Introduction A prime goal in the design and operation of uranium milling waste or tailing disposal systems is to mitigate adverse effects of tailing liquid on the adjacent groundwater. Adverse effects are often defined as modifying the groundwater quality in such a manner as to have detrimental health effects on downstream users. To accomplish this goal, the following three types of systems are employed with regard to the seepage and groundwater aspects of waste disposal: Type I Systems Seepage is allowed to occur unabated from the tailing disposal facility. Detrimental radionuclides and chemical elements are prevented from causing adverse downstream effects by natural purification actions in the subgrade geologic materials and the near zone groundwater. Monitoring is required to assure the predicted natural purification is occurring. The consequences of seepage loss is minimal since the m be predicted with current investigation and analytical techniques and can be evaluated as to effectiveness during operations. Type II Systems Seepage is partially retained in a waste impoundment or leakage from a designed retention system is anticipated. Natural purification is relied on for controlling migration of detrimental radionuclides or chemical elements, or contingency planning is employed to collect and return the tailing liquid to the impoundment. Installation efforts and concern for escape of tailing liquid are greater than for Type I systems, but extra precautions to preclude all seepage are not implemented. Monitoring is required to detect leakage and/or assure the natural purification of escaping tailing fluid. The consequence for accidential excusions are moderate, and will be excessive only if massive system failure occurs. During the decade of the 1970's, a new emphasis was placed on assuring a safe and healthful workplace for all American workers. Much of the basis for this national effort was federal legislation: the Occupational Safety and Health Act of 1970 and the Federal Mine Safety and Health Act of 1977 (amended from the 1969 Coal Mine Act). One of the agencies involved in this protection effort is the National Institute for Occupational Safety and Health (NIOSH) of the Centers for Disease Control (CDC) in the Department of Health and Human Services (DHHS). In fulfilling its mandates under the 1970 and 1977 Acts, NIOSH conducts research, experiments, and demonstrations to support and stimulate advancements in health and safety practices. Priorities for NIOSH research are established primarily through congressional mandates, requests from the Department of Labor, needs as defined by NIOSH researchers, and surveillance information. Emphasis is placed on research in the areas of toxicology, industrial hygiene, physical and chemical sciences, physiology, ergonomics, engineering, psychology (behavior and motivation), and epidemiology (industry-wide studies). The framework of the current Institute program to identify, evaluate, and control occupational hazards includes activities in surveillance, research, evaluation, and training. These activities are planned and evaluated through a system that coordinates the efforts of eight research and scientific divisions. Each division develops projects to address program areas that have been identified by NIOSH management as having highest priority. In surveillance programs, the objectives are to identify substances and agents found in a representative sample of workplaces and to collect and evaluate information on rates of disease and injury in occupational groups. Information is also collected on occupational safety and health programs implemented by industry. Estimates of worker exposures and the potential for adverse health effects are considered in setting priorities for further investigations. A related activity, which also serves to provide technical assistance to industry, is NIOSH's Health Hazard Evaluation program. On-site investigations of workplaces are made in response to worker, employer, or government agency requests. Both industrial hygiene and medical examinations are conducted, and the results contribute to identifying new problems and evaluating their significance which may have public health implications beyond the particular worksites that are investigated. Field and laboratory research projects are performed to meet several objectives: - Characterize the working environment by evaluating current and past exposure levels for workers who are included in epidemiological or medical investigations. - Develop epidemiological information to define the association between the substance or agent under investigation and the acute and chronic health effects on workers. - Determine through animal studies the parameters of an association between exposure and effect. - Investigate the etiology of disease. - Develop sampling and analytical instruments and techniques and demonstrate their application for measuring toxic materials in the workplace. - Formulate sampling strategies that will accurately and precisely indicate exposure levels. - Develop medical procedures to prevent disease and to detect the presence of disease and early indicators of disease. - Assess the technology for control of exposures, including engineering and administrative techniques, personal protective equipment, and work practices. Presently, the research program is focused on reproductive effects, neurotoxic effects, injury/trauma, lung disorders, cutaneous disorders, cardiovascular disorders, cancer, stress-related disorders, effects of physical agents, digestive disorders, and renal and other organic disorders. In studying these issues, priorities are determined by the seriousness of possible adverse health effects resulting from occupational exposures, the feasibility of studying existing records or obtaining new data, and the size of the population which is potentially affected. Where there is low level of suspicion concerning adverse health effects or where an occupational disease occurs in a variety of industrial environments, investigations are limited to gross analyses of health effects such as review of mortality patterns. In such studies, the industrial populations selected are those for which existing data resources can be utilized. Such data consists of records of occupational exposures or health status which have been maintained by the employer, the union, or Government agencies. Where a review of the available information suggests that serious health hazards exist and the existing data resources are inadequate for quantifying the relationship between the specific biological response and type and degree of exposure, prospective studies are initiated. Information derived from such research is essential for the development of sound criteria for control of industrial exposures to noxious agents. Other input to the criteria documentation process comes from searching and evaluating the literature. Criteria documents contain the recommendation of an environmental limit where information is available to support it, as well as the recommendation of work practice controls, medical evaluation, information for workers to recognize and avoid the hazard, and identification of specific research gaps. In some cases, during the criteria document preparation, gaps in knowledge are found which necessitate further research before an occupational standard can be recommended.

