The environmental impact assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another increasingly common evaluation system for proposed projects is the environmental, social and health impact assessment (ESHIA). An ESHIA differs from an EIA for its generally more comprehensive and inclusive approach to evaluating potential impacts, such as on public health, and other features such as an ecosystem services approach to assessing biophysical and community impacts. An ESHIA may also be required by certain lenders for financing major projects. In this paper, EIA standards for the province of Alberta, Canada are discussed and compared to ESHIA. It concludes with several recommendations for consideration.

Electrostatic separation is one of the most misunderstood physical processes used to beneficiate minerals. Nonetheless, millions of tons of titanium ores, iron ores and other minerals are processed every year economically, efficiently and safely. Over the past ten years major advances in electrostatic separation and its application have occurred. New processes include dewatering clay slurries, separating halite and sylvite, and shape separation of vermiculite and gangue minerals. Electrostatic separation techniques are based on one of two methods, electrophoresis or dieleccrophoresis -- processes involving charged and uncharged particles respectively. In some cases, the combination of these two techniques has proven quite useful. The purpose of this paper is to provide a basic understanding of the physical processes collectively called "electro- static separation" in order to enhance one's ability to define and consider new possibilities in mineral processing and other fields.

The incidence of heat stroke in the South African gold mining industry is today small (less than 1 in 10 6 shifts worked). Acclimatization and selection procedures have been developed and applied throughout the industry, underground working conditions have, and are being improved, and personnel are to-day made more aware of heat stress and its consequences than ever before. Although these actions have, over the years, brought about a steady reduction in the incidence of heat stroke (see Figure 1) the small incidence of heat stroke which persists indicates that heat stress is still a problem. This realization provides the stimulus for the work presented in this paper, which has as its primary objective the development of reliable heat stress limits for men working in South African gold mines. "We hear all the time about the value of hard work and perseverance, and the part they play in the professional life of successful people. What we do not hear so much about are the many professionals who work hard and persevere, yet never seem to quite reach the level of success they aim for. Some current authors are beginning to give more attention to the part luck/black swans/outliers play in success. This is not a new phenomenon, Machiavelli had a lot to say about it back in the Renaissance. So how can knowledge of this dynamic help in a modern organization? INTRODUCTION Work hard and you will succeed. Go to the right school, major in the right degree, study hard, and get a good job. Look at the lives of successful people, and do what they do. Be all that you can be. You can be anything you want to be. Really? Those who are successful always get attention, people want to know what they did to reach such a high position. Invariably, at least part of their narrative will include hard work, wise insight, taking advantage of opportunities, etc. If they are of a more generous nature, they might also allow that building the right friendships and collaborations also played a role. All of this may be true; what we do not often hear are the stories of those who did all of these very same things, but did not find success. An example from pop culture: The Voice. I have watched this show occasionally the past couple of years. One of the things I like about the show is that the initial screening of contestants is based solely on their singing voice (hence the name of the show), and not on their appearance. At the time of this writing (early November), the judges have just finished elimination rounds for their final teams to go on to the live shows. Here is my point—in almost every case the judges agonized over choosing who would go forward and who would be eliminated. And the reason is because all of them are really talented singers. It is impressive how gifted they are. At the end of each season, only one is declared a winner, out of that gifted pool of singers. When you hear their stories, they are all talented, hard-working individuals sacrificing for their art. And as far as I know, none of them has ever become a star. Hard work, dedication, sacrifice, talent—sometimes it is enough, sometimes not. I will be looking at the part uncertainty/luck/black swans play in our lives, but I want to make it clear at the beginning that I am not saying everything that happens to us is out of our hands or beyond our control. Taleb makes this same point (2007, p. 52): “This problem is chronic: if you tell people that the key to success is not always skills, they think that you are telling them that it is never skills, always luck.”"

