A large number of minerals and chemicals (Table 1), some mineral-derived, are used in the treatment of both potable water and domestic sewage waste water and solids (Anon., 1990). In water treatment there are ten principal process uses as shown in Table 2 (Anon., 1990), which also lists the major chemicals in each process. Since lime (calcium oxide, calcium hydroxide, and dolomitic lime) is the largest chemical (by tonnage) used in water treatment, this chapter will deal primarily with this product. Note that it is included in five of the process uses shown in Table 2, and that indirectly it is also used in at least one other category (taste and odor control, where lime is used with potassium permanganate to provide optimum pH condition). POTABLE WATER TREATMENT Water Softening The biggest use for lime in water treatment involves water softening, where it serves to reduce carbonate hardness caused by dissolved bicarbonate and carbonate compounds. Currently there are more than 1000 domestic water softening plants (Table 3) located in most sections of the country, but particularly in Ohio, other midwestern states, Florida, and Texas, where limestone bedrock abounds (Anon., 1990). Among the other uses for lime in water treatment are coagulation, disinfection, and removal of heavy metals due to high pH softening, removal of certain radioactive and organic compounds and fluorides, neutralization of acidic water, removal of silica, particularly with dolomitic lime, and removal of color. Most of the above advantages accompany water softening, although at some plants lime is used specifically for one purpose, such as silica removal with dolomitic lime, minimizing pipeline corrosion by addition of lime to correct an aggressive water, and others. Hardness in water comprises two types - carbonate hardness, caused by dissolved calcium and magnesium carbonates and bi- carbonates, and non-carbonate hardness caused by dissolved non- carbonate salts, particularly calcium sulfate, calcium chloride, magnesium sulfate, and magnesium chloride. Total hardness is the sum of the carbonate hardness and non-carbonate hardness. Waters are classified as soft (0 to 75 mg/L as CaCO,), moderate (75 to 150 mg/L), hard (150 to 300 mg/L), and very hard (above 300 mg/L). Most water plants strive to reduce total hardness to about 100 mg/L, although in recent years the tendency in some cities has been to allow a little higher value in order to reduce both chemical costs and the amount of water softening sludges produced. There are four basic types of softening plants: lime softening, primarily to reduce carbonate hardness; lime-soda softening, for reduction of both types of hardness (in some plants caustic soda is used in place of soda ash, but it is more costly); split lime-zeolite, where a base exchange mineral is employed in place of soda ash (this system also requires salt [sodium chloride] to regenerate the zeolite mineral); and finally zeolite softening, which is generally used in small systems for private houses and small municipalities. Principal disadvantages of the latter system are its relatively high cost and the salt requirement, which introduces considerable quantities of soluble salts into the waste water discharge system.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. Asbestos analysis is conceptually simple. The objective, in most environmental analyses, is to determine the number of asbestos fibers per unit area or volume in a sample. The sample may be a consumer product, an ambient air sample, or a water sample. This determination is complicated by several factors: (1) sample collection and preparation, (2) counting techniques, and (3) operational definitions of asbestos in use. Three different definitions have been used in the study of environmental samples and are summarized in Table 1. The analytical procedure and detail required in the analysis vary with the definition of asbestos. Accordingly, this may be the only type of environmental analysis where the definition of a substance dictates the choice of analytical methods, and the rigor demanded of the analysis. Lead, arsenic, or beryllium are sub- stances having a constant definition and the method of analysis chosen depends on the concentration and precision required. However, the meaning of the term asbestos fiber is dependent on the eye of the beholder. Macroscopically, asbestos has certain physical properties that make it highly useful. Rockforming minerals do not display similar characteristics. Now, the question arises as to how three definitions of asbestos came into being. This is a result of two factors: (1) the definition of asbestos on any scale intrinsically involves the morphology or shape of the material, and (2) the advent of the transmission electron microscope permits detection of asbestos fibers and other mineral fragments in a size range where the physical properties of asbestos such as tensile strength, flexibility, or thermal resistance are difficult, if not impossible, to measure. There is a good deal of controversy about which definition is most appropriate for regulatory purposes because of a lack of appropriate health effects data (Cooper, 1978). Most differences of opinion center on the questions surrounding the following: 11 Morphology-Is a 3:l aspect ratio an appropriate medical or physical lower limit for the definition of an asbestos fiber? 2) Length-Are asbestos fibers shorter than some arbitrary length (5 pm) as hazardous as longer fibers? 3) Mineralogy-Is the mineralogical distinction between asbestos and nonasbestos minerals medically significant? While these questions are directly resolvable only with the biological and health effects data, ultimately such data reflects the ability of analytical procedures to fully characterize the materials used in health effects studies on animal models, and to monitor the exposure to particulates with different physical attributes in the workplace or community (Cooper, 1978). The following sections outline the analytical problems involved in distinguishing the asbestos and nonasbestos varieties of the same mineral; the analytical procedures available for identifying asbestos and measuring its concentration in environmental samples; the ability of these methods to distinguish asbestos fibers from nonasbestos particles; and their precision and reproducibility. Finally, we suggest some future directions in terms of definition and procedure that would greatly improve the quality of such analyses. ASBESTOS VS. The accurate prediction of mine profitability is essential for success in the present minerals market as is the ability to quantify the influence/of variations in revenues and costs on cash flow. A menu based spreadsheet template has been developed to determine annual cash flow, maintain depreciation schedules, and estimate labor and operating expenses. Sensitivity analyses may be conducted to determine the effect of productivity upon mining costs and the effect of selling price escalation upon rate of return. The advantage of this approach is that it can be used by a wide variety of professionals without extensive computer experience.

