In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution. This paper shows an economic feasible approach to implement greenhouse gas (GHG) reduction measures into the mining and metallurgy industry (MMI). The goal to improve energy consumption is directly linked to the reduction of GHG emissions in the MMI. A baseline scenario of the considered reference system and of the respective reference year has to be designed and analysed. In a second step an analysis of the same operation using the best available technology (BAT) processes is carried out to generate a basis for a benchmark system. The identified gaps will be reported and the potential GHG emission reductions will be put into relation to the investment, running cost and generated carbon credits of the new process technologies to be implemented. This economic feasibility calculation is necessary to realise a cost efficient GHG reduction roadmap decision-making for implementing new technology into the companyÆs business operations. The GHG reduction roadmap is developed using the marginal abatement curve approach.

"Methane is a signifi cant greenhouse gas. Methane is released from coal seams during the mining process, both in surface and underground operations. This uncontrolled release is termed æfugitive emissionsÆ and in underground mines is transferred to the atmosphere in ventilation air, known as ventilation air methane (VAM). The global VAM emissions are over 369 Mt of CO2-e/a (Butler, 2011; US EPA, 2010). Coal mines may abate this VAM or consider abatement should there be a price on carbon. These fugitive emissions are heading towards ten per cent of AustraliaÆs emissions by 2020 (Department of Climate Change, 2011).There are safety issues involved in VAM destruction. Due to the nature of coal, and coalextraction, unpredicted methane spikes above the lower-explosive-limit (LEL) can occur in theventilation air; for example outburst events or ventilation failure. This could lead to a mine fi re ifthe mine ventilation air was connected to a VAM abatement plant and the risks are left unmitigated.CorkyÆs is working with the mining industry to directly address these safety issues. CorkyÆs calltheir technology VAM RAB, which stands for ventilation air methane regenerative afterburner(VAM RAB). VAM RAB utilises the principles of a thermal oxidiser.This paper discusses fi ve independent layers of protection (ILPs) to fi rst stop methane reachingthe thermal oxidiser and secondly prevent the fl ame front from burning away from the VAMRAB. The test work completed or contemplated includes safety integrity level (SIL) assignmentto various vents, barriers and door systems to prevent a fl ammable mixture reaching the VAMRAB, proven rapid response methane monitoring sourced from the petrochemical industry, anddefl agration experiments to test the eff ectiveness of the passive geometry and active engineeringcontrols. These experiments and SIL assessments indicate that it is possible to safely connect theVAM RAB to a working coal mine.Further work is required to upscale the pilot safety work. Refi nement to the design is possible;for example improvement to safety duct controls once trialled at demonstration scale plus thermalenergy capture for power generation or other applications to provide heat. Nevertheless, thispaper shows how safety issues can be managed by a multilayer of protection approach usingvents, barriers and doors, and appropriate thermal oxidiser geometry."

In the last 50 years there have been tremendous improvements in equipment used in development on underground mines. Compressed air powered jacklegs have been replaced by high powered electro-hydraulic drifters on sophisticated drill jumbos and load haul dump units have taken over from small shovels and rail cars.Despite the increase in power applied in key parts of the development cycle, average advance rates have fallen and costs have increased. The factor that is most often regarded as the main contributor to slowing advance rates is increased support requirements. Whilst there is no denying that the drive to improve safety has resulted in the requirement for more bolting and the installation of a skin support (mesh or shotcrete), this is not the only factor.Within the industry as a whole, many of the basic principles of development appear to have been lost over time. This paper looks at a historical case study and discusses some of the features of old development cycles that are no longer in use. This highlights some of the basics that appear to have been forgotten. This paper presents the results of a field study designed to assess the impact of vane rotation speed on the estimated undrained strength for two Australian bauxite tailings storage facilities. The vane test results are assessed against cone penetration and dissipation tests results to identify if partial drainage may be an issue. An innovative tool capable of measuring pore pressures during vane shear testing, the Piezovane™, is introduced as an improvement over the standard field vane to assess drainage conditions in real-time.

