This paper approaches tailings dam risk management from the perspective of how other high hazard industries approach the management of their catastrophic event risks, with the aim to provide recommendations from these learnings for the industry to adopt.

The Dizon open pit mine of Benguet Corporation in western Central Luzon, Philippines has yielded some 182 000 t copper, and about 26 000 kg gold and 48 000 kg silver as by products since it started operation in November 1979. The 140 million tonne orebody is associated with a small quartz diorite porphyry stock emplaced in volcanic rocks on the basal slope of a stratovolcano complex as stockworks, fracture fillings and disseminated sulphide mineralization averaging 0.43% Cu, 0.93 g/t Au and 2.5 g/t Ag. Intense hydrothermal alteration accompanied the mineralization that developed fairly distinct mineral assemblages within and around the intrusive. Post-ore volcanic activity later gave birth to an upward-flaring diatreme which broke out south of and adjacent to the orebody and partially destroying it. Subsequent volcanic activity buried the mineralized area along with the rest of the stratovolcano's surrounding slopes under a thick deposit of pyroclastic and laharic debris. Erosion eventually removed the volcanic cappings over Dizon and also exposed the quartz diorite porphyry stock which might have resulted in the truncation of a sizeable section of the Dizon deposit. The chain of stratovolcanoes that comprise southeastern Zambales range hugging the southeastern edge of the Zambales ophiolite is part of a west-facing volcanic arc that extends for some 300 km along the western margin of central and southern Luzon whose development has been correlated to the subduction in the Manila Trench located off the west coast of Luzon. Prominent WNW-trending lineaments that cut across the ophiolite appear to be splays of the Philippine Fault whose intersection with the Mt. Pinatubo stratovolcano complex might have localized the emplacement of a number of intermediate stocks along with the gold-rich porphyry copper mineralizations associated with some of them.

The eastern third of Australia contains an unrivalled Phanerozoic rock record generated by the regional interaction of Gondwanaland with the Pacific and by the global effect of the 400 m.y. Pangaea - Panthalassa cycle. Between the latest Proterozoic (600 Ma) breakup of Proto-Pangaea and the mid-Carboniferous coalescence of the dispersed continents in Pangaea, the Lachlan and Thomson Foldbelts accreted to the craton by Mariana-type (backarc basin) and Chilean-type (continental margin) subduction from eastward jumps of the Palaeo- Pacific rim. Further jumps of the rim of the Permian and Mesozoic Pacific, now expanded to Panthalassa, accreted the New England Foldbelt to the craton. An Early Permian rift basin was succeeded by a Late Permian to mid-Triassic foreland basin which extended between the craton and the foldbelt behind the 10000 km Panthalassan rim, from the Bowen Basin of Queensland to South America, and was host to the productive coal measures of eastern Australia, as the succeeding Jurassic and Early Cretaceous foreland and epicratonic basins included the coal measures, hydrocarbon reservoirs, and aquifers of the Great Artesian Basin. The magmatic arc on the Australian margin ended after the mid-Cretaceous uplift along the Queensland coast that initiated southwestward drainage from the high Pacific rim. The Chilean-type subduction that had prevailed since the Devonian was superseded shortly afterwards by Mariana-type subduction with the successive generation of the back-arc basins of the Tasman Sea, Coral Sea, and other southwest Pacific basins by the migration of the island arc to its present position 2500 km eastward of Australia.

Vibrating screens play an important role in the dry classification circuit of Gol-e-Gohar iron ore processing plant. This circuit was designed to classify the autogenous mill discharge and produce a suitable feed, with K80 about 450 ¦m, for dry magnetic separators. Three parallel vibrating screens produce more than 50 per cent of the separatorÆs feed. The efficiency of the magnetic separator is greatly affected by feed size distribution. In this work, the JKSimMet 5.1 software was used as an analysing tool to assess the flow rates and USIM PAC3 software as the simulation tool to control and optimise the vibrating screens. Samples were collected and the circuit was mass balanced. Then the vibrating screen was simulated and adjustment parameters such as cut-point, bypass and imperfection factor were determined. The product streams of vibrating screens can also be predicted.

