In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

Early in 1940 the development and sampling programmes in hand on the North and British Sections of North Broken Hill Limited were such as to necessitate the drilling of a large number of drill holes ranging up to about thirty feet in length. On the British Section, one purpose was to test the existence, width, and value of narrow lodes believed, for geological reasons, to occur in the walls of the existing workings. Another object was to definitely disprove the existence of payable shoots of ore in certain largerhodonite and quartz-garnet ("garnet sandstone") pillars which had been formerly left as unpayable.On the North Section, the main purpose of the short holes was to delineate the ore-body boundaries by drilling laterally from drives in ore, and thus enable level layout to be planned in advance of sill stoping. It was also desired to test the walls of stopes in those portions of the mine where the economic limit of mining is not rendered obvious by a clear-cut wall, but should be determined by assay. In these latter cases it was hoped to eliminate "prospecting by stoping," a procedure by which any doubts as to the existence of further good ore behind the low-grade walls were settled by continuing to stope laterally until all chance of such an occurrence was removed.LONG HOLE ROCK DRILLINGFollowing an investigation of recorded instances of similar practice elsewhere it was decided to use the rock drill for a series of trial sample holes. A 3-in. drifter was used. This was selected from those in use underground, and was given a special overhaul; had a new machine been purchased, a 4-in. type would probably have been obtained as being more suited to the work. The rods were H in. hollow round steel with a type "1" Jackrod thread. Couplings were of chrome steel, and were H in. in diameter, and 2 in. long. Jackbits (type "1" thread) in sizes from 2 in. to 4 in., with 1-in. gauge changes, gave a range of nine bit sizes. They were resharpened by hot milling, and were not milled to a definite gauge size.After sharpening, bits were sent underground without sorting into sizes, the drillers selecting the next bit with callipers. In view of the small scale of operations, it was not considered worth while to adopt special measures, such as the cold grinding of bits, which might have given a better product. Later, however, new bits were used exclusively, the idea being to accumulate enough blunt Jackbits to warrant a thorough treatment of the sharpening...

When xanthates or dithiophosphates are used as collectors in sulphide ore flotation, adsorbed species may be identified by gas chromatography of the volatile products formed during low temperature pyrolysis. For collector additions ,as low as 20 g/tonne of ore, pyrolysis of the flotation products usually gives' an olefin directly related to the particular xanthate or Aerofloat reagent used. The method is able to provide valuable qualitative and quantitative data relating to the extent of collector adsorption and the resulting changes in the hydrophilic or hydrophobic nature of the mineral surface.

The Ekati Diamond Mine is located on permafrost terrain in CanadaÆs Northwest Territories. The mine rock consists of: diamond-bearing and barren kimberlite; and surrounding waste rock such as granite. The kimberlite occurs in several vertical æpipesÆ that are, or will be, mined using open pits. Early predictions of drainage chemistry at Ekati identified the potential for ARD due to sulfide oxidation from both waste rock and kimberlite. This was surprising for the kimberlite, because neutralisation potentials (NP) are typically hundreds of kg CaCO3 equivalent/t. However, subsequent testwork showed that substantial portions of the NP ædisappearedÆ quickly, apparently due to the unusual non-carbonate mineralogy. In any case, additional predictive work concluded much of the rock was benign and there would be no ARD. Shortly after mining started, ARD appeared from both the waste rock and kimberlite, although a few years passed before the company and its consultants recognised that at least some of the acidic water was ARD. Numerous other processes have been put forward as possible explanations for the remaining acidic drainage, although none have been either confirmed or eliminated. Because: the causes of the ARD and acidity are not known; no causes have been eliminated and more have been added; drainage chemistry was not predicted accurately; and future mining will encounter similar rock. I believe the Ekati Diamond Mine needs high-level assistance to understand current chemistry and to avoid problems with future drainage. Organisations like INAP, MEND3, and universities could provide this assistance.

