MR. ECKLEY B. COXE, in his able and interesting paper on " The Preparation of Small Sizes of Anthracite,"* read and discussed at the Glen Summit Meeting, October, 1891, refers to the reputed immense amount of coal contained in the culm-banks, which are the unsightly accompaniment of every mining operation in the anthracite coal-regions. Mr. Coxe thinks the available amount and value greatly exaggerated, giving among his reasons (1) the spoiling of the culm by mixing with other refuse; (2) its deterioration; (3) its destruction by fire ; and (4) frequent failures to realize expectations as to the size of the banks. These points are undoubtedly important factors in determining the advisability of working any individual bank, but they have a varying influence in the several regions, some prevailing more in one than in another. Although the amount of fuel lying waste in these banks is still an uncertain and undetermined quantity, yet no one can visit the Schuylkill region without being impressed with the fact that a considerable amount of culm, too valuable to be left merely to the mercy of the elements, surrounds and encumbers each site of an old or present colliery operation. The rapid increase in the number of washeries, and the demand for leases on old culm-banks, shows that, in the Schuylkill region at least, the question of deterioration doès not play an important part. TITANIUM-RICH ilmenite deposits, situated in the Allard Lake area in Quebec some 400 miles down the St. Lawrence River from Quebec City and 28 miles north of Havre St. Pierre on the north shore of the Gulf of St. Lawrence, are undergoing an intensive development program by the joint efforts of the Kennecott Copper Corp. and The New Jersey Zinc Co. Easily accessible ore, amounting to about 125 million long tons and carrying from thirty to forty per cent titanium oxide, has been delimited. Plans are being made for construction of an electric smelter at Sorel, on the south bank of the St. Lawrence midway beween Montreal and Three Rivers, which will produce 650 long tons of high-grade titanium slag and 500 long tons of iron per day from 1500 long tons of ore. Occurrence of ilmenite ore in this area has been known since J. A. Retty reported his geological work in the lower Romaine River area for the Quebec Bureau of Mines in 1941. In this report Dr. Retty mentions the presence of anorthosite rocks, some of which were rich in ilmenite. Claims were staked by several interests but the small showings and complex metallurgy were too formidable for any organization not adequately equipped with capital, metallurgical knowhow, and market outlets. However, Kennecott became interested and through a newly formed Canadian subsidiary, Kennco Explorations Ltd., options were taken up under the direction of A. H. Robertson. Tests of the MRDE firedamp prediction method have been carried out in a number of longwall districts with different conditions. The method itself and its development have been described previously At many test sites the prediction has been good, i.e. the calculated gas emission levels have agreed with measured values, averaged over a period of many weeks, within a few percent. In other cases, where there have been larger discrepancies between calculation and measurement, investigations have shown that these may be attributed to particular conditions of mining or geology. Recognition of these conditions in advance of mining is clearly desirable to improve the accuracy of the initial prediction. It has been shown that variations in gas emission rates depend largely on coal production in terms of the weekly advance of the coal face. Although there appears to be a random element present, variations in gas emission levels calculated from changing face advances agree well with measurement. The accuracy of prediction therefore depends on how well face advance can be forecast and needs to be updated as the working proceeds in the light of the face performance actually achieved. Continuous monitoring of the mine environment provides the information necessary to compare actual gas emission with predicted levels, and computerised systems make it possible to carry this out in real time. Predictions can thus be adjusted to take account of emission levels measured in previous weeks These adjustments, whether they are made after the first few weeks or subsequently during the district life, would also be used to alert management to particular abnormalities or significant changes in gas emission.

IN the last two years the E.C.P.D. committees having to do with the inspection of engineering schools for possible accrediting have been concerned with the engineering content of some of the mineral industries courses. Originally the discussion arose with regard to engineering geology, or geological engineering, afterward broadening to metallurgical engineering, ceramic engineering, agricultural engineering, and other branches not pertinent to this discussion. Some members of visiting committees took the attitude that they probably would have to accredit these types of training as included in the engineering group if they met the average standard set by the mining schools, though they questioned -whether they were really engineering.

(Butte Meeting, August, 1913.) THE Kennedy mining district is situated about 55 miles in a southerly direction from Winnemucca, and about the same distance south-east from Battle Mountain : two towns situated oil t the main line of the Southern Pacific railroad. History. Prospectors were first attracted to the district by the reported discovery of gold by Chinamen in Cinnabar creek in the early 90's. The prospectors came from the rich placer workings in and about American canyon ; but the new diggings were not found sufficiently rich to justify their being, worked as placer properties, and the prospectors started work in a number of places, looking for the veins which had fed the canyon. In 1893, Charles E. Kennedy, a prospector who had been attracted by the reported discoveries in the vicinity, left Hawthorne and came to the present site of the town of Kennedy. Within a short time he discovered the vein known as the Imperial, and proceeded, with the aid of some friends, to develop it. The vein was readily traced for a distance of about a mile, and about $10,000 worth of high-grade ore was shipped to the Utah smelters. At about the same time the Lawler Brothers, who had been prospecting in the district for some time, located the ?Gold Note group," which showed some extremely rich ore. Within a very short time they extracted from 'the Gold Note vein 150 tons of ore, which was shipped to the Utah smelters, and netted about $105 per ton above all expenses. Their good fortune attracted attention to the camp, and within .a short time a town was laid out, with a population of about 500 people. It was named in honor of Kennedy, who had made the first discovery of pay ore in the district.

