Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition, and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

The United States Department of the Interior's Office of Surface Mining (OSM) is responsible for regulating active coal mining and reclaiming abandoned coal mines in the United States. In working with the State government agencies that implement these programs, OSM is building a new approach that moves away from traditional "command and control" regulation and towards an approach that focuses on providing long-term environmental and economic sustainability on lands disturbed by coal mining. This initiative called "Reclaim the Future!" looks to enhance opportunities for economic development, wildlife preservation and enhancement, reforestation, and other beneficial and productive uses of lands disturbed by coal mining. The initiative is also focused on ensuring that the landowners and the local public have significant involvement in determining how best to reclaim mine sites and what post-mining land uses are most appropriate for each individual abandoned mine reclamation project or active mine reclamation. Through the use of the best scientific input in an open, participatory process, OSM hopes to further sustainable development principles for coal mining within the framework of existing United States law.

The Indian Head fine has been in existence since 1922. For over 56 years there have been North Dakota people mining coal at this same location. The area affected will fit inside a circle 5 km in diameter, and the coal is lignite. The seam thickness has varied from 2.4 m to 3.65m, and the overburden from 6 m to 30 m in depth. me Lignite coal which is being mined at the Indian Head Mine is from 15.8 x l0 6 to 16.7 x 10 6 J per kg; it has a moisture content of 33 to 38%; an ash content of 5 to 10%; and a sulfur content of from 0.5 to 0.7%. The moisture content and the fact that we crush the coal co a top size of 14 cm x 0, are two of the characteristics or the product which cause it to freeze and remain inside of the railroad cars on the slope sheets. The market for the coal initially was almost entirely local coal sales. That is, coal was sold to people in the area who used the lignite to heat their homes, stores, offices, schools, and churches. Back in the early 1920's, there were no stoker-fed boilers, or pulverized fuel boilers, as we have in today?s marketplace. Basically, all of the coal was sold as lump coal, pieces about 30 to 35 cm square, to be used in furnaces: and nut coal with a top size of about 7.5 cm to 10 cm to be used in the old kitchen cookstove. All of the coal fines, less than 5 cm, were screened out and layed onto a pile. There was no market for the smaller sizes of the lignite coal. It has been our experience that when the coal is in lumps or chunks larger than 7.5 cm to 10 cm, there is a very slight possibility of freezing. That is the chunks themselves freeze, but by their nature, they do not cling to one another or form large masses of frozen material which are difficult to remove from the slope sheers of the railroad cars.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. Methods of utilizing flocculants as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for make up and delivery of flocculants to the application points are in use through- out the mining industry. Those concepts which, in the author's opinion, are particularly important to the successful make up and use of flocculants are presented in relationship to the available make up and feed systems. Actual industrial applications are included in the presentation.

