The number of completed petroleum refineries in the United States continued to decline in 1938, but the total capacity to process crude oil increased materially. This information was obtained in connection with the Bureau's annual canvass of refinery capacity as of January 1, 1939. In spite of the addition of a half dozen plants in Illinois and the inclusion in this year's list of several more "pot-stills" in Montana, the total number of plants, and inactive, declined from 551 on January 1, 1938, to 538 on January 1, 1939. was entirely in shut-down plants, as the number of operating plants rose from both active The decline 431 to 435. Yost of the plants dismantled were situated in Wyoming and Texas, parts or several from the latter being transported to Illinois. About 10 more East Texas refineries were dismantled in 1938, leaving about 15 plants in the field, only 8 of which were operating on January 1, 1939. Although the total completed capacity increased from 4,351,151 barrels on January l, 1938, to 4,508,555 barrels on January l, 1939, the operating capacity declined, and the inactive capacity increased about 50 percent, or from 380,955 to 574,770 barrels. These shifts in capacities reflect the comparative slump in the refining industry in 1938 after the prosperous year 1937. Daily average crude runs in 1938 were 3,192,000 barrels, from which it may be figured that the operating ratio for the active units was about 81 percent of crude and for all completed equipment 74 percent. The highest daily throughput in 1938 was about 3,400,000 barrels, at which time the reserve capacity represented in the active equipment was at least 500,000 barrels, in addition to about that much capacity shutdown. In an emergency, much more reliance could be placed on the reserve capacity of the active equipment, as much of the shut-down capacity is obsolete at present specifications and prices. Regarding obsolescence, the refiners reported 418,165 barrels of their idle capacity in good condition on January l, 1939 and 156,605 barrels in poor condition. However, it is probable that the former reflects an optimistic viewpoint. Refinery activity, as represented by new construction and dismantling, declined materially in 1938. The new capacity added in 1938 was 378,350 barrels compared with 394,680 barrels in 1937. Probably 1939 will see a much larger decline, as the new capacity under construction on January 1, 1939, totaled only 142,250 barrels compared with 283,020 barrels the preceding year. The capacity represented by the new plants was negligible throughout

During the present war emergency, under the urge of the Federal Government to store coal, the following questions are frequently asked by coal users: (a) Will the coal lose any, of its heating value in storage? (b) Will it slack and give a smaller-size coal? (c) Will its burning characteristics change in any way? (d) Will it catch fire from spontaneous combustion? (e) What precautions should be taken when coal is stored? DISCUSSION (a) Loss of Heating Value Studies by the Bureau of Mines show that the loss of heating value of coal in storage commonly has been overestimated. Various types of storage tests were made on New River, Pocahontas, Pittsburgh gas, and Sheridan (Wyo.) coals. This report describes and gives the results of an examination by the Federal Bureau of Mines of ilmenite-bearing placer sand deposits in the 24-mile long valley of Otter Creek, Kiowa and Tillman Counties, Okla. Drilling and sampling was completed in three periods between October 1956 and September 1957. Mineralogic studies and mineral-dressing tests on recovery of ilmenite and other heavy minerals from composited samples of the sands were made in Bureau of Mines laboratories at Rolla, Mo., in 1957 and early 1958. Otter Creek rises in and drains the southwestern extremity of the Wichita Mountains, which are represented locally by knolls and ridges of gabbro and granite surrounded by plains floored with flat-lying Permian red beds. The valley fill consists of a basal sand-clay component, derived from weathering of the igneous rocks, and an overlying silt-clay alluvium. Ilmenite is present in significant quantity and recoverable grain size only in the basal sand-clay.

Morphometric examination of lung alterations following exposure to toxic and pathogenic substances is invaluable in detecting subtle changes which might otherwise be overlooked. Results, from evaluation of initial structural alterations, support and guide subsequent nonmorphological techniques and, when coupled appropriately, can lead to a better understanding of the pathogenesis of a disease. Morphometry is a technique which can be used to determine, quantitatively, the site, extent, development, and progression of a disease state. Determination of the extent of tissue and cellular involvement in the response to inhalation of silica has been performed in order to gain a better understanding of the development of fibrosis following inhalation of this toxicant. In addition, since silica has been postulated as one of the important pathogenic minerals in coal mine dust' it is important to understand the lung tissue response to silica prior to evaluating the effects of inhaled coal mine dusts. Male Syrian golden hamsters were placed in Hazelton 1000 inhalation chambers and were exposed to either filtered air (controls, n = 24) or filtered air plus 30 mg!m3 silica (Min-U-Si110,95%ofparticles < 5 um,n =24)for16hours per day, five days per week, for two weeks. Animals were returned to the animal quarters prior to subsequent tissue processing at 1, 4, and 12 weeks following exposure. This schedule was designed to allow time for the development of fibrosis. Lungs were fixed by intratracheal perfusion of ½ strength Karnovsky's fixative at a pressure of 20 cm H20 and tissues were taken for embedment and analysis at the light level. Determination of site, extent, and development of alterations was performed using a multitiered approach. Changes in large structures (airways, blood vessels) was determined prior to evaluation of changes at the septal tissue level. Data will be presented outlining the progression of changes. Results indicate the usefulness of morphometric analysis of lungs following inhalation of toxic substances in quantitatively defining the structural alterations.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