The crystal chemistry of carbonate in Ca apatites, including Na-free and Na-bearing hydroxylapatite (CHAP) and Na-bearing fluorapatite (CFAP) and chlorapatite (CCLAP), has been investigated by Fourier transform infrared (FTIR) spectroscopy and single-crystal X-ray structure, using crystals synthesised from carbonate-rich melts at 1 GPa, 1400 - 1000¦C. The carbonate ion substitutes for both the X (OH, F, Cl) anion species in the apatite channel (type A carbonate) and the phosphate group (type B carbonate). The type A carbonate ion is oriented in the channel with two oxygen atoms close to the c-axis, and the type B carbonate ion is located close to the sloping faces of the substituted phosphate tetrahedron, with details varying with composition series. Sodium promotes the uptake of type B carbonate and also has a profound effect on FTIR spectra. Crystal compositions correspond approximately to the substitution formula Ca10-(y+z)Nay z[(PO4)6-(y+2z)(CO3)y+2z][X2-2x(CO3)x], with x + y up to 1.0 and z + 0.0 for CHAP, x + y + 4z + 0.4 for CCLAP, and x + y + 2z + 0.1 for CFAP, for equivalent conditions of synthesis. The sodium cation and A and B carbonate ion defects are locally coupled in all three composition series to facilitate charge compensation and minimise the effects of spatial accommodation. Synthetic Na-bearing type A-B CHAP with x + y + 0.5 has a similar chemical composition and FTIR spectrum to biological apatite.

Resue or split face firing has the potential to separate ore and waste rock into separate muck piles within a stope. Thus split face firing has the potential to reduce dilution of the ore stream to be transported to the surface for subsequent processing. It also potentially reduces the total amount of broken rock needing to be transported out of the mine as the waste material is physically separated from the ore as part of the blasting process. Waste can therefore be used directly from the stope to backfi ll other mining areas. This paper reports on the results of split face firing trials at the Hillgrove mine in NSW and analyses the results of these blasts.

The history of Ore Reserve classification and reporting in Australia is largely a history of the Australian mining industry itself. In the late 1800s, when the industry was dominated by small scale, high grade underground mines, Reserves (if estimated) were based on hand sampling and geological inference, and reporting of Reserves was either non-existent or of extremely variable quality. By the mid-20th century, the industry was dominated by large underground base metal and gold mines. Reserve estimation was coming under the control of skilled geologists and mining engineers, however Reserve classification and reporting standards continued to vary in type and quality from mine to mine. Today, large scale, low grade mining operations predominate, and Reserve estimates are generally based on extensive drilling results processed (with geological control) by computer. Through the efforts of a Joint Committee established by The Australasian Institute of Mining and Metallurgy and Australian Mining Industry Council, Reserve and Resource classification and public reporting has been standardised and controlled by adoption of the ""Australasian Code for the Reporting of Identified Mineral Resources and Ore Reserves"" released in 1989. The Code, which will continue to be modified and improved by the Joint Committee, has also been used as a basis for guides to reporting in other countries, and there is now some hope that this difficult and vexing topic may finally become subject to international standards and controls.

