The production of oil in Mexico during 1929 was approximately 45,000,000 bbl., or 5,000,000 bbl. less than in 1928. The production of the fields near Tampico showed a decline of over 10,000,000 bbl. for both the light and heavy crudes, which was partly offset by an increase of over 5,000,000 bbl. in the production of the fields in the Isthmus of Tehuantepec. During 1929 the retrenchment policy followed by practically all the companies was continued and no material improvement should be expected until the unsatisfactory conditions that brought about this situation are remedied. A new administration has just assumed control in Mexico; it should remain in power for 6 years, and the progress of the oil industry during that time will depend primarily on the policy pursued by the new government with respect to oil development. Development During 1929, there were drilled 214 wells as compared with 371 in 1928 and 583 in 1927. The percentage of producers in 1929 was 47.2 as against 34 per cent. in 1928. The new wells did not show water as quickly as in 1928, particularly in the Cacalilao field, where the greatest number of producers was brought in, their average initial daily production being 380 bbl. The flush daily production per well in the Southern fields was 1730 bbl., while the wells in the Isthmus of Tehuantepec came in with an average of 770 bbl. Development is summarized in Table 1. In the Southern fields 63 wells were drilled in 1929, of which 23 were producers, the best being drilled in Paso Real. This development tends to show that the southern extension of Dos Bocas-Alamo fault from Alamo to San Isidro terminates at San Isidro. The two wildcat wells completed in 1929, one in Magiscatzin and the other in Xicotencatl, were failures, and at the end of the year there were eight wildcat wells drilling and material was being hauled for two more.

THE task of recovering most of the contents of an oil and gas reservoir economically presents many and varied problems. In order to attempt intelligently a solution to these problems, an understanding of fundamental physical laws is essential. As the pertinent facts needed in applying these laws to recovery problems are not readily obtainable, observation must be made and the data tabulated. Here, good judgment must be exercised, for at best the information is meager. The engineer is well fitted to undertake the task of solving this problem. In my opinion, the decision on the part of some production executives to allow the engineer to cope with the oil recovery situation and other problems, is an outstanding example of improvement in production methods. The executive head must make this decision or the qualified engineer will be working under a severe handicap with the present system of supervising the production of oil and gas. A qualified engineer should have not only the required technical training but also enough field experience to enable him to understand the difficulties encountered in producing oil and gas. Such a man tactfully cooperating with the practical oil man can greatly improve present methods of oil recovery. The realization that nature's forces have not been efficiently controlled in past recovery of petroleum deposits has recently brought distinct improvement in production methods. Papers are to be presented at this meeting discussing in detail improved methods of conserving gas in both flowing and pumping wells, and also methods of lifting oil after Nature's supply of gas has proved inadequate. The application of back pressure to producing oil wells has not, to my knowledge, been extensively applied in Oklahoma or Kansas up to the present time. Most of the flowing wells are allowed to flow through the casing until the rock pressure has been dissipated. However, some flowing wells have been tubed before the well stopped flowing through the casing. Recording pressure-gages can be installed to study well performance.

IT has given me great pleasure to read, in the papers recently published by this Society, the discussions on the subject of Technical Education, which were developed at the joint meeting held at the Franklin Institute in June, 1876; and since it was impossible for me to be present, I desire to improve this my first opportunity of adding the weight of my testimony and experience to what has been so ably presented by others. It is a subject about which the people need to be kept agitated, that their views may expand with the demands made for a higher and more thorough education. It is the public at large, the capitalist, the manufacturer, and the laborer, who are to be benefited more or less by this elevation of the standard of our professional schools, and it is but just, therefore, that the schools should look to them for the means with which to accomplish so desirable an object. It is no doubt to the interest of a metallurgist to employ a skilled laborer who will prevent waste by properly proportioning his materials ; by regulating the supplies of air and fuel ; by arranging his plant in the most economical manner, and by disposing of his products to the greatest advantage. The engineer is benefited by selecting for an assistant a person able to determine the values of his factors of safety for the same materials in different forms and positions, avoiding expensive suits for damages and cost of reconstruction; he should be able to so locate a road as best to fulfil the requirements of a through traffic, and yet develop local industries. But I need not multiply instances to show what all will readily concede, viz.: the advantages of a theoretical education ; that was fully demonstrated at the previous special meeting, but it is still an open question whether the practical instruction should precede, accompany, or follow the theory.

