The Surface Mining Control and Reclamation Act of 1977 (SMCRA) requires under-ground coal mine operations to prevent "material damage" to renewable resource lands caused by subsidence. However, what constitutes material damage is not defined. This paper discusses the applicable criteria for agricultural lands, forests and grazing lands, surface water bodies, and ground water aquifers. Although data on the subject are limited, an attempt is made to present quantitative guidelines to distinguish between moderate and severe damage due to subsidence.

An insufficient hydrologic data base exists for most large and small coal basins in Alaska owing to the lack of need in the past to collect data. The runoff process is insufficiently understood which is complicated by specifically northern phenomenon, and the lack of understanding of hydrologic relationships in permafrost environment. This paper presents an understanding of the hydrologic effects of frozen ground and presents methods by which the influence of surface mining upon the hydrologic balance can be analyzed.

Chemical dewatering aids for mineral slurries generally fall into two classes: surfactants and flocculants, which can be used separately or together. The NMBGMR is slowly converting historical data into a relational database using Microsoft Access 97. The purpose of this database is to provide data on districts, mines, and mills in New Mexico to government agencies, public organizations, industry, and citizens to make informed decisions about resource development, resource management, water supplies, environmental impacts, hazard assessment, and waste disposal. Once the data are entered into the database with locations, the data can easily be converted to GIS format for displaying as different map layers.

Although manganese is a metallic element and is widely dispersed in nature, it never occurs except as a compound in combi¬nation with other elements. Use of such compounds in the production of glass is known to have occurred in early Egypt. The dioxide of manganese was considered a compound of iron until 1774 when C.W. Schule first recognized it as an element. In the same year, a Swedish mining engineer, J.G. Gahn, became the first to isolate manganese. In 1856 development of the Bessemer process of steelmaking gave economic importance to manganese, and later, in 1882 Robert Hadfield discovered the benefits of high manganese steels. GEOLOGY Physical Properties Elemental manganese is a silver-gray metal, resembling iron but harder and more brittle and used primarily in alloys (both ferrous and non-ferrous) and a wide variety of chemical compounds. Some of the physical properties of manganese include: melting point¬1 245°C; boiling point-2 150°C; density at 20°C-7.43 g/cm3; specific heat at 25.2°C-O.115 cal/g; latent heat of fusion-63.7 cal/g; hardness on Mohs scale-5.0; linear coefficient of thermal expansion from 0 to 100°C-22 x 10-6. Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are pre¬dominantly manganese to those having only minor percentages of manganese. Distribution of Deposits Manganese ore deposits are found worldwide and were formed in various geological environments, but only a rather limited num¬ber of deposits have high grade manganese ore in sufficient quan¬tities to be mined and utilized economically on an industrial scale. It is worth noting the fact that almost all of the significant deposits can be classified into two types of deposits: marine chemical sed¬imentary deposits, and residual (secondary) enrichment deposits. There are, however, a much larger number of geological types but these are not of commercial significance at this time. Sedimentary deposits are the most common and are usually stratiform or lenticular. Manganese minerals were formed by a chemical process during the deposition of marine sediments. They usually contain manganese oxides and carbonate minerals, some¬times interbedded together or with other sedimentary rocks such as limestone or shale. Examples of this type of deposit are the Russian ore bodies of Nikopol and Tchiatoura, as well as the Kalahari deposits in South Africa and deposits of Groote Elyandt in Aus¬tralia. Residual deposits were formed in a different way: by alteration of existing manganese deposits or by concentration of the manga¬nese minerals when other minerals were washed away by weath¬ering or ground water processes. The Nsuta deposit in Ghana, the Amapa deposit in Brazil, the Moanda deposit in Gabon, and nodules in the residual clays of the US Southern Appalachians are examples of this type of geological process. In the case of the Ghana and the Amapa deposits, this is only true for the outer layers of the deposit containing oxide minerals, the inner part being comprised of car¬bonate minerals including manganese carbonate, probably from marine origin. Some sedimentary and residual-type deposits have been metamorphosed, giving rise to small high grade ore bodies. These deposits are regionally metamorphosed, occurring in mar¬bles, slates, quartzites, schists, and gneisses. Some of these deposits, such as the Franklin, NJ, deposit are rich enough to be commercial without secondary enrichment; however, most of the exploitable deposits have been secondarily enriched. Due to the diversity and complexity of manganese deposits, both with respect to deposition and chemistry, a wide range of impurities are almost invariably present in the ores. Table 1 shows that the reserves (i.e., a measured resource that can be economically and legally extracted) are estimated at 814 x 106 tons of contained Mn, which equates to more than a 100 year supply at the current level of production. The reserve base is made up of the marginally economic reserves and sub-economic re¬sources and are some 4.5 times greater than the proven reserves. Also apparent from study of Table I is the fact that some 75% of manganese reserves are found in two countries, the USSR and South Africa. On the other hand, North America (i.e., the United States and Canada) have few significant deposits. One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

