Large structural faults create serious ground control hazards, as well as adversely affect coal mineproduction. Two faults related to the Pine Mountain overthrust sheet in Buchanan County, VA, were investigated by the U.S. Bureau of Mines to determine their effect on ground control and to develop recognition criteria for prediction. Five underground mines encountering these faults were visited and mapped for structural information. This information, along with surface mapping, indicated that Pistol Gap and Keen Mountain Faults show right-lateral, strike-slip faulting and bedding planes slippage, which can be projected linearly and vertically. These fault zones are up to 200 ft wide, with coalbed offsets up to 18 ft vertically, coalbed swags (depressions) up to 15 ft, and roof falls up to 20 ft high. Recognition criteria include bedding plane slips, coalbed offsets, fault gouge, coalbed swag (depressions or synclines), and disturbed bedding. These recognition criteria will help an informed operator realize that many sudden coalbed discontinuities are related to larger geologic events (in this case thrust faulting) and can be projected linearly and vertically. Ground control strategies include mine designs that minimize fault exposure. Mining plans can be adjusted based on type and extent of fault movement.

Transport Canada has regulatory requirements that pertain to the transportation of explosives. An important component includes the requirement for an approved Emergency Response Assistance Plan (ERAP). The ERAP may be traced to the recommendations made by Justice Grange following the enquiry into the Mississauga train derailment of December 1979. Justice Grange recommended that any shipper of dangerous goods must have a plan to control any release of dangerous goods in the event of an accident, and that the plan must be submitted to the Minister and approved by the Minister or by an organisation or person designated by the Minister. The right to ship could be withdrawn at any time if the plan is found inadequate either in its conception or in its operation.

This paper presents measurement and analysis of the dynamic response of a five-storey building to very high frequency excitation (>100 Hz) from blasting vibrations originating from a contiguous excavation of rock. Velocity response measurements in the rock and on the structure were employed to calculate the time-correlated dynamic displacement response of the building to blasting. Time-correlated structure response measurements are needed to advance the understanding of the response of urban structures to high-frequency excitation. Current regulations and understanding are based upon measurements of the response of one- to two-storey residential structures by 10 to 40 Hz excitation. The extension of these observations to taller structures when excited by high-frequency excitation needs to be investigated further.Measurements show that the amplification patterns at the ground level and top of the structure match or are lower than that observed by the US Bureau of Mines (Siskind et al, 1980) for the shorter residential structures. They decrease with increasing peak particle velocity. From the measurements, the global transverse shear strains found by differentiating ground floor and top displacements were calculated to be 12 µstrains. Time-correlated bottom and top of structure displacements show that building response may be more reflective of wave propagation up the structure than whole-structure inter-storey drift.In addition, a 3D model was used to compare computed displacements and strains to measured results. Modelled responses varied considerably, both in magnitude and location of the maximum strain. No conclusion can be made regarding the best 3D model to employ to simulate building response. More data such as motions measured at many points in the structure are needed. Maximum inter-storey transverse shear strains calculated with the model were found through the acceleration excitation and were less than 12 µstrains for 37 mm/s rock motion excitation. CO2 emissions from carbonate laden reclaimed mine spoil has been shown to pose a hazard to residents in homes built on or adjacent to such land. The objective of this project was to develop a soil CO2 flux survey protocol for assessing reclaimed mine land. The research involved CO2 chamber accumulation flux surveys; stable carbon isotope ratio analysis; statistical hypothesis testing to examine correlation between CO2 flux and soil temperature and moisture as well as spatial dependence; and geostatistics to map CO2 and delineate high flux zones. Soil temperature was observed to have a positive correlation with fluxes while soil moisture was observed to be negatively correlated. Spatial dependence of CO2 fluxes on reclaimed mine land was observed on one of the two study sites. The research suggests that macro-porosity and gas permeability may be important factors that explain CO2 migration in mine spoil. A flux survey protocol has been developed, based on these results, for reclaimed mine lands. The work demonstrates the capability of geostatistical methods to delineate high flux fields. Further research will be required to determine suitable thresholds for such analysis.

