"After nearly four decades of decline, the prevalence of coal workers’ pneumoconiosis (CWP, or black lung) in the United States has been on the rise since the mid-1990s (Laney et al., 2014; Laney et al., 2010; Suarthana et al., 2011; Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016). Particularly alarming is the number of cases of rapidly progressive disease such as progressive massive fibrosis (PMF) (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016; Laney et al., 2017). A recent study by Laney et al. (2017) observed 192 U.S. coal miners participating in the Coal Workers’ Health Surveillance Program (CWHSP) who had been diagnosed with PMF since 2000. Of the 163 (85 percent) that had a normal radiograph on file to use as a baseline, 27 (17 percent) of these individuals had progressed from a normal radiograph to PMF diagnosis in less than 10 years. Moreover, 162 (84 percent) of the individuals in that study worked in Kentucky, West Virginia or Virginia, and 169 (88 percent) had only ever mined underground. Blackley et al. (2016) also reported on a group of 60 PMF cases that were discovered by a single black lung clinic in eastern Kentucky. Since seeking care at such clinics and participation in the CWHSP are voluntary, and could be influenced by a number of factors, there has been some concern that these reports may overestimate the degree of resurgence in severe disease (i.e., versus disease that was previously under-reported). Even so, they highlight a critical need to better understand the cause(s) of disease development and progression — such that effective interventions can be devised.The notable uptick in CWP and PMF rates among miners in central Appalachia has led to this region being called a hot spot for disease (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2014; Laney et al., 2017). While the geographic clustering has been well documented (Pollock et al., 2010; Antao et al., 2005; Wade et al., 2011; Wang et al., 2013), the root cause is still unknown. Leading hypotheses have focused on the relative amount of rock being cut along with coal in many central Appalachian mines, as there has been a tendency to mine increasingly thinner coal seams over the past couple of decades (Laney et al., 2010; Schatzel, 2009). This shift has likely been accompanied by changes in specific dust exposure factors, such as increased abundance of particularly harmful dust constituents (e.g., silica or silicates) or increased frequency of harmful exposures (e.g., due to work in more risky environments) (Pollock et al., 2010; Blackley et al., 2016; Cohen et al., 2016; Douglas et al., 1986)."

A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

Production forecasts derived from the medium-term schedule represent the best path forward for underground mining operations to achieve corporate and operational goals. Unforeseen circumstances, such as equipment breakdown, can cause significant deviations from established production forecasts in the short term. Such situations require timely mitigation of the effects of the deviations in order to stay as close as possible to the medium-term plan. This paper presents a deterministic mathematical formulation for short-term scheduling that addresses this challenge. The formulation is able to make up for deficits resulting from operational disruptions by minimizing deviations from medium-term production goals and mediumterm activity start dates. We demonstrate this in a case study by simulating disruptions involving reduction in ore extraction capacity and development advance rate. Aside from the rescheduling capability, this formulation can help mine planners conduct analysis on the impact of various disruptions on the schedule. The formulation can help identify those conditions or disruptions that are more detrimental to the achievement of forecast targets, or otherwise. The formulation also affords mine planners the flexibility to prioritize one production goal over the other, depending on operational conditions at the mine. In the future, we seek to incorporate in the formulation respirable dust, diesel particulate matter, and ventilation constraints in order to create more realistic schedules and enhance miners’ health and safety.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Rate of penetration of Tunnel Boring Machines (TBM) has a significant role in the planning, measurement of productivity and performance of any tunneling project. In this paper, the application of Adaptive Neuro Fuzzy Inference System (ANFIS) in prediction of TBM penetration rate is evaluated. For this purpose, a database including Rock Quality Designation (RQD), Uni-axial Compressive Strength (UCS) of the rock, the Distance between Planes of Weakness (DPW) in the rock mass, and empirical data regarding rate of penetration of TBM from several tunneling projects are collected. The Rate of Penetration is then estimated by using ANFIS. These results are then compared with measured TBM penetration rates (actual data). It is concluded that ANFIS can be applied successfully for such purpose and result in high accuracy for prediction for the rate of penetration of TBM. The method provided in this paper can assist the mining engineer to estimate the performance of tunneling accurately.

