The successful integration of overburden casting techniques into the mine production cycle can be an extremely cost effective use of explosives. The entire mining cycle revolves around the cast blasting and to be successful requires a great deal of planning and cooperation. Several operations of Cyprus Coal Company in the Appalachian coal fields have successfully integrated blast casting into their mine plan. This paper will detail the parameters and necessary controls to integrate an overburden casting program into a surface coal operation.

The western coast of South Africa hosts a significant diamond resource within gravels associated with paleo-shorelines, channels and transgressive lag deposits. Diamonds were transported from the Kaapvaal Craton to the coast largely during the late Cretaceous via the paleo-Orange river systems. On shore and near shore environments are underlain by Proterozoic metamorphic and granitic rocks which provide gully and pot hole-type traps associated with paleo-channels, basins, bays and beaches. Inner and mid-shelf environments are covered by diamondiferous, poorly lithified upper Cretaceous and Tertiary sediments. The upper Cretaceous gravels were reworked along the sediment-starved coast during much of the Tertiary. Reworking was mainly achieved during marine flooding events which produced lag gravels along the paleo-shorelines. This process reworked the diamonds from low-grade Cretaceous gravels and concentrated them in higher-grade Tertiary gravels.

The Jerritt Canyon Joint Venture project is located approximately 50 miles (80 km) north of Elko. Nevada, U.S.A. and produces between 250 and 300 thousand ounces of gold annually. The Joint Venture is 70% owned by Independence Mining Company and 30% owned by Meridian Gold Company. Independence Mining Company is the operator. The Jerrin Canyon Joint Venture started operations in 1980 mining a series of open pit mines. Since the early 1990's, the discovery of deeper ores has required the joint venture to develop and mine a significant portion of its annual production utilizing underground mining methods. Underground production started with the West Generator Mine in 1993 followed by the Murray Mine in late 1994. Presently, two additional underground projects are being developed. Underground mining at Jerritt Canyon is budgeted to produce 128 thousand ounces in 1997. This paper documents the major transition/redevelopment of the Jerritt Canyon mining methods.

This article describes three practical applications of the Hill of Value (HoV) methodology within different stages of strategic planning for open-pit mining operations and projects. In the pursuit of optimal mine planning, this study establishes a comprehensive case study during the (i)design phase, by refining key parameters for efficient decisionmaking. (ii)production planning, where the HoV is used to define achievable production rates, enhancing operational effectiveness through a nuanced consideration of mining and processing capacities. (iii)Additionally, the study introduces a conceptual framework for orchestrating the optimal sequence of multiple pits during the planning phase, with a focus on maximizing project value.

11.1-FRAGMENTATION PRINCIPLES WARREN W. KRECH Energy must be supplied to rock by direct or indirect means to fragment that rock. The amount is dependent upon the properties of the rock and the type of loading system. Fragmentation energy is consumed by three main mechanisms: (1) creation of new surface area (fracture energy), (2) friction (plasticity) and (3) elastic wave energy dispersion. The loading method determines the relative proportions and the amount of energy consumed in fragmenting a given rock type. Unconfined tensile failure consumes the least energy, with an increasing amount of energy required as the rock is more highly confined within a compressive stress field during fragmentation. The way energy is applied by tools to cause rock or mineral fragmentation is important in determining fragmentation efficiency. Rock-tool interaction should always be controlled to the fullest extent possible to optimize the combination of rate of energy input and fragmentation energy requirements. While the direct cost of energy, (dollars per horsepower-hour) may at first glance appear low relative to other hourly costs, there is a tie between power consumption and other cost factors, such as maintenance and wear. A high rate of energy application utilizing a rock-tool interaction producing only unconfined tensile failure would provide the most efficient fragmentation. No tool that produces a combination of high energy input rate and a loading system that produces failure under only conditions of unconfined tensile load now exists. Present mining methods and tools produce failure under conditions of high compressive confinement, high dispersive energy loss and high frictional energy requirements. Thus, while generally applying energy at high rates, they are highly inefficient with respect to energy consumed in fragmenting rock. To best design fragmentation tools and optimize fragmentation systems it would be desirable to know how rock properties influence breakage. At present, rock properties directly- related to fragmentation are undefined. Although present testing technology- does not permit rigorous definition of in-situ rock fragmentation behavior, several properties (mechanical and physical) commonly are used to indicate the relative case with which rock breaks. The more common test is for uniaxial compressive or tensile strength of cylindrical cores taken from intact portions of the in-situ rock (testing details are provided ill Sec. 6.2, Rock Mechanics). The strength of rock is influenced by the environmental conditions imposed on the rock. Those of most importance in rock are (1) confining pressure. (2) pore fluid pressure, (3) temperature and (4) rate of load application. Increase in confining pressure, as with increasing depth beneath the earth's surface or under the action of a fragmentation tool, causes an increase in rock strength. Increases from atmospheric pressure to 10.000 psi commonly cause up to n fourfold increase in the compressive strength of crystalline rock. Apparent rock strength decreases as pore fluid pressure increases, since it decreases the effect of confining pressure. The effective stress concept of soil mechanics generally applies to rock. Although chemical effects of pore fluids influence rock strength, they geologically are small compared to the confining pressure effect, except for a small minority of rock types. Fullers earth has been mined since about 1920 in southwest Georgia and the adjoining area of Florida. In 1935, the mineral was named "attapulgite" after the source of a sample near the town of Attapulgus, Decatur County, Georgia. Mining and processing of the clay was described in a 1930 publication1 at a time when petroleum refiners were the major users. In the years since then, the uses and users of attapulgite have multiplied, and both mining methods and processing methods have been changed to optimize the clay for the new uses. A comprehensive review of the properties and applications of attapulgite 2 has been published. Only a brief review will be given here to explain the properties being sought and to show how these properties are optimized by mining and processing practices.