The West's Shell Pile has been used on sites with very soft ground conditions for over 60 years. Fibre reinforced precast concrete shells 900mm long are threadled onto an internal mandrel which can be extended according to the depth driven to attain the load bearing resistance. On completion of driving the mandrel is removed leaving the precast shells to form a permanent lining to the cast insitu concrete core. To give resistance to high contamination, a tar based epoxy coat is sprayed on the outside of the shells or a flexible PVC liner is installed inside the shells to protect the core. Fundamental to the resistance to contamination is the quality of the precast fibre reinforced concrete shell, the mix design and method of manufacture. A series of detailed laboratory experiments were carried out using samples immersed in concentrated acid and sulphate solution. The long term effects of exposure to contamination is recorded in the case studies of existing piles at two gasworks sites.

The paper focuses on construction of a 2.55-km (8,365-ft) long, 2.4-m (8-ft)diameter storm drain tunnel in Evansville, Indiana. The tunnel was driven through saturated soft ground varying from clay to fine sand. The paper presents: an overview of design and design rational including specific EPB machine requirements; the contractor’s proposed and accepted alternative construction methods and TBM design; and construction issues and performance. Some of the key points discussed are the use of the TBM in different operational modes for alternative ground conditions, the effectiveness of dewatering systems, production rates, and issues such as surface settlements and gas.

Amenability studies were conducted by the Federal Bureau of Mines on an electrooxidation technique for the extraction of mercury from cinnabar ores, particularly those that are too low in grade to be furnaced or retorted economically. Oxidation was accomplished by electrolysis of the ore while slurried with brine. Mercury was dissolved through the formation of the soluble tetrachloro mercury complex, HgC142-. Mercury extractions ranged from 90 to 98 percent in 4 to 6 hours of processing time when tests were made on eight different types of cinnabar ores containing from 0.7 to 18 pounds mercury per ton ore. Salt concentration was varied from 4 to 10 weight-percent depending on whether Pb02 anodes and iron cathodes were used or whether graphite was used for both electrodes. Power consumption ranged from 17 to 64 kilowatt-hours per ton of ore treated. Ninety-nine percent of the mercury was recovered from pregnant solutions by precipitation on an active metal such as zinc, followed by distillation of the resulting amalgam at 600° C.

Cutter roof failure, a ground control problem that frequently results in massive roof failure, is common in coal mines of the Northern Appala-chian Coal Basin, causing delays in production and posing a safety hazard to mine personnel. The Bureau of Mines is conducting research on the causes of cutter roof failure to gain a basis from which to predict and prevent its occurrence, and to support such roof when failure occurs or is imminent. Research conducted at the Greenwich Collieries North and South Mines, in central Pennsylvania revealed a correlation between the presence of clastic dikes and formation of cutter roof failure. The research con-sisted of in-mine mapping of geologic and deformational features, rock pressure monitoring, core recovery and evaluation, and in situ stress measurement. It was found that roof failure increased in areas where the occurrence of clastic dikes was most frequent, especially where two or more clastic dikes intersect. Staggering of crosscuts prevented the extension of cutters and deterred the occurrence of large falls extending over several break-throughs. In addition, trusses and cribbing were effective in stabilizing clastic dikes and inhibiting the development of cutter roof failure when employed immediately or shortly after mining.

