Very few of those occupied in pursuits other than mining have any conception of the extent of boring operations that have been carried out on the gold and coal fields of Victoria, or of the valuable and definite knowledge obtainable by such means. The subject comprises various branches, which it will be necessary to describe in detail. The three main divisions are The Administrative, which includes all financial work and general management. The Professional, dealing with topographical and geological work necessary before any scheme of boring can be laid out, the preparation of plans, the inspection of cores obtained from bore holes, the examination of diamonds, etc. The Mechanical Branch, dealing with the drilling machinery, setting of diamonds, maintenance of stores, etc. In 1877, the Goverpment of Victoria decided to assist in prospecting the mineral resources of the colony by the aid of diamond drill boring, and for that purpose, a vote of £5,000 was passed, with which were purchased three diamond dulls, an American type being adopted.

The mineral matter has been isolated from a selection of Australian bituminous coals using low temperature (radio-frequency) oxidation or hydrogen peroxidation techniques and the species present identified by x-raydiffraction. Quartz, kaolinite, and a range of mixed layer clay minerals are the dominant constituents of the coals studied, with carbonate, sulphate, and phosphate minerals abundant in some samples. The clay bands thatoccur within these coal seams contain similar mineral assemblages to the coals themselves, but the lutites that form the inter-seam strata have a markedly different mineralogy, characterized by abundant quartz andillite and a low kaolinite content.The kaolinite is thought to have formed chiefly by interaction of silica and alumina in the waters of the coal swamp, aided by the catalytic action of organic acids, while most of the other clay minerals are probablydetrital. The absence of illite from Australian coals is not fully understood, but it may reflect the action of organic acids on the detritus in the swamp, coupled with deposition in freshwater rather thanmarine conditions. Pyrite, although present in some coal samples when fresh, may undergo oxidation during storage to form a number of sulphate minerals, some of which may interact with any calcite present toform gypsum.The mineral matter assemblage in the coal determines to a great extent the fusion characteristics of the ash.Unless abundant carbonates are present, coals with kaolinite-rich assemblages have a very refractory ash, while those rich in chlorite or montmorillonite have ash fusion temperatures between 1000 and 1300°C. Theinfluence of the minerals on coal preparation and coking properties is also brieflY discussed, as well as the potential of mineral matter studies in coal seam correlation.

Occasional, sporadic and small occurrences of lollingite in the Broken Hill lode have been described,(l) mostly in the garnet sandstone in the foot-wall and under-wall of the Broken Hill lode. The lollingite contains appreciable percentages of cobalt and nickel and is regarded as an early mineral in the development of the lode; and, with the incoming of the sulphides, it has suffered considerable replacement by arsenopyrite. During the conversion of iron arsenide into the iron sulpho-arsenide, ilie nickel and most of the cobalt are removed in solution and are inferred to reappear in niccolite and other minerals that have been recorded among the later minerals of the Broken Hill lode. As a result of observations of the officers of ilie Broken Hill South Ltd., an occurrence of cobaltite can now be recorded which has developed by an analogous type of replacement.Cobaltite has previously been recorded from the Australian Broken Hill Consols lode in the vicinity of the rich deposits of silver, though not in contact with them. Results of flotation tests on lead-zinc ore from Broken Hill, N.S.W., confirmed that flotation at pH 9 in the presence of cement gave poorer metallurgical results than flotation at pH 7. Additions of 2 kg/tonne wood raspings [e.g. blackbutt (Eucalyptus pilularis), blue gum (E. saligna), brushbox (Tristania conferta), or turpentine gum (Syncarpia laurifolia)l had little effect at pH 7 but greatly accentuated the deleterious effect of cement at pH 9. This was shown to be caused by e:xtractives (e.g. polyphenols and carbohydrate materials) derived from woods at pH 9. The proportion of extractives, as shown by DV absorbance spectra, increased with increase of pH and was affected by various salts.Additions of 1 kg/tonne Al2(S04)3.16H20 when cement or cement and wood were present showed that metallurgical results obtained by flotation were then very simHar to those in the absence of cement or wood or both. This was ascribed to lower pH values in the presence of aluminium sulphate and possibly to specific chemical effects.Additions of aluminium sulphate appear to offer an economic solution to the problem of treatment of ores contaminated with cemented fill at Broken Hill.

