My presentation is from the viewpoint of the industrial mineral geologist, which is a relatively rare breed. Very few geologists become involved with industrial minerals for two reasons, I think: (1) Much of the industry utilizing non-metallic minerals has developed without the use of geologists in the begin¬ning and many of the management people, who generally derive from the processing plant supervision, tend to take raw materials for granted; and (2) non-metallic minerals are a very insignificant part of the curriculum of virtually all colleges granting a geology degree. One learns about the geology of industrial minerals by working with it. This "on-the-job-training" is probably best because it brings the geologist into close quarters with the production people and the production process. And the industrial minerals field has a distinctiveness when compared with the petroleum or metal mining field in that each deposit can yield a material differing in some aspect from that in any other or within the same deposit. The petroleum from a well in a given field will be similar to that from any other well, but a limestone on one side of a hill can differ signifi¬cantly in elemental composition, calcinability, soundness, specific gravity, or some other factor from the same ledge on the other side of the hill. This characteristic of almost certain variability creates problems sooner or later and provides for much of the employment of industrial mineral geologists. My job seen from the viewpoint of management is "Find us some rock we can extract and process at a profit." The industrial non-metallic geologist has much the same problems and approach as a detective. I do not mean the TV variety with the big mouths and the unfailing knack of spotting the wanted criminal immediately in a city of ten million people. Any real detective will tell you it takes leg-work, knowhow, and persistence to make a case. The same is true for the geologist who finds rock which can be quarried at a profit. "INTRODUCTION Shield tunnelling is often used in constructing underground infrastructure in cities due to the ability to limit settlements and damage to existing buildings. However, in an urban environment with soft overburden and buildings on pile foundations such as the North-South Line project in Amsterdam, there is a tendency to design the tunnel well below the surface and below the pile tip level in order to reduce interaction between tunnelling process and piles. This results in deep tunnels and deep station boxes. When the tunnels are located close to the surface and above the pile tip level, this would reduce the required depth of the station boxes and the construction cost. Moreover, other benefits of shallow tunnels are the low operational cost in the long-term and shorter traveling time from the surface to the platforms. Still, the tunnels should be constructed in such a manner that existing buildings are not structurally damaged, which results in a minimum required distance between tunnelling process and existing buildings. In this paper, the extent of the area that is influenced by tunnelling will be investigated in order to determine the limit distance from tunnelling to existing foundations without inducing too large building deformation. From analysing empirical data of many shield tunnels, Peck (1969) firstly presented the settlement trough on the surface induced by tunnelling in soft soil as a Gaussian distribution. This is also confirmed by other authors (Cording and Hansmire, 1975; Mair et al., 1993; Ahmed and Iskander, 2010). In this study, the Gaussian curve is used to investigate the ground movement when tunnelling in order to find the effects on existing structures. Based on the results from centrifuge test and empirical data, Mair et al. (1993) showed that the subsurface settlement profile distributes as the Gaussian curve also. The width of settlement trough at the depth z depends on the depth of the tunnel z0 and a coefficient K depending on depth. Other studies by Moh et al. (1996), Grant and Taylor (2000) and Jacobsz (2003) based on Mair et al. (1993) proposed a limited change of K in various kinds of soil."

