gel time. In terms of the relative density of the sand many other grouts could have been used. But the main issue was trying to develop this way to do low pressure grouting that would not cause invasive disruption of the site. We couldn't go in and grout it, put centers, so most of the other grouts wouldn't work for various reasons. The forty percent relative density samples were prepared by plubiation. That was both during the cyclic testing stage of the research, which happened a few years back, and also during the box model and the laminar box models at RPI. In terms of what criteria were used to determine the success of the grouting, when I initially started this work what I did was take the grouted samples and I subjected them to cyclic triaxial testing. What I did was take a look at the cyclic deformation resistance of different concentrations of grouted colloidal silica treated sand. I looked first at 20% concentration because I wanted something that I knew worked and then I gradually decreased to 15%, 10%, and 5%. What I was most concerned with was that it did not liquefy and that it was able to hold together it and experience some deformation. But most importantly it needed to not liquefy. So, that was the biggest issue in determining the success of the grouting. In terms of the centrifuge modeling it was done by looking at several components: from looking at the pictures of the bending moments, looking at the acceleration records and how the acceleration records were transferred through the soil, looking at the reduction in the lateral displacement and those kinds of issues. So let me show you the difference.

"The waveform micropile is a newly developed foundation type for increasing the bearing capacity with the created shear keys on the pile’s shaft. Analyzing the increment of resistance at the shear key zone is a crucial factor in the design of the waveform micropile. Hence, centrifuge tests were carried out employing six different models, including a waveform micropile in the axial loading condition. The analysis results of the load-settlement curves showed that the waveform micropile achieved a higher bearing capacity compared to the micropile without shear keys. In addition, the test results revealed that the load-settlement relationship was affected not only by the pile shape but also by the locations of the shear keysINTRODUCTIONA micropile is a small-diameter pile, typically constructed with a less than 300 mm diameter. Generally, the micropile’s construction involves drilling, grouting, and insertion of a reinforcement material, such as a thread bar. The micopile can be utilized in a variety of fields for reinforcing the foundations of existing structures. It also has advantages for accessing challenging areas like limited-access construction sites, including those with a low headroom space and adjacent structures, due to the small size of the construction equipment. Thus, since it was introduced in 1950 in Italy, the micropile has become one of the preferred solutions when other deep-foundation methods are not applicable to the site.Federal Highway Administration (FHWA) gives the micropile design implementation guideline of neglecting the end bearing due to its small diameter but considering the frictional resistance if the bond zone of the pile is in the soil or on a weak rock. The bearing capacity is considered primarily only if the micropile is founded on a high-quality sound rock (FHWA, 2005). Micropile design in South Korea is currently being performed based on the FHWA manual and taking into consideration the frictional resistance for the design as the pile generally sockets into a weak rock or soft rock. Moreover, the frictional resistance within the soil layer has usually been ignored, considering only the shaft resistance of the rocksocketed length in the conservative design. The design concept excluding the frictional resistance in the soil layer, however, may lead to an extension of the pile socket length, which will increase the construction cost. Hence, many researches have attempted to provide better design and construction methods to increase the bearing capacity in a cost-effective way (Juran et al. 2001; Sadek and Isam 2004; Tsukada et al. 2006; Finno 2002; Gomez et al. 2003; Seo et al. 2013)."

"As we head toward the United Nations Climate Change Conference in Copenhagen in December, the environment and sustainability will become headline news for a while. Governments are expected to agree to a set of binding targets to reduce carbon emissions probably before 2020, and certainly before 2050. This will, in effect, initiate a low carbon economy in many parts of the world. Sustainability has mainly been rhetoric so far, the exceptions being projects for those looking to the long-term future and not for short-term financial gains.The probabilities and consequences of negative impacts on the environment and on society over the short term and in the long term can be assessed and mitigated, but mitigation often adds cost. Also, we cannot know what technologies will be available, say 1,000 years into the future, which is about 40 generations of our society. It is easier to have a connection with 100 years into the future, which is only about 4 generations. Individuals may have a different sense of sustainability, and place a different value on mitigation, its cost, its importance and its potential impacts.Sustainability means different things to different parties on a construction project. For example, a land developer is likely to have a different view on the design in terms of sustainability than that of the designer. The developer may also likely to be more interested in sustainabiliy if there are tangible economic benefits that might accrue. Achieving sustainability on any project, leads to conflict between competing interests or demands cooperation between the economic and technical sectors involved. The foundations for a building or bridge, by definition, need to interact with the ground whose behaviour cannot be dictated by man. The aims of sustainability are the same as for the building or bridge, both of which are constructed of manmade materials, but it is less clear how they should be achieved. An example is the driven pile that does not produce spoil waste, but is likely to be too noisy to be acceptable in an urban environment. This then begs the question, should the public accept the nuisance of short-term pile driving to achieve a more sustainable foundation? Additionally, the question has to be asked, can the deep foundations industry develop its techniques and products to help make them more acceptable and appropriate more often than is possible now?"