The application of cost updating with the aid of cost indices is reviewed with particular regard to the mining industry. Examples of applicable cost index series are included with values given for the last ten years. The compilation of the indices is discussed with consideration given to the possible sources of error inherent in their application to specific mining cost problems.

Project management is not a task to be undertaken lightly. Mining projects generally present even more challenges due to ChinaÆs remoteness and complexity. Having experiences in project management in the West is certainly an asset, but China can present the uninitiated with any number of headaches. To undertake a project there can have many problems that are unique to China. For the last 15 years, China has seen an increasing number of foreign capital investment projects in the mining industry. Practices involved in mining project development have experienced/are experiencing an evolution. Since 1996, Sino Gold Mining Ltd has delivered three mines in China, ie Jianchaling Gold Mine, Jinfeng Gold Mine and White Mountain Gold Mine. Through the work, Sino Gold has established a solid knowledge base and a capable and skilful workforce in effectively undertaking mining projects in China. This paper is concerned with the experiences accumulated so far by Sino Gold in project management in China. An overall review is conducted regarding the reform of the mining project development in China. Opportunities and challenges are highlighted within the political, economic and culture context. Brief summaries of the development of the three gold mines are presented.

In the latter half of 1973 a contract was given to Roberts-Holland Joint Venture for the stripping of the southern exhaust airway.The contract was carried out efficiently and relatively cheaply. It was completed 2 months ahead of schedule.The sinking stage and in particular the drilling jumbo proved to be a success and helped produce an above schedule stripping rate.No major problems were encountered with ground conditions or ventilation. A survey of the shaft showed the diameter to be within the set limits of 5·49 m ± 0·15 m.

In the proposed criterion for coal a distinction is made between brittle and "psuedo-ductile" failure. This criterion is the basis for the development of new equations for coal pillar strength, including a transition from brittle fracture to pseudo-ductile yielding. In addition the equations obtained allow the critical minimum pillar dimensions to be calculated to avoid "catastrophic" and "ultimate failure".The validity of these formulae can be tested by comparing their results with pillar case histories derived from the literature.

IN this paper an attempt is made to describe the sluicing operations on the tin fields of north-eastern Tasmania. No claim is made to completeness, for much of the ground has already been covered, and nothing is to be gained by needless repetition. Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. Education in Australia now has to respond to a very wide political and policy agenda. The political emphasis is upon increasing participation and retention rates with a view to greater graduation rates in `high-tech' disciplines. There is an implied linkage between `education' and `economic well-being'. Our argument is that equalitarianism in education tends towards mediocrity. In this context many Geoscience educators view the future with pessimism. The argument is that science has been `sold short' and needs revitalising. We contend that Geoscience coursework should be a feature of both secondary and tertiary education in Australia. To this end we propose six policy initiatives to increase the content of Geoscience in education programmes.

Conceptual studies of the run of mine stockpiling and reclaiming requirements at Thiess Bros Pty Ltd South Blackwater coal mine commenced in 1975.Final selection of equipment was made in 1978 and the equipment was commissioncd in June 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world.The equipment selected is described and compared with the alternatives. Foundations were designed to minimise clean up effort and to ensure stabilily of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