"Flotation is regarded as the best available method of upgrading minerals and coal fines. However, its efficiency deteriorates rapidly with decreasing particle size. Further, ultrafine concentrates are difficult to be dewatered economically, forcing companies to discard part of the ultrafine materials to impoundments. To overcome these problems, a new method of separating and simultaneously dewatering ultrafine particles has been developed. Following extensive laboratory-scale test work, the process, known as hydrophobic-hydrophilic separation (HHS), has been tested successfully in continuous operations at proof-of-concept (POC)- and pilot-scale tests. The results show that the HHS process is capable of producing high quality clean coal with high recoveries and low moistures. INTRODUCTION Coal preparation plants are designed with up to four parallel processing circuits for treating coarse (> 12 mm), intermediate (12x1 mm) small (1x0.15 mm), and fine (<0.15 mm) particles. The plus 0.15 mm fractions can be effectively cleaned efficiently with gravity separation methods (Wills, 2006). At present, the only commercially viable option for cleaning the finest fraction is froth flotation (Yoon et al., 1999). In flotation, air is dispersed in the form of small air bubbles in a tank in which coal fines are suspended. The small air bubbles selectively collect the hydrophobic coal particles and float to the surface, forming a froth phase which overflows into a launder. As is well known, ultrafine coal particles of less than 30-50 µm are difficult to be collected by the air bubbles, resulting in low recoveries. Furthermore, fine particle flotation suffers from low carrying capacities and poor selectivity due to entrainment problems. (Bethell et al., 2005; Luttrell et al., 2014). In addition, the froth products containing ultrafine coal are difficult to dewater. Mechanical dewatering in general becomes inefficient with decreasing particle size due to small cake porosity and high surface area, resulting in high moistures (Hucko et al., 1988). The cost often becomes prohibitive with particles of smaller than ~45 µm (Bethell et al., 2005). Moreover, the high-moisture products are difficult to handle and incur high shipping costs and lower thermal efficiencies (Honaker et al., 2013)"

"Gravity concentration is still a challenging area in the mineral industry. This is mainly because of the fine size valuable mineral losses to the tailings during its application. But the recent developments in centrifugal separation methods and their mutual application with conventional separation techniques has increased mineral recoveries. In this paper, field application of conventional gravity separation methods with the combination of 2” diameter hydrocyclone cluster unit and a multi gravity separator (MGS) was discussed. Additionally, particle size distribution and chromite content of the plant streams is presented and initial laboratory test results were compared with the actual plant data throughout the paper. As expected, field data showed derivations from the laboratory tests but the combination of MGS and conventional gravity separation techniques resulted in gravity separation of -0.1 mm chromite particles. INTRODUCTION The purpose of this mineral processing plant project was to investigate the possibility of upgrading chromite ore from 12% to 48% Cr2O3 and having final tailings assay as 2% Cr2O3. For this reason, initially a set of laboratory gravity separation studies were conducted to evaluate the performance of combination of 2” diameter hydrocyclone cluster and multigravity separator. After obtaining successful results from the laboratory work, a feasibility study was initiated. Economical results of the feasibility study showed that an achievable high net present and return on investment values. Following the investment decision; engineering, equipment procurement, construction of the processing plant was completed in eighteen months. This paper focuses on the initial laboratory test work results, operational data of the 2” diameter hydrocyclones and MGS units; resulted chromite recoveries. Processed ore has the chromite associated with serpentine and olivine minerals. The chromite particles are generally in round shapes with sizes between 50 µm to 1600 µm and average size of 450 µm. The microscope images of the chromite and associated formations are presented on Figure 1.Chromite is formed in mixture with iron oxides, with varying amounts of magnesium, aluminum. The average chemical composition of the representative drill core samples of the ore deposit is given on Table 1."