This paper gives the results of an investigation of the specific resistance and temperature coefficient of the electrical resistance of nickel and its important alloy, monel metal. For most of the pure metals, the temperature coefficient of resistance is approximately 0.004 per degree centigrade at 20" C. Nickel and iron, however, are exceptions. This property is important as it gives us good material for the construction of thermometers and other instruments involving electrical control. A summary of information on this subject has been publishcd by the Bureau of Standards.l The present experiments antedate this publication by several years and as the information obtained is not contained in it, the results of the experiments arc published as additional information. Electrical Properties of Pure Nickel It is generally conceded that the lowest values for electrical resistance are obtained in the purest metal. In the case of nickel, the best material obtainable is electrolytic nickel, which contains approximately 99.80 per cent. nickel, 0.15 per cent. iron, and 0.05 per cent. copper. Any cobalt that may be present is included in the nickel figure. If the elcctrolStic sheet has been deposited without intermission, it is possible to cut a section from the sheet and roll it into wire without melting. By this means a nickel wire may be obtained that is uncontaminated by any of the impurities always taken up by nickel during melting. Meeting, Aug. 20, 1913, B te, Montana, at 12.45 p.m.-On, the written request of 27 members of oft Institute residing in Montana, the Montana Local Section was established, and the following Committee was appointed by the President of the Institute to complete the organization : E. P. Mathewson, Chair pan; Frank M. Smith, Vice-Chairman; D. C. Bard, Secre-tary, Montana State School of Mines, Butte, Mont., Oscar Rohn, James L. Bruce. The President reported the appointment of a Committee on Mining Law, the names of whose officers and members are given on page xxxv of this Bulletin, and these appointments were approved. It was voted: That the Committee on dining Law be requested to establish a Sub-Committee on Censorship, a majority of whom shall be lawyers; and, further, that no paper on mining law be recommended for publication to the Committee on Papers and Publications, unless it is previously approved by the Sub-Committee on Censorship of the Committee on Mining Law. The President reported progress in the matter of co-operation between the Institute and the United States Bureau of Mines, through Committees of the Institute. The President reviewed the history of plans for a union or affiliation with the Mining and Metallurgical Society of America, and the following minute was then adopted : " The Board of Directors of the American Institute of Mining Engineers has carefully considered for several months the question of union or affiliation with the Mining and Metallurgical Society of America ; and, while at an earlier time and under other circumstances, such. a union might have been accomplished, yet under present circumstances the Directors of the Institute deem such union inexpedient. "While thanking the Mining and Metallurgical Society of America for its consideration of the matter, we believe that further discussion of the subject will serve no useful end, and we conclude it best that the Society and the Institute continue their useful functions and friendly relations side by side, as heretofore."

THE problem of the curtailment of forces in large numbers does not often come to employment departments and is, therefore, a problem that many departments are not prepared to handle intelligently. Those companies that are able to measure the individual efficiency of each man would probably lay off men according to their individual ability, irrespective of dependents, citizenship, or other considerations. During the war when labor was scarce, the business of the employment manager in industry was hiring men and carefully placing them where they were best fitted to work. The careful selection of employees had developed to a considerable extent before the war, and was becoming a recognized science. In the last few months, however, the cancellation of copper contracts, the accumulation of large stocks, the necessary curtailment of production because the copper could not be sold, and lack of any immediate prospects of the copper market opening, have led to a universal reduction of forces; and the problem that industry now confronts is that of discharging rather than employing. The problem has been aggravated by the cancelation of contracts in many war industries with the consequent turning loose of hundreds of thousands of men, a great amount of unemployment, and the return of the soldiers and sailors. The problem has now become one of reduction of working force with the least hardship and the least injustice, and yet caring for the returning soldiers, sailors, and marines who have been in the service of the government for nearly 2 years, and who have offered the supreme sacrifice. The Copper Queen Branch of the Phelps Dodge Corpn., operating at Bisbee, Ariz., found it necessary, along with all of the-other copper companies of the country, to reduce its force materially. In making this reduction it was, after due consideration, decided to classify employees with respect to dependents, length of service, and citizenship. King, Bozeman, Mont.: The form of measuring up ore in sight looks very plausible, as illustrated in the paper of Mr. Emmons, but from my experience of many years of mining in Montana and Nevada, I have found it is very hard to measure up anything nearer than a guess of what you have in sight, except in the case of a true vein, or a flat vein where the boundaries are well defined. I have been interested in several miues with Dr. A. R. Ledoux, and I know that my foreman and myself, going into the mines and using our best judgment, could seldom see more than 30 days' supply actually in sight, and yet we were running from 100 to 250 tons a day, and keeping it up year after year. Prof. John D. Irving, New Haven, Conn.: I understand from Mr. Emmons that this is a method which has been found applicable in the copper-mines in Tennessee, where the record could be made with a good deal of accuracy, and where the work in the mines allowed the necessary development to be done, so that the record could be kept up. I do not think there was any intention in his mind to imply that this was applicable to all cases, especially such as Mr. King has mentioned. President Charles Kirchhoff, New York, N. Y. : I think the point is that the paper impresses the necessity for doing it where the possibilities exist. There has been too little attention given to this very matter, particularly in the United States; but I think our English friends are following it very much more zealously, and the demand for it there is possibly greater than it is here, because English boards of directors handle mines that are often very much further away than our own are, and the English public and the English engineers generally are very much more insistent upon seeing how much longer current dividends are going to last, or current assessments are going to continue.