Discussion by S. Serata and K. Fuenkajorn Background Results of the above study in the August 1991 issue of Mining Engineering offer valuable lessons in the solution of cutter-roof problems. The original study plan was initiated by the discussion authors to solve the problems using the "stress control method" of mining (Serata 1976, 1982; Serata, Carr and Martin, 1984; Serata and Gardner, 1986; Serata, Gardner and Preston, 1986; Serata, Gardnerand Shrinivasan, 1986; Serata and Kikuchi, 1986; Serata, Preston and Galagoda, 1987) However, the plan and the planner were changed to the arrangement reported in the paper. The change was considered reasonable at the time due to the mine engineers' uncertainties about the stress control method. Consequently, the basic principle of the study was shifted from the original stress control method to the method described in the paper, which will be called the "yield pillar method" for the purposes of this discussion. The paper convinces the reader that the yield pillar method fails to solve the cutter-roof problems. This doesn't mean that the stress control method also fails. Actually the contrary is true, as discussed below. Limitation of the yield pillar method The paper illustrates clearly how poorly the yield pillar method performs in solving the problem. The reason for this failure is the lack of the protective stress envelope needed to stabilize the cutter roof. Unfortunately, the protective envelope cannot be formed properly without utilizing the stress control method of mining. Changing the pillar size does not make much difference in the roof stability. Stress measurement The key issue is how to form the global stress envelope to make the gate entries safe for production. Therefore, measuring the stress condition of the ground around the mine opening is critically important to solving the cutter-roof problem, regardless of the method applied. With regard to the stress measurement, there is a serious question as to the reported stress state of [6 i = -51.7 MPa (-7499 psi), G2 = -44.5 MPa (-6458 psi) and 63 = -30.8 MPa (-4465 psi)]. It is mechanically impossible to have such a stress state at any location in the mine ground since the known initial vertical stress [o,,] is less than or equal to 800 psi. There may be a large stress state in the [61] direction, but that is possible only at the expense of the [63] value. Having the above stress tensors in the mine is simply impossible. The questionable, reported stress values could be attributed to the application of the overcoring method, which tends to produce erroneously large stress values in the extremely nonelastic mine ground. Stress control method The paper should be considered as a major contribution demonstrating the limitation of the yield pillar method. At the same time, the paper does not disprove the stress control method. However, in comparing the paper with stress control studies conducted in other similar failing grounds, the stress control method appears to be able to solve the problem more effectively. Therefore it is advisable that the mine not give up its efforts to solve the problem. INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner's time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. Errors greater than 30 seconds are considered to be essentially non-existent since we assume that the

