As part of its mission to develop technology that will help increase the supply of critical and strategic minerals from domestic resources, the Bureau of Mines has investigated methods for beneficiating platinum-group metal ores from the Stillwater complex, Montana. This report presents the result of a bench-scale study employing froth flotation to recover a sulfide concentrate containing platinum-palladium values from a mineralized gabbro. Best results were obtained with a flotation scheme utilizing a mercaptobenzothiazone collector and sulfuric acid. Rougher concentrates containing approximately 11 oz Pt-Pd/ton and 90 pct of the metal values in the ore were obtained. Subsequently, cleaner concentrates containing approximately 26 oz Pt-Pd/ton and between 80 to 85 pct of the Pt-Pd values in the ore were prepared.

This report covers a technical and economic investigation of old electrical power systems, equipment and practices being used in the metal/non-metal raining industry. The principal sources of information were the MSHA District offices, visits to representa¬tive mines and mills, equipment manufacturers and the literature. A list of 85 mines and mills, submitted by the MSHA Districts as candidates for this study, is given and their characteristics are analysed. The electrical power systems and practices at the 10 mines and 9 mills which were visited are described. The principal areas which do not conform to standard electrical practices are discussed with emphasis on the safety aspects of these practices. The costs to update electrical power systems and practices in metal/non-metal mines and mills are given. The principal findings of the study are summarized and recommendations are submitted.

The development and operation of "combination wells"5/ have created new and unusual problems, many of which can he solved only if information is available concerning the properties of the fluids produced. Data as to the characteristics of the fluids at the relatively high pressures that exist in the reservoirs are especially important, and there is growing economic concern to know what part, if any, of the liquid recovered at the surface was liquid in the reservoir, As an extension of this problem, it is important to know, whether liquid will be formed in the reservoir as a result of isothermal retrograde condensation when the reservoir pressure is reduced. The pressure range of such condensation, if it occurs, is significant in the design of gas-recycling plants for maintaining reservoir pressures. In connection with the operation of such plants, it is particularly important to know how pressure and temperature will affect the yield of the liquid phase and the composition of the gas to be returned to the reservoir. It has not been possible to predict the behavior of these fluids that have high ratios off gas to liquid by comparing them with the behavior of low gas-liquid ratio fluids at identical pressures and temperatures. Such comparison fails because the proportions in which a component will be distributed between the phases of a system at any given temperature and pressure depend increasingly on the composition of the mixture as the critical temperature and. pressure of the system are approached. Because many combination wells are producing from reservoirs that have temperatures near the critical point, experimental date on the properties of the Fluids under reservoir conditions are particularly important at this time, To meet the immediate requirements of the industry for such experimental information, an equilibrium cell has been constructed at the Petroleum Experiment Station of the Bureau of Mines, Bartlesville, Okla. When adequate experimental date have been accumulated, it may be possible to make dependable estimates of the phase relations for high gas-liquid ratio fluids at the pressures anti temperatures characteristic of "combination-well? reservoirs.

This study consists of four descriptive Sections covering respectively: a state-of-the-art literature survey on ungrounded and grounded power systems, a report on literature pertaining to human threshold limits of electric shock, an analysis of the performance requirements of isolated systems and a section on design and performance specifications for an isolated system the final section includes copies, and translations where applicable, of the most important articles on foreign mining practice as well as some technical publications which could be difficult to obtain elsewhere. Section 2 - Literature Survey In analyzing the available literature on ungrounded systems it became apparent that too strict an interpretation of Section 1.1 of the Contract would limit the survey in both period of time analyzed and in available literature which discussed several types of power systems. Therefore, the survey was expanded to cover approximately the past twenty-year period and to cover literature which addressed itself to both ungrounded and grounded power system operation. Section 2 gives a brief summary of this literature survey and lists the important papers and books which were examined.