The level of salinity that various aquatic organisms can tolerate without incurring any adverse effects is dependent on several environmental and evolutionary factors. These factors include the relative concentrations of different types of dissolved salts in the water that makes up their habitat, the regimes to which organisms are exposed to waters of differing salinity levels (including naturally derived variations), the degree to which an organismÆs life history stages have adapted to salinity, an organismÆs ability or behaviour to avoid adverse levels of salinity and an organismÆs capacity for osmoregulation.Release of saline water into rivers of the Fitzroy catchment has created concern about the impact on aquatic organisms. Not only is salinity itself a stressor on organisms but different ionic compositions will moderate the effects. Ecotoxicology experiments were conducted using artificial saline water based on mine water chemistry using sensitive macroinvertebrates collected from the catchment, as well as a range of laboratory organisms in accordance with the ANZECC and ARMCANZ (2000) guidelines. The 95 per cent ecosystem protection value calculated from species sensitivity distribution derived from the commercial tests was estimated to be ~2.0 mS/cm. For the protection of 99 per cent of the species the salinity has to be reduced by more than 50 per cent to 0.91 mS/cm. The electrical conductivity (EC) values, derived by commercial testing and species sensitivity distribution in this study suggests that salinity contaminant trigger values previously developed using a referential approach for protection of aquatic ecosystems from saline mine water releases in the Fitzroy may be conservative.CITATION:Vink, S, Mann, R, Nanjappa, V and Prasad, R, 2013. Brisbane’s Airport Link is Australia’s largest road infrastructure project, worth a total value of A$4.8 billion. The project is using surface and underground blasting to excavate hard volcanic rock, Brisbane Tuff. This paper tells the story of the most challenging and difficult blast of the whole project: the removal of a remnant pillar of rock (approximately 2250 m3) next to a major arterial road and within 100 m of existing infrastructure including a number of heritage listed buildings, residences and privately owned sensitive receivers. The pillar consisted of a hard rock wall (Brisbane Tuff) between 2 m and 6 m thick, 15 m high and 35 m wide; with in situ precast concrete piles embedded within 1 m of the boundary of the pillar. Orica Australia Pty Limited was contracted by Thiess John Holland, to perform the work in this area, including design, modelling, drilling and loading of the explosives, as well as blast clearance and shotfiring. Access to the area was limited so all explosives and equipment, including the 20 t drill rig, had to be lifted in and out by crane. Due to the nature of the blast, with infrastructure 5 m directly in front of the 15 m high face, there was only ever going to be one chance to get this blast right. This was an extremely complex blast which required the use of a number of different types of packaged explosives, as well as special timing techniques only made possible by using electronic initiating systems. This type of blast is high risk, and is more typical of a building demolition in the urban environment. The blast was fired on the 25 September 2010, and was highly successful. The environmental results for vibration and overpressure were well under the imposed limits, and the embedded concrete piles remained undamaged.

The optimal production of the metals needed by society is best achieved by a close synergy between concentrate production and smelting. For over 75 years commencing in 1923, such a close relationship was enjoyed between the Sullivan Mine in Kimberley, British Columbia and the Trail zinc-lead complex. An effective program of continual change and improvement at the Sullivan concentrator was achieved through a strong entrepreneurial spirit. This spirit was in part maintained through a favourable location in south-eastern British Columbia that resulted in a dynamic local community that has survived the closure of the mine. Innovations to be reviewed include feed forward reagent control, the use of column flotation to zinc and lead cleaning and the application of ultrafine grinding coupled with concentrate dewatering using hyperbaric filter technology.

The mining industry has always been cost-focussed but in recent times mining companies have moved towards obtaining a competitive advantage through the implementation and sustainability of best practice in the areas of improved safety, operating costs, quality and productivity. This is the concept of Value In Use û that mining companies see value generated all the way to the bottom line through improved change, and those changes become an established mine practice. Many mining companies do not have the resources or the knowledge to sustainably achieve such an outcome. This has led to companies looking to their suppliers to deliver measured value to their business through partnership arrangements. Suppliers have been able to leverage their knowledge of products, product applications and services to offer alternative supply agreements that bring greater returns to their businesses while improving supplier/client relationships. Orica has developed such a partnership with Coal & Allied in the form of a Continuous Improvement Program. Coal & Allied is based in the Hunter Valley region of NSW and is the largest coal producer in that region. Both parties are contractually bound to jointly deliver Value In Use projects to Coal & AlliedÆs Hunter Valley Operations and Bengalla mine sites. It is the request of the Orica and Coal & Allied Steering Committees that this paper does not include the details of actual projects or the costs or key performance indicators associated with the program. This is to maintain the competitive advantage to both Orica and Coal & Allied through the implementation of such a program. It is in the writersÆ opinion that this paper does not lose any significance through this restriction as the most important component of the Continuous Improvement Program is not the projects themselves but the methodology behind them. With this in mind the paper will discuss the development of Value In Use offerings, the key aspects of the Coal & Allied and Orica joint program, what is a Value In Use project, how to measure its value, finally why and even more importantly what makes this program is a success.