This paper presents the results of a study of case histories of projects on which sinking caissons were used to construct shafts for tunnel construction and other underground works. Design methodologies are reviewed with respect to the impact of soil and groundwater conditions on the performance and constructability of sinking caissons. Factors which have led to success or failure are reviewed and evaluated, and recommendations for future investigation, design and construction activities are presented. Cost data for five recent projects are reviewed and compared to the cost of shaft installation by other means.

Underground stone mine ventilation is characterized by large openings with low resistances. These mines primarily face three challenges: moving adequate volumes of air, controlling and directing the airflow, and planning ventilation systems that work well with production requirements. Given these challenges, this paper examines the data collected by the Mine Safety and Health Administration (MSHA) to determine the extent to which respirable crystalline silica (RCS) and diesel particulate matter (DPM) are an issue in underground stone mines. Out of 522 sampled mines, there were 108 personal samples exceeding the RCS Permissible Exposure Limit (PEL) during 2000–2020. DPM were more prevalent than RCS in these mines with 382 personal samples exceeding the DPM PEL out of the 929 mines sampled during 2002–2020. Dilution of DPM is usually the defining parameter for design of mine ventilation systems in largeopening underground stone mines. With this knowledge, focused attention can be directed to these mines so that appropriate prevention and mitigation techniques can be utilized to prevent stone miners’ exposure to RCS and DPM and subsequent respiratory diseases.

By integrating field observations, OSHA data analysis, systems mapping, and a hierarchical occupational health pyramid, this framework identifies site-specific hazards while addressing broader socio-cultural dynamics. The approach improves upon existing safety programs by suggesting actionable, locally sensitive solutions that prioritize higher-order controls such as hazard engineering interventions and administrative controls. This study contributes to enhanced worker safety, efficient environmental restoration, and engagement in marginalized communities with abandoned mine lands.

INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

Introduction Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost. Both work in very difficult conditions and wear out rapidly. As a result, frequent rope changes are required resulting in substantial cost and productive time loss. Although performance of rigging has a profound impact on dragline efficiency, there are no common, industry accepted standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The performance of drag and hoist ropes depends on: •rope construction that should closely match requirements of the specific application, rope operating conditions and its maintenance and • correct definition and application of the rope discard criteria so that full advantage of the rope can be taken without endangering safety of its operation. This paper reviews the present practice related to all these factors. Its findings are based on the wide survey of the present industrial practice. Field survey In total, 33 North American dragline applications were surveyed of which 17 were Bucyrus-Erie machines, 10 were Marion and six were Page (now P&H). Most of the draglines were stripping overburden in coal mines, but the survey also included some unique applications such as phosphate mining in Florida and oil sand mining in Alberta. Hoist drive power of the surveyed machines varied from 300 to 7775 kW (400 to 10,400 hp). Drag drives varied from 300 to 5815 kW (400 to 7800 hp). Boom lengths varied from 37 to 110 m (120 to 360 ft). Bucket sizes varied from 5 to 96 m3 (6 to 115 cu yd). The hoist and drag ropes installed on the surveyed machines were supplied by 10 rope manufacturers and differed widely in type and construction. Most common rope strand constructions included standard strands, Seale, Warrington, Warrington-Seale and Filler-Seale. Results of the survey [ ] Working conditions Working conditions of hoist and drag ropes are quite different. The first cope primarily with bending on rope drums, point sheaves and deflection sheaves, and with tension force imposed by the bucket and its load. The drag ropes are exposed to severe abrasion at the pit crest, and to severe bending and crushing at fairleads, all while coping with tension forces imposed by resistance of the bucket to dragging. Bending of drag ropes at house rollers and at rope drums is of minor importance for their performance. Differences in working conditions result in different wear patterns, which make it feasible to install discarded hoist ropes to further serve as drag ropes. The hoist ropes wear primarily due to fatigue breaks of wires, while the drag ropes are subject to severe abrasion of outside wires, rope deformation and internal wire-strand breaking. The last is often indicated by the reduction of rope diameter. The summary of working conditions for the surveyed draglines is shown in Table 1. For simplicity, Table 1 does not include the data on rope bending at the fairleads, nor at the deflection rollers and house rollers. Similarly, Table 1 does not include the data on drag rope bending (other than that on the rope drum), as its influence on rope life is insignificant in view of severe abrasion and internal wear taking place elsewhere. However, the safety factors of the dragline ropes are lower, which requires them to carry relatively large tension forces. The current state of the mass transit industry in America will be examined. How and why this important urban activity shifted entirely, or almost entirely, from the private sector to the public sector. Who pays for transit? For day to day operating costs? For capital investment? The prospects for transit's future will be the next major issue addressed. In a word, they are rather good. Over the past decade there have been major new transit investments made in Atlanta, Baltimore, Washington, D.C. and Miami, as well as constant re-investment in such cities as New York, Boston, Philadelphia and Chicago. While the current administration has put a temporary halt on the initiation of any major new rail transit projects using Federal funds, there are several mechanisms localities have for using other resources for such projects. These will be explored.

