The energy supply in the 21st century is still secured by coal. According to estimates of the International Energy Agency (IEA), coal will have the same importance as oil for the world-wide supply of energy until 2030. Coal is also an important element of EU policy, its future use is closely linked to effectively addressing the environmental challenges it poses. Hard and brown coal represent approximately 80 per cent of European Union (EU) reserves of fossil fuels and coal utilisation can co-exist with the development of power generation based on renewables. Europe is the world's third largest consumer of coal behind China and the United States.The Czech Republic is poor in energy resources except for coal. Brown coal is relatively abundant (mineable reserves estimated at 1800 Mt, output 48 Mt/a) and significant quantities of hard coal (mineable reserves 900 Mt, 13 Mt/a), much of it suitable for coke production, are also present.Severoceske Doly (SD Company), the biggest Czech coal mining company (22 Mt/a, 48.6 per cent Czech market share) and one of the biggest in Europe, reinforces despite the last deep crisis in the Czech and European economies its long-standing stable and strong market and financial position. From 2009, the SD Company co-owns, with partners, a brown-coal mining company MIBRAG (21 Mt/a). SD Company invests in large mining equipment (eg new giant spreaders and bucket-wheel excavators, extension of overland belt conveyors), rebuilds and upgrades mining and processing installations, auxiliary and other machinery. We should see the investment we make today in tomorrow's mining and reclamation as an opportunity and not as a burden. They enable to make our position more resistant in the longer term. Projects focused on the environment and operational safety went hand in hand with these efforts.R&D activities relate to technical innovations, improvements of mining equipment, research and evaluation of conditions for extracting coal seam and/or overburden and mitigation of environmental impacts, utilisation of coal in new products. The company spends considerable amounts on reclaiming affected land and creating a new post-mining landscape.Our dialogue with influential stakeholders in the region where we operate contributes to the long-term improvement in the quality of life of local residents. Such dialogue with communities in the last ten years has been instrumental for confidence building. SD Company helps to develop many projects of towns and villages in its vicinity. The stable and transparent relations with our neighbours are in accordance with our basic principles of corporate social responsibility.

SMC Resources Limited is implementing a selective mining approach at the Hadleigh Castle mine, formerly operated by Aurora Gold Limited. The main ore zone has a length of 250 metres and dips at 40 - 45¦ to the south. Gold mineralisation occurs in a variety of quartz-sulphide lodes in sericitised granodiorite. Shallow dips, alteration intensity and mineralisation style combine to make mining relatively difficult. Previously unworked, high-grade, shallow dipping (30 - 45¦), narrow quartz-sulphide lodes within the hanging-wall of the deposit are also being selectively exploited. Annual production of 35 000 oz Au is forecast from 185 000 tpa ore grading 6.5 g/t Au over a currently envisaged mine life of six years. Operations completed to-date include deepening the decline and access development of the first two levels beneath the previous workings. Longhole stoping operations have commenced in the main ore zone with air leg stoping also underway in the hanging wall lodes.

The traditional measure of Lost Time Injury Frequency Rate (LTIFR) as a measure of improvement in safety performance is recognised as inadequate and misleading, lulling managers into believing that safety is improving. It is a reactive measure, and steadily declining LTIFRs around the world have failed to be accompanied by a similar reduction in the fatality rate. This paper confronts the industry with the attitudes of some mining managers, such as one that allowed fatalities to occur in the case of a gold mining company at a rate of one death per 150 000 ounces of gold produced while claiming their safety record has improved, as shown by a falling LTIFR, and viewing fatality reductions as a long-term goal instead of an immediate priority. A quantum shift in management attitudes is required to focus on proactive measurements to detect the indicators of an impending disaster, and to predict conditions conducive to fatalities. Corporate CEOs are challenged to attend the funerals of all workers killed in the workplace. CEOs who fail to attend such funerals send a message to employees that the CEOÆs priorities lie elsewhere, and that profits take priority over workersÆ lives. The dichotomy of whether mining companies are run for the benefit of shareholders or whether companies owe social responsibility to the community is examined. The role of individual responsibility for personal safety is examined, together with the psychology of employees in the mining industry. A number of proactive measurable indicators are suggested to stimulate discussion on developing robust measuring tools to predict and therefore prevent fatalities.