The history of the industry which recovers rutile and zircon from the heavy mineral beach sand deposits of Eastern Australia began with the initial discovery of zircon in 1895. Whereas a large number of small companies operated during the rutile boom of 1955-57, the industry is now controlled by a few large groups.Mining is mainly by suction dredging. Metallurgical practice is a two-stage process in which a bulk concentrate of heavy minerals, recovered by gravity methods, is separated into its constituent minerals by processes based mainly on surface, electrical, and magnetic properties.Various separating devices using these principles have been developed in the industry and combined in various ways in the operating plants.There is scope for future metallurgical developments.INTRODUCTIONThe existence of deposits of heavy minerals ("black sands") on the northern coast of New South Wales has been known for at least 90 years. The earliest metallurgical operations aimed at the recovery of gold, platinum, tin and monazite. Mainly because of the low grade of these deposits with respect to these minerals, but also due to metallurgical difficulties, such operations were abandoned by about 1895 (Whitworth, 1959). The presence of zircon was recorded quite early (Carne, 1895) but Raggatt (1925) appears to have been the first to report the presence of rutile.The economic exploitation of the deposits was initiated in 1928 when D. H. Newland, State Geologist of New York, made an examination on behalf of The Titanium Alloy Manufacturing Company of America. Mine water management is often an afterthought in mine planning processes and can introduce significant risks to projects when studied as a stand alone component at a later stage in the mine design. Incorporation of a mine dewatering and pore pressure dissipation strategy in the early stages of mine planning is imperative in order to minimise constraints on the production schedule, to match designed pit slopes and maximise project value for an open cut mine option such as Olympic Dam. A risk-based mine planning approach was adopted during the project selection phase study whereby water management was introduced into mine planning, scheduling and the development of an operational strategy. Hydrological and hydrogeological studies and outputs were successfully integrated into the various iterations of the mine planning cycle during early selection phase to manage the potential water management risks associated with pit slope depressurisation and access to dry working conditions during rapid advancement of mining phases.An extensive network of vibrating wire piezometer sets and long-term depressurisation testing characterised aquifer conditions and demonstrated that hydraulic connectivity exists within the geological profile due to the presence of structures and resource drill holes which enhance vertical connectivity. This connectivity, along with underdrainage from mining activities contributes up to 100 m of depressurisation in low permeability units.A pit dewatering strategy incorporates the mine planning schedules and accounts for operational constraints as to the location and development of the dewatering wells, storages and pipelines. Numerical modelling generated a range of likely pit inflows and dewatering requirements with the average initial dewatering discharge likely to be 150 L/s and reduce quickly to 50 L/s after five years, depending on the premine schedule.Coupled hydrogeological and geotechnical assessments were also carried out as part of the mine planning cycle and indicate that successful dewatering will go a long way to reduce the pore pressures within key geotechnical units during the rapid mining phase where around 300 m of cover sequence is stripped in five years. However, the residual storage in the primary aquifer and the residual pore pressure in underlying low permeability units will need to be dissipated (in-pit horizontal holes) as the pit floor advances. Pit slope design angles are sensitive to depressurisation and dewatering and up to 70 per cent depressurisation of key geotechnical rock units are required. Whilst an accelerated program of aquifer dewatering supported by lithostatic unloading should drive rapid depressurisation in the lower permeability units, intervention is anticipated in key geotechnical units such as the Tregolana Shale and volcaniclastics. The extent of induced drainage will ultimately depend in part upon the mining rate and geotechnical stability requirements. Practical operability testing addressed the potential for operational constraints to mine depressurisation activities such as congestion and mining schedule development within the pit and identified that depressurisation drilling can be achieved even with reduced access availability. Mine operations and planning groups established design criteria and considered the likely inoperable periods following rainfall events of seven to 14 days to manage the base surge and minimise impact on production. In-pit surface water management options to minimise operational disruptions during and after significant rainfall events were estimated used a stochastic approach.

Grinding of iron ore is an essential step to utilise ore fines for pelletisation needed for DRI units. While preparing iron ore pellets for DRI production, the iron ore needs extensive grinding which is highly energy consuming step causing the process to become non-viable in some cases. In the present paper an attempt has been made to evaluate grinding performance of thermally treated ore compared to normal ore grinding. Such thermal pre-treatment has been found to reduce the energy requirement with lower consumption rate of grinding media. It has been observed that by applying thermal shock the ore is rendered weak with improved grindability. The stresses generated due to thermal treatment may extend existing micro-cracks in the ore and in some cases it may even nucleate fresh cracks. Experimental studies carried out on thermally treated hematitite ore reveals that the heating to 400¦C followed by water quenching can cause a reduction of 45 per cent in grinding energy. The paper gives the details of the experiment and the Results.

The importance of reducing the moisture content of fine coal, the nature of the retained water, and the means of its removal are discussed. A statistical technique, using a balanced block design, was used to isolate the significant factors determining water content of a coal filter cake. The most significant factor was particle size distribution. A simplex evolutionary operation (evop) was used to determine the optimal quantities of additives required to produce the lowest moisture content for a selected coal size. For this optimum condition (18·6 Ib H20 per lOO Ib dry coal), additions of 0·045 Ib magnesium ion, 0·0026 lb Separan AP30, and 0·098 Ib Aerosol OT, per lOO Ib dry coal were required. The work illustrated the uses of a statistical evop technique for the determination of optimal conditions in industrial research projects.
