Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. Mining ventures are essentially risky businesses. Explorers and project developers (plus their investors and financiers) attempt to minimise the risks involved or at least manage them. Core considerations are the obvious technical and commercial risks, but the socio-political system and regulatory environment in which the project will operate can be more important. Successful mineral investments in a country depend upon obtaining realistic and reliable technical results in a country that provides certainty, to gain and maintain investor confidence in a project. Brief commentary is provided on the usefulness of professional accreditation and ethics plus other specific reporting codes (eg JORC/VALMIN Codes) in reducing risks by reinforcing high technical competence and reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in so many countries). These various risk components are reviewed, especially in a global context, to showcase New ZealandÆs current position. Successful projects are those which provide investors with credible and reliable optimal results in less volatile environments because investors/lenders hate uncertainty and surprises even more.

The majority of surface tailings storage facilities continue to employ sub-aerial tailings slurry deposition. Surface TSFs are typically sized and operated in a way to minimise the initial capital cost of the facility, driven largely by the net present value approach to accounting. This generally leads to too small a storage, too fast a rate of rise of the tailings, and difficulties in managing supernatant water. In turn, this results in wet and soft tailings deposits of high moisture content and low density, and the need for frequent and costly tailings dam raises. Further, such tailings deposits often do not facilitate closure and rehabilitation of the facility. Globally, there are on average over two failures annually of such tailings dams, resulting in loss of life, damage to infrastructure and environmental impact downstream, and the loss of company shareholder value and reputation. Recent high profile tailings dam failures are threatening the mining industry’s financial and social licence to operate.Among the physical processes that tailings undergo on sub-aerial deposition are beaching, hydraulic sorting down the beach according to particle size and specific gravity, settling, consolidation, and desiccation on exposure to the sun and wind. Beaching and hydraulic sorting have proved difficult to test at laboratory scale and difficult to model, and are best assessed in the field. Settling, consolidation and desiccation may be assessed at laboratory scale, but to date there has been an absence of tests to form the basis for the design and management of tailings deposition, and ultimate closure and rehabilitation. The paper describes recent advances in tailings testing methods, including a purpose-built slurry consolidometer that tests the settling and consolidation of tailings from a slurry consistency, simulating increasing tailings depth to about 50 m; and a purpose-built instrumented column that tests the settling, self-weight consolidation and desiccation of a surface layer of tailings, also from a slurry consistency. Selected test results from these two apparatus are presented in the paper, together with brief descriptions of how they may be used to better design tailings slurry deposition. This paper is a collection of thoughts and frameworks. It addresses a simple question: æIf we are to believe the large number of people and institutions indicating that humans are destroying the Earth and that the end is nigh, why do we bother trying to be sustainable?Æ The paper lays out evidence for the existence of multiple hazards to global society. The existence of a hazard alone is insufficient to make an assessment of risk. Risk estimates are required to support decision-making. An approach to assessing risk is provided and some limited data are presented. A new ædefinitionÆ or statement of what sustainability (in a broad sense) might have become is then given. A decision framework for guiding decision- making about the risks is developed. This framework includes a definition of leadership with inherent implications for what determines whether a leadership position by title is actually leading. The paper concludes by offering a view of minerals industry sustainability and considerations around maturity in the current economic situation. It is hoped that by placing this collection of frameworks around sustainability, a supporting structure emerges that will facilitate action. It is proposed that action taken in this way will be more effective than reaction to regulation or even social license to operate imperatives because it is driven by a more holistic view of the challenges and the potential roles of individuals û all of whom are potential leaders at some scale of action.

At Appin colliery, geological structural analyses and investigations of roof conditions suggest roof failure may be attributed to vectorial stresses acting on underground openings, and inducing movement along inherent discontinuities in the surrounding rocks. Certain complex joint and fracture patterns tend to exhibit the effect of this movement resulting often in local deterioration in natural support.The following conclusions are drawn.1. Roof failure is related to the inherent nature of the roof rocks, the presence of mechanical discontinuities, and the vectorial stresses imposed upon it.2. Roof failure is not necessarily related to the statistically most prominent jointing.3. Colliery development approximately parallel to the direction of the statistically most prominent jointing sometimes results in favourable roof conditions.4. The maximum principal stress is the resultant of those vectorial stresses acting upon a mine opening and may be inferred from roof adjustments to those stresses after mining.5. Statistical analyses of jointing in the mine workings can provide clues to the tectonic force or forces which have been regionally or locally influential.6. There is a probable relationship between mining induced fracturing, jointing, and micro-fractures in quartz grains, within the sediments of the mine roof.

