The original flotation reagents were certain oils selected for a combination of properties that occurred fortuitously. It was recognized quite early in the study of flotation mechanism that, in order to function, an oil must have an active group-one that differs from the remainder of the molecule in its affinity for water or the mineral particle. Wark4 gives credit for recognition of this elementary chemical principle to the senior author of this report.5 However, it was soon found that simple hydrocarbons could not be used as flotation reagents and that two of the functions, which were combined in the early flotation oils such as pine and eucalyptus, could be obtained in separate compounds and their relative intensity controlled to advantage. These two functions were called collecting and frothing.

The U.S. Bureau of Mines investigated the performance of portable power cables under transient conditions. This research had a twofold purpose: (1) to define the thermal characteristics of electrically overloaded trailing cables, and (2) to conceptualize electrical protection for cables that allows maximum cable efficiency without diminishing electrical safety in underground mines. Several tasks were under- taken in support of these goals during the 3-year research effort. Overload tests ranging from 2 to 12 times rated ampacity were conducted in the Bureau's Mine Electrical Laboratory. Two thermal models of energized type G-GC trailing cables were constructed, one based on thermodynamic theory and the other using empirical data from previous Bureau load tests. The empirical model was then incorporated into an interactive computer program that can assist designers and approvers of mining machines in selecting the appropriate size trailing cable. This program can be the basis for a cable protection system that ensures that cables are not the source of fires, ignitions, burns, or explosions underground.

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador's total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.

This paper describes mining and milling methods of the American Smelting & Refining Co. at the Morning mine in the Mullan area of the Coeur d'Alene mining region in Idaho and is one of a series of Bureau of Mines reports dealing with methods and costs of mining throughout the United States. The Morning mine has been described previously in a Bureau of Mines report published in 1930,2/ and the milling methods and costs at the Morning concentrator were presented in a Bureau of Mines report published in 1932. 3/ These reports are supplemented by this publication, which presents data to show the effect of changing times and conditions on a typical medium-size mining operation during the latter part of its history, when costs were rising and production was from increasingly greater depths. The report contrasts two periods in the history of the mine-periods not too far separated in years but considerably different in economic conditions. During the first period (1939) costs of labor and materials were moderate, mining operations were just being transferred from the main shaft to deeper workings opened from the offset shaft, and the operation prospered. During the second period (12 years later) production costs had increased following the national trend in all industry, mining was from greater depths near the bottom of the ore body, and the operation was becoming unprofitable. Mining on the lower levels of the property ceased in 1953.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. The major elements essential to plant growth are nitrogen, potassium, and phosphorus. These three constituents of the soil are removed relatively rapidly by growing crops and consequently are the main constituents of commercial fertilizers. Scientific studies, however, have progressively revealed the fact that a number of other plant foods, many of which are not necessarily supplied in commercial fertilizers, are necessary to assist plant growth and fruit production and that soils deficient in certain of these minor elements may be made much more productive by adding them. The farmer looks to the miner to furnish most of the elements requisite to plant growth, which have to be supplied through the medium of fertilizer additions. It follows that the mining industry should keep an eye upon developments in the fertilizer industry and in the results of soil studies as a possible outlet for mineral products. The important industries engaged in the production and marketing of the three principal pant nutrients have already been described in Bureau of Mines publications .3 The present paper discusses the commercial implications with respect to other elements that are now employed as soil additions.

"INTRODUCTION As a part of the program of investigation of domestic sources of manganese ore, mining engineers of the Bureau of Mines obtained and examined samples of ore from six properties in the vicinity of Pioche, Lincoln County, Nev., and from one property near Caliente, Lincoln County, Nev. As the ores were too low-grade to be acceptable for the direct production of ferromanganese, their amenability to concentration by ore-dressing methods was investigated.In general, the Pioche ores had a low manganese content and, owing to extremely intimate association of manganese minerals with iron oxide and nonmetallic gangue, were refractory to concentration by ore-dressing methods. Only two samples (Zero Gap and Wheeler ores) were amenable to the production of concentrates that would sinter to a marketable plus 35-percent manganese grade. The Prince Consolidated and Ely Valley No. 1.ores were roasted and sintered to produce lead-silver-zinc fumes. The residues were of possible value as manganiferous iron ore. No marketable manganese products were made from Calton semi-oxidized ore, but over 80 percent recoveries of lead, silver, and zinc were made by bulk sulfide flotation followed by Diming of the sulfide concentrate. No satisfactory results were obtained by treatment of Golden Eagle and Ely Valley No. 2 ores.The Cudverwell ore was amenable to the production of high-grade manganese concentrates by ore-drssing methods. However, fine grinding was required to effect mineral liberation, and loss of manganese as slime limited the mangenese recoveries obtainable.In the coarse of the investigations, many data were obtained and compiled, but for the sake of brevity, several data, of secondary importance have been omitted or condensed, and only the tests giving the more promising results are discussed in detail. For convenience, the report has been divided into two parts, one opertaining to the Pioche ores and the other summarzing results obtained by testing Culverwell ore."