High-grade iron ore may be derived from banded iron formation (BIF) through four fundamentally different processes:1. syngenetic precipitation of chert free BIF,2. residual enrichment by removal of gangue minerals from BIF to form bedded (residual) ironore,3. mechanical erosion of iron oxide and chert from bedded iron ore or BIF and re-deposition andupgrading as detrital iron ore, and4. chemical removal of iron from BIF and precipitation elsewhere as a secondary (channel) irondeposit.Finally, the BIF itself may constitute iron ore if a high-grade concentrate utilised for pellets or sinters can be derived from it through mechanical (industrial) separation of iron oxide by means of crushing/milling and mineral separation.Historically, exploration for high-grade BIF hosted iron ores was focused on the residual (bedded) deposits and driven by supergene concepts. Exploration for detrital and channel type iron ores was mostly secondary to exploration for bedded deposits, but recently, a more focused exploration effort has led to the discovery of enormous moderate to low iron grade deposits in the Pilbara region of Western Australia. Exploration for high-grade iron ores using syngenetic concepts has been limited,but together with exploration using hypogene concepts offers the best hope of fi nding concealed deposits. Exploration for BIF sources suitable for concentrate ores commenced in the ‘old’ iron ore provinces after the high-grade resources were depleted and has only recently gained importance in Australian BIF provinces, mainly as a result of high iron ore prices in the last decade.

As Pliny commented two millennia ago, The only certainty is that nothing is certain. Despite the many breakthroughs, advances and promises, the way we each live and work remains awash with technological, economic and political uncertainty. The resources sector is no exception in this regard. Mining itself is much more than a complicated process or recipe; it is a complex adaptive system. The way we adopt and adapt new technologies, the way we evolve data into corporate wisdom, the way we make decisions and even the way we view our concept of rationality should each be the subject of intense review. Translating these sentiments into sustainable company growth is indeed the challenge. This is unlikely to be achieved within convention, but through innovation. The game is changing!

Methods of calculation of the reliability of process computers are getting more and more important. The paper presents long period observations of 21 process computers with online applications in the iron and steel industry. About 5000 failure events during 10 years have been systematically recorded and evaluated. On the basis of these long time observations it is possible to develop a probability model of the failure behaviour of process computers.This failure model is constructed with four different states of the process computer:Working phase, working phase with undetected reasons, repair phase, failure phase resulting from external influences.The model is defined by differential equations for the probability of one of these four phases. Long time observations show, that all of these four phases are closely correlated with the capa-city of a process computer, restarting without detection of failure reason, changes of programs and software, costs and time of repair. So the result of this analysis is a model of failure for process computers, which allows to predict breakdowns of process computers on the basis of external parameters.

The Zapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level. However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy.

A study has been undertaken into mine ventilation systems currently in use within Australian modern coal longwall (LW) extraction mines. It reviews systems and discusses evolving changes being adopted to address the more complex challenges. There is a strong move to longer panels, wider faces, greater extraction heights, increased production rates, more efficient ventilation and decreased personnel. Each of these changes is motivated by improvement in productivity and generally leads to cost reduction. In addition, mine workings are moving deeper, which results in increased ventilation control issues such as higher total and respirable dust levels, greater seam gas contents in parallel with lower in situ permeabilities, spontaneous combustion and heat management issues. A comprehensive database of Australian LW ventilation practice is analysed. Currently there are a variety of LW panel ventilation circuits used in Australian underground coal mines due to various combinations of seam characteristics, gas emission rates, spontaneous combustion, geological features and surface constraints. The main issues usually addressed in the designing and planning of ventilation circuits for LW panels are airway velocity, gas concentrations, LW cutting methods (eg Bi-di, Uni-di or half web), ventilation of control devices, pressure differentials and leakage paths and understanding gas concentrations across the length and width of the goaf. If the ventilation circuit can manage the applied contaminant load (gases, heat and dust) at an acceptable cost and circuit duty, then supplementary controls, such as gas drainage, refrigeration and dust sprays and scrubbers, may not be required. To date, Anglo American Research Laboratories (AARL) has carried out several projects, based on the techniques developed in AMIRA International LimitedÆs (the mineral industries research association) AMIRA P9 project, to develop models for several Anglo Base Metals flotation plants. Further detailed analysis of the data which was generated has realised additional benefits: the various hydrodynamic measurements were useful in comparing cell operating parameters to literature sources, while the laboratory batch tests give an indication of plant recovery potential. A detailed cell by cell mass balance, which is a critical feature of the modelling process, is in its own right a valuable diagnostic tool. Several examples of how this can be used to highlight potential improvement areas in the plants are presented. The added understanding gained from sampling each cell is clear and this is shown to more than compensate for any necessary modifications needed to allow sampling to take place. The model fitting process generates an ore floatability distribution, which is used in the JK SimFloat simulation package to assess the effect of possible changes to each of the circuits. An example of an actual circuit change as a result of this approach is presented. The current limitations of and the potential improvements to the modelling process are also briefly discussed. Future models will be extended to include enhanced size and mineralogical information where the basic models suggest this has potential to improve understanding.