A distinguished engineer, the active head of a large mining company, has said that surveying attains the dignity of a profession only in the hands of a few men—the few who know how to keep notes that will be understood by even a novice without further word of explanation. Of all mine-records, survey notes are perhaps the most important. The maps made from them serve as a working-guide, and as framework for other data; and when, from any cause, access to underground workings is shut off, the surveyor's record often becomes invaluable. So seldom docs a surveyor have a chance to check underground surveys by making a closure, that he is compelled to rely on the precision of each step of his work for the accuracy of the final result. When data are fully recorded on the spot, the notes, even in the hands of second parties, become evidence of the care and precision with which the surveying was done. It is worth a great deal to be able to pick up the work of a former surveyor where it was left off, and to be able to carry it forward without rctracing from the beginning. The purpose of this paper is to describe the survey-note system of a mine now under my direction, in which underground surveys had to be relied upon entirely for the proper division of rich ore-bodies between neighbors, thereby placing a premium on accurate surveying and permanent records. In survey-work, it soon turns out that paper is the least item of expense, and that little is gained by trying to economize note-book space. For many purposes it is best to record notes on cards or loose-leaves, which may be left in the office at the end of the day's work, and need not be carried into the mine again, there to become smeared with grime and grease. Development and exploratory work continued vigorously during 1933 in Southwest Texas and, from a standpoint of new production discovered, the new discoveries probably equal or may even exceed any previous year in the history of this area. While exploratory work has been general over the area much of it has been confined to two localities; namely, northern Duval-southern McMullen counties and Starr County. A persistent effort has been made to open new productive areas in northern Duval County and the adjacent part of McMullen County, occasioned primarily by the fact that the Government Wells group of fields in northern Duval County have been by far the best fields so far developed in this part of the state, and the possibility of being able to find new fields in the same general area under similar geologic conditions. This has resulted in the discovery of three new fields, Northwest Government Wells, Moca and Eagle Hill. In addition encouraging shows have been found in North Kohler, Hoffman, Smith-Hunter and the Ignacio areas with the prospect that continued exploratory work will develop some of these prospects into fields. Wildcatting in Starr County was the continued result of an effort to find a trend of production through the county southwestward from the older Reynosa Escarpment fields in Webb, Jim Hogg and Zapata counties. This same impulse has caused most of the wildcatting in Zapata County. New Fields Cuevitas.—During the early part of the year the Sun Oil Co. began some core-drill work on a block of leases in northern Starr County, then in June drilled a test which found production in the McElroy member of the Jackson at 2200 ft. Drilling in this field has continued but the productive area has not as yet been clearly defined. Seven oil wells and three gas wells have been completed. There is as yet no pipe line outlet for this production, hence no productive history of the wells has been

J. Bruce Clemmer, J. B. Rosenbaum, and C. H. Schack (U.S. Bureau of Mines, Salt Lake City)—We have watched with considerable interest Three Kids development of Manganese Inc. and have been impressed by the ingenuity with which management and staff have solved their many obstinate handling problems. Mr. McCarroll has been lenient in describing the difficulties faced by the company in developing a process for beneficiating Three Kids ore. The operation, equivalent in size to a 20,000-ton sulphide ore plant, is treating a unique ore by a flotation process pioneered by Manganese Inc. Perhaps the magnitude of the conditioning and flotation problems peculiar to Three Kids ore can be better appraised when it is pointed out that two-thirds to three-fourths of the ore is floated in the rougher step and that the four stages of cleaning which follow are equivalent to floating the whole plant feed two to three times. Our experience in both laboratory and pilot plant flotation of Three Kids and other manganese ores leads us to agree with Mr. McCarroll that suitable conditioning is a prime requisite for successful oil-emulsion flotation. The difficulties of proper conditioning were demonstrated in pilot plant processing of Artillery Peak manganese ore at our Boulder City, Nev., experiment station. Over three months of experiments and extensive plant revision were required before satisfactory conditioning was obtained in the 25-ton-per-day plant. Such factors as time, type and intensity of mixing, aeration, surface to volume relationship, and power input are still being studied by the Bureau of Mines in hopes of learning how best to condition manganese pulps for oil-emulsion flotation. Other factors affecting flotation of manganese with oil emulsion also deserve attention. I FEAR most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our, Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make "the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law.

