REASONS FOR THIS CHAPTER Up to this point in the book the material presented has addressed the fundamental parameters associated with the evaluation of mining ventures and other investment alternatives. The procedures and techniques illustrated represent the basic approach to project evaluation, particularly when considering the normal engineering economic analysis of investment proposals. The evaluation procedure is complicated, however, when dealing specifically with mining-related investment proposals. These complicating factors are invariably directly related to the many special characteristics of the mining industry. Many of these special features such as tax policies, revenue and cost estimation, and ore reserves have been addressed in previous chapters. In addition to the many special features of mining which directly impact, in a quantitative manner, the various line items in the pro forma income statements of a cash flow analysis, other features of mining affect evaluation procedures in a more general manner. The main purpose of this chapter, then, is to provide an exposition of some of these more qualitative factors. We hope this will enable the reader to recognize these factors in mine evaluation practice and to make suitable adjustments in his or her analysis.

The conventional role of exploration, development and grade control is examined in this paper within the context of the many and varied types of gold occurrences which are found at the Dome Mine. The account endeavours to trace the development of the total ore evaluation process, from diamond drilling through the exploration and drifting stage, to the stope development and planning phase of the operation, with an emphasis on sampling techniques and assaying procedure. The concept of ore reserve calculations is developed and the practice of grade control is described. In summary, the role of the geological, the engineering and the mining department is presented in relation to the contribution each has to make in the evaluation and exploitation of ore from one of the world's classic Archean gold deposits.

SUMMARY MERCURY is one of the strategic metals of which the supply has been raised from critical uncertainty to more than enough for essential demands. Work by the Bureau of Mines has contributed substantially to increased production of mercury in the United States and to consequent accumulation of Government stocks. Other contributing factors have been higher prices for mercury and Government loans to operators. The Bureau has undertaken 13 exploration projects, 10 of which have been completed. This work has comprised 28,376 ft. of several types of drilling and 23,798 lin. ft. of surface trenching, and has indicated commercial ore containing 34,800 flasks of mercury and marginal ore containing 26,200 flasks, a total of 61,000 flasks; equivalent, respectively, to domestic production for 8 months, 6 months, and 14 months. As Government stocks are now adequate, domestic production (currently at the rate of 50,000 flasks per year) is gradually being curtailed through Government control of labor and operating supplies.

Continued low prices and restricted markets for crude oil discouraged drilling activity in Illinois oil fields during 1933. Only 36 wells were completed in the state, the smallest number since 1904, and of these the majority were scattered wildcat wells, only 10 having been drilled in producing fields (Table 2). Production was curtailed approximately 40 per cent for the first half of the year. During July, August, and the early part of September there was no restriction on production. On Sept. 8, under the "code of fair competition for the petroleum industry," the quota of allowable production for Illinois was fixed at 12,000 bbl. per day. The state's production in 1933 was 9 per cent less than in 1932. What it would have been had there been no curtailment of production and if economic conditions had permitted a normal amount of cleaning out and repairs to wells, it is not possible to estimate, but it would no doubt have been considerably more than the actual figure. No new pools or new producing horizons were discovered in 1933, but the deepening of a Robinson sand well in Crawford County to the McClosky "sand" horizon (St. Genevieve limestone of the Lower Mississippian) resulted in a production of 3 bbl. per day (Fred Patchel, Savilla Shipman No. 5, NE. 1/4, SW. 1/4, sec. 26, T.6N., R.l3W., deepened from 1122 to 1388 ft., to be tested to the McClosky horizon, and, owing to the rapid variations in porosity within short distances, as shown in the Lawrence County field to the south, one test may not be considered as proving or condemning any large area. The average price of Illinois crude oil in 1933, calculated from the posted prices as published in the Oil and Gas Journal and Oil Weekly, was $0.862 per barrel. This compares with a calculated average price of $1.032 in 1932 and 0.852 in 1931. The total value of Illinois crude oil produced in 1933 obtained by multiplying the average price (0.862) by the total production (4,227,000 bbl.) was $3,643,674. Of the 26 wildcat wells drilled in 1933, only one was drilled on known favorable structure. That America's great coal deposits eventually will be our principal source of liquid as well as solid fuels is generally accepted. Moreover, the day when synthetic oil from coal will begin to supplement our petroleum supplies does not appear to be far off. The American petroleum industry has not spared effort or expenditure in its attempt to keep pace with the demand for oil, and recent production has exceeded expectations. However, the rapidly rising demand for liquid fuels plus the increasing difficulty of finding and developing the new oil needed even to maintain present production rates make it highly unlikely that oil from domestic wells can fully meet future oil requirements. Therefore, it appears that one or more of the following courses must be followed: 1. Curtail oil consumption. 2. Increase imports. 3. Develop new sources such as synthetic liquid fuels.

