Exploration activity in metallic minerals continued to decline in Montana in 1992 as companies either reduced budgets or left the state. The number of active projects dropped another 50% from 1991. Expenditures were 3% to 6% of 1989's 28.6 million. Many of the major mining companies closed offices in Montana. Although depressed commodity prices have hurried the exodus, continuous changes in environmental regulations, as well as the Mining Law of 1872, without regard to economic effect have had the most serious impact. Many companies indicate that Third World countries present a more stable business environment than the United States. Grassroots projects are nearly non-existent, while late-stage programs continue cautiously. Exploration activity continued at the following projects: Garnet, Pegasus Gold; Southern Cross, Asarco; Elkhorn, Goldfields; 7-Up-Pete, Phelps Dodge and Canyon Resources; Miller Mountain, Pegasus Gold; Sheep Creek, Cominco American Resources; Checkerboard, Kennecott and BHP Utah International; Emigrant Creek, Pegasus Gold; and Crevise, American Copper and Nickel. All mineral activity, whether on private, state or federal land, is regulated by the Montana Department of State Lands under three classes of permits - Small Miner Exclusion Statements (SMES), Exploration Licenses and Operating Permits. A total of 230 Exploration Licenses are active in the state with 26 of those being new. However, there are only 433 projects current in Montana, with many of those in the reclaiming stage. The majority of exploration projects consist of individuals expending time rather than money on properties. The number of mines functioning under operating plans declined by one when W.R. Grace closed its Zonolite operation.

The Cove gold-silver deposit is located 50 km southwest of Battle Mountain, Nevada and 1.5 km northeast of the McCoy Mine. Total proven and probable reserves are 48.7 Mt (53.7 Mst) with an average grade of 1.85 g/t (0.054 oz/st) Au and 87.1 g/t (2.54 oz/st) Ag. Mineralization is hosted by Triassic carbonate and siliciclastic rocks in two separate orebodies. Oxide ore consists of disseminated gold and silver in clay-altered, manganese-flooded limestone. Sulfide ore is dominated by pyrite-sphalerite-galena veins in siliciclastic rocks and sandy dolomite. Gold and silver occur in the native state, associated with the base metal sulfides. Mineralization is interpreted to be the distal expression of a porphyry system. The McCoy gold (copper) deposit is interpreted to be the proximal expression of the same system.

It appears that the tunneling trade is merging into its own renaissance for the decade of the 1970s', and most likely on past the year 2001. Federal interest in underground excavation, and more specifically, rapid excavation expertise has been on the upswing since the latter part of the 1960's, mainly due to the pressing national needs for more raw materials based on the rise for material goods and the projective gloom of possible power shortages. On the pure tunneling side the national needs encompass, in the mainstream of priorities, rapid transportation and water supply excavation as the two top contenders. For instance, the estimates for tunnel mileage for the period 1968-1975 are:(1) Subways---85 miles Urban Highways--- 123 miles Intercity Highways---210 miles Water Supply Routes---528 miles at a total of 946 miles of tunnels. The estimated cumulative underground excavation demand in dollar amounts for the period 1970-1989 are:(1) Construction Oriented Demand--- $35 billions Mining Oriented Demand---$34 billions (which includes the coal-oriented demand on the order of 26 billions.

INTRODUCTION Located approximately 48 km (30 miles) south of Dallas, Texas, use to be the site of the Superconducting Super Collider. For those of you unfamiliar with the project, this was a multi-billion dollar project taken on by the U.S. Government for the further advancement of technology, medicine, and science. Major components of the project consisted of a Linear Accelerator known as the LINAC; three accelerating rings known as the Low Energy Boosters (LEB), Medium Energy Booster (MEB) and the High Energy Booster (HEB); the East and West Campuses where the Inner Reactor Halls would have been located; and the 87 km (54 mile) main collider tunnel. Unfortunately, this all came to an end on December 6, 1993, with the termination of the project due to the Government's cancellation of funds. This paper will deal with the two of the underground contracts before the termination. These two contracts were the 1122 contract which ran from N25 to N40 and the 1130 contract which ran from N40 to N55. (See figure 1) The 1122 contract was awarded to us in July of 1992 and consisted of the excavation and support of six (6) shaft varying in diameter from 5.5 m (18 feet) to 8 m (26 feet) and ranging from 39.6 m (130 feet) to 61 m (200 feet) deep and the driving of approximately 13,100 m (.43,000 If.) of main collider tunnel. The flotation response to amine collector and its adsorption on the mineral surface was studied as a function of pH and collector concentration. The flotation response increased in the order anorthite + intermediate plagih clases + albite, while adsorption of amine obeyed the Freundlich equation r = A.Cn. This adsorption is proposg to be due to a covalent bonding between the AlOH surface pups of the plagioclase altered outer layer and the amino group of the collector. Finally, the study showed thatmtial dissolution of the solid phase provides the necessary conditions for amine attachment on the mineral particles and consequent flotation.