"Slope failures that occurred in 2008 and 2009 at the Pikeview Quarry in El Paso County in Colorado in the United States were investigated using three-dimensional discrete element modeling methods. Large-scale block sliding failures occurred along weak bedding planes that dip steeply into an excavation located at the toe of the slope. Several mining sequences at the toe of the slope were simulated to evaluate the effects of various degrees of extraction and backfill on slope stability. Slope stability back-analysis was conducted using prefailure and post-failure conditions to determine the joint shear strength properties. Laboratory testing was also conducted to determine intact rock properties. Three-dimensional discrete element analysis was uniquely applicable to this evaluation because it allowed representation of shear stress of the basal sliding surface and afforded evaluation of several scenarios of extraction and backfill at the toe of the slope. IntroductionThe Pikeview Quarry is an aggregate quarry located approximately 8 km (5 miles) northwest of Colorado Springs in El Paso County, CO, USA. The quarry has been operated by several owners since the early 1900s. According to the U.S. Mine Safety and Health Administration (MSHA, 1986), the quarry has been a major source of construction aggregate for the Colorado Springs area for many years. In the 1950s, the site was mined by Peter Kiewit and Sons to provide limestone for the construction of the nearby Air Force Academy.A large-scale slope failure occurred on Dec. 2, 2008, which stopped mining activity at the Pikeview Quarry. A second, related slope failure occurred on Sept. 13, 2009. The second slope failure was located immediately adjacent to the initial December 2008 failure.The objective of this paper is to discuss the three-dimensional slope stability evaluation. The causal relationships of slope instability are not within the scope of this publication. However, omitting the precursors to slope failure would limit understanding of the nature of the slope stability evaluation. The regional and local geology and the history of slope instability at the Pikeview Quarry aid in understanding these precursors. Two main failure mechanisms were hypothesized during the failure investigation to explain the triggering of the 2008 and 2009 large slope failures at the Pikeview Quarry, and both of these mechanisms were given equal credence in the present study. Quarry excavation and backfilling was a key factor in the slope instability for both failure mechanisms. The excavation was backfilled in stages in an effort to provide slope support. The objective of the three-dimensional model was to evaluate the effects of extraction and backfill at the toe of the slope with respect to slope stability."

The mining industry generates an estimated 2.3 billion tons of solid waste each year and the total accumulated mineral resource solid waste at both active and inactive mine sites, approaches 30 billion tons. Five industries generate 85 percent of mine solid waste: copper, phosphate, iron, uranium, and coal. Over the past several years, the Federal government has shown increasing interest in the proper disposal of solid wastes generated by the mining industry. Three new pieces of federal legislation have been passed recently beginning with the most comprehensive regulatory authorization passed in 1976, the Resource Conservation and Recovery Act (RCRA) which has been amended to the Solid Waste Disposal Act Amendments of 1980. RCRA is implemented and enforced by the Environmental Protection Agency (EPA) and intended to control municipal and industrial solid wastes. Next came the passage of the Surface Mining Control and Reclamation Act (SMCRA) of 1977 which is implemented and enforced by the Department of Interior to control coal surface mining and the surface effects of underground coal mining, and finally, the recent Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978 implemented by EPA and enforced by the Nuclear Regulatory Commission (NRC) to control uranium mill tailings disposal.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. Anglo American Platinum has adopted a strategy of best practice principles (BPP) for sampling, mass measurement, analysis, and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned. The design called for the high-grade material to be crushed to 95% passing 2 mm, and the design allowed for a single-cutter primary Vezin sampler taking increments from a gravity flowing stream at regular intervals while filling a tanker for pneumatic offload at the base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from the smelting complex and the input to the refineries. In addition, the design incorporated the functionality to collect increments in an ?interleaved? fashion from the Vezin sampler for internal precision checks. The metal accounting strategy for Anglo Platinum involves the ongoing measurement of all inputs, outputs, and stock levels for all operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February, across the smelters and refineries (at least the base metal refinery). In the accounting period immediately following the introduction of the new crushing and sampling facility, a trend was developing whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter showed an increase in physical stock compared to the theoretical stock (sender) and the base metal refinery showed an increase in theoretical stock against physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question, and it was confirmed through the physical stock measurement results that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream. This paper showcases parts of the process that took place to explain the poor accountabilities for the two sites. Previous results from the sampler ratification process (of the interleaved sampling design) were reanalysed, a physical inspection was carried out on the sampling system again, and the sampler performance was monitored (quality control parameters) for the period. From these investigations, it was found that airflows inside the Vezin introduced the sampling bias. A change in sampling protocol was introduced, as well as certain physical changes to the sampling equipment, to eliminate the airflow and thus the bias conditions significantly. The accounting period that followed the phased upgrading process showed that the accounting between the smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below 5% relative to theoretical stock). Artisanal and small-scale miners in Nigeria struggle to attract formal financing to upgrade their operations to a more sustainable form of small-scale mining operation. Literature shows that for an investment to attract formal sources of financing; the business must be considered creditworthy by potential lenders. This means that the credit risks associated with the investment must be bearable for the potential lender. This study looks at how artisanal and small-scale miners can attract formal funding, which will help them take the leap from artisanal state to a form of sustainable small-scale mining operation. This study evaluates the creditworthiness of artisanal and small-scale mining operators using key credit risk parameters identified in the literature and through primary investigation. A quantitative study is conducted on a sample of 100 artisanal and small-scale miner establishments in Nigeria to evaluate the effect of these identified credit risk parameters on creditworthiness. It is shown in this study that being a member of a mining cooperative society, which is a form of social collateral, best improves the chances of access to formal financing for miners within the sample group. This underpins the role of social collateral, in both the formal and informal economy, and its influence in improving the creditworthiness of a typical artisanal and small-scale miner.

Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

"INTRODUCTION Numerous deposits of iron ore are found in Cherokee, Bartow, Floyd, and Polk Counties in northwest Georgia. The deposits are generally small and irregular in shape. The ore is usually referred to as ""brown ore"" and is predominately limonite. The crude or ""bank ore"" has to be washed and concentrated before being shipped.The proximity of the deposits to the Birmingham furnaces and a favorable freight differential permit the operation of many deposits that otherwise would be uneconomical. The district produced 413,468 long tons of brown-ore concentrates, averaging 45.53 percent iron in 1943.The necessity of developing additional iron-ore reserves for the war energeucy to supplement the production of the Birmingham district, prompted the Bureau of Mines to initiate exploration of the more promising northwest Georgia deposits. Thirteen properties in the four counties were explored during the program (fig. 1).HISTORY AND PRODUCTIONSeveral furnaces were operated in the district until the early 1900's, ranging from charcoal furnaces to more modern plants with capacities up to 50 tons of pig iron. No furnaces have operated for about 40 years, the product being shipped to Alabama and Tennessee.Bartow County iron mining is declining, although formerly it was the principal producer of the district. Most of the known merchantable ore deposits have been exhausted. For the past 3 years the Mitchell-Hodge mine has annually produced about 225,000 long tons of concentrates containing 46 to 43 percent iron and at present is the only large producer in Bartow County."

"INTRODUCTION The Camp Bird mine was investigated by Bureau of Mines engineers 3/ September 22 and 24, 1942, and April 29 and 30, 1944. In a subsequent report and supplement, it was recommended that core drilling be done below the 14th. level to determine if commercial ore existed at greater depths, and particularly if ore existed in the vein or adjacent thereto where it passes into the sedimentary formations estimated to underlie the volcanics approximately 400 feet below the 14th level.Seven diamond-drill holes aggregating 3,956 feet were drilled. Four of these holes were under the Hematite ore body and three were under the Big Discovery ore body. Two holes under, the Hematite ore body wore directed at angles but little steeper than the angle of dip of the vein and penetrated the sedimentaries beneath the volcanics close to the vein. Enough low-grade ore was found at the base of the Telluride conglomerate to indicate the presence of a large body of low-grade zinc sulfide ore. Two holes were directed to crosscut the vein at a depth of approximately 125 feet below the 14th level. No commercial ore was cut, but the vein showed the average width and same general characteristics as at the 14th level. One hole under the Big Discovery ore body was directed to crosscut the vein and test the base of the Telluride conglomerate in the footwall block. No commercial ore was found in either the vein or the sedimentary horizon. One hole was directed to test the base of the Telluride conglomerate in close proximity to the vein in the hanging-wall block. This hole was lost approximately 100 feet short of its objective, and a third hole was drilled to accomplish this same thing. This report addresses remote monitoring of coal waste impoundments for stability. Existing automated geotechnical monitoring systems are described and reviewed along with details of instruments suitable for such systems. An impoundment in West Virginia which was in the construction stage was instrumented and monitored between July 1979 and may 1981. Sensors which measure surface and subsurface parameters including settlement, horizontal deflection, surface tilt, pore water pressure, seepage, pond level, and meteorological parameters were installed. Data from the 37 sensors were collected by on-site logger and transmitted by telephone to a central processing station in Seattle for recording and interpretation. Difficulties were encountered with telephone and powerline outages and malfunction of electronic units. Detailed descriptions of the design and performance of the system are provided along with evaluation and comparison with other systems. Recommendations for improving and expanding the capabilities of the monitoring system are given.