"Deep Mixing Method (DMM) for the Rio Puerto Nuevo Project in San Juan was chosen by the Corps of Engineers to improve the soils adjacent to a 90 inch forced sewer main relocation and to improve the soils for the base of a new drainage channel. The project is located just east of San Juan and south of the Horizon Port. The soils to be improved consisted of fill, marine clay, organics (peat) and the foundation clay layer. A preconstruction soil investigation campaign was performed to assess soil properties and to retrieve samples of the different soil layers for the laboratory Bench Scale Testing program (BST). The BST was conducted using various binder contents and water/cement ratios in each of the soil types; the selection of the different combinations and dosages was based on past extensive experiences on similar materials. Following the laboratory program, a full scale Field Test (FT) was done installing several DMM elements to verify the results of the BST and fine tune the construction parameters. Each element consisted of two 5.5 feet diameter overlapping mixing augers installed simultaneously to a depth of approximately 60 feet using a SOILMEC SR-90 dual axis drilling rig. The FT construction and post-construction coring results showed significant differences between the lab study and the actual field conditions. This paper will highlight these differences and the importance of performing both pre-construction laboratory and field tests in order to ascertain the proper mixing parameters in the different soil layers.IntroductionThe Puerto Nuevo project consists of the stabilization of a major drainage channel using Deep Mixing Method (DMM) and the relocation of a 90 inch forced main sanitary sewer outfall. The first portion of this project was a 40 x 16 x 2,000 foot box culvert installed in 2004. In order for the drainage system to be completed and function properly, the 90 inch forced main needed to be lowered about 20 feet to allow for proper drainage.DMM was chosen by the US Army corps of Engineers to stabilize the drainage channel as well as improve the soil under the relocated sewer main. The overall layout of the project is shown in Figure 1. The DMM is arranged in different zones (A through E) with variable top and bottom design elevations as can be seen in the typical cross section for ZONE A and B as an example. (Figure 2) The total amount of soils to be treated by DMM is approximately 84,000 cubic yards up to a maximum depth of 57 feet from ground surface and an Area Replacement Ratio of 100%.The equipment used to perform the DMM is a Soilmec SR90 twin-shaft jet assisted deep mixing rig (Figure 3) coupled with a LODOS 30 grout plant and two Soilmec 7T-500J high pressure pumps."

"PROJECT DESCRIPTIONThe R C Harris Filtration Plant underwent an expansion to install an underground sludge treatment capability consisting of a series of underground tanks within stepped excavations 12m (39 ft) and 10m (33 ft) deep into compact, wet sands over stiff clays and clayey silts.Concerns regarding the original structure influenced designers to set the lateral deflection limit for the proximal front footing at 4mm (1/6 in), (0.03% excavation depth). The design-build team indicated at the time of tender that the movement criteria was unattainable using the tender design. Through extensive Fast Lagrangian Analysis on Continua (FLAC) and a novel construction geometry the design-build team crafted an alternative that produced significant savings over the original concept and met deflection concerns.GEOTECHNIQUEThe hillside site drops 14.5m (47.6 ft) over a distance of 53m (174 ft) between the existing Filter Building on the north and the Services Building on the south. The soils adjacent to the Filter Building consist of 6m (20 ft) of sandy fills, to the footing elevation, over compact sands and layered dense sands and silts to a depth of 10m (33 ft) below existing footing. Beneath the silts lies a 10m (33 ft) thick stiff clayey silt, 2m (6.6 ft) of sandy silt till (containing cobbles and boulders) and an artesian gravelly sand at a total depth of 30m (98.5 ft).The tender information was deemed inadequate to accurately determine soil parameters for a finite element analysis. As a result, the design-build team performed pre-tender Cone Penetrometer Testing (CPT), including dynamic analysis. The CPT data indicated stratigraphy consistent with the conventional bore hole exploration (SPT results) however, the CPT data provided consistently superior soil strengths. The CPT data indicated the sands and silts were dense to very dense throughout their full thickness. The clayey silts below the sands were found to have shear strengths in the 100 to 200 kPa (14.5 to 29 psi) range with an Over-Consolidation Ratio (OCR) ratio of 1.5 to 2. The dynamic analysis, while low strain, indicated very competent behavior with Young’s Modulus values in the 200 to 350 MPa (29,000 psi to 51,000 psi) range. The CPT derived shear moduli and OCR values were vital in determining the soil engineering parameters used for the FLAC analyses."

