The offshore Maui gas/condensate field was discovered by Shell BP and Todd on Services Limited in 1969. Subsequent appraisal drilling and negotiations with the Government led to a development agreement, æThe Maui White Paper' being concluded in 1973. Part of this agreement provided for the Government to take a 50 per cent shareholding in the field. The field is comprised of a double domed anticlinal structure containing two gas reservoirs at depths ranging from 2700 - 3000 m. Water depth is 110 m. The development plan called for two standalone steel platforms to be installed sequentially over a period of some years depending on gas demand. The first platform (MPA) was put in place in 1976 but difficulties were experienced with piling and drilling of the 12 (later increased to 14) wells did not start until 1978. First gas was piped ashore late in 1979.

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

The nickel deposits within the Honeymoon Well project area (26¦ 40'S, 120¦ 25'E), located 45 km south of Wiluna, occur in the northern part of the Agnew-Wiluna belt (Figure 1; Hill et at, 1990). The project area is covered by up to 50 m of transported material which greatly hampers both exploration and an understanding of the bedrock geology. Since 1990 intensive exploration has increased the resource from 10 Mt at one per cent Ni to 134 Mt at 0.76 per cent Ni in five deposits (0.4 per cent Ni cut-off, resources above 300 m depth, December 1994). This includes a massive sulphide resource of 2.5 Mt at 3.4 per cent Ni.

Avoca Resources LimitedÆs Higginsville Gold Project has a resource base of over 1 300 000 oz of gold. The Trident underground mine, which forms the basis of the project development, has a resource base of 927 000 oz of gold. Avoca is building the Higginsville Gold Project based on a minimum ten year vision, producing over 150 000 oz per annum. The project development has taken less than three years from the Trident discovery hole in October 2004 to the first ore production in June 2007. This paper discusses the background work associated with the development of the Trident underground mine in a difficult period for new project development in Western Australia. The resources boom, led by the iron ore industry in the Western Australian Pilbara region, is creating cost pressures and, combined with a lack of people and equipment, is placing cost and timing stress on a small developing project. Avoca Resources has developed a project execution management strategy aimed at mitigating cost blow outs and schedule delays.

The minerals industry focus over much of the past twenty years has been on cost reduction and production growth supported, but not driven, by technology improvements. Mergers and acquisitions, and the demands of financial markets, have been high priority items whereas research and development and technology based innovation have received less attention and have been cut back in many companies. Technology improvements will be critical if the industry is to make progress on the stated aims of improving energy efficiency, reducing water usage and maximising recovery from deposits. They will also be important for improving capital efficiency and in treating difficult deposits. However the role technology based innovation will play both in the overall industry, and within individual companies, during the next decade is quite uncertain. There are major challenges in progressing technology based innovation in an industry with limited technical resources which is dominated by long life high capital operations. Specific opportunities for energy and productivity improvements exist but face significant technical and structural barriers that need to be overcome if the industry is to significantly improve performance. Current evidence suggests that changes in approach will be needed for these improvements to be realised. Recent studies in the United States and Canada have highlighted the wide range of energy performance across the industry and the scope for marked improvement from both incremental improvements and increased research and development. Comminution, material transportation and underground mine ventilation were identified as high priority areas. Opportunities within these areas are discussed both in respect of specific technologies and in how they may change performance. The role of open innovation as a source of new technology is also discussed. This is an abstract only. No full paper was prepared for this presentation.

