"Government support for Canada’s mineral industry was on full display during the Prospectors & Developers Association of Canada (PDAC) conference in Toronto, ON, Canada on March 3-6. First, there was the announcement of the five-year extension of Canada’s Mineral Exploration Tax Credit (METC), the first multi-year extension of the METC since its inception in 2000. Canada’s Minister of Natural Resources, Amarjeet Sohi, added to that support when he spoke at the opening keynote session and announced the Canadian Minerals and Metals Plan (CMMP), a plan that aims to map out the future of the industry in Canada. Finally, the support for the mining industry was buttoned up with a visit to the conference by Canadian Prime Minister Justin Trudeau.More than 25,000 people from 135 countries attended the annual conference that features a robust trade floor, technical sessions and an investors’ exchange that aims to put mining companies in touch with potential investors. Mining companies and ambassadors from nations around the world are given the opportunity to present to small audiences throughout the conference and this year PDAC was able to sway the Prime Minister to speak on its behalf.Trudeau sat down with PDAC President Glenn Mullan on March 5 to talk about the METC extension and a host of other issues important to the Canadian and global mining industry, giving the home country a bit of a profile advantage when it came to making a pitch to investors.Trudeau entered the week of the conference in the midst of the most serious political scandal of his career and was defending himself against accusations of political interference with the top prosecutor in the land over a criminal case involving one of Canada’s largest companies, SNC-Lavalin. During the question-and-answer session at the Metro Toronto Convention Center, Trudeau seemed more than happy to keep to the discussion about mining. He spoke favorably about the industry during the half hour conversation and praised the industry for its work with Indigenous people as well as its efforts to advance technology and innovation. He made a case that Canada is a safe and reliable place for investment in the minerals sector.“We are at a time of change right now, of transformation with new technologies and global supply chains, and everyone is trying to adjust to the new realities that have accelerated so much these past years,” Trudeau said. “What we are trying to do as a country and what you have done as an industry is to try to look at where things are going – go to where the puck is going to be, not where it is. You, as an industry, know that investments in innovation, research, science — investment in technology and partnerships with Indigenous communities are all things that are going to give you opportunities to be competitive in the coming years.”"

Luossavaara-Kiirunavaara Aktiebolag’s (LKAB) Konsuln iron ore mine, located just south of the famous Kiruna iron ore mine in Malmfälten in northern Sweden inside the Arctic Circle, was developed as a test mine between 2018 and 2020 for the Sustainable Underground Mining (SUM) project [1]. Besides functioning as a test mine, Konsuln also contributes to ore production. The existing mine ventilation system was designed for the current production rate of 0.8 Mtpa using conventional diesel machines. The design was created by Kiruna mine ventilation team, Stina Klemo and Joakim Jonasson, in cooperation with a consultant, Tomas Bolsöy from EOL Vent Mining AB. There is a plan to increase this rate to between 1.8 and 3 Mtpa in the future, and this requires the primary fans to be upgraded. Therefore, a study was carried out to determine whether using ventilation on demand (VOD) could avoid this fan upgrade and reduce Konsuln’s ventilation and heating power costs in the future. The study also investigated whether using battery electric vehicles (BEVs) along with VOD or as a standalone strategy could further reduce these power costs. In addition, the study analyzed the suitability of heating power reduction strategies presently or previously used in Nordic countries and Canada to investigate potential additional strategies to reduce heating power cost, the largest portion of Konsuln’s ventilation and heating power costs.

In 1960, Magnetics International Ltd. undertook the development of the Jones High Intensity Wet Magnetic Separator in the Americas. Magnetics International had a number of possible applications in its own projects plus the intention of developing the equipment for sale to others. It was soon recognized that no matter how innovative a piece of mineral separation equipment may be, it takes many years and much finance before it is finally accepted for large scale use. For this reason, many good ideas die in their infancy. One of the chief reasons for such a time lag between conception and large scale implementation is the usual lack of finance to construct and put into operation a large demonstration unit. Even with a large unit for demonstration, the first major user usually requires a guarantee that is not normal in accepted separation equipment. Such problems are also normally accompanied by major design changes from the first conception.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

