A study was undertaken to quantify the differences in performance between a full-length encapsulated cable bolt and a partially encapsulated cable bolt. Much research has been reported on the differences in cable bolt design and operational parameters such as borehole diameter and grout type with much of this based on the Laboratory Short Encapsulation Pull Test (LSEPT). However, there is a gap in knowledge surrounding the effect of anchorage length on load transfer and cable bolt performance particularly with respect to the role of the bulb in modified cable bolt designs. The objective of this study was to expand the existing knowledge base of cable bolt performance with the intent of developing a revised design criterion. Alongside a comprehensive review of current cable support theory, design and practice, a series of pull tests was undertaken to compare each anchorage method using a high capacity modified cable bolt. The results serve to confirm earlier work on fully encapsulated anchorage. Both the peak load capacity and stiffness of the fully encapsulated cable bolt were nearly double that of the partially anchored cable bolt. When the tests were repeated in an oversized borehole, while there tended to be more variation in performance, there was little significant difference in the mean results. In addition to anchorage length, there are other factors that contribute to cable bolt performance including in order of sensitivity: embedment length, water-to-cement ratio of the grout, type of grout and borehole diameter. Thank you for your introduction and the opportunity to speak at such an important forum. I feel honoured to be the Tas McKee speaker for this yearÆs conference. I can honestly say that Tas McKee typified the spirit that has ensured the survival of the mining industry despite the modern-day challenges that we encounter. He was one of the most influential people in the New Zealand minerals industry. In 1938, with his father and brother, Tas established Lime & Marble Limited. Over its history, this company evolved from its original base of marble mining to diversify into gold mining and exploration for other industrial minerals, uranium, precious and base metals. He was truly a pioneer that persevered against the odds.   That leads me to the subject of my discussion today. I am going to delve into todayÆs challenges as they apply to gold companies. While we gold miners should be generating record returns, the gold industry shareholder return performance in this buoyant market has barely equalled that of the gold price. It is a dilemma but one that can be resolved with the right strategy.

In 2005, Dyno Nobel Canada Inc, DynoConsult and CANMET-MMSL used their pool of expertise in blasting, ground control, open pit and underground mining, mineral processing, information technology and applied mineralogy to launch a research project aimed at evaluating the role of electronic detonators in the development of a sustainable energy-efficient rock reduction process. The overall objectives were to improve health and safety in a mining environment and reduce energy consumption and greenhouse gas (GHG) production in the Canadian mining industry. The study was conducted in a quarry located in Nova Scotia, Canada, with the objective of taking advantage of the higher accuracy and flexibility of electronic detonators towards improving blast efficiency and measuring its impact on productivity in a quarry environment and energy savings. Optimising the blast sequence was the first aspect to be considered before starting to look at designing bigger blasts and achieving productivity improvements, without creating additional environmental concerns, as the quarryÆs location was representing a challenge in itself in the surrounding community. The use of high-speed cameras (500 fps) was an improved means of analysing blast dynamics during the firing sequence. Seismic monitoring and linear superposition techniques were also applied to validate the sequences to be tested in all three specific geological areas. The combination of field measurements allowed to identify the optimal blasting sequences that would then be delivered accurately with the electronic initiation systems. The data from 12 blasts (six with electronic detonators and six with pyrotechnic detonators) carried out in three different geological formations (soft, medium and hard rock) showed that the electronic blasting technology could increase rock fragmentation by 15 to 20 per cent. A more uniform distribution of rock fragment size was also obtained. Blast improvements on downstream processes resulted in a five per cent productivity increase in rock excavation and transportation, a ten per cent energy reduction in primary crushing and a 15 per cent increase in the primary crusher throughput. A prototype soft-sensor based on primary crusher data (eg energy consumption, throughput, feed and product size distribution) and a simplified computer process model were developed for online measurement of a rock operating work index. Furthermore, rock samples were collected and specimens were prepared in order to determine the tensile and compressive strength of the rock materials, evaluate the aggregate crushing work index and examine the development of micro and macro-fractures under binocular and scanning electron microscopy (SEM). Blast-induced rock damage was evaluated at the end of the laboratory testing program. A reduction in rock hardness by about 30 per cent was observed after blasting. However, the impact of the blasting method (eg using electronic versus pyrotechnic detonators) on the induced rock damage was either absent or not perceptible within the measurement technique accuracy and the number of samples analysed.

Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

The US Mine Safety and Health Administration (MSHA) conducted compliance assistance diesel particulate matter (DPM) sampling throughout the underground metal and non-metal mining industry. Based on that sampling, MSHA identified mines that were having difficulty meeting the DPM limit. To provide further assistance, MSHA then visited approximately 60 of the mines that were experiencing difficulty complying with the DPM standard. As part of these visits, DPM exposures were measured and control technologies for DPM were observed and assessed. Controls consisted of ventilation, clean engines, environmental cabs, alternative fuels, diesel particulate filters (DPF) and work practices. The focus of the follow-up compliance assistance visits was to assess control effectiveness and to make recommendations to mines experiencing difficulty in meeting the DPM standard. At each mine visited, the ventilation controls were evaluated, engine emissions were determined for equipment in use, environmental cabs were examined, and operational practices were noted. Additionally, control technologies, including alternative fuels and DPF were evaluated in several mines. A comparison was made of mine and section airflow to equipment particulate indices. Based on engine emissions, horsepower and operating time, the contribution of individual engine emissions to total emissions was made. Environmental cab integrity, positive pressure and air filtration systems were checked and operational practices relating to DPM exposure were assessed. This paper summarises the preference and magnitudes of controls that were typically used or needed for successful control of DPM. Additionally, results of the assessments of alternative fuels (including bio-diesel and water emulsion fuels) and DPF are presented.

Mineral sands represent an important new resource being developed in the Murray Basin, including parts of western Victoria. This paper will outline a simple methodology for mineral sands characterisation, developed as part of the AMIRA-managed project P777 æThe Development of Heavy Suspension Techniques for High Density Separations (Replacement of ClericiÆs Solution)Æ. This project is currently sponsored by three multinational mining companies (De Beers Consolidated Mines, Iluka Resources Limited and Rio Tinto Limited) and is developing an innovative laboratory mineral characterisation procedure that will allow the replacement of the currently employed highly-toxic chemicals.Mineral sand resources almost always contain more than one valuable (and relatively heavy) mineral. Titanium minerals are found with a large range of titanium contents, giving rise to density variation and often subjective mineralogical descriptions. Companies tend to rely on laboratory heavy liquid separation in the evaluation of samples arising from exploration, mining or metallurgical processes. Unfortunately, there are only a limited number of high density (æheavyÆ) liquids and these tend to be more toxic as their density increases. Low-toxicity inorganic solutions, based on tungsten compounds, have been developed that can be utilised at relative densities (RD) up to 3.0. However, beyond this value currently only organic liquids can be used. Diiodomethane (methylene iodide) having a relative density of 3.31 is commonly used; however, this presents significant health and safety hazards. Mixtures of thallium formate and thallium malonate were found in the early 1900s by Clerici to provide liquids having specific gravities between 4.0 and 5.0, hence æClericiÆs solutionÆ. For the characterisation of the heavy components of mineral sand deposits (eg anatase sg 3.9, rutile sg 4.2, ilmenite sg 4.4 û 4.7 and zircon sg 4.6 û 4.8) there is currently no heavy liquid alternative to ClericiÆs solution. ClericiÆs solution is highly toxic and testing is now conducted by very few laboratories worldwide with costs reflecting the chemical costs (though extensive efforts are made to recover and reuse the liquid, plus the requirement of its removal from the mineral samples), the infrastructure costs and health and safety regimes (eg blood testing of exposed staff, inventory management). A simple laboratory technique of density fractionation is being developed, employing suspensions of fine tungsten carbide particles in lithium heteropolytungstate (LST) solutions, that can replace ClericiÆs solution in the evaluation of fine mineral sands samples (eg -250+150 microns). The developing methodology that can achieve low-cost, low-toxic separations at relative densities above 5.0 will be outlined and the comparison of results with ClericiÆs solution presented.

Due to the high energy consumption of milling, it is desirable to improve the efficiency of this process. One alternative to reduce energy and material consumption while optimising production yield in mill operation is through balanced design and selection of liners. Over-design of liners leads to increased life but at a cost to grinding performance, a relationship which to date has not been studied closely. This paper provides a description of this process of liner life cycle optimization and presents initial results from the first of two life cycles being studied for a 32 foot (ft) SAG mill. The use of commercially proven high resolution laser scanning based liner shape information provided by the MillMapper® software correlated with well controlled site surveys at various points in the liner life was used as the basis for comparison. The survey data was modelled in JKSimMet to provide direct comparisons of mill performance. This potentially provides a methodology for the design of liners that maintain a favourable shape for the majority of liner life, yielding desirable production parameters such as lower specific energy consumption and higher throughput, while at the same time maintaining practical liner life cycles.

