24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

INTRODUCTION The first portion of this chapter is concerned primarily with the contamination aspects of fine coal cleaning that include both the solids and water discharged as waste products after coal preparation. Topics include characteristics of the water and solids, changes that occur to both of these phases during use and after impoundment, as well as the impact that these changes have on unit operations and the environment. Attention is also given to the formation of acid mine drainage and treatment options that may facilitate reuse of the water. The second part of the chapter analyzes the problem of air contaminants from coal preparation plants including analysis of air pollutants and control methods. An overview of air quality regulations is also presented; most provisions have little or no applicability to coal preparation plant operation but are presented to provide an understanding of end-user constraints. The final part of the chapter emphasizes the long-range problem of refuse disposal and control. An overview of characterization, maintenance, and control of the refuse area is presented, as well as design guidelines. A brief review of stability analysis procedures is also included. PREPARATION PLANT WATER Characteristics of Makeup Water for Coal Preparation There are few specific rules governing the quality of makeup water used in coal preparation processes.'" It is generally accepted, however, that the solid matter content should be less than 5%. The solids concentration in plant makeup water typically varies between 0.25 to 0.9 lb per gal (30 to 110 g/L) and may reach concentrations as high as 1.7 lb per gal (200 g/L). The water used in coal preparation is usually obtained from one or more of the following sources: public supplies, rivers and streams, canals, mine water, and wells. In most cases, water is obtained at the lowest cost including any necessary treatment. A major portion of the recirculated water is clarified by thickeners and settling ponds to remove fine coal and clay particles. Sufficient water is generally available to meet the needs of coal preparation in most areas. It has been estimated that approximately 65 to 70% of the makeup water used in a coal preparation plant comes from surface sources. It is important to note that a variety of substances are commonly found in natural water supplies, whatever the available source may be (Table 11-1). The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

In North America, pipelines move more material than any other form of transportation. 1 Pipelines have been used principally for the transportation of liquids and gases; however, slurry pipelines have made notable gains in recent years enabling solid materials to be moved efficiently by pipelines. The obvious advantages of pipe-lines --low maintenance, low operating costs, minimal impact on the environment, greater land use, low labor intensity, safety and high operating factor --have stimulated researchers in England, West Germany, Japan, USSR and the USA during the past ten years to develop pneumatic capsule pipelines for the movement of bulk materials in large quantities. As a result of this work, pneumatic capsule pipelines are now available for the movement of dense bulk materials. Through these pneumatic capsule pipelines, material is moved in wheeled capsules which are pushed through the pipeline by flowing air. In this paper, a capsule pipeline system developed by the Georgia Institute of Technology and Tubexpress Systems, Inc. of Houston, Texas is discussed. The Tubexpress System Major Components The pipe used for a Tubexpress capsule system is standard thin wall welded steel pipe. Since pressures in the system generally do not exceed one atmosphere, the controlling design criteria for wall thickness of the pipeline is pressure from the overburden of the backfill if the line is buried or the structural requirements for supporting itself and the load if it is suspended or supported on piers. In any filtration, it is primarily the filter medium (cloth) and cake filtering properties that control the type of filtration equipment used and filtration conditions. The advent of new types of filter cloths, such as the membrane cloth discussed in this paper, can result in significant changes in filtration techniques and areas of application for filtration. For many suspensions, for instance, conventional filtration is uneconomic compared to gravity separation or not filtering at all (as with product recovery from dilute streams) because the solids are very fine, are hard to retain and build up filter pressure rapidly, and once retained are hard to remove. As a result of the developments discussed here, this is no longer the case. This technique and the use of the membrane filter cloth is well established. This filtration is currently being used for white liquor filtration in twenty-four mills worldwide in the chemical recovery step of the kraft process for producing paper pulp where it is replacing gravity thickeners in new plants. Filters up to 1000 sq. ft. (100 sq. meters) are filtering large volumes of solids from hot caustic solutions. The filtration materials and techniques discussed in this paper open the way to new methods and applications for filtration in the mining industry. It is not the intention of this paper to give a vigorous analysis of the different separations, but to outline some of the ways in which this filtration technique might be used in the mining industry.