A study has been made of wet, autogenous grinding of disseminated copper ores, including testing of a large number of samples from Kennecott Copper Corporation's Chino mine. The efficiency with which the various samples could be ground was found to vary over an extremely wide range, even among samples taken from different locations within the same ore body. These variations in grindability can be qualitatively correlated with the composition of the rock and the fracturing and alteration that had occurred. Because of the large-scale non-homogeneity of disseminated copper ore bodies, extensive and careful testing of autogenous grinding is needed. An accurate correlation of the grinding data from various samples with the geology of the ore body and with mining plans will indicate if variations in grinding mill throughput can be avoided in practice by mixing or blending of mill feed and if, therefore, autogenous grinding can be applied successfully.

Introduction Operation is underway at the Dutch Creek No. 1 mine of the first US longwall panel to be mined under the cooperative agreement between the US Bu¬reau of Mines and Mid-Continent Resources. The 244-m (800-ft) wide longwall face is part of a multilift longwall demonstration. A 3-m (10-ft) top slice is being extracted from the 8.5-m (28-ft) coal seam. This occurs in an area of the property where the Coal Basin A and Coal Basin B beds have come together to form one seam. This face, longest ever operated in the US, is being worked on an advancing longwall system. During the first months of its operation, this longwall face has been very productive and safe. Mid-Continent Resources operates two coal mines in the Coal Basin, located in the White River National Forest near Carbondale, CO. The Colorado Fuel and Iron Co. originally opened this property in 1895, and conducted a small mining operation for 10 years on the north rim of the basin and then abruptly shut down. Mid-Continent began operations in 1956, after the Coal Basin fields had lain idle for about 60 years. Operations commenced at the outcrop of the Coal Basin B bed situated at the 3-km (10,000-ft) elevation. At this time, coal was produced from Coal Basin A and Coal Basin B seams in the area. Since 1981, operations have been centralized at two mines, the Dutch Creek No. 1 and the Dutch Creek No. 2, both located in the center of the basin. Since 1981, Mid-Continent has shifted its emphasis to longwall mining as the primary method of production, and each of these mines is equipped with state-of-the-art longwalls using shields as the method of roof support. A 4-km (13,000-ft) long twin-bore rock tunnel is being driven at a lower elevation of 2.4 km (8,000 ft) to intersect the coal seams at depth, as they dip 12° in a westerly direction. This tunnel will enable the company to reduce costs by replacing trucks with conveyor belt haulage (Fig. 1). Mid-Continent began longwall operations in May 1976 with the US's first modern, mechanized advancing longwall face, using chocks. In August 1978, a second advancing longwall face was started. Results from two faces showed that the mining system could be used effectively to manage the difficult conditions encountered in both the Dutch Creek No. 1 and the L. S. Wood No. 3 mines. Unfortunately, low productivity and high costs plagued the company's advancing faces. The problems resulted principally from major equipment failures, poorly designed chocks and face conveyors, and the lack of an efficient, cost effective system for building packwalls. Flushing of rock between chocks and roof control were also major problems. In Sept. 1979, Mid-Continent and the US Bureau of Mines entered into a cooperative agreement to demonstrate the feasibility of mining thick coal seams using the multilift longwall mining method. Two lifts are to be used to mine the 8.5-m (28-ft) thick coal seam in Dutch Creek No. 1 mine. The Bureau provided mining equipment for 180 m (600 ft) of longwall face. This included the shields, face conveyor and drive units, shearing machines, panel belt, and stageloader. As a result of previous experience in advancing longwall mining, Mid-Continent purchased an additional 60 m (200 ft) of face, including roof supports and an additional face conveyor. Ilmenite, rutile, and zircon deposits of commercial importance have not been reported to-date from Turkey. However, information from recent reconnaissance activities indicates the possibility of an economically viable heavy-mineral deposit along the Black Sea coast of Turkey in the vicinity of Ormanli, northwest of Istanbul. Consequently beach and sand dune samples were collected from that area for additional analysis. Laboratory methodologies, designed to simulate standard industrial heavy-mineral plant practices, were used to analyze and evaluate the samples. Based on the analyses, and current market needs, none of the deposits in the Ormanli area qualify as a commercial heavy-mineral deposit.

