"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. Alacer Gold Corporation is constructing the Çöpler Gold Mine in eastern Turkey. Mining commenced in the fourth quarter of 2009 and gold production started in the fourth quarter of 2010. The mine is a 15,500 t/day oxide heap leach with three-stage crushing, agglomeration, carbon adsorption and electrowinning for final metal recovery. Leach solution copper levels are expected to be relatively low during the first two years of production, but will increase in later years due to higher copper content in the mined and processed ore. Over the mine life, approximately 40 Mt of ore will be placed on the leach pad, which will contain about 35,000 t of copper. Metallurgical testing indicates copper extraction will vary by ore type and, if controls are not implemented, may lead to copper levels exceeding 1,000 mg/L in pregnant solution. High copper levels in leach solution have the deleterious effect of increasing cyanide consumption and potentially overwhelming the ability of the carbon circuit to effectively adsorb the principal economic metals, which in this case are gold and silver. Using data obtained from laboratory leach column testwork, the heap leach facility was modeled using METSIM process simulation software to estimate the build-up of copper in leach solution over the life of the mine. Laboratory testwork was also performed to evaluate process conditions for treating a portion of pregnant leach solution via sulfide addition to precipitate saleable copper as copper sulfide (Cu2S).

WHEN gold was discovered in California, and San Francisco grew almost over night from a handful of people to many thousands, one of the first difficulties experienced was the lack of money. Gold dust in considerable quantities was rushed into the city from the various mining camps but there was no money. Purchases were paid for by weighing out dust in hand scales. We can appreciate' the difficulty of paying for a drink or buying a postage stamp under these conditions. All this gold was in the form of dust from placer workings and the first metallurgists were the assayers' who melted and refined this gold, casting it into bars which were weighed, assayed, stamped with fineness; value, and the name of the assayer. Many .of these plants were of considerable size, handling shipments that were accumulated by banks and express companies throughout the "Diggings" and sent to San Francisco to be shipped by water to the eastern states. "In the development of a new product as well as during its introduction on the market, it is very important to give due consideration to problems involving patents, licenses and trade marks. At the very beginning of the research and development program, it is obviously essential to ascertain, through a suitable patent search, that the product in question will not infringe any patents which are still in force. Then, a possibility of achieving one's own patent or proprietary position on the product or the process of its manufacture should be carefully explored. Licensing arrangements that one may reach with respect to patents and know-how covering such new product may, in the final analysis, determine its over-all success or failure. If one can count on licensing revenues or some favourable cross-licensing arrangements with respect to a newly developed product, this may go a long way to achieving profitability and success. The selection of a good trade mark is probably one of the most important acts that one has to perform once the product is developed, as customers will identify the new product by such a trade mark. In many instances, successful marketing and widespread acceptance of a product are largely due to its appealing name or trade mark, accompanied by proper promotion and advertising. Once the trade mark has been adopted, it should be registered in the Trade Marks Office to provide the protection afforded by federal statute. If the product is to be manufactured, sold or licensed in some other countries, similar considerations should be made with regard to each such country."

This report describes the development and limited testing of a semi-automatic, raise climber, Compact Service Hoist System designed for stope access in underground metal and nonmetal mines. Demonstrated capabilities of the system include a 1,000-lb payload capacity, control from the traveling cage and from up to three remote stations, operating in vertical or inclined raises 3 ft in diameter and up to 300 ft in length and a travel speed of 50 ft/min. The system has the capability of operating in crooked raises because the conveyance climbs two stationary wire ropes suspended down the raise. The drive unit is electrically powered with power and control signals supplied to the drive unit through an umbilical 'cable also suspended down the raise. The system has been designed for portability, ease of installation and minimum raise development. The hoist has been demonstrated successfully in an above ground test tower. This report provides a detailed description of the hoist design and its demonstrated performance to date.

When the word "gas"' is mentioned in connection with mining almost invariably it is inferred that the explosive gas, methane, is in mind and that the reference is to coal mining. Although methane is likely to occur in any coal mine the metal mines of the world contain by far a greater variety of gases than do the coal mines. Often the gases in metal mines are as dangerous as the gases likely to be found in coal mines, and sometimes are even more deadly. A coal mine is more likely to contain methane than a metal mine. In rare instances it may contain high percentages of nitrogen or carbon dioxide or it may be deficient in oxygen where the air is confined in a blind end or in a sealed region. Much more rarely relatively small percentages of ethane or other hydrocarbons with an odor of ether, gasoline, or kerosene, or minute percentages of hydrogen sulphide are found in a coal mine. During a coal-mine fire or explosion carbon monoxide content is likely to be high (4 per cent or more), and if the coal contains much sulphur the high fumes may contain some sulphur dioxide.

