The following resolution was prepared, by the War Minerals Committee and was submitted by it to the Board of Directors of the American Institute of Mining Engineers, asking that it be passed by the Board and used to the best advantage to secure the end desired. WHEREAS, the steel industry of the United States is almost entirely dependent on the importation of foreign manganese ores, the consumption of which for the year 1918, it is estimated, will exceed 850,000 tons; and WHEREAS, the ships now engaged in transportation, especially from Brazil, are needed with ever increasing urgency for supplying our Army and Navy forces abroad; and WHEREAS, much shipping may be spared from manganese transportation and the domestic sources of manganese may be utilized, provided the steel manufacturers of the United States will cooperate to this end by taking advantage of the possibility, in open-hearth and Bessemer practice, of so called "residual" manganese, and by using spiegeleisen instead of ferromanganese, thereby following the example already set by three large and prominent steel producers; BE IT RESOLVED, that the Board of Directors of the American Institute of Mining Engineers urges the steel manufacturers of America, for patriotic reasons, to give immediate consideration to the development and utilization of domestic manganese ores; to use no ferromanganese, except for the manufacture of grades of steel below 0.15 per cent. carbon, to use domestic ores whenever possible in place of the high-grade imported ores; and to urge their associates and colleagues in this and other possible ways, to vie with one another in releasing ships for importation of any materials that cannot be secured or produced in this country.

Perhaps this Index is the most useful volume the Institute has ever published. At least, it is likely to be referred to more frequently and by more people than any other single volume. It covers the contents of 27,058 pages of TRANSACTIONS in addition to special volumes, MINING AND METALLURGY and sundry pamphlets (T.P.'s) that were not subsequently included in the TRANSACTIONS. In the 54 years from 1871 to 1925 the Institute published 72 volumes; in the following ten-year period covered by this index it published 57 volumes, including TRANSACTIONS and special publications sponsored by the Rocky Mountain and Seeley Mudd Memorial Funds. These include the complete series for the Institute of Metals, Iron and Steel, and Coal Divisions, and all of the volumes on Petroleum Development and Technology. Indexing is an exacting task at best; it is something of an art. And a composite index like this, covering a wide range of subjects contained in volumes appearing over a period of ten years, presents added problems. Miss Katharine Lovell developed the system of indexing as the years went along, and did most of the original work. Mrs. Harriet K. Broughton, under Miss Lovell's direction, sorted and organized the accumulation of 33,000 cards on which the entries were made. For five years the Institute has needed a cumulative index badly; but until this year the Directors have not felt justified in authorizing publication. The delay has caused much inconvenience in the past; but to some extent this will be compensated by the great advantage of being able to find items covering the entire ten-year period in a single volume.

The object of this paper is to describe the present status and possil~ilities of liquid oxygen as an explosive based upon the investigations, research and practical work of the Ingersoll-Rand Co., and of the Air Reduction Co., from early in 1922 to date. The following work was done. 1. A study of the history and physical theory of L. 0. X. as an explosive. (No attempt will be made in this paper to give the history or theory, as this has already been covered by the literature on the subject.) 2. An investigation of the use and the practice with L. 0. X. in the iron mines of Lorraine where L. 0. X. has its largest application in Europe. Although L. 0. X. is extensively employed in the iron mines of Lorraine, many of the mines using it exclusively, and blasting with it a total of approximately three million tons of iron ore per year, the fact that the mining practice in Lorraine1 is to drill comparatively shallow holes and blast only a few holes at a time, renders the data obtained there of very little value in estimating the possibility of replacing dynamite with L. 0. X. in American mining methods. In fact, in the iron mines in Lorraine, L. 0. X. replaced black powder, or its equivalent. 3. Laboratory research work on properties of absorbent materials. 4. Work in the Bureau of Mines explosive laboratory at Pittsburgh, Pa., on the properties of L. 0. 3. cartridges. 5. Practical work underground with L. 0. X. cartridges in the Kitherbee-Sherman iron mines at Mineville, N. Y. 6. Practical work in the quarries of the Calcite Quarry Co., Myers-town, Pa. 7. Practical blasting in several quarries and open-pit mines.