Near-surface temperature measurements in two granite quarries show that diurnal temperature variations are significant to a depth of 1 or 2 feet, and annual temperature variations are significant to a depth of at least 25 feet. As a result, ground stress anomalies due to temperature exist near the surface, and their magnitude depends upon the time of day and the time of year. Rock stress and corresponding temperature measurements were made in one granite quarry over a rock temperature range of 33° to 81° F. Measured rock temperatures show good agreement with values predicted from one-dimensional heat flow theory. Calculated and measured stress-temperature coefficients for the two granites in this study are given. Thermally induced stress variations in near-surface rocks tested were as large as 1,690 psi from combined daily and seasonal temperature changes.

Work on contract H0272007 is summarized for the period of 1 February 977 to 1 February 1978. The initial evaluation of two potential systems for the location of well casings, voids, and tunnels in coal are described. The pulse measurement equipment used for the evaluation of the antennas selected possible use with a pulse time domain system and an FM-CW system is described. A TEM horn antenna design potentially suitable for use with these systems is given. An operational comparative analysis between various antenna types is presented.

The consumption of slab zinc in the United States increased sevenfold in less than a half century since 1900. Therein is reflected the innate characteristics of this versatile and nearly indispensable nonferrous metal whose use has grown at more than twice the rate of industrial production. The total metal consumption was substantially stimulated during the two World War periods, which were likewise marked by notable changes in use pattern accompanied by shifts in geographic distribution. This information circular summarizes basic data collected for many years by the Bureau of Mines, but in particular presents for the 1940-45 period details derived from the comprehensive slab zinc consumption survey inaugurated in 1940. The total consumption of slab zinc has been broken down into four major categories galvanizing, brass products, rolled zinc, and zinc-base alloys -- with minor applications grouped under a fifth heading, other uses. Ex- cept for the inclusion of zinc-base alloys with other uses before 1926, the above-named segregation has been shown for the entire period 1900-45. 11- though a substantial tonnage was taken by all groups in all years, there were large shifts in the use pattern in both World War periods. In both, the Allied Powers depended heavily on the United States for zinc-bearing products, especially those required by war industrius. The departures from usual uses were, however, much more marked during the second than in the first period, mainly because the United States could not have met the tro- mendously expanded war-materiel demands had the greater slab zinc needs of a period of high industrial activity been supplied. The geography of consumption is known in detail only for 1940-45. Even in that short period, substantial shifts are observable, largely the reaction from conversion to war production in 1940-41 and reconversion to peacetime consumption in 1945. However, there is so evidence of other shifts in consumption centers that appear to reflect longer-term develop- ments.

This report summarizes studies of 55 Idaho national forest roadless areas completed by the U.S. Bureau of Mines (USBM) in the period 1966-1992. These roadless areas have been recommended for addition to the National Wilderness Preservation System, proposed as special management areas, or otherwise recommended for study by the U.S. Forest Service or the Idaho congressional delegation. The Bureau of Mines' studies indicate which parts of the roadless areas contain mineral resources. They also show where mining and prospecting are likely to occur in the future, where mineral production has occurred in the past, and where abandoned mine workings (possible hazards) would be encountered. The number of mine and prospect workings found are a measure not only of surface disturbance, but of areas not wilderness in character.

Coal carbonization, the basis of a major industry, consists in heating coal in the absence of air at various temperatures (ranging from 500° to 1,000° C.) that are selected according to the kind of products desired. During this treatment, the complex organic substances that comprise the major part of the coal are converted into several useful products that are quite different from the original material. The principal products of coal carbonization or distillation are coke and gas. These products, as well as others of which lower yields are obtained (light oil, tar, and ammonia), occupy an important place in present-day commerce and civilization. This paper is concerned with the composition of the tar and light oil, which, as complex mixtures of organic compounds, are the source of many important dyes, inter-mediates, medicinals, resins, etc. The volatile products obtained when bituminous coals are destructively distilled or carbonized are tar, aqueous liquor, and gas. These products vary in composition and properties, depending on the nature of the coal and the temperature and conditions of carbonization. The tar is a dark, rather thick and viscous liquid at ordinary temperatures, becoming semisolid when cooled to the freezing point of water. The aqueous liquor (chiefly water) contains several inorganic substances and certain organic compounds, which, because of their solubility characteristics, have been extracted from the tar. The carbonization gases consist chiefly of carbon dioxide, carbon monoxide, hydrogen, hydrogen sulphide, ammonia, methane, ethane, ethylene, and several hydrocarbons of higher molecular weight. The hydrocarbons of higher molecular weight (benzene, toluene, xylene, etc.) may be re-moved as liquids from the gas by suitable means. This liquid and the first fractions obtained on distilling the tar are known as light oil.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Itmann No. 3 Mine, located near Mullens, West Virginia. The electromagnetic environment created by 250-volt-dc and 550-and 950-volt-ac machinery in two longwall panels was measured and is reported. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. It is recorded using broadband analog magnetic tape, and the noise data is later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific, measured results are given in a number of spectral plots and amplitude probability distribution plots.