IN a concern with the varied interests of the Western Union Telegraph Co., where practically all types of metals, both ferrous and nonferrous, are utilized, many types of failures of materials occur. These have to do not only with outside plant construction, such as corrosion and fatigue of line wire and cable, but also with inside plant equipment operating at such high speeds that rapid deterioration of metal. parts due to fatigue and wear results. Both corrosion and fatigue affect the life of copper wire so its normal life in any particular locality is largely dependent on the atmospheric conditions. Tensions vary widely owing to changes in temperature and ice and wind loadings and the wire is Subject to a great range of vibration caused by wind gusts aril vibration front trains or other heavy vehicles transmitted through the earth. High frequency low-amplitude vibrations are sometimes audible as singing in the wire. The other extreme is the vertical slashing or dancing of the wire observed during severe storms where amplitudes of 9, ft. or more at low frequencies have been observed.

DURING the closing month of 1929, Walter Douglas found his health impaired by the strain of many difficult years of alternating prosperity and depression, and in April 1930 resigned the presidency of Phelps Dodge. Douglas was succeeded by Louis S. Cates. The choice broke a tradition that had been held inviolate for almost a hundred years. For the first time in its long history, the direction of the company's policies and operations was entrusted to a stranger without previous Phelps Dodge background, training, experience, or tradition. But the choice was wisely made. For a time at least, the path of Phelps Dodge was to run through rough and dubious ground, and no man in the United States was better qualified to blaze that trail than Louis Cates. After graduating from the Massachusetts Institute of Technology, Cates had served a rough and financially un- profitable apprenticeship at one of the century-old mining camps of Chihuahua, Mexico. SUMMARY THE results of an enquiry into the structural nature of some 70 iron alloys containing both nickel and chromium over a considerable range of concentration 'are briefly described in this paper. This study is a part of a comprehensive program of investigation into alloys involving chromium in progress at the Union Carbide and Carbon Research Laboratories. All the compositions studied contained carbon in amount comparable to commercial alloys.

JIGGING is the stratification of a mass of solid particles in upward pulsations of water or in alternating upward and downward pulsa¬tions. The stratification usually is effected in a rectangular open¬top container having a perforated bottom through which the pulsations of water are applied to the materials to be separated; in separating coal, to a mass of coal and refuse. Jigging usually is a continuous process involving three steps: (1) the reception of the raw coal, (91) the stratification of the coal and refuse so that the refuse settles to the screen plate, and (3) the overflow of the cleaned coal and the withdrawal of the refuse collected on the screen. The jig is the most universal washer ever devised. It is handling in practice a wide range of closely sized coals and ores, mixed sizes of coal from 8-in. to 0 through %-in. to 0, and mixed sizes of ores down to %3 O-in. to 0 and even smaller. It is treating materials ranging in specific gravity from that of gold at 19 to that of coal at 1.30. It is handling feeds in which the proportions of high-gravity materials range from 90 per cent or higher, as for some iron ores, to 10 percent or less for some coals. It is handling feeds containing all shapes of particles-round, rectangular, and flat. It is handling simple separation problems and difficult separation problems. Thus, it is an almost universal separating device. One might add that it has been one of the most misunderstood types of washers, from both a theoretical and a practical point of view. Although con¬siderable progress has been made in coal jigging in the past 10 years, the jig probably has more unexplored possibilities than any other type of washer. In this chapter the object has been to treat the jigging process in a practical manner and to give information that will help the reader to improve his particular operation. Inasmuch as performance data from operating plants would contribute little of value, none has been given. Instead, the emphasis is upon jigging principles as a foundation for attacking the problems that arise. These principles are in reality tenta¬tive conclusions from research in the field of jigging during the past 10 years and most of this chapter should be regarded as a progress report on an investigation still under way.