The paragraphs quoted, regarding Mr. Hoover's appointment as chairman of the newly organized food board of the United States, are taken from the editorial page, of the New York Times for April 13: ?The country is fortunate in commanding the services of Herbert C. Hoover as Chairman of the newly established Food Board. This is n, problem of first importance. Few realize the extent to which American food stuffs will enter into the decision of the war, and it is doubtful if it has occurred to many minds as yet that we shall have to deny ourselves what we have regarded as necessaries in order to keep our European allies supplied. " Mr. Hoover is one of the leading mining engineers of the country. At the outbreak of the war he put his private affairs aside to become the head of the American Commission for Relief in Belgium. He has had an experience that perhaps no other man has ever had, covering the raising of money and the purchase and distribution of supplies on a large scale; He has been brought into close relations with the neutrals and the belligerents on both sides. By them all he is recognized is one of the best executives brought to the fore by the mar. Mr. Hoover is in a position now to place abilities and experience at the service of his country. He will come back with comparative data that will enable him to measure resources and deficiencies accurately. This appointment gives renewed assurance of our Government's grasp of the problems of war and its resolve to apply, business principles to their solution."

General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

THE past year, the first full one of peacetime production, proved that the process of beating swords into plowshares has increased in complexity in step with civilization. Further, judging by various remarks of our distaff departments, the crystal balls of certain radio and magazine oracles must have been cloudy, because we have been in formed from time to time that coveted items such as automobiles and refrigerators did not appear in great abundance. This seemingly extraneous matter is really not out of place here, however; the steel producer and the fabricator exist in a sort of symbiosis: the making of consumer goods produces scrap which is returned to the steelmaker who makes more steel, and so on and so forth. Thus, no abundance of automobiles, no abundance of scrap from this normal source; and other sources had been picked pretty clean during the war. To be short, so was scrap. Since the economy of the steel industry lean; as heavily upon iron from scrap as upon iron from ore, the statement on transformation of swords to plowshares follows. But this is not the whole story: after all, ingot production was a record for a peace year!

A GREAT labor, surely, is that of the coppersmith, since his every work must be hewn from the mass of copper by force of the hammer. At the beginning, middle, and, end all his works are inconvenient pieces and unpleasant to handle. If the work is done on the forge with the fire, it is done in order to refine or compose it into masses again, for drawing these out while hot with the blows of some heavy hammer, or in order to put the works in a condition that allows them to be drawn out while cold and worked. In this he puts all his labor and industry. He who works at this art often makes use of large hammers, sometimes of small ones, and sometimes of those that have a long iron head and a short handle. With these he is obliged ever to proceed in one of these activities, either extending the work lengthwise, narrowing it, or widening it. This is achieved by the manner and direction of striking and therefore it is sometimes hammered on the inside, sometimes on the outside, sometimes with the peen, and sometimes with the flat head. For instance, when he wishes to close it up he strikes it on the outside with the peen, and if he wishes to widen it he strikes it on the inside with either the flat head or the peen. In this way he proceeds to shape it with constant patience, and to make all the vessels that he works graceful. This metal, as I have told you, is soft, flexible, and tenacious under the hammer. It yields with a certain toughness, provided, however, that it is fine and without admixture of a trace of tin or other metal. That craftsman is a good master of this art who best makes every desired work