Mining education in Ballarat has a long and proud history dating back to the 1870s. Today the School of Engineering continues this tradition at the University of Ballarat. The recent review of Tertiary Minerals Education by the Minerals Council of Australia has questioned the current situation regarding Minerals tertiary education in Australia and recommendations have been made regarding the future of minerals tertiary education. This paper initially examines the original recommendations made by the Minerals Council of Australia and assesses subsequent changes made to these recommendations. Secondly the paper outlines the future shape of mining education in the light of these recommendations given that they are implemented. Finally the future delivery of mining education is discussed, particularly with respect to the impact of modern technologies.

Production targets are the basis for almost every decision made by operations personnel in the daily operation of a concentrator. It is the production targets that determine how the plant is operated and therefore determine its efficiency. However, to achieve maximum plant efficiency production targets must be relevant to the process and achievable.In RoseberyÆs case, for many years, production targets were taken from budget data which, with the exception of mill feed tonnes and grades were carried forward from the previous budget. The zinc concentrate grade target was fixed at 57 per cent Zn, a long-term average; it was the accepted æstandardÆ for Rosebery. Historical data showed this target was never consistently achieved and plant efficiency was highly variable.Investigations into the possible causes for the variable performance ruled out plant and mechanical issues. Despite the Rosebery concentratorÆs age the plant and equipment are more than serviceable and reliable. The mineralogy of the ore and specifically the iron content of the sphalerite was found to be the most significant determinant of zinc concentrate grade. It was found with increasing frequency that the zinc grade of the sphalerite in the ore was below the zinc concentrate grade target. Consequently on these occasions attempts to meet the required concentrate target destabilised the process resulting in plant inefficiencies.Using the correlation between iron and zinc, data modelling was able to accurately predict the maximum zinc concentrate grade achievable for any ore type. By using on stream analysis instrumentation the operations personnel are now provided with constantly updated concentrate grade targets. By knowing the mineralogical limits of the ore at the time it is being treated process stability is maintained allowing plant efficiency to be optimised. This has resulted in a step change in plant performance and a significant increase in revenue.CITATION:Harris, G R, 2012. Central Norseman Gold Corporation was established in 1935 and has been mining on the Norseman field in Western Australia since then. It is Australia’s longest continuously operating gold mining operation at nearly 80 years, although it has had its periodic challenges in the intervening years.Over the last 40 years, a series of open pit mines around the Dundas Goldfield have supplied lower cost mill feed to the Phoenix Mill at Norseman from time to time but this has largely come to an end for the foreseeable future. Now that underground ore sources are once again the principal mill feed, there are several challenges to be met for an ongoing profitable operation.During the last 20 years, there have been three different owners and this has affected the manner in which the operations were managed quite significantly. These differing approaches are contrasted and examined in some detail from both the operational and financial aspects.Planning of a downsized operation to ensure sustainable profitability in the future in a mining environment where there has rarely been more than two to four years of reserves ahead of the mill for planning purposes has been a significant challenge. The practice of recording blasts for quality control purposes has been conducted for several decades. However, at the low frame rates of a standard video camera, essential data is frequently missed as it occurs when the shutter is closed between frames.The use of high-speed video for the research, development and monitoring of the performance of blasting procedures is a well proven but under-utilised practice.The recent development of low cost, easy to use high-speed digital cameras and user friendly software can deliver a capability into mine management as a day-to-day production tool that can greatly improve blasting performance and reduce costs.Digital high-speed video and image analysis software can accurately quantify each blast. Analysis of the images can facilitate the identification of causes of variance from design, geology changes, errors in blast practice and areas of poor performance. The use of high-speed video greatly enhances the audit and review processes so that future blast design can be quickly and appropriately modified to deliver improved blasting performance and reduced costs.The three videos demonstrate the differences between standard video and high-speed video and the detail that can be obtained from them. These videos of open cut blasts can be used to identify blast performance variances. Ridgeway Gold Mine is part of Cadia Valley Operations which is wholly owned and managed by Newcrest Mining Limited. It is an underground sublevel cave (SLC) operation mining approximately 5 Mt per annum. Ore control systems at Ridgeway have been designed to deliver gold and copper metal production through focussing on the ore characteristics that impact on mine and mill performance and ultimately metal delivery. This is achieved using data collection and management systems which allow data to be collected digitally with æat captureÆ validation routines. These data form the basis for forecasting and on-going systems analysis which aim to accurately assess local in situ and drawn ore characteristics. Physical attributes of ore such as draw characteristics, brow conditions, visual grade estimates and draw point sampling are routinely recorded. Ore tracking and accounting systems monitor gold and copper grades, copper mineralogy, host lithology and ore sizing. These factors have material impacts on concentrator throughput and metal recovery. Draw point recovered grades are routinely reconciled back to design data to monitor and assess draw performance. Statistical variance controls are also employed to analyse mine and plant performance and guide actions.