In 1942 Grossmannl proposed that the hardenability of a steel may be calculated from its chemical composition by considering the base hardenability associated with its carbon content and grain size and multiplying this base by factors for each element present. Since Grossmann's original publication, several investigaton2-6 have reexamined the multiplying factors for the individual elements and in general have found that the multiplying principle is valid. However, some of the individual factor curves developed have been in poor agreement. Inasmuch as the carbon-factor curve obtained by Grossmann was dependent Lipon the factors for all the other alloying elements present in the steel, it logically followed that his results were in need of correction in the light of the new data available for manganese, silicon, and the other alloying elements. Furthermore, in order to avoid the possibility that errors in the manganese, silicon, or other curves might influence the carbon-factor curve, investigation of iron-carbon alloys containing little or no manganese and silicon was necessary. That the effect of carbon on hardenability was greater than indicated by Grossmann is shown by a comparison of the diameters of completely hardened rounds of iron-carbon alloys with the ideal critical diameter calculated from Grossmann's factors. These alloys have a greater hardenability in a finite quench than predicted by Grossmann's factors for an infinite quench (Table I). Among the other important variables that were in need of further investigation were the effect of deoxidation practice on the grain-size correction curves and the effect of stable carbide-forming elements on the depth of hardening. Most Of the work by Kramer, Hafner, and Toleman4 was done on silicon-killed steels. This paper is a review of Montana reverberatory smelting practice covering a period of approximately fifty years, during which time the small furnaces that had been in use elsewhere for a century or more, without much change in size or method of operation, were revolutionized and were developed into the huge, continuously operating furnaces of today. A study of Montana practice is particularly instructive, since reverberatory furnace smelting for the production of copper matte received more attention there than in other smelting centers and many of the improvements that finally resulted in establishing the preeminence of this type of furnace over the blast furnace originated in Butte and Anaconda. The material in this paper was gathered from original sources, wherever possible, and all of the illustrations were made from original drawings, some of which have been simplified and worked over so as to be better adapted for reproduction. The aim has been to trace the modifications in design and operation which took place during the period in question—the reasons for the changes and the results achieved through them. For developments during the first twenty years, the technical literature of the period was freely drawn upon, but I am particularly indebted to W. M. Kelly, general foreman at the Anaconda Works, whose recollections and personal experience extend back to the early days. I wish to acknowledge the use made of publications of E. P. Mathewson, William Wraith and L. V. Bender, as well as information obtained here and there from friends and associates. The resume of Great Falls practice was compiled from correspondence, notes and drawings found in the files of the old Boston & Montana Co. and the tabulations showing the performance of furnaces at Butte and Anaconda are adapted from plant records and correspondence in the files of the Anaconda Copper Mining Company. The paper deals with some interesting comparisons that were made between furnaces operated under various conditions in connection with the Carson Case, and results obtained when using natural gas as fuel. This part of the paper may be considered original to the extent that these results have not previously been published.