"Determining the deportment of economic and environmentally significant elements in sulfidic mine materials (eg ore, gangue and waste) requires the use of advanced microanalytical techniques, including electron microprobe analysis (EMPA) and laser ablation inductively coupled plasma mass spectrometry (LA-ICPMS). Sulfidic boulders were sampled from an acid rock drainage impacted ephemeral stream adjacent to historical copper-silver workings at Baal Gammon, northern Queensland. The abundance and deportment of a range of trace elements and precious metals were analysed in these samples. Whilst many of these elements represent a potential environmental risk if leached from sulfidic rocks into streams in the surficial environment, significantly some of these elements (eg In, Sb and Co) represent specialised metals that are currently considered to be in critical supply.Sulfidic waste rock material at Baal Gammon is dominated by chalcopyrite, arsenopyrite, pyrrhotite and pyrite. Microanalytical investigations revealed that chalcopyrite contains significant quantities of In, Sn, Ag and Zn either substituted directly into the crystal lattice or occurring as discrete sphalerite and stannite inclusions. Arsenopyrite, which may comprise more than 50 per cent of some boulders, is notably enriched in Sb, Co and Ni but also contains inclusions of sphalerite, chalcopyrite and stannite. In contrast, pyrrhotite contains no trace elements of economic significance, but instead represents a likely contributor to acid generation during oxidation in the surficial environment. Trace metals (eg In, Sb, Co, Ni, Zn) are liberated during sulfide oxidation of these boulders in the surficial environment, generating a metal-rich, low-pH leachate.Fe-oxides precipitated as rinds on the surface of these boulders under low pH conditions also contain abundant As, Bi, Sn, Cu and Zn. Abandoned or historical mines represent potential sources of metalliferous drainage that poses potential environmental risks to water and habitats. However, sulfide-rich historical waste rock, stockpiles and processed waste (eg tailings) at abandoned mines may also represent significant sources of critical (eg indium) or other significant metals (eg Sn) that if liberated economically could improve environmental conditions in and around abandoned and historical mines.CITATION:Fox, N, Parbhakar-Fox, A and Lottermoser, B G, 2016. The life cycle of a mining project begins with initial regional exploration and ends with mine closure and rehabilitation. Between resource definition and the commencement of mine construction is the study phase. In this phase technical concepts and processes are defined, evaluated and assessed with the aim of establishing whether the deposit is economically feasible. The study phase usually involves various steps from a concept/scoping study to prefeasibility and ultimately definitive feasibility study. The complete study phase can take several years. Although the costs for studies are low in comparison to actual construction and operating costs of a mining project, they are significant especially for junior exploration and mining companies advancing projects to the point of being funded.The studies aim to determine selected parameters for the project, eg mining and processing methods, operating strategy, etc and provide a roadmap for project development ahead. Although mining studies are of the utmost importance for the mining project and the project owner, they are usually carried out using a conventional engineering approach: the consultant or design engineer works to a defined scope of work. The resulting design might be based on good engineering, but might often also fail to provide the solution for the project owner that delivers the best shareholder value. An alternative to this more traditional approach to project evaluation is what we have termed a value engineering approach. Value engineering is a creative, organised effort, which in the case of a mining study analyses the requirements of the study for the purpose of achieving the essential outcomes with the highest shareholder value. The outcome of a study is a concept that delivers the highest achievable value of the resource project and shows the way ahead to realise this value. Through a group investigation by experienced, multi-disciplinary teams the value of the resource is improved through the study of alternative options, methods and processes. The scope of the study is not limited to a narrowly defined engineering scope, but to the creation of value.The study commences with the identification of key value drivers and risks, based on the available information (drill data, geotechnical data, metallurgical test work, etc). This enables the quantification of key uncertainties, risks and value adding opportunities. Study efforts concentrate on key value drivers and are not unnecessarily spent on side issues. RISKGATE, an Australian Coal Association Research Program-funded (ACARP) initiative, has been designed to assist the Australian coal mining industry in improving minimum standards for safety performance, efficiency, operating practice and training. The online system is innovative in that it is built upon a foundation of industry expert knowledge gathered through action research workshops, which is further supported by a broad array of industry, academic and technical resources. In operation, RISKGATE offers a continuum for knowledge transfer and communication of current practice in risk identification, assessment and management in the coal mining industry. The primary mission of RISKGATE is to focus industry attention on prioritising control management as a way to achieve acceptable risk.A Coal Mine Tailings Dam Module has recently been added to the RISKGATE suite. The key risk, or initiating event, associated with coalmine tailings dams is catastrophic failure of the dam, leading to the release of tailings and water. This can occur due to geotechnical instability of the dam itself or of its foundation, overtopping and erosion of the dam, and piping failure of the dam itself or of its foundation. Coalmine tailings dams are also prone to seepage into the foundation and through the dam, particularly during operation when large volumes of water are discharged with the tailings. The most significant risk associated with seepage is the release of potentially contaminated water to the environment. Contamination can take the form of elevated salinity, acidity and dissolved metals. Run-off from coalmine tailings can cause erosion and can also potentially contain contaminants. Desiccation of the tailings surface can result in dust generation and dispersion.The paper presents the background and context of the RISKGATE