A perspective is presented of the steel plant sulphur distribution and elimination problem from coal to liquid steel ready for teeming, giving distributions of sulphur over a range of coke sulphur content, and some methods of sulphur control, in the blast furnace, external desulphuriza-tion between blast furnace and open hearth, distribution between fuel, slag, and metal, and methods and limitations of control of sulphur in the open hearth furnace. AS a part of the 1951 AIME symposium on sulphur in steelmaking, it was thought that a discussion of the distribution of sulphur throughout the whole series of operations, from coal and ore to finished steel ingots, might have some value in giving a perspective on the whole problem. The following discussion is an attempt to present such an overall picture. The order is that of the actual plant operations, beginning with a very brief consideration of the coking process. Sulphur in Coal and Coke Since by far the largest source of sulphur entering the steelmaking cycle is in the coal used to make coke for the blast furnace, it would seem reasonable to eliminate some of it, either from the coal, or the coke, or during the coking process. This has appeared impracticable up to the present, at least, for two main reasons: the low activity of the organic sulphur in either coal or coke, and because of price limitations involved in treating a low cost material such as coke. A variable portion, usually M or less, of the sulphur is present in coal in the form of pyrites or similar compounds, and a large part of this sulphur may be removed in the coal washery. Most of the sulphur, however, is normally present as "organic" sulphur, intimately associated with the coal structure. Its distribution prevents any separation by mechanical means. Its low activity makes improbable ' any rapid chemical removal, although hydrogen will remove sulphur from both coal and coke. Thus, prolonged recirculation of coke oven gas in the coking process would tend to leave a smaller percentage of the total sulphur in the coke residue. Table I shows a typical distribution of sulphur from coal into products in the coking process. As the sulphur in the coal increases, the sulphur in the coke tends to increase in about the same proportion. Sulphur in the Blast Furnace The best picture of the situation in the blast furnace is provided by a sulphur balance of raw materials entering, and of products leaving, the furnace. The difficulties in accurate weighing and sampling of the variable solid materials entering this process, and the number of hours required for the raw materials to descend through the furnace under variable operating conditions, make it difficult to obtain an accurate balance. However, balances made over periods of weeks or months tend to average out some of these uncertainties. Table I1 presents three typical sulphur balances similar to a number that the writers have calculated. In most of these the slag volume calculated from the sulphur balance is, in some instances more, and in other instances less, than the value corresponding to the best input and output balances of the other slag constituents (lime, silica, alumina, etc.). Probably the greatest source of error in these calculations is the sulphur content of the slag. Despite some possible inaccuracies the balances of Table II show rather definitely the following points: 1—That 87 to 95 pct of the total sulphur input is in the coke and 95 to 97 pct of the total sulphur output is in the slag. Also, that if any sulphur leaves the furnace with the gas it is relatively small, amounting to a possible 1 pct or less. 2—At the lower sulphur coke level of 0.86 pct the total amount of sulphur charged is 15 Ib of sulphur per ton iron increasing to 26 lb per ton at the higher sulphur, intimately associated with the coal struc-rare burdens containing sulphur-rich ores will the total sulphur burden fail to be nearly proportional to the content in the coke used. 3—The 7 to 9 pct of the total sulphur input from the limestone of furnaces B and C is due to the relatively high sulphur content of the stone, 0.226 and 0.265 pct, respectively. In the case of furnace A, the sulphur content of the limestone was only 0.06 pct which resulted in only 3 pct of the total sulphur input coming from this source. UINQUESTIONABLY the petroleum industry not only can supply the world's present oil requirements but even can meet a considerable increase in demand if it should come. The United States produced last year 1 1/3 billion barrels of crude oil, or more than 60 per cent of the world's total. It could have provided more, if needed, because we has a large shut-in crude producing capacity. Our refining capacity of 4,500,000 0 barrels per day is more than 2 per cent above our average refinery run for 1940. Adequate crude supplies and manufacturing facilities also exist outside of the United States. Large crude reserves exist in South America, in Iran and Iraq, in Russia and Romania, in Sumatra and adjacent islands. The refineries of the Dutch West Indies, of Iran, and of the Netherland East Indies are well located in relation to crude reserves and world trade lanes. Furthermore, flexibility in the manufacturing facilities permits adjustment of yields to meet a considerable range in variations between demands for products. Only with regard to 100-octane aviation gasoline is there any apparent refinery problem. Even here so far as this country is concerned, additional refining facilities can be installed well within the time that would be required to turn out the airplane engines which will use this super fuel.

