This paper critically reviews the role of institutional research contractors (eg universities and the CSIRO) in the delivery of effective research, development and demonstration outcomes in mineral and coal processing to the Australian mineral industry. The criteria by which such R&D is justified, and the problems of quantifying the benefits of such research, are considered. Third-party funding mechanisms such as NERDDP and AMIRA are reviewed in the context of the difficulty of setting national research priorities. Some case studies are presented which illustrate both the problems and the advantages of institutional research for industry. The transfer of research outcomes to industry is identified as a significant problem which limits the effectiveness of all institutional research. Other topics reviewed include research management, the relationship between industrial companies and their research contractors, and the real costs of research. The paper offers suggestions for the ingredients needed for a successful industry-institution relationship, based on the Australian experience. It is concluded that the Australian model for this relationship is a very effective one, although there is still room for improvement.

The Phu Kham Copper-Gold Operation (Phu Kham Operation) is located in the Lao People's Democratic Republic and is owned and operated by the Lao-registered company, Phu Bia Mining Limited (PBM). Australian-headquartered copper and gold producer, PanAust Limited holds a 90 per cent interest in PBM; the Government of Laos owns the remaining 10 per cent. The Phu Kham Operation was commissioned in 2008 with an initial concentrator nameplate throughput of 12 million tonnes per annum (Mt/a). Subsequent improvement projects, including the Phu Kham Upgrade Project (PKU), completed in 2012, and the Phu Kham Increased Recovery Project (IRP), completed in 2013, increased the design throughput to 18 Mt/yr. In 2016, the actual mill throughput exceeded 19 Mt/a, this throughput is budgeted to be maintained until the end of 2020.The concentrator flotation circuit upgrade, completed during the IRP, called for a non-selective bulk sulphide concentrate to be generated from the rougher circuit. This in turn caused the mechanical flotation cells in the cleaner circuit, particularly those in the second cleaner bank, to become volumetrically overload. The overload reduced the cleaner circuit performance to approximately 92 per cent copper recovery at a 23 per cent copper concentrate grade, below the expected 95 per cent recovery. This bottleneck restricted copper units entering the plant to approximately 14.5 tonnes per hour (t/h) due to uncontrolled recirculating load build-up in the mechanical cleaning circuit.Maintaining the operating methodologies would have led to a copper production shortfall beyond 2016, to address this shortfall the Phu Kham Operation looked to optimise the Jameson Cell and mechanical cleaner circuit performance. The work included fundamental application of flotation practice and modelling, mineralogical analysis, bubble size analysis, plant surveys and test work. The results were used to develop and implement an innovative automated control system strategy incorporating flotation theory and operating strategies. The automation has the ability to quickly adapt to disturbances in the circuit and maintain optimised performance with little or no intervention by flotation operators.Upon completion, cleaner recovery increased to 95 per cent at a final concentrate grade of 23 per cent copper, and copper units entering the plant increased to 17.5 t/h.CITATION:Baas, D and Mikhael Gurieff, L, 2018. The Yallourn North Extension (YNX) open cut mine ceased mining operations in early 1989. YNX may be used again for coal supply at the discretion of the Coal Corporation Of Victoria (CCV); this has resulted in the need for interim rehabilitation of the site which may last many years, or indeed, permanently.The site has suffered substantial surface erosion over the years with large areas of bare clay and coal batters remaining exposed. The first priority is to reduce the quantity and improve the quality of stormwater runoff from the site. This is best achieved by appropriate revegetation and the use of existing landform depressions as silt trap/wetland areas. Proposed rehabilitation needed to take into account the sensitive fire safety of the open cut and the option to re-open the mine if CCV deems appropriate.The authors detail the factors involved in the rehabilitation proposal and the multi-disciplinary approach to planning including engineers, scientists, a forester, landscape architects and community input. The rehabilitation design included early consideration of land use and ongoing maintenance issues linked to water quality improvement factors including vegetation. Engineering input was required for reshaping and clay covering exposed coal batters and the design of silt traps which will revert to wetlands in future. The integration of each discipline has produced a rehabilitation design pleasing to both the SECV and community alike.