The purpose of this paper is to describe the possible application of two relatively new technologies: flat load cells, and improvement seeking computer programs (referred to in the literature as heuristic programs); to a very old problem, inventors control of ball mills. The combination of these two technologies seems most applicable to grate discharge mills operated closed circuit. It is possible that other applications such as controlling the inventory of autogeneous mills might also be found. Direct control of ball mill inventory has been the goal of a number of investigators over many years. Many patents and articles on the subject have claimed success, but operating installations are hard to locate. An excellent review of the advantages and problems of direct inventory control is contained in an article by Oswald and Ziegler (1). Figure 1 is a conventional representation of throughput vs. inventory with other factors such as slurry consistency and rock twee held constant. There are common sense, physical arguments? and experimental evidence supporting the existence of a unimodel curve of this twee? though direct measurement of the shape is difficult and how it moves as rock type changes is riot well known. Figure 2 represents the problem faced by all mass measurements of inventory, a tare weight of about 25 time the inventory mass. Worse yet, the tare is variable due to ball and liner wear and the Periodic addition of balls. The problem then breaks down into two parts: 1) obtaining enough mass

Industrial Engineering in the industrial world is a relatively new field, having been conceived about the turn' of the century by Frederick W. Taylor, who was not satisfied with the hit-or-miss methods of evaluation and estimation. Through crude Industrial Engineering techniques never before used, he completely changed the bricklaying industry so that work accomplished was more than doubled. To help us better understand what we mean by Industrial Engineering, I think a very simple definition Is in order. Industrial Engineering is a scientific approach to problems in cost, production and operations: and is designed to provide a means of increasing producitivity and reducing costs through standards measurement and standardization of the best methods, practices and equipment, There are many complicated definitions, but pure and simply, it all boils down to providing the means for increasing productivity and reducing the cost. Industrial Engineering has been applied in manufacturing since Frederick W. Taylor?s time and in the last 20 years has grown in stature by leaps and bounds. It is a basic function of successful manufacturing companies and is an accepted fool firmly entrenched in manufacturing organizations. You may know of some successful manufacturing companies that do not employ Industrial Engineers as such, but someone in that organization is doing Industrial Engineering work. They have standards and controls whether they call it Industrial Engineering or not. The manufacturing industry has benefited from this tool; other wise, it would have been discontinued long ago.

Sand and gravel has been, and will continue to be, our principal construction material. Most of us are familiar with the patterns of past growth. Today we will examine the present status of this vital industry. We shall also attempt to look into the future to see where it is going and to evaluate the constraints that are being imposed. Natural aggregates are among the lowest in value of all bulk industrial minerals. From the processing point of view, sand and gravel production is relatively simple since the products are sized materials obtained from a deposit of satisfactory physical soundness. They can be used either loose or bound to provide bulk, strength, or protection. One of the main uses of coarse aggregate is in concrete as a filling material. As a general rule, the coarse aggregate constitutes about three-quarters of the volume of concrete. The other main use for aggregate is as a roadstone or roadbase to provide protective and stabilizing bulk beneath the road surface. Also it is used in a mixture with petroleum products as the wearing course on top. The sand and gravel industry is geographically widespread. In general, the output of operations is directly proportional to the amount of construction in any area. A wide variety of other aggregates compete with sand and gravel, including crushed stone, blast-furnace slag, clinker, and artificial and natural lightweight materials.

The environment in which the surface mining industry operates today is considerably different than that of a few years ago. Increased pressure from the public, government, labor and internal industry factors calling for the fulfillment of rapidly changing expectations is especially intense in the surface coal mining industry. Such things as requirements for increased production, the Mine Health and Safety Act, environmental concerns and land reclamation, shortages of qualified and enthusiastic employees and market cycles coupled with price competition are but some of the specific items that are requiring the surface mining industry to better utilize equipment, materials, and labor resources available, There is one technical tool available which will assist management to increase productivity, improve cost control and assist in planning, organizing and operating surface mines. Industrial Engineering is that tool. Before a discussion of specific applications of Industrial Engineering to surface mining is conducted, it is worthwhile to review a definition of Industrial Engineering and the history of its development. The following definition has been adopted by the American Institute of Industrial Engineers: "Industrial Engineering is concerned with the design, improvement and installation of integrated systems of men, materials and equipment. It draws upon specialized know- ledge and skill in the mathematical, physical and social sciences, together with the principles and methods of engineering analysis and design, to specify, predict and evaluate the results to be obtained from such systems."

The Spar Lake deposit is located in northwestern Montana, approximately 27 km (17 miles) south of Troy, MT, under Mt. Vernon. The deposit is a stratiform, stratabound copper-silver deposit occurring in the Revett Formation of the Proterozoic Belt Supergroup. Distribution of known sandstone-type deposits in the Revett Formation is shown in Fig. 1.

Underground mining is relatively safe today, but no technique or equipment is completely fool proof and 100% reliable. The only sure way to prevent accidental death or injury to underground workers is to remove them completely from the hazardous environment. This alternate approach to underground work is now feasible. Tunnelling and mining systems can be built that could be remotely controlled by men operating consoles in a surface control room. This concept, called a teleminer, would use recently developed remote control technology to remove man from underground work but still give him the capability to remotely operate mining and excavating equipment as if he were actually in the working area. It is appropriate to present this concept in the session "Environmental Controls" because the rationale for environmental control in underground areas can be significantly modified if man is excluded from the underground operation. The development of teleminers cannot only reduce or eliminate most of the requirements for conventional environmental control, but it can also create new and powerful techniques for rapid tunnelling and excavation. TELEMINER CONCEPT The concept of remotely controlled mining machines is neither new nor untried.(1)(2) Conventional remotely controlled mining equipment employs the standard techniques of extending the controls of the equipment to a remote console. For example, the rotary cutters on a remotely controlled tunnelling machine are started or stopped by a human operator turning a switch on the remote control console.