The computer program, HYBMODE, has been developed to meet the need for a fast and economical method for clustering data points on the sphere. The algorithm used in this development is an extension of D. Wishart's one-level mode analysis. The program can be used to cluster either vectorial or axial data; it is currently being used by the Bureau of Mines to cluster fracture orientations.

To present some idea as to how the Bureau of Mines may most effectively serve mining, it is necessary that we make some resume of its pact accomplishments in order to determine what, if any, changes will be of greatest service to the industry and to the nation. There are a great many times in life when one begins to wonder whether or not Emerson, in his famous epigram about "mousetraps" and "beaten paths" and "final recognition of intrinsic worth", took into account the item of time. The intrinsic value of any movement, of any work, of any accomplishment will ultimately be recognized, of that there is no doubt, but may a man in history has gone to his end in martyrdom because the world was slow in the acknowledgement of the true excellence of his worth, and this is likewise true of institutions.

SCRIPTURE, statistics and imagination all were drawn upon by the speakers who acclaimed Daniel C. Jackling as recipient of the William Lawrence Saunders Gold Medal for 1930. The award was made at a special dinner at the Ritz-Carlton, in New York, on Oct. 31. Lafayette Hanchett, old friend and associate, said that if it were his task to compress the life story of Daniel Jackling into a single sentence, he could find noth¬ing so appropriate as these words from the 22nd Chapter of Proverbs, "See'st thou a man diligent in his business, he shall stand before Kings." Mr. Jackling's diligence, according to the speaker, his love for his task, have been outstanding in his career. W. S. Boyd, now ranking official in the Jackling organization, cited amazing statistics as to the quantity of copper supplied to industry by the four "porphyry". coppers that are under Mr. Jackling's immediate direc¬tion, as well as by those that, in a sense, owe their existence to the pioneer work at Utah Copper. In the aggregate- 16,000,000,000 lb. of copper having an approximate value of $2,700,000,000 have been produced from disseminated ores since 1905; and of this total 42 per cent came from Utah and the Nevada group. Newcomb Carlton, president of the Western Union Telegraph Co., long an admirer of Mr. Jackling, adroitly drew a picture of a similar occasion in some 'foreign country. He imagined Mr. Jackling being raised to the peerage and whimsically addressed him as Sir Daniel, the Right Honorable Earl of Bingham!

Specific subjects include investigations of X-ray sources by means of balloon-borne instruments, meteorological soundings by balloons, powered lighter-than-air flight, tethered balloons, refrigeration techniques, large superconductive magnets, electronic devices, superconducting transmission lines, high-precision thermal conductivity analysis, He3-He4 dilution refrigerators, uses of helium in the atomic energy program, helium-cooled nuclear reactors, power- plant applications for high-temperature gas-cooled reactors, helium welding of stainless steel tubing and pipe, development of helium-shielded arc welding, helium as a diluent in spacecraft atmospheres, helium utilization in the Saturn-Apollo program, and helium utilization in diving environments. Papers from the Helium Centennial Symposium at the national meeting of the American Chemical Society cover the history of the discovery of helium, the history of its development by the Bureau of Mines from a laboratory curiosity to an important item of commerce, the source of helium in natural gases, the world of liquid helium, and liquid helium-3.

External trade strongly influences the well being of all nations. In the modern economic mechanism, no country is so well endowed that it has not to import commodities from others and to export its products in turn to make good its deficiencies, to rectify or improve its financial structure. From the standpoint of international commerce, Canada is strategically well placed. On the south she is bounded by the richest country in the world. On the east she faces the Atlantic, on the west the Pacific. On both coasts there are fine harbours to which lead great lines of railway that span the continent. Canada is now fifth among the exporting nations of the world. For disposal abroad, she has enormous quantities of primary commodities and substantial amounts of manufactured goods as well. But she is far from being self-sustaining. She is unusually dependent on foreign trade, not only because of the commodities she has to sell but because of the lack of many essential articles she does not or cannot produce. To Canada, external commerce is vastly more important than internal trade. The wealth of nations is decided by their ability to produce more than they need, to sell more than they buy, and to build up favourable balances resulting from trade or services. With few countries, however, are returns perennially satisfactory. Fruitful periods are followed by leaner years. In times of prosperity foreign credits are increased, monetary systems strengthened, reserves accumulated to withstand recurring days of strain. Today, the foundations of financial systems are being re-examined, "dogmas hitherto accepted as canonical are being questioned" . It is not only in Europe and America that men search for illumination in problems arising from monetary restrictions.

