Zinc ranks third and lead fourth in world nonferrous metal conumption. In 1972 the free world consumed 3,333,000 mt of refined lead and 4,422,000 mt of refined zinc. The lead tonnage was divided into the following end uses: storage batteries (42%), lead allows (7%), pigments and chemicals (11%), cable sheathing (9%), gasoline additives (13%), pipes and sheets (8%), and miscellaneous uses (10%). The corresponding distribution of zinc uses in 1972 was galvanizing (39%), die casting (26%), brass (15%), rolled zinc (8%), oxide excluding American Process zinc made directly from concentrate (6%), and other uses (6%). The pattern of usage of lead and zinc varies considerably from country to country. During 1972 in the USA 49% of refined lead was consumed in storage batteries, 19% in gasoline additives, and only 3% in cable sheathing, whereas in the United Kingdom 28% of the lead was consumed in batteries, 14% in cable sheathing, and 14% in gasoline additives. For zinc the major US uses were die casting (41%) and galvanizing (37%), with about 3% consumed as rolled zinc; corresponding usages in the same applications in France were 12, 28 and 28% and in Australia 12, 67, and 3%, respectively. More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. The White Pine Copper Division of Copper Range Company is a large copper producer operating an underground mine, mill, and smelter on Michigan's Upper Peninsula. Principal water discharges are from the tailings basin where these discharges are high in dissolved solids because of mine water pumped into the basin. Principal air emissions are from the smelter where SO2 emissions are uncontrolled. Although water discharges and air emissions have not had significant environmental impacts, environmental regulations could require additional control procedures. Because of low copper prices and poor profitability, cost of compliance with possible new environmental regulations could have serious impact on White Pine with no apparent significant beneficial environmental impacts.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Reduction in the recovery time required and improvements in safety during a longwall face move have compelled coal mine operators to examine and use pre-driven longwall recovery rooms. The recovery entry is developed at the longwall stop position and supported ahead of time so that the required combinations of standing and internal sup-ports can be installed before the longwall face approaches. A calibrated three-dimensional finite element model, developed in conjunction with an underground test area, provided the critical components and design principals for a comprehensive parametric study. The study indicates that vertical, horizontal, and shear stresses concentrated on the outby abutment pillar corner of the recovery room resulting in deformations in the immediate roof above the primary roof support anchorage level. The results of the numerical model and field site observations indicated that the combination of the internal bolting system and the standing concrete supports are critical for the successful and safe extraction of the longwall equipment. Cable supports installed at and angle over the pillars can help stabilize the disturbed zone above the adjacent fender and outby pillars, however; standing supports are required in most sedimentary roof conditions to increase stability and assure a safe longwall extraction.

There is an increasing requirement for geophysical surveys carried out during geotechnical investigations to provide direct information about rock quality or other geotechnical parameters. With the paucity of information to correlate geophysical results with actual rock properties, this is still difficult to achieve and additional research effort needs to be performed to address this issue. Nowadays, several researchers have been described detailed studies which designed specifically to investigate this matter. Generally, geophysical techniques which are used to estimate seismic velocities in the subsurface focus on the low strain levels that are not large enough to induce significant nonlinear, nonelastic stress-strain behavior (Luna and Jadi, 2000), which is normally evaluated when addressing liquefaction potential of soils in the shallow subsurface. Soil parameters relevant to seismic ground response (Rechtien, 1996) are density, relative density and void ratio, permeability, shear modulus, water saturation, soil fabric and stress history. Detailed characterization of elastic properties near a major construction site (e.g. a bridge) is useful for near field dynamic analysis of soil-structure interaction (SSI) effects. The coupled effect of the bridge foundation (piles, piers or abutments) and the soil immediately surrounding these substructure elements is essential for dynamic SSI analysis of these critical bridge structures. This paper presents a geophysical investigation performed along the under construction highway of Egnatia Odos, approximately 13 km west from the town of Xanthi in N. Greece. Twelve geotechnical boreholes, drilled at the maximum depth of 75 m, approximately located 20 m from the Nestos River. The objective of the survey was to obtain the high-resolution compressional and shear wave velocities of the shallow subsurface for computation of elastic engineering properties of the unconsolidated material interposed between the investigated boreholes. Joint interpretation of borehole logs and velocity images obtained by P- and S-wave traveltime inversions outlined shallow geological anomalies.