Over the last fifty years, the treatment of enargite concentrates has not received much attention, primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite concentrates by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid bake-leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400º C) sulfuric acid baking of an enargite concentrate followed by water leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate happens during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase when baking at 400º C. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400º C, a sulfuric acid concentration of 0.5 mL/g and two hours baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). X-ray diffraction (XRD) analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in a similar fashion.

A study was conducted to remove iron from sulfate solu¬tions using Eichrom'sDipex®extractant, PP'-di(2-ethylhexyl) methanediphosphonic acid (H2DEH[MDP]). It was found that this extractant can effectively and selectively extract ferric ion from highly acidic solutions. Ninety-nine percent of the iron was extracted from a simulated feed solution in a single stage. The separation factor, Fe/Zn, was 106. More than 90% of the iron in a loaded organic can be recovered in an aqueous solution by reductive stripping. This paper presents the experimental results. A new process for iron removal using Dipex extractant is described and discussed.

An aggregate resource study was done for southern Washoe County, Nevada, which contains the Reno-Sparks metropolitan area and a population of about 300,000. The study included an inventory of existing operations, projection of future demand, identification of potential aggregate resources based on geology, and determination of economic potential of these resources. Economic potential was determined by the integration of GIS layers that included aggregate potential, distance from market, distance from major and minor transportation arteries, and elevation. The investigation resulted in a determination that resources of high quality aggregate sufficient for future consumption are present in southern Washoe county; the limiting factor for future utilization is accessibility.

By its nature, underground metal mining is unlike any other business in the industrial sector. Operations are continuously exposed to economic risk as a normal consequence of mining due to uncertainties associated with the? deposit, excavation, and ever changing political, regulatory, and market conditions. Out pacing advances in productivity and technology, these conditions have contributed to the steady decline of underground hardrock mining in the United States. This paper investigates the trends and major factors believed to be responsible for this decline. Special consideration is given to changes in direct operating costs, labor productivity, and production capacity.

Bayer-process alumina hydrate becomes in turn the source of a host of special products in addition to the calcines that feed aluminum reduction cells. Though relatively smaller in tonnage, specialty aluminas serve important industrial markets in an exciting and growing variety. Production methods and applications are discussed for: (1) trihydrate as flame retardant in organic materials; (2) high-surface-area transition aluminas as desiccants and scavengers, catalysts and substrates; (3) calcines for industrial ceramics, refractories, and abrasives; and (4) tabular alumina for refractories, bed supports and other uses.