In redesigning the cyanide plant at Mount Torrens, in conjunction with Mr. L. W. Grayson, the manager, several minor alterations were introduced in order to have the operations under thorough control, and these having proved serviceable may be of sufficient interest to merit a description here. The lixiviation vats, though only 8 feet in diameter, were retained, but the pipes leading away from the bottom were reduced from two inches to half-an-inch in diameter, and had a fall to the zinc boxes of about 4 feet. As these small pipes were completely filled by the solutions fiowing away from the vats, they exerted a suction equal to their fall and thus hastened the rate of flow, so that tailings containing a larger proportion of slimes could be treated than was possible where the larger pipes were used, as, there not being sufficient fiow of solution to keep the latter filled, no suction could be obtained with them. It was found that with'most of the tailings treated a sufficient flow could be obtained from the half-inch pipes when the taps on, them were only one-third to half open. The lower end of each of these pipes was connected by means on indiarubber tubing with the sille hole of 11 in aspirator bottle, and to the mouth of this bottle a few feet of similar tubing was connected, so that the solutions coming through could be directed into either of the fixed tubes leading respectively to the waste water tank the strong solution zinc boxes or the weak solution zinc boxes.In working the vats, the following method was found to give good results. While filling the vats with tailings the taps were left open, so that the water might drain off into the waste water tank the surface of the tailings was carefully levelled. When the strong solution was run in at the top, the air contained in the interstices of the tailings was forced through the half-inch pipe at the bottom as a strong blast, instead of, as I believe js usual, escaping by means of channels formed by it through the tailings, and thus tending, it would appeal, to render the disposition of the tailings less even and to make.

The Karangahake adularia-sericite epithermal gold-silver deposit, located at the southern end of the Waitekauri Corridor, Hauraki Goldfield, occurs as quartz veins with associated alteration haloes. Integrated geophysical studies were undertaken to determine the expression, location, and extent of these alteration zones. Aeromagnetic data show an extensive, magnetic æquietÆ zone over Karangahake and the southern Rahu Ridge that represents a zone of magnetite destruction resulting from hydrothermal alteration. Analytic signal data are used to define the boundary of this zone; the resulting 6 km2 area is elongate north-south with an irregular boundary. A detailed gravity survey over the area reveals a positive residual gravity anomaly, up to 30 gu in amplitude, over the Karangahake deposit. Density measurements on near-surface rocks give low values indicating that the source of this positive gravity anomaly must be deep; possible causative bodies include an igneous intrusion or dense sulfide mineralisation. To the west and east of the host Waipupu Formation, strong gravity gradients of 100 gu/km and 65 gu/km reflect the faulted boundary of the Hauraki Rift, and the edge of the Waihi Basin respectively. High resolution airborne radiometric data define a 2.2 km2 area of potassium enrichment. This area is elongate north-south and has an irregular boundary. It coincides approximately with the centre of the magnetic quiet zone and the peak of the gravity high, and correlates with known areas of intense mineralisation. Anomalously high potassium counts and elevated K/Th ratios correlate with areas of potassic alteration that have undergone K-metasomatism. Underexplored portions of this zone may indicate areas of gold-silver prospectivity. Combined geophysical data therefore reveal the extent of hydrothermal alteration, and the central zone of Kmetasomatism that is most likely to contain orebodies.

At Copper Refineries Pty. Ltd., Townsville, two reverberatory furnaces of 420 tonnes capacity are used to melt 210000 tonnes/year of copper for subsequent anode casting. When the refinery commenced production in1959, these furnaces were of 300 tonnes capacity. The original furnaces featured a silica brick hearth, magnesite and chrome magnesite side 'walls, and a sprung silica brick roof, but were unsatisfactory because of thelow refractory life and high costs. With continuous expansion in production and the incentive to increase furnace life and capacity the design of these furnaces has changed greatly since that time.The present furnaces feature all basic brick, a flat suspended basic brick roof, very extensive use of watercooled copper sections, and are of substantially increased (420 tonnes) capacity. Particular attention has been concentrated on high wear areas such as the taphole, side walls, and charging door jambs. Each furnace in its 24 h cycle, is charged, the copper melted, impurities skimmed off, metal "poled" prior to casting, and cast.The service condition during each of these operations is important in considering furnace refractory life.The improvements in operating practices and furnace 'construction which enabled the capacity of the furnaces to be increased are discussed. The life between major repairs to side walls has increased from 90 charges to300 charges.The scope for future improvement is considered and areas for development are suggested.