Iron ore pellets use bentonite clay as binder at dosages from 0.5to 1.0% (10 to 20 pounds per ton) of moist iron ore concentrate. Bentonite is typically shipped hundreds of miles from Wyoming to the Lake Superior iron ore district. It is therefore best to know how effective a bentonite will be before it is shipped and used to bind concentrate into pellets. Current tests of bentonite effectiveness include: plate water absorption, methylene blue uptake, free swell, exchangeable cations, and glycolated layer expansion. However, these tests have many disadvantages: First, they only measure the ability of a bentonite to expand, disperse, or absorb, not how well it will bond. Second, most of the tests require up to 20 hours to perform. Bentonite only has a few minutes to interact within the concentrate before it is indurated (sintered). These long-term tests may not reflect the true behavior of bentonite. Third, the tests are tedious and often results are inconsistent between different iron ore concentrates, labs, and technicians. Fourth, some of the testing equipment is difficult to procure. Fifth, procedures are often difficult to standardize. In this paper, the Binder Effectiveness Strength (BESt) test to evaluate binders for iron ore pellets is presented that: measures the ability of bentonite to bond, requires only about two hours to complete, is simple and reproducible, and utilizes readily available equipment that has been standardized for decades.

Mine ventilation systems mostly are ventilation networks with fixed-quantity branches. The solution to the problem of ventilation networks with fixed-quantity branches is obtained by choosing the fixed quantity branches as chords and using Hardy Cross iteration method. The solution usually is feasible but may be not economical. This paper takes minimal annual ventilation electricity cost as an object, considering the power of main fans and boosters, natural ventilation pressures and resistances of regulators, and builds up a nonlinear programming model. A set of initial values of the nonlinear programming can be obtained by using Hardy Cross method, The MAP technique then used to find a set of local optimal solution The running procedure with a simple example is dicussed. Mine ventilation systems mostly are ventilation networks with fixed quantity branches. In the networks, air quantity of branches are generaly regulated by increasing branch resistance or air pressure. A comon approch to the of the networks with fixed quantity branches is to formulate it based on Kirchhoff's current and voltage laws and the solution is obtained by Hardy Cross iterative technique. The solution usualy is feasible but may be not economical. The optimal plan of air quntities regulation of mine ventilation network should be to make the solution satisfy both required quantity of work places and minimal ventilation operating cost. It is the purpose of this paper to introduce a new approch and computational experience of nonlinear programming of the optimal problem.

One of the steps in an ore reserve estimate is customarily a rigorous calculation of the in situ grade of the orebody itself. The result of this calculation is usually reduced by some purely arbitrary factor to force the calculation to agree with the observed grade of ore actually mined. The failure of the calculation to realistically depict the grade of ore actually extracted is in many instances not the result of either an incorrect calculation procedure or of sloppy mining practice, but is a direct consequence of unsuspected irregularities in the contact between the orebody and the surrounding wall rock. A pattern of holes spaced at 1.5-3.Om foot intervals, drilled as part of a pre-development program, will often reveal that a presumed "regular' ore/waste contact is, in fact, so highly irregular that it will be next to impossible to separate ore from waste during mining. In such an instance, 'fingers' of waste projecting into the mining block will substitute for equal volumes of ore left outside the mining limits. As a result, the grade of material actually mined will be less than the grade envisioned for the orebody. The volume of waste substituting for ore in the mining block is about 0.4X, where X = the average error in projecting the ore/waste contact between alternate holes in the test pattern, and is expressed in units of volume per unit of area of the contact surface.

It is well known that processing of the high-silicon bauxites for obtaining alumina by the hydrochemical Bayer process is irrational due to the significant losses of alumina and alkali with red mud. The main source of losses of the mentioned compounds under the conditions of leaching by the Bayer process is the formation of difficultly soluble sodium alumosilicate of the composition Na20 .Al203, 2Si02 . n H20. A conventional method of an extra recovery of alumina as well as of regeneration of alkali out of red mud is the high-temperature sintering of the latter with soda and limestone with the subsequent leaching of sodium aluminate from the sinter by water or soda solution. A sequential version of the Bayer-sintering flow chart recommended for the prosessing of bauxites with an increased content of silica is based on this method. However, the sintering method is not the only alkaline method allowing to make an extra recovery of alumina likewise of alkali from red mud. Our investigations showed/I/, that the components mentioned can be recovered by a pure hydrochemical method of treating red mud with concentrated alkaline solutions, with lime (Ca0) being present, that was earlier succesfully used in the development of the hydrochemical method of processing nepheline rocks/2/. The possibility of extracting alumina and alkali from red mud is based on the reactions which can be schematically represented in the following way:

