Vision 21 is a government/industry/academia cost-shared partnership to develop the technology basis for integrated energy plants that will, early in the 21stcentury, result in the deployment of ultra-clean plants that produce electricity and “opportunity” products. Vision 21 plants will use fossil fuel feed-stocks in combination with other domestic resources, e.g., biomass, municipal waste, and petroleum coke. Opportunity products could include transportation fuels, steam, high-value chemicals, synthesis gas, and hydrogen. Performance targets for Vision 21 plants, example plant configurations, and the key technologies that will be needed are described.

Just prior to the close of the century, the Federal Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources, et al v. Secretary of Labor, to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in MSHA’s issuance of 225 citations, not only to the contractor, but to four affiliated entities of Berwind Corporation. While an Administrative Law Judge dismissed those citations as to three of the Berwind entities, both MSHA and the remaining Berwind entity appealed the case to the Commission. Although the Commission effectively left intact the Administrative Law Judge’s decision, it announced a new theory of liability that would apparently be applied in the future, namely the Unitary Operator Theory. This presentation will provide an in-depth look into the Berwind decision and explore the means under which MSHA might impose liability for contractor violations upon other entities in the future.

The occlusion of unliberated gold particles in silicates and sulfides in crushed/milled ore dictates the recovery that can be expected. The grade of this occluded gold in cyanide leach residues shows a consistent, general relationship to the head grade of the ore, irrespective of mineralogy or geographical location. The residue grade almost invariably increases with the head grade, but not in proportion to it. This phenomenon appears to stem from the nature of the geological events originally responsible for creating the ore deposits. A statistically-based technique for determining the true head grade-tail grade relationship from gold plant operating data is described. The effect is illustrated with results from several worldwide gold milling operations analyzed over the last 35 years.

The objective of the experiment was to investigate the efficiency of hindered-settling column in recovering carbon from anthracite. Two types of Korean anthracites were prepared for feed materials. Each sample was crushed and classified by size, and washability analyses were performed. Separation efficiency was evaluated under various operating conditions using a laboratory scale hindered settling column. Results showed that the carbon recovery was higher for the smaller sizes, but the purity of the product was better for the larger sizes. In, overall, 2-0.21mm particles of 40-45 % ash could be processed into about 20 % ash products.

A heavy mineral deposit about 1.6 km (1 mile) in length, 0.13 km (0.08 mile) in width and averaging about 3 m (10 ft) in thickness is exposed approximately 130 km (80 miles) east of Denver, along Interstate 70, in Elbert county, CO near the town of Limon. The deposit is exposed in a geomorphic feature known locally as Titanium ridge. The dominant heavy minerals, accounting for about 70% of the total heavy-mineral suite by weight, are ilmenite, garnet and zircon. The mineralized zone appears in a series of visually interpretable facies that are stacked vertically and represent subtidal, forebeach, backbeach, washover fan and aeolian depositional environments. These paleoenvironments are analogous to depositional environments represented by a modern heavy-mineral bearing facies tract on St. Catherines Island, Ga. Thus, Titanium ridge provides evidence that heavy-mineral accumulation models for late cenozoic deposits in the Georgia and Florida coastal plains are applicable to heavy-mineral deposits of the Western Interior subsurface and, by implication, the Western Interior Seaway, extending from Mexico to the Canadian Arctic.

Soil erosion is strongly related to soil hydraulic properties. Understanding how surface coal mining impacts those properties is important in developing effective management practices to control erosion during reclamation. Soils from undisturbed areas, roughly graded mine spoil, replaced topsoil before seeding, and revegetated areas at the Rosebud Mine in Eastern Montana were evaluated to determine impacts on soil hydraulic properties. Field and laboratory studies were conducted to determine soil hydraulic properties, including particle-size distribution, organic matter content, and saturated hydraulic conductivity. WEPP simulations and risk analyses were performed on the soil hydraulic property data to determine the impacts of changes on soil erosion. The hydraulic properties of the soils in each representative area have significant differences due to the mining and reclamation practices at the mine. WEPP simulations show that the potential for soil erosion increases due to mining activities disturbing the soil. WEPP simulations also indicate that the potential for erosion may return to pre-mining levels over time with effective revegetation practices.

Resin bolt performance is dependent on the size of the resin annulus, the difference between the hole and bolt radii. The vast majority of the millions of resin roof bolts installed each year in the United States employ an annulus of 0.125 or 0.188 inches. Short encapsulation pull tests with resin annuluses of 0.125 and 0.095 inch resisted an average of 2.25tons per grouted inch, with no significant variation. Resin loses to simulated fractures increased as annulus size decreased, with a minimum loss of35% and a maximum loss of 60% associated with0.188 and 0.095 inch annuluses, respectively.