In the following paper it is aimed to present only an outline of the geologic relations of the ores, since the Appalachian geology of Alabama has been discussed by many previous writers, but to describe rather fully the ore of the Birmingham district, and to discuss its relations and probable extent. IT. OUTLINE OF THE GEOLOGY. 1. Stratigraphy. The pre-Pennsylvanians rocks exposed in and along the borders of the valley-regions of Alabama, range from middle Cambrian to Mississippian (Lower Carboniferous), and at the SW. extremities of the valleys these rocks are overlain by coastal-plain deposits of Cretaceous and Tertiary age. Safety problems in the mining and allied industries have led the Bureau of Mines to investigate over a period of years; the flammability (explosibility) of many types of combustible atmospheres principally at ordinary pressure; the results of these investigations have been made available as a bulletin. However, more recently, the demand for information on the flammability of gaseous mixtures at high and low pressures has increased greatly. In particular, the rapid development of high-altitude aviation has brought demands for information on the flammable (or explosive) characteristics of certain gases and liquids at low pressures. The present report gives the results of about 900 tests made to determine the flammability of the lighter paraffin hydrocarbons mixed with air and nitrogen at pressures of 400 200, 100 and 70 ram. Hg. The gases tested include natural gas, methane, ethane, propane normal butane and isobutane. The minimum pressures at which these gases are capable of propagating flame whorl individually mixed with air also were investigated.

I. INTRODUCTION. REPEATED failures in attempts to work gold-bearing gravels by means of suction-dredges have created the impression that this method is impracticable. The suction-dredges have failed from three special causes excessive wear and frequent breakage of pump-shell, runners and liners; inability to dredge compact gravel which would ,not. readily move towards the intake; and, most important of all, closing. of the suction-pipe by stones too large to enter it. In my opinion, all three causes of trouble may be remedied: the first, by making stronger the parts most liable to wear and breakage; the second, by means for loosening the gravel at the intake; and the third, by sufficiently... Increasing.. the diameter of the suction-pipe. In suction gold-dredges, this diameter has not usually exceeded 10 or 12 in.; whereas there are few profitable gold-fields which can bee considered dredgeable, in which stones more than&apos; 12 in. in diameter, are-.not frequently encountered. II. AN EFFECTIVE SUCTION-DREDGE. In harbor-operations, much larger stones are handled by suction-dredges.., The large dredge of the Henry Steers Contracting Co. worked for nearly four years at League Island, Philadelphia, where it sucked up, passed through the pump, and forced through 3,700 ft. of discharge-pipe; gravel containing boulders up to 200 lb. in weight. This was done with no bad breaks and few shut-downs. The cutter; and liners were the only parts liable to damage, and these were easily replaced with brief interruption of work. Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

The commercial development of petroleum and natural gas fields has reached its present status within 60 years and is still considered by some operators to be "100 per cent wildcatting." 1 A tendency to drill for gusher production, the production that yields big returns in spite of any mechanical defects in drilling methods, has frequently caused drillers to pass by oil-bearing strata of comparatively small yield and actually to overlook rich oil zones in proved fields; in addition, whole fields have been ruined by water because development methods were never carried beyond a hole-in-the-ground stage.2 Unfortunately, the petroleum industry has no mine dumps or tail. ing piles as at metal mines to yield fortunes through later and bette!' methods of treatment. The wasted oil and gas are gone, as are the time, money, and effort wasted in ill-advised or haphazard drilling. Probably as production costs increase less oil will be wasted, but the need to develop and produce from sands of low yield will become more urgent with the increase in consumption of oil and the decrease in supply. Hundreds of wells are producing steadily as the result of months and perhaps years of careful prospecting and of tests during drilling. The Bureau of Mines has studied the testing and drilling methods used at such wells, and presents in this paper a criticism of these methods and suggestions on future work. The term pr08- pecting here means correct identification and measurement of strata as they are exposed by the drill. The term testing means the determination of the kind and amount of fluid stored within the pores or crevices of any stratum exposed in the hole.

BESIDES commanding increasing importance as an alloying element in combination with ferrous and other nonferrous metals, the variety of uses for pure nickel continues to widen. For coinage it is growing in popularity. These coins have been minted for 27 countries in 72 issues representing 69 denominations. Approximately 3,000,000,000 pieces have been struck, the aggregate weight, of which amounts to nearly 14,000 tons. . Danzig, Iraq and Japan are the most recent governments to adopt, pure nickel coinage. France is adding the denomination of five francs to its other nickel currency; they replace silver pieces. Germany is now minting a new issue of one Reichsmark coins of pure nickel. The Japanese program for 1933 called for the issue of 35,000,000 10-sen pieces and 30,000,000 5-sen pieces.