The Newmont Boddington Orebody (NBO) is a large, diffuse Au/Cu orebody in Western Australias South-West corner with approximately 20Moz Au in current Reserves. The current sulphide Resource is reported after calculation with the non-linear estimation technique Uniform Conditioning to account for the mining selectivity being smaller than the average drillhole spacing. Simulation of Au grade is also run over the entire orebody reviewing risk and uncertainty. There are differences in results from the two methods. These have been investigated and the lessons learned of the influencing parameters and effect of technique alone, are helpful for applications to other orebodies.

Exxon is reclaiming an 80 hectare (200 acre) Wyoming uranium tailings basin (10 Mt) in accordance with U.S. Nuclear Regulatory Commission requirements. The reclamation plan is designed to control the tailings and their radioactive emissions for at least 1000 years. Rigorous modeling and analyses of potential erosion by wind and water were used in planning. The use of riprap was minimized and the need for long term reclamation maintenance was eliminated. The resulting design is similar to erosionally stable regions created by nature. The concepts used in the design and implantation have wider reclamation application.

The goal of most in-plant studies is to identify factors that limit overall plant performance. A major finding from such studies is that interactions between unit operations are always important, usually specific for a particular ore and plant combination, and are one of the limits to plant performance. Computer simulation based on process models developed from in-plant studies is a useful tool for identifying limits to performance and for estimating the effects of proposed changes at both pilot and industrial plant scales. Examples involving interactions between comminution and various separation and agglomeration processes are presented, and directions for future development discussed.

ISL Ventures, Inc. (ISLV) is developing a process for recovering gold and silver from ores using a chloride-hypochlorite lixiviant. The leach solution, composed of water, NaCl and NaOCl, is maintained at a pH of about 7. At this pH most base metals are not leached. This is important for deposits that contain cyanide-soluble copper. An inhibitor can be incorporated to slow the decomposition of the oxidant. This paper reviews the history of development, presents details of the chemistry and indicates the nature of deposits, which we believe to be amenable to production using the process.

Candelaria, a century old mining camp in western Nevada, was famous for its high-grade silver veins. Continuing demand for precious metals resulted in renewed interest in the mining camp and it is now being mined with modern open-pit methods and heap leaching of disseminated silver ore between mined-out veins. The Candelaria operation, in Mineral County, NV, handles 32.7 kt/d of material and was designed, built, and functioning within a year of corporate approval. Occidental Minerals Corp., an Occidental Petroleum Corp. wholly owned subsidiary, is the project's general partner and Congdon and Carey is the only limited partner.