Although AustraliaÆs coal mining industry is currently experiencing a pleasing period of price relief, long-term trends toward lower real prices will surely continue. Higher price levels attract expansion by existing operators and market entrance by new operators. History clearly demonstrates the relentless long-term march toward ever lower real prices. Therefore, the need for economic returns applies constant pressure to improve productivity. To be sustained, high productivity requires a systematic response based on a solid understanding of critical productivity determinants. The most powerful determinant of productivity is now widely understood to be workplace culture. Culture largely comprises a combination of behaviours, symbols and attitudes. This paper will examine and review scienceÆs latest discoveries in human behaviour. It will provide a proven, practical framework for understanding behaviour and applying this knowledge. Significantly, it will highlight why conventional approaches toward improving productivity often provide disappointing economic returns. The modern understanding of behaviour factors will cover coal face operations. More importantly, because executive and managerial levels in coal mining have significantly greater impact on industry and mine productivity the paper will concentrate on leadership. Particular emphasis will be placed on use of modern systems and in particular use of what are by far the most powerful drivers of behaviours û measurement, analysis and reporting systems. The paper and presentation will show how conventional systems rooted in antiquated American legislation from the early 1900s stifle productivity improvement and drive suboptimal and even counterproductive behaviours. These commonly used systems will be compared with accurate and effective modern methods for assessing performance to improve productivity. These principles are proven in all industries and effective application in mining will be highlighted. Actual results will be used to demonstrate practical approaches successfully applied in both metal and coal mining in Australia and overseas.

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

Global annual gold production has been remarkably constant over the last decade at ~2500 t/a3. The major producers today are China (annual production over 350 t and rising), Australia (250 t), USA (240 t), Russia (200 t) and South Africa (190 t and falling); these figures are representative of recent years but approximate. Demand from jewellery, investment, industrial and dental uses has been in excess of mine production for the last decade, by approximately 1000 t/a.Ongoing exploration is the life-blood for gold mining, and more so than for many other metals. Explorers consider sovereign risk, security, labour costs, commercial terms, land availability and inherent geologic prospectivity to determine where to focus their activities. Exploration success over the last decade has been shared by established major producers like Australia, Canada and USA, several countries in West Africa, and many parts of the Pacific margin. Although gold-only deposits have dominated world gold production historically, the gold-plus types, especially copper-gold, are becoming more important.Australia experienced a major period of exploration success from 1979 that has led to annual gold production rising from 17 t in 1979 to 250 - 300 t/a recently. Today, Australia has economic demonstrated resources of over 9000 t Au, which has risen progressively from 220 t in 1979. The majority of production has come from gold-only deposits in the Yilgarn craton in the southern half of Western Australia, but there are a few large Proterozoic deposits in central Australia including Olympic Dam, Telfer and Starra, which are mostly gold-plus types with copper and gold. Large goldfields in the younger host rocks of eastern Australia include the gold-only deposits of Victoria and North Queensland, and gold-plus deposits of New South Wales.CITATION:Phillips, G N, 2013. Maximising margins in today's competitive international commodity markets demands superior productivity. This requires more than simply selecting the best equipment. It requires efficient production and commercial processes together with management systems recognised as international best practice. This paper introduces an integrated way of working that includes management systems for successfully changing work practices and attitudes, developing managers and increasing accountability. It provides an improvement methodology that includes systematic involvement of people in true continuous improvement of processes for maximising productivity and safety while minimising costs. Even though the principles are proven in all industry sectors worldwide, they are not always used correctly. This paper provides examples of traditional performance measurement systems to show how managers miss opportunities to control and improve both production and supporting service processes. It also describes the basic methodology for correct use of the principles and provides examples of correct implementation of modem systems in mining. The charts from actual mining case studies will be elaborated upon in the conference presentation. This paper's main aim is to provide background material for the presentation by introducing integrated principles for building best practice management systems for superior productivity and safety - for higher margins.