Powders prepared from the algae Gracilaria secundata, Ulva lactuca and Ecklonia radiatawere shown to provide sole nutritional support for microbial, microaerobic, biodegradation of low-grade manganese dioxide ore. G. secundata was the most effective bacterial nutrient giving 32 per cent recovery of Mn++, at an average rate of 63 mg Mn++/litre/day and a yield of 24 mg Mn++/g dry powder in microaerobic cultures containing 1.5 per cent (w/v)MnOz ore and 3per cent (w/v) powder over 14 days. Although G. secundata was approximately half as effective as molasses in supporting microbial decomposition ofMnOz, possible on-site growth ofthe alga could be economicaIIy more practical than transporting carbohydrate to a distant mine site.

Tapira Mine (Tapira, MG, Brazil) is the largest phosphate ore and concentrate producer in Brazil. The mine is an open pit, which until recently operated with a large equipment fleet and now uses a smaller fleet operated by contractors. The annual production reaches 17 Mt of ore plus 14 Mt of waste at a stripping ratio of 0.82. Defining the geological boundaries and forecasting the annual production can be a difficult task if not performed on a reliable model. The geological model has been totally reviewed as well as the estimation process. Ordinary Kriging has been used to build the new block model with P2O5 and contaminant grades. After estimation, block model validation and classification criteria definition to assess resources and reserves, the result is given by the life-of-mine plan is defined after pit optimisation and design. The Lerchs-Grossmann algorithm implemented in the NPV Scheduler was used to define the long-term production targets based on the main parameters P2O5 and the contaminants that are just important to the beneficiation process.

The southern portion of the Swan Coastal Plain, a geomorphological element formed since late Tertiary times, contains commercially exploitable accumulations of ilmenite, zircon, rutile and monazite associated with a series of raised shorelines. The location of the deposits is controlled by a locally outcropping Archaen granite/ granulite complex and a sea current pattern determined by local geography and a prevailing wind direction. A progression from medium to high titanium ilmenite is evident parallelled by progressive leucoxenisation as the age of the deposits increases. Variations in trace element content accompany this process. Circulating groundwater has caused vertical mineralogical variations within individual deposits and by precipitation of iron has formed layers of hardpan.The Geographe Bay deposits are of important economic significance.INTRODUCTIONObservations made during the course of a brief survey of the southern portion of the Swan Coastal Plain provide an outline of the geology and mineralogy of the mineral sand deposits of the area. This preliminary study will require considerable modification in the light of more detailed work in the future.REGIONAL GEOLOGYThe Geographe Bay area is situated in the south-west corner of Western Australia between longitudes 115° O'W. and 116° O'W. and latitudes 33° 15'S. and 33° 45'S.The general geology of the area is shown in Fig. 1 where the control of the physiography exercised by the Cape Leeuwin-Cape Naturaliste basement ridge is readily apparent. Between this ridge and the Precambrian east of the Darling fault lies the southern part of the Perth basin which contains outcropping Jurassic to Recent sediments and lavas (McWhae, et al., 1958).The Leeuwin-Naturaliste ridge is the exposed portion of L Assistant Production Managcr. Vitrinite reflectance forms the basis of a study of coal rank variation in two areas of the Upper Hunter Valley, New South Wales, on the northern margin of the Sydney Basin. A selective analysis procedure, based on samples rom twenty-two boreholes, has resulted in a small range of reflectance values for each sample and consequently a high degree of significance for calculated mean values. The patterns of rank distribution derived from these data have facilitated an interpretation of the rclative timing of coalilication and deformation in each area.This study provides support for the suggestion by several authors that there were at least two periods of folding in the tJpper Hunter Valley. In the Hebden-Ravensworth area, minor folding took place after most of the coalilication was completed.To the west, in the region of the Muswellbrook Anticline, coalification occurred during or after the formation of this major structure. Tectonic instability during deposition of the Singleton Super-Group, in the region of the Hunter-Thrust on the basin margin, is evidenced by rank variation suggesting differential subsidence across this zone.