"Stringent regulations and increased arsenic presence in ore bodies being exploited have created the need for cost effective and environmentally compliant technologies to remove selenium and arsenic from mine waters and metallurgical waste streams. Existing treatment methods have high life cycle costs and/or produce residues that, due to their unknown stability over the long-term, may represent future liabilities. This results in high compliance costs and uncertainties which negatively impact existing operations and projects in permitting. Selen-IX™ is a new ion exchange based process that selectively removes selenium from mine impacted waters down to 1 ppb while producing a stable inorganic iron-selenium product. Results of piloting completed on streams generated from coal and copper-gold deposits are presented along with preliminary equipment sizing and life cycle costs of full scale treatment. An example of a commercially available system for arsenic removal using sulphide precipitation is presented. The benefit of this treatment method is discussed based on recently completed technical feasibility assessment including laboratory testing and preliminary engineering design. INTRODUCTION Selenium Due to the chemical similarity between selenium and sulfur, selenium substitutes sulfur in many minerals that can be found in a wide range of deposits including coal, base metal, precious metal, phosphate, and uranium. One of the main environmental challenges facing the industry in North America today is related to the removal of hexavalent selenium, e.g. selenate, to ultralow levels, typically between 1 to 10 ppb, from large flows of often cold water containing less than 1,000 ppb of selenium. Recent studies commissioned by the industry identified biological selenium reduction systems as the best available technology. Although the biological selenium reduction process is commercially proven in certain applications to remove selenium to ultralow discharge levels, the technology has been primarily applied to relatively low and constant flows of warm water produced by the Flue Gas Desulfurization (FGD) scrubbers in the power generation industry. The wide spread adoption of this treatment method by the mining industry is hindered by high capital and operating costs associated with treating large flows of cold water, lack of data and knowledge about the long term stability of solid residues produced by this treatment, and limited capacity of biological systems to respond to sudden changes in flow and/or mass load of contaminants. Furthermore, it has been reported that reaching discharge limits less than 3 ppb could be a challenge and that polishing treatment for the removal of BOD and phosphate maybe required to avoid the impact of the biological treatment which requires organics and nutrients, on aquatic environment downstream of treatment plants. Alternate treatment systems are being developed to overcome and/or completely avoid some of the challenges of biological systems. One such treatment system is BioteQ’s Selen-IX™ process which is purely physico-chemical treatment system."

Underground mine service water in South Africa is used for dust suppression and cooling the environment as well as the pneumatic rock drills. Although the chilled water is not intended for potable use, it is often used as drinking water by mining personnel. Furthermore, droplets sprayed are liable to be inhaled. The water is recirculated on a continuous basis and is a potential source of infection by intestinal microorganisms or water-borne diseases such as cholera or typhoid. In order to protect the health of the underground workforce it is customary to disinfect the chilled service water, The bacteriological quality of the water is monitored by enumerating total aerobic bacteria (TAB), total coliforms (C C) and Escherichia coli (E Coli). E coli is an indicator of human faeca_l __ - -- contamination, The bacteriological standard specified by the Anglo American Corporation for mine service water is less than 3000 TA B per 100ml, less than 2 CC per ml and the total absence of E Coli. There are several disinfecting agents available for use. Among these are UV irradiation, ozone, chlorine dioxide and compounds that produce hypobromous and hypochlorous acids. Historically, the methods of treatment have been chlorine based and include the use of gaseous chlorine (surface installations only), calcium hypochlorite granules or tablets, chlorinated cyanurate tablets, sodium hypochlorite solutions and hypochlorite produced by electrolysis.

In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek Mine In northern Nevada. After the long negotiations reached an impass over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position.

In Situ leaching for the recovery of uranium from low grade sandstone deposits is one of the newest technological advances in the mineral industry. It is rapidly developing into a commercially feasible mining system which has economic, environmental, and social advantages over conventional mining systems. Because of the current uranium shortage, development of In Situ leaching into a sophisticated system has gained new impetus. In Situ leaching will become an important mining technique in the future, which will greatly help to supply uranium for our nation's energy heeds. In this paper, I will be giving an overview of the merits of the system, as well as the technology, problems, and research in solution mining of uranium.

The Doan Valley Storage Tunnel Project in Cleveland Ohio was constructed to control Combined Sewer Overflows (CSOs). It is a complex system of three tunnels ranging from 8.5 to 18 feet in diameter with a total length of about 2.3 miles that was put into operation in mid-2021. The project lies within and below the cultural, educational, and medical hub of Cleveland, which presented unique design and construction challenges. This paper provides a case history of the design and construction, with particular attention given to lessons learned in devising a large tunnel system that can carry both dry and wet weather flows constructed in rock with limited cover, within a flood plain area and vibrant urban center

In 1985, an extensive longwall mining research project was initiated by the West Virginia University Research Center entitled "An Improved Longwall Mining Technique" with the purpose of providing operational guidelines for the mining industry to enable efficient operation of its existing and projected longwall installations. One task involved in this extensive research project was monitoring ground movements due to longwall mining and evaluating their impact on surface and subsurface structures. This paper presents an analysis of the effects of topography on quasi-static and dynamic ground movements and the severity of damage inflicted on surface structures. The site was chosen for the study with an attempt to obtain a representative account of the topography experienced in the Northern Appalachian region, and more importantly to contain a substantial number of varying topographical features i.e., mountains, hillsides, valleys, and flat bottom land. The study was made possible by typical subsidence monitoring technqiues, however subsidence monuments were surveyed on a frequent basis, intermittently during face advancement. Ground movements were investigated under both quasi-static and dynamic conditions. This provided insight into the propagation of subsidence and the dynamic affects it has upon surface structures.