By using management information systems to coordinate support operations, the most productive planning decisions can be made. It has become apparent in recent years to everyone intimately concerned with the future of the American fuels industries that the growth in demand for energy has become a topic receiving considerable attention, and that investigators are leaning more and more toward a mathematical approach to deduce what pattern that growth will follow. Though coal has been included by necessity In all-studies of future energy markets, it has not been the subject of mathematical analysis or description as frequently as has been total energy or some of the other fuels, particularly petroleum, It is the intent in this particular paper, to subject bituminous coal consumption to a preliminary mathematical scrutiny which can lead to a more logical estimation of the general level of bituminous coal consumption for the next decade, as well as formulating an approach toward describing how coal consumption may vary as the result of the annual variations in activity in the United States, economy, The approach utilized is more sophisticated than the mere projection of the historical trend of bituminous coal consumption. Such a projection would lead to a continuation of the recent decline, indicating that coal consumption would reach zero some thirty years from now. On the other hand, the mathematical analysis described here is a relatively simple, straightforward approach and- is not intended to represent the-ultimate in mathematical economic analysis as now practiced, It is hoped that this will contribute to our knowledge of bituminous coal markets. Even more, it is hoped that it will help arouse a greater interestin utilizing mathematical and statistical analysis when studying the bituminous coal industry. - Since this is a preliminary study, comments and criticisms are anticipated.

Improved haul-road conditions can have a positive impact on mine operations, resulting in heightened safety, productivity gains, longer tire life and lower maintenance costs. For these reasons, a monitoring program is required to ensure the operational efficiency of the haul roads. Currently, at Bald Mountain Mine, monthly site severity studies, ad hoc inspections by frontline supervisors or operator feedback reporting are used to assess road conditions. These methods are subjective and provide low temporal resolution data. This case study presents novel unmanned aerial vehicle (UAV) technologies, applied on a critical section of haul road at Bald Mountain, to showcase the potential for monitoring haul roads. The results show that orthophotos and digital elevation models can be used to assess the road smoothness condition and to check the road design compliance. Moreover, the aerial mapping allows detection of surface water, rock spillage and potholes on the road that can be quickly repaired/removed by the dedicated road maintenance team.

Phosphate reserves have been and still are a controversial subject. Some published estimates are particularly conservative and have caused concern in government and political circles that southeastern phosphates are a dwindling resource. "Ores and ore bodies" are a function of economics that relate to a time/demand factor. The history of phosphates and other mineral commodities is one of mineral deposits (resources) ever becoming ore (reserves) via a long term logic based on price, supply, and demand factors operating through time and improved technology. Projections indicate that southeastern phosphates are sufficient for several centuries of operations at present production rates.

As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

How to obtain optimum slope angles for future open pit mines using the rock mechanics approach is the subject of this paper. In the past ten years significant developments in open pit rock mechanics have come about. This has been due to the mining industry's need for the steepest, yet safe, pit slope angles attainable. Requirements for economically achieving slope stability and the actual payoff that may be achieved through stability studies have been previously discussed', by stability engineers. While the emphasis has generally been placed on the concept of "stable slopes" in the past, it is suggested that emphasis now be placed on "optimum slopes" or "optimum slope angles". A definition of an optimum slope angle is one which (1) is as steep as possible and practical from orebody and mining constraint standpoints and yet, (2) maintains the accepted standard of safety defined by a safety factor against failure and/or a probability of failure. In other words, the emphasis is placed on achieving practical stability results as defined by safety and economic considerations, as opposed to simply achieving stability. The essential purposes of this paper are to (1) outline the need for optimum slope angles, (2) discuss the procedures for using the rock mechanics approach in slope angle design for a future open pit and (3) specify the end results that may be achieved by using such an approach. While the basic concepts and recommendations outlined in this paper may be equally applicable to soil as well as rock slopes, the emphasis and procedures have been directed at rock slope angle design.

