While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

"INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."

As a part of its overall wealth in fuel resources, the United States possesses large reserves of coal of ignite rank. According to recent estimates of the Federal Geological Survey (3, 5),l/ the assured lignite reserves of this country amount in total to over 463 billion tons, equivalent to 24 percent of our total national coal reserve on a tonnage basis and 15 percent on a heating-value basis. Distribution and relative amounts of United States coal and lignite reserves are indicated in figure 1. By far the largest proportion of our lignite reserves, over 95 percent is found in North Central States, principally in North Dakota, South Dakota, and Montana, in the vast coal-bearing structural grouping designated as the Fort Union formation. Of the remaining United States reserves, all but a fraction of 1 percent are found in a series of relatively scattered deposits in Texas.

In 1984, at the request of Bureau of Land Management, the U.S. Bureau of Mines studied the 13,730-acre Burnt Lodge (MT-065-278) Wilderness Study Area (WSA) in order to evaluate the mineral resources. The WSA is located in Phillips and Valley Counties, MT, about 55 miles south of Malta adjoining the Charles M. Russell National Wildlife Refuge. It is underlain by near horizontal sedimentary beds of the Hell Creek Formation, Fox Hills Sandstone, and Bearpaw Shale. No mines or prospects were found in the WSA. Bentonitic beds were examined, but are generally less than 1 ft thick and, except where exposed, are deeply buried. Kaolin-bearing sandstone in the Colgate Member of the Foxhills Sandstone was sampled and may have potential for use in structural clay products. However, remoteness and inaccessibility of the area make it unlikely that the material could be economically extracted even though some of the material is marginally useful.

Spin-fin pipe piles can develop large loads in tension, thus have evolved as a foundation product of great potential. Currently, over 500 spin-fin piles have been used successfully in dolphins, docks, buildings and bulkheads. Spin-fin piles are pipe piles with plates welded near the tip at a batter-in-screw fashion. Thus, as the pile is driven, the pile screws into position. Tests show this pile type to have highly unusual stress/strain relationships, wherein plunging failure is usually never reached either at normal or large deformations. Tension capacity can approach pile capacity in bearing; thus, large reserves are usually available for tension. Tests have been performed on 8-5/8-inch to 24-inch-diameter piles in silt, sand, and gravelly soil, to provide a broad spectrum of data.

The silver deposits of Rockvale near Armidale, N.S.W., occur in fissure veins in epi-Permian granite. The ore is fine grained, mineralogically complex, and contains twenty-seven different minerals including eleven silver minerals. The ore is characterized by a unique multiple unmixing from a sphalerite solvent. The following minerals have exsolved from solid solution in sphalerite: pyrrhotite, chalcopyrite, cubanite I, cubanite II (chalcopyrrhotite), valleriite, "brown" stannite, "olive" stannite, argentian tetrahedrite, pyrargyrite, and an unknown grey-white mineral. Several of these minerals derive from a second-stage unmixing, the immediate solvents of which are the products of earlier exsolutions.INTRODUCTIONSmall silver-rich base metal deposits occur at several localities near Armidale in the New England district of New South Wales. Chief among these are the Tulloch Mine and the Rockvale Mine at Rockvale, 27 miles SE. of Armidale, and the Tait's Gulley deposits some 15 miles NE. of Armidale.At Rockvale (Kenny, 1928), irregular lenses of lode material, principally quartz and calcite, occur along a zone of shearing in biotite granite and altered sediments. The orebodies had a maximum width of 6 ft but averaged 2 ft 6 in. The largest lens was 150 ft long and 50 ft high. The Rockvale deposits were worked for both arsenic and silver; 2,897 tons of arsenic were produced but no figures are available forsilver.Little is known of the Tait's Gulley deposits which occur in folded arenites containing small but rich veins of pyrargyrite with base metal sulphides.The sediments in these localities are possibly Silurian.

