3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator's point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. 'The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

INTRODUCTION In Canada, radium-226 is removed from uranium mining and milling effluents by the addition of barium chloride to precipitate barium-radium sulphate. Large settling ponds are provided to effect solid-liquid separation. However, the barium-radium sulphate precipitate [(Ba,Ra)S04] is a fine, slow-settling crystalline solid which is not easily removed by simple sedimentation systems. Consequently, settling pond effluents may contain appreciable quantities of particulate or suspended radium-226, depending upon the specific pond system and/or the time of year considered. Also, current technology is expected to be incompatible with ultimate disposal goals since safe recovery of the barium-radium sulphate sludge from the settling ponds may be difficult to achieve (IAEA, 1976). Under the auspices of Environment Canada, a Government-Industry Mining Task Force established a Radioactivity Sub-Group in 1974 to assist in the development of effluent regulations and guidelines for the uranium mining industry. Among the recommendations of the Sub-Group was the need to seek more effective methods of radium removal, including development of physical--chemical treatment systems as an alternative to settling ponds. In response to the Sub-Group recommendations, a bench scale feasibility study began in March 1976 at the Wastewater Technology Centre (WTC) of Environment Canada. The bench scale work was expanded and accelerated in 1977 with financial assistance provided by the Atomic Energy Control Board. The results of this study indicated that coagulation and flocculation of the (Ba,Ra)S04 precipitate greatly increased settling rates (Wilkinson and Cohen, 1977). Subsequently, a research program with a larger scope was initiated in January 1978; this program is jointly managed and funded by government and industry as indicated in Table 1. The principal goal of the Joint Government-Industry Program is the development of a physical-chemical process to reduce the radium-226 content of uranium mining and milling effluents. The following effluent radium-226 activities were established as targets for the program: 0.37 Bq/L (10 pCi/L) as total radium-226; 0.11 Bq/L (3 pCi/L) as dissolved radium-226. The nature of water and clay in carbonate rocks is currently being investigated at Rensselaer Polytechnic Institute by various thermal and sorption techniques. Two basic concepts 'led to the present research. (1) To explain the expansion and contraction on wetting and drying of some unsound argillaceous carbonate rocks, it was postulated that the pore space around each clay particle is such that when water is sorbed by the clay, force is exerted against the pore walls. (2) The clays in expansive rocks are rejected from the growing dolomite crystals during their growth, and form a more or less connected network, thereby becoming "wettable," or available to water. New quantitative cold differential-thermal-analysis (electrocalorimetric) equipment was designed and constructed to check the "limited space" and "wettable clay" concepts and to determine the thermal nature of the transition of water to ice in rocks. This DTA equipment can detect the release of heat in freezing of less than 0.001 per cent water in a rock. Twenty-three rock cores (nine sound and fourteen unsound) and 4 procelain cylinders for standards were studied. In the nine sound rocks and in all the procelain cylinders, the rapid freezing of from 50 to 100 per cent of the water was readily detectable after 7 to 10° C of supercooling. No further freezing could be detected to -20° C. However, in eleven of the fourteen unsound rocks, no freezing was detected to as low as -40° C; in the other three, less than 50 per cent of the water froze. As a check of the DTA measurements, adsorption isotherms were determined for all materials. Calculations of theoretical freezing points for sorbed water again demonstrated that the least sound rocks had the most nonfreezable water. "Frost" sensitivity in these carbonate rocks is, therefore, probably not the result of the force of expansion of water to ice. The disruptive force is believed to result from expansion of sorbed, ordered water on clay surfaces. The relationship between the unfilled rock pores after 24-hour water saturation and the water sorbed at 85 per cent humidity at 30° C (i.e., the theoretical nonfreezable water delineates the sound and unsound carbonate rocks.