China, India and the United States are expected to remain the leading producing countries, and the United States will continue to be the largest consumer. None of the known substitutes for barium sulfate are expected to impact existing applications. World production in 1995 was 4.41 Mt (4.86 million st), which is about 50% of capacity. Consumption is directly proportional to hydrocarbon well installation activity. Imports are expected to continue to supply more than half of the US requirements.

There is general agreement among those involved in occupational and public health that work-related diseases are under-diagnosed and under-reported. Highmark is particularly well positioned to carry out industry health analysis as it provides medical insurance for approximately three quarters of the insured population of Western Pennsylvania including some of the areas largest employers. The purpose of this study is to gain a more accurate understanding of the mining industry rates of respiratory diseases that maybe occupationally related and identify those inflated respiratory disease and hearing loss rates. Conditions examined included COPD, asthma, and pneumoconiosis.

In the planning stages for a dozen years, the 9.11 mile long Mount Macdonald Tunnel is the focal point of the $600 million dollar Rogers Pass Project. The paper will discuss the construction of the tunnel that is being carried out from both ends. The eastern portion contractor has used a tunnel boring machine to excavate the upper part of the tunnel and at the west end contractor selected the conventional drill and blast method. A ventilation shaft located near the mid point is the main part of a ventilation system unique in the Western Hemisphere.

Subsequent to the determination of an ultimate pit and ore reserves for metallic and nonmetallic deposits, it is necessary to develop the most profitable long-range mining sequence for the deposit. Long-range planning is a dynamic process because product prices and costs change, additional assay and metallurgical data become available, mining technology and operating prices and requirements change. The three case studies included in this subsection present different techniques for dealing with the objectives of long-range planning. To be able to forecast production, profitability, and capital requirements, it is essential to have a long-range mining plan.

The role of calcareous minerals in that area of the environmental improvement program involving the control or elimination of sulfur oxide emissions is discussed, and a new concept in gas scrubbing, rendering possible the use of calcareous rocks more extensively for this purpose, is presented. Calcareous rocks are defined as the more common limestones, consisting essentially of calcium carbonate and magnesium carbonate. The effect of magnesium carbonate on the reaction rate of limestones and lime toward sulfur oxides in aqueous scrubbing systems is pointed out. The relative economics of lime- stone versus lime as aqueous scrubbing reagents for sulfur dioxide are indicated.

Excessive levels of horizontal stresses cause ground fall hazards in underground mines in the Appalachian Basin. At an underground stone mine in Pennsylvania, a modified stress control mine layout is reducing the hazardous conditions associated with excessive horizontal stresses. A microseismic monitoring system is in place to measure levels of rock stability and provide information on the effectiveness of the design technique. The microseismic data is supplemented with frequent and extensive mapping of roof falls and roof rock damage. Findings to date show that the stress control layout provides more stable conditions and thus a safer environment for the mine workers.

Long-term coal mining plans are often based on attainment of an average cost of coal. This is achieved by blending low- and high-cost coal production. Coal that is beyond the economic limit of the reserve is mined in a misguided effort to improve reserve recovery. Long-term contracts should be least cost-based and generate the best net present value from the economic reserve within the context of a rational mine plan. The selected economic reserve should he mined on a low- to high-cost basis to benefit from the time value of money.

The Kemano Power Tunnel is currently being constructed by a joint venture of Atkinson, Kiewit, and Commonwealth. The 5.73 m diameter, 16.1 km long tunnel is part of the Kemano Completion Project in British Columbia, Canada which is being developed by Alcan Smelters and Chemicals Limited. The discussion includes the refurbishment and development of Robbins TBM 189-229 previously used at Calaveras (RETC Proceedings, 1987), the logistics of conducting a tunneling operation in a remote area with adverse weather conditions, in addition to a description of the work and the performance details in the various geological conditions encountered to date.