Dr. Roussey Roussev The use of chemical additives on grinding is of significant importance considering the high energy consumption of grinding processes. My research indicates that the dispersant approach explains the effects, in this particular case of wet grinding. Further, the dispersant approach combined with torque measurements give the possibility of clarifying the mechanisms involved when using grinding aids. I find the conclusions derived from the data obtained to be correct and useful for grinding. In general, I agree with the explanations. However, I would like to discuss several additional points that I consider to be important, and in the same time to mention some of my own results from investigations similar to those presented in the study under discussion. The "bed volume concept" and the change of slurry viscosity explain adequately the data plotted on fig. 3, in conjunction with Figs. 1 and 2. However, the significant increase of the average torque in the case of 83% solid with XFS-4272 introduces the necessity of establishing the optimum of percent solid when dispersant is used. For example, the optimum percent of solid for different materials varies. One of the reasons is the material's mass density. On the other hand, it is necessary to determine the concentration of the chemical used. Because of this, it would be interesting to know how the cited concentration was selected. The supportive discussion and verification by Dr. Roussev, with results similar to that of the paper, is appreciated. I will try to answer the additional questions he has raised. To begin with, the mill was fitted with six lifters of approximately one-quarter inch height. There has been extensive lab and plant level work to understand downstream influences of using dispersants like XFS-4272*. In sulfide ore processing, which is the area in which most industrial scale testing has been performed with this approach, neutral to positive influences have been observed. For example, positive effects (e.g., increased recovery) have been noticed in flotation operations involving ores that have a tendency to produce excessive slimes upon grinding. (1) Also, the use of a dispersant has been shown to demonstrate a positive influence on classification by improving the sharpness of separation and preventing a decrease in d50 value that usually accompanies increasing flow rates to classifiers.(2) The biggest potential downstream problem is in thickening, which at the dosages involved, has not been a problem in plant scale usage. The commercial price of dispersants like XFS-4272 is quite variable depending on source, concentration, etc, but a typical cost of XFS-4272 to achieve a 10% increase in throughput in industrial mills has been between 20 and 35- US per ton of feed ore (1981).

Acknowledging this, and with the goal to optimize production at a minimum investment, one can use existing equipment, modify the process flow and make a few strategic capital investments. Automatic setting regulation is a technology that allows balanced crusher performance matching minute changes in feed material characteristics. The system makes it possible to utilize the crushers fully at all times. It also continuously and completely compensates for manganese liner wear.