The objective of this chapter is to discuss the interrelationship between industrial minerals and chemical manufacturing. It is intended to supplement rather than duplicate the commodity chapters. Particular emphasis is given to the pertinent chemical element and to market factors. Condensing this broad subject into a few pages of this handbook permits treating only the most important elements derived from industrial minerals. Hydrocarbons, which quantitatively dominate as raw materials for the chemical industry, are omitted, as are the metallic elements and the minerals covered in other "use" chapters such as phosphorous, potassium, and nitrogen for fertilizers, and titanium dioxide for pigments. The remaining six elements of major importance are: boron, bromine, chlorine, fluorine, sodium, and sulfur. These elements are treated individually under separate headings. [Table 1] affords an overview of the main industrial minerals, the chemical products derived from them, and end uses of the products. Salt brines have particular importance as raw material sources for the chemical industry. Table 2 is a chart of the chemical compounds derived from four types of brines: (1) Owens Lake-type brines, which are sources of boron and sodium compounds; (2) Midland-type brines, from which bromine, iodine, and chlorides of calcium, magnesium, potassium, and sodium are derived; (3) Searles Lake-type brines, yielding boron, bromine, lithium, magnesium, potassium, and sodium compounds; and (4) Silver Peak- type brines, produced mainly for lithium. MARKET ATTRIBUTES Some of the important market traits common to industrial minerals used by the chemical industry are: 1. They are international commodities, such as fluorspar and sulfur, which largely move to foreign consumers. 2. Grade, and freedom from deleterious elements are important factors affecting their usability in chemical processes. An example is salt (NaCl) used in electrolysis where ultrapure evaporated salt is required to meet rigid specifications. 3. Purified products take on the characteristics of specialty items and command a distinctly higher price than the basic commodity from which they are derived. 4. In practically all cases, chemical users require some sort of cleaning or beneficiation of the naturally-occurring mineral to bring it to specification, and individual specifications may vary from user to user for essentially the same use. 5. In some instances it is necessary to strike a balance between what the vendor can supply and what the buyer requires, with the result that specifications have to be eased to afford the needed materials in marginal cases. 6. Because they tend to be bulk commodities, low cost for handling and transportation are important and such costs may limit the area from which a chemical user can draw his supply. 7. Shipments are usually in bulk and frequently in multiple-car, full-trainload or full-shipload lots to reduce transport costs, which in turn may require large terminal investment facilities. 8. Purchases are generally by contract of one year or longer term, with spot buying playing only a minor role. 9. Contract prices are usually fixed in short term commitments, but may vary according to assay, with premiums and penalties for content above or below the norm; however, general practice is for specifications to be fixed in the contract with minimums being set for the desired material and maximums for undesired elements. In longer term contracts, prices are often escalated on labor, fuel, and other vendor processing costs. 10. Suppliers of individual commodities to the chemical industry tend to be limited in number and are generally medium- to large-size producers that supply a few major consumers. 11. The bulk of the mineral volume is for basic chemical uses, sulfur suppliers to sulfuric acid producers and fluorspar for hydrofluoric acid producers being typical examples. These basic chemical products then are used for the production of other products. 12. Shortage of a supply of adequate quality leads consumers to seek substitutes. In the case of fluorspar, much work is being done on recovery of fluorine from phosphate rock. Success in the form of fluorosilicic acid and/or hydrofluoric acid production could, in time, affect the hydrofluoric acid chemical industry. 13. Markets tend to be characterized by cycles of shortage followed by oversupply, with attendant wide price fluctuations. 14. Baniers to trade can have an adverse effect on the necessary movement of industrial minerals used by the chemical industry in international trade. Antidumping laws, quotas, and tariffs can disrupt or dislocate normal markets. 15. Chemical industry consumers may back-integrate for security of supply or for favorable economics, sometimes by joint ownership and often with experienced mining partners.

A nano-scale investigation has been carried out by applying an AFM (atomic force microscope) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it contacts the solutions of the collectors, suggesting that all these collectors can effectively adsorb on bastnaesite. Increasing temperature can help increase the adsorption of oleic acid on bastnaesite. FTIR (Fourier transform infrared) results also show that all these collectors adsorb strongly on bastnaesite with a strong absorbance spectra being detected, which confirms with the results obtained with AFM imaging analysis. In general, hydroxamic acid collector (HA and SHA) adsorbs on bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite. INTRODUCTION Rare earth metals, which are very important to modern industry, are generally extracted from numerous rare earth minerals. In practice, however, the actual extraction of rare earth is mainly from bastnaesite, monazite and xenotime. The Mountain Pass mine is one of the largest rare earth mine in the world, at which the main rare earth mineral is bastnaesite. In the past years, froth flotation has been applied to the beneficiation of Mountain Pass ore. In practice, the rare earth ore is usually crushed, milled and further separated from calcite, barite and other gangue minerals by froth flotation, in which the rare earth oxide-bearing minerals stick to aerated bubbles in the pulp and float to the surface, leaving the gangue at the bottom of the flotation cell and disposed of as tailings.(Bulatovic, 2010) In spite of the fact that froth flotation has been applied to treat the bastnaesite ore at the Mountain Pass mine, the rare earth oxide (REO) recovery is still low,(Anderson, 2015) especially compared to the one obtained with sulfide flotation. For example, the typical recovery obtained at the Mountain Pass mine was only about 70%. This may be due to the low selectivity of the collector (oleic acid). In addition, to enhance the flotation selectivity, the pulp in the mine circuit has to be heated up to 70 to 90°C and it involves a lot of energy consumption. Last but not the least, a lot of depressants have to be added to improve the selectivity of flotation process. Therefore, it is critical to re-examine the existing flotation process at the Mountain Pass mine and seek any chance of improvement. (Anderson, 2015)