Geochemical data related to AMD for the West Coast and Southland regions have been collated into a relational database and GIS system. The types of information include; rock geochemical data, water chemistry data and aquatic macro-invertebrate abundance data. This information will be combined with eco-toxicology experiments to determine impact thresholds on aquatic ecosystems. Ultimately these datasets will be combined with remediation investigations to produce a Framework to assist decision making related to mine planning, consent and compliance.   Current geochemical research examines the controls on As concentrations downstream of gold mining areas and the variability of AMD from Brunner Coal Measure rocks. Assessment of factors that control the chemistry of Brunner Coal Measure AMD such as mine type, hydrogeology, geology, geochemistry and climate is in progress. Minerals that control the concentration of aluminium downstream of AMD point sources include alunite, jurbanite and various forms of Al(OH)3.

Previously published stream quality data and AMD (acid mine drainage) analyses have been collated into a database (DAME û Database for Assessment of Mine Environments) and additional samples including NMD (neutral mine drainage) have been collected from coal mine drainages on the West Coast. Variations in the chemistry of mine drainage samples can be related to four factors: 1.       regional geology (Brunner Coal Measures or Paparoa Coal Measures) 2.       mine type (open cast or underground) 3.       hydrogeology 4.       local geology   In general mines hosted in Paparoa Coal Measures produce NMD whereas mines hosted in Brunner Coal Measures produce AMD with highly variable chemistry. Differences in coal mine drainage chemistry between mines hosted in Brunner and Paparoa Coal Measure sequences can be measured with acid-base accounting geochemistry. Correlation of ANC (acid neutralising capacity) and MPA (maximum potential acidity) analysis of rocks with mine drainage samples is substantially better than correlation of NAG (net acid generation) analysis with mine drainage chemistry.   It is likely that NAG analysis over estimates acid generation potential of some samples due to release of organic acids that are not released under environmental conditions. In general, differences in mine drainage chemistry between Brunner and Paparoa hosted mines are attributed to the effect depositional environment and diagenesis on coal measure composition. Exceptions to generalisations relating mine drainage to Paparoa or Brunner host rocks are likely where local geological conditions cause increased deposition of pyrite in Paparoa rocks and additional analyses are required to confirm interpretations.   Based on the interpretation of these results a mine drainage chemistry hazard model has been constructed. The hazard model predicts likely variations in mine drainage chemistry based on the four factors listed above. The hazard model has implications for mine related water quality risks. For example, ecotoxicity, human health affects and selection of remediation techniques are all sensitive to mine drainage chemistry.

Industrial process water for the Commodore Coal Mine and the adjoining Millmerran Power Station is provided by pumping secondary treated sewage effluent 100 km from the Wetalla Sewage Treatment Plant near Toowoomba. (A separate source is used for potable water.) The effluent is not of sufficient quality for discharge to a watercourse, but it is suitable, with further treatment, for the mine and power station. In designing and constructing the pipeline, special emphasis was placed on preventing accidental spills or planned releases to the environment. The pipeline and associated works can transfer 1000 ML/annum for reuse in the coal mine and power station.

One of the major changes in the resource industry in the nineties has been the re- internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in tum, has led to a new generation of exploration and mining projects.   InSouth America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by RTZ - BHP at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.   Although Canadian and USA exploration appears to be in decline, the mining industry, particularly in gold, is buoyant in North America. Interestingly, a number of listed and unlisted Australian companies are active, particularly in United States exploration.   Australian-based companies have dominated the South-East Asian exploration scene, especially in the Vietnam region. To date, the combination of political and legislative uncertainties have failed to lead to significant resource developments in this region. The area remains one of great potential, as exemplified by the exciting developments in Indonesia.   The Philippines has a history of mining, and this has been dominated by both local and North American operators. Both large and small Australian resource companies have a presence in the Philippines, and the development of the copper-gold potential could be impressive over the next decade.   The tales of the undeveloped mineral potential of China are probably rivalled only by the supposed strings of virgin Russian orebodies! Many Australian companies appear to have looked but few have chosen to proceed with Chinese developments. There seems little likelihood that China will, in the foreseeable future, rival South America as a target for Australian and North American resource capital.   Papua New Guinea has had an active, albeit chequered history in mining, with Australia long being the predominant source of exploration and development funds. The developing nation status of PNG has generated extreme uncertainty, with the current exploration scene all but dead. Most recently, the international flotation of Lihir Gold has tested the international and Australian investment community's commitment to PNG resource development.   The Australian exploration scene continues buoyant, although dominated by gold. The base metals scene is generating, on average, one significant base metal mine developed every couple of years. This is probably the fastest rate of significant base metal development in Australia's history.   The gold scene has been one of incredible dynamics, and there is no evidence that this momentum is waning. The development of new exploration techniques, together with a number of the companies reaching a critical size, has added to the momentum in the industry.