As the problem of inclusions in steel has become increasingly important, more and more attention has been paid to the source of the oxide inclusions in steel. In killed steels the oxide inclusions are traceable to the reaction of deoxidizers with the iron oxide dissolved in the steel during the refining period of the open-hearth heat. In a large class of steel known as "rimming steel" the action of the steel during solidification depends entirely on the gas evolved, and this evolution in turn is controlled by the amount of iron oxide in the liquid steel in the mold. It is therefore of great importance to be able to determine the amount of iron oxide dissolved in steel and to devise methods for the control of iron oxide in any class of steel. The object of the present investigation was to obtain a true value of the oxygen con-tent of liquid steel. If the steel has not been deoxidized, the greater percentage of the oxygen is present as iron oxide in solution.

Binary alloys of molybdenum and tungsten were prepared by the Bureau of Mines in laboratory-scale experiments by hydrogen reduction of their vaporized hexafluorides. Near-optimum deposition parameters were determined, and the nature of the deposited alloys was investigated. Dense, homogeneous alloys were codeposited between 650° and 750° C with a reduction efficiency of more than 75 percent. The alloy composition was uniform when the hydrogen ratio in the gas feed mixture did not exceed 3 times the stoichiometric requirement. Regulating the proportions of the metal hexafluorides in the gas feed provided a large degree of control over the composition of the deposit. Hardness of the deposits varied directly with the proportion of excess hydro,,,, in the gas feed and with the weight-percent of tungsten in the alloy. Hardness was not affected by deposition temperature over the range 650° to 750° C for specimens of similar composition. Extreme brittleness and unsuitable physical shapes of the alloys prevented tensile strength measurements.

The U.S. Bureau of Mines evaluated a teleoperated continuous mining machine for deep mining in thin-seam applications as low as 1 m. Teleoperation increases the safety of mining machine operators because it removes the operator from the face, an area of immediate hazards to safer outby locations. By using teleoperation, the miner can avoid many including unexpected roof falls that can maim or kill miners instantly, methane and coal dust explosions that can be ignited with just a small spark or flame, adverse health effects from miners breathing coal and silica dust, adverse long-term inner ear damage from loud noise pollution, and other hazards related to heavy mining equipment moving about in confined underground roadways. This report presents the surface evaluation results of a teleoperated control system.

The search for new alloys for application in the atomic energy field had prompted investigation of zirconium-rare earth metal alloys by the Federal Bureau of Mines. In this instance the zirconium-dysprosium system was investigated by melting point, thermal analysis, resistivity, X-ray and metallographic methods. Results indicate a single eutectic system with a peritectoid reaction occurring at 890° C. The eutectic isotherm extends from 30 to 95-percent dysprosium at 1,280° C. Eutectic composition is located at approximately 70 percent dysprosium. Solid solubility of dysprosium in both alpha and beta zirconium is extensive. The extent of solid solubility of zirconium in dysprosium has not been determined. Although zirconium rich alloys exhibit a significant increase in hardness, they can be cold worked extensively. These alloys also appear adaptable to solution heat treatment. Additional investigations concerning corrosion resistance and other mechanical properties are necessary for satisfactory evaluation of these alloys. The superior corrosion resistance of zirconium and the nuclear cross-section characteristics of the rare earth metals have stimulated alloy investigations using zirconium as a base metal. Alloys combining these characteristics present a possible substitute for hafnium as a control rod material. In this particular study dysprosium was chosen as the alloying element, and several series of alloys were used to establish the equilibrium diagram.

This manual was prepared to provide essential information to be used when critical decisions pertaining to mine fire recovery or other disaster situations become necessary. It is a state of the art report based upon technology and instruments developed, under a Bureau of Mines Research Contract. A detailed description of the development work and results of full-scale field testing is contained in the Technical Report, Vol. II, of USBM Contract Report H0122045, "Extinguishing Coal Mine Fires by Remote Scaling." Further research and development work has been programmed; consequently, a more complete manual providing detailed instructions and describing available instruments and equipment will be published. Those instruments and special equipment described in this manual must be considered prototype; methodology and applied technology will require special expertise. Consequently, any prospective application of this remote sealing technique will require assistance by the United States Bureau of Mines Research organization and experts from the contractor who developed the basic technology and instruments.