Mineralogy is the link between ore formation and ore extraction. It is the most fundamental component of geomet programs, and the most important aspect of a life-of-project approach to mineral resource projects. Understanding orebodies is achieved by understanding the mineralogy and texture of the materials, throughout the process, because minerals hold the information required to unlock the value they contain. Geomet mineralogy programs absolutely require the appropriate expertise and at least three steps of mineral characterisation prior to using semi-automated or other methods: field examination, thorough core logging, and optical microscopy. Economic geological inputs for orebody characterisation are necessary for orebody understanding, and are exemplified by current research in the Zambian Copperbelt, where revised sequence stratigraphy and understanding of alteration, metasomatism and metamorphism can be used to predict topical issues at mine sites. Environmental inputs for sustainability characterisation are demonstrated by recent work on tailings from the Leadville, Colorado, USA area, including linking mineralogy to water quality issues. Risk assessments need to take into account the technical uncertainties around geological variability and mineral extractability, and mineralogy is the only metric that can be used to make this risk contribution.CITATION:Olson Hoal, K, Woodhead, J and Smith, K S, 2013. In the UK during the 1990s the energy companies had developed a policy of æDash for GasÆ, building large natural gas power stations to produce more than 30 per cent of the UKÆs electricity demand. The price of imported thermal coal was dropping and the electricity generators were putting pressure on the UK coal producers to produce coal at a reduced cost. Imported coal from Columbia, South Africa, America and Australasia had increased their market share in thermal coal sales to over 50 per cent of a 55 Mtpa market. The pressure on the UK coal industry to reduce costs and improve productivity levels from an ever decreasing resource was high. Companies were benchmarking their operations on the imported coal producers and had to realign their organisations, productivity levels and costs to world best practice, not just technically, but in world class organisational management techniques.

Tunnels are being built around the world using TBMs and prefabricated segments or in situ concrete as linings. Clients demand high quality of these linings to guarantee a long-term stability and density of the tunnels. This paper describes the development and the use of segmental lining systems, including joints, important design criteria, installation procedures, possible mistakes and consequences, repair works and final results for different sites in Europe and around the world. The experience on these sites shows that damages may occur, if some essential aspects are not considered. These aspects include:parameters of the TBMs and back-up equipment such as fixation of jacking rams, movement of the back-up on the lining or ring reformer;parameters of the segments such as quality of moulds, quantity of reinforcement or structure of the joints; andparameters of the tunnel drive such as advance rate, ring-gap grouting or experience of the tunnel crew.All these aspects have to be considered very carefully in detail to get a good lining accepted in total.