INTRODUCTION Tunneling machines were introduced into civil con¬struction in the 1800s, but their practical applications were not realized fully until the 1950s. As of 1977, tunneling machines were being used on most tunneling projects of substantial size. As in civil construction, the mining applications of tunneling machines have included long drives such as tunneling for long ore-body develop¬ment drifts, long haulage tunnels, longwall access drifts, and long crosscut developments. Tunneling machines ranging from 1.75-m (5.7-ft) to more than I1.0-m (36-ft) diam are available from several manufacturers; machines for mining applications generally have ranged between 1.75 and 6.0-m (5.7¬and 20.0-ft) diam. Tunneling machines usually operate at or near horizontal grades and are supported by a rail-haulage backup system. However, declines and inclines have been made using alternative backup equip¬ment. Either circular or shaped tunnels may be bored, depending upon the particular equipment used. Using tunneling machines to bore openings through rock offers several advantages over the use of the drilling and blasting technique. These advantages include a rapid advance, continuous operation, uniformity of the opening size, smooth walls, and safe working conditions. Compared to drilling and blasting, boring reduces the disturbance of adjacent rock, thereby reducing the ground-support requirements and the exposure to water inflows. The smooth walls provide natural arching and present minimum resistance to the flow of air. A tunneling machine should be considered a spe¬cialized mining tool that is well-suited to certain mining applications. Properly applied and sustained, a tunnel¬ing machine contributes to realizing substantial econo¬mies in the development of underground mines. All costs herein are expressed in 1977 US dollars, unless otherwise noted. The mention of trade names and manufacturers is not intended to imply an endorse¬ment of any specific equipment. TYPES OF TUNNELING MACHINES As listed in Table 1, five principal types of tunneling machines were being manufactured in 1977. Each type of machine offers a special solution to a specific mining problem. Although each of these types of machines is described herein, most of this chapter is devoted to the full-face rotary rock-tunneling machine that has demon¬strated the greatest production in both civil construction and mining applications. Full-Face Rotary Rock-Tunneling Machines As shown in Fig. 1, a full-face rotary rock-tunneling machine consists of a rotating head that is fitted with rock-cutting tools and is forced into the tunnel face. This head is supported by a bearing on a structural support member that, in turn, is held in place by a hydraulically positioned wall-gripping mechanism. Both torque and thrust are reacted from the cutterhead, through the structural support and gripper mechanism, and to the tunnel wall. The rock cuttings fall to the invert at the tunnel face, and they are removed by means of cutterhead buckets or scoops that transfer the cuttings to a conveyor belt. After advancing the cutter¬head through a preset boring stroke, the tunneling machine is advanced by hydraulically pulling the gripper mechanism in from the tunnel walls, stroking forward, and resetting the gripper to the new forward position on the wall; the machine then is set for the next advance stroke. Full-face machines cut only circular openings. Ma¬chines with diameters as small as 1.8 m (6 ft) and as large as 6.1 m (20 ft) have been used in mining applica¬tions, excavating rock with unconfined compressive strengths in excess of 276 000 kPa (40,000 psi). Although special machines have been designed to turn on a radius of 30 m (100 ft) in both horizontal and vertical directions, the conveyors and backup sup¬port equipment generally limit tunneling machines to turns with a radius of more than 60 m (200 ft). The full-face rotary rock-tunneling machines have provided the fastest and most reliable production of any mining method or machine. These machines can be equipped to place any of a variety of ground-support systems, and they can be provided as "open" machines, as shown in Fig. 1, or as "shielded" machines, as shown in Fig. 2. The open machines have the advantage of allowing the ground to be supported as near to the tunnel face as possible. The shielded machines have been designed principally to allow placing precast con¬crete segments. The shielded machines completely pro¬tect the equipment and personnel at the heading, but they are economically limited to permanent long-life haulageways where full lining is required. Partial-Face Rotary Rock-Tunneling Machines As shown in Fig. 3, the partial-face rotary tunneling machine is equipped with a cutterhead that rotates slowly at about 0.21 rad/s (2.0 rpm). The single-disk cutterhead produces the tunnel section shown in Fig. 4 by means of an oscillating motion. These machines work on the undercutting principle, and they are avail¬able in spring-line dimensional increments of 0.1 m (0.32 ft) from 1.5 to 2.1 m (5.0 to 7.0 ft); the vertical dimensions are 2.4 to 3.2 m (8.0 to 10.5 ft), respec¬tively. Depending upon the tunnel width, the cutterhead disk may be fitted with from 8 to 16 drag-bit cutters. Penetration is achieved by means of hydraulic rams that force the tungsten-carbide bits into the rock mass. The operation is cyclic, with cutting occurring only on the upstroke. On the downstroke, the rotating cutter¬head draws the fallen muck from the invert into the panzer-type conveyor for rearward transfer. This feature allows time to either reposition ore cars or to exit the tunnel with muck trains while the machine is cutting, as shown in Fig. 5. INTRODUCTION The process of mining removes valuable