The training program developed at Sierrita over the last twelve months has led to several significant improvements in both safety performance and productivity. Our most easily quantified results have been in truck productivity, where we have also experienced a 6% decrease in truck cycle times. We feel this is due to increased skill levels and awareness on the part of our operators due to our new training effort. The cycle time improvement has resulted in an increase in Truck productivity of 6%. Costs associated with productivity training have been $160,300. This includes program development and execution costs, as well as lost productivity during the training itself. These costs are offset by $1,400,000 in savings directly attributable to the increased skill levels of our technicians due to our training effort. As such, this represents a solid, high return investment at Sierrita.

Two porphyry copper orebodies, the North and Central MM orebodies, have been found through regional and structural geologic works, about 5 Km south of Chuquicamata, under a gravel bed of approximately 100 m and in the west side of the West Fissure. The mineralization is emplaced in a coarse granodioritic porphyry, predominantly with sericitic alteration. In the North MM ore-body, with 200 million metric tons of 1.0% Cu, the mineralization is mainly chalcopyrite, bornite, digenite and molibdenite. In the central MM orebody, with 700 million metric tons of 1.3% Cu, there are large veins of enargite, chalcocite and bornite, the last one increasing in depth, separated by chalcopyrite and pyrite zones; in these veins there are interesting gold and silver values. Both orebodies have an upper enrichment of chalcocite and covellite, with pyrite envelope. According with these characteristics, the MM orebodies could he the upper part, with sericitic alteration, of the Chuquicamata porphyry copper system, displaced by the West Fissure system movements, but we couldn't eliminate the possibility that MM can be a new orebody, different of Chuquicamata.

An innovative patented process has been developed to convert high volume wastes--fly ash from coal-fired power plants, municipal solid waste (MSW) ash from incineration, solids from waste water treatment and paper mill sludge into a high value and environmentally benign product in the form of a lightweight aggregate. Lightweight Aggregate is widely used in the building construction industry in the United States, Europe and some Asian countries. This paper will present the development of the process, the process itself and details on the first commercial scale plant. The commercial plant is owned and operated by Wisconsin Electric Power (WEPCO).

Underground voids present a unique geotechnical engineering challenge. This paper will address materials and transportation mediums that are typically used for backfilling underground voids with native material. After reviewing traditional backfill and transportation methods, this paper will explore the advancing technology of foam transportation and the advantages of using this technology for transporting fill materials into underground voids to backfill them with Liquid-Sand. The paper will also review the benefits that Liquid-Sand brings to these applications and highlight specific case studies in which foam transportation has proven effective and provided cost-effective, environmental benefits.