"The Indianapolis Deep Rock Tunnel Connector (DRTC)—first in a vast network of storm water storage tunnels below Indiana, USA—was a wildly successful endeavor. Crews for the Shea/Kiewit JV drove a 6.2 m Robbins Main Beam TBM to world record rates. The machine achieved 124.9 m/day, 515.1 m/week, and 1,754 m/month in limestone and dolomite rock. The advance rates can be attributed to many factors including ground conditions and knowledgeable crew, but continuous conveyors are also of key importance. The novel conveyor system, manufactured by The Robbins Company, enabled continuous tunneling in a difficult layout that included two 90-degree curves and two S-curves. Spanning 11,777 m in its longest iteration, the system included nine booster drives plus a main drive. A vertical belt moved muck up the 76 m deep shaft to a radial stacker for temporary storage. The system, one of the most complex in North America and the first to operate in 90-degree curves, made swift tunneling possible. This paper will examine the world-class tunneling done at the Indianapolis DRTC and the role of continuous conveyance in reaching high advance rates. The logistics of the system will also be examined as it could apply to future tunneling projects with similarly complex layouts. INTRODUCTION The Indianapolis Deep Rock Tunnel Connector (DRTC) is the first phase of a nearly 28-mile long network of deep rock tunnels being built 76 m beneath the City of Indianapolis, Indiana by Citizens Energy Group. The Deep Rock Tunnel Connector (DRTC) Project is a 12.2 km, 5.5 m diameter tunnel constructed by S-K JV, a joint venture between J.F. Shea Construction and Kiewit Infrastructure Co. The tunnel is a $179 million project and is the first segment and southernmost portion of a deep, large diameter conveyance and storage tunnel system to provide overflow relief during wet weather events. The project is estimated to be completed in 2017 and will initially deliver 204,000 cubic meters of the planned 1 million cubic meters of CSO storage for treatment, as well as provide future connections to other tunnels in the overall system (see Figure 1)."

As the 2012 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2012 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 332. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2012 Transactions is the third Transactions to take advantage of new publication technologies. It is available solely as an online subscription. The new format better suits the way this material is used and, ultimately, better enables the transfer and dissemination of knowledge. The 2012 Transactions contains some of the most interesting research from the past year, including a paper on the uranium boom in Namibia, work on improving the safety of coal pillar extraction, ways to improve the optimization and efficiency of various mine activities and the newest research from the U.S. National Institute for Occupational Safety and Health (NIOSH). The 2012 Transactions consists of a total of 67 technical papers (550 pages, including index), including all 18 papers published in 2012 in the Technical Papers Section of Mining Engineering magazine (Vol. 64) and all 31 papers published in 2012 in Minerals & Metallurgical Processing (Vol. 29). Additionally, this volume contains 18 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 67 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2012 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. The 1980s saw a revolution in gold extraction technology, paralleled only by the implementation of the cyanide leaching process in the late 1800s. This revolution was led by the widespread adoption of carbon adsorption processes for gold recovery, heap leaching of low-grade ores and development of a variety of oxidation processes to treat refractory ores. In the late 1980s, gold production in almost all regions of the world increased, with the notable exception of South Africa. This geographical variety is creating a greater diversity of challenges for gold metallurgists. This is due to a wider range of ore types, new and varied environmental regulations and legislation, and a requirement to select the most appropriate technology to suit local needs. North America has led this technological revolution in the gold industry and is responsible for commercialization of most of the major innovations: carbon-in-pulp, heap leaching, whole ore pressure oxidation and whole ore roasting. Process selection trends A general trend in precious metals extraction technology has been the treatment of ores with progressively lower grades. The lowest cost treatment, dump leaching of material at run-of-mine size, has been increasingly applied. ZortmanLandusky, in Montana, is successfully leaching material above a cutoff grade of 0.2 g/t (0.006 oz/st) at an average rate of about 28 kt/d (31,000 stpd). At this scale of operation and in the absence of any cyanide-consuming species in the ore, process operating costs for a ge¬neric run-of-mine leaching operation are estimated to be between 60 and 75 cents/ t (66 and 77 cents/st). One of the largest heap leach opera¬tions treating crushed ore is the Round Mountain Mine in Nevada. It processes about 45 kt/d (49,000 stpd) at an average grade of 1.1 g/t (0.032 oz/st) at a nomi¬nal crush size of 80% -19 mm (-0.7 in.). Round Mountain also treats lower grade ore above a 0.2 g/t (0.006 oz/st) cutoff by dump leaching at run-of-mine size.