While in some cases it is vitally important to measure the virgin stress in rock prior to tunnelling there are a number of cases where such stress measurement is really not required. The concept of having to have a number to put in a numerical model representing a continuum is often quite inappropriate. This paper discusses the cases when virgin stress measurement is required and the most appropriate means to measure it. The techniques discussed cover all of the overcoring systems, hydrofracture and borehole breakout measurements. It also covers the use of rock surface stress measurement, which is easy to perform and should be used to check for changing stress conditions. Unfortunately this technique has been ignored in recent times because engineers are addicted to numerical models requiring far field stresses rather than measuring the real values that exist where they matter – at the tunnel wall. A case is presented in which the measurement of surface stress in a tunnel boring machine tunnel enabled the far field stress to be determined in what must be the world’s largest overcore.CITATION:Gray, I, 2014. South Australia pioneered metal mining in Australia and was the main source of copper for several decades. Gold discoveries and mining also contributed significantly to the development of the Colony. Across the State can be seen the holes, the mullock heaps and, in some instances, the remnants of machinery of the past era. In this, the centenary year of the discovery of the Teetulpa goldfield, considered by some to he the most significant discovery of gold in the State, it is appropriate that we should present a paper on the history of gold mining in South Australia. South Australia has not been a major producer of gold with recorded production a little in excess of 15 million grams (15 t). This represents about 0.25 per cent of the Australian total and ranks last of the States of the Commonwealth. The outstand- ing feature of gold production in South Australia has been the succession of short periods of rela- tively high production immediately following a discovery, with payable dirt being quickly exhausted, a fact clearly illustrated by the graph of South Australian gold production (Figure 1).

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

The grouping and segregation error is one of Gy’s seven errors that cannot be measured in any qualitative manner because of its transient and changing characteristics each time the sample is handled mechanically. Attempts to calculate the mean and variance of the segregation error is considered by some as ‘an exercise in futility’ that would not help us achieve representative sampling. This research is aimed at understanding the process of segregation of dense, finely divided and dilute particulate materials supported in a clean quartz substrate during intense agitation. Several mixtures of fine-grained materials including steel, tungsten carbide and gold grains were used in these experiments. Four hundred grains of each of the minerals and metals at a top size of 2 mm were mixed with approximately 600 g of finely ground quartz material (95 per cent passing 2000 microns) in a 500 ml plastic jar with a sealable lid. The mineral–?metal mixtures were analysed in three steps using microfocus X-ray computed tomography. Step one consisted of rolling the containers on a flat surface in an attempt to concentrate the mineral and metal grains in the core of the supporting substrate; this is a base case that can be reconstructed after each session of analysis. The second step involved gentle and vigorous shaking of the mixtures in order to segregate the denser minerals and metals from the supporting quartz substrate. In some cases, a third step involved splitting the sample through a riffle splitter. Three-?dimensional images of the surface of each grain, its volume and its X-, Y- and Z-coordinates, before and after intense agitation of the container, were interpreted from the reconstruction of the tomographic X-ray data. The spatial analysis of grains using cell declustering and 3D variography provided a useful means of characterising the distribution of the grains in space and the extent to which they had become segregated during the process of agitation. Spatial analysis indicates that in general, grouping and continuity of grains is weakly developed. The modelled nugget effect remains high for most tests, indicating that grains of similar size did not group together strongly. Agitation through rolling provided the best continuity, although not consistently in the long axis of the plastic jar. The nugget effect was consistently highest, and the range of continuity shortest in samples that had been split, indicating that the grouping and continuity were reduced through splitting the sample. Initial results indicate that very little segregation of the minerals and metals occurs in the quartz substrate. This is somewhat counter-intuitive, but suggests that the effects of agitation on mixtures of dense minerals and metals in substrates of lower density do not lead to excessive segregation. Differences in behaviour between dense materials in response to agitation are evident. Grains of different composition and shape did not group and segregate in a predictable manner in response to the agitation methods.