The molecular structures of isobutyl xanthate (IBX), diisobutyl dithiophosphate (DIBDTP), O-isobutyl-N-ethyl thionocarbamate (IBETC), O-isobutyl-N-ethylcarbonyl thionocarbamate (IBECTC) and O-isobutyl-N-ethylcarbonyl thiourea (IBECTU) were fully optimized using density functional theory (DFT) at the B3LYP/6-31+G(d,p) level with the integral equation formalism for the polarizable continuum model (IEF-PCM) in the aqueous phases. The effects of the polar groups in these thiol molecules on their collecting performances were determined by the energies and compositions of frontier molecular orbitals and the atomic charge values. Our results indicate that the sulfur atom(s) in IBX, DIBDTP, IBETC, IBECTC, or IBECTU molecule is the centre of reactivity. And the collecting abilities of these reagents for copper sulfide minerals follow the order as: IBX > IBECTU ? DIBDTP ? IBECTC > IBETC, and the order of their selectivities against pyrite is suggested as: IBX < DIBDTP < IBETC < IBECTU < IBECTC. The theoretical analysis provides an insight into the collecting powers of these collectors, and offers an atomic scale approach to understand the experimental data available in the literature. For most industrial minerals, the color is directly associated with economic value. In terms of physics, the principal property that defines the term ?color? is the intensity of light reflected (or transmitted) by an object over the visible band, comprehended between 400 and 700 nm. This reflectance spectrum serves as the starting point for a variety of color-describing factors, the most common in the mineral industry being the brightness (TAPPI, 1977 and 1986) and the L*a*b* system (HunterLab, 2008). Quality specifications for mineral products are usually based on these colorimetric parameters. This market is becoming increasingly more selective and demanding over the quality of raw materials and alongside the traditionally controlled characteristics, such as particle size distribution and chemical composition, a trend exists towards the establishment of increasingly more strict specifications for the optical properties of these materials. This is due to the fact that most plants consuming these industrial minerals incorporate them into products in which the visual appearance is controlled. For these plants, most of them being the manufacturers of plastics, paper, paints, and ceramics, variations in the color of mineral materials result in difficulties to achieve the right color in the final product. Therefore, these plants set strict specifications for colorimetric parameters such as whiteness and yellowness, as well as colorimetric coordinates like L*, a*, and b*. For the manufacturer of industrial minerals, this translates into difficulties simply because many of these parameters are usually alien to the tradition of the mining industry. The main quality parameter in the kaolin industry is brightness, which is a weighted average of reflectance values over the range of 400-510 nm (TAPPI, 1977). Due to the lack of a better property, producers tend to use brightness to also assess the quality of the in situ ore and along the processing operations. However, the unprocessed kaolin is often accompanied by ?contaminant? minerals. For Brazilian kaolins, which are the object of this study, the most important contaminants are hematite (Fe2O3), goethite (FeOOH), and anatase (TiO2). Each of these contaminant minerals has a distinct color and behaves differently during the processing of the kaolin ore. Hematite and goethite in particular are particularly strong pigmenting agents and at concentrations as low as 100 ppm they can make the difference between a high-quality white pigment product for paper coating and waste material. As each Fe-bearing contaminant has a different color and responds differently to processing operations (for example, magnetic separation, chemical bleaching, selective flocculation, and/or flotation in the case of kaolin), the in situ brightness tends to show a poor correlation with the brightness of the final product. Brightness measurements are sometimes complemented with X-Ray Fluorescence (XRF) analysis of Fe and Ti, but the total oxide content provided by XRF is also poorly correlated with product quality because Fe may be in the form of goethite, hematite, or inside the crystalline structure of kaolinite. Thus, a more robust technique capable of distinguishing each mineral phase is desirable. Diffuse reflectance spectroscopy has been used to analyze iron oxide/hydroxide content both qualitatively (Torrent and Barrón, 2003; Liu et al., 2011) and quantitatively (Jiet al., 2002 and 2006). These authors correlate slopes and inflection points at characteristic absorption bands with oxide/hydroxide content in natural soils. The approach presented here involves the extensive use of the Kubelka-Munk (K-M) theory, which has been used for color matching (Schabbachet al., 2009 and 2011) and particle size determination (Otsuka, 2004) in a simplified version. Unfortunately, the scattering constant S is very difficult to measure for dry powders, because the equations require a thin layer of material. Attempts have been made (Gonçalves and Petter, 2007, and Gonçalves, 2009) but the experimental errors tend to be high. Thus, this paper aims to develop a tool for the quantification of contaminant minerals in kaolin based on the K-M theory without resorting to measurements over thin layers. This tool is based on a new two-constant approach, which takes into account differences in scattering between materials over the whole measured spectrum. The experimental dataset consists of the reflectance spectra of mixtures between a bleached kaolin and synthetic Fe pigments.