Coal and coal combustion byproducts are potential candidates for alternative resources of REEs (rare earth elements). The Illinois Basin is a major coal-producing district in the USA, but little work is available on speciation of REEs in the basin’s coals. In this study, a total number of 382 samples from known locations in the Illinois Basin coal beds were acquired, analyzed for their REE contents, and investigated for any spatial trends or chemical correlations. This study includes Springfield, Herrin, and Baker coal beds—the most heavily mined coals in the basin. An average coal ash from the basin contains 320 ppm REE, with Baker being the highest (407 ppm on average). However, the distribution of REEs in the coal beds was laterally and vertically heterogeneous. A number of trends were found in the REE variations. The most important trend was the relationships of the REE concentrations and fractionations with the distance from the syndepositional sandstones. The total REE concentrations were higher in the proximity of the sandstones, likely due to the increased deposition of detrital material. This increase was the most significant in Springfield coal (90%) and least in Baker (6%). Those coal samples from the Springfield and Herrin coal beds distal from the syndepositional sandstones had a heavy to light REE ratio (H/L ratio) of 0.40 on average, whereas in proximal locations, the ratio was dropped to an average of 0.30. This trend was not significant in the Baker coal bed. In general, higher mineral matter in the coals was associated with higher REEs. In coal preparation plants, refuse rocks can have up to 360 ppmREE. However, the ashes of the cleanest coals had higher REE levels. Such ashes also have a higher ratio of heavy to light REEs. The highest REE concentrations were found in the claystones and the shales associated with the coal beds. Since the naturally occurring calcite, quartz, and pyrite samples were depleted in REEs, an association of REEs with the clay minerals can be suggested.

The mining industry faces increasing geopolitical risk in the coming decades. Constraints such as resource nationalism, corruption and social license could grow to outweigh fundamental limitations like geology or supply and demand (Ernst & Young, 2013; Verrastro et al. 2010). Lurking beneath these more immediate and palpable concerns, however, may be more significant risks entrenched in geography and history. Deep-rooted cultural and strategic forces that emerge slowly ? or erupt suddenly and unexpectedly ? can generate momentous and far-reaching political, social and economic changes. While multinational enterprises routinely assess for political risk, the nature of minerals extraction means long-term and systemic geopolitical conditions are especially important for mining companies to identify and understand. Mine development is a decades-long process that binds companies to the land and makes changing course to avert emerging threats a difficult and costly option. Consequently, geopolitical assessment is a pertinent and valuable tool that mining companies can use to more comprehensively evaluate strategic threats and opportunities. Geopolitics is the study of society, politics and strategy through the lens of geography (Gray, 1996). Its emphasis on relatively permanent physical features of the earth makes geopolitics a uniquely valuable tool for assessing political risk. Topography, climate and natural resources have shaped, constrained and motivated peoples and governments throughout history. These influences transcend regimes, policies and borders ? and even states themselves ? which, by contrast, change often and dramatically. Framing politics against mountains, deserts and rivers supports identification of historical patterns and forecasts of emerging trends. In other words, the physical map provides an objective and consistent model for studying a subjective and dynamic subject such as politics (Sloan and Gray, 1999). Consequently, geopolitical assessment can highlight threats and opportunities that go unaddressed by other risk methodologies that emphasize current conditions (Glancy, 2012). Taken together, the permanence of geography, hindsight afforded by centuries of political history, and interconnectedness of world events makes geopolitical assessment a valuable approach for conceptualizing strategic risk.

Hand-transmitted vibration (HTV) exposure is associated with various health risks for operators of mobile mining equipment (MME). The case–control research was conducted to determine the musculoskeletal disorder (MSD) risks associated with exposure to HTVs in the exposed (case) and non-exposed (control) groups. HTV readings were measured at the interface between the hand and the steering device using the SV 105B triaxial hand accelerometer connected to the SV106 human vibration analyzer involving 40 MME operators in accordance with ISO 5349:2001 guidelines. A questionnaire survey was also carried out among both the study groups using Cornell Musculoskeletal Discomfort Questionnaire. The European Union's 2002/44/E.C. was used to assess the health risks posed to the MME operators. Twenty-eight out of the 40 MMEs were generating HTVs exceeding the stipulated daily limits of vibration, putting 70% of the operators at increased risk for developing MSDs. The case group was found to have an elevated risk of exposure with odds ratio (OR) 7.56 (95% confidence interval (CI), 1.159, 49.39) and OR 12.80 (95% CI, 2.436, 67.285) times more likely than the control group to suffer discomfort in the left shoulder and left wrist, respectively, indicating increased risk of exposure to HTV. Additionally, cases had elevated risk associated with exposure to tobacco, OR 9.35(95% CI, 1.856, 47.129) compared to those who did not use tobacco. MSDs were more prevalent in the case group compared to the control group. This observation was validated by the field investigations and the responses of MME operators to the questionnaires.