The process of selecting a building site for a major structure is a complex procedure involving the consideration of a multitude of factors. The approximate geographic location for a structure is usually fixed by its intended function, though often there may be several site alternatives. Socio-economic, logistic, marketing and political factors are the primary site determinants. Also critical in site planning, however, are the environmental factors, both natural and man-made. These factors will influence the precise siting location within the limits allowed by the primary determinants and will dictate some of the basic design criteria. This paper discusses environmental factors, principally those which are natural conditions, that must be analyzed for five different groups of structures. The importance of thorough site environmental analysis based upon the principles of applied earth science is described. Significant elements to be considered in an appraisal of the geology, hydrology, seismology and meteorology are outlined.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. In oil sands mining, tailings are voluminous unwanted by-products generated from extracting the desired mineral from the mined ore. Dyke construction and backfilling activities require well-managed techniques to facilitate progressive reclamation at the earliest opportunity. This directly affects the sustainability and profitability of the mining operation. This research introduces a goal programming framework that simultaneously optimizes the (1) production schedule with limited duration stockpiling and directional mining; (2) dyke construction schedule; (3) size, shape, and location of tailings-cells; and (4) mining and processing production targets. The results show that in creating in-pit tailings-cells designs, decreasing the mining-cells volume and increasing the number of mining-cells improve the net present value of the operation due to increased operational flexibility. The model generated a uniform schedule for ore and practical tailings-cells designs for backfilling activities. Integrating tailingscells optimization into oil sands mine planning and waste management ensures the efficient use of in-pit mined-out areas required for sustainable operations.

The currently known and used plastics and rubber recycling or sorting processes cannot be applied efficiently and economically due to large amounts and different numbers of plastics types as well as of fine bulky materials (<4mm). These wastes are mostly given to land-fill sites. Thermal adhesion seems to be a great means to efficiently separate plastics mixes. Tests carried out at a special lab-scale testing unit (TaA1) confirm the effectiveness and feasibility of the separating mechanism. The thermal properties of the individual types of plastics differ from each other to a sufficient degree so that special products or product mixes of high material purity can be obtained according to the respective requirements. For this reason, plastics mixes such as PE and PP can be sorted with very good results. The separation efficiency is influenced only by different contact surfaces. The contact period can be adjusted to a short period of time so that sorting large amounts of fine dispersed plastics seems feasible. Sorting processes in feed streams were shown to be technologically effective when applying appropriate technologies. For the time being, the technological application of a thermal adhesion drum separator (TaTr1) is suitable. First tests on such a pilot-scale unit provided good separation results.

"It is widely known that steel made from iron ore pellets high in phosphorus is brittle. Removal of phosphorus from iron ores such as hematite has proven to be difficult. The majority of research on phosphorus removal from hematite ores has been focused on flotation. The purpose of this study was to assess phosphorus distribution under current operations at an existing hematite concentrator and determine how efficient the plant is at removing phosphorus. Objectives included: (1) Perform a phosphorus balance at an operating plant to assess phosphorus distribution under current operations; (2) Determine phosphorus removal efficiency of each separating unit and (3) Perform a quantitative liberation analysis to determine max phosphorus removal by physical means. Liberation was quantitatively determined using wet high intensity magnetic separation (WHIMS) to separate iron ore from liberated apatite (and other nonmagnetic compounds).It was observed that 61.2% of the total phosphorus entering Plant F was rejected during current operations. The desliming process was the most efficient step at removing phosphorus (45.1% P removed), whereas the flotation step was much less effective (16.1% P removed). Liberation analyses indicated that the deslime thickener may have been more efficient at removing phosphorus than the flotation circuit due to the greater abundance of liberated phosphorus in the deslime thickener feed. The scavenger returns stream was identified as having a high concentration of phosphorus and a possible point of phosphorus removal. However, liberation analyses indicated that only 32.4% of the total phosphorus in the stream was liberated. Grinding the scavenger returns to 80% passing 5.2 µm increased the amount of liberated phosphorus in the stream to 70.4%."

Respirable dust poses long-term health issues to personnel working in mining and civil projects where mechanized mining and tunneling machines are used for hard rock excavation. Machines, such as longwall shearers, roadheaders, or continuous miners, use consumable picks to cut rock. However, rock dust is generated in the work environment each time the pick tip contacts the rock surface. Additionally, the generated dust can be reintroduced into the air further down in production, such as at transfer points. The purpose of this study is to characterize respirable dust particles generated at the pick tip at two stages of pick wear: new and moderately worn. Understanding dust characteristics in terms of concentration, size distribution, and particle shape throughout the life-cycle of the pick will provide a basis to mine and tunnel operators for changing out picks to mitigate dust generation at the source. This paper discusses the dust characteristics generated from preliminary full-scale cutting tests in a laboratory of an igneous rock block cut with conical picks at new and moderately worn levels of wear. The moderately worn pick generated a size distribution that favored smaller particle sizes compared to the new pick. The moderately worn pick also generated more overall dust, as the concentration level in mg/m3 was over double the amount of the new pick. Lastly, both picks generated particles that had similar aspect ratios and roundness measures.