and eco¬nomically recoverable minerals from the earth. In the case of hard-rock mining, this process involves breaking and removing ore, while leaving the waste rock or host rock as intact as possible. Prior to mining, ground stresses exist in the ore and the host rock as a result of weight and tectonic forces; for the purposes of this chapter, the ore is considered to support the host rock on both the hanging and footwall sides. Two basic phenomena accompany mining. First, the hanging walls and footwalls tend to move together as the ore is removed. Second, high stress gradients de¬velop in the rock periphery of the opening; the magni¬tudes of the stress gradients vary widely, depending upon the local geometry and conditions. At various times, mining methods have used square¬set timbers, waste-rock backfill, alluvial sand fill, and tailings backfill materials, with or without cement, to replace the loss of support caused by the removal of the ore. Cut-and-fill mining has evolved to use hydraulically placed tailings for the backfill. In the stope, this fill provides massive support to the walls, thereby reducing stresses in the back. It also provides a floor from which men and machines can work to drill and blast, to haul ore, and to scale and bolt the back. In many cases, the addition of cement provides a competent free-standing wall when the fill is exposed during mining of adjacent stopes or during pillar recovery operations. In most cases, the use of fill does not eliminate standard tem¬porary or local roof control measures such as roof bolts and wire mesh. Fill Characteristics It is important that backfill used for ground support be of maximum stiffness in relation to wall closure. The stiffness of the fill is related to its placement bulk density or void ratio. In the case of cemented tailings, this is enhanced by the cement bonds. During stope closure, individual fill particles experience rotation and crushing at point contacts, but they are subject to little relative translation. The stiffness approaches infinity as the void ratio approaches zero, until the ground forces reach equilibrium, and closure stops. The gradation of particle sizes and minimal segregation resulting from good hy¬draulic placement both contribute to a high degree of early stiffness in the closure history of classified tailings backfill. This also implies that the fill should be resistant to creeping under high static loads. All mines experience shock loading situations such as blasting, and many mines experience rock bursts that can apply sudden and very high loads to the fill. Certain conditions of void ratio, particle size, and moisture con¬tent can result in mass fluidization of unconsolidated fill during such shock loading. Two key factors in avoid¬ing fluid behavior are the provision of a well-drained fill through desliming or classification and the achievement of a small degree of consolidation through the addition of cement in ratios as lean as 40 to 1 (2.4% cement). The acceptance of classified mill tailings as backfill material has been enhanced by its relative economy, including its source, preparation, delivery, and stope distribution. Transportation from the backfill prepara¬tion plant on the surface into the stope usually can be accomplished with low power consumption, with low labor costs, with few capital costs, and at high tonnage rates. An additional benefit is a reduction of the storage volume required for surface disposal of the tailings stream, with a resultant improvement in the environ¬ment. The costs of placing cemented tailings backfill generally range from $1.65 to $6.61/t ($1.50 to $6.00 per st) of fill depending upon the cement ratio used. Scope This chapter examines a major backfill program at a mine and mill complex where the backfill facilities are included as a part of the original planning. The backfill preparation plant is intended to make maximum use of remote controls and automation. The logistics asso¬ciated with material storage, handling, and metering in the plant are outlined. Important considerations in specifying equipment for typical service conditions are discussed. The fill delivery system is described, includ¬ing the boreholes, level lines, and stope distribution lines. Stope preparations for fill confinement and drain¬age are described, as are the techniques of placement and distribution. Methods of controlling and directing the flow of drainage water and slimes are presented, along with the facilities and equipment for clarification, pumping, and sludge removal. As shown in Fig. 1, the fill program encompasses most aspects of the mining and refining facilities, so the discussion is brief in each area. The preparation of backfill of a uniform and con¬trollable quality is presented here as a material handling problem. The balance of the presentation concentrates on the logic of the system, the costs where meaningful (in 1977 US $ unless otherwise specified), and some operating "tricks" that have contributed to system per¬formance and reliability. SURFACE PREPARATION PLANT A backfill preparation plant is required on the surface. This plant generates suitable fill material from the stream of mill tailings. Among the functions of the plant are: 1) Slimes are removed to improve the percolation characteristics of the fill; typically, particles finer than 325 mesh are removed from the tailings. 2) Tailings and sand storages are provided so that the steady stream of tailings produced by the mill can be accepted. Provision is made to accommodate the cyclic high-volume demand from the mine. 3) The plant stores the cement and contains meter¬ing and mixing facilities to provide fill of a controllable and uniform quality. 4) The hydraulic backfill delivery system is a part