1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

The highest recorded loss of life due to the collapse of mine workings occurred at the Coalbrook North Colliery in South Africa on 21st January, 1960. A total of 437 persons died when bord and pillar workings collapsed over an area exceeding one square mile The whole mass of strata from the 470 ft (143 m) deep seam to the surface being affected. Although the Coalbrook disaster was unique in its scale the problem of pillar failure, particularly in old workings, is by no means uncommon nor confined to recent history. Indeed, the collapse of large pillared areas was a regular feature of mining in the north of England in the early part of the nineteenth century. When a section of underground workings collapses, the air under the descending roof is compressed very rapidly. The pressurised air is dissipated subsequently at a rate governed by the leakage paths available. If the collapsing area is small, such as the case of a local fall of roof, then there will be little danger of an air blast. If, however, an extensive area collapses suddenly then the rapid compression of air will give rise to a pressure shock wave that will be transmitted through the remaining workings as an air blast. If worked out areas are connected to current workings via unstopped airways an air blast caused by pillar failure in the old workings will be extremely hazardous to personne1 and may cause extensive damage to equipment, perhaps even reaching to surface plant. At Coalbrook, the air blast blew out a wall in the surface fan house. Areas that are considered liable to sudden collapse may be isolated from current workings by the construction of stoppings. However, such stoppings must be capable of withstanding the &apos;hammerblow&apos; effect of peak air pressures developed during the collapse. The work described in this paper was undertaken in order to determine the maximum air pressures that stoppings must withstand during a major pillar failure. The result has been a method of establishing peak air pressures that is quick and simple to use. Readers who are concerned primarily with the practical application of the method are advised to turn directly to the last main section of the paper.

The Building Products Company is Phoenix based and owned by Mission Clay products of California. Building Products is the only manufacturer of vitrified clay pipe in Arizona. The marketing area includes Arizona, Nevada, Utah, New Mexico, and California. Building Products, promoted by Arizona Public Service, was formed in 1970. Raw-materials prospecting was undertaken for 2 years, after which a $5-million plant was built. Initially, a satisfactory vitrified product could not be made with the raw materials then in hand. Subsequent prospecting and testing led to an acceptable raw-materials mix. Testing to upgrade the final product is a continuing process. The basic raw-materials supply must be adequate, secure, and capable of sustaining close tolerances in the final product. These needs are met by mining four geologic materials at three different localities: (1) refractory aluminous shales (two horizons-one pit) Colorado Plateau Province (Mogollon Rim); (2) less refractory aluminous materials from late Cenozoic lacustrine materials near Dewey in the Transition Zone (TZ); and (3) Precam¬brian "slate" from near New River along the southern edge of the TZ. Other additives include grog (ground-up, broken pipe) and barium carbonate that ties up what gypsum there is. Calcium magnesium carbonates are deleterious components that are minimized by careful selection of the mined products. The raw materials are blended and mixed, ground to 12 mesh, mixed in a pug mill, depleted of air, extruded into pipe ranging from 6 inches to 42 inches in diameter, transported to a hot-air drying room, fork-lifted to an appropriate kiln, and fired at a 1900-2000° F range. The "Rim" kaolinitic shales, being the most refractory ingredient, stabilize the pipe during the firing process. They are very plastic, and therefore facilitate extrusion. The Dewey clay fuses at a low temperature and forms an impervious glasslike binder. It also is plastic. The "slate" forms platy particles that tend to orient themselves during laminar flow. This provides strength for both the green and dried product. It doesn&apos;t absorb water, which helps the drying process. Grog remains stable during firing, and therefore helps to control shrinkage. The development of appropriate raw materials and proper mixtures has been done empirically.