Amongst those whose task it is to design tumbling mills and other comminution machines there is an almost religious divide between devotees of the Bond method and devotees of other methods developed in more recent times. For a decade or so the issue was between the Bond power-based methods and the JKMRC (JK) simulation based approach. The newest method to challenge the status quo is power-based and was developed by Steve Morrell. As the title suggests, this paper will take some liberty at concluding that Fred Bond and Steve Morrell may be separated by history, but not by their approaches to their individual contributions to the science of comminution. Another driver for the paper is that although it is good to have diversity of thought, the existing divisions are problematic for those of us signing public disclosure documents. If alternative design methods produce materially different outcomes for the mill duty, then at least one of them is wrong or being used incorrectly. At some point the unsustainable argument may need to be put in a court of law that we metallurgists have two or more materially different design methods, each of which is correct! Therefore, perhaps a resolution is needed before this occurs?The works of both Fred Bond and Steve Morrell are each directly related to their contemporary grinding mill design and operational environments. Both their approaches are empirical, borne of observing and measuring real world situations. Both worked with theories that preceded them, gathered their own data and then each saw shortfalls in the status quo.Fred Bond was an escapee from revolution, a victim of The Great Depression, and had several near death experiences during his early site-based career. Perhaps he was fortuitously rescued from himself when asked by Allis Chalmers (A-C) to set up its rock testing laboratory in Milwaukie in 1930. Fred’s testing led him to conclude that neither the Kick nor the Von Rittinger theories explained his measurements. His writings on the failings of these old theories caused a divide between devotees of the old and new methods at that time. After many years, and much thought and plotting of data (the old way!), he came up with his now-famous equations (and his Third Theory) which have stood the test of time, certainly in the world of Bond-era machines.Coming from England via several African diamond mines, Steve Morrell immersed himself into the comminution world of the JK in Brisbane about a decade after Fred passed on. The JK had developed its semi-autogenous grinding (SAG) simulation framework using its own pendulum breakage tester, itself a derivative of the twin pendulum impact device invented by Bond decades earlier. At the JK Steve developed his authoritative Tumbling Mill Power equations and was involved in real world analysis of comminution problems on the global stage. Steve’s JK experience coincided with the demise of the rod mill, the rise of autogenous grinding (AG) and SAG milling and a rapid expansion in concentrator capacity.Morrell left the JK to pursue his own interests, which included ongoing consulting work, now demanded by the comminution world. He then turned to investigating a growing list of discrepancies between the opinions of designers and theoreticians, and the factual outcomes. The Morrell Method of design arose from this re-examination of ore testing, real world operating data and these glaring and expensive discrepancies between design and outcome. "The use of flotation columns has remained a contentious issue among mill operators. There are those who consider them an essential part of any mineral processing operation, while others consider them a necessary evil, which should only be installed if there is no alternative. Lastly, there are those who believe they should not be installed, no matter how great the perceived benefit.This paper provides an analysis of over 4000 installed flotation columns, contained in the Amec Foster Wheeler flotation database. Changing trends in column flotation use by type, commodity and geographical region are discussed. The effect of changing commodity prices and the China ‘phenomenon’ are reviewed. Special reference is made to the changing face of column flotation in Australia.Of note is the fact that after falling to a 20 year low in installed flotation column capacity in 2014, flotation columns during 2015 went through a resurgence in popularity. This resurgence was in direct contradiction to depressed metal prices and was driven by brownfield optimisations to reduce off-site costs, particularly in base metals. Late in 2005 it became apparent that cave propagation at the Northparkes Mine was not progressing as planned. By mid-2006 sufficient Reserves were identified to warrant an extensive drill and blast program to assist in cave propagation. This program began late in 2006 and concluded early 2007. A significant challenge faced was the drilling and blasting of holes between 75 - 240 m in length in the South Wedge in Lift 2 at Northparkes Mines E26 orebody. The project set new benchmarks in production drilling and charging in underground metalliferous mining. This paper discusses the drill and blast designs, the challenges and the operational issues encountered with this project. Also highlighted are ways in which these were overcome.

Crushing Plant Process Optimisation Design of processes in order to find the most efficient solution to a specific task is a difficult problem. Often the number of solutions are large and the optimal solution is therefore difficult to identify. Crushing plant process design is no exception from this statement. In order to find the best solution issues like equipment selection and process configuration must be mastered. The solution must both be technically feasible and preferably have a low operating cost. Since crushing plant design is a complex task with a large solution space it is basically impossible to master without a specialised tool. For a long time simulation softwares have been used to assist in the design process. These tools only give answers for how a user defined plant will operate. There are no tools with capabilities to consider different design options in order to determine what the most efficient solution looks like. In this paper a method for crushing plant design optimisation is presented. The novel method utilises a combined optimisation routine and expert system in order to find the most cost efficient solution to a given process task. The user will only need to define the feed material properties, the process capacity, and the end product requirements. The developed system will find the solution lowest production cost per ton.

