IN 1926, finer grinding began to be a feature of the milling practice of the Southeast Missouri lead district. Nothing since the adoption of flotation has caused greater changes and greater improvement in results. The trend toward finer grinding, with the consequent discarding of tailing at finer sizes, and consequent lower assays in lead, continued to progress until 1931, when the abnormally low price of lead brought a halt: that is, the better metallurgical results obtained would not offset the increased costs due to higher power and necessary maintenance. Since 1931 a slight tendency toward the discard of coarser tailing has taken place. , In 1926, larger rod mills i.12 ft. 1 in. by 6 ft. 6 in.) than any previously used in the district were installed in cue plant, and a new primary crushing plant, of greater capacity was built. This combination demonstrated immediately the better metallurgical results obtainable by finer grinding and all the mills now running have adopted the practice.

Discussion of the paper of Charles R. Keyes, presented at the Spokane meeting. Bulletin o. 34, October, 1909, pp. 867 to 903. A. M. STRONG, Bishop, Cal: (communication to the Secretary*) The paper of Mr. Keyes gives us the most complete account of the geology of the borax-deposits in the Death Valley region that has yet been published, and is a valuable addition to the geological literature of a very interesting though little-known territory. During the past ten years I have been over much of the northern part of the country described by Mr. Keyes and the region immediately north of it. Mr. Keyes seems to give the impression that Furnace creek is the northern end of these borate-bearing deposits, but such is not the case. Of the seven principal marsh-deposits which for years furnished the greater part of the borax supply in the manner described by him, four are north of the boundary-line as given on his map. The entire territory immediately east of the Sierra Nevada is composed of a series of sinks, each with a well-defined drainage-area.. Of these, Death valley is the deepest, and its drainage-area one of the greatest. The section given in the paper is typical of any line drawn eastward from the Sierra Nevada. At the lowest point of each of these sinks is a marsh, which, in times of heavy rain-fall in the mountains, is converted into a lake. These marshes always contain borax, which is now considered to have been derived from the washing of the Tertiary lake-beds in the surrounding mountains, of which they form a considerable part. Additional territory which I have studied shows that the boundaries given on Mr. Keyes's map should be considerably extended to the north. EARLY in 1945 the laboratories of the Southern Research Institute will begin active research investigations on behalf of industrial clients. This achievement has come after four years of planning by a group of Alabama businessmen, and is in partialanswer to an urgent need in the South. Those who conceived the Institute have long realized that a marked relationship exists between scientific research and the economic well-being of the several regions of the country. Clearly, technological research, generally absent in the South, is the medium through which are created new finished goods industries, and the increase of technological research is perhaps the most important long-range project in the South.

AT the meeting on Engineering Education on Mon- A day afternoon E. A. Holbrook, of the University of Pittsburgh and chairman of the Committee, presided as chairman with W. B. Plank acting as vice- chairman. About sixty members of the educational fraternity were present. Dean Holbrook, after a few introductory remarks, introduced the first speaker of the afternoon, Charles Y. Clayton, who then presented his paper, "Why Do So Few Elect Metallurgy?" in which he stressed the fact that ,one of the things the study of metallurgy ,now needs is publicity and public education on what metallurgy is and 'does. Another thing he brought out is that the study of metallurgy has been looked on for many years merely as a branch of other departments. He gave tables showing past and present enrollment in the course of metallurgy in various schools.