Water has played a key role in the Pilbara’s 60-year history of iron ore operations. In contrast to many of the current-day mining environments, iron ore mining was initially hosted by geological formations that were typically above the water table. Such mining operations required no dewatering or dewatering at rates that were less than mine and mining township requirements. The challenge for these operations was not pit dewatering but water supply for mining operations and municipal supply for nascent mining towns.The current industry sees new deposit styles being increasingly targeted, including channel iron and Marra Mamba Formation deposits. These deposits are often lower in the landscape and can require extensive dewatering. Furthermore, increased water demand for ore beneficiation has resulted in major programs of water-supply borefield development. Added to this is the emergence of magnetite projects and their significant levels of water use in ore beneficiation.The large volumes of water that are being extracted to support Pilbara iron ore mining is attracting attention. The Western Australian Department of Water has recently commissioned a study to assess the potential use of surplus mine water as a medium- to long-term supply for irrigated agriculture.This paper outlines the changing landscape of water management in Pilbara iron ore operations and explores strategies for maximising mining productivity. In the ten years since the University of NSW proposed a pillar design methodology for bord and pillar operations, the Australian coal mining industry has changed substantially. What was primarily a bord and pillar design approach is now being applied to chain pillar design in longwall mines where the requirements are substantially different. The dimensions of chain pillars can impact on tailgate conditions (roof, rib and floor), seal performance, and surface subsidence. The status of chain pillar design practice in Australia is reviewed, with a focus on defining pillar strength, chain pillar loading, and assessing the performance of the roof/pillar/system. A new pillar strength equation is proposed for Australian coal that applies for all width/height ratios. An alternative analysis of probability of failure of chain pillars is presented.

Longwall mining in Australia is approaching maturity. Longwall production from 'state of the art' Australian longwall mines now rivals similar US based longwall operations. Regrettably however, Australian gate road development rates in general fall short of the required development to longwall production ratios that are required to sustain annual longwall production capabilities. By contrast, most US based longwall mines achieve the required development to longwall production ratios to sustain their longwalls. This is despite many having to drive three heading longwall panel gate headings to meet regulatory requirements.

Evidence is presented to show that A 0 soil samp ling is a viable prospecting method for outlining polymetallic sulphide occur- rences in areas where leached organic/ glacial soils are common. Diamond drilling of low threshold anomalies has intersected base metal mineralisation.

A major constraint on sustaining high rates of production in the collieries of the Southern Coalfield of New South Wales is the inability to develop panels fast enough to match the rates of extraction. This inability is particularly crippling in the case of retreat longwall mining and is due to nearly half the time in roadway drivage being spent on strata control operations such as roof support.Increased rates of roadway drivage and significantly improved roadway stability can be achieved by the application of yield pillars between parallel roadways. These pillars are designed to yield immediately upon formation and transfer the damaging roof loads away from the immediate vicinity of the roadways. Since the width of the yield pillar is the key to their successful application, it was determined through the Yield Pillar Experiment conducted by Kembla Coal and Coke Pty Ltd at West Cliff Colliery.Three experimental headings, each nominally 5.5 m wide and 2.8 m high, were driven to form two tapering pillars. The width of these pillars progressively decreased from 24 m to 3 m over a length of 154 m. The convergence between the roof and floor of the headings measured at various cross-sections corresponding to predetermined widths of the pillars are analysed in this paper to evaluate the stability of the tapering pillars at the different widths.The width of the yield pillar in a three heading development layout at West Cliff Colliery was determined to be 7.5 m.

South Australia's economic development has relied heavily on the mineral industry. In the late 1840s the rich copper deposits at Kapunda and Burra saved the Colony's economy when South Australia became a world copper producer. Copper lodes developed at Moonta-Wallaroo during the 1860s brought further prosperity when mining activities at Kapunda and Burra were in decline. In addition to those large mines there were many smaller workings scattered through the Flinders and Mount Lofty Ranges producing copper, gold, silver, lead and zinc. Most of the mines of this period were worked by Cornish immigrants who brought their own technology and mining methods with them. These people have left a cultural legacy unique in Aus- tralia. In this Jubilee 150 year (1986) the Department of Mines and Energy, working in conjunction with the Department of Environment and Planning, is helping to preserve and interpret selected historic mining sites, most of which have been neglected since their closure. This work is designed to draw people's interest to mining history by providing interpreted sites for them to visit and to demon- strate the importance of the mining industry in South Australia's cultural and economic develop- Ment.

Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. The Newmont Waihi Operations are centred on the Martha mine at Waihi, New Zealand. The mine has produced over 6.6 million ounces of gold from both openpit and underground sources since operations began in 1878. The current open pit operations commenced in 1988 and in the year to 30 June 2002 produced 129,790 ounces of gold at a cash cost of USD122 per ounce. This paper provides an overview of current operations and future directions.