"Roasting of sulfide concentrates and refractory ores is an important process step in the production of metals and chemicals. Sulfides of iron, zinc, copper and other metals are oxidised with air between 600 and 1000¦C into metal oxides or sulfates and gaseous sulfur dioxide. Roasting of gold concentrates and ores is a typical processing step used to produce a porous calcine suitable for cyanide leaching. During roasting, elements posing problems are removed through: oxidation (carbon, sulfur, arsenic and antimony) or volatilisation (mercury, chlorides and tellurides, as well as arsenic and antimony).This paper focuses on the environmental aspect of roasting using fluidised bed technology. The approach is to show that roasting is an attractive solution for refractory ore pretreatment since, on the one hand, it is an efficient technique yielding high gold recovery rates, while on the other it is able to comply with current stringent international environmental regulations. In that respect, roasting is compared to alternative processes, ie pressure oxidation (POX), bio-oxidation (BIOX) and ultra-fine grinding (UFG). Roaster high gold recovery rates are ensured through roasting-leaching test work, which allows the derivation of respective roasting parameters that are easily achieved in an industrial plant. On the other hand, key elements of the roasting process are analysed, which make it an efficient and sustainable technology, ie the possibility for energy recovery, the removal of off-gas impurities during the different gas cleaning steps (handling of arsenic, mercury emissions and further hazardous dust and gas emissions) and the treatment of the SO2-gas in order to produce sulfuric acid, and finally the treatment of the effluent produced. "In the civil tunnelling field, the use of tunnel boring machines (TBM) has now overtaken the use of conventional excavation methods (drill and blast / roadheader). This is due to a number of reasons, including the increasing availability and reliability of TBMs, the ability to deal with a wider range of face conditions, and the reduced excavation cost that TBMs can bring.Mining companies have spearheaded the advances in shaft boring by mechanised means, both in blind and raise boring. However, mining companies have been slower to adopt mechanised tunnelling.When contrasted with a conventional mining contract, there are good reasons why TBMs in mining applications are relatively rare. A conventional decline contract may have very little geotechnical information. The decline alignment can be subject to change as the tunnelling progresses. The infrastructure requirements are less for a conventional decline, and the sunk cost prior to excavation commencing is lower. Contract documents can be very simple.The history of TBM use in mining is reviewed and lessons are described. From the case histories and lessons learnt, the paper identifies ways that mining companies can maximise the potential benefit of TBM technology.We believe that despite the additional requirements for TBM declines, the cost and time advantage to mining companies is very attractive. The minerals industry is faced with choices beginning in the exploration phase and extending over the life cycle of the mine. Firms examine the technical feasibility of alternative actions and typically rank them based on economic performance. Increasingly firms also consider alternativesÆ contribution to sustainable development. There are many visions of what a sustainable future should look like and much debate about what should be sustained. Sustainability is a process, a series of incremental actions, and each alternative course of action has the potential to further progress toward one or more sustainability goal. However, because it is not possible to sustain everything everywhere simultaneously, trade-offs and choices inevitably have to be made.Sustainable decision making before investment (ex ante decisions) should incorporate a broad suite of quantitative and qualitative information. One approach is to utilise an integrated sustainability assessment (ISA) framework that supplements traditional technical and financial tools with other tools such as objectives hierarchies (OH) and life cycle assessments (LCA). OH is a problem framing method that captures stakeholder and decision maker interests, objectives and values. LCA addresses material and energy flows, and environmental impacts. The outputs of these tools can be combined with additional qualitative measures and analysed using multi-criteria decision analysis (MCDA). MCDA models facilitate comparison of different alternatives on the basis of a set of criteria and indicators. Some can incorporate information on risk attitudes and preferences ( multi-attitribute value theory models) and others uncertainty about outcomes (multi-attribute utility models). Studies have been published describing and comparing tools for minerals sector decision analysis. Our paper extends this literature, discussing how a combined OH-LCA-MCDA can support ex ante sustainability assessment by incorporating preferences, risk attitudes, and monetised or non-monetised social and economic variables, in a manner that captures their inherent complexity. We also discuss how such a combined model would support trade-off analysis.