Procedures employing thiocyanate and dithiol complexes of molybdenum have been developed for the determination of the metal in the presence of large quantities of ferric iron. The procedures are developed for field application and it is possible to complete 200 analyses per day with laboratory accuracy. Use is made of sulphuric acid extraction and ascorbic acid reduction in the case of the thiocyanate procedure whilst the reducing system in the dithiol procedure is potassium iodide-sodium sulphite. Using a simple photometer the range of determination possible is 0-10~g for the thiocyanate procedure and 0-5 g for dithioI.INTRODUCTIONOf the many colorimetric procedures that have been developed for the determination of molybdenum only those using the thiocyanate or toluene-3, 4-dithiol complexes of the metal are sufficiently free from interference to be of use in geochemical prospecting. Rapid methods based on both these complexes 'have been developed at the. Broken Hill Division of The University of New South Wales as part of a general programme designed to improve geochemical procedures. Whilst speed rather than high accuracy is the important factor in prospecting, the aim of the programme is to develop procedures which will allow determination of 200· samples per man-day without loss of normal laboratory accuracy for the methods concerned.In most geochemical procedures visual estimation of a coloured complex is used in the determination of the quantity of metal present. At the high rate of sample determination of the improved methods this procedure places severe strain on the eyes. The Department of Mineral Resources has a statutory responsibility for mine site environmental management and control in New South Wales. The Department is focusing on an environmental management systems (EMS) approach, as a management tool to achieve æbest practiceÆ outcomes both within our own organisation and on mine sites. One of the DepartmentÆs tools is environmental risk assessment and management which incorporates the Mining, Rehabilitation and Environmental Management Process (MREMP). The MREMP was introduced many years ago in order to integrate the activities of key stakeholders who may have a material interest in the mine. The MREMP provides an ideal mechanism by which ædue diligenceÆ requirements and environmental management programs can be integrated into mining operations and lead to a sustainable post-mining land use.

Ernest Henry Mining (EHM) is a copper, gold and magnetite mining and processing operation located 38 kilometres north east of Cloncurry in the Mount Isa - Cloncurry mineral district of north west Queensland, Australia. The EHM ore body is an iron oxide copper gold deposit with an average grade of 1.1 percent copper, 0.5 g/tonne gold and 22 percent magnetite.At the end of 2009, after a series of promising laboratory test work, EHM converted the ball mill media charge from forged steel to high chrome media. Laboratory test work also indicated that with the use of high chrome media, the pH was able to be reduced with no negative impact on plant performance. At high pH values (above 10.5), the forged media is passivated, so as the pH of the system drops the media corrosion rate increases and floods the system with corrosion products, affecting flotation. As the high chrome media is much more inert, pH has less of an effect on copper flotation response.This paper provides an overview of the effects of reducing the pH in the EHM copper rougher flotation circuit. The pH in the roughers was dropped from 10.6 to 9.6 to determine the impact on the rougher performance and the subsequent performance of the whole copper flotation circuit. It was found that there was a slightly increased improvement in copper recovery and no statistical change in either the rougher or final copper concentrate grades for copper and gold.With the reduction in pH, there was a noticeable reduction in lime usage from 0.85 kg of lime per tonne of ore processed to 0.55 kg/t. In March 2012 a combined BHP Billiton and Hatch team embarked on a program to improve the concentrate burner efficiency of BHP Billiton’s Olympic Dam copper flash smelting furnace. A multi-faceted approach including an analysis of the furnace using operational knowledge and first principles engineering led to the design and supply of a new central-lance (disperser). A new, patented, swirl method of introducing the copper concentrate into the furnace was developed to integrate with the existing concentrate burner. Plant trials in 2014 demonstrated an increase of nearly 10 percent in the oxygen efficiency of the furnace. Experimentally determined and theoretically explained phenomenon of zonal disintegration of rock around the development working brings about the radical changes in existing ideas about the mechanism of interaction rock massive with engineering constructions.The essence of the phenomenon consists in the fact, that forming of non-elastic deformations zone goes on by way of more intensive deformation and destruction of rock simultaneously in several zones, covering partially or fully output circuit and divided by zones of destructed rock. Under the influence of change of massive strained-deformational condition of depositional rock an accidental deviation of zones of supplementary expansion and compression of rock from the previous positions take place. One can observe multiplicational change of the outline, size and form of all disintegration zones in the time within the area of the working influence at massive. This phenomenon was named "fluctuation of zonal disintegration of sedimentary rock around development working".