The packed column flotation cell is an awesome separation device. Virtually unknown and untested, the packed column flotation cell is one of the ten most important developments in mineral processing of the 21st century. Though experimental and industrial data is limited, it is clear that the packed column flotation cell is two to three orders of magnitude better than the conventional flotation cell and one to one and a half orders of magnitude better than the open column flotation cell. With the modern packing taking up less than one percent of the packed column, column blocking does not occur. For a packed column operating 24 hours a day, 365 days a year, the estimated mean time between failures (MTBF) is one hundred thousand hours or roughly twelve years. With no moving parts, lower maintenance costs, lower power consumption and inherent operating stability, the packed column is a powerful separating machine. Because there is little meaningful data for comparing the packed column to the conventional flotation cell and the open column flotation cell, much of the material presented in this paper are guesstimates. They are disinterested guesstimate made by the authors after extensive theoretical work and reviewing the known facts. In the authors' opinion, no available data contradicts the guesstimate. The authors expect that there may be errors as large as three hundred percent. Even three hundred percent errors will not change the conclusions of this paper. The packed column flotation cell is a formidable separating device. To understand the problems of comparing the three types of flotation cells, consider the fact that the three cells may have different modes of separation. One of the authors, Meloy, believes that in the conventional cell, the primary particle separation takes place in the liquor with secondary separation taking place in the froth, while for open column flotation, all the separation takes place in the froth. However, he believes that in the packed column a large part of the separation may take place on the walls of the packing. If this is true, not only is the method of modeling each type of cell different, but the method of particle selection in the cell is different. This means that one type of cell may be better at differentiating between two different types of particles. There is a growing body of literature on open and packed column flotation. Many of the deeper ore reserves in current gold operations as well as new gold deposits consist of refractory ore types. As process development for these mineralizations remains time-consuming and costly, minimization of exploratory testwork and the early identification of feasible process routes is critical. Since most of the processing parameters are related to the mineralogy of the ore (Marsden & House, 1992), thorough mineralogical analyses during exploration and development phases have become a technical and economical requirement. The determination of mineralogy-related processing parameters and especially the gold mineralogy is even more important for these ore types because refractory gold ores consist of many transitions from partially leachable to totally refractory. In addition to sulfide and gangue encapsulation, various other refractory conditions may exist. Together with accessory mineralogical detriments (e.g., alteration/ slimes, reagent consumers, scale formation, mineral preg robbing) they may complicate process selection and hamper optimal plant operation.

"Superstorm Sandy (Sandy) created a storm surge that inundating many of the tunnels that pass beneath the Hudson and East Rivers. The tunnels are vital infrastructure links for the economy of New York City and the northeast region. The sea water, which contains highly reactive salts, caused significant damage to electrical and mechanical systems. In addition, the salt water inundation left corrosive precipitants on the tunnel linings and on and within electrical duck banks. After the salt water was evacuated from the tunnels, condition assessments were performed using a state of the art approach involving high resolution laser scanning, digital imaging, and thermal imaging. These scans were performed prior to hands on inspections. The damage assessment concluded that, although the tunnel structural linings were not damaged, the interior elements of the tunnels needed major rehabilitation to arrest the continual deterioration of the structures. This paper details the state of the art approach used for these tunnel inspections. INTRODUCTION On October 29, 2012 Super Storm Sandy flooded a large number of both transit and vehicular tunnels in the New York Metropolitan area. The region’s transportation network was severely disrupted. The storm damage is estimated to have been in excess of $30 billion, and with the tunnels out of service, the local economy was losing hundreds of millions in economic activity. Restoration of these tunnels was a very high priority and the resulting expedited restoration process did not always provide adequate time for comprehensive condition surveys. This resulted in many of these surveys being conducted after service restoration. Inspecting highly trafficked transit tunnels is challenging and the logistics of working in short night outages led to a rethinking of the conventional inspection approach. Traditionally, visual and tactile methods are first used to inspect tunnels and then quite often followed by LiDAR (Light Detection and Ranging) scanning and perhaps infra-red scanning. For multi-mile tunnels, the time required to visually map tunnel features can be quite extensive. By performing the scanning first and then performing the visual and tactile inspections, one is able to use the scan data to identify the specific areas that need detailed inspections. This approach was used quite successfully for a number of the NYC tunnels."