"The Regional Connector Transit Corridor is a 1.9 mile long light rail transit project in downtown Los Angeles, California. The project includes approximately 4,930 feet of twin bored tunnels together with a mined crossover cavern, 3 deep stations, and other cut-and-cover structures. The bored tunnels will be excavated using an earth pressure balance tunnel boring machine through Fernando Formation (extremely weak to weak rock) and alluvium. The tunneling will be performed in close proximity to a large number of existing structures, including the existing Metro Red Line tunnels with as little as 6 feet of separation. Thus, the evaluations of the tunneling effect on these structures and the instrumentation and monitoring program is an essential part of the project design. This paper provides a very brief overview of the considerations and evaluations of the tunneling effects on the existing structures and results of evaluation obtained during the final design stage of the project. INTRODUCTION The proposed Regional Connector Transit Corridor (RCTC) project provides a 1.9 mile-long connection between the Metro Gold Line from Pasadena and East Los Angeles; and the Metro Blue Line to Long Beach and the Expo Line to Culver City. The alignment is shown in Figure 1. The Regional Connector will provide new tracks through downtown Los Angeles. The project will extend underground from the Metro Blue, Expo, Red, and Purple Lines’ 7th Street/Metro Center Station following Flower Street, curving northeast to the north of 3rd Street under the 2nd Street Tunnel. The alignment will then continue eastward under 2nd Street, turning northeast to cross under the intersection of 1st and Alameda Streets, then splitting into two branches above the ground surface, one branch extending north along Alameda Street and the other extending east along 1st Street. The project elements include 3 deep stations, a SEM cavern, segments of TBM bored tunnels, and cut-and-cover guideway structures. The bored tunnels have an excavated diameter of 20.3 feet. The subsurface conditions along the tunnel alignment generally consist of artificial fill overlaying finer-grained alluvium (dominantly medium dense to dense sandy soils), underlain by coarser-grained alluvium (a wide variety of medium dense to dense sandy and gravely soils). Below the coarser-grained alluvium is Fernando Formation, which is characterized as extremely weak to very weak sedimentary bedrock. A long stretch of the alignment will be excavated in this formation. The soil layers above the Fernando Formation are of variable thickness and spatial distribution. The geologic profile is shown in Figure 2."

"INTRODUCTION Typical grinding electrification requirements are defined by high power, constant torque and slow speed. Dual pinion mills also include a need for tight tolerances in torque between the two motors, to avoid overloading any single motor. Standard induction (asynchronous) motors have often been used but only in combination with mechanical gearboxes (reducers), required to reduce process speed to the correct level for mill pinions. The gearbox introduces added system complexity, capital cost, maintenance and energy cost due to mechanical losses. SYNCHRONOUS AND ASYNCHRONOUS MOTORS Elimination of the gearbox requires a motor designed to operate at a very low speed (rpm). Traditionally, mill motor requirements were best served by synchronous motors. The benefits of synchronous motors include- • Higher Efficiency (no conductor losses in rotor) • Very high power at low speed • Flexible Power factor (leading or lagging) • Constant speed (not load dependent) • More accurate speed control Synchronous motor cost is higher due to construction complexity, need for exciter and excitation panel, brushes, brush lifters. Figure 1 represents the equivalent circuit for a synchronous motor.Asynchronous motors, also known as squirrel cage induction motors, are singly excited, per Figure 2, the resulting equivalency circuit is less complex and only in need of a single voltage source.Commonly, a DC voltage supply is connected to the rotor (both physically and electrically) via brushes. The DC voltage enables the production of flux in a single direction. The brushes are connected to rings. The slip rings encircle the rotor but are insulated from the rotor. The slip rings are connected to a rotor winding known as a field winding. On large motors, brushless exciters are often used. A brushless exciter is a small AC generator whose field circuits are mounted on the stator and armature circuits are mounted on the rotor shaft. The exciter generator’s 3-phase output is rectified to DC by a 3-phase rectifier (mounted on the shaft) and fed into the main DC field circuit. It is possible to adjust the field current on the main machine by controlling the small DC field current of the exciter generator (located on the stator). [1] Brushless synchronous motors are often preferred over the traditional brush design but introduce additional complexity to motor construction in the form of additional windings and rectifiers comprising the excitation circuit. It stands to reason that because of the additional complexity, a synchronous motor will be higher in cost than an equally rated asynchronous induction machine."

