"Surface coal mining in West Virginia has supplied energy to the eastern coast of the United States for over a century. Over the years, the coal mining industry has been forced to adapt as societal demands regarding health, safety, and environmental impacts have changed. More recent pressure has called for another iteration of change: long-term post-mining sustainability. The research discussed in this paper investigates one potential solution - or component of a solution - to improve the sustainability of surface coal mining in West Virginia: post-mining wind power. The paper begins with an introduction to the Appalachian region of the U.S. and the role that mining has played in its history, followed by a discussion of the need for sustainable mining and how post-mining wind power may help fulfill it. Data processing methodology of field data from monitoring locations is then explained. The results are then used to estimate the electrical output of a wind turbine. This data is then utilized in a case study discussion of one of the monitored sites. The paper concludes with an analysis of the broader implications of the research and a discussion of future work."

Underground mining is a dynamic art and science with a diverse set of design, production, and economic criteria that must be considered before selecting an optimal method to extract the ore. While all methods can be technically classified as either self-supported, supported, or caving, the multitude of subsystems and existing variations bear witness to the fact that each orebody is unique and, as such, justifies an individual approach to optimize mineral extraction. In this sense, underground mining is an art. The ability to evaluate the unique characteristics of each ore body and utilize sound engineering principles to design the optimal system constitutes effective method selection. The task by no means ends at this juncture, however. Subsequent implementation requires an ability for modification. Very rarely are all the facts available to make a concrete decision prior to development of the resource. As a result, the risk of a wrong decision can never be eliminated. This requires a significant degree of flexibility with each method. Each unit of exploration, development, or exploitation work contributed to a deposit enhances knowledge of the ore body. The best mining methods are those that correctly account for the known parameters but provide an allowance for change at minimal cost and adapt to unanticipated conditions.

The paper considers the selection of control instrumentation for a modern flotation plant, as well as the best interpretation and most effective use of the process data obtained. Process control computer availability is considered from the outset. A general philosophy of control is proposed which leads toward a system that is its own reliability monitor. The bulk of the problems are in grinding and classification. Alternative control methods are described that use particle size measuring devices. Flotation controls, based to a large extent upon on-stream X-ray analysis, are reviewed in detail. Reagent control methods are also examined. Methods to analyze the data obtained from the various measurement devices are introduced. These methods would enable an estimate of the validity of the data and require some redundant information. Another objective of these methods is the protection of operating equipment from possible control malfunctions. Although the discussion generally considers some degree of computer usage, this paper attempts to describe instrumentation and data analysis methods that enable control with or without the process control computer.

M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function y(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [ ] where N is the total number of samples, Xi is the sample value at the i - th location, Xi+h is the sample value at the i + h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2, up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any arbitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of one-dimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity.

The dramatic rescue of nine Pennsylvania coal miners trapped nearly 90 m (300 ft) underground for77 hours probably would not have happened without the high technology equipment and improved mine rescue training techniques available today. By now, most everyone has heard the story of the accident that occurred at the Quecreek Mine near Somerset, PA. At about 9 pm on Wednesday, July 24, the miners were drilling coal in the room-and-pillar mine. Their drilling accidentally punched through to the adjacent, abandoned Saxman Mine. Old mine maps of the Saxman Mine led Black Wolf Coal, Quecreek’s owners, to believe they were between 60 to 90 m (200 to 300 m) away from the abandoned mine. Those maps proved to be inaccurate.

The US mining industry today is fighting for its existence. We are plagued by the shortage of materials, of equipment, of fuels, of capital, of manpower. If we solve those shortages, we are then frustrated in our attempts to open a new mine or, perish the thought, a new smelter. If we manage to make a profit, demagogues will accuse us of stealing from consumers; and, if we do not make a profit and have to shut down, the same demagogues will accuse us of creating unemployment. Meanwhile, in every aspect of our business - from research, exploration and development, to production, marketing and selling - we are hindered in every way by the bipartisan mismanagement and crippling controls of a government bureaucracy gone amok. We are fighting a war on every front. Some of you realize that ours is a war of ideas. In order to win, our industry must make its ideas heard. But to be heard, we must have something to say - which means: we must know our case logically and consistently, all the way down to essential principles. A principle is a primary truth applicable to a great number of instances. A principle is like a road map: it shows you all the possible alternatives for getting from where you are to where you want to go. Although practically everybody recognizes the usefulness of a map and the need to consult it to find the best way' to get from one city to another, most people are not as careful in charting the course of their life, or the course of their industry, or the course of their nation. And so they act blindly, at random, by the whim of the moment, and get nowhere fast.

The reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In such a process quartz is often floated with ether amines (R?O(CH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of hematite does not work well if a certain amount of slime is present in ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the flotation efficiency of iron ore flotation by use of a new type of depressant for clay and iron minerals, i.e., GP clay binder. It is postulated that the GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It is further theorized that the clay binder helps depress hematite flotation due to its unique chelating ability to iron ion. The results from this study clearly show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing concentrate grade to 67.08% and iron recovery to 78.15% simultaneously. For the third successive year it appears that demand for platinum will exceed supplies of newly-mined metal, forecasts Johnson Matthey in its "Platinum 1987 Interim Review." Based on data available at the end of August 1987, Johnson Matthey estimates that western world demand for platinum could exceed 93t (3 million oz) for the first time ever in 1987. Given a likely increase in demand of 4.3t to around 94t (140,000 oz to around 3.02 million oz), up by about 5% over 1986, there would be a 1.8- to 2.2-t (60,000- to 70,000-oz) shortfall in 1987 supply. South African mines enjoying undisrupted production last year after strikes affected Impala's output in 1986. The rate of increases in western world supplies, though, has probably not kept pace with the growth in demand. A downturn in US demand for platinum was counterbalanced by substantially increased purchases from Japanese and Western European consumers of the metal. Total imports of platinum into Japan in 1987 may have reached a record level of 45t (1.45 million oz). The largest source of demand for platinum remains its use in autocatalysts US and Japanese auto manufacturers reduced their platinum purchases in the wake of falling car production. Therefore, a small decline in overall 1987 sales of perhaps 780 kt (25,000 oz) was expected in 1987. Western European demand, however, rose strongly as a result of increased output. The spread of exhaust emission control regulations has sharply boosted the number of cars equipped with three-way catalysts containing platinum and rhodium. Western European auto makers probably needed 5.6t (180,000 oz) of platinum last year, a 50% increase over 1986. The jewelry industry, the second largest user of platinum, increased its offtake of platinum in 1987. Japan, the key to the jewelry industry's consumption of platinum, could absorb 24.8 to 26.4 (800,000 to 850,000 oz) in 1987, compared with 23t (740,000 oz) in 1986. Platinum has wide and diverse applications in industry. Other major users are the chemical, glass, electronics and petroleum industries. They were expected to increase their aggregate demand by about 1.8t (60,000 oz), or 11% in 1987. Investment demand for small platinum bars and coins of up to 311g (10 oz) dropped back in relatively inhospitable conditions. This, after rapid increases in recent years and a surge in US demand in 1986. However, Japanese investors purchasing bars weighing 500g or 1 kg (16 to 32 oz), and considered more speculative, recovered last year. Over the first eight months of 1987, platinum performed strongly on the open market with average prices well up from 1986 in dollar terms. But the increase was less marked where measured in sterling or yen. Platinum ad¬vanced by $3.70/g ($115 per oz) between Jan. 1 and mid-September with the average price having been surpassed only in the heady days of 1980. Johnson Matthey believes that supply and demand appear likely to keep more or less in step on a gently rising path. The recent open market volatility will continue with prices fluctuating widely over short periods. Writing in mid-September, and basing its view on the tangible evidence of platinum's price fall since the review was written, the company's assessment of price prospects is unchanged. Demand for platinum remains strong all-round. In October, imports of platinum into Japan were exceptionally high. And in the US and Japan there was a marked resurgence of demand from private investors. Although market sentiment may have been influenced in part by the news of several potential new platinum mines in South Africa, the full effects of these prospects on supply, even if they were all to materialize, would not be felt before the early-mid 1990s, Johnson Matthey said. According to the review, no radical change in platinum supplies is discernible in the near-term. Incremental growth from South Africa can be expected as the major producers continue to make the most of their existing resources. The Soviet Union may be keener to sell than it appeared earlier in 1987, especially if prices hold up, but a substantial increase is improbable. Canadian supplies are not capable of much variation from present levels. The palladium-rich Stillwater mine will make a modest contribution. Referring to the investment market, Johnson Matthey concluded that despite this year's reduction in sales of small-denomination investment products, platinum does appear to have established itself with private investors. Bearing in mind how business multiplied in comparatively unfavorable conditions before 1986, it is reasonable to look for a resumption of growth once the climate improves.

Rio Tinto Coal Australia (RTCA) developed the Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent and newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 27-year life based on station owner Tarong Energy Corp.?s (TECs) estimated life for TPS. That 27-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves. TEC then selected Thiess Pty Ltd. (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.

Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.

Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

OCI Wyoming mines two flat-lying trona seams that are 3- to 3.5-m- (10- to 11.5-ft-) thick, about10 m (33 ft) apart and 250-m- (820-ft-) deep at its Big Island Mine in Wyoming. Continuous miners and a yielding-pillar system have contributed to improvements in resource recovery and productivity. The use of yield pillars minimizes the stresses transmitted from the upper to the lower seam. However, yielding must not impact the good, long-term stability needed to prevent subsidence for a large portion of the mine beneath the Green River channel.