Wollongong* is Australia's largest single centre of mining and metallurgy. Wollongong's total employment in manufacturing of basic metal products (over 26,500 in 1972/1973) was almost 50 per cent higher than that of Newcastle and double that of any other Australian city. Although the great bulk of this employment was in steelmaking, Wollongong's copper industry was also a significant employer. Wollongong's total employment in mining (4,900 in 1971) was second only to that of Newcastle among Australian mining centres. Although the bulk of Wollongong's mining is of coal, there is also considerable mining of blue metal, sand and clay. The El Salvador porphyry Cu deposit (26¦ 15Æ Lat S, ~2700 masl) and associated exotic mineralisation is situated at the back-scarp of the late middle Miocene Atacama pediplain in the western Precordillera. New, together with published 40Ar-39Ar data from El Salvador combined with morphologic analysis reveal that the palaeospring plumbing system related to exotic mineralisation at the Damiana exotic Cu deposit and the local geomorphology has not changed fundamentally between the late Eocene and late Miocene. Stable H/D isotope data on supergene alunite from El Salvador indicate an overall increase in dD values (VSMOW) from -74ë at 35.82 ¦ 0.95 Ma to -23ë at ~11 Ma. The transition from strongly to moderately negative deuterium values occurred between ~16 and ~13.5 Ma. Supergene alunite from the El Hueso (3950 masl) sedimentary rock-hosted epithermal deposit ca 35 km SE from El Salvador was dated at 8.19 ¦ 0.01 Ma and yielded a dD value of -25ë. We interpret the increasing deuterium excess as the result of strong evaporation and recycling of meteoric water after ~15 Ma and as indicative for a change in precipitation patterns and climate desiccation. In contrast, the strongly negative dD value for late Eocene supergene alunite points to a more humid climate and an elevation similar to the present. The late Miocene supergene activity at El Hueso is probably related to an uplift of the Precordillera to elevations sufficient for capture of orographically controlled precipitation. THE de-silverizing of base bullion at the Port Pirie works is carried out in accordance with the principles of the well-known Parkes process. The base bullion produced by the blast furnace department carries (apart from silver values) impurities, the chief of which are copper, antimony, and arsenic. In order to more clearly indicate the grade of the base bullion, the following analysis, representative of a half-year's production of base bullion, is submitted...Before proceeding with the actual operation of de-silverizing, it is necessary that the impurities, copper, antimony, and arsenic, should be eliminated. This is accomplished in the following steps :- (1) Removal of Coppel - Copper is largely present in the base bullion as dissolved sulphide, and this is removed by liquation in a reverberatory type furnace, of which the following are the essential details :-Working temperature 7500 to 8500 C.Coal consumption per 24 hours 2 tons.The hearth of the furnace is encased in a steel tank 22 ft. 4 in. long by 13 ft. 4 in. wide by 2 ft. 10 in. deep; the bottom of the tank is covered by a depth of composition conforming to the invert :-Cement 39 cwt.Brick dust 8.4 tons.Fireclay 0.6 tons.Sand 0.6 tons...

The Bureau of Mines is conducting research to develop blast designs for the control of fragmentation and rock displacement and the reduction of overall mining costs. This Bureau experiment, a program of 25 reduced-scale blasts conducted at the University of Missouri-Rolla's experimental quarry, determined the effects on fragmentation of changes in burden, spacing, explosive diameter, and stemming-explosive length. Combined with previous work at this experimental quarry examining air gap, delay, and decoupling effects, this experiment provided a data base of over 50 shots. The fragmented rock, 1000 to 3000 kg from each 3- to 4-hole blast in the 1 m bench of massive dolomite, was completely screened to assess fragmentation. The explosive used for all the tests was extra dynamite initiated by seismic caps fired from a sequential blasting machine with delays of 5.2- to 13-ms/m of burden. Empirical equations were developed which predicted the effect of shot design parameters on the fragmentation. These formulas predicted the average fragment size of each of the 25-shots to within 13 percent. For spacing to burden ratios of 1, 1.4 and 2, there were optimum burden to explosive diameter ratios (B/de) of 30, 26 and 20, respectively. Decreasing the B/d. ratio beyond these levels resulted in little or no reduction in the average size. For B/de ratios above these levels the average size increased but, at least a 15 percent reduction in the average size results when the shot design parameters are optimized.

