Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. Introduction The geological processes that form coal can also concentrate trace elements in the coal. For example, the average concentration of arsenic in bituminous coal (20 ppm) is ten times the average concentration found in all the other rocks that make up the earth's crust (2 ppm). Similarly, other elements, such as antimony, cadmium, mercury and selenium, are more concentrated in coal than in the earth's crust. When coal is burned, trace elements can be further concentrated. Although no new constraints on trace clement emissions were placed on the power generation industry under the 1990 Clean Air Act Amendments, the act does mandate a three-year study of air toxics. Any new regulations aimed at electric utilities as a result of this Federally-mandated study will almost assuredly be very costly-an estimated $1 billion per year. Many trace elements in coal are associated with mineral matter. For example, arsenic is commonly associated with pyrite, cadmium with sphalerite, chromium with clay minerals, mercury with pyrite and cinnabar, nickel with millerite, pyrite and other sulfides, and selenium with lead selenide, pyrite and other sulfides (Finkelman, 1980). There are also cases in which some of these elements are organically bound. Just as both organic and pyritic sulfur can be found in the same coal, the same trace element may be both organically bound and present as part of a mineral in the sane coal. Physical coal cleaning techniques are effective in removing mineral matter from coal and can potentially remove at least some of the trace elements associated with specific minerals, thereby reducing the release of these elements into the atmosphere. Conventional coal cleaning to remove trace elements As part of a project funded by the Electric Power Research Institute, CQ Inc., a wholly-owned EPRI subsidiary located in western Pennsylvania, has demonstrated that large reductions in the concentration of many trace elements are possible if conventional coal cleaning techniques are properly applied. Four examples are given in Tables 1 to 4. In each example, the results shown were generated by cleaning the coal at CQ Inc.'s commercial-scale cleaning test facility. Cleaning results for Upper Freeport Seam coal from Northern Appalachia are provided in Table 1. Data are presented in the table in two ways: as a weight-based concentration (parts per million) and as a concentration per heat unit (grams per billion Btu). Grams per billion Btu is analogous to pounds per million Btu, but avoids the use of numbers with many decimal places. The heat-based concentration provides a better measure of boiler impacts, because the increased heating value obtained through coal cleaning reduces the number of tons that must be burned to produce a given thermal output. Reducing the quantity of coal burned reduces the quantity of trace elements entering the boiler. This raw coal is relatively high in several trace elements of environmental concern, including arsenic, cadmium and chromium. Cleaning provided large reductions in the quantity of arsenic, barium, cadmium, chromium, fluorine, lead, mercury, nickel, silver and zinc. The results for tests with a Powder River Basin coal, Rosebud/McKay, are presented in Table 2. Large reductions in arsenic, barium, cadmium, fluorine, mercury, nickel, selenium and zinc were observed with cleaning. The concentration of chromium increased with cleaning, while lead concentration increased in one test and decreased in another. Table 3 presents test results for Croweburg Seam coal from Oklahoma. Large reductions in arsenic, barium, cadmium, chromium and zinc were obtained with cleaning. Smaller reductions were obtained with lead and nickel, while chromium, fluorine and mercury increased in at least one of the tests. Table 4 presents cleaning test data for Kentucky No.11 Seam coal. In this case, large reductions were obtained with all elements measured. In general, these data indicate that physical coal cleaning is effective in reducing the concentration of many trace elements, especially if they are present in the coal at relatively high concentrations. The degree of reduction achieved is coal-specific, relating in part to the degree of mineral association of the specific trace element and the degree of liberation of the trace element-bearing mineral. Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

The geology of the Gulf Coast Salt domes has been extensively studied by Kupfer (1,2,3,4,5), Atwater (6,7), Balk (81, Hawkins (9), and Wharton (10). dominant geological feature of Southern Louisiana is the Gulf Coast Geosyncline. The axis of this geosyncline corresponds with the present day coastline of Texas, Louisiana, Mississippi, Alabama and Florida. This geosyncline has been continually subsiding since Cretaceous times and receiving large deltaic accumulations of sediments from Central North America. These accumulations progressively thicken toward the South. In the vicinity of the Coast, these sediments are reported to be about 40,000 feet thick. Another dominant feature of the region is the large number of salt domes scattered along the Gulf Coast (fig. 1). Typically, these domes are roughly cylindrical in shape, 1 to 5 miles in diameter, and extend to more than 20,000 feet in depth. It is hypothesized that these domes are derived from the thick Louann salt formation lying below the deltaic sediments. Due to its low specific gravity and buoyancy, the salt layer protruded upwards plastically and pierced the overlying strata. As a result of this upward flow, the adjacent strata are locally lifted upwards, creating excellent traps for petroleum accumulation.