In 1961, West Australian Petroleum's Eneabba No. 1 bore encountered 22 seams of coal totalling 40 ft in thickness between the depths of 6373 ft and 6441 ft. On analysis, this coal had a similar calorific value (8000-HOOO B.T.U./lb, assuming 20 per cent water) to the coal from the Collie Coalfield, Western Australia's only known area of commercially exploitable coal. Being buried to depths in excess of 6000 ft, the coal at Eneabba had developed weakly-coking properties, and thus, although much younger than the Permian coals of Collie, gave promise of being a major potential source of power for Western Australia.West Australian Petroleum undertook a programme of stratigraphic drilling and shallow test drilling to determine whether this coalhorizon persisted into the outcrop of the Lower Jurassic sediments in the Hill River district, 140 miles NNW. of Perth, and, if it was present, if the quality and quantity of the coal would warrant development of the deposits by open cutting. The coal horizon was identified in the near surface, but the poor quality of the coal and the complexity of the structure made development (in the area examined) uneconomic at the time.A strong seismic reflection in the Eneabba area occurs at the same depth as the Jurassic coals. This event originates within the upper beds of the Lower Jurassic and it is probable that the velocity contrast between the higher velocity siltstones and the very low velocity coals enhances this very strong, distinctive seismic reflection.This event can be followed on continuous seismic data over a large area of the northern Perth Basin, from 13 miles SE. of Dongara to 20 miles SW. of Coorow. It can be followed from a depth of 4000 ftnear Dongara to over 17,000 ft to the SE., so development of thisvast potential source of power will depend on the economics ofprocesses being developed for the production of power from theburning of coal seams in situ.INTRODUCTIONThe discovery of 22 seams of economically useable coaltotalling 40 ft in thickness in the Lower J urassic sedimentsof the Eneabba No. 1 bore (Fig. 1) led to the search forthese seams at economically workable depths. "The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. The Prince Lyell orebody at Mount Lyell Mine has a rich mining history commencing with the open pit in 1935, which transitioned underground in 1972. Between 1972 and 2014 a total of 64 Mt was mined underground as the mine extended from 210 m to 1100 m below surface. As the depth increased, three separate transitions in the mining method occurred to meet the changing geotechnical conditions, ore grade, mining costs and metal prices. The first was open stoping with pillar recovery in 1972, followed by front caving and longitudinal sublevel caving (1995), and finally transverse sublevel caving (2004 to 2014). This paper provides an overview of key geotechnical and planning milestones relating to the evolution of the mining method including underground stability, gravity flow, cavability and subsidence. Key aspects of the mine design, geotechnical parameters and rock mass response are described and critiqued with reference to observational, numerical and empirical methods.CITATION:Sharrock, G B and Cuello, D A, 2016. The polymerisation of silica is found to interfere with thickening of leach pulps at Risdon. Hydroxyl ion and fluoride ion are catalysts for this reaction. Stability may be obtained by the presence of aluminium or ferric iron.INTRODUCTIONAt Risdon it has been a matter for satisfaction that, although the concentration, of silica in leach solutions is appreciable, it has ,given relatively little cause for anxiety.However the margin of safety is small and some intermittent difficulty in thickening leach residues during the last few years has prompted a further investigation, certain parts of which are described here since they may be of general interest.Leaching and ClassificationThe method of leaching which is practised at Risdon has been described in, two previous articles, by W. C. Snow (1936) and S. W. Ross (1949) to whiCh the reader is referred for detail. Continuous leaching is practised, the circuit solution flowing through five air agitated pachucas in series, to tlie first of which calcine is added. The circuit solution, which also enters the first pachuca, consists of spent electrolyte from, the electrolytic cells and contains 90 -gm. of free sulphuric acid per litre. About 80 per cent of the solublezinc oxide is extracted from the calcine in the first pachuca, at a pH value of 1-1 (7 gm.H2S04/1 at 55 to 60°C. In the later pachucas the leaching rate decreases sharply. The leach pulp which leaves the 'last pachuca contains an average of 17 gm. of free acid per litre, corresponding to a pH of 1.7; but, owing to variations in extraction, the end point fluctuates between 2.5 and 0·3 gm. free acid per litre (pH:> 1·5 to 2.5). The average flow through the plant is 1,250,000 gallons per day, which corresponds to a production of 300...