The group of four papers on ore dreseing read at the Butte meeting, all of them dealing with the recent developments at the Great Falls and Washoe plants of the Anaconda Company, form an extremely important contribution to the subject of ore dressing. It proves the efficacy of the new hindered-settling principles first brought out in a paper entitled Close Sizing Before digging' and later elaborated in a paper entitled Development of Hindered-Settling Apparatus: and it is the first large demonstration on this class of mill that has been made. It must be very gratifying to all mill men to have these papers at hand, charged with careful investigations and results pointing to the conclusions reached; the papers cannot fail to be a great help to every designer of mills and to mill men who are working on this class of concentration. The papers have dealt with their subjects so completely and have demonstrated every point from beginning to end in each case so thoroughly it leaves little for the commentator to say in the way of criticism. Therefore it seems best to him to confine himself to adding a few points of history which he believes will be interesting to the readers. Referring to the paper by Mr. Wiggin, and to the fact that the Richards hindered-settling pulsator classifier was turned down, the writer wishes to say that this classifier was the first of its kind that had ever been introduced, and since that time it has undergone great developments which he believes would overcome the difficulties encountered in the test,. In fact, there was one test made at Great Falls which with the Wilfley tables and vanners brought all the tailings down to 0.36 per cent. copper except the fine slime. Since that time, and since the classifier has been further developed, in one Colorado mill it proved a wonderful amalgam catcher, catching in all

A study has been made of the progressive changes in the distribution of etch-pit structures occurring during high-temperature creep in copper + 7 wt pct Al single crystals oriented with a [113] tensile axis. The two equally stressed glide systems with the highest Schmid factor would be expected to form subboundaries of the type predicted by Kear.2 The alignments of etch-pits on sections parallel to different (111} planes consistent with these types of boundaries were not observed. However, they were consistent with planar subboundaries (on a macroscopic scale). From an analysis of Amelinckx1 it may be shown that stable cross-grid dislocation boundaries may form in the primary slip planes. These boundaries form when dislocations with a Burgers vector not in the slip plane move into the plane by combination of climb and glide. THE geometry of subboundaries formed by the interaction of dislocations of two glide systems has been analyzed by Amelinckx,1 and the particular types produced by deforming fee crystals are predicted by ear.' In this paper types of boundaries which may be formed when climb as well as glide occur are discussed as this is relevant in high-temperature creep. It is assumed in the present investigation that the etch-pits observed in Cu + 7 wt pct A1 on surfaces parallel to {111} planes delineate the sites of dislocations. Although there is no direct evidence for this previous work on a-Cu/Al single crystals by Mitchell, Chevrier, Hockey, and Mon-aghan,3 would show this assumption to be reasonable. The alignments of etch-pits which form during creep are studied on sections parallel to each {111) plane. It is then deduced that these alignments are consistent with a specific type of planar subboundary. The Cu + 7 wt pct A1 single crystals had a [113] tensile axis and Fig. 1(a) shows schematically the relation of the slip planes and slip directions (as represented by tetrahedron ABCD) with reference to the tensile axis. The two equally stressed glide systems with the maximum Schmid factor namely ß-AD and (a-BD, from the analysis of Kear,2 would be expected to form the boundaries shown in Fig. l(a) and (b), also Fig. 5(a) and (b). EXPERIMENTAL PROCEDURE The a-Cu/Al single crystals were grown and annealed in a "gettered" argon atmosphere. Chemical analysis showed the aluminum content to be uniform in each crystal and the difference between crystals was maintained to an accuracy of ± 0.25 wt pct. The initial dislocation density and mean subgrain diameter after annealing was -106 cm-2 and 250 µ, respectively. Surfaces parallel to (111) planes were produced by specially developed electrolytic machining processes. The {111} faces were next electropolished for 5 min in a solution consisting of 25 g chromium trioxide, 113 ml glacial acetic acid and 40 ml water; the applied potential was 8 v. Dislocation etch-pits were revealed using l an etchant described by 1 ml bromine, 45 ml HCl, and - 250 ml water. RESULTS In crystals strained into secondary creep at higher stresses (443 and 750 g - mm-2 at 650° C aligned rows of etch-pits parallel to slip plane traces were evident in sections parallel to the (1111, (ill), and (111) planes, see Fig. 3. As well as the longitudinal alignments in Fig. 3, well formed randomly oriented arrays indicative of an equiaxed subgrain structure are evident. At the lower stresses (100 to 230 g . mm-2) only an equiaxed structure formed during creep. The sections in Fig. 3 are from a crystal crept for 70 hr at 650°C with a CRSS of 443 g.mm-2. Two identically oriented crystals were also deformed at the same temperature and stress for 5 min and 4 hr. In the crystal crept for 5 min, the etch-pits were randomly distributed with no tendency for directional alignment, see Fig. 2(a). As shown in Fig. 2(b) aligned arrays were evident after 4 hr creep but they were not nearly so well defined as in Fig. 3. The alignments (parallel to the arrows) in Fig. 3 are consistent with the existence of boundaries in the two main slip planes a and ß. The way in which this is deduced is seen by reference to Fig. l(c), where the existence of boundaries in the a and ß planes is verified by sectioning parallel to a,ß, and d. The (111) and ß(111) planes intersect the d(111) plane along BC [101 ] and AT [011] and alignments parallel to [101] and [011] are clearly evident in Fig. 3(c) in a section parallel to the d(111) plane. Similarly the a, and ß planes in Fig. l(a) intersect each other along DC [110] and hence there will be an alignment parallel to [110 ] in sections parallel to the a-plane and the ß-plane; this is evident in Fig. 3(a) and Fig. 3(b). It is interesting to note that alignments of etch-pits consistent with the boundaries predicted by Kear2 were not observed; see Figs. l(a) and l(b). The geometry of boundaries in {111} planes as shown in Fig. l(c) is discussed later. In Fig. 4(a) the individual etch-pits are resolved and the alignments are exactly parallel to the slip trace direction [101]. However, in some areas alignments deviate away from the slip trace direction by as much as 10 to 15 deg, this is evident in Fig. 4(b), and in Fig.