1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich&apos;s renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan&apos;s recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan&apos;s min¬ing sector as to the personal charms of the nation&apos;s president. Led by a half-billion-dollar investment by Canada&apos;s uranium giant Cameco, the mining sector is leading Kyrgyzstan&apos;s economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek&apos;s major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan&apos;s new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation&apos;s key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

U.S. Geological Survey (USGS) recently initiated the Front Range Infrastructure Resources Project. This is a multidisciplinary study along the Rocky Mountain Front Range from Pueblo, Colorado, to Cheyenne, Wyoming, and is designed to collect, compile, and analyze new and existing data on natural aggregate (stone, sand, and gravel), as well as water, and energy resources. To identify aggregate resources in the Front Range, a 1:500,000-scale reconnaissance map showing locations and quality of both bedrock and surficial sources of natural aggregate in the Front Range urban corridor was prepared by processing the digital geologic maps of Colorado and Wyoming. The first step of the process was to identify map units as either bedrock or unconsolidated material. Bedrock was classified according to type (i.e., limestone, granite, gneiss, etc.), which in turn was classified based on the suitability of the bedrock for use as crushed stone. Unconsolidated materials were classified according to relative age, with the older, more weathered materials being defined as less suitable for use as aggregate than younger materials. As a spin-off from the Front Range Project, the techniques developed for analyzing the Front Range geology have been modified and expanded to include all of Colorado and New Mexico. More detailed digital aggregate maps (1:24,000 scale) are being prepared in collaboration with the Colorado Geological Survey (CGS). Maps from the CGS "Atlas of Sand, Gravel and Quarry Aggregate Resources, Colorado Front Range Counties" show the distribution of potential resources of sand and gravel and provide general information about the physical properties of the resources. These maps are being digitized and merged into a single Geographic Information System (GIS) data base. In addition, the project is adding more specific information to the maps about deposit thickness, volume, and quality. This additional information is being obtained through field-characterization studies and modeling activities. The GIs data base can be displayed and queried using off-the-shelf software such as ArcInfo?, ArcView?, and Map Professional?. In addition, the USGS is developing a decision-support system to assist users in analyzing various land-use options on resource availability.

"It is well known that tunnelling involves a high degree of risk. Conventional risk management only evaluates risks and chooses mitigation measures before the start of a project. However, mitigation measures also introduce risks, which are ignored in the conventional risk control process when choosing different measures. The Multiphase Risk Management Method (MRMM) takes the risk of mitigation measures and dynamic risk control into consideration. This paper introduces this new method and provides a flow chart for better understanding. A case study of the MRMM is given based on Ningbo Metro Line 3, the first quasi rectangle shield tunnel in China. INTRODUCTION Tunnelling itself is generally complex and involves a high degree of uncertainty (Huang, 2006; Thompson and Thompson, 2006). In recent years, several metro tunnel projects in China have been involved in accidents (Wang, 2006; Gong and Zhang, 2012).As a result, Chinese tunnel engineers are paying more and more attention to risk management in tunnel projects (Xiao-lin and Ping et al., 2009; Zhong and Jia et al., 2014), and scholars around the world have put forward many management processes. Existing risk management mainly focuses on a particular stage of a tunneling project. Tunnel engineers or other project parties usually carry out risk assessment and set up schemes or choose mitigation measures before a project begins. The risk from this initial risk assessment may be defined as the initial risk (Bai and Dai et al., 2013). This kind of managing process has been widely used for its simplicity and comprehensibility. However, this static theory cannot properly reveal the dynamic character of the risk during tunnelling. In addition, to reduce the risk from unacceptable level to acceptable level also calls for optimum measures. Therefore, the multiphase risk management method was proposed (Bai and Dai et al., 2013). The purpose of this paper is to introduce and develop the MRMM, and to provide a brief flow chart to illustrate the risk management process based on it. Finally, an example of the first quasi rectangle shield tunnel in China in Ningbo Metro Line 3 is illustrated. It analyzes the initial and secondary risk and sets up a risk control system."