Fluid energy grinding, or jet pulverization, refers to the process of entraining solid particles in high velocity gaseous or vaporous streams and reducing their size by impact and attrition against other particles or some sort of target. Since all desired size reduction is not achieved in one pass through the zone where energy is applied, some form of classification is necessary to return oversize particles to the grinding zone for further size reduction. Applications Fluid energy mills have normally been used to produce products where the particle size is basically finer than 325 mesh. Products having particle size distributions with a maximum size of 4 or 5 µm, and with a high percentage finer than I µm, can be produced using fluid energy mills. More recently, some fluid energy grinding units have been applied economically to produce ground products with 1 or 2% coarser than 200 mesh. It is also possible to consider usage of a jet-pulverizing zone, without the usual integrated air classi¬fier, operated either in open circuit or in conjunction with a screen. Feed sizes to be delivered to the fluid energy mill depend on the material involved, the type of jet pulverizer used, the finished product size requirement, and the upstream process. In some units feed sizes up to l in. or larger can be accepted, but practical economics usually require the starting material to be -4 mesh or smaller and some pulverizers are typically fed at 20 mesh top size. It is not unusual to find feed materials at essentially -325 mesh when extremely fine products are needed, since capacities are improved with finer feeds. Conventionally the fluid energy grinding process has been used for relatively soft and nonabrasive materials. This includes very low¬melting-point and temperature-sensitive materials or coatings, since there is no measurable temperature rise during fluid energy milling. More recently, however, jet pulverizers are being used on highly abra¬sive materials such as silica, feldspar, glass, zircon, calcined alumina, coke, boron carbide, and similar materials. Since the primary energy application is by impact of particles against themselves, there is a low rate of wear resulting in a small amount of product contamination and in low maintenance costs. Usually the fluid energy pulverizer produces a more narrow particle size distribution than other mills provide, and this is useful where such a requirement exists. It is possible, within limits, to adjust classifi¬cation and other functions of the overall fluid energy system to vary the particle size distribution curve and thereby approach the broader distribution obtained from other grinding methods. By controlling the temperature, composition, and humidity of the fluid used, it is possible to incorporate other functions with the size-reduction process. These include drying or adding moisture, coating, mixing and blend¬ing, and even oxidation or reduction and other chemical reactions or their inhibition. The finished product is discharged in the fluid stream and is conveyed pneumatically to the desired point, where a suitable dust collector must be provided. Operation and Mechanical Features One of the earliest fluid energy mills is the Micronizer now manu¬factured by the Sturtevant Mill Co. Similar units are also manufac¬tured by Jet Pulverizer Co. and others. As shown in Fig. 81, the micronizer consists of a shallow circular grinding chamber with noz¬zles arranged at the outer periphery to discharge tangentially inward. Fluid (usually compressed air or superheated steam) is provided to the nozzles from a manifold at pressures normally in the range of 100-150 psig and at temperatures up to 800°F or higher, depending on the raw material, required results, and economic factors. The truly educated man is better prepared to meet the challenge of the times. This challenge can be either beneficial or harmful depending upon one s orientation, Certainly man can no longer continue in the way of his father or even in the manner of his own previous experience as he seeks self-fulfillment, unless he is willing to sacrifice inner integrity--unless he is willing to compromise self-determination and self-expression. He must make a choice as society moves rapidly into high gear in the areas of automation and cybernetics. Industry, a unit of society, has a high stake in meeting this challenge, The better prepared and more mature its personnel, the better the end result as it attempts to meet the challenge. It therefore has a vital concern in proper training of such personnel, that their contribution will be of maximum quality. The specialized training required demands a broad liberal arts background which gives the individual a wider perspective upon which to base judgment. This greatly aids his development as he enters graduate school or goes directly into industry. In either case, his value to industry is enhanced. It would seem that the small liberal arts college provides the best environment for such a program, Consideration of several factors will, I hope, throw some light on the severity of the problem.

Even though the mining industry in 1966 produced more ore than ever before, current extraction rates are only a fraction of what is expected in the later years of the twentieth century. Nearly 90% of all metals and-mineral products consumed last year was recovered by open-pit mining. This has placed great pressure on this segment of the industry which has, consequently, resulted in some spectacular developments. With increasing size of projects, the need for increased sophistication of engineering, planning, management and administration of modern mining installations has never become more apparent. The design of complete systems for the mine and plant that fit the mould of today's business and social environments is undergoing an evolutionary process. Traditional concepts in mine development and operations are being sidestepped in favor of new ideas and principles. As the overburden thickness increases, materials handling presents a major problem to mining companies, especially those concerned with the mass production of ore and waste from low-grade deposits. The profit margin here is likely to be significantly less as to take chances with capital investment. 1 Constant efforts are needed to improve upon productivity if the ore is to be economically mined.

The development of flotation machines since the first industrial use of the process can be divided into three stages. The first, up to about 1930, was marked by diversity in the means for contacting floatable mineral with the air/ water interface and for generating the interface, as well as in cell design. By 1927 Taggart (1) could list 170 patents covering flotation cells, and he mentioned dozens which were or had been in operation. He divided cells into eight categories according to design, type of separating interface, and where in the cell and how separation took place. These were: (1) Film or skin flotation with wet or dry oiling of surfaces; (2) pulp body process with bubbles generated chemically by pressure reduction, by vacuum or by boiling; (3) agitation-froth processes involving local supersaturation with air; (4) bubble column; (5) pneumatic; (6) cascade; (7) subaeration; and (8) combination and miscellaneous types and processes. Most widely used then were the agitation-froth, sub- aeration, pneumatic types. By 1943 a significant reduction in categories had occurred to the two main divisions of mechanical and pneumatic cells according to whether agitation and aeration were (a) by an impeller with or without compressed air, or (b) by compressed air alone. Cells at that time were still relatively small; the Morenci Concentrator completed in 1942 used 432 1.7m3 (60 cu ft) Fagergrens for roughing 45,000 and later up to 55,000 t/d.