The following study of flue-dirt and the influences controlling it may be interesting to many. It is published because it represents observations at about thirty furnaces at different times. It may assist in giving an impetus to the making of similar observations elsewhere. Until ten years ago, the metallic waste in furnace-gases was not considered a problem of pressing urgency in iron metallurgy—certainly not in the blastfurnace end of it. Many plants at present ignore, or pay but little attention to, top-pressures. Prior to the introduction of Mesabi ore, the losses in escaping gases, if considered at all, were regarded as thermal losses, or losses of fuel (except by those interested in lead, zinc, silver, etc.). In a high-priced material like ferro-manganese, such losses were, indeed, considered important. But the behavior of the Mesabi ores, corning, as they did, in practically inexhaustible quantities, could not be disregarded by the furnaceman. These ores came to stay. The tables appended below have purposely been altered to disguise the plant, the company and the ores used. The comparative values are maintained. In these tables, the influencing elements and conditions which are constant, or practically so, namely, size of furnace, quantity of wind, fuel used, etc., are not mentioned. The figures represent observations consistently followed up for a long period. The weights of flue-dirt were obtained from cars on which no other dirt was thrown. The analyses and calculations are based on the best of sampling. The effects of slips are excluded. Slips should not occur at well-regulated or properly-constructed furnaces, excepting under unusual and rare conditions. Allowances are made for moisture, scrap charged and silicon in the metal. 2.3-1. Introduction. The subject-"Preliminary Evaluation of Coal, Metallic and Industrial Mineral Deposits for Surface Mining'-seems at first glance to be definitive and not likely to be misinterpreted. Nevertheless, there are widely divergent opinions as to what is meant by "preliminary" and even as to what is meant by "evaluation." Some definition and qualification is necessary in order to provide a readily recognized basis for discussion. Evaluation evokes the idea of organizing extant data and judging its significance especially in the economic sense. It also may evoke the concept of the physical processes of acquiring the data that will characterize the deposit such as the geologic mapping, drilling, etc. Castle (5) considers that evaluation may embrace psychological aspects wherein human traits as, for example, over optimism might cause the evaluator to overlook obvious project weaknesses. In this chapter, evaluation is discussed primarily from the viewpoint of economically appraising a project from data available at a given point in time. The qualifying adjective "preliminary" is not easily defineable. In fact, some kind of evaluation proceeds, if not continuously, intermittently over the full span of exploration and early stages of development of a deposit. Bailly (1) comments: "Sometimes, before starting exploration in new areas or countries for a given commodity, we establish models to define what minimum combinations of re- coverable grade and tonnage are needed to give the minimum acceptable rate of return established by corporate policy. Then, before starting physical exploration in any target area we try and guesstimate optimistically what best 'geometry-grade-tonnage' can be expected. If these are acceptable in light of above minimum combinations, exploration is started as soon as funds are appropriated for the target area.''