The RockWorks EarthApps represent a free collection of 74 geology-related programs that read data from a built-in datasheet and create diagrams within Google Earth. EarthApps also includes programs that extract data from Google Earth. The programs that create diagrams include: point mapping (e.g. borehole locations), proportionally scaled icons (e.g. geochemistry), and strike & dip symbols. Line mapping utilities include; polylines, parabolas and pipelines. Polygon mapping programs include; thematic mapping (e.g. geology), mining claims, and public land survey sections. Image overlay capabilities include; draping (e.g. geologic maps) and time-based animations. Vertical image display capabilities are centered on either midpoints (e.g. drill-hole logs) or stretched between endpoints (e.g. cross-sections). The Flyover programs create virtual tours for site presentations. The cell-mapping includes a variety of algorithms (e.g. geochemical and geophysical contouring). Survey programs convert and export survey data to Google Earth as points and polygons. Programs that extract data from Google Earth include; points, lineations, polylines, and polygons. The RockWorks/EarthApps collection is developed by RockWare Incorporated based in Golden, Colorado.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor -- will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

The 21st Annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Sheraton Tucson Hotel in Tucson, AZ on Saturday, Dec. 6, 2003. This year’s inductee, guest of honor and featured speaker at the banquet will be Thomas J. O’Neil, recently retired president and chief operating officer of Cleveland Cliffs Mining. Prior to Cliffs, O’Neil spent 10 years with Cyprus Minerals. He was also professor and head of the Department of Mining and Geological Engineering at the University of Arizona. As representatives of mining heritage, the Hall of Fame will induct James Boyd and Thomas F. Walsh. Walsh discovered a rich gold telluride vein in Ouray, CO, which became the Camp Bird gold mine. Boyd was a former director of the U.S. Bureau of Mines, vice president of Kennecott Copper and later president of Copper Range.

Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

The Environmental Session will consist of five papers dealing with various aspects of trace elements associated with coal. Analytical procedures to determine the amounts of trace elements will be discussed. Other papers will deal with trace elements in streams downstream from coal mines, potential pollution from wastes from coal preparation plants, potential recovery of trace elements, and potential pollution from trace elements as a result of the combustion of coal.

King County?s (KC) Brightwater Conveyance Project in Seattle, Washington involves the construction of approximately 21 kilometers (13 miles) of bored tunnel, in three contracts, with four TBM?s which produce large amounts of real-time digital mining data. To facilitate the management of TBM data with a single interface and assist in project Quality Assurance, KC?s Construction Manager (Jacobs Engineering) recommended the use of the software TPC (Tunneling Process Control), developed by Babendererde Engineers GmbH. The paper demonstrates how TPC was used for oversight, analysis and QA on a complex tunneling project and how contemporaneous review and management of data results in a better understanding of TBM performance than can be obtained by retrospective analysis of data.

Scientifically known as sepiolite, it is represented by the formula Si12Mg8O30(OH)4(H2O)4(8H2O). Sepiolite is a natural clay mineral composed of hydrous magnesium silicate, characterized by a structure of alternating blocks and tunnels that develop in the direction of the fiber. Each structural block contains two silica tetrahedral sheets surrounding a central layer of magnesium oxide- hydroxide. Sepiolite exists in two distinct forms in nature: alpha-sepiolite and beta-sepiolite. Alpha- sepiolite is amorphous, compact, and resembles pellets that look like sea froth, hence its Turkish name Luletasi. In contrast, beta-sepiolite appears as amorphous aggregates or small, flat, round particles. These two forms exhibit different physical properties. Meerschaum was also studied by Brauner and Preisinger in 1958, who agreed that it primarily consists of sepiolite (2MgO·3SiO2·nH2O). According to these researchers, water is present in its mineral, zeolitic, crystal, and structural forms. Meerschaum is commonly used for adsorbing various liquids, as an ion exchanger, and for dispersing and insulating paraffin in the chemical industry (Gokdemir and Dogan, 2011). Sepiolite deposits of the meerschaum type are primarily found in Turkey, Somalia, Tanzania, Kenya, and Mexico. Alongside high-quality, low-density, and highly porous meerschaum, Somalia also has sedimentary sepiolite formations. The total reserves of these deposits are estimated at around 50–100 million tons (Sariiz and Isik, 1995). Meerschaum, also known as “white gold” or “sepiolite,” is a unique mineral highly prized for its lightness, heat- resistant properties, and ability to be carved into intricate designs. Found predominantly in Eskisehir, Turkiye, meerschaum mining and processing have become significant contributors to the local economy and cultural heritage. This paper explores the history, economic importance, mining practices, and environmental impacts of meerschaum mining in Eskisehir and discusses the challenges and opportunities faced by the industry.