Eastern Mesabi taconite is one of the hardest rocks known, but fortunately it shows little tendency to pack in the crushers, when the minus 5/16 inch material is removed. The crushing circuit is essentially as shown in the Engineering and Mining Journal article, "Reserve's New Taconite Project", dated December, 1956 except that the grizzly screen between the two stages of gyratory crushing has been eliminated. The Reserve operating staffs aim is to utilize the crushing equipment in such a manner that the maximum tonnage of taconite can be crushed to the required size at a minimum cost. As is readily apparent, the primary consideration is to produce a desired size product, with the other operating factors to be balanced, thus achieving the best setting for each crusher. Much effort has been expended toward the development of a satisfactory sized material for feeding the rod mills. The characteristics of this feed must allow the following situations to be handled by the existing equipment: 1. The material being fed to the rod mill must be such that it can be fed into the unit with the proper quantity of water to maintain the correct density within the mill. 2. The rod mill must produce a product from this feed which can be handled without difficulty by the magnetic cobbing and ball mill circuit. 3. The incidental tramp must not exceed that quantity which can be handled easily after the rod mill and after the ball mills.

Underground mining has the potential to be one of the more dangerous industries in the United States and the world. Following recent disasters in Sago, WV; Darby, KY, and Crandall Canyon, UT, the mining industry was reminded of the need for a system to allow trapped miners awaiting rescue to survive following a disaster. To address this need, Battelle has developed a Mine Barrier Survival System (MBSS) that surpasses all current technologies and sets a new standard for keeping miners alive in the event of a fire, flood, explosion or collapse. The MBSS creates a temporary refuge for miners who cannot escape by using inflatable barriers and a post-fire atmosphere scrubbing system to define the ?safe haven? and remove CO2 and CO while replacing oxygen and providing heat. Current personal-protective systems in use are designed to provide breathing air for only a few hours when, realistically, it may take days for rescue teams to reach trapped miners. Battelle?s MBSS is designed to aid up to 15 miners for four days.

"The excavation of a tunnel in highly weathered and strongly fractured rock masses due to tectonic actions is still a challenge. In order to maintain reasonable productivity, excavation through a wide zone of highly tectonized rock mass requires a detailed, integrated study of the construction solutions and a monitoring system to minimize the process time and to optimize the adopted consolidation measures in accordance with a predefined matrix of possible support systems. This paper summarizes some interesting data acquired during the excavation of the Brenner Railway Base Tunnel system between Italy and Austria. The Brenner Base Tunnel (BBT) runs through the fault line between the European and the African tectonic plate. This big fault zone is called “Periadriatic Line.” In particular, data acquired in the exploratory-service tunnel have been analyzed. Furthermore, the base concepts for defining the consolidation and support solutions adopted for the excavation of the exploratory tunnel are described. INTRODUCTION The Brenner Railway Base Tunnel (BBT) is a system of underground structures and tunnels that is designed to connect Italy and Austria using new railway standards. It is based on high speed (HS) concepts and applies the European Standards for Interoperability (TSI). The railway includes twin tunnels for a total length of about 55.0 Km without considering the connection tunnels to the existing underground railway in Innsbruck. Including the latter, the total length of the tunnel system reaches 64 Km, and is among the longest tunnels in the world. The Italian section passes through the so-called ""Periadriatic Line,"" which is an important tectonic structure generated by the collision between the European and the African tectonic plates. Despite the extensive investigations carried out (boreholes down to 700 meter depth), significant geological and mechanical uncertainties inside the Periadriatic formations remained unsolved. In order to elevate the level of confidence and observe the behavior of the rock mass at a representative scale, the BBT Authority decided to excavate in advance the service tunnel, which has taken the function of an exploratory tunnel. The data and observations collected during its excavation would provide important insights for the design of the main tunnels."

