The MSHA Technical Support, Roof Control Division's primary evaluation tool for coal pillar designs is the Analysis of Coal Pillar Stability (ACPS) program. However, ACPS is limited to evaluating interactions between two seams at a time, which is not ideal for complex multiple- seam scenarios. Further, it does not recognize the influence of strata properties in the interburden and cannot be used to evaluate individual pillars. We apply the Rocscience RS2 two-dimensional finite element program as a complement to ACPS. Complex multiple-seam scenarios can be characterized by a modified pillar stability factor where the ACPS single-seam development pillar stability factor is multiplied by the ratio of average single-seam development stress to the stress in the critical pillar at the multiple-seam stage, using the values of o as predicted by RS2. Several series of test examples involving two-seam analyses with isolated remnants, gob-solid boundaries, and high extraction areas of varying width were used to calibrate simulated gob properties such that the ACPS+RS2 method generated results that matched a traditional ACPS Stability Factor to within 13%. As high-extraction areas become wider and deeper, progressively stiffer gob is simulated by increasing the Young's Modulus property in RS2. After achieving calibration with the test series, three examples of complex multiple-seam scenarios were evaluated, using reasonable properties for strata types and thicknesses based on core log data. Resulting modified stability factors are reasonably close to those predicted by ACPS, although affected by units of sandstone in the interburden and gob shadows superimposed on remnant structures. This tends to show that even in complex multiple-seam conditions, applying ACPS to the worst-case interaction should usually result in an acceptable pillar design.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

Bulk sampling is define' as the ?process of extracting a small fraction of material from a large bulk ...sufficiently representative ...for the intended purpose.? (ref. 1). Today's pressing need for simple, effective and reliable sampling systems is intensified by the growing demand for quality control as a means to cope with inflation, competition and rapidly increasing consumption of raw materials. Much has been written on bulk sampling (ref. 2 thru 9). It involves a wide range of subjects cutting across the domains of physics, chemistry, geology, mining, materials handling and processing, as well as probability and statistics. Since the problem itself is complex, any in-depth treatment cannot avoid a somewhat lengthy coverage. Of all of the related topics. Arbitrary, haphazard studies, on the other hand, can leave out important details and obscure or confuse the issue.

The pressure system of ventilation with large diameter bore holes has been very effective in the ventilation of two gaseous mines, the Olga No. 1 and No. 2 Mines in McDowell County, West Virginia. The No. 4 Pocahontas Coal Seam on the Olga property lies 580 feet below the valleys. The seam is very gaseous as well as dry and dusty, which makes good ventilation all the more essential. Irregular and often extensive areas of the coal seam have been replaced with impervious shales and sandstones in "Fault" or "Want" areas. The replacement materials have sealed the methane in the coal seam and thus increased the quantity of gas that must be handled as mining is done. Often the No. 5 Pocahontas Seam comes down to meet the No. 4 Seam at the Faults and considerable methane is sometimes released from the upper seam. The factors mentioned, together with the irregular and unpredictable lateral shape' of the faults, result in long narrow stringers of coal that are very gaseous and difficult to mine. So far as the Olga Coal Company is concerned, the most effective ventilation under the conditions outlined has been the use of large diameter bore holes with a pressure ventilation system. The ventilation of a mine can be accomplished in two fundamental ways. The mine atmosphere maybe reduced below atmospheric pressure by an exhaust fan; or it may be raised above atmospheric pressure by a pressure fan. In either case, the coursing of the air is so planned as to have the haulage and traveling ways on intake air. While the majority of the coal mines in the United States, no doubt, use the exhaust system of ventilation, there are several advantages of the pressure system which are extremely beneficial.