"One of the major environmental impacts of mining is the destruction of habitat. The koala (Phascolarctos cinereus) is an iconic Australian marsupial that has been severely affected by land clearing and its decline is continuing. This has placed pressure upon mining companies and government agencies to ensure koalas are managed throughout the life-of-mines - from land clearing through to rehabilitation of post-mining landscapes. This paper reports on the æKoala VentureÆ research partnership between The University of Queensland and Rio Tinto. As part of the Koala Venture program we examined koala use of two types of restored environments: rehabilitated mined land (20 sites) natural regrowth forests (six sites), at Blair Athol Coal Mine in Central Queensland, Australia. Searches for koala scats revealed evidence of koalas in ten per cent of rehabilitated sites (2/20) and 33 per cent of natural regrowth sites (2/6). Two factors were identified as being of greatest importance in facilitating koala recolonisation of restored habitats. Firstly, all recolonised sites were located close to native forest occupied by koalas (mean 135 m ¦ 52). Proximity to source animals is considered crucial to recolonisation of suitably restored habitats. Secondly, three of the four recolonised sites were dominated by koala food trees, most of which were large enough to be utilised by koalas. Availability of suitably abundant food resources is, therefore, also considered crucial. The requirement for these two factors, in combination, is highlighted by the absence of koalas at several sites that contained abundant food trees, but that were distal to areas with source animals, and vice-versa.Our research demonstrates the enormous potential for restoration of wildlife habitat on post-mining lands, even for species with specific requirements such as the koala. Gold was first discovered on the Shotover by Thomas Arthur in 1862, and soon there were over 3000 miners working on the river. It has often been called the richest river in the world. Most countries probably have one of these, but it was certainly the richest in New Zealand. In the early days some miners collected as much as 200 oz/d from a sluice box, and the early river gravels must have been extremely rich before the gold bearing terrace gravels were sluiced into the river. Otago produced about 10 Moz out of the NZ total of over 30 Moz. Most of this was alluvial and possibly one third or more came from the Shotover. The extremely cold winter and danger of flooding made it a dangerous river to work. During 1863 when heavy rain melted snow in the high country, the river rose 35 ft overnight and drowned many miners camped on the banks. These hazards still exist and dominate the method of working. The early hand miners cleaned out much of the riverbed, and the advent of the hydraulic elevator enabled deeper parts of the river to be worked over. Extensive sluicing of high terraces also took place particularly around Skippers. Several companies have attempted operations on the Shotover. Many of these were distinctly unsuccessful, such as the suction dredge at Maori Point about 1930 and the Skippers Limited fluming in about 1934. At least two attempts were made to divert the river with the Sandhills cut above Skippers and the Oxenbridge Tunnel down near Arthur's Point.

Sampling and analyses of deep waters from Wairakei and Rotokawa geothermal systems indicate a wide range of precious metal concentrations (<0.1 to 23 ppb Au; 6 to 2400 ppb Ag), suggesting that eastern ôandesiticö TVZ geothermal systems (eg Rotokawa) have higher aqueous gold and silver than western ôbasalticö geothermal systems (eg Wairakei); this interpretation is consistent with known occurrences of high grade precipitates in wells from eastern systems. The fact that the deep waters are undersaturated in gold further suggests that the aqueous gold concentrations of deep waters are limited by metal availability. The flux of gold for the two systems ranges from ~1 to 50 kg Au/yr, and the flux of silver ranges from 65 to 6900 kg Ag/yr. At Rotokawa, it only takes ~600 years to flux one million oz of Au and >100 million oz of Ag. The supply of hydrothermal gold and silver is obviously important during genesis of an epithermal deposit, but ore formation also depends on the existence of a suitable ôtrapö that efficiently extracts metal from solution in a small volume of rock. Such traps seem to have been poorly developed until geothermal drilling in the TVZ.

For most practical rock engineering purposes, stress versus strength conditions around underground openings for which rock masses fail and their various modes of failure, are reasonably well-understood and predictable. Some rock masses and particular rock types fail slowly and relatively quietly. However, others can fail rapidly, violently and maybe with the ejection of significant broken rock. In some countries and in some mines, the latter style of violent fracturing and failure of the rock mass is referred to as ‘strain bursting’. It can be alarming and extremely hazardous to nearby miners and machines. For such situations, the design and installation of appropriate ground support, to provide a safe work place, can be challenging. At any particular mine site, it’s often generally understood which local rock masses (rock types) are prone to strain bursting. Competent and strong siliceous rocks and some massive sulphides are often the main offenders. While some neighbouring, equally-competent and strong rocks might also fail, they do so more quietly and without ejection. To understand this contrast, a better understanding of the fracturing process is required other than simple and standard strength versus stress considerations. Suites of standard intact rock properties from numerous Australian mines have been used to define and help understand different high-stress failure styles for component intact rock; especially those prone to violent fracturing (strain bursting). Simple considerations of micro-fracturing (defects in the intact material), plus the available energy at failure versus the energy consumed during fracturing, distinguishes between over-stressed and competent rock types that fracture violently and those that don’t. The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