The need to modernise and increase the safety provision of older road tunnels raises challenges in maintaining the operation of the tunnel during such improvement works. The Mersey Kingsway twin road tunnels located in Liverpool UK, constructed in the late 1960s, have had three new cross passages constructed to allow emergency evacuation from one tunnel to the other tunnel and provide safer access for emergency services. The 3200m long road tunnels are lined with an unusual reinforced concrete steel-faced segmental lining with a paint finish. Construction of the cross passages occurred during night possessions with the tunnels returned to normal operation during the daytime. Constructed through water bearing sandstone and lined with precast concrete segments, the passages required advance ground treatment and support works. This paper presents the historical background to the Mersey Tunnels and describes the procurement strategy, design and construction approach adopted for these important safety improvements.

Diesel particulate matter (DPM) emitted from diesel engines is currently considered to be a health problem in underground mines. As a result, attempts have been made to control DPM both by reducing emission rates and by managing the DPM that gets into the mine atmosphere. This paper presents a method for modeling the generation, transfer and distribution of DPM in the mining sections through the use of a convection-based computer model so that controls for emitted DPM can be evaluated. A variety of ventilation strategies and diesel deployment schemes for room-and-pillar development sections were simulated to compare their effects on average DPM concentrations at several fixed and mobile personnel locations in the section. Input data for the model was gathered from actual diesel development sections and derived from experimental study results provided by other researchers. Studied using the model were ventilation schemes using vent tubing and brattice, exhaust location strategies on the vehicles, and the direction of ventilation at the feeder-breaker location. A summary of results from this study will be presented.

Several studies of the fluorite/oleate flotation system have shown that under certain conditions calcium dioleate is formed at or transported to the fluorite surface. Adsorption of significant amounts of calcium dioleate is generally observed above oleate concentrations of -6 -5 between 4 x 10 and 4 x 10 M, yet little explanation of the onset of calcium dioleate adsorption is provided. In this study in-situ and ex-situ FTIR/IRS experiments have been performed in connection with thermodynamic solution phase analysis to better understand oleate adsorption as well as the onset of calcium dioleate formation. Results from this study are analyzed and compared to industrial practice.

After mope than fifty years Of Continuous operation, the Nevada Mines Division found itself faced with declining ore headings and metallurgical efficiencies, and rising operating costs. Although intensive process improvement programs had been initiated at various times in its history, insufficient return on investment served to defeat plans for any major changes in circuitry. The advent of practical large-volume flotation machinery, along with the success of long-range exploration drilling programs, complimented the results of an intensive program of research and development. The result of laboratory testing, pilot plant testing, and full scale plant tests was the proven indication of metallurgical improvement given increased flotation residence time and the effect of mechanical agitation in flotation.

Due to the present economic climate, particularly the depressed copper market, conventional mining, milling and flotation operations have been suspended. However, due to the apparent amenability of the ore to 'natural' leaching, investigations have been initiated into establishing an in-situ leaching operation as a preferred alternative to conventional operations. Cement copper production has been developed in parallel with the leaching trials and is presently at the rate of approximately 3,000 tonnes of contained copper per annum. Testwork includes controlled leaching of ore both in the laboratory and in-situ following blasting.

Significant quantities of nuclear wastes were first generated in 1944 as a byproduct of the national defense program. To establish the current inventories and future projections of nuclear waste products is not a simple task. The Oak Ridge National Laboratory recently issued a report which now constitutes the official basis for nuclear waste inventories and projections. Radioactive wastes originate from five major sources (U .S. Department of Energy, 1980b) : (1) From the commercial nuclear fuel cycle related to the production of electricity , (2) From defense related activities, (3) From institutions such as hospitals, universities, and research foundations, (4) From industrial uses of radioisotopes, and (5) From mining and milling of uranium ores.

Thousands of mine air samples are taken underground each year by MSHA inspection personnel in order to further assure that miners have a safe and healthy environment in which to work. While most air samples are taken with stain tubes, many samples are obtained in evacuated containers and returned to a laboratory for more accurate analysis on a gas chromatograph. In order to enhance the accuracy, reliability and repeatability of the samples taken with evacuated containers, improved procedures have been developed, which are described in this report, for filling two different types of evacuated sample containers using either mechanical or electrical pumps. In those instances, such as when sampling strata gases in drill holes, where mathematical calculations may be required for proper sampling, example calculations are provided. The use of a third type of evacuated container, which is generally restricted to non-specific sampling of the ambient mine atmosphere, is also described.