INTRODUCTION Underground drill and blast excavation is usually accomplished with small diameter holes loaded with high energy explosives. The detonation pressures are extremely high and an extensive amount of energy is dissipated in the process; however, very little of this energy is used to create the specified fracture planes required for excavation. The available energy is expended in producing radially outgoing stress waves, in crushing the adjacent rock, and in producing a dense, randomly oriented radial crack pattern about the holes. This causes several undesirable effects: 1. Overbreak at the perimeter, which results in more muck to remove and extra concrete or shotcrete to fill the voids. 2. Damage to or loosening of the remaining rock at the perimeter which may result in the need for additional support measures. 3. Ground vibrations and/or airblast, which could result in damage to nearby structures and complaints by people living or working in the area. Several steps may be taken to minimize these effects. Where control of the perimeter is desired, smooth blasting techniques are generally employed in which the spacing and burden of perimeter holes are reduced and lighter, decoupled charges are used. Where vibration damage to structures is feared, control is generally exercised by limiting the charge weight per delay period so that the ground vibrations at the nearest structure do not exceed a peak particle velocity of two inches per second. Froth flotation is one of the most actively pursued research and development areas in the coal preparation industry today. Many new types of flotation machines and processes are being developed and compared in an effort to handle the increased quantity of coal fines produced by finer grinding for greater liberation of ash- forming and sulfur-bearing mineral matter. Of the many new machines and processes under development for deep cleaning ultrafine coals, it is quite likely that many will not reach industrial use in the near future; in fact, it is quite likely that some never will. Therefore, it is the objective of this paper to select and describe a few of the new flotation machines and processes that appear to have reached a level of development that would suggest their eventual use on an industrial scale. It is probable, and doubtless will be argued, that some of the selections given in this paper should not have been included, while others should have, but the reader must understand that the author is restricted by the information available. And because most of the information available comes from those who are developing the equipment and/ or processes, it is often confusing and conflicting. Thus with a somewhat moderated plan, the author proposes to point out some in- congruities in the literature in the hope that such information might promote more independent study and perhaps explain the abundant promise versus the scant use of the new equipment and processes described.

Coal is broadly recognized as sure, competitive, diversified, not vulnerable and predictable in price energy resource. In power generation coal is playing a dominant role in the EU-27 with 25% of installed capacity and almost one third of the power generation. The role played by the domestic resources and especially by coal are increasingly becoming the focus of the EU energy strategy. There is a strong pressure for the decarbonization of the energy mix. The Emission Trading system (ETs) can have an impact on the shift to lower carbon-intensity fuels. The impact of ETs on coal can be important, because it is very short sighted and only defines the period up to 2008-2012. The ETs CO2 regime must ensure that investment in coal-fired plants in the long term are supported. EU Research Institutes and Coal Industry identified an important CO2 reduction potential by improving the efficiency of the conversion of solid fuels into electricity. Highly efficient clean coal technologies can contribute to reasonable costs and challenge the issue of climate change. It must be pointed out that the EU Energy policy should now concentrate on the necessity to effectively support demonstration projects and to create the legal framework for the integrated approach of efficiency enhancement and CCS. It is not a right approach to implement CCS before the technology is demonstrated and before it is clear that it will be commercially viable.

This morning I would like to speak to you about an area of chemistry that is enjoying a revival-organometallic compounds. This renewed interest, principally stimulated by defense needs, has already created new markets for the products of the mineral industry. Although the consumption of metals in these new products is modest at oresent, several hold promise of importance. Because this is a new and growing market, I am sure the Council of Economics is aware of many of its facets and is interested in new developments. Of course, the chemical industry has been a significant consumer of minerals for many years. I estimate that in 1957 the chemical-industry purchased a total of $1175 million worth of minerals as raw materials (not including fuels). The rate of beryllium dissolution from a low-grade ore was studied in sulfuric acid solutions. The effect of stirring speed, sulfuric acid concentration, particle size and temperature on the rate of dissolution of beryllium was established. The results of the study showed that the dissolution rate is independent of stirring speed within the range of 250-1000 rpm but depends on 1/2 power of the sulfuric acid concentration. The dissolution rate increases exponentially with decrease in particle size and the maximum attainable rate of extraction with respect to particle size is 6.6 x 10 mol dm min. The apparent activation energy (^E) for the dissolution reaction is 54.4 kJ/mol (13.0 kcal/mol). Based on this magnitude of the activation energy, it is concluded that a surface chemical reaction is the rate limiting step for the temperature range (70° -100°C) investigated.