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. After years of steadily declining employment and production, the U.S. coal industry is having a moment. In 2016, when Donald Trump was running for U.S. President, he cast a spotlight on coal mining in his campaign speeches, promising to end the “War on Coal.” Fast forward to 2025. On the first day of his second term, President Trump signed the National Energy Emergency Act, which emphasizes domestic energy production as a matter of national security and focuses on incentivizing domestic energy resources. Then on April 8, President Trump issued an executive order opening federal land to coal mining to reinvigorate “America’s beautiful clean coal industry.” As the nation seeks to identify reliable solutions to meet its ever-growing energy needs, the administration is going all in on proven, reliable and readily available natural resources, including coal. This means the coal industry is positioned to play a pivotal role in the administration’s stated energy policy, and highwall mining could be an integral factor in helping the industry optimize the extraction of ore to make the most of this moment. The White House noted in a statement that the United States’ “abundance of energy and natural resources … have historically powered our Nation’s economic prosperity” and vowed to remove regulations that have hindered developing these resources — regulations that resulted in job reductions and higher energy costs for U.S. consumers, while weakening national security. “There has been an increase in electricity prices in the United States of over 30 percent in the past four years,” said Rich Nolan, president and chief executive officer of the National Mining Association (NMA). “This administration wants to focus on that, inflation and on increasing electricity availability to help lower the price over time by incentivizing energy policy. Coal is definitely a high priority for this administration.” Part of the White House’s strategy is to facilitate investment in coal-fired plants. The shift comes at a time when the reliance of coal-powered energy plants has been waning. According to the U.S. Energy Information Administration, 7.5 GW of electrical capacity from coal-fired plants was retired in 2024, following the retirement of 22.3 GW of electric generating power the two years prior.

The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

In this paper, in order to solve the problems of low accuracy and slow speed of fire flame recognition, an extreme learning machine (ELM) method based on improved Harris hawks optimization (IHHO) is proposed for fire flame recognition. A novel Harris hawks optimization (HHO) is used to solve the problem of parameter selection of ELM. In order to solve the problem that the original HHO is prone to fall into local optimum, firstly circle mapping is used to initialize the population to solve the problem of uneven distribution and small range of the initial population. Then the formula of escaping energy of HHO is modified to make the population have a large range in the middle and late iterations while gradually decreasing in the whole iteration process. Thus, the exploitation stage in HHO is improved to make the search range smaller near the optimal solution to accelerate the convergence process. Finally, at the end of each iteration, a certain number of individuals are selected to perform Gaussian and Cauchy hybrid mutation to prevent the IHHO from falling into local optimization. Through three groups of experiments, the effectiveness of the proposed IHHO and IHHO-ELM is verified. In experiment 1, the convergence performance of IHHO is significantly better than that of the other remaining algorithms in the test results of six benchmark functions. In experiments 2 and 3 of real fire flame recognition case, IHHO-ELM outperforms other remaining algorithms on the whole and has significant advantages in some indexes.

People are our most valuable resource. It is as true today as any point in mining history as we face unprecedented personnel shortages aggravated by a workforce that is aging, significant generational gaps and difficulties recruiting younger professionals all amidst increasing global mineral demand. The educational system has a similar, but slightly contrary problem. Many historically strong mining engineering programs have died. Now, fewer mining oriented universities are trying to produce more students in order to meet the demand. Moreover, their situation is aggravated by a similarly aging workforce, a general lack of mid-career PhD?s with the interest and field experience to teach effectively, an extremely slow hiring and funding process, and an inability to be competitive against private industry compensation packages. The traditional instructional model, while not necessarily broken, is most certainly dated, and can penalize programs and students where schools do not have in-house expertise in a given topic. Mining companies, like Rio Tinto, have the opportunity, if not necessarily the obligation, to positively influence how this model works. Educational Partnerships may be the key. This paper will address some observations, and possibilities, associated with Rio Tinto?s efforts in this area.