The Monterey Coal Company, a wholly owned subsidiary of The Carter Oil Company of Houston, Texas, recently awarded a contract to build the Monterey No. 1 Preparation Plant, which will be located near Carlinville, Illinois, to the McNally Pittsburg Manufacturing Corporation. The preparation plant will be one of the most modern jig preparation plants in the State of Illinois. Illinois No. 6 coal will be delivered by a 48" slope belt having 35-degree carrying idlers, operating at 650 FPM and operating on an incline of nearly 17 degrees. The slope belt is driven by two 450 BP motors and will deliver the mined coal at the rate of 1800 TPH to a stationary step-type ' screen having six-inch openings. The overproduct from the stationary screen will discharge into a 10' x 24' McNally Rotary Breaker and the underproduct will bypass the rotary breaker. The rotary breaker is equipped with heavy manganese screens with 6 ½" diameter openings. The sized 6" x 0 coal from the stationary step screen and the rotary breaker will be discharged by gravity to a 4%" raw coal incline storage belt. The 48" raw coal storage belt will deliver the 6" x 0 sized coal at the rate of 1800 T?H to an 8000 ton concrete raw coal silo, 70 feet in diameter and 1x7 feet high. The 6" x 0 sized coal will be drawn from the concrete storage silo by seven (7) 36" wide reciprocating plate feeders. Five feeders are to have constant speed drives at a rated capacity of 145 TPH each. Two (2) feeders will have remote con- trolled variable speed drives, to provide a varying feed.

With the current emphasis on ecology, safety, and conservation of natural resources, some consideration should be given to methods of mining that reduce surface damage, make the mining of coal less hazardous, and allow exploitation of a larger percentage of the coal in situ. One method that can be helpful toward attaining these objectives is the use of packing or stowing. Stowing involves the replacement of the ore that has been removed by waste material obtained from within the mine or elsewhere. Evidently, it would be most beneficial if this waste for packing were available from the mine being worked, but generally this is not possible. If complete stowing is adopted, it is necessary to bring in packing material from other sources. Stowing tends to reduce surface subsidence, but not eliminate it. It enhances roof support and curtails accumulation of methane in the gob, making the mining operations safer. It may also allow one to obtain a larger amount of coal. Currently, in the United States, a substantial amount of coal is left in place as pillars, in the hope that it will support the overburden indefinitely. Some of these could be extracted with stowing. The mining of thick, steep, or contiguous seams would also be facilitated.

The properties of a geologic mass may be considered from a resource or an engineering viewpoint. The primary engineering applications include ground control, excavation, bulk handling, and hydrology. This study will focus upon these areas in descending order. For an adequate geologic description, data is necessary on the following components: (1) the intact rock, (2) geologic structures, (3) contained fluids, and (4) existing pressures and temperatures, see Table 1. This information, combined with the engineering specifications, provides the basis for a formal geotechnical analysis as illustrated in Figure 1. For a structural analysis it is essential to establish the mechanical properties of the material composing the structure. This material, termed the "rock mass," consists mainly of the first two geologic components, the intact rock and geologic structures (Figure 1) Consideration of fluids will be subordinated to their role as chemical agents affecting the mechanical properties. The existence of pressures and temperatures generally lies beyond the scope of this study.

It can be useful to model the mean grade values for a metal in mineral deposits containing that metal as representing the extreme value tail of a lognormal frequency distribution for the concentration values of the metal in rocks of all types. Results for copper and zinc in the Abitibi area of the Canadian Shield are compared to results previously obtained for the Canadian Appalachian Region. The lognormal model is also applied to a set of 162 large gold deposits in the Abitibi area. In the second part of the paper, 1311 large and small gold deposits in the Abitibi area are modelled as discrete events. By means of a newly developed spatial clustering model it is possible to predict the variances of random variables for frequencies of deposits in cells of different sizes.

This paper presents the results of a parametric study of the influence of natural features (stress field, rock strength, and strength and orientation of fractures) as well as the influence of induced features (undercut span, boundary slot, and other boundary-weakening measures) on the cavability of an undercut block of ore in mining by the block-caving method. The two-dimensional finite element analysis technique was used for this study. A coarse "mesh," along with linear homogeneous assumptions for rock properties, was used to model the problem of initiation of caving in a block of ore. Interpretation of the test results suggests that weakening the "abutments" of the block as well as certain orientations of natural fractures exercise significant influence on cavability. These findings hold promise for immediate application to known situations in block-caving mines.