"The diameter of improved columns adopted by the original DJM Method had been 1000 mm, however, in order to comply with the social need for construction cost reduction, the Expanded Dry Jet Mixing (EX-DJM) Method with maximum column diameter expanded to 1300 mm was developed between 1998 and 2001 and has been widely applied since then. From the first application of EX-DJM in January 2002 for a first construction project, the total volume of improved soil has reached 325,000 m3 in 17 projects up to September 2014. Because of the advantages of the EX-DJM such as reduction of construction costs and periods leading to reduction in the number of improved columns, adoption of this method is expected to increase in the future. This paper describes the advantages of the EX-DJM, its construction results and case examples including those applied to restoration projects after the Great East Japan Earthquake, 2011.1. BACKGROUND OF DEVELOPMENTThe Dry Jet Mixing (DJM) Method is a soil stabilization method in which a powdery or granular binder is pneumatically fed into and mixed with soft soil to induce chemical reactions that stabilize and strengthen the soil. It was developed by government - private collaboration in Japan between 1977 and 1979. Up to March 2014, the total volume of soil improved by DJM method reached 33,500,000 m3. The initial diameter of improved columns of the original DJM Method was 1000 mm. In order to comply with the social need for construction cost reduction, the Expanded Dry Jet Mixing (EX-DJM) Method with maximum column diameter 1300 mm was developed between 1998 and 2001.2. ADVANTAGES OF EX-DJMThe construction equipment for the EX-DJM consists of two major parts, which are DJM machine and binder plant are shown in Fig. 1.The construction machine is of double mixing-shaft type with its column diameter expanded to 1200mm or 1300mm. In association with the increase in the column diameter, the binder feeder has also increased its discharge rate by approximately 1.69 times. Same as the increase rate of the area of original diameter 1000mm to diameter 1300mm are shown in Fig. 4."

The Regional Connector Transit Corridor (RCC) is the Los Angeles Metro area's ambitious light rail project, running under the city's main thoroughfares, Flower and 2nd streets. When com- pleted, it will alleviate traffic and parking congestion downtown, while connecting thousands of residents living in the bedroom communities of Inland Empire and Long Beach to their jobs there. The rail line of 1.9 mi (3 km), which involves a $1.756 billion (€1.545 billion) budget to construct the under- ground rail line, including three new stations. They are the Grand Av Arts/Bunker Hill station at 2nd and Hope streets, Historic Broadway Station at 2nd Street and Broadway, and Little Tokyo/Arts District Station at 1st Street and Central Avenue, which will offer riders their first "one seat/one fare" ride option from Azuza to Long Beach. Regional Connector Constructors JV is led by Skanska USA Civil West California District Inc. (Skanska), in partnership with Traylor Bros., Inc. (Traylor), to deliver RCC to the Los Angeles County Metropolitan Trans- portation Authority (Metro). PB&A was the structural engineer of record (SEOR) responsible to design the shoring systems for the Grand Av Arts/Bunker Hill Station at 2nd and Hope streets, and Historic Broadway Station at 2nd Street and Broadway. The temporary shoring design for Historic Broadway Station is the focus of this article, and why the project received special recognition as a runner up for DFI's 2021 Outstanding Project Award. Two main challenges are discussed in particular: design of the shoring system considering all construction stages, and design of an underpinning system where the Los Angeles Times Building (Times Building) protruded into the station footprint.

Between 2008 and 2009, more than 6,000, 23-m long deep mixing method (DMM) elements were constructed to support 124 concrete mats comprising the foundations for the process trains for an LNG facility. The Owner requested first-of-its-kind analyses and assessments to confirm the quality and reliability of the DMM foundation. This paper provides information on these assessments and the procedures used to ultimately conclude that a fit-for-purpose foundation system was constructed. During early phases of construction, several DMM test cores revealed nodules of unmixed clay in upper core samples. A comprehensive review of available DMM core information was undertaken. It was concluded that the amount of coring being conducted as part of the contractor?s QA/QC program should be increased to achieve a foundation system with the required level of reliability. Three-dimensional finite element analyses were completed considering various distributions of defects in the DMM elements and the effects of potential downdrag on DMM elements. Calculated mat settlements and mat stresses were compared to cases without defects in the DMM elements. Various distributions of loaded and unloaded mat areas and number and position (both in the subsurface and laterally) of defects were considered. Four (of the 124) mats were identified as potentially ?at-risk?. The settlement performance of these mats is currently being monitored and, to date, performance has been acceptable.

Renewal and revitalization of transportation presents a challenge in the need for replacement, repair, and improvements of existing bridges, as well as increased construction of transit systems within existing transportation rights of way. Difficulties with conventional deep foundation systems occur because of the limited site access, adjacent structures, the need to maintain traffic, and other constraints on construction activity. Major projects are often performed in a design-build contract environment in which the schedule is aggressive, and where speed and reliability represent major considerations. Foundation designers are confronted with a need to solve problems with a construction-oriented mindset, where typical experience with lowest cost solutions may not reflect the most effective approach. This presentation presents an overview of the challenges that may affect design and construction of deep foundations in this environment and the methods that have successfully been employed on several large transportation projects in the U.S.