IBC Advanced Technologies, Inc. has developed ligands, ?amed SuperLig®, which have specific applications in the gold mdustry. These ligands use molecular recognition technology (MRT). One ligand has been developed to selectively recover gold and silver from tailings solutions and from pregnant Merrill-Crowe solutions. Another ligand removes free cyanide, _ th10cyanate, other cyanide species, as well as copper and other base metal cyanide complexes from leached gold-ore solutions. The development of these "species selective'' SuperLig® prod­ucts allows for the more efficient operation of gold recovery processes and opens up the possibility of the economic devel­opment of high-copper gold ores. The resulting gold eluate is a high grade and a high purity stream which will simplify the need for further refming. Engineered systems based on MRT consist of a few unit operations utilizing standard equipment and mate­rials of construction. The process is simple to operate, thereby lending itself to automated modular design, which is both eco­nomic to manufacture and to operate. Test results for the gold and cyanide-copper systems are presented in order to demonstrate the high selectivity and effi­ciency of MRT technology in recovering these species from solution. . IBC Advanced Technologies, Inc. (IBC) and Fluor Daniel, Inc. formed a strategic alliance in late 1994. The goal of the alliance is to combine IBC's scientific expertise in the MRT field with Fluor Daniel's engineering capabilities in the metal­lurgical industry. Igarape Bahia Mine, which is currently the largest gold producer in Brazil, belongs to Companhia Vale do Rio Doce - CVRD and is situated 250 miles south of Belem, state of Para, Brazil. It came into operation in 1992 with the startup of the CIP plant, fed with high grade ore, presently at 3.4gAu/t. The ore is totally oxidized, containing extremely fine particles of free gold. The ore is soft and low cyanide consumer, with a maximum work index of 12kwh/sht. In 1993 a Heap Leaching Plant was set into operation, handling low grade ore of · 1.s g Ault. The Heap Leaching Plant has undergone two major expansions. In 1994 its capacity was raised from lMtpy to 2,2Mtpy and in 1998, with a thorough remodeling of crushing operations, it was raised again to 3.5Mtpy. The CIP plant, which was originally designed with a capacity for l. lMtpy of ore, was expanded to a 2.2Mtpy capacity in 1994. Presently, the CIP plant accounts for most of Igarape Bahia's total gold output, with approximately 220,000oz per year. Igarape Bahia's annual output is around 360.000 oz. Over the last three years, work has been intensified to improve performance of both processes, aiming at maximizing productivity of the two industrial plants. Reduced costs and increased revenues have been given a special emphasis in the unified improvement program. Cost · reduction has involved developing methodologies to rationalize consumption of materials and inputs, while increased productivity has been given top priority as a means of generating increasing revenues. Thus, all of the improvement and development efforts have had a common goal: to increase operating income.

Man is a short time resident of the planet Earth. He does not have the memory to fully comprehend just what is going on. His span of knowledge can be related to the life of the world to see that this is the case. A museum at Grand Canyon features a geologic clock that compresses Earth's age of 4.5 billion years into 24 hours. Man's estimation of the earth's age has changed radically in the past half century. In 1930, one prominent geologist asserted that the age of the Earth was ". . . at least 600 million years." Later, physicists used radioactive clocks to conclude that the Earth's age was 1.6 billion years. More recently, geologists have found rocks in northwestern Australia estimated to have formed 4.5 billion years ago. As we learn more about what is underfoot, the estimate of Earth's age might change again. The Grand Canyon's 24 hour clock shows that the dinosaurs were the dominant life form for 165 million years. Then an event occurred that wiped them out about 65 million years ago. The prevailing theory is that an asteroid struck the Earth and generated enough dust to wipe out the vegetation upon which most dinosaurs fed. During Earth's existence, there have been at least 12 such mass extinctions - the worldwide disappearance of diverse animal groups. On a planet that has been around for 4.5 billion years and that may continue to exist for another 4.5 billion, it seems reasonable to expect that further mass extinction's will occur. According the Grand Canyon's 24hour clock, the 165 million year reign of the dinosaurs amounted to about five minutes. On that 24 hour clock, the world has been dinosaur free for almost two minutes.

The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write: "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accumulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common.

Introduction Pegasus Gold's Montana Tunnels mine is a large surface gold, silver, lead, and zinc mine located 37 km (23 miles) south of Helena in southwestern Montana. Milling operations commenced in late March 1987. The concentrator achieved full production in May that year after undergo¬ing several modifications and improvements. Production for 1988 is projected to be 2.48 t ,80,000 oz) of gold, 34.2 t (1.1 million oz) of silver, along with 8.5 kt (9400 st) of lead, and 22.6 kt (25,000 st) of zinc from lead and zinc concentrates. Mill throughput currently averages 11.7 kt/d (12,900 stpd), compared to the origi¬nally designed capacity of 11.3 kt/d (12,500 stpd). Cash production costs, net of bypro¬duct revenues for the third quarter 1988, were below $3.20/g ($100 per oz). The introduction of ore to the concen¬trator marked the culmination of 12 years ex¬ploration, evaluation, and development. Initial milling operations encountered diffi¬culties with the circuit as designed. As a result, several modifications and improve¬ments were made to the plant. This article is intended to assist other companies developing projects of this type and complexity. It discusses the mine's de¬velopment from feasibility and construction through start-up. The operation, as it exists today, is reviewed including the modifica¬tions and improvements made since start-up. History The mine is situated in Jefferson County, MT within the historic Corbin-Wickes min¬ing district. Underground mining began in 1864 and flourished until the early 1900s. Between 1864 and 1900 the vein deposits in the district produced about $41 million dol¬lars worth of lead and silver ores containing subordinate amounts of zinc, copper, and gold. At various times, three smelters were operated in the area.

INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km (4.4 miles) of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Shank-Ohbayashi has two of the tunnelling contracts on this initial phase: A-171 and A-146. Contract A-171, the Wilshire/Alvarado Line, involves tunnel construction beneath 7th Street from the 7th/Flower Station to the Wilshire/Alvarado Station. The project consists of the excavation and lining of 3000 m (9900 ft) of twin-bore, 6.7 m (22 ft) excavated diameter, 5.5 m (18 ft) finished diameter subway tunnels. Contract A-146, the 5th/Hill to 7th/Flower Tunnels, comprises 1220 m (4000 L.F.) of twin-bore tunnel identical in cross section to the tunnels in Contract A-171. The majority of the excavation on Contract A-171 is beneath city streets in a weak siltstone/claystone bedrock with cover varying between 10 m and 25 m (32 ft and 82 ft) to the street surface. Approaching the 7th/Flower Station some fine-grained alluvium is encountered. The tunnels on both contracts are excavated with an open face digger equipped shield. On Contract A-146 the tunnel alignment is a 305 m radius curve of approximately 550 m (1800 L.F.) length underneath several multi-storied buildings of various construction. Excavation is still ongoing on Contract A-146. The contractor's choice for initial tunnel support on both contracts is a system of precast concrete segments similar to what the contractor had used on 7 miles of tunnel in Phoenix, Arizona, for the Arizona Department of Highways.

Good afternoon, fellow members of the international mining community. I appreciate the opportunity to participate in this special three-day, international gathering, and to join with you in honoring one of my very good friends, Doug Fuerstenau. It couldn't be more fitting to have this kind of event to mark Doug's 60th birthday. You know, in addition to his faculty position at the University of California in Berkeley, Doug is a member of the Board of Directors of our Homestake Mining Company. So it is a double pleasure for me to help pay tribute to one of the outstanding academicians of the mining industry as well as a man with whom I work closely in running Homestake. I have been asked to talk about "The Future of Precious Metals," but I will concentrate my remarks on gold. Since the theme of this Symposium is "Challenges in Mineral Processing," what I'm going to talk about is a challenge that relates especially to a major problem faced by those of us who process ores to recover gold. I noted that in the Scope of this Symposium, it stated: "the mineral industry is currently facing many challenges to improve the economics, operating efficiencies and environmental concerns of the mineral processing system." I couldn't agree more with that statement. I think that a need exists for us to address this situation as it involves gold. And who better to consider this than the worldwide leaders of mineral processing research here assembled. I start with the premise that we need a new method for cyanide use or a chemical to replace sodium cyanide entirely. INTRODUCTION Located on the Colorado River on the Nevada-Arizona border about 56 km (35 miles) southeast of Las Vegas, Nevada, Hoover Dam is a gravity arch dam 221 m (726') high for electric power generation and water supply. The head waters of the dam form a large reservoir, Lake Mead. The dam is equipped with two emergency spillways, one in the Nevada abutment and one in the Arizona abutment. Both spillways which are concrete lined and 15.25 m (50') in diameter, were intended for use only if Lake Mead is full and incoming flow of the Colorado River exceeds the discharge capacity of the turbines and regular bypass conduits. In the spring of 1984, a combination of rain and unusually rapid snow melt required the opening of the spillways for only the second time in the 50 year history of the dam. As in the previous use in 1942, the massive discharge of water through the tunnels resulted in severe damage to the concrete Linings of both tunnels. This damage is the result of cavitation which occurs as the discharge water flows at very high velocities over minor irregularities in the concrete lining. The U.S. Bureau of Reclamation has long been aware of the cavitation effect which occurs during these high volume discharges and has been studying solutions. One solution to the problem is to induce air bubbles into the flowing water to eliminate the vacuum associated with cavitation. This solution had been implemented at Yellowtail, Flaming Gorge, Blue Mesa, and Glen Canyon dams by constructing an aeration slot in the inclined portion of their spillway tunnels. Since the spillways of Hoover Dam were already in need of repair, the BUREC decided to construct similar facilities in each of the two 15.25 m (50') diameter spillways coincidental with the other repairs required.