The concept of "classification is expanded beyond the performance of the classifying equipment to include all aspects of the fines removal system of the grinding circuit. Design and operating parameters which affect fines removal are identified and discussed, and a quantitative index for circuit fines removal effectiveness is defined. The genesis of ore deposits has been tied to plate tectonics through differential petrogenesis in subduction zones. However, many mineral districts, especially in the Basin and Range province of United States and Mexico, appear unrelated to any possible subduction zones or to plate boundaries. It is proposed that the pattern of mineral belts is related to mantle plumes which have been overridden by an advancing continental margin.

A lot of work is in progress to improve copper recovery by leaching-solvent extraction-electrowinning (L-SX-EW). At Outokumpu the focus of attention is on SX equipment development as a result of which a new mixing-settling technology, the Vertical Smooth Flow (VSF) has been introduced. Using helical stirrers in the VSF mixers a more gentle and uniform contacting can be obtained than in the mixing compartments of the low-profile design. The benefits of Outokumpu's new approach are an essential decrease in organic losses and in aqueous in organic entrainments. Separate pumping using a smoothly pre-contacting "Dispersion Overflow Pump" (DOP) is a key feature of the VSF design. The scale-up of this pump as well as the VSF mixers are shown to follow simple mathematical relationships which also have been confirmed by full scale experiments.

A recent development using XRD techniques, a unique fixed detector, specifically permitting full mineralogical information simultaneously for the first time, specially designed sample preparation and presentation system and Rietveld codes provide a continuous real- time analysis on the true contained mineral polymorphic composition of powder streams such as ore materials, cement, ground clinker or any other mineral stream conducive to XRD analysis. There are several COSMA systems currently operating in the US, Canada, Italy and Australia, proving service and reliability of this concept. The mineralogical information generated continuously in real time is used for automated efficiency, product quality and reduces costs. Quantitative Phase Analysis information is transmitted to the plant DCS via Modbus over RS422 or ethernet. Some limited information is stored in the on-board computers for optional future use at the operator?s option.

The control of pH in solvent extraction circuits is an old technique (1,2) but one which has a large potential for future use. The equilibrium position of any reaction which has hydrogen or hydroxide ions, either as products or as reactants, can be controlled by pH adjustment. Several examples of reaction types which are important in solvent extraction systems and which also show a pH dependence are shown in Figure 1. The examples were chosen to show the wide variety of reactions which fit the above criteria, but it is not meant to be a complete listing of all the possible reaction types, Some of the reactions are presented in a simplified form. It is the intent of this paper to discuss pH controlled solvent extraction reactions for some relatively simple systems through more complex ones.

Lithium bearing lepidolites from three deposits in the province of Goias in Brazil were investigated to determine whether there is a correlation between the lithium content of the mineral and the colour of lepidolite and associated tourmaline. Such a correlation can be a useful guide to field geologists for outlining high grade ore zones. It was found that mauve-pink lepidolite associated with pink tourmaline, and brownish lepidolite associated with black tourmaline have high lithium contents, but the colour of lepidolite is not due to lithium. The pink colour of lepidolite and tourmaline is likely to Mn3+, and the brownish tint of lepidolite and black colour of tourmaline to Fe3+. Lepido lites appear to be lithium-rich when the lepidolite and associated tourmaline contain relatively high amounts of Mn3+ and/or-Fe3+.

The block cave mining method utilized by PT Freeport Indonesia (PTFI) generates fines and allows the inflow of water. Both constituents have contributed to unfavorable characteristics: an increase in ore material plasticity and fluidity. Unfavorable material needs to be monitored and managed as it passes from intermediate ore stockpiles through feeders and then to milling operations. We describe an implementation of several Video Data Analytics (VDA) algorithms on smart cameras to quantify the potential fluidity and plasticity by measuring the apparent velocity and agglomeration of material flowing through ore feeders. This approach to VDA on smart cameras is a cost effective, self-contained, solution to identify these unfavorable characteristics. The solution allows the operators to manage the related operational risks, maintain safe production and govern feeder rates when material is unfavorable, which is expected as PTFI proceeds deeper into the underground orebody

This paper deals with the daily work of operating geologists and should be of interest to recent graduates. Working with development and production is quite different from exploration and many of the required skills and techniques must be learned on the job. Try to obtain your first position at a mine where good geological work is being done because it is important that you establish a solid foundation by learning valid techniques. Many do not! Those who desire to work in exploration are well advised to spend the initial two or three years at an operating mine where they will deal daily with an orebody during development and mining. Attempt to understand the controls of ore deposition and be interested in all phases of the operation. Learn something about factors which can adversely affect profitability and you will be a better explorationist.