A ventilation research study was conducted by the National Institute for Occupational Safety and Health and a cooperating trona mine in the Green River basin of Wyoming, USA. The mine operation uses the longwall mining method in trona bed 17, a commonly mined unit in the region. The longwall face length is 228 m (750 ft), and caving on the face occurred up to the back of the longwall shields. The mine is ventilated using a main blowing fan and a bleeder shaft. For this study, sulfur hexafluoride (SF6) tracer gas was released in two separate monitoring experiments. For the first experiment, tracer gas was released on the face, this test focused on airflow along the longwall face of the active panel. Face test showed the airflow patterns to be more complex than just head-to-tail flow in the main ventilation air stream on the active panel. For the second experiment, tracer gas was released 2 crosscuts inby the face on the headgate side, this test focused on gas transport in the mined-out portion of the same active panel. Gob test showed a pathway of movement through the front of the active panel gob that moved outby from the tailgate corner. The primary pathway of tracer gas movement in the active panel gob was towards the headgate and tailgate bleeders and out of a bleeder shaft. The rate of movement towards the back of the gob was measured to be 0.19 m/s (37 fpm).

"The Mount Douglas Granite constitutes the eastern part of the Saint George Batholith and contains the youngest, most differentiated phases of the batholith. It also contains extensive endogranitic, low-grade. Sn- W-Mo-bearing sheeted vein systems. Early phases of the Mount Douglas Granite are coarse- to medium-grained, seriate granites that represent the slowly cooled carapace of the intrusion. Late phases are medium- to fine-grained, equigranular and porphyritic granites that were accompanied by repeated and widespread fracturing of the carapace and injection of mineralizing fluids. These granites represent a highly differentiated suite with ""A "" type affinities developed in a ""within plate"" transitional to ""syn-collision"" tectonic setting. 4oAr/ 39Ar dates for biotites from the various phases indicate emplacement circa 367 Ma.The linear distribution of some phases in the Mount Douglas Granite and the systematic orientations of sheeted veins along tensional fractures indicate structural control on granite emplacement and vein distribution. This type of relatively passive endogranitic mineralization is unique in the granites of southern New Brunswick and contrasts markedly with highly fluidized systems operative elsewhere in the area. IntroductionInvestigation of Sn-W-Mo occurrences in New Brunswick has shown that most of this mineralization is associated with late, highly differentiated phases of post-orogenic (Acadian) granitoid magmatism that occurred during Devonian and Early Carboniferous time (Ruitenberg and Fyffe, 1982; Taylor et al., 1988). The polymetallic Mount Pleasant Sn-W-Mo deposit (Ruitenberg, 1967, 1972; Kooiman et al., 1986)and the Burnt Hill W deposit are two orebodies of this type in New Brunswick. Numerous smaller deposits associated with these granitoid rocks in southwestern New Brunswick have been documented in previous investigations (Ruitenberg, 1967, 1968; Ruitenberg and Fyffe, 1982; Taylor et al., 1985; Lentz, 1985)."