Discrete (digital) signal processing techniques are proving to be very valuable tools for miners using the block cave method. Waveform analysis of different measured signals associated with active mining provides valuable information on production dynamics and safe operation of the mine. For example, correlation of the 3D surface displacement velocity waveform and the production output waveform reveals a remarkably predictable time-varying physical process. Studying the geometrical and temporal relationship between these two signals opens a broad window through which new management techniques become apparent. In this paper we discuss the signal processing techniques used to study these relationships, as well as the related implications for mining. This research was carried out in association with the Chevron Mining underground molybdenum mine in Questa, New Mexico. Some of these new techniques will be integrated into the decision management process at the mine and will provide insight on ore production, draw control, and safe reclamation. The science of signal processing involves the analysis and interpretation of physical processes that vary with time. Two general categories of signals1 are recognized. A continuous signal is a waveform of varying amplitude that is continuous in time (such as a sine wave). A discrete signal is a sequence of quantized values. The independent time variable and amplitude are sampled periodically such that we only know the value and shape of the waveform at the sampling frequency. Displacements measured by a Global Positioning System (GPS) receiver are an example of this. Discrete signals may be studied in the time, frequency, autocorrelation, or wavelet domains. In this paper the amount of ore extracted from the mine and the measured surface displacements are analyzed in the time domain.

It consistently ranks among the top 10 jurisdictions worldwide for exploration spending, reaching about C$1 billion in 2011. More than 26 percent of all exploration and appraisal dollars spent in Canada are invested in Ontario. Minerals produced include nickel, copper, platinum group elements (PGE), cobalt, zinc, diamonds, gold and silver. It was reported that there are more than 600 mining exploration projects in the province. And, recent discoveries of chromite in northern Ontario?s Ring of Fire will add to the province?s mineral production in the coming years.

Multiple Criteria Decision Making (MCDM) is one of the most considerable branches of Operation Research. MCDM refers to making decisions in the presence of multiple, usually conflicting, criteria. The problems in MCDM are classified into two categories: Multiple Attribute Decision Making (MADM) and Multiple Objective Decision Making (MODM). However, very often the terms MADM and MCDM are used to mean the same class of models and mostly confused in practice. Usually, MADM is used when the model cannot state in mathematical equations and otherwise MODM is used (Hwang and Yoon, 1980). Decision-making (DM) is extremely important stage in Mining Engineering like other engineering branches. Every mining engineer makes several decisions in daily mining applications. Most of the decisions made by mining engineers are completely instinctive according to their past experiences and there is not any DM method applied in DM process. Analytic Hierarchy Process (AHP) is one of the well-known techniques solving the decision problems. The AHP is very simple, and understandable method especially non-numerical data considered in DM process. Equipment selection is one of the prominent problems of mining engineering. Mining engineers have to make difficult decisions when equipment selection stage. As the decisions in the equipment selection have radically influenced the economic life of any mining scenario, these are considered as complex MADM problem. So, the decision maker can evaluate the subjective criteria in the problem of equipment selection. The decision maker wants to maximize more than one objective criterion for equipment selection stage. Among the number of alternatives, the most suitable equipment must be selected according to objectives and alternatives. MADM applications can help the decision maker to reach the optimal solution for the equipment selection. In the mining industry, MADM methods can be applied for the equipment selection because it is a process that includes subjective and objective criteria affecting the selection of equipment among the alternatives.

The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

Gypsum wallboard manufacturers in the United States shipped 3.18 billion m2 (34.2 billion sq ft) of wall-board products during 2004 versus 2.93 billion m2 (31.5billion sq ft) in 2003. Following a historic high production of gypsum wallboard products in 1999, production decreased in 2000. But it has steadily increased during2001 through 2004. Wallboard production in the United States increased about 8.6 percent in 2004 from 2003. Following several years of a “building boom” of new wallboard plants and the expansion of the manufacturing capacity of several existing plants, 2004 was a relatively quiet year. However, several new plants and capacity expansions were announced or are in progress during 2004.