The remarkable strides which have been made in recent years in the art of petroleum refining are not fully apparent until we attempt to compare the scientific status of the industry today with the basic conditions existing a decade or so ago. The spotlight has played so strongly on the development of cracking that many of the wonderful steps brought about in other departments have crept upon us unawares. A number of causes have contributed to this highly accelerated rate of progress. Constant effort by both companies and individuals to obtain the honors and prizes rewarding new discoveries has played its usual important part in our industry as in others. Competition has applied its continuous pressure on the refiner to reduce costs and losses and increase the proportionate yields of the higher-valued fractions. Advances in the engineering professions and growth in chemistry and allied sciences have contributed much. But there are other factors which deserve particular mention. The rapid development of the internal combustion engine, with the rigorous quality requirements and large quantity consumption of both fuel and lubricants has been a tremendous influence in adding impetus to natural progress. The teaching of petroleum principles and practices in many of our best universities and technical schools, and the calling into the industry of ever greater numbers of scientifically trained men to supplement the efforts of the practically trained operators, as well as to apply at close hand the fundamentals of science as a life work, has had and is having an incalculable influence. Important Improvements Let us consider briefly some of the most important improvements: First, distillation, which constitutes the greatest single phase of refinery operations, even with cracking excluded; that phase of distillation being handled as an individual subject in this symposium. Today we are distilling crude oil and redistilling by-products at a rate very much faster than was possible with the lesser knowledge of the art which we possessed

Grinding with steel media adversely affects the flotation response of galena. Electrochemical measurements, flotation tests, and AES, XPS, and STEM examinations were employed to identify interactions between galena and mild steel. Iron oxide, hydroxide, or sulfate species that formed on the galena surface upon contact with mild steel decreased its floatability, with the time of contact and aeration condition affecting the severity of the flotation depression. Parallel tests performed with an active metal, magnesium, indicated that floatability was also affected by the presence of a surface coating involving lead species.