The importance of mine ventilation to health and safety in both coal and metalliferous mines has been long recognised. The primary and secondary ventilation systems in most metalliferous mines incur 50 per cent or more of the total mine electrical power consumption and frequently about 10 per cent of total underground mine operating costs. The requirements for ventilation-related horizontal and vertical development, fans and cooling have a significant impact on mine capital costs and also on mine schedules and start-up times and hence cash flows. There are increasing pressures on regulators and miners to reduce airborne contaminants such as diesel particulatematter, nitrogen dioxide and heat (wet bulb temperatures), and significant pressures to reducegreenhouse gases such as fugitive methane emissions from coalmines and the carbon dioxide footprint of both coal and metalliferous mines. Many previously Australian miners are now globaloperators and have extensive overseas mining operations where local ventilation standards and expertise may not be consistent with Australian practices. The role of the site ventilation officer is also changing with strict new requirements for the statutory position being introduced into Queensland metalliferous mines and the potential for this to become more widespread. Recent regulator and parliamentary review committees have identified systematic shortcomings in mine ventilation compliance, and statutory certificates in both Queensland and NSW now require continuing professional development to maintain currency. Public and investor support for mining are also increasingly contingent on safe, healthy and environmentally responsible practices and the standards for these are frequently tightening. Good ventilation design and operating practices that are consistently well executed therefore contribute significantly not only to a safe and healthy mine but also to a productive and cost-effective operation and the ongoing social licence to operate. There are a variety of ways of providing technical design and oversight into a mine’s ventilation systems; this paper explores some current trends in ventilation standards and statutory requirements, as well as ways to support and develop mine ventilation staff for both domestic and international operations and also the emerging senior technical roles of Group/Principal/Corporate mine ventilation engineer.

Permeability and fluid pathways in fracture-controlled hydrothermal systems are governed by a dynamic competition between permeability-creation processes and permeability-destruction processes. Permeability evolution is coupled with the evolution of fluid pressure and stress states. Key permeability-creation processes are micro-scale to macroscopic fracture growth, and the generation of damage zones during co-seismic slip on faults or aseismic creep on faults and shear zones. The competing permeability-destruction processes include crack-healing and sealing, compaction and pore cementation. High rates of permeability destruction in hydrothermal systems require ongoing permeability enhancement to sustain high fluid fluxes and ore genesis.   In aseismic regimes, competition between permeability-creation processes and permeability-destruction processes can lead to continuous flow in deep level hydrothermal systems. However, in seismogenic regimes, rapid co-seismic permeability-enhancement is followed by progressive permeability-destruction in the intervening interseismic periods, and leads to episodic flow. The results of high pressure experiments are used to illustrate how pore fluid factors and stress states are dynamically coupled with permeability evolution in hydrothermal regimes. Particularly in the seismogenic mid- to upper crust, large changes in permeability during the seismic cycle govern relative rates of change of fluid pressure around active faults and shear zones. Rapid, post-seismic recovery of pore fluid pressures, relative to rates of shear stress recovery, leads to growth of hydrofracture networks prior to successive fault rupture events.   Pre-rupture hydrofracture networks do not develop where post-rupture fluid pressure recovery is modest relative shear stress recovery. At elevated temperatures, low rates of pore fluid pressure recovery relative to shear stress recovery promote ductile shear failure and grain-scale permeability enhancement within shear zones prior to rupture events.   The influence of pore fluid pressure cycling, shear stress cycling, and deformation processes in controlling the evolution of permeability, flow localisation, and flow anisotropy at the deposit scale are illustrated for mesothermal and epithermal lode gold systems.

In August 1996 a Microseismic Monitoring System developed by ISS International Limited was installed at the Pasminco Broken Hill Mine -Southern Cross area. The project aims were to:Assist in daily safety management in a mine environment which exhibits one of the highest occurrences of microseismic activity recorded in the Australian mining industry. Be used as a proactive tool in design of future development and stoping. The project to-date has been an unqualified success in achieving both goals. Consequently the system is being expanded from 6 to 14 monitoring sites.