The Office of Coal Research Program has been outlined in our Annual Report for a number of years and reported on by various members of the OCR staff as well as by our contractors. The program is national in scope and is intended to develop new and improved uses for our Nation's coal resources and to maintain coal in a favorable economic position, vis-a-vis, the other energy forms. A program has been developed that includes conversion of coal to gas, gasoline and other petroleum-type products, and to electricity. These projects are only one facet of the OCR program albeit an important one. In many of the conversion projects we have underway, original development work has been done with bituminous and sub-bituminous coal. It is the intention of this paper to present a general outline as to how lignite might fit into one or more of these projects as a raw material. Our national lignite reserves are vast in scope and this has been recognized in the OCR program by development of a project specifically for lignite and by including lignite as a test raw material in many other projects. Project Lignite is intended to develop the Cop Acceptor Process for conversion of lignite to a high B.t.u. gas. In this effort we have included the design, construction, and operation of a lignite gasification plant at Rapid City, South Dakota. The work is being conducted by the Consolidation Coal Company and is an outgrowth of their laboratory development of this process. The first portion of our effort included a detailed economic study of a somewhat arbitrary grouping of States designated Market Area A that could be expected to use gas manufactured in a lignite gasification plant. The area included the Dakotas, Minnesota, Nebraska, and Iowa. This geographical area could readily be served if a process could be developed for converting North Dakota's lignite reserves, estimated at 351 billion tons, to high B.t.u. gas. Our study showed that Market Area A had a potential commercial- industrial market of one trillion cubic feet of gas a year. To meet this demand, we believe that part of the load can be obtained from commercial lignite-to-gas plants. At the time of our original study, we concluded that gas could be delivered to the city gate in Market Area A at about 45¢. As a result of price escalation in the interim, our estimate today might be slightly higher, but not significantly so, since some parts of the process appear better today than they did at the time of the original projection.

A public awareness of and commitment to abate pollution of water, air, and soil continues to stimulate demand for industrial minerals and rocks capable of neutralizing strong and weak acids. The role of acid neutralizing agents is 1) to treat acidified water and soil until the desired pH is attained and 2) to remove acid-forming compounds from industrial processes to mitigate the formation of acidic discharges. Environmental applications for these agents include: acid rain mitigation, neutralization and prevention of acidic industrial process discharges, and treatment of acid mine drainage and coal refuse. Desulfurization of industrial flue gases involves removal of sulfate compounds capable of combining with hydrogen to form acids. Details of flue gas desulfurization are covered in the previous chapter on Flue Gas Desulfurization. Ideally, the neutralization of acids results in an upward adjustment of effluent pH 7, or neutrality. The final pH value for many acid treated wastes, especially industrial discharge streams, is commonly over neutralized to pH 8.5 to 9.5. The Clean Water Act sets the upper discharge limit at pH 9. ACID NEUTRALIZATION REAGENTS Acid neutralization is accomplished by adding alkali metal and alkaline earth metal compounds to acidic water or soil until the desired pH is attained. The commonly used alkali ions are calcium (Ca), magnesium (Mg), sodium (Na), and potassium (K). Sodium hydroxide, high calcium and dolomitic hydrate, high calcium and dolomitic lime (quicklime), high calcium and dolomitic limestone, soda ash, and magnesium oxide are the compounds most commonly applied to raise the pH of acidic waters or soils. Limestone and dolomitic limestone, which are calcium and magnesium carbonates, and their equivalent oxides and hydrates formed by calcination, are the industrial materials most commonly used in the manufacture of reagents for acid neutralization. Approximately 327 kt of high calcium and dolomitic lime were consumed for acid neutralization purposes in 1988. Magnesite and brucite are industrial minerals that compete with dolomitic limestone for the magnesium-oxide market. Production of caustic calcined magnesia for neutralization purposes exceeded 6 kt in 1990. Soda ash is an industrial mineral gaining increased acceptance in the neutralization of acid waste discharges. Approximately 182 kt of soda ash were consumed in 1990 for acid waste treatment or acid prevention by flue gas desulfurization. Other mineral products either consumed in minor quantities or receiving attention as future neutralizing agents include zeolite and hectorite. In some cases, waste products have been found to be suitable and cost effective for neutralization of acids. Common wastes gaining acceptance include basic slag, phosphate mining refuse, cement kiln dust, fly ash, and mine tailings.