(Pittsburg Meeting, March, 1910.) IN connection with the work of testing structural materials for the use of the U. S. Government at the laboratories of the technologic branch of the U. S. Geological Survey at St. Louis, Mo., from September, 1904, to April, 1909, and since then at Pittsburg, Pa., large quantities of sand, gravel, and crushed stone have been needed from time to time, besides samples of building-stone, clays, and other quarry-products. In many instances it has been necessary to obtain single samples of sand, gravel, or crushed stone in lots of a car-load or more. For obvious reasons all these collections have had to be made by a representative of the Survey. As the work progressed it was found essential that numerous geologic data should be gathered regarding the materials collected, in order that they might be properly classified as to kind of material, source, geologic age, etc., and that they might be rated according to quantity available, accessibility to transportation facilities, approximate costs, suitability for special purposes, etc., and that notes might be taken regarding undeveloped deposits of possible value. Furthermore, it was desired that the selection of materials for tests should be made broadly, so as to cover, first, the representative types of material, and later, if possible, the typical materials of the more important building-centers in the United States. In order to insure a certain degree of uniformity in this work and economy of effort and expense, it was decided that as much of the sampling as was practicable should be done by a member of the. geologic branch, whose regular field-trips could be combined conveniently with those necessary for procuring materials for the laboratory. During parts of the last three years I have been engaged in field-work of this sort.

PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

JUST four years ago, in March, 1930, Gilbert LaBine discovered the rich deposit of pitchblende and silver ore on the east shore of Great Bear Lake, 30 -miles south of the Arctic Circle, which brought a new mining district into being. His original discovery is now the property of Eldorado Gold Mines, Ltd., but other groups have been active. Vigorous prospecting has outlined a mineralized zone that extends at least 100 miles from north to south. In this area silver discoveries have been relatively common; pitchblende, as might be expected, has been harder to find, though a deposit has been located this spring nearly 100 miles south of Eldorado that may be of great importance.

Conneaut has a long and illustrious history as a major Great Lakes port for coal and iron ore. The first dock was built in 1892 for unloading iron ore from the Mesabi Range for shipment to the Pittsburgh steel mills via the Shenango & Lake Erie Railroad, later to become the Bessemer & Lake Erie Railroad. The Pittsburgh & Conneaut Dock Company was incorporated in 1893. The world's first Hulett automatic ore unloader was constructed at Conneaut in 1899. Steam operated, it was the model for the giant electric Huletts used today, named after its inventor, George Hulett, who was a Conneaut resident.

Marcona Mining Company operations are located 500 kilometers south of Lima, Peru, on the Pacific Coast, at approximately 15º-22' latitude south and 75º-11' longitude west. The terrain is sandy rolling hills ranging from sea level at the coast and rising sharply (escarpment) to an elevation of 800 meters at the mine area. The climate is arid and windy with a moderate year-round temperature, ideal for a year-round mining operation. San Juan, a new and modern community of 14,000 inhabitants and developed by Marcona, houses the working forces and their families.

Although the pressure to meet the heavy demand for lead still took precedence over new metallurgical developments in the field of roasting, smelting, and refining of lead in 1948 there nevertheless has been considerable activity in the experimental development of new processes and improvements as well as plans for the modernization of many plants both here and abroad. Increasing labor and material costs have stimulated the trend to greater mechanization, revamping of flow sheets, and construction of larger units wherever possible. Although there have been many serious labor stoppages in the United States, Mexico, and Europe, labor supply has improved in most plants even if it has fallen off in efficiency.