Gas in U.S. coals is primarily composed of 90 to 99 percent methane and up to 10 per- cent carbon dioxide. In composition and heat- ing value, this coal-bed gas is similar to natural gas and can be introduced directly into commercial pipelines after standard condition- ing. The high permeability cleat system in the virgin coal can be exploited in order to drain the coal gas well in advance of mining. Two premining drainage methods have been extensive- ly evaluated in the U.S.; they are 1) horizon- tal boreholes collared from within the mine, and 2) vertical drilling from the surface with fracturing. Limited-size fracture treatments are advocated in order to prevent potential roof damage and the need for added support. An engineering approach to predicting gas flow for different drainage techniques near mining locations is presented. Results can be used in design, i.e. pipeline, compressor. Coal gas drainage from a horizontal borehole and a treated (contained fracture) vertical well for a 6 foot seam have been evaluated. The Odysseus Project is part of the high-grade Cosmos Nickel Complex that lies 30 km north of Leinster. The Odysseus definitive feasibility study (DFS) was approved by the Western Areas’ board in October 2018. Early works commenced in January 2019 with rehabilitation of the existing underground infrastructure. In June 2022 Western Areas was acquired by IGO Ltd. The project is now well advanced to meet its target of first concentrate. The project included the construction of a haulage shaft. The design of the hoisting equipment and the shaft barrel evolved from the initial DFS design stage to the final execution, as the data were made available from the initial investigation to the data gathered during execution (although this did not change from its initial concept). The design philosophy for the haulage shaft incorporated, from the beginning a multidisciplinary approach with inputs from three main areas involved in such projects, namely excavation techniques, geotechnical assessments, and infrastructure construction. This interaction is a fundamental component for the success of such a critical project. In fact, each of these three areas influences each other in a cyclical manner, triggering a continuous review of the project inputs and outputs, while maintaining the original project goals: the design of an infrastructure able to deliver the desired throughput. The throughput dictates the infrastructure that needs to be built, which in turn controls the size of the shaft. The key assumption applied to this is that the rock mass can accommodate the excavation void, and the excavation technique with its tolerances and limits that ultimately need to be verified back with the initial assumptions used for the infrastructure design. The aim of the paper is to present a case study of the experience gained with the Odysseus hoisting shaft and to propose a possible logic path for similar projects elsewhere.

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

In the continuous casting of ultralow carbon (ULC) steels, free carbon is used to control the melting behaviour of mould powders. If the carbon is not completely removed during melting, it is enriched at the top of the slag pool. Liquid steel may come into contact with this layer because of the turbulence of the molten metal, resulting in its recarburisation, which negatively affects the desired product quality. Thus, a reduction in carbon input is desirable. For this purpose, SiC and/or Si3N4 with and without antioxidants were selected as melt-control additives to replace carbon in the mould powders. Thermodynamic calculations were performed to quantify their effect on the melting behaviour based on the chemical composition of a flux already applied to ULC steels. To experimentally assess the liquefaction behaviour, laboratory mould powders were prepared and annealed in steel crucibles closed with a lid. Crucibles were inserted into a furnace that was already preheated to selected temperatures between 900–1200°C for 10 mins and quenched to room temperature. Subsequently, the samples were mineralogically investigated. The results confirmed those obtained from the thermodynamic calculations. Si3N4, and SiC in particular, are suitable raw materials for delaying the solid-solid reactions of raw material components during melting. Owing to their stability at high temperatures, the necessary SiO2 content to form a liquid phase is not available, resulting in lower amounts of the liquid phase. The addition of antioxidants to delay the oxidation of SiC further reduces this positive effect. Attempts to decrease the SiC content without negatively affecting the melting behaviour resulted in a reduction in the CO2 emission by at least 27 g CO2/kg of mould powder when compared to the carbon-containing standard mould powder. These investigations revealed differences in the melting behaviours of granules and loose powders, which are related to their respective production processes.

As the title indicates the central themes discussed in this contribution are sustainable development, information systems, and extractive industry. More specifically, the objective is to present a prototype for the systematic generation of extractive industry (henceforth: EI) û specific sustainability information. The paper begins with the authorÆs viewpoints on the core notions of sustainability, and development, as well as their relationship to information. These set the stage for the introduction of the information system (IS), as well as the follow-up sustainability information system (SIS) extractive industry sustainability information system (EISIS) concepts and related discussions. The paper continues with a second part, in which, efforts to research and develop an EISIS prototype are described. First, the team is presented. Second, the systemÆs aim and target groups are briefly discussed. After, an articulated overarching EISIS conceptual model emphasising capital accumulation, and service flow concepts û is presented. This is followed by a detailed description of the assembled prototype with a focus on data and information generation. The formulation of data generation, storage and transmission processes, as well as its use in sustainability interpretation rules and their embedment in the conceptual model is made with respect to monetised stock and flow parameters, measured in the appropriate dimensions. In the third part, the author presents and discusses the results of a first round of prototype experimental development in three major EI firms. First, the system observation, and data analysis protocols are described. Second, a review of protocol implementation, and respective results, is made. Finally, the overall performance of the proposed prototype, and development process issues are discussed, before suggesting areas for improvement and future research. The paper ends with a conclusion in which the author provides a retrospective balance of the æknowledge creation projectÆ, as well as a prospective outlook for research in this field; before acknowledgements are made and references provided.