This report contains experimentally determined heat-content values for cerium dioxide and Columbium (niobium) dioxide in the temperature range from 298° to 1,800° K. There are no previous similar data for Columbium dioxide, and those for cerium dioxide have an upper limit of 373° K. The heat-content and corresponding entropy-increment data are presented in tabular form. Equations were derived to represent the heat contents and heat capacities. The data for cerium dioxide are entirely regular, but those for columbium dioxide show two previously unreported anomalies at 1,090° and 1,200° K.

Percolation leaching of wad-type manganese ores was investigated, using a novel system of alternate upward passage of sulfur dioxide gas through moistened ore and downward percolation of wash solutions to extract solubilized manganese. Bench and large-scale tests designed to simulate vat and heap leaching were made on four wad ores from Arizona and Nevada and on a pailomelane ore from Arizona. Three of the wad ores required prebaking at 500° to 600° C. to produce a permeable agglomerate that would not slake during percolation washing. The hard-type ore and one of the wad ores that contained a large amount of granular gangue did not require prior roasting. The deportment of the different ores toward leaching and percolation was studied with particular reference to the influence of the sulfur dioxide - oxygen ratio and the effect of gas dilution on the rate of manganese dissolution, dithionate formation, and acid production. Crushed charges of the ores, as coarse as 1 inch and as fine as 1/4 inch, were treated for periods of 5 to 11 days. Percolation of the gas and leach solutions through the charges was achieved without difficulty. The manganese extractions varied between 78 and 97 percent and depended upon the size and type of ore leached. The average quantity of sulfur dioxide required in the larger scale tests was about 2.6 pounds per pound of manganese recovered. The dithionate formation varied from 0.35 to 0.9 pound per pound of manganese extracted depending upon the strength of leaching gas.

The term "fusain" was first adopted from the French by the American geologist J. J. Stevenson in 1911, according to Wheeler, (1),3 who applies it to that portion of coal resembling charcoal, which he treats as one of the four ingredients of banded bituminous coal. The term has since been adopted by American writers. The Germans use it with slightly different spelling - namely, fusit. It is the equivalent of "mother-of-coal" and "mineral charcoal" of the earlier British writers. The English word fusain is also applied to "a crayon of fine charcoal" and is derived from the Latin root fusus. OCCURRENCE OF FUSAIN IN COAL AND ITS RECOGNITION Fusain is fairly widely distributed in coals of all ranks in varying amounts. It is almost always present in very thin sheets between the bedding planes of the banded coal constituents and presents a jet-black silky appearance who n the coal is split away. As fusain has little cohesive power the coal splits readily along the planes where it occurs. Such fusain bands often attain appreciable thickness -- frequently 1/4 to 3/4 inch. -Beet (2) has reported a maximum thickness of 2 inches for fusain partings, and Sinnatt (3) has found it in the form of plates and lumps; one lump taken by him from the Peacock mine weighed 3-3/4 pounds. Bore (4) has found it in coal balls. Sinnatt (3) states that fusain occurs in two forms, "the first a hard compact variety occurring rather rarely, which can not be pulverized by pressure of the fingers the second type is the common substance" -- that is, a very friable, easily pulverized material. The writer has also found the two types of fusain in the same coal bed and has observed that the hard variety contained considerable calcium carbonate, which probably entered the material in situ by infiltration. Sinnatt further remarks that the layers of fusain (soft type) usually contain less moisture than the coal (or lose it more readily on exposure), and when exposed they quickly change to flocculent powder so that the fines of the coal as mined are likely to contain a major proportion of this substance.

Transportation charges for mineral commodity movements in western Oregon and western Washington were determined mainly by a stratified random sample canvass of producers. Total 1965 mineral production value for this area was $53.3 million; the cost or charge to move this production from the mine to the consumer or to the point of consumption was determined to be an additional $38.7 million. Thirty seven companies were contacted as a sample out of a total population of 349; the statistically expanded sample production value deviated 3.6 percent from that obtained by the Bureau&apos;s annual canvass. The agreement between the sample results and the canvass totals demonstrated the effectiveness of the sampling method for obtaining data with a predesigned level of accuracy. For comparison, the north-central Idaho and western Montana area was studied, A random sample experiment was designed, but because of the dominance of a few major companies, a random sample technique would have required more visits to producers than if only the larger firms were contacted. Eighty-four percent of the 1966 mineral value ($198.6 million) was accounted for by interviewing 27 firms out of a total population of 199. Total transportation costs or charges for the area were $26.7 million. The significant difference observed between the relationship of minerals production value and transport charges between the two areas investigated can be attributed to the difference in the minerals produced. The western Oregon and western Washington region is a nonmetals-producing area as opposed to the predominance of metals production in the Idaho-Montana region.