A large number of countries in the world now have some regulation for labelling the presence of genetically modified organisms (GMO) in food. For the last ten years, ISO/TC 34/SC 16 has been providing methods, guidelines and requirements concerning the evaluation of molecular biomarkers including GMOs. This activity makes sure that stakeholders on all sides of commercial transactions are satisfied and their marketing or regulatory needs are met. Developing and maintaining a transparent, science-based environment for users of horizontal methods for molecular biomarker analysis is a high priority. Sampling and analysis of molecular biomarkers has become critically important for food and agricultural organisations developing, producing, distributing and selling genetically engineered, non-genetically engineered, identity preserved and/or organic crops and their derived products and preventing their respective destructive diseases. To aid in international harmonisation, a new work item proposal to develop an ISO type A management system standard (MSS) for organisations including laboratories using molecular biomarker analysis and sampling has been submitted to ISO/TC 34/SC 16. The purpose of this MSS is ensuring that determination of the presence, absence or quantification of a particular biomarker with a relationship to a product quality determinant, a marketing claim, a regulation or a plant pathogen is carried out under a suitable quality assurance / quality control system. This MSS will provide an overarching system to apply and manage molecular biomarker analysis and sampling for any organisation large, medium or small in a private, government or academic setting.CITATION:Sussman, M D, 2017. This paper presents an overview of the current status of mine water management in South Africa. The regulatory framework within which mine water management operates is set out, based on the principles and policies embodied in the relevant legislation. The status of the gold and coal mining industries, with regard to water management, is presented on the basis of studies that have been undertaken to develop water and salt balances for these industries. While the data is not available to quantify the status of ARD in South Africa, the range of typical mine water quality problems faced by South African gold and coal mines is presented. The status quo, problems and challenges relating to mine water management are presented and discussed. It is shown that, while there have been major strides in the last decade, and mine water management and treatment in South Africa has moved onto the forefront of mine environmental management, important problems still persist. There is still a significant amount of improvement required, particularly in the field of prediction of water quality deterioration and the application of such predictions to the identification of management actions that can be applied to prevent or minimise mine water pollution in the shortmedium- and long-term.

Flotation surveying can be an extremely powerful means of determining opportunities for circuit optimisation and benchmarking. The type of survey employed depends heavily on the nature of the information required from the survey. It follows then that the type of survey determines the type of samples required; however, regardless of the type, the success or failure of a survey is often dependent on the correct used of appropriate sampling techniques at each sampling point. For a successful flotation plant survey it is vital that the correct samples be collected at the correct time in respect to the feed and each other. This paper discusses the current best practice sampling methods used in flotation surveying and discusses in detail the ideal sample masses based on theoretical analysis. Bacterial oxidation, previously known as bacterial leaching or bio-leaching, has been applied at laboratory and pilot plant scale to many refractory ores and concentrates around the world. The most common bacterial culture used in this process has been Thiobacillus sp. This organism is limited in commercial application, especially in Australia for several reasons. The optimum operating temperature range for this culture is 30¦C to 40¦C and high levels of some metals such as arsenic, silver, and copper have toxic effects on the culture thus reducing its effectiveness. The culture employed by BacTech (Australia) Pty lid is a moderately thermophilic culture which operates in a temperature range of 40¦C to 55¦C (which is more amenable to the Australian climate) and with higher resistance levels to metals often found to be toxic to Thiobacillus sp..

The Manto Verde copper mine (Atacama Region, Chile) is due to go into production in 1996. It will produce 40 000 tonne/year of copper cathode by heap leaching/SX-EW. Mineralogical studies were undertaken in conjunction with the metallurgical testwork program to characterise the ore and its response to leaching by dilute sulphuric acid. The leachable copper mineralogy is dominated by the oxide copper minerals: brochantite and malachite with minor chrysocolla and atacamite. The gangue minerals include abundant orthoclase, specularite, quartz and chlorite with minor muscovite and trace smectite clay, calcite and limonite. The study showed that complete or partial decomposition of calcite, chlorite, smectite and wad consumed acid and generated solution impurities (Ca2+, Fe2+, Mg2+, A13+, K+, Si4+ and Mn4+2+ ). Although these were manageable at Manto Verde, their uncontrolled build-up could have affected the operation in several ways: the degradation of heap penneability and fonnation of crud in the SX plant from the precipitation of gypsum, goethite, colloidal silica and jarosite; and the entrainment of contaminated pregnant leach solution in the SX organic resulting in the transfer of impurities to the electrolyte and subsequent effects on cathode quality and electrowinning efficiency. In conclusion, process mineralogy played an important role in understanding and managing potential mineral-related problems in the heap leaching and SX-EW recovery of Manto Verde ore.