The following is a Maintainability Design Checklist for coal mining equipment. The purpose of the checklist is to provide a summary of design review points for the maintainability assessment of new or existing underground equipment. It specifically focuses on the identification of equipment design features, tasks, or procedures that impact equipment downtime, repair costs, labor hours and maintainer skill level requirements. Some checklist points are general in nature. The checklist was designed to be used across all categories of underground equipment. The intent is to draw attention to design features and maintenance procedures that will increase maintainability requirements. You are encouraged to adapt this checklist to site specific or machine specific requirements by: Inserting specific performance criteria for various categories of maintenance tasks. For example; all hydraulic lines on a shuttle car should be replaceable in 15 minutes or 25 minutes, etc. Adding or deleting checklist items for different categories of equipment. You would include environmental control equipment, for example, on face equipment and not on shuttle cars or man trips. Adding additional checklist items based on site or equipment specific maintenance histories or experience, company maintenance standards, or other factors.

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. H. Jacobs. J. W. Hunter, W. H. Yarroll, P. E. Churchward, R. G. Knickerbocker, R. W. Lewis, H.A. Heller, and J. H. Linck. The workcarried out under the direction of R. S. Dean, formerly assistant director, Bureau of Mines, and R. G. These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. First - aid training is an essential part of safety programs in the mining industry , but it is only a means to an end ; first -aid training will not eliminate accidents , but unquestionably it is of considerable value in any accident prevention program . Numerous features should be incorporated in any efficient , well - developed safety plan ; in addition to first -aid training safety work , to be reasonably effective , should include the establishment and maintenance of a safety organization , safety competitions between mines or sections of mines , safety- inspection committees , accident - investigation committees , safety meetings of mine officials , safety bulletins and posters , employees ' safety publications , Holmes Safety Chapters (which provide for monthly safety meetings of all employees ) , and numerous other activities looking to safe operation of mine or plant . These features are supplementary to the fundamentals of safety-- adequate and effective supervision and discipline . Years of experience , however , have demonstrated that first - aid training is a good accident -prevention auxiliary and should be made an integral part of every company's safety program . Many safety-organization plans have failed because they have been based upon the assumption that the supervisory force should be given full authority and responsibility for achieving safety and eliminating accidents and that the workers , who are most vitally concerned , are nonessential . First -aid training causes the employees to feel that they have a personal and full participation in the safety program and is now available so readily that no individual or organization has any valid excuse for not having it . Early investigations made with a view to bettering health and safety conditions among the employees in the mineral industries demonstrated the need of prompt care of injured employees because , under the difficulties inherent in the occupation , seemingly unimportant wounds , when not treated promptly, became infected and caused permanent disability and even death . Many seriously injured persons , brought out of mines and plants by fellow workers who were ignorant of the approved methods of giving first aid or of safe means of transportation

Bureau of Mines Reports of Investigations 3244, 3245, 3246 and 3264 give data of detailed studies on smelting in the lead blast furnace handling zinciferous charges at Trail, B. C. The present paper gives more on analyses of the gases leaving the top of the charge and on accretions formed on the walls of the blast furnace. New data are presented to show the effect of the temperatures at the tuyere zone on the lead content of the slags made. The greater part of this paper, however, deals with a much debated subject, namely air used in lead blast furnaces. Original data are presented to show the effects on smelting lead 'products when air is supplied to a lead blast furnace under volume versus under pressure control.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force.