INTRODUCTION The Control Problem The need for automatic control in flotation plants stems from frequent and randomly occurring disturbances to the feed slurry. Typical disturbances occur in the solids feedrate, the slurry percent sol ids, and the mineralogy and flotability of the gangue and valuable minerals. In plants where semi -autogenous grinding mills (SAG) are used, feedrate changes are very large and changes in feed percent solids of 1m or more are common. Mineralogy changes between valuable minerals are common, as are changes in the host gangue rock. As these changes occur, the operator can attempt to compensate for them by making adjustments to the flotation cell levels, the dosage rates of the collectors and frothers, the pH, and in some cases the aeration rate of the cells. This problem is sometimes complicated by the fact that different sections of the flotation plant will be processing different ore types at the same time. Potential Savings with Control Flotation control brings about savings or plant improvements in two areas; the first is in improved metallurgy and the second is in reagent savings. Improved metallurgy includes increases in the average plant recovery and achieves target concentrate grade level s more consistently. Average recovery increases between 1.0 and 5.0 percentage points have been widely reported (Paakkinen, 1979; Sutherland, 1984). Reagent savings of up to 40 percent have also been reported (Hales, 1985). VARIABLES OF IMPORTANCE Control led, Manipulated, and Disturbance Variables The initial step in the analysis of the flotation control problem is identification of important variables which can affect the efficiency of separation. The efficiency of separation is represented by a group of controlled variables which can quantify the performance of a flotation circuit. This group includes variables such as grade, recovery, tonnage through- put, and circulating loads. The efficiency of separation of a flotation circuit may generally be defined by a grade recovery map, where each point on this map re- presents a set of operating conditions (see Figure 1). However, the combination of operating conditions must be set to operate close to the economic optimum. INTRODUCTION Application Measurement of rock deformation is essential to stability and behavioral monitoring of underground openings. The difficulties of obtaining adequate sample distribution, density, and orientation can frequently be overcome by the use of single and multiple position borehole extensometers. In its simplest form, a borehole extensometer consists of an instrument head, usually anchored in the collar of a borehole, and a number of in-hole anchors, each of which is fixed in place at a known distance from the collar. As rock adjacent to the borehole deforms, the component parallel to the borehole direction causes a distance change between adjacent in-hole anchors, as well as a distance change between individual anchors and the instrument head. These changes are measured by means of a mechanical link (usually wire or rod) extending to the instrument head from each anchor. The resulting data can be used to compute the distribution, magnitude, rate, and acceleration of deformation in the material intersected by the extensometer&apos;s borehole. Wire Vs. Rod Extensometers Since the early 1960s myriad varieties of borehole extensometers have become available through the combination of various special features of two basic instruments, the wire and rod versions of borehole extensometers. Recent publications have recommended shallow depth limitations for wire extensometers, and favor rod extensometers for a broad range of borehole inclinations and depths. There are three main reasons for using a deep wire system: its cost effectiveness; the fact that tremendous depth means tremendous rod weight which will cause the rod to buckle or rub against the borehole or casing wall; and users&apos; attitude and proper understanding of how to install and apply a wire-type extensometer. Here experience plays a big role. Over the years, many have learned the hard way that untensioned rod extensometers are simple and inherently inexpensive, but limited to vertical up holes where sensitivity is not influenced by friction between the rod elements and the borehole wall or protective conduit, the inertia of the rod elements, or the direction of the movement to be measured. In deep, horizontal, or inclined holes, and in instances where compressive as well as tensile strains or displacements are anticipated, tensioned rod or wire systems are preferred. System Components Borehole extensometers are made up of at least the following five principal components: the instrument head; the collar anchor assembly; the downhole system of anchors and rods or wires; the signal cable if the head is equipped for electronic readout; and the readout apparatus, whether mechanical or electronic. These components are shown in Fig. 1. Borehole Requirements Most extensometers are designed for installation in nominal 75 to 57-mm (3.0 to 2.25-in.) diam drill holes. Either a diamond drill or a percussion drill hole is satisfactory, provided the variation in drill-hole diameter is within the tolerance of the standard anchor design. The basic system may be modified for other hole diameters by changing the dimensions of the collar anchor and downhole anchor assemblies. Some instrument heads and collar anchor assemblies require enlarged borehole collars, though usually not over 150 mm (6 in.) for a depth of 1 m (3 ft). It is desirable, although not essential, that holes be free-draining. Holes must be clean and free of debris before installation. Depth/Orientation of Extensometer Boreholes Extensometers are designed to measure axial strain components in the instrumented drill hole. As the drill hole is axially deformed, the distances between individual downhole anchors and the instrument head change, as do the distances between adjacent anchors. The distance changes measured by a multiple position borehole extensometer, for example, are reduced to functions of time, hole depth, anchor position, or other parameters of significance in terms of the structure under investigation.