Vast deposits of lignite occur in the Gulf Coast states and northern plain states. Lignite resources are cited to be over 43 billion tons in the Gulf Coast states. An additional resource of 16 billion tons are reported in North Dakota (Jackson, Smith, 1981). All lignite in the U.S. is mined at present by the open pit method. Draglines and scrapers are primarily used to remove the overburden. Bucket-wheel excavators are also being considered for new mines in the planning stages. Lignite seams are mined using front-end loaders, shovels and trucks, or Easi-miners. The depositional environment of lignite is weak sedimentary soils and rock. Ground water is often encountered within the mining depth. Surface water resulting from heavy rainfall or snow melt contributes to the problems of mining. Mining depths of up to 60 m (200 ft) are under consideration. Draglines exert additional loads on the highwalls and spoil piles. The combination of any number of these factors may cause instability of the slopes. Bearing pressure, trafficability, and settlement can also be a problem for excavation and loading equipment.

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. Pennsylvania Power & Light Company is an investor-owned public utility which was incorporated under the laws of the Commonwealth of Pennsylvania on June 4, 1920, with general offices at 901 Hamilton Street, Allentown, Pennsylvania. At the present time PP&L is operating five coal-fired steam electric stations, two hydroelectric stations and one steam heat plant which is being converted from anthracite to oil fired. In addition, PP&L is a partner in both the Keystone and Conemaugh mine mouth bituminous coal-fired steam electric stations in Central Pennsylvania and also part owner of a company which operates another hydroelectric station. PP&L plants, other than the two mine mouth stations, are located in Central Eastern Pennsylvania. (Figure 1) The company derives about 99% of its operating revenues from supplying electric service, while the balance is from the one steam heat plant serving the city of Harrisburg. The entire service area covering 10,000 square miles in 29 counties, has a population of approximately 2,300,000 people. The area served is mostly suburban. It includes 109 communities each having a population in excess of 5,000 people. The largest cities served are Allentown, Bethlehem, Harrisburg, Hazleton, Lancaster, Scranton, Wilkes-Barre, and Williamsport which range from 50,000 - 120,000 in population. So you see our service area does not include any major cities. The area has industrial, commercial, residential, agricultural and recreational activities that are linked with the Eastern Megalopolis by an extensive interstate limited-access highway system and railroad networks. We consider this Central Eastern Pennsylvania area we serve as the "heart of the market" -- an area with great growth potential.

Results from the first part of a two-part investigation of the stability of highwalls in open-pit coal mines in the Paleocene Fort Union Formation of the western Powder River Basin of Wyoming and Montana indicate that these highwalls are subject to time-dependent deformation. Field investigations and laboratory physical properties tests of coal and overburden rocks suggest that several factors influence highwall stability. Some of these factors are rebound of overconsolidated rocks, desiccation, water, orientation and spacing of fractures, and strength and deformation properties. Factors of safety for a typical highwall in the study area (calculated by the finite element method) may be less than 1.0 when open fractures are present and the highwall has degraded. Although it is concluded that most open-pit highwalls in the Fort Union Formation within the study area have adequate short-term stability, these highwalls do deteriorate and become progressively less stable. Because of this, postmining failures are common and stability conditions could become critical if mining were delayed and then resumed after a period of several months. The second part of the investigation will utilize field measurements of rock-mass properties and instrumentation of actively mined highwalls to obtain data for comparison with the results of the initial investigation. Because the height of highwalls will increase as the more shallow coal is exhausted, these data will also be used to predict the behavior of slopes higher than those presently found in the western Powder River Basin.