The mining industry is continually faced with problems involving dewatering, pollution, water supply, leaching and hydrochemical mining and prospecting. Greater application of the principles of ground-water hydrology to solution of these problems promises improved operating efficiency, increased safety and better public relations. Estimating the magnitude of dewatering for a proposed mine may be a major factor in determining the feasibility of proceeding with mine development. Diverting the source of ground water to an abandoned mine may save costly treatment of acid-mine drainage. Development of a large ground-water supply near an ore deposit may enhance the possibilities of a leaching operation. Detection of certain dissolved minerals in water from springs or wells may lead to hitherto unknown mineral deposits. Current efforts of industry, educational institutions and government are making these kind of events more commonplace. Dewatering of Mines The magnitude of dewatering problems was dramatized by a flooding that occurred last year in a gold mine in South Africa. During drilling operations at the West Driefortein mine, a major fracture was encountered from which large volumes of water issued necessitating evacuation of 1350 men from the mine. Dewatering required an increase in pumping of more than 80 million gpd. Models of ground-water systems are being used to test alternate plans for dewatering mines. Using the models in conjunction with computer optimization programs may lead to minimizing costs of operation. In addition to computer simulation of aquifers associated with phosphate deposits in North Carolina mentioned in last year's report, two USGS employees developed a model to estimate the amount of pumping required to dewater a mine site in Colorado.

INTRODUCTION The committee on Rock Mechanics, Japanese Society for Civil Engineers, has been discussing 'soft rock engineering in Japan' and presented several papers concerning dam, tunnel, bridge and slope constructions to International Symposium on Weak Rock, Tokyo 1981. This is the summarized paper based on References of Okamoto et a1 (1981), Iida et a1 (1981), Working Group on Tunneling-JSCE (1981), Working Group on Bridge Foundations-JSCE (1951) and Kikuchi et a1 (1981), which can convey general view on engineering experiences with weak rocks in Japan. From the point of view to the origin and/or distinctive physical properties, weak rocks in Japan may be classified into (1) sedimentary, (2) weathered, (3) low welded-pyroclastic and (4) fractured ones. Their typical characteristics are summarized in the following section. Concerning dam foundations on soft rock, several hundreds have already been constructed and, at present, nearly one hundred are under construction or at planning stage. These dams, almost without exception, have some problems such as site selection, material selection for fill-type and concrete dams, design of dam and its foundation, and construction procedures, requiring special ingeneous and cautious measures to cope with the local geotechnical difficult situations. In tunneling, for the decade of 1970s, the number of tunnels in soft rock either completed or under construction was at least 160, including Seikan Tunnel of 53.9 km long, Nakayama Tunnel of 14.8 km long and so on. On August 4, 1844, J. C. Fremont made the first record found of coal in Wyoming. On the North Fork of the Platte River, beyond Medicine Butte, in Carbon County, he noted: "in the precipitous bluffs were displayed a succession of strata containing fossil, vegetable remains, and several beds of coal. In some of the beds, the coal did not appear to be perfectly mineralized; and in some of the seams, it was compact and remarkably lustrous." A little later he noted, "longitude 111°, latitude 4 1/2°-Muddy R.--coal."1 In 1848, Clayton reported coal on Sulphur Creek near the site of old Bear River City, in Uinta County.2 Maj. Osborne Cross in his journal, on July 1, 1849, records seeing coal on Deer Creek and in one of the hills near Crooked Muddy Creek, in Converse County; on July 7, he records that the country from Deer Creek to the Sweetwater River abounds in coal, probably in Natrona and Carbon Counties.3 A letter from Asst. Quartermaster Van Vliet to General Jessup dated July 25, 1850, asked an appropriation for building shops at Fort Laramie for making repairs for the emigrants, and mentions "coal and timber," but undoubtedly meant charcoal, as no other mention of stone coal is made in the records of the fort.4 Stansbury, in 1852, placed on his map of this section the words: "Great Coal Basin," extending from the west bank of Bear River, near the present Evanston, to Point of Rocks in Sweetwater County. In 1859, a military coal reservation was established near here, but the coal was never worked to any great extent, although probably some was hauled to Fort Bridger for smithing purposes. When the fort was abandoned this reservation returned to the public lands .2 In the same year (1859), Hayden traced the lignite formation uninterruptedly from the upper Missouri Valley to a point on the North Platte River, about 80 miles northwest of Fort Laramie.5 On August 25, 1865,