INTRODUCTION The past decade has witnessed a literal explosion in formal modeling of energy systems and markets. This rapid development was stimulated primarily by policy issues arising from the energy price shocks of 1973- 1974 and 1979- 1980. The suddenness of this interest is illustrated by comparing the current and earlier editions of Mineral Economics. The third edition, published in 1976, includes an addendum to the section of projection and forecasting methods because, Since the foregoing chapter was written, major events in petroleum have caused an explosion in formal modeling efforts in the energy field.a In contrast, this fourth edition includes the present chapter on energy modeling, and a separate chapter on nonfuel minerals modeling. The considerable interest in formal energy models is based on the complexity of the system, in particular the interaction between technical and engineering data and designs, and economic behavior of energy producers and users. Energy is a vital component in the economic and social well-being of nations, and must increasingly be explicitly considered in developing economic growth and welfare policies. Energy models can contribute to policy development and analysis, both by improved understanding of the energy system, and of the interaction between energy markets and the economy, and as an explicit means of analyzing and comparing the implications of alternative policy actions. At their best, formal models can clarify and illuminate policy options. In this chapter we will survey the objectives, methods, and potential contributions and limitations of energy system modeling. Section 2 considers the objectives, scope, and approaches to energy system and market modeling. Methodological approaches are then discussed more formally in section 3. Our approach is to intro- duce each model type and method via relatively simple generic models, illustrating their use by a selective review of the applications literature. Section 4 shifts the focus from modeling methods to procedures for model evaluation and improving model credibility especially in policy research and analysis. We conclude with some brief remarks on directions and opportunities for future modeling research. ENERGY MODELS: OBJECTIVES, SCOPE AND APPROACHES The concept of a model usually evokes an image of a complex, computerized system of mathematical or econometric equations providing detailed information concerning the operation of the process being modeled. In fact. models may be simple or complex, formal or mental, depending upon the purposes for which the model is intended. "Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

Comments The venerable straight-line equation Y = Bx + A is again being rediscovered, but this time by economists, mining engineers and geologists. Two economists, William Sharpe and Harry Markowitz, from the University of Chicago and Stanford University, respectively, won the 1990 Noble Prize in economics by showing that the price of individual stocks can be related to the Dow Jones industrial average (DJIA) using the straight-line equation. According to Bill Chidester, Investment Analyst, Scientific Investment, Sharpe and Markowitz strongly emphasized the role of the beta (B) value while considering the alpha (A) value to be "pretty unimportant." Chidester claims that alpha is the "mystery" value that causes individual stocks to behave independently of popular stock-market indices, such as the DJIA. For many years, mining engineers and geologists have routinely called alpha the "nugget" or surprise element in geostatistical analyses in which a designated distance (x-axis) is related to the variance of the grade (y-axis). Because the influence of the independent variable (distance) over the dependent variable (grade variance) is ideal when alpha is equal to zero, any increase in alpha represents a loosening of influence or control within the relationship. This can be good news or bad news - good news if you are an economist sorting out off-trend stocks and bad news if you are a mining engineer trying to predict sulfur in a coal seam. With many mining trends, such as those involving the relationship of distance to the variance of grade, a mathematical relationship can be formed. In geostatistical analysis, the point where a mathematical trend ends is known as the sill. If the difference between the variance of grade at the sill and at alpha can be determined, then an estimate of the relative control for a given distance can be obtained by comparing the sill value to alpha. The extent to which alpha approaches the value of the sill provides an indication of independence or loss of trend. The alpha concept may find application with distance, time or fluid problems. The point of change can be either a change in trend or the trend limit. However, even without a clearly defined point of change or trend limit, increasing alpha values always infer loss of trend. Alpha analysis should be regarded as a valuable tool when sorting out many sets of mining data. The application of this user-friendly concept to reserves, material transport, fluid flow and other areas has been, and will continue to be, the basis of many important past and future developments in mining and geology.