In recent years the demand for products of greater refractoriness has placed an ever-increasing emphasis on ceramic materials, including the metallic oxides. Magnesia (MgO) is one of the most important of these oxides, exhibiting, as it does, high electrical resistivity, high slag resistance, and a melting point of 2,800° C. However, magnesia has a tendency to hydrate in the presence of water and to volatilize above 1,500° C. in certain kiln atmospheres and has a comparatively low resistance to thermal shock. Because of these disadvantages, the previously listed advantages inherent in this material have been largely overlooked, and research on magnesia has lagged behind that on oxides such as alumina and zirconia. This bibliography has been prepared in an effort to present to Government and industry a comprehensive picture of the prospects for greater utilization of magnesia as a refractory material in future research. To provide as selective and accurate a collection as possible, the references included cover magnesia in a pure state, not as an additive or in combination with other materials. However, several references discuss the effect of minor impurities (less than 5 percent of the total) on the properties of magnesia, as these papers are considered to be of special importance. A few references to articles on forming techniques are also included, as they are valuable additions to the overall treatment of the subject. The processes used in obtaining and refining the raw materials are adequately covered in earlier publications and are excluded. A number of references are omitted as being of questionable value in enhancing the cumulative study of pure magnesia as an ultra-high-temperature refractory material.

The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests.

As part of its mission to develop technology that will help increase the supply of critical and strategic minerals from domestic resources, the Bureau of Mines has investigated methods for beneficiating platinum-group metal ores from the Stillwater complex, Montana. This report presents the result of a bench-scale study employing froth flotation to recover a sulfide concentrate containing platinum-palladium values from a mineralized gabbro. Best results were obtained with a flotation scheme utilizing a mercaptobenzothiazone collector and sulfuric acid. Rougher concentrates containing approximately 11 oz Pt-Pd/ton and 90 pct of the metal values in the ore were obtained. Subsequently, cleaner concentrates containing approximately 26 oz Pt-Pd/ton and between 80 to 85 pct of the Pt-Pd values in the ore were prepared.

Introduction This paper is a descriptive analysis of injuries and fatalities at small surface bituminous coalmining companies in Pennsylvania. The purpose of analyzing a specific industry sector and location is to identify issues that might be missed in a wider analysis. Other studies of small mine safety (e.g., Peters and Fotta, 1994, Randolph and Boldt, 1997) have shown that the relationship between safety and mine size is not a simple one. Some injury types occur at higher rates at small mines, while others occur at lower rates. Consequently, an analysis limited to a specific type of mining can help identify hazards and issues specific to that sector. The results of this analysis will be useful for directing training, intervention, and research efforts towards the most prevalent causal factors and incident types. Procedures and Definitions Data sources The primary sources of data for this analysis were files provided by MSHA containing information collected under Title 30 Code of Federal Regulations, Part 50. These files, commonly referred to as “Part 50 data”, are provided though MSHA’s Program Evaluation and Information Resources directorate. Two primary types of injuries were selected from the Part 50data: Fatalities (MSHA “degree of injury” code 1) and lost-time injuries, otherwise known as nonfatal with days lost (MSHA “degree of injury” codes 2 through 5). Lost-time injuries involve either actual days away from work or days of restricted activity or both. Fatality and lost-time injury incidence rates were calculated using the standard MSHA formula: Number of injuries per 200,000 employee-hours. Additional information on company sizes and mine ownership was provided by the Pennsylvania State University College of Earth and Mineral Sciences. Time span A five-year time span was selected for this study. More than a single year of safety experience is usually needed to capture a broad range of incident types. Many types of injuries, especially fatal injuries, can be extremely rare, and may be missed if too short a time span is selected. However, a time span that extends too far back may begin to suffer historical threats to validity. That is, incidents that occurred several years ago may be caused by hazards that have since been remedied or may be related to mining practices and conditions that no longer exist. A five-year span offers a practical compromise between these two concerns. Consequently, the MSHA Part 50 data files from 1993 through 1997 were used. The 1997 file was in “preliminary” form at the time of the study, so small variations from the final 1997 “close out” file can be expected. Based on past experience, we do not expect the close-out variations to have a significant impact on the findings.