In recent years, there has been a shortage of individuals trained in the technical skills entering the mining industry. The university and industry, both indicating their concern, have joined efforts in an attempt to do something about this situation. An example of such an effort is the Pennsylvania State University's Student-Trainee Program in Mining Engineering, now in Its third year. The program is a five-year plan in which six months of schooling and six months of on-the-job training are alternated, climaxed by the student trainee earning a Bachelor of Science Degree in Mining Engineering plus two years of practical experience. The student trainee accepts the work-study plan as a satisfactory method of receiving a thorough education and preparing fog a career in the mining industry. Inasmuch as the work and study-periods are alternated, the trainee has an opportunity' to integrate his practical experience with his academic knowledge. He receives a chance to observe others perform she duties of the profession he is preparing to pursue, and he regards this as an essential part of any such cooperative effort. Even though there are some disadvantages, the trainee feels that the advantages of the program are definitely more decisive.

The Homes take Mining Company at Lead, South Dakota has a yearly production of 1,868,741 tons of ore produced from horizontal cut-and-fill stopes and timber cut-and-fill stopes. This production, in addition to the necessary development (drifts and raises), requires 5,168,271 feet of drilling annually. The rock for the most part consists of quartz; mica schist; and cummingtonite schist; and must be considered as relatively hard. Penetration rates average about 15 inches per minute using an operating air pressure of 100 psi. The rock is tough, rather than brittle, and dulling occurs quite rapidly. The average regrind period is approximately 19 feet per regrind using a 1-7/16 inch carbide bit. At the present time, all drilling is accomplished with 2-5/8 inch bore airleg mounted drills, and 2-3/4 inch and 3-inch diameter bore -stopers (raising only). These machines are all direct striking, with 4-1/4 inch chucks. 7/8-inch hexagonal carbon drill steel with forged collars are used in conjunction with 1-7/16 inch multi-use, threaded, carbide bits. 62,793 rods, and 16,234 bits are used to maintain the yearly production. The number of rods noted are the rods that were sent: underground, both new and reconditioned.

Mining legislation in Jamaica dates back to only 1947 when, on August 30 of that year the Minerals (Vesting) Act was promulgated. None of the exploratory and trial-mining projects over the preceding 450 years were regulated or controlled by law. It was the seriousness of the intent of the North American Aluminum Companies to establish a bauxite mining industry in Jamaica which led to the development of the first piece of mineral legislation. It is of note that the incoming mineral industrialist was more anxious than the Government to see that a legislative framework was in place. It was relevant then as it is today for good mining legislation to be in place for the Government to regulate and control the exploration and exploitation of mineral resources. It was also necessary for the industry to know their rights and obligations so that they could plan, explore and exploit with some assurance that their capital was secure. One of the main reasons that the mining of bauxite did not begin in Jamaica until 1952 was that no legislational framework existed prior to 1947. The Jamaican dollar is tied to the US Dollar at a rate of J$35.00 to US$1.

The centre of the mining operations of the International Nickel Company, Ontario Division is Sudbury, a city of 160,000 population located 240 miles northwest of Toronto (Fig. 1). Within thirty miles of this city and located around the rim of the geological formation known as the Sudbury Basin are the ten underground mines and one open pit operated by the Company (Fig. 2). There are also four developing mines, three in the Sudbury area and one at Shebandowan, near the city of Thunder Bay, Ontario and approximately 150 miles north east of Duluth, Minnesota. In 1971 the mines produced 22,800,000 tons, 20,600,000 tons from underground and the balance from open pits. Also located in the Sudbury District are facilities to extract and refine the metals contained in the ore. There is a nickel refinery located at Port Colborne on Lake Erie. An additional nickel refinery is under construction near Sudbury. Fifteen elements are recovered from the Sudbury ores, nickel, copper, iron, sulphur, gold, silver, cobalt, tellurium and the six platinum group metals, platinum, palladium, iridium, rhodium, ruthenium and osmium. From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830's, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.