During the last century the importance of coal as a natural re- source has frequently come to the attention of the general public, but never before nave circumstances combined to focus as much attention on coal as it receives today. There is the ever increasing demand for energy that can be met only by coal consumption, coupled with a growing awareness of man's potential for despoiling his own environment. Society monitors the use of the remaining resources with an increasingly critical eye and, for obvious reasons, surface mining operations tend to draw an unusual amount of public attention. While the surface mine is a successful economic competitor with other uses of the earth's outer skin, one of the unrewarding results of such activity is tile simultaneous destruction of two of our most important resources--the coal seam and the surface soil. In a relative sense the coal seam is a nonreplaceable resource but the surface soil can be restored. Unfortunately, little attention has been given to land reclamation and even less has been devoted to the restoration of a productive surface soil. The research reported in this paper was de- signed to test the relative productivity of newly reclaimed surface mine spoils in western Illinois. The results are preliminary in nature but may aid in the future redevelopment of mine spoil soils in the Illinois Coal Basin.

INTRODUCTION Block caving is distinguished from other types of mining in its requirements that the mineral body to be extracted must cave after a relatively large tabular open¬ing is created underneath it, and that the caving must be predictable and controllable for both operating and safety reasons. A mineral body that caves readily may present special problems with respect to ground support in the mining access openings, where stability, rather than failure, is the desired objective. The complete ex¬traction of a caving block, which may measure 50 to 100 m on a side and 100 to 300 m in height, tends to create a large void, resulting in significant changes in the ground stress system and a migration of rock from all directions toward the void; these events begin very early in the life of the mine and lead to additional spe¬cial problems with respect to control of ground move¬ments in the mine working areas, in the rock adjacent to the caving stope, and on the subsiding surface above the mine. Thus, the mechanics of an undercut-cave operation involve a broad range of geotechnical subject matter, including the determination of the lithostatic earth stresses, the structural properties of a large jointed rock mass, the flow properties of the fragments after caving, the stability of tunnel-like openings, and the stability and displacements of the rock structure (1 to 2 km in size) that surrounds the ore body. The objectives are achieved by in-place measurement of rock properties, laboratory tests, theoretical structural analyses of the related prob¬lems, measurements of structural behavior in and above the mine, and comparison of theoretical predictions with actual performance in order to interpret and refine the predictive capability. Undercut-cave mining (Julin, et al., 1973) differs from most other methods in that the caving is an essen¬tial and inherent part of the excavation process and in¬volves the movements of millions of cubic meters of rock over distances of hundreds of meters, as compared to the gradual 2-m settling of the overburden typical of full¬caving longwall coal mining. Undercut-cave mining may involve a rock mass on the scale of a 1-km diam open¬pit mine, but mining is several times deeper than that in the open-pit mine; furthermore, a large portion of the rock mass is in a failed, rather than a stable, state. Ground-control problems are inevitable in a situa¬tion where ground movements are occurring on such a large scale, and where the rock mass is expected con¬veniently to cave at one location but to be stable at an¬other. To devise effective responses to these ground¬control problems, one needs to know first of all what is happening, not merely at the point where the symptoms are observed, but more broadly with respect to the be¬havior of the entire mine rock-mass structure over the total area of extraction, including the effects on the sur¬face as well as those underground. Monitoring structural behavior on this scale would require a sizable group of people, if they attempted to measure all the significant mining-induced changes of ground displacement and pressure, even on a 100-m grid of points. The practical approach is to conduct the mea¬surements activity by a judicious sampling, making in¬termittent, concentrated efforts in selected areas of lim¬ited extent to study problems of immediate importance; simultaneously a minimum level of surveillance is main¬tained over the total structure to delineate long-term be¬havior trends in the major structure, which provide the baseline reference data that are so essential for interpre¬tive purposes. Mine-structure behavior depends not only on the mine extraction configuration and sequence, but on the rock structural properties and how they change from one location to another in the mine. Increasing attention is being given to determinations of rock strength and de¬formation by performing mechanical properties tests in place and in the laboratory, and by drawing inferences from the mapping of geologic structure in mine openings as they are driven and from the logging of cores ob¬tained from exploration drilling that may be performed primarily for delineating ore reserves. Monitoring of mine-structure behavior and inter¬preting it in terms of the growing excavations and the structural properties of the rocks have significant im¬pacts on designing the major undercut-cave operations of undercutting and drawing the ore, supporting the ac¬cess openings, and controlling surface subsidence. The purpose of this chapter is to call attention to the com¬mon ground-control problems encountered in undercut¬cave mining, to relate them to the mining process, and to explain the geomechanical approaches to analyzing these problems with emphasis on methods that are most readily available to the mine staff. UNDERCUTTING, CAVING, AND DRAWING A distinguishing characteristic of an undercut-caving method of extraction is the objective that the rock mass fails of its own weight in a predictable and controllable manner, after it is undercut by excavating a tabular¬shaped void, horizontal or inclined. Induced or forced caving refers to procedures that may be resorted to when the ore will not self-cave over the desired span. Block caving, panel caving, and mass caving are terms used to denote the particular sequence of undercutting and ex¬tracting the total area of the ore body on a single min¬ing level. The discussion herein is not specialized to any of these variations; the word block as used does not imply anything as to sequence. CREATING THE UNDERCUT A common undercutting method is to drive a series of drifts and blast the intervening pillars. Theoretical structural analysis and practical experience show that ground-support problems in the undercutting drifts and in underlying access openings as well (the same princi¬ple applies even if undercutting is done by belling out drawpoints from the slusher drifts) are minimized by retreat-mining across the undercut slot according to a sequence such that the growing undercut area retains a