Nautilus Minerals and Neptune Minerals are betting that the next great metals rush will take place more than 1,500 m (5,000 ft) below the sea. Nautilus is the first company to commercially explore the ocean floor for gold and copper seafloor massive sulfide (SMS) deposits. Its main focus is the Solwara 1 Project, a polymetallic copper, gold, zinc, silver deposit that is under 1,600 m (5,200 ft) of water off the coast of Papua New Guinea in the western Pacific Oceans? Rim of Fire. Nautilus Minerals, in a joint venture with Placer Dome (now Barrick Gold), began its exploration of what would become the Solwara 1 area in 2005 with side scan sonar and dredge sampling. The dredge and grab sampling confirmed the grade tenor of earlier sampling by scientific research programs. The 45 dredge samples aver-aged 10.8 percent copper, 3.7 percent zinc, 224 g/t (6.5 oz/st) silver and 13.7 g/t (0.4 oz/st) gold. Nautilus has since staked out more than 300,000 km2 (115,800 sq miles) of tenement licenses and exploration applications in the waters off Papua New Guinea, Fiji, New Zealand, Tonga and the Solomon Islands. That is an area about the same size of the United Kingdom. Interest in Nautilus and its projects has grown tremendously since its inception. The company is now listed on the Toronto Stock Exchange. It has raised more than $300 million and spent more than $23 million on exploration. The company has gained the backing of mining majors such as Teck Cominco, Epion, Anglo American and Barrick Gold. It is positioned to become an emerging producer in 2010. Teck Cominco recently agreed to exercise share purchase warrants to acquire three million additional common shares of Nautilus at a price of US$15 million. This will take Teck Cominco?s shareholding to approximately 7.2 percent of the issued shares. Teck Cominco will conduct and manage a ship-based exploration program that will run in addition to the exploration that was already planned for 2008.

Research is currently being conducted at the Colorado School of Mines in the use of high-pressure water for scaling down loose rocks in underground mine openings. In addition to improved miner safety, the adhesion strength of shotcrete applied to rock surfaces treated with high-pressure water is also increased significantly resulting in improved overall support capabilities of the shotcrete layer. Test results show an increase in adhesion strength by a factor of four on a concrete test wall cleaned with water at 21 Mpa (3000 psi) as compared to a surface cleaned at 0.7 Mpa (100 psi).

Video technology coupled with datalogging exposure monitors have been used to evaluate worker exposure to different types of contaminants. However, previous application of this technology used a stationary video camera to record the worker?s activity while the worker wore some type of contaminant monitor. these techniques are not applicable to mobile workers in the mining industry because of their need to move around the operation while performing their duties. the Helmet-Cam is a recently developed exposure assessment tool that integrates a person-wearable video recorder with a datalogging dust monitor. these are worn by the miner in a backpack, safety belt or safety vest to identify areas or job tasks of elevated exposure. After a miner performs his or her job while wearing the unit, the video and dust exposure data filesare downloaded to a computer and then merged together through a NIOSH-developed computer software program called enhanced Video Analysis of Dust exposure (eVADe). by providing synchronized playback of the merged video footage and dust exposure data, the eVADe software allows for the assessment and identificationof key work areas and processes, as well as work tasks that significantlyimpact a worker?s personal respirable dust exposure. the Helmet-Cam technology has been tested at a number of metal/nonmetal mining operations and has proven to be a valuable assessment tool. mining companies wishing to use this technique can purchase a commercially available video camera and an instantaneous dust monitor to obtain the necessary data, and the NIOSH-developed eVADe software will be available for download at no cost on the NIOSH website.

The upswing in prices for base and precious metals, industrial minerals and coal has allowed the global mining industry to ramp up production at existing mines and begin construction of proposed projects. In addition to satisfying shareholders, the industry is also providing good paying jobs and creating needed infra-structure in places that previously did not have either. However, the industry has learned that the prospect of jobs and infrastructure is not necessarily a guarantee that communities will allow mines to be built. The industry must maintain even higher environmental and reclamation standards. And mining companies must help communities plan for life after a mine is closed and the company moves out.

At present, discounted cash flow analysis is generally accepted as the preferred method of valuation of mine projects in surface coal mining. One of the major reasons for that is its ability to take into account the time effect of money over the life-of-mine. As a looking-forward method, it requires forecasts be made with regard to economic, technological, technical, geological, and environmental conditions that will prevail in the future. All forecasts are inherently uncertain as they are a function of the uncertainty of all variables of the discounted cash flows analysis. This indicates that the only alternative for modeling the uncertainty in the project evaluation is the development of adequate risk models to serve the decision-making process. The paper offers a model of project cash flows at risk in strip coal mining, which is an integrated corporate risk management solution. The model is based on a stochastic approach that provides the answer to the question about how large is the deviation between stochastic cash flows and the planned value (or that used in the budget) at each time step of the discounted cash flows analysis, that is due to the uncertainty in the model variables. A solution is worked out for the allowable range of the stochastic cash flows variation that determines the probability of achieving the planned value of a mine project. The Monte Carlo simulation technique is used to model the stochastic behavior of the project variables. A case study of an opencast coal mine project is provided to illustrate the applicability of the risk model. The results obtained provide a new understanding of the mine project risk as a component of the project discount rate.