The advance made in recent times in this branch of metallurgy is indicated by the attention the subject is receiving from important American copper-producing companies. Reference to the files of publications devoted to the mining industry discloses that some 20 American companies are actively investigating the amenability of their ore, or other material, to leaching methods, and that plants of varying capacities up to 10,000 tons per day arc under construction or are projected. Several leaching works are in commercial operation. It has been frequently pointed out that no method of leaching is universally applicable, for the reason that each ore differs in some particular from apparently similar ore found elsewhere, and also because local conditions are rarely the same even where the ore closely approximates in character that being worked at some other point. For this reason the older companies are approaching the matter in a conservative manner, experimentally determining for themselves the salient features in each instance. In considering a leaching proposition three factors at once fix the attention: (1) disengaging the metal from mineralized forms in which it is found in nature; (2) recovering the metal in a commercial state after it has been dissolved; (3) the apparatus best adapted to carrying out the several operations. Bringing the Metal into Solution This feature.has been found to present no serious difficulties. Numerous solvents for copper are known, and it has been repeatedly demonstrated on a commercial scale that from 80 to 90 per cent. of the metal contained in an ore can be rapidly brought into solution. It is interesting to note, however, that all of the companies above referred to have selected sulphuric acid as the basis for a lixiviant. RECENTLY, Messrs. Mills and Wells1 published a thorough chemical study of the waters associated with oil in parts of the Pennsylvania, Ohio, and West Virginia region. Many of their conclusions are of general application and the writer wishes to discuss some of these: Messrs. Mills and Wells show that the composition of the deep brines of the Appalachian fields is such as would be produced by the evaporation of sea water and the precipitation of sodium chloride, combined with reactions with hydrocarbons and other substances. The brines are altered, also, by considerable mixing with meteoric water. They give good reasons for believing that the concentration of the brines was produced by evaporation in the rock pores induced by migrating gas, much of which probably escaped to the surface of the ground. This hypothesis was considered by the writer in a former paper,2 in which main stress was laid on a second hypothesis, that the excess of chlorine in the deep brines may have been due to the entrance of solutions rich in magnesium and calcium chloride which ascended .from a deep, possibly intratelluric, source. Messrs: Mills and Wells present good arguments for the first hypothesis. Underground evaporation by ascending gases probably will be accepted as the best available explanation of the concentration and composition of deep well waters. They have not considered the possibility that, salt waters in deep sands may be concentrated by the diffusion of water vapor through gas into shale. The writer has given reasons3-for believing that capillary forces concentrate gas and oil in the larger openings of rock, such as the pores of sandstones embedded in shale. THE term "bleaching clay" or "bleaching earth," as used in the oil industries, refers to clays that in their natural state, or after chemical or physical activation, have the capacity for adsorbing coloring matter from oil. There are three common types of bleaching clays: fuller's earth, activated clays, and activated bauxite. Fuller's earth, or naturally active clay, is prepared from bentonites that possess natural activity. It is not activated commercially; in fact, earths of this type ordinarily do not respond satisfactorily to acid activation. Fuller's earth is prepared in pulverized as well as granular form for use in the contacting and percolation processes, respectively. Acid-activated clays also are of bentonitic origin. The basic raw clay, however, is of a type that has a very low natural activity but is highly activable by treatment with mineral acid. Commercial acid-activated clays generally possess several times the decolorizing power (bleaching efficiency) of the best quality of fuller's earth. The former are prepared commercially only in the pulverized grade because of the difficulties in obtaining a satisfactory granular product, and hence are used only in the contact process. Activated bauxite is made by heat-treating bauxite ore, which in its natural state has very little natural activity. The commercial product is prepared in granular form for use in the percolation process on petroleum oils. For the most part, bleaching clay is used commercially in the decolorization of animal, vegetable and petroleum oils, fats and waxes. It is applied in two ways: (1) by the percolation method and (2) by the contacting method. Percolation refers to the passage of oil through a bed of granular clay whereas contacting refers to direct agitation of oil and pulverized clay followed by removal of the clay from the oil by filtration. One of the most important contributions to the art of electrolytic zinc production has been the aluminum cathode. This has been used in all major production since its commercial development in 1916. The literature is replete with important contributions, some of which may have been replaced by better ones, but thus far there appears no other metal to take the place of aluminum as cathode material. Credit for this innovation goes to Sherard Cowper Coles, of England. When experimenting on the extraction of zinc from Broken Hill ore at Hayle, Cornwall, in 1893, he introduced the aluminum cathode, and in 1895 obtained British Patent No. 20073. The reason for this dominant position of aluminum as cathode material in zinc sulphate electrolytes is its unique surface, to which electro-deposited metals usually do not tightly adhere. The metal must, be of high purity for best results. It is possible to develop a starting-sheet method by which thin electro-deposited sheets of cathode zinc are made and stripped from a smooth aluminum plate. Such thin sheets of cathode zinc may be used as are the copper sheets in standard