THE opening session was held on Tuesday evening, February 17th, in the house of the American Society of Civil Engineers. The President of the Institute, Mr. E. B. Coxe, after a few introductory remarks, congratulating the members on the general prosperity in all the branches of the professions and manufactures represented by the Institute, called on Mr. E. F. Loiseau, of Philadelphia, for the first paper, On the Successful Manufacture of Compressed Fuel at Port Richmond, Philadelphia. Professor Prime called attention to the fact that the work of the United States Testing Board had been left unfinished at a point when valuable results had just been reached, and offered the following resolutions: WHEREAS, The American Institute of Mining Engineers has seen with regret that the work of the United States Testing Board has been suspended through the lack of an appropriation by Congress, which appropriation dues not seem likely to be renewed, and WHEREAS, It seems most important to the vital interests of our iron and steel manufactures that the experiments commenced by the United States Testing Board should be carried to successful completion ; Resolved, That a committee of three be appointed, to act with a like, committee to he appointed by the American Society of Civil Engineers, to carry out to completion the work commenced by the United States Testing Board. Resolved, That the American Society of Civil Engineers be requested to cooperate with this society by the appointment of a like committee. Resolved, That the committee have authority to request, in the name of the American Institute of Mining Engineers, contributions to a fund to be devoted to the completion of the experiments aforesaid. Resolved, That the Council of this Institute be authorized, whenever requested by the committee so appointed, to petition Congress for the free use of the testing machine at the United States Arsenal at Watertown. Resolved, That a committee be appointed by the President, to select the afore-said committee of experts. Resolved, That the President of the Institute have authority to fill any vacancies which may occur in the committee. FiRst I must express my deep appreciation for the honor of being privileged to give the Howe Memorial Lecture this year and at the same time my feeling of inadequacy to do justice to the subject. The first Howe lecturer was most fittingly, Professor Sauveur, his contemporary and friend, and the subject was beta iron. Last year the second Howe lecture was delivered by Dr. Mathews, one of his most distinguished pupils, who spoke on austenite. This year, the Howe Professor of Metallurgy was chosen to deliver the third annual lecture, and the subject ought to be martensite. No one but Professor Sauveur could have brought to life what was considered by many to have been dead and buried, and he so persuasively and convincingly proved to us by his experiments the existence of something that the followers of that new cult "X-Ray and Crystal Structure " would have us believe is simply alpha iron. And Dr. Mathews from his wide practical experience was so easily able to convince us that austenite was not only the most wonderful of the iron-carbon series, but that it was the wonder alloy of the future. If I were to follow in the footsteps of my distinguished predecessors, I would talk to you about martensite. But when I had planned this lecture, I found that I was writing about Professor Howe and his work and his influence on the science of metals of today, and that martensite had become the secondary theme. And when finally I was obliged to choose a title, I remembered that it was in 1901 I came from Roberts-Austen with a letter of introduction to his very dear friend, Henry Marion Howe, at the Columbia School of Mines, to continue my work at the next bench to Dr. Mathews. Since then a quarter of a century has gone by, and during that time all branches of science seem to have been remade, so great has been our advancement in knowledge and discovery. And now that Metallography has finally established its place as an important branch of science, with its own textbooks and literature, I would like to review what seem to me to be the most important advances we have made in the last 25 years. To do this, I would start with Howe's "Iron, Steel and Other Alloys," and end with Jeffries and Archer's " Science of Metals." Principal events in petroleum operations of Mexico during 1934 have been the completion of three producing wells in the Poza Rica area and the plans for the expansion of operations of the Cia. de Petroleos de Mexico, S.A. (Petromex). Production for 1934 is estimated at close to 38,000,000 bbl., an increase of 4,000,000 bbl. over the previous year; an increase due in large part to the successful development in Poza Rica. The output of the South fields (Golden Lane) and Tehuantepec fields also increased somewhat during the year. Production of natural gasoline increased from 382,000 to 431,000 bbl. in 1934. Crude run in local refineries is estimated at 26,000,000bbl., some4,000,000bbl. more than the previous year. Exclusive of bunker fuel exports totaled 24,000,000 bbl., or 3,000,000 more than in 1933. Domestic consumption increased approximately 500,000,bbl. during the year, reaching a total of close to 13,600,000 bbl., exclusive of ships' bunkers. A total of 148 wells were completed as compared to 91 in 1933 and 40 in 1932. In proven areas, 133 completions resulted in 54 producers and 79 failures. The 15 wildcats drilled during 1934 gave no encouraging results. Seven of these were located in the border zone of northeastern Mexico; three tested possible northeast extensions of the Northern fields; two were drilled for possible extensions of the "Golden Lane" and three were completed in the Isthmus of Tehuantepec. Fields Northern Fields (Heavy Oil District).—There were 34 producing wells and 71 failures completed in the Northern fields, as compared to 20 producers and 20 failures in 1933. Practically all new producers were drilled to the shallower San Felipe formation, while wells drilled to the deeper Tamasopo limestone encountered salt water. Production of the field totaled 11,890,000 bbl., a decrease of 7.5 per cent from the previous year. Acid treatment was attempted during the year in seven wells