This article describes and analyzes the history of research into the origins of the uranium-vanadium(-radium) deposits of the Paradox Basin. For several decades after their discovery in 1881, research was desultory and almost entirely descriptive, fluctuating with demand for vanadium and radium. Systematic geologic descriptions, accumulated between 1910 and 1950, supported rapid progress during a government-backed surge of research in the 1950s, when uranium was the chief commodity of interest. Most of the major theoretical innovations date from this decade, including the use of concepts from solution chemistry to identify the conditions and constrain the processes of deposit formation and alteration. Research from this time was highly influential in geology at large, providing the model for sandstone-hosted uranium deposits worldwide and numerous new minerals and mineral structures. After about 1960, mine production remained high but research dwindled, and most new advances were to the details of the hydrothermal model of ore formation rather than its core concepts. By the end of the 1960s, the deposits were understood to have formed at the mixing interface of an oxidized, metal-bearing water with a reducing fluid of debated origin. Research was desultory over the ensuing decades; the source of the metals and the nature of the chemicals constituting the trap were not clearly established. They remain questions today, as do factors like the relationship between ore mineralization and the geologic history of the basin. (More in the full paper.)

We have all heard a great deal about how various projects were financed or certain companies were successful in obtaining a bank loan. There are many more projects and companies who fail to get the money they need. At least a portion of these failures, and a large percentage of the frustrations connected with even the successful financings, are a result of not understanding the process of obtaining money. Recent years have seen a proliferation of sources available to finance minerals operations, but let me assure you that these represent only a minor portion of the minerals financing market. The fundamental source of borrowed money to almost all minerals related companies remains the banks. Therefore, understanding the "Loan Approval Process" can easily mean the difference between getting the money or not. In the following pages I hope to provide some insight into what I define as the loan approval process. Having pre-offered my definition, I intend to delineate the various stages of the process and the planning and information I believe should be contained in each. My ultimate goal is to help you think like a banker and, in so doing, stay on top of the process so that you can successfully obtain the funding necessary for your projects.

The demand for good white minerals for many industries including paint and plastics have made it necessary to import high grade industrial minerals from various parts of the world. Some of the calcium carbonate, barite and talc minerals are from China, Mexico, Jamaica and Haiti. These materials can be processed by custom processors. The custom processor can provide a service to the Industrial Mineral owner. The imported materials can arrive in various feed sizes from lumps (3"-6") down to 325 mesh. The materials can also be in various size shipments or container loads. The economics for importing should be investigated thoroughly. The two factors just mentioned can influence the quantity of material to be processed. These two factors can also influence the total cost for each end product.