The Afton copper-gold mine is located in the southern interior of British Columbia, 16 km (10 miles) west of Kamloops and 257 km (160 miles) northeast of Vancouver. 'An aerial view of the property in 1976 is shown in Fig. 1. The Afton copper-gold ore body [27 Mt (30 million tons)] of open pit ore with a grade of 1.0% copper, 0.46 g/t (0.01 6 oz per ton) gold, and 4.1 g/t (0.12 oz per ton) silver, occurs within the Triassic Iron Mask pluton adjacent to its faulted contact with Tertiary rocks. The geological setting of the Afton ore body is described by Carr and Reed (1976). Rocks of the Paleozoic, Mesozoic, and Cenozoic eras outcrop in the vicinity of Kamloops, but the unit with the greatest economic significance is the Upper Triassic Nicola volcanic group and its subvolcanic dioritic intrusion, the Iron Mask pluton. The Afton ore body occurs at the northwesternextremity of the Iron Mask pluton immediately south of a deep graben structure that developed in post-Triassic time (Coast Mountains orogeny) and which was the focus of vigorous sedimentation and volcansim in Tertiary times. The Iron Mask pluton is a lenticular composite intrusion approximately 14.5 km (9 miles) in length in a northwesterly direction. The petrography of the Iron Mask pluton ranges from picrite and serpentinite to latite porphyry. Outcrops of individual petrographic units are generally elongate in a northwesterly direction parallel to the axis of the pluton. The Iron Mask pluton represents the moderately slowly cooled core of an oceanic fissure volcano which built up an island flanked by shallow-water sediments including reef knolls and which, during its later stages, intruded its own volcanic pile.

The increased emphasis on environmental protection, together with the exorbitant costs, or in many urban areas the complete unavailability of surface space, has resulted in a burgeoning demand for greater use of underground space. More and more, those considering new or expanded facilities are looking toward the possibility of utilizing underground space for communications installations, for transportation of people, industrial products, water, sewage and energy, and for industrial installations. Happily, this growing demand for use of underground space is accompanied by fast forward strides looking toward more efficient underground excavation techniques. The tunnel boring machine is already here and where ground conditions are suitable for its use it can greatly reduce the cost of underground excavations, savings of one-third or more often being realized. Research is underway involving excavation by use of laser beams, jetting, vibrations, improvement of tunnel boring machines to make possible the excavation of harder rock, and other advanced techniques. The Engineering Foundation estimated in 1973 that tunneling costs can be reduced as much as 30 percent by rapid excavation methods which are expected to be developed through ongoing research programs in the next few years. Your American Society of Civil Engineers reported in 1973 that $60 billion per year, or 15 percent of the gross national product, could be saved if facilities required to support life were located in the subsurface. Studies looking toward improved contracting practices are going on under the sponsorship of the National Academy of Sciences, and Mr. Al Mathews who is heading this program will address you during this session on the status of this project. I myself am a member of Mr. Mathews' study group and, considering the human element involved, it is too early to make predictions as to what can be accomplished in the way of savings in costs of

This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. Starting up a fan or modifying its setting point either by rotational speed variations or blade angle changes, obviously results in new ventilation conditions in the network, which is, of course, the object of the operation. However, since transient phenomena may then occur, particularly in complex networks, there may be a need to simulate these situations prior to any action. This is all the more true, if we are dealing with a multiple interactive fan sys- tem. Simulations with a transient model have shown that the flow in certain airways could be temporarily reversed due to the pres- sure variations that reach both its ends with a different time lag. This phenomenon may cause dangerous situations to occur in cases of fire or outburst of methane. It is also true that the air flow could be reversed in secondary and less powerful fans, while still rotating in the normal direction. The study and the experimental investigation of the extension of the reverse flow characteristic is therefore justified from two points of view : • a numerical simulation model for transient flow conditions must be capable of handling temporary reversed flows, and thus have appropriate fan characteristic curves available over the entire operating domain; • while operating fans, reversed flows should be avoided or at least reduced. Therefore, the design of start-up procedures or real time control algorithms should take these phenomena into account. A particular interesting application is the operating of two fans in parallel. In order to investigate experimentally the characteristic curves of a fan under reversed flow conditions a small scale model was built. This facility was designed in such a manner that it was possible to carry out experiments concerning flow reversions and to try out sequential start-up procedures for two fans in parallel.