Underground production of coal by longwall methods has increased significantly in the last few years and will very likely continue to: increase. There are several reasons for this. First, as mining moves into seams having greater overburden, roof exposure must be reduced since support will become' increasingly expensive. Secondly, the growing demand for coal has forced the coal industry to seek alternative, more productive, coal mining methods. In addition, the longwall method greatly simplifies the underground ventilation network. This paper addresses itself to the design of longwall development headings, particularly to those of the United States where multiple development headings are required by law. The most burdensome problem encountered in many longwall mining installations is deterioration of the tailgate due to the combined effect from, the active longwall gob and the old gob made by mining the previous panel.1 Portions of the tailgate entry are sometimes closed to such a degree that extensive repair work is necessary to keep the entry in usable condition. The purpose of this paper is to present the result of a study in progress which combines field measurements with numerical model analysis to reduce the cost of maintaining tailgate entries in longwall mining systems.

[A great number of papers have been presented at various Engineering Society meetings on the Unit Train subject. Moat are descriptions of facilities that have been constructed or are abort to be built. Many describe the facility as being the World's fastest, newest, largest, incorporating the latest technology and so forth, Many are duplications of installations that have been recently constructed, sort of carbon copies but perhaps arranged differently. The trend has been to incorporate loop tracks, rotary dumpers, indexers and, of course, the snivel coupler equipped unit train. How that the energy crisis has increased the use of coal, there has been a tremendous Increase in applications for permits to construct rail to river coal loading facilities. This paper is different. It does not describe any single existing facility, but is given to alert prospective terminal owners and engineers that there are items that require considerable study and evaluation beside merely selecting an indexer, car dumper, stacker, ship or berg loader and so on. An important item is the selection of the railway car which in turn can affect the selection of the method of loading and unloading. Let us list a few of the items that should be considered and discuss the areas that require examination:]

The purpose of this article is to present design information and operating data on a pilot gas scrubber which is believed to be a new approach for removing noxious gases and particulate matter from the off gases of coal burning power plants and smelters. This principle of scrubbing gases, particularly, scrubbing with an aqueous slurry of lime, was conceived by the author early in 1972. The National Lime Association financed the design, fabrication and initial operation of the unit. The unit was fabricated by Hazen Research Inc. of Golden, Colorado. It has been tested on the off gases of two coal burning power plants and one smelter. The current environmental program has stimulated research and development activity directed toward the removal of sulfur oxides, oxides of nitrogen, particulate matter and other undesirable substances from gases discharged into the atmosphere. At present, most of this effort is focused on the removal of sulfur dioxide and particulate matter by aqueous scrubbing of the gases. This presentation deals particularly with the removal of sulfur dioxide using an aqueous slurry of lime as the scrubbing medium. In recent papers, the author has called attention to-the sludge problems resulting from aqueous scrubbing and to some earlier data on the pilot scrubber about to be discussed.1/

It seems appropriate to review the history of mechanization of our underground coal mines at this time when many favorable flags are flying for this industry. It is a reasonable hope that such a review may stimulate thinking as to the directions that new technological developments are apt to take and in which members of the Society of Mining Engineers are destined to play important roles. Discussion of the relative importance of the various changes that have taken place since the advent of electric power provides the starting point. It is in the economic factors utilized that we find conditions which permit more efficient utilization of the capital committed to the industry. Concepts rather than specific items are emphasized in the following discussion because once the value of a concept, such as mechanical conveyors, is established, it then spawns many variations which are not significantly different. The shift from animate to inanimate energy has been the most important change in the modern industrial scene, including coal mining. Although introduced into coal mines for some purposes early in the period of general electrification, the coal industry adopted mechanical power relatively slowly, and 1944 was the first year in which a majority of deep-mined coal was mechanically loaded.

The purpose of roasting gold ores is to release for extraction, typically by cyanidation, the small particles of gold which are surrounded by refractory stone. The roasting simply opens up passages for the penetration of solution into the interior of the ore particles. This is accomplished by the removal by volatilization or formation of volatile oxides of certain constituents such as sulfur, arsenic or antimony. Temperature is an important parameter. High temperatures tend to form a dense iron particle rather than a "spongy" calcine. The dense iron particles result in lower gold recoveries. High temperature can cause melting of some components which also results in gold encapsulation. Roasting of refractory gold ore concentrates has been practiced for decades. Multiple hearth, rotary kiln and muffle reactors were first used for roasting. Fluid bed roasting provided a low capital cost, low maintenance technology with better process control and soon became the favored technology. The first fluid bed concentrate roasters were commissioned in the late 1940's. Early fluid beds were "bubbling" type. Environmental considerations did not significantly impact on the design. Feedstocks were highly exothermic and reaction rates were relatively rapid. Roasting today must compete with other technologies for treatment of refractory ores. Ore bodies which are not