The iron-mines of the Ilsede Hütte Co. are at a town called Peine, about 20 miles east of the city of Hanover, on the railroad to Brunswick (Braunschweig). Hanover, the capital of the province, is a military city, of approximately 250,000 inhabitants, and Brunswick, 33 miles to the westward, has half this number. The mines here described are located in a hamlet called Bülten. The Ilsede Hütte Co. operates two mines, 1.5 miles apart, in this district, Gruber Bülten Adenstadt and Gruber Lengede Bodenstadt. It also operates an iron-mine north of Hanover, known as Eiserhaven, and one in the Harz mountains, the Georg Friedrich, at Grauhof. At Bülten a coarse conglomerate, a, Figs. 1 and 2, contains nodules of limonite, cemented together by calcium phosphate. The ore contains Fe, 25 to 45; Mn, 3 to 4; P, 0.6 to 1.4; S, 0.02 to 0.09; and CaCO3, 40 per cent. Directly above the conglomerate is limestone, b, followed by a mixture of clay and sand, c. Below the conglomerate is a hard clay floor, d. The ore-body, from 10 to, 12 km. long, and from 3 to 4 km. wide, has a maximum thickness of 20 m. It clips approximately 10° S.E., and strikes N. 45° E. Diamond-drill prospecting shows that the thickness diminishes to 1 m. as the end of the deposit is approached to the northward. At this point the deposit is 250 m. below the surface. In Fig. 2, the arrow, A, indicates the general direction of the work along the face, a, which is carried forward in a straight line for its entire length. At B, a train is approaching, which has come from the bench-track, shown at G, by a circuitous route, and is dumping the overburden behind the face, in the space left by the excavated rock. AMONG the industrial motion pic¬tures released in the last year of possible interest to people in the mining industry are the following: "A New World Through Chemistry," made by the public relations department of E. I. du Pont de Nemours & Co., Wilmington, Del. This film, which is in sound and color, interprets in twenty minutes of narration and ingenious photography many of chemistry's newest developments. It may be borrowed either in 16-mm. size on an 800-ft. reel, or 35-mm. size on a 2000¬ft. reel, the only charge being the cost of returning the film. Douglas D. Rothacker, 729 Seventh Ave., New York City, is prepared to loan free of charge except for transportation each way several films prepared in the plants of the International Nickel Co., 16 mm. with sound. These include: "Nickel High Lights," 35 minutes; "Nickel Mining," 18 minutes; "Nickel Smelting," 18 minutes; "Nickel Refining," 9 minutes; and "Copper Refining," 6 minutes.

THE mine here described is in the Witbank district, a coal area of the Transvaal, about 100 miles north- east of Johannesburg. and is owned by the Witbank Colliery, Ltd. The plant has a capacity of 4000 tons per eight hours, and prepares five sizes of coal. The coal seam lies at a depth of about 200 ft. below the surface, and is reached by an inclined shaft sunk at an angle of 18° with the horizontal. Although the thickness of the coal seam varies from 10 to 14 ft. or more, only about a 7-ft. bench is mined. Mining is by the hord and pillar system. Bords are driven 18 ft. wide, with pillars measuring 18 ft. square. The mine is laid out into four sections, each sewed by a main haulage way from the shaft. Arc-wall machines are used for cutting the coal. but all loading is done by hand. Native labor is employed under the supervision of white miners, who do the required blasting. The workings are practically free from gas and water, and very little timber is needed.

IN the discussion on the paper on subsidence by R. V. Norris and H. W. Montz (Teohnical Publication No. 153), H. N. Eavenson has been good enough to quote some of my views regarding the phenomena of subsidence; he has, of course, only mentioned these briefly, and as he has not represented them quite correctly, it is evident that I have failed to make them clear. Seeing that he, and apparently some of the others who took part in the discussion, appear to hold views different from my own, I think it advisable to put my opinions down as definitely and as clearly as possible, because it appears to me at least possible that some of the differences above referred to may be differences of language and definition rather than of fact. The statements I propose to submit refer to the simplest cases, namely where an area in a practically horizontal bed has been entirely worked out. My experience has been confined to beds of bituminous coal and of ironstone, but D I do not at the moment see why there should be any difference in principle between the working of a bed of anthracite and one of bituminous coal, provided that the other conditions are the same. I wish to emphasize that I am considering the conditions of complete working out of the mineral bed with the roof allowed to come down and form goaf in accordance with the general British practice; 1 am excluding, therefore, methods of hydraulic, pneumatic, and hand stowage where extraneous material is brought in to hold up the roof. I am also excluding the case of bord and pillar working where pillars of small size are deliberately left in, apparently with the idea that these will subsequently crush and let the roof down gradually. Such a method of mining has long been discontinued in this country, indeed in Europe generally, and I venture to predict that the time will come when such a recklessly wasteful method will no longer be tolerated even in the United States. Further, I am referring entirely td static conditions after the mineral bed has been worked out and the ground has come to rest; the phenomena that occur during the course of extraction are much more complicated, and these I am not discussing here. THE iron and steel activities of this meeting opened on Monday morning with the steel melting session," with G. B. Waterhouse in the chair and A. L. Feild as vice-chairman. N. A. Zeigler's paper, on "Gases Extracted From Iron Carbon Alloys by Vacuum Melbing," created considerable interest and the discussion in general was most favorable. H. W. Gillett and Louis Jordan of the Bureau questioned the method of analysis for oxygen and C. H. Herty, Jr., and J. M. Gaines, Jr., I , expressed their surprise at the large amount of oxygen with the high ,carbon alloys. Whether the gases found existed as gas in blowholes or as oxide inclusions was also a moot point. A paper by C. D. King, on "Basic Open-Hearth Yields," was an extremely interesting and valuable contribution. It was discussed by C. E.Kinney and A. L. Feild and numerous questions were asked throughout the presentation. Mr. King then presented a critical analysis of the losses together with novel methods of calculating them. A paper by C. H. Herty, Jr., and J. M. Gaines, Jr., on "Unreduced Oxides in Pig Iron and Their Elimination in the Basic Open-Hearth Furnace," followed. The question of silicates and oxides in pig iron created much discussion, notably by Henry Hanson and W. J. MacKenzie, who gave figures on chipping cost as a function of blast-furnace practice.