Freeport Minerals Co.'s Ertsberg East underground operation typifies the cliche that all the "easy" ore deposits have already been found. Despite its location, in a remote Indonesian rain forest, and the effort and expense required to develop the ore body, the mine was developed on schedule, under budget, and with minimal disruption of the adjacent open-pit mining operation. Development of the Ertsberg East copper, gold, and silver ore body took less than two years after exploration drilling and feasibility studies were completed. In addition, the project came in well under its targeted budget of $101.5 million. Initial block caving and underground ore production took place last year. About 3 kt/d of Ertsberg's total 8.6 kt/d ore production is currently mined underground. This will increase to 5.4 kt/d by year's end. Underground operations will eventually account for all of Ertsberg's production, as the open-pit ore body is depleted. Freeport Minerals is currently studying the possibility of increasing total Ertsberg East production tonnage to 10.5 kt/d by 1983. The equipment, work practices, and development methods at Ertsberg East (Gunung Bijih Timur or "GBT"), while typical of other block caving mines, were modified for rapid mine development and maximum ore recovery. Located in the Irian Jaya province, "Gunung Bijih" is the Indonesian expression for the Dutch "Ertsberg" that in English means "ore mountain." "Timur" means "east" and relates to the fact that the new underground ore body lies about 1 km east of the open pit. The area surrounding GBT is mountainous, with peaks from 4.2-5 km. The underground mine adit and surface plant are located at a 3.6-km elevation. The mine, 4° south of the equator, gets 5.1 m/a of rain, but has an average daily temperature of only 13°C because of the mine's elevation.

It is often alleged by mine ventilation engineers that no reliable method exists to forecast the levels of radiation to be encountered in future uranium mines. It results that the design of uranium mine ventilation systems is based on factors other than radiological hazards, such as radon and radon daughter concentrations, for which permissible limits are set. Ventilation has been used to date as the main control mechanism for radon and radon daughters. Although it has become increasingly difficult to provide enough ventilating air to reduce the radon gas and its daughter products to safe levels in some mining arrangements, it is not the object of this paper to discuss alternatives to ventilation. This paper will describe a methodology followed by the authors over the years to estimate the levels of radiation to be encountered in underground and open pit uranium mines. Ventilating air is used to maintain working level concentrations within safe limits. The sources of radon and radon daughters and the quantities of each which will be produced, will be of great value in planning and designing a ventilation system to control them. This information can afterwards be integrated into the overall mine design. The methodology to be outlined can also be used to estimate, given a mine design format, the radiation levels to be encountered. If levels are not acceptable, modifications in the mine design can be made at an early stage. The emphasis is placed on an integrated effort where the ventilation engineers and the mine design engineers work in close collaboration from the very start of the mining project. Estimation of radon and radon daughter levels can be initiated as soon as core samples are obtained from the exploration programmes.

14.1 INTRODUCTION From the time the last recoverable gold is extracted from ore on a heap leach, the ore - now spent ore - changes from being the resource, indeed the raison d'etre of the operator, to a potential liability. The spent ore contains process chemicals and constituents leached from the ore both in the interstitial pore water in the heap and on the surfaces of spent ore. If these chemical species were released to the environment, it could have a potential impact on the quality of both surface water and groundwater resources. Accordingly, the spent ore must be left in a condition where it does not present a potential environmental liability. This can be accomplished either on a decommissioned pad or, if the heap leach is operated as a load/unload scheme, in a waste facility. In general, the residual cyanide level in the spent ore is the perceived controlling factor when determining whether the leached material is suitable for abandonment. Regulatory authorities set permit conditions for heap leach abandonment in terms of residual cyanide levels, for example, Smith and Struhsacker (1987). This chapter discusses cyanide degradation and methods for detoxifying a heap leach in order to meet regulatory limits/permit conditions for abandonment. Cyanide degradation and detoxification by "natural" processes are described initially, based on the chemistry and geochemistry discussed in Chapter 13. This leads to a review of chemical treatment processes for detoxification of spent ore. The advantages and apparent disadvantages are then appraised. 14.2 NATURAL DEGRADATION AND DETOXIFICATION For the purposes of discussion, "natural" detoxification processes can be divided into two alternatives: • Passive abandonment (the so-called "do nothing" option); and • Water In the first alternative, the spent ore is merely left on the leach pad to age; the second alternative involves the flushing of the spent ore with water.

INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).