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

Anglo-Rouyn Mines Limited, managed by Rio Algom Mines Limited is a subsidiary of the British-based Rio Tinto-Zinc Corporation Limited. This mining operation is situated in Northern Saskatchewan, 250 miles north of Saskatoon and represents the first base-metal mine of any importance served by this relatively new mining province. The outcrop of Copper-bearing Chalcopyrite was first discovered by prospectors in 1915, but was not mined until 1965 due to the absence of any form of road into the area prior to this latter date. The mine, mill and concentrator were designed to handle 900 tons per day of comparatively hard, abrasive ore containing chalcopyrite with traces of gold and silver. The flow sheet, Figure 1, is, we believe, elementary, designed with low cost in mind and utilises much old equipment from closed¬-down mines. Due to some difficulty in attaining the designed grinding capacity, changes were made in the crusher circuit. This, unfortunately, lowered the crushing rate too much. A series of changes have taken place to re-establish the original crusher capacity of better than 100 tons per hour. In the quest for a better recovery certain modifications have been tested in the concentrator circuit. These steps are discussed in minor detail.

A detailed heat flow project was conducted at the Homestake Mine in Lead, South Dakota. This paper presents results obtained from a stope sensor system installed in the mine. The design and installation of the system are described in detail in a previous paper (Duckworth et al., 1992). The major project objective was the construction of a comprehensive heat flow data base to allow the design and testing of a new climate prediction model applicable to irregularly shaped underground excavations in non-homogeneous surrounding rock types. A mechanized cut-and-fill (MCF) stope contributes a substantial overall heat source in a mine, and the effect of this source on the working environment must be considered when planning future ventilation and refrigeration requirements. The relative magnitudes of the component heat sources encountered with the MCF mining technique are presented, having been computed from actual stope beat flow data collected over a one-month study period. The percentage of the overall heat load that is removed from the scope for each component heat sink is evaluated, and the overall energy balance is analyzed. A one-month study length was considered a sufficient period of time to allow stope monitoring for a complete range of mining conditions.

Rod mills were developed, as a logical substitute for the rolls crusher when larger tonnages had to be handled, on a continuous basis. Today, with even larger tonnages to process, the trend is to install larger equipment, automate the plant and develop the highest availability possible, in order to cut costs. The rod mills, because of design limitations in size and speed 1'2, are not able to meet these new requirements. The autogenous mill was a timely development and serves as an excellent alternative for ores that are suitable to this type of grinding. When ores are not amenable to autogenous grinding, selection of a flowsheet is dictated by liberation characteristics and unit operations to be used for mineral recovery.. The following alternatives are available: (a) Multiple rod mills, capable of drawing no more than 2000 HP each, followed by ball mills. (b) Gyradisc crusher followed by two stages of ball mill grinding.3 (c) Tertiary crushing followed by closed circuit single stage ball mills grinding to approximately -100 mesh, as in the copper industry. (d) Tertiary' crushing followed by two-stage, ball milling. Each stage will operate in closed circuit with either screens or cyclones. It is this last alternative, particularly as it

The drill-and-shoot excavation of the two underground Pumphouses for the Metropolitan Sanitary District of Greater Chicago's Mainstream Pumping Station is described. The construction sequence involved the concurrent excavation and support of the two 19.2 m (63 feet) wide by 83.6 m (274 feet) long by 29.3 m (96 feet) high caverns. Excavation was interrupted after taking the 6.1 m (20 feet) high top heading in order to cast-in-place a 0.2 m (8 inch) thick by 19.2 m (63 feet) wide concrete arch. The remaining 23.3 m (76 feet) of rock was then excavated in benches below the concrete arch. PROJECT DESCRIPTION Twenty-four kilometers (15 miles) southwest of the city of Chicago, Peter Kiewit Sons' Co., in a joint venture with John F. Shea Co., and Kenny Construction Co., has successfully completed the construction of the Mainstream Pumping Station for the Metropolitan Sanitary District of Greater Chicago. The five year, 169 millon dollar project is a vital component in Chicago's Deep Tunnel and Reservoir Plan in that its function is to lift the sanitary/ storm sewage back up to grade from 107 m (350 feet) below ground, and pump it to the treatment facilities 8 km (5 miles) away.