The past history of uranium production has been dominated by strip and shaft mining methods, but recently in-situ leaching has emerged as a viable alternative for uranium recovery. (1-8) Mobil was the first company to start in-situ uranium leaching in New Mexico. Mobil's Crownpoint project areas are in Mdinley County and are part of the Grants Mineral Belt. The major uranium deposits in this area occur in the Westwater Canyon Member of the Jurassic Morrison Formation. (9-11) The ore depth at the Crownpoint project is about 2000 ft. In an earlier paper we discussed the uranium mineralogy of an areally broad sampling of Crown- point ore. (12) The organic carbonaceous material often associated with the coffinite ore was characterized in some detail. The organic material appeared to be a very mature, coaly-type kerogen derived from plant components. This result was consistent with other studies on such carbonaceous material. (13-15)

About Cominco Only the original Broken Hill zinc deposit in Australia is larger than Cominco's Red Dog deposit. Indeed, the third largest zinc deposit in the world is Cominco's own Sullivan mine in British Columbia. The production plan at Red Dog is based on mining 1.9 Mt/a (2.1 million stpy) or ore, to produce 635 kt (700,000 st) of zinc and lead concentrates. At full production, Red Dog will be the largest zinc mine in the Western world. It will also be one of the lowest cost producers in the Western world. And Red Dog will be one of the first major hardrock mines to operate in Alaska in modern times. The Red Dog project will be the third and largest of Cominco's Arctic mining developments in the past 13 years. The company's Black Angel mine in Greenland started up in 1973. And the Polaris mine, high in the Canadian Arctic, began production in 1982. Red Dog is one of the world's great mineral deposits. It is a unique combination of large size, high grade, and a waste-to-ore ratio less than 1:1. The present mineral reserve (Table 1) is estimated to be 77 Mt (85 million st), at a grade of 17.1% zinc, 5% lead, and 82 g/t (2.4 oz per st) of silver. Mine life is estimated at nearly 50 years. Cominco is the largest producer of lead and zinc in the Western world. Cominco's smelter in southern British Columbia is the largest lead and zinc plant in the west. Cominco also produces copper, steel, tin, gold and silver, along with potash, ammonia, urea, and phosphate fertilizers. But Cominco's major products are lead and zinc. At present, Cominco produces more than 10% of the Western world's needs for these metals. Background-Red Dog The Red Dog mineral deposit is located in northwestern Alaska, about 960 km (600 miles) by air from Anchorage, Alaska's largest city. The Red Dog region is home to more than 5000 people living in 11 villages. The largest village is Kotzebue, with a population of about 2500. The village is located about 144 km (90 miles) southwest of the mine. The country around Red Dog features rolling hills, leading into mountains to the north and east. The deposit, at an elevation of 305 m (1000 ft), is in permafrost. But the area is not nearly as cold as that encountered in the Canadian Arctic, or on Alaska's North Slope. At Red Dog, the permafrost is relatively fragile. It can be thawed fairly easily, a factor in engineering designs. Red Dog Creek flows through the mineral deposit. One of the natural phenomena at Red Dog is the presence of significant heavy metal contamination in the creek. This has eliminated all fish in the vicinity of the deposit. The contamination, and resulting mineral stain, led to the discovery of Red Dog. The staining is caused by rain and snowmelt. This leaches the heavy metals from the mineral zone, which comes right to the surface in many places. As mining progresses, this surface mantle will be removed. This will

Inspiration Consolidated Copper Company, located in a semi-arid climate in Arizona, continually struggles with a water problem. This applies to quality as well as quantity. When the EPA considered installing a new centralized sewage plant to handle the combined waste from the municipalities of Globe and Miami, Arizona, they automatically assumed that He could use the sewage effluent for process water in flotation. The treatment plant was to be a tertiary system producing 1600 gpm of sewage effluent. Inspiration decided that this could possibly be a source of additional process water. It was decided to test sewage effluent from Miami Treatment Plant at the rate of 400 gpm since it was only a primary treatment plant. The 400 gpm was combined with the 5000 gpm of process water going to the Concentrator. After one week the results were disastrous. The recovery and final grade had each dropped approximately 5%. With the results from this brief run, it was concluded that sewage effluent from a primary treatment plant could not be used. Research was then brought into the problem to begin an evaluation of sewage effluent in flotation.