[This paper summarizes the more popular mineral valuation techniques being used by the dining industry, and attempts to demonstrate how they are Interrelated and where some are in error when compared to modern methods of financial analysis. The academic community and the larger and more sophisticated raining companies, have largely rejected the older valuation methods such as the, Hoskold and Morkill concepts and replaced them with "discounted cash flow" (DCF) techniques. The relevancy and usefulness of the older methods have been questioned primarily on the basis of their underlying assumptions that mining companies do not have numerous alternative investments and must use sinking funds deposited at market or ?safe" rates of return to recover the purchase price of mineral reserves. The ability to reinvest In numerous (often non-mining} alternative business ventures, the changing purchasing power of the dollar, corporate income and other taxes, depreciation and depletion allowances, and modern financial management practice, all mitigate against the continued use of the older valuation methods, especially for the larger mining companies. Snail mining companies and Individuals still use these methods largely out of habit and familiarity. Fan performance graphs are generated by digital computer using two programs, RUN- FANS and FANPLOT. RUNFANS calculates fan performance data from stored specific-volume, specific-speed data for a given fan type with appropriate allowances for fan diameter, rotational speed and air density. FANPLOT accepts specifications for drawing the graph and accepts either user-supplied pressure-quantity data or RUNFANS- calculated data as input, Operational procedures for both programs are detailed and examples of their interactive query routines are included. Expectations for coal in the early to mid-1970's prompted the government and industry to pursue research and development programs to increase underground and surface mining coal productivity and net coal recovery. Several programs concerned advanced surface mining methods for thin seam coal recovery. Three such programs, along with related areas of interest, are presented in this paper, namely: (1) extended depth augering for trench-strip applications; (2) high recovery auger heads for enhanced recovery; and (3) variable wall mining in low cover longwalls. Conceptual development is examined, prototype testing is discussed, and potential operations are considered.

The development of Vitrokele™ Technology over the last 10 years is reviewed with reference to mine site piloting and com­mercial applications. The first mine site piloting was conducted in Australia in 1989 followed by a further six continuous site trials in Australia, Canada and the USA. These major pilot plant studies are complemented by over 50 laboratory scale batch and pilot testwork programmes. The first commercial plant using Vitrokele™ Technology was the Connemara project commissioned in Zimbabwe in 1995. Subsequent to this, three commercial scale projects have been designed using Vitrokele™ to recover precious metals, base met­als and cyanide. The various projects are discussed with relation to the differ­ing flowsheets applied to each particular case.

Spectroscopic techniques are becoming increasingly popular for characterizing the interior of adsorbed layers of surfactants and polymers at solid- liquid interface as well as in the identification of com- pounds on mineral surfaces. This review encompasses the application of fluorescence and ESR spectroscopic techniques to reveal the microscopic environment of the adsorbed layers of surfactants and polymers on minerals with a special reference to the adsorption of anionic surfactants (e.g., sodium dodecyl sulfate) and polyelectrolytes (e.g., polyacrylic acid) at positively charged mineral (e.g., alumina) - water interfaces. Finally, the utility of XPS and auger techniques to identify the surface elemental composition of different mineral species has been related to their flotation efficiency.

Two counties in Illinois, Ope and Hardin, and three counties in Kentucky, Crittenden, Livingston and Caldwell comprise the entire Kentucky-Illinois fluorspar district. The output from these five counties, however, makes up over 60 percent of our domestic fluorspar production, amounting to some 175,000 tons of finished product in 1956, The area is rough and hilly. It is bisected by the Ohio River, and has numerous smaller rivers and creeks. Add to this a generous average annual rainfall, in excess of forty inches, and it is understandable that the-area-can boast of an ample water supply. An abundance of water, however, is unfortunately not always conducive to ideal mining conditions. The faulted structure of the area and the soluble Mississippian limestones make the subsurface sediments' willing hosts to the surface water. Limestone cavers and sinkhole topography also compound the occurrence of underground water. It is little wonder, then, that water frequently presents an economic problem in the area, particularly in vein-type mining.