The Gulf Coastal plain of the southern United States is that area bordering for a large part, the Gulf of Mexico and extending inland and northward to the main interior highland region. It is more or less V-shaped and includes the States of Florida, extreme southern Alabama, all .of Mississippi and Louisiana, the eastern and southern half of Arkansas, and the eastern, southeastern, and southern portions of Texas. While the contents of this paper apply to. the Gulf Coastal plain in general, they are intended to refer more specifically to that portion of the plain included between the 90th and 97th meridians, and the 29th and 33d parallels, an area that may be described geographically as comprising western Mississippi, all of Louisiana, part of eastern and all of south-eastern Texas. It is within this area that numerous and prolific oil pools have been developed during the last 17 years.

A metallurgical process to be economically successful must be carried on under proper conditions of control and equipment. The question of equipment is always of primary importance. In the distillation process for the recovery of zinc by retorting, the retort is the all-important piece of equipment. Each retort in a working blóck must function as a separate unit. Over-all block efficiency is the result of the ability of the individual retort to withstand the severe conditions of operation for a maximum period of time. Therefore retort manufacture has been an ever present problem with the operator of a zinc-retorting plant. During recent years the zinc-plant operator has been faced with rapid changes in the character of the ores and concentrates. Operating costs have increased as a result of the introduction of the flotation process and the amount of flotation concentrates to be handled. To counteract increasing costs, the operator has found it necessary continually to attempt heavier loading of retorts, until a 45 to 50-lb. charge per cubic foot of retort space has become common practice. Heavy loading has brought about severe firing conditions, which, in turn, have emphasized the necessity for further improving the quality of the retort. Increasing percentages of detrimental impurities in the retort charges have also added to the operator's difficulties. Amarillo Silicon Carbide Retorts At the Amarillo plant of the American Smelting and Refining Co. a retort made of a suitable plastic clay grogged with silicon carbide has been found to best meet the present-day requirements. Retorts of this kind have been in use at Amarillo for 8 years and have shown an average furnace life of approximately 175 calendar days. The Amarillo retort is cylindrical in shape and after burning is approximately 83/4 in, inside diameter by 60 in. over-all length. The wall thickness is 136 in., except for the butt of the retort, which is approximately 2½ in. thick. The retort mud has a shrinkage of 3 per cent, or approximately % in. per foot. The silicon carbide retort after being properly dried weighs about 211 lb. When the retort is fired and ready to go into use the weight decreases to approximately 203 lb.

Law is as old as civilization. In its early stages the so-called law of the jungle, "the survival of the fittest," was entirely operative. Man was quite largely a law unto himself and was likewise his own lawyer. As civilization developed and individuals segregated themselves into bands or communities, man-made laws became a reality, the individual sacrificing certain privileges for the benefit of the band or community in which he was privileged to live. Our present system of law is a continued development of that process. Very early in this development the exigencies of the occasion called into being classes of individuals who were given to study the laws then existing, and this group became known as lawyers. They advised what could or could not be done under existing laws. They were the aggressors in formulating new laws and principles under which the communities must live. Concurrently with the development of the law and the lawyer, the engineering profession was born. In our early civilization, each man was his own engineer; he built his own home, constructed his own bridge, and provided his own means of conveyance. As civilization became more complex, technical study was required to consummate projects and thus meet the requirements of an expanding community. The engineering profession assumed this burden. Both groups were human and thus susceptible to human mistakes and errors. This paper treats only of the practicability of introducing a standard classification into the records of production and distribution of coal which we try to keep in the Bureau of Mines. From the point of view of gathering and analyzing statistics, the requirements of a satisfactory classification are that it shall be so definite as to eliminate the factor of arbitrary judgment, that it shall be reasonably simple and, finally, and most important, that it shall be understandable to the trade. In other words, to be woven in the statistical record it must be adapted to the raw material which flows in from the 7000-odd mines that produce the coal. The success of any scheme of classification, from the point of view of use, will depend largely on the degree to which it utilizes the accumulated experience of the trade and employs as far as may be possible the accepted trade designations. The experience of the Tidewater Coal Exchange during the war would be an excellent point of departure for a use classification of the coals of the Eastern Appalachians. Although the exchange long since passed out of existence, coal is still quoted and sold by the old pool numbers, and they have shown rather extraordinary vitality. Some years ago, in the Geological Survey, the experiment was tried of getting operators to classify their own coal by offering them a list of standard designations on the annual statistical questionnaire. The results were more amusing than informative. What with the confusion in terminology and the natural temptation to put one's best foot foremost, there was a general tendency to grade up the quality. Floods of semi-bituminous coal flowed in from many sources, millions of tons from districts where not a pound of that quality has ever been produced. The producers of semianthracite in Arkansas almost without exception would report their product as anthracite and their neighbors in the little Paris field, producing a fine blocky house coal averaging about 17 per cent, volatile, would say, "Our coal isn't anthracite; it's a semianthracite." Finally we discontinued the publication of those data as being more misleading than helpful.