An entirely new level of magnetic filtration technology was put into full commercial production by the kaolin industry of Georgia, U.S.A. during 1973-1974. At present, four kaolin producers in Georgia are operating large magnetic filters each capable of processing over 1000 gallons of kaolin slurry per minute or over 65 tons of kaolin per hour on a dry basis. A fifth large filter will go on stream in August, 1975. Four of these units are 84" machines manufactured by the Pacific Electric Motor Company of Oakland, California. When operated at the maximum 1000 g, p. m. rate, these five large magnetic filters have a combined capacity approximating the entire waterwashed coating and filler kaolin produced in the U.S.

"In making strategic economic decisions, it is important for a mining company to gain insights on the impact of significant political, social and economic issues when planning for present and future mines. The size of any mine, measured by the average number of employees working in the mine, will likely vary according to the pressures generated by the significant issues from one year to another. The objective of this study is to develop a model that represents U.S. underground coal mine size transitions during the period 2002-2012 using data derived from the MSHA databases. Coupled with information on significant issues over the past ten years, this model is used to gain insight on the impact of the issues on mine sizes. Results indicate that the structural impact of the combined driving pressures can be discerned by examining the year-to-year stability of mine-size categories. The effects of The MINER Act, the Obama Administration environmental policies on coal, and the coal market are evident. The lessons learned from these analyses give good insights on what the industry and market responses have been on the structure of the underground coal industry over the period of study. INTRODUCTION It is apparent that key driving issues affect the structure and viability of the coal industry. The driving issues may be political, social, and/or economic in the final analysis, but are generally rooted in reaction to dramatic and publicized events or movements. Mine disasters, an increase in miners’ disease prevalence, strife in the coal fields, and negative environmental impacts on air, land or water can capture the attention of the media and the public. Some of the issues occur over a long period of time, like the current global climate change movement. The coal industry veteran can sense the changes in political and social sentiment, and attempt to react to the economic repercussions; however, the insights from the media and from unique combinations of driving pressures are difficult to fathom. Thus decisions made on inadequate information related to the driving pressures and their likely impacts could lead to missteps in corporate and market restructuring. One way to gain some more insight on the potential impacts is to examine the complicated restructuring of mine operations in reaction to the driving pressures of the recent past. This paper examines an 11-year history of the changes in the underground coal industry structure, as reflected by changes in the numbers of mines in various statuses by mine-size categories. "The objective of this study was to develop a laboratory-scale method to rank the ignition and fire hazards of commonly used underground mine materials and to eliminate the need for the expensive large-scale tests that are currently being used. A radiant-panel apparatus was used to determine the materials’ relevant thermal characteristics: time to ignition, critical heat flux for ignition, heat of gasification, and mass-loss rate. Three thermal parameters, TRP, TP1 and TP4, were derived from the data, then developed and subsequently used to rank the combined ignition and fire hazards of the combustible materials from low hazard to high hazard. The results compared favorably with the thermal and ignition hazards of similar materials reported in the literature and support this approach as a simpler one for quantifying these combustible hazards. Resumen ¦ El objetivo de este estudio fue el desarrollo de un método a escala de laboratorio con el fin de clasificar los peligros de ignición y fuego de materiales comúnmente usados en minería subterránea y la eliminación las pruebas costosas y a gran escala que se realizan actualmente. Se usó un aparato de panel radiante con el fin de determinar las características térmicas relevantes de los materiales: tiempo de ignición, flujo de calor crítico para ignición, calor de gasificación y tasa de pérdida de masa. Se derivaron tres parámetros térmicos de los datos: TRP, TP1 y TP4, luego fueron desarrollados y subsecuentemente usados para clasificar los peligros combinados de ignición y fuego de materiales combustibles, de bajo riesgo a alto riesgo.