The selection of Sydney and Port Kembla for the First Ordinary Meeting of the Institute for 1938 was, no doubt, a recognition of the celebrations marking the 150th Anniversary of the first settlement of this country. In selecting a theme for my Presidential Address, I propose to depart from the precedents of my distinguished predecessors, as I feel that this year of celebration is the natural year for a brief review of the history and progress of the Institute.In July, 1892, the Amalgamated Mining Managers' Association of Australasia held its Annual Conference in Ballarat, Victoria, when Mr. Uriah Dudley, who attended as a delegate from Broken Hill, brought forward the advisability of the formation of an Australasian Institute of Mining and Metallurgy. Mr. Dudley was authorised to take such action as he thought fit, and the result was the formation of a Provisional Committee in Broken Hill of men who were mostly members of the American Institute of Mining Engineers. Broken Hill was therefore really the birthplace of the Institute.A circular headed Broken Hill, September, 1892, with the signature of Uriah Dudley, Acting Hon. Recent exploration for mesothermal gold deposits in the Otago Schist has focussed largely on extensions of, or analogies to, the reverse fault-hosted Hyde-Macraes Shear Zone deposit. Abundant normal fault-hosted mesothermal and epithermal vein deposits in the Otago Schist have attracted less attention, largely because they have limited lateral extent and steeper dips. Northwest-striking normal fault-hosted vein sets near Barewood and Hindon in east Otago crosscut schist foliation on the Barewood-Hindon plateau at a high angle along a combined strike length in excess of 20 kilometres. The trend of the vein sets is not linear, but rather contains several right lateral steps. Almost all veins dip steeply to the northeast. Angular discordance between schist foliation and the plateau surface along the trend increases from near zero at the northwest end of the veins to about 30¦ at the southeast end. Shane is enjoying his new work. Six months ago, he was stocking shelves at his local supermarket and decided to make the big move to a job in mining with more challenge and, of course, more dollars. He's been through his inductions, received his training tickets and is now working in a crew of eight underground at a fly-in, fly-out (FIFO) operation. There are many more systems and processes here than in his retail job, and Shane's comfortable that his safety is being looked after. He is enjoying the continually changing work and conditions, it makes the job interesting. It's taking some time to get used to the roster and he is worn out by changeover, but he gets more time with friends and family during R & R.   Generally, the mining industry has a maturing safety culture and well developed systems. This sometimes lulls people into a false sense of security. Safety systems cannot anticipate every possible situation, nor can they replace people's perception, thinking and decision-making. To manage safety, it's critical to find the right balance between dependence on systems and a healthy fear and respect of risks we face.   As safety standards are raised, systems tend to get more thorough and complex. When a new person joins a mining crew, we induct and train them to provide the information they need. As labour availability again becomes short, and many new people join our industry, we shouldn't assume they know the fundamentals. We need to explain not only what they are expected to do, but why doing what we ask and expect will keep them safe. We must equip people to deal with both the routine and the unexpected.   This presentation explores the challenges of balancing a structured, systematic approach to safety with the need to also equip people to deal effectively with risks everyday in dynamic and extraordinary situations.   Session purpose Introduce participants to a way of looking at risk from a different perspective, as a force for change and progress, if managed well. Demonstrate that risk is something we need to engage with emotionally as well as physically, if we want our risk management efforts to be successful. This purpose will be achieved through an entertaining and engaging presentation, using photos and case studies. The session will initiate interest to explore new ways of thinking about risk and generate discussion about the balance between people and systems. What is the right balance and why getting it right enhances the safety culture, while getting it wrong can impact on safety, business performance and sustainability.

