In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

Depletion of coals most suitable for metallurgical fuel has made necessary a general survey of coking coal reserves in the United States. These investigations were begunn 1948 at the joint request of the Munitions Board, Department of Defense, and a number of coal companies. This report, which is one in a series, by counties, describes the preparation characteristics of the coals of Harlan County, Ky. From these data it is possible to determine: (a) Which coals, either as mined or after beneficiation by conventional preparation, are chemically suitable under present standards for producing metallurgical coke, (b) Which coals require special and more intensive treatment in preparation than is now practiced; and (c) Which coals cannot be considered to be potential sources of metallurgical fuel regardless of preparation.

An investigation of coal deposits near Cerrillos Santa Fe County, N. Mex., was undertaken 14 the Bureau of Mines in 1943 as part of a general program to determine sources of metallurgical coal for western steel plants. Almost all of the coal used for metallurgical purposes west of the Continental Divide Is mined from the Lower Sunnyside bed in, Carbon County,, Utah. Coke used in western steel plants that is produced from Lower Sunnyside a coal is weaker, structurally, than coke used elsewhere in this country. For this reason, western coal operators and steel manufacturers are anxious to develop new areas of coking coal of better quality then the coal produced from the Sunnyside bed. The objective of investigations of western coals was to (a) develop additional reserves of coking coal to supplement proved reserves in the Sunnyside bed. and (b) develop; if possible, reserves of coal with coking quantities superior to those of Lower Sunnyside

Prier to the date of this contract, Ocean Energy had developed and demonstrated a high efficiency fluorescent caplamp which operated from a standard 4 volt miner's caplamp battery. This unit produced about five times the light output of the standard incandescent miner's caplamp. The Company believed that the major market for this unique caplamp was in the industrial and municipal applications. Because of the additional safety requirements for coal mining use, and in conjunction with the much smaller market in the mining industry, the additional expense and difficulty of modifying this caplamp to comply with the Federal and State coal mine regulations were not considered at that time. Recognizing the potential of this lamp for improving illumination conditions for underground coal mining, the US Bureau of Mines contracted with Ocean Energy to make the required modifications to this lamp to bring it into compliance with the Federal and State of Pennsylvania regulations, and thereby, make this lamp available to the anthracite and bituminous coal mining industry. At the outset of the contract, the injection molds for the caplamp housing were being completed, and only prototype, hand fabricated, units were available for tests. The Bureau evaluated these prototype units and formulated a performance specification for the miner's version. Light level and distribution, weight, size, angle of tilt, and operating duration were all specified. In addition, it was required that the caplamp be com¬patible with existin charging equipment at the mines and that the final design be in full compliance with MESA Schedule 6D and he ultimately approved by MESA, Approval and Testing, as well as by the Pennsylvania Bureau of Deep Mine Safety. The scope of this contract covered the modifications required to achieve these objectives. It was agreed by the Bureau that all rights to the lamp, including design, material combinations, circuitry, etc. would remain with Ocean Energy. The charger/adapter system and components, which were developed under contract funds, are disclosed hero and become public knowledge and property. Patent applications have been filed by Ocean Energy to protect the mechanical and electrical design aspects of the lamp. It should be noted that this report contains details, designs and data which may be covered by one or more Ocean Energy patent applications, and disclosure herein is made only to provide better understanding of the contract results.