project, the need for the addition of the RISKGATE Coal Mine Tailings Dam Module, and a description of the developed module, including the five initiating events considered, their causes and associated preventive controls, and their consequences and associated mitigating controls. The Ban Houayxai mine (BHX) is a relatively low-grade, low-cost, open pit gold-silver deposit in Laos operated by Phu Bia Mining, a subsidiary of PanAust. The ore production rate at BHX is 4.5 Mt/a, with direct tipping to a semi-autogenous grinding/ball mill circuit with a carbon-in-leach process plant. Approximately 100 000 oz of gold is produced per annum.The operation is located in mountainous terrain with minimal run-of-mine stockpiling. This results in limited capacity for blending from stockpile, with the mill instead reliant upon direct feed ex-pit. Since commissioning in 2012, the plant has seen significant variation in milling rates due to variability in the feed properties of the oxide, transition and primary ores. As part of an ongoing continuous improvement program, an integrated approach was initiated, focusing on maintaining and enhancing production in the future as the proportion of harder primary ore increases. This will specifically focus on direct blending from the loading face using the ore properties and blast fragmentation to maintain mill throughput.This approach was based on the concept of physical assets management, commencing with improving information and knowledge of the condition of the orebody through modelling the characteristics, variability and performance of the feed for processes relevant to throughput. These models are used to support both mine and process plant production planning.The key ore feed characteristics and parameters modelled for the life-of-mine are blastability index, powder factor, crushability or impact resistance and grindability. These predictive spatial models were based on the data from diamond drill holes used in resource definition and geotechnical drilling programs by integrating geotechnical, geological, geochemical and metallurgical data.At the early stages of implementation, the models are being utilised for ore blending decisions to provide guidance and support for budgeting, long-term mine planning, blast design for mill feed and providing the mill with an expectation of performance.CITATION:Jackson, J, Gaunt, J and Astorga, M, 2014. A mine waste dump progression plan can provide a clear outlook of the mining operation. To produce such an output requires detailed placement schedule of the mined material, including the volume (or tonnage) and the allocated dumping location. However, current practise mainly focuses on the ore production, over-simplifying the waste material scheduling. As a result, a rock dump is often treated as a single point in long-term planning, making it difficult to predict the waste dump progression pattern over the life-of-mine. Without such a guidance, it is almost impossible to carry out progressive rehabilitation on the waste rock dumps. The lack of dumping schedule could cause delay in development construction, ie tailing storage facility and run-of-mine pad. Other downstream effect due to the over-simplification is inaccurate estimation of required truck hours, which could have huge financial impact on the operation.In this paper, mixed integer programming (MIP) models of different objective functions, ie maximise truck productivity by minimising the overall haulage distance, minimise required truck deviation between adjacent years, and a hybrid between the two objectives, are utilised to generate the long-term optimum rock placement schedules under the criteria of satisfying site specific conditions. All three MIP models are implemented in a large scale open pit mine. The numerical solutions from the models forms three different rock placement schedules, based on which, the yearly truck requirements are easily calculated and compared. The use of cemented rock fill (CRF) for support of open stope walls has increased in the Australian underground mines operations over the last five years due in part to its low capital cost. In open stoping the exposed CRF masses require adequate strength and stiffness, in order to resist the forces and to limit the displacement associated with movements in the rock mass surrounding the excavations. The CRF material preparation often involves the use of large particles, either from crushed rock or from development mining waste sometimes up to 1 m in diameter. However, the use of waste rock, which has a poorly graded particle size distribution may not achieve the required minimum target strength due to segregation and large air voids within the fill mass. This paper describes the optimisation of CRF strength by either crushing the waste rock or the addition of sand to the mix. Both methods increase the level of fines in the mix design. Cylindrical samples having 400 mm diameter and 800 mm heights were prepared for uniaxial compressive strength (UCS) testing. The UCS test was determined using the Western Australian School of Mines (WASM) large-scale static test frame. The laboratory results were compared with a database of large-scale CRF strength mixed without sand from a number of mine sites around Australia. The comparison shows a significant strength development in the CRF mixing with addition of sand for a given cement percentage. Due to the higher strengths achieved by the addition of sand and the crushing of the waste material these CRF types require less cement to achieve the same strength. The Hishikari gold deposit, discovered by the Metal Mining Agency of Japan, has become a giant class epithermal gold deposit with the highest grade of gold yet recorded in the world through detailed exploration and development by the Sumitomo Metal Mining Co., Ltd. The exploration strategy involved a regional approach combining geological and gravity surveys over a 900 km2 area which had historically produced over 120 t of gold. These surveys were carried out to grasp the common geologic features of epithermal gold deposits in the survey area. A genetic model for epithermal gold deposits in the area under regional survey was also considered based on detailed research of the Kushikino epithermal gold deposit which was in operation at that time. This model was applied to the targeted areas, and important relationships between mineralization, host lithology, intensive propylitic alteration and gravity highs became apparent. The Hishikari block was selected in this way and bonanza gold was discovered during drilling. Since the development of the Hishikari mine, information useful for further exploration for the same type of deposit has been accumulated.