Cemented tungsten carbides are a sintered powder - metallurgical product essential to modern industry. Because of their moderate unit price and our dependence upon foreign sources for the component raw materials, a growing recycling industry has developed in the United States. There are two basic approaches taken to recycling cemented carbides; those which leave constituting materials unaltered or direct-reuse and those which separate the constitutes back to the raw components. To separate the carbides back to their raw components usually requires expensive chemical processing and is thus confined to the lower value materials such as grinding sludges. The direct-reuse methods recycle cemented carbides back to an intermediate level, a powder capable of being recompacted and resintered into a functional end-product. "SUMMARY The importance of information management was recognised in surface construction industry decades ago, and has increasingly being recognised through formal process and laws. Around the world, these laws and codes of practice are currently being drafted and enacted, to reflect the development of software tools and corresponding increasing adoption by industry. This paper deals with specifics of implementing information modelling in tunnelling business utilising BIM (Building Information Modelling) technology developed for buildings as well as similar technology developed for mining industry. Although BIM is recognized initially as a 3D digital representation of physical and functional characteristics of a facility, the real benefits come when complex capability through construction sequencing and even detailed programming (4D) and cost capabilities (5D) are included. INFORMATION MODELLING The Architecture, Engineering and Construction (AEC) industry requires the production of design and construction information, which involves the input from several teams. The tasks allocated to each team need to be carried out in a particular order and coordinated in order to benefit all those involved and the project itself; this is known as “collaborative working”. To ensure the quality, and guarantee that information can be used without change or interpretation, working processes and standards needs to be agreed upon or else it will hinder collaboration and have a negative impact on project delivery. Case studies show that the additional capital delivery costs due to uncoordinated, inaccurate and ambiguous information amounts to 20-25%. The solution to overcome these problems and improve collaborative working in a project is the adoption of BIM. It is a modern approach to the design, documentation, delivery, and life cycle management through the use of project information databases coupled with object-based parametric modelling. BIM requires traditional practices shifting from simple drafting to using 3D native models for building design environment. Additionally, it requires that models are equipped with information that has been traditionally decoupled in a text or other kinds of documents. The goal is not in creating a 3D graphic representation of design intent; rather, it is a comprehensive information management tool based on the simulation of design and construction build around a central repository."

The International Tunneling Association (ITA) Working Group (WG) 22 “Information Modelling in Tunneling” has developed a guideline for the implementation of Building Information Modeling (BIM) concepts for Bored Tunneling Projects. The guideline primarily covers the use of BIM during the conceptual and delivery phases of a project. It provides Owners with an introduction to BIM, an overview of the current capabilities of BIM, and a guide for implementation for a Bored Tunnel. The document will be officially published at the World Tunnel Congress (WTC) in Copenhagen in 2022. This paper describes the need for the guideline and provides a preview of its contents.

Since it was first introduced, the Coal Mine Roof Rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground control problem. Extended cuts (cuts greater than 6 m (20 ft) in length) are commonly used with remote control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof fall accidents. When extended cuts are attempted in weak roof, the roof may collapse before it can be bolted, causing hazardous conditions. Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended cut experience were collected at 36 mines in 7 states. It was found that when the CMRR was greater than 55, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken. Between 38 and 55, extended cuts were feasible sometimes but not others. The data also shows that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

A primary goal of Ground Control Research, Bureau of Mines, U.S. Department of the Interior, is to develop information that can be used by the mining industry to reduce accidents and fatalities due to failure of mine roof. A specific research objective is to determine methods to detect hazardous coal mine roof. This paper reviews the existing and experimental techniques, and describes a recent Bureau of Mines contract research project that resulted in a simple technique and prototype instrument for evaluating mine roof competence.

The intent of this paper is to try to answer the complex question: "How much grinding capacity should be designed into a new mining - milling project?" Much work has been devoted to the technical aspects of grinding, the "how" of grinding. But, in the writers&apos; opinion, the economically important subject of optimizing grinding capacity in mill design has not received the attention it deserves, at least not in published literature. For the purpose of this paper it is necessary to distinguish clearly between optimizing operation and optimizing design. Optimizing operation involves making the best use of the available plant and equipment. Much excellent work has been done and is being done in this area. In operation, one can make tradeoffs of production rate and recovery, or recovery and grade, to maximize profits. However, this must be done within the limitations imposed in the design stage. Flexibility is limited by the existing plant. In project design, on the other hand., there are no preexisting physical limitations except as imposed by nature itself; the planners and designers have considerable latitude in their efforts to optimize the overall project. They have complete control over a large number of important design variables from the mine to the finished product. The grinding process design is one of these variables. It not only determines the capital cost charges for grinding and the maximum grinding capacity that operating management will have to work with, but also determines the range of capability of the auxiliary equipment, which fixes the degree of flexibility possible in operation. This paper is concerned with optimizing design rather than operation. The terms "optimum" and "optimize" are sometimes used in a technical sense in connection with grinding, recovery or grade. In this paper, these terms are used only in the economic sense. In this age of working large deposits of ever lower grade ores, it is in¬creasingly essential to design projects and plants for optimum economics, based on the most applicable economic. criteria. Since grinding represents a large part of both capital and operating cost of the project, and largely determines percentage recovery of metal, it should be included as one of the factors in optimizing the project design. This paper is written primarily with reference to medium to large copper concentrators employing conventional wet grinding. However, the principles involved should be applicable to other ores and other methods of grinding.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.