"The literature on flotation of oxidized ores except for patents (especially for reagents) is very sparse. The Bureau of Mines in 1936, published a circular on the subject, by Ralston and Allen. The treatment of oxides by flotation was then in its infancy, but several of the most important mining companies in the Western United States and Mexico are now operating flotation plants for treating oxidized ores. The purpose of this present circular is to review the progress made and bring the subject up to date. One of the writers of the 1916 report (Mr. Allen) has been associated with some of the most important mining companies who have put into practical operation the process of flotation of oxidized ores; among these companies are the Shhttuck Arizona Copper Co., Bisbee, Arizona (now the Shattuck Denn Co.) and the San Francisco Mines of Mexico, Ltd., San Francisco Del Oro, Chihuahua, Mexico. His experience and other sources of information have been freely drawn on in pre-paring this paper. Mr. Ralston, assistant chief metallurgist of the Bureau of Mines, contributed many valuable suggestions and criticisms.Sulphidizing Reagents for Oxidize Ores.The various reagents and methods that might possibly be used for sulphidizing were summarized by Ralston and Allen as follows:""Sulphidizing (1) by the use of hydrogen sulphide on either the dry or the wet crushed ore, (2) by the use of solutions of the various sulphides and sulpho-compounds of sodium, (3) by the use of solutions of the various sulphides and sulpho-compounds of calcium, (4) by the use of sulphur vapor, (5) by the use of a sulphureted oil, (6) with colloidal sulphur."

Particle mixtures were sampled in the laboratory, using ordinary sampling procedures, to determine whether or not the compound-multinomial probability distribution and other developments of part 2 agreed with experimental results. The objective was accomplished by the Bureau of Mines by comparing the moments and moment relationships of the appropriate probability models with their corresponding experimental values over a fairly wide range. The overall agreement between the corresponding theoretical and experimental values is both good and complete. The results demonstrate that sampling to a constant amount, such as weight, of items per sample is not the same, in general, as sampling to some constant number of items per sample. The results seem to confirm all the developments of part 2 and the application of the compound-multinomial function to bulk sampling.

Rock mass deformability is commonly predicted using correlations with RQD or other indices of rock mass quality, or by extrapolation from large in-situ tests. Based on the probabilistic description of rock masses empirically developed in Part I a new approach was attempted in modeling for predictions of deformability. This approach decomposes the rock mass into spatially variable joints described by probability distributions, and intact rock blocks. Stiffnesses and elastic parameters are associated with the joints and intact blocks respectively, and deformations built up by adding the contributions of each. This model allows relaxation of many of the simplistic geometric assumptions which constrain parallel attempts to model deformation in rock masses. The model has been applied to four standard cases in order to test its results against previously existing models, and to check whether it replicates empirical correlations. When joints are taken as parallel, common empirical correlations are closely approximated by the model output. However, the closeness to empirical correlation breaks down when variability of the jointing geometry is increased.

Previous research by the U.S. Bureau of Mines has shown that autoclave cyanide leaching of used automobile exhaust catalysts for recovery of platinum-group metals (PGM) is technically feasible. The purpose of this work was to investigate the chemistry of the dissolution of PGM in cyanide solutions in more detail. Where possible, samples of pure, elemental PGM powders or foils were used instead of automobile exhaust catalysts, because of their greater purity. Ultraviolet spectra revealed that Pt and Pd were solubilized as the square planar tetracyanometallate (II) complexes, while Rh was solubilized as the octahedral hexacyanorhodate (III) complex. This explained the poor recovery of Rh from solution by carbon adsorption, solvent extraction, and ion exchange observed in earlier research, because of the higher anionic charge and size of the octahedral complex. Leaching rate studies showed that the rate of solubilization was greatest for Pd, followed by Pt and Rh. Although the rate of chemical reaction was the controlling step for the dissolution of elemental Pt and Rh samples, the rate of pore diffusion was rate limiting for PGM in catalyst samples.