Background BHP Iron Ore Pty Ltd is one of the major iron ore producers in the Pilbara Region of North Western Australia. The company manages three separate joint ventures; the Newman, Goldsworthy and Yandi joint ventures and two 100 per cent owned operations, Yampi and Jimblebar. The Newman operations constitute a mine site at Newman and a 426 km railroad to Port Hedland where there is an ore processing/port site. The Goldsworthy operations currently constitute a mine site at Shay Gap/Nimingarra, a developing mine site at Yarrie, a decommissioned mine site at Goldsworthy and an ore processing/port site at Finucane Island (Port Hedland). The Yandi operations include mining and processing facilities at site and a spur line to join the Newman Hedland railroad. Jimblebar operations are scree and bedrock mining near Newman and include mining, processing and a spur line to Newman where it joins the Newman-Hedland railroad. The Yampi operations constitute a mine/port site at Koolan Island (which is presently being decommissioned). The combined BHP Iron Ore operations produce approximately 46 Mtpa of iron ore. This paper will concentrate on the processes developed and applied for the decommissioning of the Goldsworthy site. The Goldsworthy site is on the northern boundary of the Pilbara Region and adjacent to the western extremity of the Great Sandy Desert. It is located approximately 110 km east of Port Hedland (see Figure 1). The area is generally of low relief with isolated low ranges. The mine site being within the Mount Goldsworthy range area. The geology of the area is essentially Archaean granite with Archaean banded iron formation becoming dominant within the ranges. The chief soils are hard alkaline red soils. The vegetation is essentially shrub steppe with the main hummock grass species being spinifex (Triodia sp). The climate for the region is semi arid tropical. The temperature ranges from a mean low of 15¦C in winter to a mean high of 40¦ in summer. Rainfall is episodic, occurring mainly throughout the summer as a result of tropical depressions or cyclonic activity. The average annual rainfall is approximately 300 mm and annual evaporation may exceed rainfall by up to 2500 mm. Goldsworthy Mining Ltd commissioned the Goldsworthy site in 1965/66. Goldsworthy was the first iron ore operation and associated town site in the Pilbara region. The mine development peaked in 1977 with the town population reaching 1400 people. In 1982 mining ceased and the mining operations were relocated to Shay Gap, 80 km east of Goldsworthy. The Goldsworthy town continued as the base for the railing operations between Finucane Island and Shay Gap. BHP Minerals acquired Goldsworthy Mining Limited in 1990. The population for the town of Goldsworthy at this stage was around 450 people. An assessment of the Goldsworthy site operations concluded that it was uneconomic to continue the operation of the site. The decision was made to transfer the base for railing operations to Port

Field trials at three New South Wales and one Queensland coal mines were carried out to gather data on oxygen "run out" times of Self-Contained Self Rescuers (SCSRs), time taken to escape from the mine, distances travelled and the average heart rate of subjects wearing SCSRs. The study has led to a method of predicting the duration of oxygen supply from a SCSR as a function of the wearer's body weight, physical fitness and the prevailing environmental conditions. Escapeway design, planning for emergencies, familiarity with SCSRs and experiential escape training are critical to control panic and maximise the likelihood of survival of a person attempting to escape in an emergency involving fire or explosion.