The flooding of open strip coal mines in the Bowen Basin and Hunter Valley Coalfields of Eastern Australia has the potential to soften the spoil and floor materials to produce “mud”. This mud can act as a slip plane or weak zone when spoil is dumped into it, resulting in geotechnical instabilities. Once mud has formed, typical handling techniques include its costly removal by mechanical means, or its isolation and capping.There are little data available on the moisture state and shear strength of the capped mud. To investigate the effectiveness of isolation and capping, research has been conducted using a large slurry consolidometer (150 mm in diameter by up to 410 mm in height) to simulate capping in situ. Once consolidated, the mud was subjected to shear strength testing in a direct shear box measuring 60 mm by 60 mm by about 20 mm high. The shear strength of the consolidated mud was compared to that of competent, fresh spoil, a mixture of spoil and mud, and to completely degraded spoil (mud alone).These results have been used as inputs in stability calculations using the commercial computer program Slide 7.0, which demonstrates the strong influence of consolidation of the mud on overall low wall slope stability. In all electrolytic zinc plants cadmium is removed as an impurity prior to the zinc electrowinning stage of the process. Cadmium metal is the favoured form of this by-product and most plants use an electrolytic route for its production. The formation of dendrites in cadmium electrowinning processes is the major limitation to deposition rates. There is an economic incentive, therefore, to better understand the factors affecting their growth. A technique that has been used by others to examine fundamental aspects of dendrite growth has been applied to industrial strength electrolytes. It involves potentiostatic deposition in a cell containing the electrolyte of interest. The variation in the current with time at a given overpotential allows the determination of the dendritic growth induction time. A method was developed (the Locus method) from the investigation of a set of such potentiostatic curves, obtained over a range of applied overpotentials, that appears to give a measure of electrolyte quality with respect to dendritic growth in galvanostatic deposition. The Locus technique predicts that zinc at industrial concentrations in cadmium electrolytes should have a significant effect on morphology and that deterioration of morphology will occur as the zinc concentration in the electrolyte is increased. This effect is consistent with literature prediction and was shown to relate to a reduction of the diffusion limiting current density. Magnafloc R333 is used as an additive at Pasminco Metals-EZ to control the morphology of cadmium deposits and the Locus method was successful in predicting its dendrite inhibiting properties. A possible mechanism is discussed. This work has opened avenues for future research with respect to a technique that may have an industrial application in electrolyte characterisation and has pointed to a direction in which better understanding of galvanostatic dendritic growth may be found.

Cerro Vanguardia SA (CVSA), property of AngloGold Ashanti, mines gold and silver from a system of vetiforme orebodies located in the south of the Argentine Patagonia, in the Province of Santa Cruz.Surface mining techniques are applied to develop a series of narrow pits with an average waste to ore ratio of 26:1. This quite unique constraint brings into focus the need to maximise inter-ramp and final wall angles, leading to a strong need to optimise wall control drilling and blasting in order to reduce back-break damage to an absolute minimum.The paper describes a program of applied investigation and design modification implemented during?2008?and?2009 in?two?separate pits of Cerro Vanguardia. Three distinct yet complementary damage mechanisms were identified and observed during the field components of the work; vibration induced strain fracturing, surface cratering around blasthole collars and quasi-static loading and unloading of the surrounding rock mass as a consequence of poorly controlled confinement.With these mechanisms identified, a measurement, modelling and modification campaign was conducted in order to reduce the incidence of each source of damage. Interactive design analysis and modelling, near-field vibration measurement, video capture and the application of electronic initiation technology were supported by seed wave modelling and topographic evaluation of the achieved results.Results point to the usefulness of simulation techniques for determining optimum delay timing to reduce vibration impact, while the visualisation of explosive energy distribution produced by drilling and explosive loading decisions assists in reducing the probability of over-confinement.This paper presents relevant aspects of the two fieldwork campaigns:1) describing the application of the techniques, and2) summarising the results obtained.