The Cross Harbor Freight Movement Project is currently in the Environmental Impact Statement phase. The scheme is addressing alternative solutions to transport freight across the Upper Bay of New York Harbor, from New Jersey through to Brooklyn, Queens and Long Island. Amongst the alternatives being assessed are two tunnel options; from the north shore of Staten Island through to Brooklyn, and from Jersey City to Brooklyn. These tunnels are approximately 30,000 feet in length, and with up to17,000 feet under the Harbor, would make it one of the longest undersea crossings in the world.. The paper addresses the development of the project, from the Major Investment Study through to the current EIS, and describes the tunnel schemes that are being taken forward. The geological conditions that will be encountered, proposed construction methods, and the ventilation issues associated with such major undersea tunnels will all be described.

There are bound to be changes with age, so I should not have been surprised or disappointed when what I had considered as high ad- ventures were much fewer and more widely scattered in the last 20 years of my long and active business life. But such adventures came until I was past 80 years of age and no one could expect more than this. Frequent visits to mines in this country and Canada and directorships in Bralorne and its subsidiaries, Homestake Mining Co., Bradley Mining Co., and the Bunker Hill Co.; and Copper Range Co. and its great new White Pine mine in Michigan, lasted far beyond the usual retirement age. The least happy part of my last two decades of active life was the death or sickness of many of my old friends. Hubert d'Autremont, whose friendship no one could replace, died suddenly in 1946. Henry Carlisle and Temple Bridgeman, for many years office associates, had heart attacks that cut down their activities far too soon. Many other less intimate friends died or became ill, but I knew that with advancing years such losses were inevitable. These memoirs would be endless if they covered all of the unusual work and associations I found in the last 20 years. So I must confine the rest of my recollections to expeditions that would have thrilled any engineer at any time. INTRODUCTION The U.S. Environmental Protection Agency (EPA) was required, under Section 114(c) of Public Law 95-604, to provide a report to Congress identifying the location, and potential health, safety and environmental hazards of uranium mine wastes together with recommendations, if any, for a program to eliminate the hazards. The approach taken to prepare the report was to develop model active and inactive mines and locate them in a typical mining area to estimate their environmental impact. A list of uranium mines was acquired from the U.S. Department of Energy (DOE). The inactive mines were separated from the list and sorted into surface and underground categories. A literature search was conducted to obtain and consolidate available information concerning the environmental aspects of uranium mining and shortterm field surveys and studies were conducted to augment this information base. Radioactivity emission rates were measured or estimated for each mining category and were entered into computor codes to assess population exposures and subsequent health risks. The general environmental condition of inactive uranium mines was determined by walk-through surveys in several mining areas. INACTIVE SURFACE MINES We assumed that a model inactive surface mine contains a single pit with the wastes (overburden and sub-ore) stacked into a pile adjacent to the pit area. No credit for reclamation is given to the model mine. In lieu of the availability of individual mine production statistics, the model surface mine size was established from the total ore and waste production statistics for all surface mines, divided by the number of inactive surface mines. The number of inactive mines, obtained from the DOE mine listing, are summarized by type and location (Table 1). For modeling, we assumed that there are 1,250 inactive surface mines. The total or cumulative waste and ore production for inactive surface mines from 1950 to 1978 is not fully documented. Uranium mine waste and ore production statistics, on an annual basis, were available for both surface and underground producers from 1959 to 1976 (D0159-76). In order to estimate waste accumulated prior to 1959, the waste-to-ore ratios from the 1959 to 1976 period were plotted vs. time and line-fitted by regression analysis (Figure 1). Unfortunately, the extrapolation of the line to years prior 1959 approached zero in 1954 although surface mining began in 1950. Therefore, a waste-to-ore ratio of 8:1 was used for the period of 1950 to 1959 based on ratios estimated by Clark (C174). The waste to-ore ratios for 1976 to 1978 were estimated using the line established in Figure 1. By using waste-to-ore ratios and ore production data, the cumulative waste and ore production for both surface and underground uranium mining is estimated to 1978 (Table 2). The estimated cumulative waste from uranium surface mining for 1950 to 1978 is 1.73 x 109 MT. A crude estimate of the waste accumulated at the model inactive surface mine can be made by dividing the total waste produced to 1978 by the number of inactive mines. This, however, overestimates the waste tonnage because some of the contemporary wastes are being produced by active mines, and the waste accumulated at newer mines has increased in recent years. To adjust for this overestimate, we assumed that all mines operating in 1970 will be inactive by 1978. This eight year period is approximately one-half the lifetime of a model