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau&apos;s responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau&apos;s mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman&apos;s appointment as acting director, he has spent considerable time on the road explaining his agency&apos;s redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau&apos;s 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau&apos;s history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency&apos;s eventual demise. We felt the Bureau&apos;s mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow&apos;s technologic advances. Don&apos;t confuse us with policymakers, we&apos;re not. But we are policy analysts; we&apos;re scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I&apos;m biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. In your estimation, how vulnerable is the US to foreign mineral suppliers? Let me make a distinction between dependency and vulnerability. The

INTRODUCTION Radon, thoron and their airborne daughter products may result in a significant biological hazard when they are concentrated in enclosed places such as mines, houses and caves. High concentrations of radon and its particulate daughter have long, been known to be a causative agent for lung cancer to uranium miner: (Archer 1973). More recently increasing concern has been expressed on the possible health hazards associated with long term exposures over large population groups to low levels of radon daughters (Cohen 1980, Stranden 1980). Due to its peculiar geological features, Italy has various natural environments where the content of uranium and thorium in the soil may increase underground radioactivity. The presence in Italy of many underground waters rich in radon may be considered a further important source of radon in underground mines. A preliminary survey of the radon and radon daughter air concentrations in italian underground mines was started in 1971 (Bottino 1973). Furthermore many studies (Sciocchetti 1978, Sciocchetti 1980, Clemente 1980) have been performed during the last ten year to characterize the natural radiation environment in Italy. It has been also demonstrated that 21OPb/21OPo skeletal burden in spa workers and non-uranium miners can be heavily increased by the exposure (short or/and prolonged) to high levels of radon daughter air concentration (Clemente 1980). All these studies have been of great help to put in the right prospective the radiation hazards linked to the underground working activity in non-uranium italian mines. Two main actions have been prosecuted from 1971 until today in order to evaluate in greater detail such radiation hazards and then, when needed, to obtain their reduction to levels which may be considered acceptable. The two actions may schematically described as the following: - Measurement of the radon and daughter (and thoron and daughter when needed) concentrations in most of the italian non-uranium mines. The assessment of the radiation hazards linked to both the annual average lung exposure and the 210 Pb - 210 Po annual average dose to the skeleton is then performed for each considered mine by taking into account the main parameters characteristic of the mine. - Set up of a national regulatory recommendation on the permissible limits for the radiation exposure of workers due to underground mining activity. Such recommendation have been established in 1978 and have been designed in order to implement a national radiation protection practice during the underground mining activity. In this paper a summary description of the results obtained during the execution of these two actions will be given. MATERIAL AND METHODS Measurement of Radon, Thoron and their Daughter Products The excution of the planned survey requires the availability of specific techniques and instruments for measuring the different parameters characterizing the radon, thoron and their daughter exposure in mines. A reference laboratory was set up for the development and the standardization of the measurement procedures. Measurements of radon, thoron and daughter concentrations are performed by various methods: instanteneous or grab sampling methods and continuous read out monitors. The radon concentration is usually measured by a modified version of the two filter method. Mine air is drawn into a polyethylene bag and the sample is there after injected into a two filter tube; after sampling the exit filter is counted by the alpha spectrometric technique. The measurements is completed in a total time of less than 25 minutes at a sensitivity level as low as 3.7 Bq/m3 for a tube volume of 15 1. The measurement of radon and thoron daughter concentration and of the relevant potential alpha energy concentration is performed by means of a portable spectrometric apparatus which was developed at our laboratory (Sciocchetti 1981). The device allows multiple operating modes: instantaneous or brief sampling period and automatic cycles; computer data processing is then provided. Prior to 1971, there were several clinical