"TBMs have been used in mining in decades past, but their use has been limited and sporadic, due to both perceived and actual application difficulties. With new technology and mounting success stories, this is changing. For both coal and metals mining, deep ore bodies require long access tunnels, and an efficient and economical method of reaching those deposits. Today, mining engineers are considering TBMs as part of the overall mine development plan. Planned TBM mine drifts are not only longer, but have more complicated trajectories. Mine development TBMs will have to cope with varying geology, potential for high water inflows, steep gradients, and high temperatures. TBM systems are being planned to cope with such difficulties. TBM systems will be considered and increasingly deployed for mine development, even if commodity prices remain low. TBMs can satisfy the need for increased productivity, better life of mine infrastructure, and safety. Effective conveyor systems are essential to support TBM operation in many mining applications. Many mine development tunnels are slopes, driven down at the steepest practical gradient to reach the deep ore body. Conveyors are often the only safe and effective way to haul the TBM muck form such tunnels. This paper will review the historical use of TBMs in mining, and will discuss the 2015 status of TBMs and conveyor systems in mining, and the special requirements and adaptable features needed in order to make efficient TBMs a reality in mines worldwide.HISTORICAL USE OF TBMS IN MINING APPLICATIONS The first successful hard rock TBM was invented in 1954. Introduction and Historical Background The office and mining operations of Pacific Asbestos Corporation are located near Copperopolis, California in the foothills of the Sierras about fifty miles east of Stockton. This is historic country in the heart of the old Mother Lode gold district. Mark Twain's famous story of the jumping frog, written here, is still commemorated in an annual contest in Calaveras County,' and the camp at Poker Flats, described by Bret Harte, was only a few miles from the present mine.2 Joaquin Murrieta, the famous Mexican bandit started his three year reign of terror in this vicinity,3 and Black Bart, the P08 laureate of the stagecoach robbers, held up his first stage at Funk Hill, just three miles north of the mine. His last robbery was at almost the place, on the top of the hill overlooking the Stanislaus River ferry crossing. Although this was his favorite country, and he traveled extensively through it, he was not a credit to his acclaimed profession of Mining Engineer because there is no evidence that he ever recognized the asbestos, and he was finally caught as a consequence of the robbery at the ferry.4 One of the old stagecoach roads crossed the Stanislaus River at the mine site, and the ferry landing may still be seen from the main haul road into the pit. The road itself is partly buried under the rock dumps. In spite of its location and apparently prominent exposure, the first work on the asbestos deposit was not recorded until 1904.5 Development of the present operations was started in 1959 by Jefferson Lake Asbestos Corporation, a subsidiary of Jefferson Lake Sulphur Company. Management control of the company changed hands several times and it was later reorganized under the name of Pacific Asbestos Corporation. In December, 1968, a controlling interest was acquired by H. K. Porter Company, Inc. Figure (1) shows the mill and office buildings as seen from a site near the entry road. The offices are at the left with the mill warehouse in the foreground. The conveyor at left center carrys mine concentrates up the hill from the crusher. In the background are the dry rock storage building and mill tailings piles. Since the beginning of mining operations in 1962, seven and three-quarter million tons of ore and fifteen million tons of waste have been removed from the open pit which now measures about 1400 x 1800 feet at its widest points. The lowest operating level is at an elevation of 726 feet about 325 feet below the original surface. Figure (2) shows the open pit looking toward the west end. The main haul road can be seen along the side of the pit. A shovel is operating at the bottom of the pit while a front end loader on the level above provides ore for blending. In the background are rock dumps for waste stripping. The company markets an annual production of 30-35,000 tons of chrysotile fibre in groups 4 through 7, under the Mother Lode Brand

Modern mining companies are increasingly turning to integrate digital technologies and circular economy (CE) principles to increase the sustainability of their operations. The so-called “mine of the future” is envisioned as a smart, integrated system where technologies such as automation, artificial intelligence, digital twins, and real-time data analytics work in harmony with human decision-making and environmental responsibility. Already in 2018, McKinsey and Co. identified that the three drivers that would define a technology-enabled change in mining would be technology, including digital, analytics and automation, management systems able to identify the potential and value of the new technologies, and the culture and capabilities of the organisation, leaning to more agile and responsive organisations. From the three drivers, in the last five years most developments have been centred in the first one. Yet despite rapid advances, the adoption of new technologies across the industry today remains uneven and often slower than expected. Furthermore, it has been identified that the problem on the technology uptake often relay on the lack of operational readiness, process incompatibility or misalignment, and resistance to change within the mining operation. At the same time, leading companies like Rio Tinto, BHP, and Anglo American have each launched major digital transformation programs. Rio Tinto, for instance, operates one of the world’s largest autonomous mining fleets and has integrated digital technologies across nearly all its operations (Rio Tinto, 2025). BHP is actively investing in information and communication technology (ICT) development as artificial intelligence, big data analytics and robotics, and has partnered with battery companies to pursue circular economy initiatives. Only in 2024, their ICT spending reached US$ 438.3 million (Global Data, 2024). Anglo American has rolled out its FutureSmart Mining™ framework, explicitly aligning innovation with circularity and sustainability goals (Anglo American, 2025). The accelerating pace of change across leading mining companies along with the uneven adoption in the technology uptake clearly state how digital transformation is no longer just about implementing new tools, instead it requires a fundamental shift in how people, processes, and culture are aligned. Addressing only the technical layer, while neglecting the human and organizational dimensions, leaves transformation efforts fragile and unsustainable. As the industry must act decisively to close this gap, the true test of transformation is today centred in changing behaviours, mindsets, and systems. Even at the listed leading companies, initiatives have encountered cultural and structural resistance that are relatable to the industry in large: siloed departments fail to collaborate, procurement teams focus on upfront costs rather than lifecycle value, and operators are often excluded from early-stage planning, reducing buy-in. In many cases, a lack of communication or failure to link technology to real operational bottlenecks leads to disengagement at the ground level. This friction reveals a broader issue: mining organizations have historically treated technology and culture as separate domains, when in fact they are deeply interdependent. To address this, the authors propose a systems engineering approach focusing on the mining operations as a complex socio-technical system composed of people, processes, and technologies. Systems engineering offers tools and frameworks for mapping interactions, aligning incentives, designing for feedback and adaptation, and integrating change across organizational boundaries. Specifically, besides technical requirements, it demands treating culture not as an afterthought or side-effect, but as a design variable that must be intentionally shaped alongside infrastructure and workflows. This paper explores how this approach can be applied in practice, by analysing a real-world case scenario where resistance to innovation was overcome not by technical capabilities alone, but through alignment of stakeholder incentives, thoughtful communication, and cultural integration. A particular focus is set on the adoption journey of the Powerbit X, a drill bit technology with significant potential for operational and environmental gains.