(Canal Zone Meeting, November, 1910.) THE recent growth of a sentiment among cyanide-plant designers against the use of gravity-stamps for the crushing preliminary to cyanidation may be said to date from the almost simultaneous perfection of the ribbed tube-mill liner and of the tall, air-agitation tank. The first step in the resulting change of practice was the universal adoption of the tube-mill for fine-grinding and the use of coarse screening oil the battery. This was the beginning of the surrender of supremacy by the gravity-stamp ; since merely the single fact that it was a more economical machine for crushing fine had retained it in favor as compared with ball-mills, rolls, or steam-stamps. The surrender, however, is not yet complete. It is the universal practice to use rolls where a relatively small tonnage is to be crushed coarse, as, for example, when coarse concentration is included in the plan of treatment. Power, attendance, repairs, and first-cost are smaller for the rolls, under such circumstances, than for stamps; and it is becoming daily more apparent that, with no concentration to provide for, the use of rolls and tube-mills, without the complication of trommels and elevators required by concentration, is rapidly gaining favor in the eyes of the leading designers. The next step was the use of the rapid-running Chilean mill between the gravity-stamps and the tube-mill, which again narrowed the field of operation of the gravity-stamp while radically widening its screen-aperture. Such a combination of stamps and Chilean mill offers advantages when fine concentration is necessary, since the reduction in the Chilean mill call be adjusted easily and governed by varying the screen-mesh. MILLING called for four sessions and a luncheon and covered broad ranges from speculative theory to basic practice, and from coal to gold. An attractive and profitable feature was the "get-together" of "coal preparers" and "ore dressers" for mutual discussion of their common problems. The first event was the Milling Luncheon in the Engi¬neers' Club on Monday. A concentrated group of high¬grade appeared and many matters were discussed, but only two called for official action: The meeting unanimously recommended the use of the Tyler standard sieve scale as against any new scale, and also the adoption of micron designation for fine particles in place of decimals of an inch or millimeter, or theoretical mesh size. The real sessions began on Monday afternoon with a menu of Mineral Physics for the ore dresser, metallurgist, geologist, physicist, et al. Four papers by the staff of the U. S. Bureau of Mines dealt with the chemical and physical aspects of mineral structure as revealed by the first two years of research to date. A fifth paper by Dr. M. J. Buerger correlated to the foregoing the knowledge of "The Lineage Structure of Crystals" and finally a sixth paper was a progress report of further developments of the last year in explosive shattering of minerals by the U. S. Bureau of Mines.