In substance, the international aspects of the petroleum industry, as these relate to the United States, are as follows: The domestic production is not keeping pace with the domestic demands; our best engineering talent warns us of the imminence of a decreased production by our oil wells, although more oil is needed; and the only practical source whence this increasing demand can be supplied for some time to come will be the foreign fields. Other nations have given thought to the future and, in recent years, have shown a tendency to adopt strong nationalistic policies regarding their petroleum resources, policies that hinder or prevent the exploitation of these resources by other nationals. In consequence, we find that, facing a probable shortage of the domestic supply, our nationals are excluded from foreign fields; and this in spite of the fact that foreign nationals have been permitted to enter into and exploit our own oil resources on an equality with American citizens and without hindrance or restrictions. This country has supplied the larger part of the petroleum consumed by the world and yet, with a failing supply imminent, it finds that those countries that, have been drawing upon our resources to supply their needs are showing a tendency to exclude us from their resources. In this way we shall be transferred from a position of dominence to one of dependence; and only by sufferance of those countries that are now seeking financial or political control of petroleum supplies, shall we be able to obtain the oil we will need. Impoetance of Petroleum Petroleum has become, during recent years, one of the essentials of our social and industrial life. All civilized countries recognize that the world is dependent on petroleum as on nothing else except textiles: foodstuffs, coal, and iron. Today, the tendency is toward an ever-increasing consumption of petroleum and its products as new and more efficient uses are found for them. When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success. Blast furnaces are the tools of men, and it is men who have made them great. Here is presented the story of the Ironmakers-the men who first poured hot metal into what would someday be the sinews of a nation. W HEN the Jacobean merchant adventurers bade farewell to the first ship of colonists sailing for the new land, they instructed them to direct all their skill and energy to grow silk worms in Virginia. The adventurers felt sure that they could flood the market with highly priced and much desired goods like silk, sugar, tea, and indigo. They were also convinced that they would fill the needs of the mother country for iron. Early iron production in the colonies The merchants certainly had a wonderful imagination, for silk and indigo were just as exotic in Virginia as they were in England. The settlers found it more profitable to raise tobacco on the vast stretches of the free, fertile land. Thus the plans of settlers clashed with those of The Virginia Co.; and only point of agreement was the desire to produce iron. But, even there the motives of the settlers and those of The Virginia Co. of London were worlds apart. The settlers wanted to produce the tools badly needed in the colony, while the Company desired to cash in on the rising demand for iron which the home industry could not satisfy. Both the settlers and the Company lost no time trying to find iron ore. Locations of the early mines are not known. If, however, the reports of the Irishman, Francis Maguel, can be trusted, as early as 1609 a ship sailed for England with a load of 17 tons of crude iron which the East India Co. purchased at £ 4 per ton. The iron was of excellent quality and considered the best iron made of non-English ore that was ever purchased.