During coal mine operations, roadways may be located close to faults. When designing these roadways, it is important to determine the width of the rock mass between a roadway and a fault area to prevent water inrush. In this paper, the Xintian Coal Mine in the northern Guizhou Province of China is selected as a typical case. Through numerical simulation based on orthogonal tests, range analysis, and multiple linear regression (MLR) analysis, the process of water inrush from faults in excavation roadways is studied. The results show that the influencing factors of the safe width of a rock mass preventing water inrush (RMPWI) can be ranked according to the degree of influence from large to small as follows: the hydraulic pressure of the fault, the surrounding rock grade, the overburden depth of the roadway, the cross-section height, and the dip angle of the fault. Among them, the dip angle of the fault, the cross-section height, and the surrounding rock grade are negatively correlated with the safe width, while hydraulic pressure of fault and overburden depth of roadway are positively correlated with safety width. The predicted value for the safe width based on MLR is greater than the measured value of the width of the RMPWI when water inrush occurs, but less than the calculated value based on the empirical formula in the standard, which proves the accuracy and practicability of the prediction method. This research provides a certain basis and reference for the prevention and control of water inrushes in mines.

Since the Hardy Cross numerical algorithm was applied to the solution of mine ventilation networks, there have been numerous developments in ventilation network analysis procedures. The Newton-Raphson method, the linear theory method, and the second-order approximation method are three of the additional approaches that have been applied. The efficiency of a ventilation network analysis procedure depends not only on the method of solving the system of equations derived from ventilation networks, but also on the method of deriving the equations through selection of the meshes. This paper investigates the impacts of three mesh selection methods on the efficiencies of four ventilation network procedures. The minimum-resistance spanning tree method is the most popular procedure for selecting meshes. The shortest-path method was suggested by Epp and Fowler (1970) for improvement of the Newton-Raphson method. The minimum-resistance-path method is suggested here as the third method of selecting meshes. The effects of these three methods on the Hardy Cross method, the Newton-Raphson method, the linear theory method, and the second-order approximation method are analyzed in this paper. These network analysis methods have been summarized in the paper by Kim and Mutmansky (1991).

The abstract discusses the synthesis and investigation of polyacrylamide functionalized chitosan polymers (CS-PAMs) as selective depressants for pyrite in the flotation of galena and chalcopyrite from complex sulfide ore. The study employed response surface methodology (RSM) to model and optimize the flotation process, varying parameters like the degree of deacetylation of chitosan, weight ratio of chitosan to acrylamide, and CS-PAM dosage. The developed RSM models effectively predicted iron and lead grades and recoveries, while optimization showed optimal pyrite separation from galena and chalcopyrite using CS-PAM synthesized from chitosan with a high degree of deacetylation and a specific chitosan:acrylamide weight ratio.

Upgrading of low-concentration ores is of growing importance today. The Heavy Medium Cyclone Process, thanks to strong centrifugal forces, effectively separates particles varying only slightly in specific gravity but widely in size. The paper discusses the separation efficiency, the method of assessing that efficiency, and the influence of such factors as medium solids. The operating results of nine heavy medium cyclone plants handling following minerals are reported: barite, wolfram, iron, magnesite, diamond, lead-zinc, fluorspar, rocksalt potash. Highlighted are an improved recovery system for heavy medium and some other developments, such as techniques for separation down to 0.1mm and the application in the field of recycling.