Low sulfidation epithermal deposits are important sources of gold and silver, and are considered the extinct analogues of modern geothermal systems. The aerial extents of alteration halos that surround twenty-two epithermal deposits range from 4 to 315 km2, with many less than 60 km2. Deposits with alteration halos <30 km2 typically have well defined limits, whereas deposits with alteration exceeding 30 km2 are commonly complicated by overlapping alteration centres related to adjacent epithermal deposits or other deposit types (i.e. high sulfidation, porphyry). Irrespective of the physical coverage of vein or alteration halos, both large (>60 km2) and small (<20 km2) deposits can contain large amounts of gold and silver. The size ranges for twenty-one analogous liquid-dominated geothermal fields from around the world have a restricted size range of 5 to 60 km2 and irrespective of physical size, commonly have multiple zones of focused fluid upflow. From an exploration perspective the comparison between epithermal deposits and geothermal fields provide the following four important points. 1) Alteration halos surrounding epithermal deposits as well as those for analogous geothermal systems show a range of sizes, although most are less than 60 km2. Therefore, where alteration exceeds 60 km2 multiple vein systems related to several paleogeothermal systems are predicted. 2) Multiple upflow zones are common in geothermal fields of all sizes (5 to 60 km2) and although difficult to demonstrate in epithermal deposits there is a strong possibility of discovering several discrete adjacent mineralised centres. 3) The orientation of veins parallels the principle orientation of the surrounding alteration and where alteration is wider than the vein strike length, this could suggest the occurrence of adjacent veins. 4) The physical size of both veins and alteration zones is not important in relation to amount of contained gold, as both large and small can contain large amounts of gold. These conclusions provide insight into the physical size limits and hydrologic structure of these paleogeothermal systems and highlight the potential for multiple mineralisation centres within a single alteration halo.

The following notes apply more especially to the purchase of silverlead ores produced in the neighbourhood of Zeehan and Dundas; for it is this class of ore that is principally mined in those parts, and which creates competition among the ore buyers.In the early days of this field, most of the ore passed through the hands of the first buyer who had sufficient enterprise to establish himself at Zeehan but in more recent times, competition has been so keen that there are generally three or four buyers tendering. lf the output was large this would not matter so much from the buyers' point of view but when we consider that the output of the field is only some 1,650 tons per month, and that of this 70 odd tons are produced by the Western and Montana mines, aud being sent home for realization, is withdrawn from local purchasers, there is really not enough for four buyers, especially at the present exorbitant prices they pay the miners.Some of the mines have a fixed sampling day, on which it is tacitly understood that the ore buyers will attend. Others, such as Grubb's Silver Mining Oompany, No-Liability, send round a printed reminder, stating the quantity of ore, and the date of sampling.