The application of secondary producing methods for recovering additional oil from known fields has been recognized for many years as important to the economy of the nation. One of the most successful secondary methods is waterflooding, which conserves our natural resources by preventing premature abandoment of stripper leases and revitalizing previously abandoned areas. Waterflooding as a secondary-recovery method was introduced into the Midcontinent region in 1931, and its use as such has become widespread. As with most new methods, the most favorable fields and leases received primary attention, whereas those with viscous oil or less favorable sand characteristics were bypassed. The stone-quarrying industry of the United States, including such related operations as rock crushing, rock dressing, and the manufacture of cement and lime, reported a larger volume of employment in 1934 than in 1933. Reports from the operating companies to the United States Bureau of Mines showed an increase in the number of men employed, number of man-days of employment, and total number of man-hours of labor performed during the year. Moreover, the average worker had a longer period of employment during 1934, the gain amounting to 11 percent over 1933. The increase in employment was accompanied by no increase in accidents for the industry as a whole; in fact, the accident rate for 1934 was a fraction lower than the rate for 1933. In some branches of the industry the frequency of accidents increased, but these increases were more than offset by reductions in rates for other branches. Reports for 1934 were received from 1,403 active plants. The working force averaged 64,331 men for 204 days per man, and the total period of employment for all of the men was 95,258,880 man-hours. Each employee averaged 1,481 hours of work during the year. The total number of hours of labor represented a gain of more than 8 percent, and the average working time per employee showed a gain of 62 hours per man.

This report documents efforts to design, develop and test a training approach which would assist front-end loader operators in the acquisition of skills and awareness to reduce the probability of their involvement in accidents in the mining environment. The goal of this project was to prepare and use (on a trial basis) a training method and materials which would be generally applicable to any loader and surface mining operation while at the same time, be adjustable by mine personnel to meet the specific needs of each mining operation. This effort resulted in the Front-End Loader Training System, a structured, performance-based training approach with diverse instructional aids and classroom and on-machine training experiences. Validation of the System at a large western mine demonstrated the utility and flexibility of the training approach and materials.

This publication contains analyses and related source data for 252 natural gas samples from wells and pipelines in 17 States. All of the samples were obtained and analyzed during calendar year 1976 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Eighteen previous publications have presented the results of 11,065 gas analyses prior to 1976. This U.S. Bureau of Mines report presents a review and evaluation of existing and new backfilling materials and methods for their applicability to the problem of gate road stress reduction in deep retreat longwall coal mines. Candidate backfill materials include pulverized coal combustion fly ash, flue gas desulfurization, and fluidized bed combustion by-products from coal-fired electric power generation plants. Properties of both backfill and its component materials are presented, with particular emphasis on the unconfined compressive strength and elastic modulus of backfill mixtures. Hydraulic mix designs discussed in this report include high-water content slurry and low-water content paste fills. Three gate road stress-transfer-modification concepts are proposed to reduce abutment stresses in gate road systems. The first concept, packwalling, involves packwall construction behind the headgate shield inby the face and adjacent to the headgate pillars. The second concept, gob-filling, involves infilling a strip of gob inset from and parallel to the headgate using paste injection methods patterned after a technology recently developed in Europe. In the third concept, entry-filling, slurry fill methods are used to fill abandoned gate roads and crosscut entries inby the face.

To process and use the heavy ends of petroleum effectively, the development of suitable separation and characterization procedures not currently available was required. A systematic procedure was developed by the Bureau of Mines using such techniques as isothermal and molecular distillation, chemical treatment, silica-alumina gel chromatography, gel permeation chromatography, and spectrometry. Using these techniques, the Bureau achieved a detailed separation and characterization of a 370° to 535° C distillate from Gach Saran, Iran, crude oil. Such a systematic procedure and the semiquantitative data resulting therefrom should be of value in selecting feedstocks and in optimizing petroleum processing operations.

Techniques for recovering scandium from uranium plant iron sludges and from wolframite concentrates are described. The best procedure found comprised (1) dissolution with sulfuric acid, (2) preliminary concentration by solvent extraction with a primary alkyl amine, (3) further enrichment and purification by a combination of ion exchange, solvent extraction, chemical precipitation, and calcination. Recovery of scandium from these raw materials, which contained 0.058 and 0.14 percent scandium, ranged from 83 to 90 percent in products analyzing 99.6 to 99.9 percent scandium oxide.