electrolytic copper-refinery practice. However, complications arise because of extreme warping of the zinc starting sheet after a few hours of deposition, and thus special arrangements must be made to compensate for this abnormality. Reasons advanced for the ease with which deposits may be stripped from the aluminum surface are: (1) presence of a permanent oxide coating on the metal, (2) failure of aluminum to alloy with the deposit, (3) differences in coefficient of expansion, (4) high position of aluminum in the electromotive scries of metals. Of these reasons for nonadherence, which may have some application in general deposition, probably the oxide coating has the greatest bearing on the subject of zinc deposition. DURING the past few years, the Mineral Point Zinc Co. has had under consideration the improvement of various types of gas-filtering apparatus used in the removal of dust from crushing and milling plants, in the manufacture of oxide, and on blast-furnace fume and sintering furnaces. The original equipment of the various plants of the company was, of course, along lines of the standard stationary bag house. These houses required large surfaces, hand shaking, and varied only in the manner of the collection of solids and in the distribution of the gas. Early in 1908, the first trial of a mechanical bag house was made at Nassau Plant at Depue, Ill. The duty of this installation was on dust-laden gas from a fine-crushing mill. The Printz and Rau bag machine was finally adopted and put into operation. This ingenious machine embodied what were then to us two novel features in bag-house practice: 1. An intermittent crinkling and snapping of the filtering fabric to free the meshes of solids. i 2. A reversal of gas flow for a short period by a temporary connection w th the suction trunk. This equipment worked fairly well except in cold weather, when we ran into condensation troubles. Had we at that time understood more fully some of the limitations of fabric filtering work, these might well have been remedied. We were impressed by this experience, however, with the efficiency of sudden tension on the fabric under suction. After a study had been made of some of the Western blast-furnace houses using the reversal-of-flow feature, experiments were started early in 1914 with a view to developing an automatic equipment along the best lines of our past experience. The objects sought were: 1. Keeping labor out of the houses for hygienic reasons. 2. Reduction of labor costs. 3. Reduction in -size of hag houses. 4. Accessibility. 5. Ability to handle relatively hot gases where required.

THE text of my talk was suggested by the invita-tion of your secretary, who said that the excess productive capacity of the bituminous industry was a matter of common concern to engineers and coal operators. Cognizant of the depressed condition of the industry, he tactfully added that in common council we might find wisdom. Certainly it would seem that the application of the best engineering knowledge available would be helpful in solving mining problems. There is no doubt that clear thinking, characteristic of the engineering type of mind, is essential to untangle the shapeless pattern which increased complication, so often mistaken for progress, has developed. There is much thinking today which neither looks forward to a logical combination of ideas nor backward to simple fundamentals. The result of that sort of thinking is hopeless confusion. Lately we have heard much about excess capacity and overproduction, along with their attendant evils. Respecting the bituminous coal industry, these terms have been frequently misused. How many of us have seen them applied to the coal industry but how few of us have understood them. I am reminded of a state-ment which William Green, president of the American Federation of Labor and a former miner from the Ohio field, gave to the Associated Press last month, in which he was quoted as saying: "The coal men must realize that conditions have altered since the World War. To-day they are producing a billion tons a year, with a market for only half that tonnage." I cite this instance as a glaring example of the flood of. loose statements about the bituminous industry with which the public is being deluged. If the general public, or some of the newspapers, had any passion for the facts, this sort of misleading statement would not get very far. Unfor-tunately, in these days, opinions are more sought after than facts, and statements by such a person as Mr. Green and are promptly accepted by a credulous public.

One of the most important contributions to the art of electrolytic zinc production has been the aluminum cathode. This has been used in all major production since its commercial development in 1916. The literature is replete with important contributions, some of which may have been replaced by better ones, but thus far there appears no other metal to take the place of aluminum as cathode material. Credit for this innovation goes to Sherard Cowper Coles, of England. When experimenting on the extraction of zinc from Broken Hill ore at Hayle, Cornwall, in 1893, he introduced the aluminum cathode, and in 1895 obtained British Patent No. 20073. The reason for this dominant position of aluminum as cathode material in zinc sulphate electrolytes is its unique surface, to which electro-deposited metals usually do not tightly adhere. The metal must, be of high purity for best results. It is possible to develop a starting-sheet method by which thin electro-deposited sheets of cathode zinc are made and stripped from a smooth aluminum plate. Such thin sheets of cathode zinc may be used as are the copper sheets in standard electrolytic copper-refinery practice. However, complications arise because of extreme warping of the zinc starting sheet after a few hours of deposition, and thus special arrangements must be made to compensate for this abnormality. Reasons advanced for the ease with which deposits may be stripped from the aluminum surface are: (1) presence of a permanent oxide coating on the metal, (2) failure of aluminum to alloy with the deposit, (3) differences in coefficient of expansion, (4) high position of aluminum in the electromotive scries of metals. Of these reasons for nonadherence, which may have some application in general deposition, probably the oxide coating has the greatest bearing on the subject of zinc deposition.