Fluid flow properties of porous media have long been of interest in such varied disciplines as geology, geophysics, soil mechanics, and chemical, civil, and mechanical engineering. This interest has resulted in numerous models of porous media that have been proposed, tested, and found to be useful under, at best, only special circumstances. A critical review of most of these models is given by Scheidegger. 1 The application of each new tool to the study of porous media has helped to test some of the existing theories and to form new ideas based on the new parameters being measured. In the application of nuclear magnetic resonance (NMR) techniques to the study of the properties of fluids in porous media, the theoretical studies of Korringa et al.2 resulted in a model for the relaxation of spin polarization of protons in a hydrogenous fluid in a pore of a solid. Seevers3,4 verified this model, established a method for measuring the surface-to-volume-ratio distribution in a porous medium, and proposed a technique for determining specific permeability in sandstones. In the present investigation, the uses of NMR methods are extended and a simple model of porous media is developed from an analysis of pulsed NMR measurements. In this model, the pore spaces of a porous medium are divided into three groups on the basis of their surface-to-volume ratios. To evaluate predictions of the NMR model, laboratory measurements of spin-lattice relaxation time, porosity, permeability, and residual (irreducible) water saturation were conducted on more than 150 sandstone samples obtained from four oil fields in North America. Applications are discussed for estimating the volume of movable fluid, ?p, and the specific permeability, k, of sandstone samples. The former parameter, which can be considered as producible porosity, is expressed by ?p = [1 -- (Swr/100)]? , .... (1) where + is porosity in percent of bulk volume and Swr is the residual (irreducible) water saturation in percent of pore volume at a capillary pressure of 50 Psi. Fast, nondestructive laboratory methods are described for determining porosity, movable fluid, and permeability of sandstone samples from measurements with a pulsed NMR (spin-echo) apparatus. Procedures are given for adapting these methods to samples of irregular shape and small size. Theory General In the Korringa, Seevers, and Torrey2 (KST) model the observed decrease in the spin-lattice relaxation time, T1, of protons of a hydrogenous liquid contained in the pore spaces of a porous solid is attributed to an increase in the correlation time for the random motion of the water molecules and to the presence of paramagnetic centers at the liquid-solid interface. Surface subsidence induced by underground coal mining activities, especially longwall mining operations, can cause various problems to interstate highways ranging from structural integrity, drivability to safety. Accurate subsidence prediction, correct influence assessments, and effective mitigation measures are the keys to ensure the safety of highway traffic. The surface subsidence prediction program, called comprehensive and integrated subsidence prediction model (CISPM), was developed based on the principle of influence function method and has been validated with a large number of subsidence measurements. In this paper, the techniques to use the predicted final surface movements and deformations for assessing their influence on the integrity and functionality of highway structures (e.g., road surface pavements, concrete slabs, transverse joints, etc.), vehicle dynamics, comfort level, and drivability are presented. A number of mitigation measures to protect the highway structures and to ensure traffic safety are proposed along with an application case.

1. The Pittsburgh bed is the most important bed in Marshall County, and virtually the entire production of coal in the county comes from this bed. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, were estimated at 3,158 million short tons as of January I, 1954. Of this total, 3,071 million short tons is in beds 28 inches and more thick. Areas in each bed except the Pittsburgh were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Ghomroud water conveyance tunnel project is under construction using shield Tunnel Boring Machines (TBM) for a total length in excess of 50 km. Phase 1 of the project included 36 km of tunnel divided into four lots (1, 2, 3, and 4) of nine km each. Lots 3 and 4 of this tunnel for a total length of 18 km were combined into one award and have been constructed using a double shield (DS) TBM or one path system. Extreme ground convergence in some sections of the tunnel has stalled TBM performance in early reaches, due to face collapse and shield jammings. This paper presents the latest update on the tunnel progress and impact of ground convergence on machine performance based on the information obtained from field observations. Also, the method and results of tunnel convergence measurements were studied in conjunction with geological parameters and an attempt was made to correlate TBM operational parameters and ground convergence. The result of the analysis indicates a good correlation between machine?s operational parameter and tunnel convergence and can be used as an indicator of the potential for high rates of convergence. An early warning on ground convergence is essential for taking precautionary measures to avoid TBM jamming and related long delays and costs.