Catastrophic failures of dams and tailing storage facilities (TSF) have triggered the development of integrated ground monitoring concepts for hazard assessment, risk management and public safety. These concepts are based on knowledge and expertise of persons technically responsible for TSF. The aim is to combine this implicit and explicit knowledge with the data of in-situ- and remote sensors. Risk management for TSF must include a comprehensive monitoring program that integrates data from ground based-, air-borneand satellite-based sensors. Researchers at Technical University Georg Agricola (THGA) in Bochum, and EFTAS, Muenster, Germany, are fusing a variety of sensor data to enhance the capability and performance of TSF monitoring to ensure public safety downstream of TSFs. This paper describes the variety of sensors implemented in numerous research projects. It gives an outlook in terms of planned satellite missions with innovative equipment like hyperspectral sensors. The implementation of the data of these sensors in the analysis will increase the understanding of spatio-temporal impacts of mining activities. Future opportunities are explained by a datacube approach.

Resolution Copper Mining LLC (RCML) is currently in a Pre-feasibility study evaluating a large and deep copper and molybdenum deposit in the historic mining district east of Superior, Arizona. Work scheduled for the next several years includes dewatering the existing shut-down mine (the Magma Mine) and sinking an exploratory shaft to 2,130 meters (7,000 feet) below the surface. To dewater the Magma Mine and sink the exploratory shaft, RCML must extract and manage about 2 billion gallons of accumulated mine water inventory, as well as about 300 million gallons per year of new inflow. In order to conserve a valuable water resource in a desert environment, RCML worked with the New Magma Irrigation and Drainage District (NMIDD) to provide treated mine water to blend with and supplement the NMIDD?s water supply to approximately 2,000 hectares (5,000 acres) of farmland located east of Phoenix. A 44 km (27-mile) pipeline was needed to convey the treated water. It was essential that a treatment system be used which could reliably meet irrigation water quality goals, produce a non-scaling effluent to maintain pipeline flow capacity, and generate a dense sludge minimizing disposal cost and volume. This paper describes the resulting mine water treatment and recovery system (MWTS) and how the system has performed against objectives.

This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.

?We are certain there is need for research in every phase of mining." This statement by R. M. Crump of the Jones and Laughlin Steel Company (047) paraphrases opinion widespread among mining people. It is undoubtedly true. In preparation for this presentation, 193 organizations were asked to describe their mining research efforts. 60% responded, The meaning of "research" was taken in several different ways. The continual efforts of progressive companies to improve themselves were reported as research. We will call this and any effort to solve specific and immediate problems "practical research". The continuing investigation of subjects of long range interest will be called "basic research".

Booster fans in underground coal mines are often located using the concept of a neutral point. Normally, intake airways are maintained at higher absolute pressure than return airways, so air leaks from intake to return. By adding a significant pressure force to a region of a ventilation system, booster fans installed in a return airway can increase the pressure in the return so that air leaks from return to intake. This is commonly referred to as recirculation. The neutral point occurs at the location in the system where the pressure difference between the intake and the return airway(s) is zero and at this point there is no leakage or recirculation. Ideally, placing a booster fan near the neutral point minimizes leakage and recirculation; however, in practice the position of the neutral point is not static and it changes as the ventilation system parameters change. This paper presents a study of how changes in the system parameters affect the location of the neutral point in a model coal mine ventilation system. First the effects of booster fan pressure and location on the neutral point are evaluated. Next the effect of increasing mine distance, and therefore mine resistance, on the location of the neutral point and the magnitude of recirculation is evaluated.

As part of its mission to develop technology to assure a continuing supply of minerals, the US Bureau of Mines has investigated the flocculation of a Stillwater, MT, chromite ore. The ore was flocculated at different solids contents and at different stirring speeds to determine the importance and effect of hydrodynamic factors. In acidic and basic pH, the chromite ore was flocculated with high molecular weight polyacrylamides differing in the degree of hydrolysis. Polyacrylamides were found to bind to chromite ore particles through hydrogen bonding. The anionicity of the polymer and the pH affected the degree of polymer-particle interaction, which in turn affected polymer conformation at the surface. A polymer conformation with many loops and tails was used to explain high flocculation efficiency. It was found that such a conformation could compensate for poor hydrodynamic conditions.