trials to evaluate programs for early detection of lung cancer. Among these, the Philadelphia Pulmonary Neoplasm Research Project,(3) the Veterans Administration Study published by Lilienfeld,(7) and the controlled trial of the Kaiser Foundation Health Plan showed an overall five year survival rate of 8% for newly detected cases (the same as the national statistic for unscreened patients). In 1971, the National Cancer Institute initiated three randomized, controlled mortality studies using lung cancer screening of persons at high risk (male smokers over 45 years old). The studies are being conducted at the Johns Hopkins University Hospital, the Mayo Clinic, and the Memorial Sloan-Kettering Cancer Center. The studies have slightly different designs in the combination of sputum cytology and chest x-rays. At the Mayo Clinic the study group is offered screening with sputum cytology and chest x-rays every four months, whereas the control group is advised to have an x-ray and cytology every year. No reminders are sent, and it is believed that only about 20% of the control group is screened. At Johns Hopkins and Memorial, both experimental and control groups are offered annual chest x-rays. The experimental group is additionally offered sputum cytology every four months.(5) At present all of the programs show that screening can detect cancers that are undetectible by other means. However, at this time mortality rates in the control and experimental groups are not significantly different in any of the three studies. OUR PROGRAM Our clinic is located in Grants, New Mexico and we provide most of the pre-employment physical examinations for the mines operating in the Grants area (Kerr McGee Nuclear, Homestake Mining, United Nuclear, Western Nuclear, and Ranchers). In the examinations, we obtain the previous mining history of the worker, a chest x-ray, a sample of sputum for cytological examination, and a blood sample. We also provide routine annual physical examinations of the workers, with special interest in the detection of bronchogenic carcinoma. In the early seventies, we did not have a definite surveillance program. We did not know whether we should have a program like the one started at Memorial or like the one started at the Mayo Clinic. After long consideration, we decided to have a program that does not demand a sputum cytology and chest x-ray every four months, but that allows as many chest x-rays and sputum cytologies as needed to diagnose lung cancer as early as possible. We believe that, if a screening method for cancer is to be optimally effective, it must detect the process at stages early enough for curative therapy. We order a test depending on the age of the miner, the race, the mining history, the smoking history, the radiation exposure levels, and the results of the previous chest x-ray and sputum cytology. With the help of the computer, we have a list of all the miners who should be watched closely because of age, race, mining history, smoking history, radiation exposure, etc. Examination of the miners is performed at our clinic, where all the records are kept. The sputum is collected there but examined in Grand Junction, Colorado, by Dr. Geno Saccomanno. There are two ways to collect sputum. The best way is to collect three consecutive morning samples. For this, we need the cooperation of the miners. They have to follow these instructions and mail the bottle containing the sample to Grand Junction. "Instructions for obtaining a good cough specimen" The enclosed plastic bottle contains a preservative solution, so do not empty out the liquid in it. When you go to bed, place the plastic bottle at your bedside where it will be handy in the morning. When you first get up in the morning (before breakfast) try to cough up some "phlegm" from deep in your chest, and spit it into the liquid in the bottle. Try coughing several times. If you have difficulty coughing, try inhaling deeply the steam from a teakettle (or home-type inhalator). Keep the amount of saliva (ordinary spit) that you put into the bottle along with the cough specimen as small as possible. Do not collect the "phlegm" or mucous that comes from the back of your nose. Put the cap back on the bottle, and shake it vigorously for two minutes. If the amount of material you have coughed up is quite small, then keep the bottle at your bedside for three or four days, and each morning try to add another cough specimen. After obtaining your cough specimen, repack the bottle in the mailing container, and attach the enclosed mailing label. It does not require any postage stamps. Unfortunately, some miners "forget" to mail the sample and end up with an incomplete physical examination. To avoid this some companies, like Homestake, request that we obtain the sample in our clinic by forcing cough and expectorant with a nebulizer machine. This method does not give as good a sputum sample as the previous one, but we do get a sputum sample for every miner. The policies of different companies, in regard to annual physical examinations are different. All