"This investigation was conducted by the Bureau of Mines as part of a program of the Solid Fuels Administration to encourage the utilization of anthracite fines, the objective being to determine the practicability of using anthracite fines in the manufacture of packagedThe experimental loss of packaged fuel covered by this report were made at a commercial plant using the Glenn Smith process and ordinarily making packaged fuel from Pocahontas screenings. These lots included several made from straight antimacite mines and others made from various blends of anthracite fines with four different bituminous coals. In all cases an asphalt binder was used. Determinations of the physical properties and the cobustion characteristics o the various samples of packaged fuel were made by the. Bureau of Mines at the Central Experiment Station.The physical tests indicated that a packaged fuel of sufficient strength for ordinary handling can be made from straight anthracite coal or from a wide variety of blends of anthracite fixes with bitunimous coal, using asphaltic binder. However the combustion tests indicated that packaged fuel made from anthracite alone tended to crumble excessively during burning and that as much as 30 to 50 percent of a caking coal may be required In the mixture to produce a block having satisfactory combustion characteristics.The authors wish to acknowledge the. splendid cooperation of Messrs. Failure of rock materials is a process of crack propagation. Crack initiation takes place when the crack tip stress intensity K reaches a critical value called fracture toughness, K1C. The rock fracture toughness is known to be affected by the surrounding environment such as temperature, confining pressure and humidity. In order to examine the effect of humidity, a series of semi-circular bend tests were performed under various water vapour pressures in a rock material that is known to be anisotropic. Water vapour promotes stress corrosion of rock and therefore the fracture toughness was found to have a decreasing trend with increasing water vapour pressure. The rate of decreasing the fracture toughness depends on the microcrack density that promotes the migration of water vapour into the rock. Also in an anisotropic rock, the fracture toughness depends on the direction of crack in relation to the anisotropy of the rock material.

This modern plant was installed with the object of treating all oxide ore and payable dump material by the cyanide process.The plant is located on a ridge on the eastern side of Linda Gully. The mill -site has a slope to the south of 1 in 4.The new plant is of steel and concrete construction and was specially designed to suit the climatic conditions which exist at Mount Morgan.THE COARSE CRUSHING PLANTThe ore received from the, mine is dumped into a 600-ton steel bin which is commanded by a 3 ft. 6 in. gauge railway,The mine ore is conveyed by steam locomotives in rakes of five self-dumping 7-ton railroad cars. The dump material is mostly loaded by bull-dozers and conveyed to the binsin large motor lorries. Located on the top of the bin is a heavy railroad grizzly having 12-in openings through which all ore must pass.The flow of ore from this steel bin is controlled by a No. 7D 3-speed Ross chain feeder. It should be mentioned here that, although the bottom of the steel bin is inclined at an angle of 45°, it has been found, owing to the clayey nature of the oxide ore, that the live capacity of the bin is only about 50% of the total capacity.

Whilst much has been written in past years by geologists, scientists, mining engineers, etc., regarding the well·known and justly notorious anticlinal, or, as they are more commonly known, " saddle" reefs of Bendigo, comparatively little noticehas been given to the synclinal or "inverted saddle "reefs and their relationship with each other. In taking up the question of the synclinal folds, I recognise that it is a large undertaking to confine within the limits of a short paper, and at the same time convey a comprehensive idea of their characteristics, and the importance of their relationship with the anticlinal folds, in the general question of practical mining. However, from a practical point of view I consider the question of great importance, and if an interest in it can be awakened, more particularly among practical men, the object of this paper will be achieved.Before entering into the subject I must briefly state some facts, and perhaps some theories, in respect to the deposition of the Lower Silurian rocks, and their subsequent buckling up, as now seen on the Bendigo gold-field. At the same time, I do not intend to go very closely into the geological aspect of the question, as I wish the paper to be considered as a practical one.

"INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples.