"The Waihi Gold Mine (WGM) operated by OceanaGold New Zealand Limited is a wholly owned subsidiary of the OceanaGold Corporation of Australia. Traditionally WGM has stockpiled and processed separate campaigns of open pit and underground ore. The ore is processed via a conventional semi-autonomous grinding (SAG) / ball circuit (SABC). The low aspect SAG mill operates in a closed circuit with two 20" cyclones, whilst the ball mill is also a closed circuit with a 10" cyclone cluster. A major wall movement in April 2015 ceased open pit operations indefinitely, 18 months ahead of the mining plan. This immediately reduced the forecast mill tonnage leaving two options: begin campaign milling or change the operating strategy and target lower throughput. Additional cost pressures necessitated improved milling cost efficiency. The immediate ore restriction limited processing alternatives to within the existing major infrastructure. Available comminution circuit survey data laid the foundation for developing a comminution model using the JKSimMet™ software package (version 6, created by KJTech). A number of flow sheet variants were then evaluated based on predicted throughput and efficiency. The comminution models suggested opportunities for improved efficiency lay in reducing throughput and increasing utilisation rather than on/off campaign milling under the existing operating philosophy. A series of process alterations followed, delivering new cost efficiencies that maintained the current $/t processing cost. Mining at the Mt Leyshon Gold Mine in semi-arid north Queensland stopped in 2002. Newmont Australia has recently initiated a thorough post-closure water management study of the site by revisiting the existing information and conducting new water-related investigations. The focus of this paper, which is the first publication on post-closure environmental management of the site, is an overview of the site water quality in view of the sources and spatial distribution of polluted mine water, and also the performance of cover systems in controlling water flux though mine wastes. Since the mine closed the rehabilitation of waste rock dumps and tailings dams have significantly improved water quality in the surface receiving waters. However, the Scats Stockpile, the Heap Leach and Old Plant areas, which can potentially produce acidic waters, enriched with heavy metals and arsenic, are the top management priority. Modelling of the potential transport of contaminants in groundwater needs further investigations. A detailed examination of the waters in seepage sumps showed high concentrations of manganese, cobalt, nickel and selenium, which were previously overlooked. The study also showed distinctive chemical signatures for waters at different locations: the waters draining from scats, supergene materials and waste rocks have distinctly lower pH and higher concentrations of dissolved iron, sulfate, heavy metals, Mg, Mn, U, Se and As. While, the tailings sumps are more alkaline, and are enriched in Na and Cl. The southern tailing sump is characteristically As rich. The waters draining from the supergene materials have higher Cu concentrations. Assessment of the cover monitoring systems showed that although covers pass the design criteria, automated recording of data may ignore any failure of the monitoring system. Recalibration of the moisture sensors not only showed realistic moisture values compared to rainfall data but also showed that the permanently installed system records values that are higher than those of the mobile system. Event-driven recording of data overlooks infiltration events. Besides, with a higher time resolution (daily measurements) the breakthroughs could be clearly detected. Modelling of the water balance in covers is underway and an example is given here. Newmont is currently reviewing water management options and is willing to share the lessons learned.

Pine Creek Goldfields Limited (PCG) is rehabilitating the Enterprise Pit to an aquatic habitat and potential water resource. This paper discusses the development and implementation of that plan. Pine Creek Goldfields Ltd's Enterprise Mine is located approximately 230 km south of Darwin. Open cut mining of the orebody commenced in 1985 and continued for eight years with 14 million m3 of ore and overburden extracted. Geochemical testing of exposed rock types in the pit has demonstrated a propensity to produce acid, and dissolved metals. A plan of management has been developed and implemented to minimise the risk of acid formation and improve the overall water quality in the final void. In developing the plan prime consideration was given to reducing the potential for pit water to impact upon the regional groundwater. An interception system was constructed on Pine Creek to divert approximately 9 km2 of upper catchment into the northern end of the Pit. Construction of the diversion system was completed in December 1993 and a comprehensive surface and groundwater monitoring program initiated. The monitoring program and associated studies are also discussed.