The Bureau of Mines is endeavoring to reduce waste and increase efficiency in the production, refining, and utilization of petroleum . During the last few years the demand for petroleum and its products has increased so much more rapidly than the production that greater efficiency in utilization is now a matter of most serious importance . The Diesel engine, a comparatively new type of internal-combus- ' tion engine, is an important device for insuring more efficient utilization of petroleum and coal-tar products, for it consumes heavy liquid fuels such as can not be utilized in other types. Like the gas or the gasoline engine, it is revolutionary within its province. For some uses this engine is replacing gas and gasoline engines , but its most important duty will be to replace the wasteful consumption of fuel oil in steam engines. Not only will a wider use of the Diesel engine relieve the demand, but it will result in more power being obtained from the same consumption of fuel oils . In spite of these advantages, comparatively few Diesel engines are in use in the United States . In this report the author discusses recent developments in the design and construction of the Diesel engine, the fuels suitable for burning in it, and the uses to which it is particularly adapted .

"New England" and "granite" if not synonymous are at least associated terms. Where there are granites that are not deeply eroded there are usually pegmatites, the most erratic of rocks, and of them New England has a full portion. Many of the New England pegmatites contain the rare alkalis - lithium, rubidium, and cesium. however, the same in homogeneity of the earth's crust that has made the New England pegmatites unusual, in that so many of them contain the rare alkalis, has likewise made the distribution of the rare-alkali minerals sporadic even in those pegmatites, and most contain only enough to furnish collectors with more or less ornamental and uncommon minerals. New England has long had numberless collectors of minerals, and the mineralogists of its various schools have published many papers on the pegmatitic minerals, including those of the rare alkalis, but none of the papers have dealt with estimates of quantities. In this paper we have tried to place the emphasis on quantity rather than on mineralogy.

"INTRODUCTION A commercial-scale pilot plant for gasification of lignite was completed by the Bureau of Mines at Grand Forks, N. Dak., early in 1945 as an extension of work on, gasification of low-rank coals initiated in a smaller pilot plant at Golden, Colo., during 1943. The development work on this plant was part of a program to make reducing gases from lignite for beneficiation of low-grade iron ores. The background of this project has been described in a previous report. 6/ The present report describes the major features of the large pilot plant, a record of experimental operating data during five runs totaling about 1,800 hours, .and results of experimental work on the small pilot plant at Golden during 1945.This project has created considerable interest because heretofore there has been little success in several attempts to gasify American lignites.Furthermore, the methed employed is a departure from conventional processes. Natural lignite is fed continuously into an externally heated annular retort and is converted into water gas by heat conducted through alloy metal walls. Because of the high thermal conductivity of metal, the rate of gasification is several times greater than can be obtained when employing refractory walls. The process has been developed to a part that leaves one major question unanswered. - ""How long will the alloy last under practical operating conditions?"" - and this question has aroussed the interest of the Coal Division of the Bureau of Mines in this new development.Owing to the high reactivity of the lower-rank fuels, the water-gas reactions proceed rapidly at medium temperatures of 1,650°F. to 1,800°F. These temperatures can be attained in a reaction zone heated by external means when the temperature of the retort does not exceed 1,900°F. while transferring from 6,000 to 7,000 B.t.u. per hour per square foot. Such rates are several times greater than can be attained through refractory walls as employed in the Didier-Bubaig 7/ and the Ahrens processes. 7/ Therefore, the investment cost of the gas generator per unit of capacity will be considerably lower for the higher-capacity process. However, the maintenance cost of metal vessels will be higher than that of refractory retorts, and this emphasizes the importance of large-scale operation to determine the life of an alloy retort under practical operating. conditions."

The methane content of virgin bituminous coalbed can now be measured accurately in the field with exploration core samples from vertical boreholes. The gas content of the coal per unit weight can be used either to design a mine ventilation system or to determine if degasification of the coalbed will be necessary before mining, and to determine the gas resources in the coalbed. The equipment necessary to conduct the test costs less than $50. The gas content of the coal in place in the ground is determined by summing the gas lost from coring, gas measured during desorption, and the residual gas in the coal. Upon removal from the borehole, the core sample is placed in an airtight container and desorbed for several weeks until the desorption rate is below 0.05 cm3/g for 5 consecutive days. The gas lost from the core while it was being cored and the residual gas are estimated by a new graphical method. The amount of gas remaining depends upon whether the coal is friable or blocky. Friability appears to relate to the depth of the sample below the surface, fixed carbon percentage, Hardgrove grindability index, and proximity to tectonic disturbance. Friable coals emit nearly 96 pct of the total gas during desorption whereas a blocky coal emits only 60 pct of its total gas. Coalbeds that are ill defined as to their blocky or friable nature must be tested in the laboratory for unambiguous analysis.