During the course of the work: it was found desirable to investigate the sensitizing action of nitrostarch in mixtures of ammonium nitrate containing low percentages of this material. Data were derived as to the sensitivity to decomposition by heat and the completeness of detonation and,of detonation of straight ammonium nitrate, as compared with ammonium nitrate-nitrostrarch mixtures containing 1 to 10 per cent of nitrostarch.The ammonium nitrate was a sample of coated material obtained from the salvage of amatol shells. The 18th National First-Aid and Mine Rescue Contest was held in the Memorial Auditorium, Buffalo, New Vork, October 5, 6, and 7, 1959. The meet was sponsored by the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other safety minded groups. The Arrangements Committee, as authorized by the General Committee, made a11 the necessary arrangements for conducting the 1959 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers&apos; Association; Charles Ferguson, United Mine Workers of America; George C. The Reeder No. 1 well was drilled by the Bureau of Mines in cooperation with the Geological Survey as agents for the Defense Plant Corporation. The well is south of Crescent Junction near Thompson, Grand County, Utah. It was started May 5, 1942, and completed August 3, 1942, for the purpose of con-firming the presence of magnesium salts in a deeply buried bed. Drilling was done under contract by the Mack Drilling Co. This report contains an outline of the physical features of the well, a brief history of drilling, and a description of the deposits and occurrences of oil and gas encountered in the drill hole. The work performed by the Bureau of Mines is described in considerable detail, with particular emphasis on drilling procedure and sampling. The report is concluded with a brief description of core-sample preparation for analyses. Appendix A comprises a log of the drill hole, and appendix B is a tabulation of analyses of cores.

The material published in this report is part of a special study of some of the chemical and physical properties of Alabama coals. The complete study included friability and grindability determinations, high and low temperature assay distillation tests, and ash fusion-temperature determinations. Proximate and ultimate analyses and. calorific values of the coal samples also were obtained. This paper is concerned only with grindabilities, although proximate analyses have been included to give a better picture of the problem as a whole. The growing interest in grindabilities of coals is a result of the increase in use of pulverized fuel in REscent years. The tenative ball-mill grindability method D409-35T4/was used in making all the determinations. The method of sampling and the technic of the testing procedure is described in Considerable detail in this report because the procedure was established quite recently. The ball-Mill grindability index is a measure of the ease with which coal may be ground, which may be an important factor in estimating pulverizing costs. Up to the present time few data on the grindability of Alabama coals have been published. The data in this paper show that the Warrior and Cahaba fields exhibit a wide range of grindability in their coals. The mines tested are well distributed throughout the productive areas of these fields, and it is possible to make rough estimates of the grindabilities of coals not listed in this report from the data given for mines situated in the same vicinity. This volume is the third of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume II: Dragline Model, and Volume IV: User&apos;s Manual for OPMHS/2. The Mine Coordinate Generator System serves as an interface between the Geology and Reserves System (Volume I, final report) and OPMHS/2 (Volume IV, final report) to provide local mine grid information which is used as input to the decision making process and dynamic simulation routines of OPMHS/2. After the Geology and Reserves System has been successfully run for a property, a data base containing values for each grid cell covering the property is created at the end of execution, if chosen as an option by the user. The Mine Coordinate Generator reads this information and creates a special direct access data set from the sequential data input. When information defining the mine grid is read, the values present in the property grid are for the interpolation of values for each mine block.

The petroleum-refining industry established a. new record in fuel effieciency at refineries in 1936, when 597,000 B. t. u. of heat mere required to refine a barrel of crude oil, compared with an average of 615,000 B. t. u. in 1935 (see fig. 1). The principal factor in the &apos;indicated gain in fuel efficiency at refineries in 1936 was an increase in crude runs of 11 percent over 1935. A large part of the heat utilized at refineries is consumed elsewhere than under stills, or in ways quite independent of crude-oil distillation. In other words, as the operating ratio ( crude runs divided by capacity) for re- fineries increases toward tine maximum of 100 percent, the fuel requirements show progressively smaller increases and the average B. t. u. consumption per barrel of crude refined declines.