ONE of the phases of mining wide ore-bodies, such as are found in Broken Hill, is the laying-out and design of the sill floor gangway timber, When, in the above operation, a detail has to be repeated frequently, it is desirable in the interests of efficiency that that detail should be standardized as far as possible. Before arriving at a standard design e.g., a crosscut layout-it would seem necessary to compare its strength with some other unit of timber and see that the general design is at least as strong as the unit that has been taken for comparative purposes, In these notes no attempt is made to calculate the stresses to which timber underground is subjected, but merely to draw a comparison between the relative strengths of the various cross sections of timber in common use underground.It has been assumed for the purposes of comparison that the milling exerts pressure in a vertical plane only, and is uniformly distributed over any area. At the treatment plant of the Broken Hill South Limited, Broken Hill, the zinc concentrates, with water, are pumped out to a more or less level area, and stored in dams to dry by drainage and evaporation.In-the construction of these dams a clay bank is first thrown up around the proposed dam site. The concentrate and water mixture are then run in from the perimeter, the solids being continuously shovelled up to increase the bank height, while the clear water is drained off at the centre and returned to the treatment plant.These dams vary in size up to 57,000 sq. ft. in area; when completed the banks are about 12 it. high, and the capacity for the largest dams is about 350,000 cub. ft., say, 20,000 tons.The survey office is called upon for a monthly survey of these dams, generally three of which are in process of building or refilling. The puggy nature of the material prohibits walking beyond the bank of the dam, therefore the following method of estimating concentrates was evolved. No originality is claimed, but as the need is for a true survey, and the results have shown the accuracy of the method, a description is warranted. The dam site is first laid out into 10-ft. squares with a theodoliteand 150-ft. steel tape, the outside lines being placed about 15 ft. from the clay bank - 15 ft. is the maximum convenient distance from the bank for working with the levelling staff mentioned later.As the dam is rarely rectangular in plan, the outside points pegged out are not always the corner of a square, but are placed to give the greatest convenience in later work, that is to say, there may be triangles and irregular figures. Water quality standards for some of the substances likely to be discharged to natural waters by the mining industry are discussed. After briefly examining how uses of water can be affected by discharges, standards for suspended solids and turbidity, pH, and toxic materials are considered. Heavy metals are examined in some detail because of recent public concern regarding their discharge. Caution is given in connection with their analysis at the very low concentrations required for management of natural waters. Finally, the issues of what constitutes a water right concentration compliance breach, and the appropriateness of biological monitoring as a condition on a water right are raised.

Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. Crocidolite deposits in the Hamersley Ranges, NW. of Western Australia, occur over a length of 180 miles and a width of 20' to 30 miles. Their stratigraphic environment and mineralogy is comparable to that of similar deposits of the Cape Belt, South Africa. It is probable that the known exposures' represent only a small portion of the total extent.Current production is wholly by Australian Blue Asbestos Pty. Ltd. at Wittenoom Gorge and has been in the order of 1,2,000 to 14,000 long t.p.a over the past six years.INTRODUCTIONThe Hamersley Ranges are located in the NW. Division of Western Australia and extend, approximately, from latitudes 21° 30' to 23°S and longitudes 117° to 1200 E. Their mean height above sea level is 2,000 ft, and they rise from 600 to 800 ft above the general level of the tableland which extends SE. from the coastal town of Roebourne.Mt. Bruce, the highest peak, is 4,024 ft above sea level. The ranges are intersected by numerous north-flowing streams, which are dry during the greater part of the year. These streams have carved deep gorges, and it is in these that the principal deposits of crocidolite outcrop.The presence of the mineral was first recorded in 1917, but the deposits remained untouched until 1937 when strong market demand for crocidolite resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Dale's Gorges. It was established also that the blue asbestos belt extended from Willi Wolli Springs NW. to Millstream station, Le., over a length of 180 miles and a width of 20 to 30 miles. There has been much debate in recent years regarding the number of Geology (Earth Science) graduates produced in Australia. The key variable has commonly been assumed to be the placement of graduates in the mineral and petroleum industries. Although not wishing to deny the importance of this element, we contend that Geoscience studies should be given to a wider variety of graduates. The essence is to make students and future citizens more environmentally aware. INTRODUCTION Geoscience is fundamental to exploration and to the well-being of the minerals industry and hence the Australian economy. The value of mineral primary products exports for the past three years has been: 1895 $15.3 billion 1986 $14.8 billion 1987 $16.3 billion (Data source: B.M.R) The mining industry supplies about 40% of Australia's export earnings. However the overall value of Geoscience to the Australian economy is much greater. At the opening of the ANZAAS conference in Townsville during May 1987, Sir Bruce Watson , Chairman of the Mt. Isa Mines Ltd., made a plea for a national re-examination of the way science is taught in secondary schools. In particular he emphasized the point that the community should be more aware of the importance of Geoscience and the value of the mining industry to Australia.