The economic, social and political environment of the mining and minerals industries is, as we all know, volatile and affected by constantly changing international forces. In addition, the outcome of negotiations with overseas customers is often uncertain for long periods, or even unfavourable. The industries and companies represented at this Conference are in an arena of high competition, risk taking and enormous capital outlay. They are industries which our overseas markets (rightly or wrongly) have criticised for industrial relations problems, unreliable production and uncertain deliveries. They are industries which have an urgent need to be cost effective and competitive at all levels of activity.A critical factor in the mining and metallurgy industries is, therefore, its human resources and its human resource management. It requires the full use of available talent, innovation, skills and qualifications within its workforce, and the appropriate management of these resources.

Mining at the Tuckabianna Mining Centre in the Murchison district of Western Australia ceased in 1997, after the production of 550 000 ounces of gold at an average grade of 2.5 g/t from 22 separate open pits (Tectonic Resources, 2006). Like many historic mining camps in WA, Tuckabianna was considered exhausted of gold, such that an economic project could not be sustained on the existing resources. Since 1997, three separate companies have owned the Tuckabianna leases. Each of these companies completed minor exploration and some form of mining study to determine if mining could be sustained. All three companies concluded that the remaining resources were insufficient to support an economic project. Silver Lake Resources acquired the adjacent Tuckabianna, Comet and Moyagee projects in 2007 with a combined resource base of 693 000 ounces of gold in 11 separate deposits. In September 2009, Silver Lake commenced exploration in the Murchison targeting extensions to the main resources at the three project centres and completing targeted regional exploration across the lease holding. At the same time, a detailed evaluation of all historic drill data was completed and all resources re-estimated. This has culminated in the resource base increasing to 1.5 million ounces of gold in 20 separate deposits, with two new discoveries being made. In August 2010, a mining feasibility study was commissioned. Preliminary results from the study indicate that an economic stand alone project can be sustained for a minimum of five years. The ability to bring the remaining resource from a once unloved project into production is due to a number of factors: historically high gold price, combining adjacent projects into a single operation, evaluation of all resources regardless of size and grade, and well funded exploration directed to both resource extensions and new discoveries. Using the Tuckabianna Project as an example, this paper attempts to outline the strategy Silver Lake used to define the resources to justify the capital expenditure required for production, and give a summary of some of the successes and failures made as the projects progress towards mining. Examples of where being too rigid and over exuberant have resulted in less than optimal use of expenditure are used to high-light the difficulties in exploring in mature terrains. Evaluation of the success of a company’s exploration strategy at all scales from project acquisition to target selection is critical to the success of future project development. This paper has been part of that process for Silver Lake with some interesting discussions and insights being made. It is hoped that some of the points discussed can be applied to other projects to help achieve the best outcome from the assets available to a company.

I was delighted to be invited to be patron of this Joint Conference, but the challenging task you have set yourselves, and your speakers' depth of expertise, deny anyone, even the patron, the opportunity to be patronizing. Australia's history has been inextricably link- ed with the fortunes of our great mining industry. That link will remain. Just as the gold rushes of the last century, and the discoveries at Kalgoorlie and Broken Hill changed the lives of generations, so the more recent development activity in iron ore, bauxite, nickel, coal, and uranium are having a significant impact on the lives of Australians today. The minerals industry has contributed to Aust- ralia's jobs and prosperity. Mining is not free of problems, but so long as safeguards are strong and appropriate the net benefits the mining in- dustry brings Australia will continue to be enor- mous. We rely on our mining industry to find, prove, develop and sell our minerals profitably, and my Government is committed to maintaining a healthy mining industry.