The paper presents the results of a comparative and parametric analysis in which a numerical program developed exclusively for groups of deep foundations under general loading (vertical, horizontal and moment loads) was used. This program, developed in the doctoral thesis work of Zhang (2000), extends the finite layer method to accommodate a simultaneous general loading on top of piled raft foundations, allowing the establishment of a coupled relationship between displacements (in all three directions), rotations (in two directions), and external loads. Zhang (2000) has extensively tested and validated this program against well known case histories, but has not applied it to piled rafts overlying unsaturated tropical soil materials. Hence, this paper further explores the applicability of this program by using it to simulate the behavior of experimental field loading tests carried out at the University of Brasilia (UnB) experimental site. At this site, Cunha and Sales (1998) and Sales (2000) carried out several loading tests on small scale isolated rafts (1 x 1m) and piles (L=5m, dia=0.15m), group of piles (4 piles, raft clear off the ground) and piled rafts (1 and 4 piles underneath a raft in contact with the soil). The authors adopt Zhang's program to backcalculate, hence simulate, this series of experimental field loading tests under vertical loading. They also use this set of results to "calibrate" the program for further parametric analyses. The parametric analyses were carried out with different piled raft configurations in this same soil type, trying to evaluate their field behavior under the effect of distinct (geometric) configurations of pile distribution.

"The Goethals Bridge Replacement (GBR) spanning the Arthur Kill Waterway between Elizabeth, NJ and Staten Island, NY consists of a dual-span 1,982.5-ft long cable-stayed bridge with approach spans of 2,545 ft on the NJ side and 2,788 ft on the NY side. The bridge is supported on over 200 drilled shaft foundations ranging in diameter from 4.5 ft to 10 ft and socketed into Passaic Formation siltstone. Drilled shaft resistances for design were based on load tests as described in a companion paper (Dapp et al. 2016). This paper presents the main foundation design considerations and challenges. The approach to construction of the rock sockets, with a focus on quality in order to support the use of high nominal values of side and base resistance, is described. Lessons learned from this project and their application to future similar projects are presented.INTRODUCTION AND BACKGROUNDThe Goethals Bridge Replacement (GBR) project is a Public-Private Partnership (P3) that represents a major milestone for the Port Authority of New York and New Jersey (PANYNJ) in its distinguished history of bridge building in the greater New York City metropolitan area. The new bridge will replace the existing Goethals Bridge, named after Major General George W. Goethals, Chief Engineer of the Panama Canal and the first consulting engineer for the Port Authority. The existing Goethals Bridge along with the Outerbridge Crossing and the Bayonne Bridge comprise the three Port Authority bridges connecting Staten Island with New Jersey. The existing Goethals Bridge and the Outerbridge Crossing are cantilever truss structures and both opened on the same day in 1928. They were designed by J.A.L. Waddell under the supervision of the eminent engineer Othmar H. Ammann (1879-1965), who was the designer of many other iconic bridges in the NY City area including the Bayonne Bridge (1931), the George Washington Bridge (1931), and the Verrazano Narrows Bridge (1964). The designer of record for the replacement Goethals Bridge is Parsons Corporation, which is the successor firm of Robinson & Steinman, whose principal David B. Steinman was also a notable NY area bridge designer and a contemporary and rival of O.H. Ammann.The replacement Goethals Bridge is supported on over 200 rock-socketed drilled shaft foundations. Each main pylon tower is supported on a group of six 9-ft diameter drilled shafts and each anchor pier is supported by two 10-ft diameter shafts. Each approach pier consists of a two-column bent with each column supported on a rock-socketed drilled shaft. A rendering of the Main Bridge crossing the Arthur Kill is shown in Fig. 1."

The Texas Department of Transportation, now considering using Augered Cast-In-Place (ACIP) Piles (also known as Continuous-Flight-Auger or CFA Piles) in their foundations, awarded a research project to Professor Mike O'Neill at the University of Houston (UH) to study the advantages and potential difficulties with ACIP/CFA piles. ACIP/CFA piles were installed on three sites for UH; they had extra instrumentation and additional measurements by UH staff during installation which are beyond the scope of this paper. Independent visual logging of the pile was done by an experienced inspection firm. The main advantages of ACIP/CFA piles are their speed of installation and their economy. Potential savings are substantial. Disadvantages include an unknown structural condition of the shaft. Inspection is critical, but many simultaneous observations make accurate inspection difficult. Because of resulting uncertainty, many engineers have avoided ACIP/CFA piles in the past.