Comminution continues to be the most capital-intensive unit operation in mineral processing. The fundamental purpose of comminution is to liberate the valuable minerals so that they can be economically concentrated into saleable products. Declining ore quality characterised by lower grade and increased complexity requires significant energy consumption for comminution. Low-grade magnetite ores are typically fine-grained and require fine to ultra-fine grinding (P80 ~ 30 - 40 µm) to enhance its liberation from the typically siliceous gangue matrix. Historically, this has been achieved using multi-stage crushing and grinding technologies, which require high energy consumption with low energy efficiency. This motivated innovations in energy efficient technologies for comminution. Such technology has been developed in the IMPTEC super-fine crusher. It is an innovative, dry (with the potential to be operated wet), media-free, energy efficient crusher that can to reduce 10 mm feed particles to 19 – 30 µm with very low recycle loads. In this study, the mineralogical and physicochemical characteristics of crushed magnetite ore using the IMPTEC super-fine crusher have been investigated in comparison with those of rod milling. The super-fine crusher generated higher liberated magnetite minerals in the – 300 + 212 µm and < 45 µm size fractions compared to rod mill. Both comminution devices generated large low-grade hematite and goethite middlings. However, the rod mill produced higher locked/unliberated hematite and goethite compared to that of the super-fine crusher. Quartz mineral had the highest liberation irrespective of the comminution device used. The super-fine crusher generated higher entrapment of other minerals within the silica matrix compared to the rod mill. The breakage mechanism of the super-fine crusher which is predominantly through high compression with shear, generated improved mineral liberation in the coarse size fractions compared to the predominant abrasion and attrition breakage mechanisms of rod milling. Between 1966 and 1976, Australia moved from being a non-producer to a position of meeting more than ten per cent of world nickel demand. New mine developments beginning the early-1990s have the promise of more than doubling the country's world market share - from around eight per cent to perhaps close to 20 per cent. This new surge in activity - the so-called `second nickel boom' - has led to several developments which seem likely to have similar economic impacts to those of the late- 1960s and early-1970s. There are, however, some notable differences this time around. The impact of long distance commuting over the past 30 years has changed the regional development scenario. The gold industry is much stronger in Australia than it was in the late-1960s and this helps to place the importance of new nickel discoveries in a more realistic perspective. As potential players have jockeyed to complete feasibility studies and move into construction and production phases of new long-life mines, established suppliers clearly seem to be taking actions to discourage the newcomers. In what appears to be a classic oligipolistic market situation, the heightening of perceived entry barriers to the industry appears to be a particularly visible strategy undertaken. In the current scenario as well, greater vertical integration among producers appears a significant influence on market power.

Fragmentation modelling has been in use in the mining industry for a long time; however, there are still some aspects to tackle with regard to its use for strategic/planning and day-to-day purposes.On one hand, an important amount of resources are allocated to the task of calibrating and validating a good fragmentation model. Nonetheless, errors during the implementation stage introduce uncertainty into the prediction.On the other hand, it is common practice in the mining industry to use only discrete values to represent the fragmentation from blasting (k20, k50, k80), which provides a biased interpretation of the situation as, for instance, the best and worst possible cases are not taken into account. This is particularly critical when a continuous improvement philosophy has been adopted and modelling is used to either modify the drilling and blasting designs or plan ahead.It is well known that every site has particular conditions (rock mass, equipment, drilling and loading practices, among others) that often define unique trends in implementation. These trends can be captured using statistic and probabilistic techniques and then used as proxies for further analysis.This paper explores the potential of including implementation data in the form of probabilistic distributions into the Swebrec model to improve the performance of this engineering tool during the decision-making process.The fragmentation results of four designs were modelled using three different degrees of accuracy in the implementation for the burden, spacing and explosive column length.The data analysis showed that the probabilistic approach helps to achieve a broader perspective regarding the fragmentation that it is possible to obtain and the implications for the subsequent processes. The analysis also showed that the likelihood of producing similar fragmentation with different designs (involving different powder factors and costs associated) increases with the variability of the implementation.CITATION:Parra, H and Zenteno, D, 2015.