Engelhard Corporation is one of the leading producers of kaolin based products in the world, having acquired the assets of Freeport Kaolin company in 1985. Much of the production technology used in the kaolin industry was pioneered by Engelhard and Freeport, including Ultraflotation for improving product brightness, delamination to produce kaolin platelet products, calcination to produce ANSILEX® high opacity titanium dioxide pigment extender and pipeline slurry operations to economically transport kaolin from the mine to beneficiation facilities. Engelhard traces its roots back to 1870 when the Edgar family discovered kaolin behind their property in Bonhamtown, New Jersey. Today the company produces the broadest line of premium coating pigments with extensive sales throughout the world. The international scope of the company's business has led Engelhard to evaluate kaolin deposits throughout the world as possible grass roots production sites. Most kaolin products are used in the paper industry -- the largest volume end-user 80% of the total market -- as filler and coating pigments. Lower volume specialized applications include fillers and reinforcements for plastics and TiO2 extender pigments for paints and coatings.

In 1994 Newmont Gold Company commissioned a 2.5 Mt/a refractory gold ore roasting plant near Carlin Nevada. Many unique characteristics of this facility required use of specialized materials of construction in the areas of dry grinding, roasting, gas cleaning, and sulfuric acid production. Process conditions and design criteria that necessitated the use of special materials include; siliceous and abrasive ore, low roasting temperatures, gas streams with high concentrations of oxygen and sulfur, and stringent environmental regulations. Materials selected for use were ceramics, corrosion resistant steels, high temperature steels, and high temperature polymers, lead, polypropylene and low flammability PVC.

In North America, pipelines move more material than any other form of transportation. 1 Pipelines have been used principally for the transportation of liquids and gases; however, slurry pipelines have made notable gains in recent years enabling solid materials to be moved efficiently by pipelines. The obvious advantages of pipe-lines --low maintenance, low operating costs, minimal impact on the environment, greater land use, low labor intensity, safety and high operating factor --have stimulated researchers in England, West Germany, Japan, USSR and the USA during the past ten years to develop pneumatic capsule pipelines for the movement of bulk materials in large quantities. As a result of this work, pneumatic capsule pipelines are now available for the movement of dense bulk materials. Through these pneumatic capsule pipelines, material is moved in wheeled capsules which are pushed through the pipeline by flowing air. In this paper, a capsule pipeline system developed by the Georgia Institute of Technology and Tubexpress Systems, Inc. of Houston, Texas is discussed. The Tubexpress System Major Components The pipe used for a Tubexpress capsule system is standard thin wall welded steel pipe. Since pressures in the system generally do not exceed one atmosphere, the controlling design criteria for wall thickness of the pipeline is pressure from the overburden of the backfill if the line is buried or the structural requirements for supporting itself and the load if it is suspended or supported on piers. Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

In the past decade, many hardrock surface miners have revegetated dumps and tailings ponds to allow those waste disposal areas to blend more easily with the surrounding landscapes. Efforts have also been made to more creatively use the flat land resulting from the disposal of overburden and tailings. However, the mines which serve the best post-mining land uses are those that have been preplanned to incorporate such end uses. To more fully explore such a philosophy, interdisciplinary team from The University of Arizona conducted a study during 1974 and 1975 of six open pit copper mines in the Santa Cruz River Basin south of Tucson, Arizona for the purpose of investigating both interim and end-use possibilities for mine waste disposal areas. Among other reasons for the study, it was felt that alternatives for such waste areas would be more socially acceptable than barren dumps or tailings ponds. The team, known as the Mines Project Group, consisted of architects, engineers, and hydrologists. As it would have been economically infeasible to move the existing waste rock dumps or tailings ponds, preplanning was limited to the disposal of waste generated after the inception of the project. To better present their concepts, architecture professors Kenneth Clark and Fred Matter constructed a large-scale cardboard relief model of the mines and the surrounding Santa Cruz River Valley (1). The model was built at a scale of 1:12 000 (1 in = 1000 ft) with 30.48 m (100 ft) contour intervals and covered an area of 40.23 km by 32.18 km (25 miles by 20 miles) in scaled area. The mines being studied were cut into the model, but the proposed waste dumps and tailings ponds were built separately so different disposal configurations could be evaluated.