Sulphuric acid leaching has been up to the present, the most popular of the leaching routes. Oxide ores are usually leached with sulphuric acid directly by dump leaching, as practiced at the Bagdad or Bluebird Mines in Arizona, or by vat leaching as done at Inspiration Mining in Arizona. Upgrading of the low-grade oxide ores by dump leaching followed by cementation of the copper from solution by scrap iron has been replaced by the leaching-solvent extraction-electrowinning route which results in a high purity product at the mill site at reduced production costs compared to previous practice. High-grade oxide ores, vat leached with H2SO4, can contain, for example, 25 g Cu/l and 25 g H2S04/,l, or higher concentrations of both, and are presently fed directly to electrorefining plants. Advantages of coupling solvent extraction-electrowinning with the low cost dump leaching instead of using cementation, are as follows (1): a) the production of high purity electrolytic copper rather than cement copper;

The Bradford Oil District lies in the northern part of McKean County, Pa., and the southern part of Cattaraugus County, N. Y. Although petroleum was first found in the producing sand in 1871, it was not until the early part of the year 1875 that a productive horizon was acknowledged to exist, even by those most largely interested in the production of the crude oil. It has been reported to me that the first well drilled in the valley of the Tuneangewant Creek (commonly called Tuna Creek) was drilled by F. E. Dean and brothers in 1865. This well was located on the Shepherd farm, near the present site of Custer City. One hundred and sixty feet of drive pipe was used, and the hole was drilled to the depth of 900 feet. The producing sand at Custer City is found about 1130 feet below the level of the railroad track. The Shepherd farm well was therefore abandoned over 200 feet above the top of the oil sand. The next well was drilled by the Dean brothers on the Clark farm at Tarport. Drilling was stopped at a depth of 605 feet, or over 400 feet above the top of the oil sand. In the year 1862 the old Bradford well, since known as the Barnsdall well, was drilled to a depth of 200 feet with a spring pole, and then abandoned. In the spring of 1866 the citizens of the village of Bradford concluded to club together and sink the Barnsdall well deeper. It was drilled to a total depth of 875 feet, or to within 150 feet of the Bradford producing sand. All of these wells were drilled with the expectation of finding the Venango County oil, and at

In the summer of 1842 my father, William Firmstone, was engaged by Charles Jackson, Jr., of Boston, to examine the conditions in the Lehigh valley as a site for blast-furnaces using anthracite for fuel. In consequence of his report, he was further engaged by Mr. Jackson to build a furnace for him and his partners on the Lehigh canal, 2 miles above the mouth of the river at Easton. Work was begun in the fall of 1842, and the first furnace blown-in in 1844. The history of the works, therefore, from 1844 to 1887, when my own connection with them ceased, covers only four years less than the whole period of the rise, culmination, and commencement of the decline in the smelting of iron with anthracite in America, the beginning of which, in a commercial sense, may be put in 1839.' Although this paper, as the title indicates, is concerned almost exclusively with the furnaces at Glendon, still what was done there was more or less influenced by current opinion in the district, and even reflects, to some extent, the changes in opinion and practice with mineral fuel the world over. No. 1 Furnace was built of red brick, on four piers, had three tuyeres and fore-hearth and tymp, as was universal with furnaces using mineral fuel until the introduction of Lurmann's cinder-tuyere. The dimensions and profile are shown in Figs. 1 and 2. The first hearth (Fig. 1) was of sandstone; all after were of fire-brick (Fig. 2). The profile was no doubt derived directly from Gibbons's furnace,2 for it appears from W. Firmstone's note-books that in October, 1840, he visited " Gibbons' new furnaces building at Corbyn Hall," and I have an old drawing,

The smelter is often considered the flywheel of the copper industry. No other unit can produce such a uniform product from so many starting materials. Direct-smelting ore, concentrate, precipitate, refinery slag, and scrap in almost any combination can be processed into blister or anode copper. Copper smelting practice has advanced little in the last century. It is still basically matte smelting, although the source of matte has changed from the blast furnace to the reverberatory furnace because of changes in smelter feed, and the Great Falls converter has been replaced by the Peirce-Smith converter. This lack of progress has continued because the economic forces required to produce change have not been of sufficient magnitude. Traditionally, the smelting, operation has required only about 10% of the total cost of producing copper from its ores and this minor cost item has not warranted change until recently.

THIS paper is not an announcement of the successful conclusion of the Cerro de Pasco Copper Corporation's pacos-pyrite problems, but merely a description of the commercial-scale, intermittent-roasting operations conducted by the writer, J. H. Lucas and others of the staff. It was prepared by request, for presentation at the February meeting of the Institute. The results obtained in Peru confirm the 1-ton-a-day experiments completed about three years ago at Kearny, N. J. by C. C. Gordon and Mr. Lucas, where it was first demonstrated that a mixture of about 80 per cent. pacos ore with 10 per cent. pyrite ore and 10 per cent. salt could be roasted intermittently in a small 1-ton-a-day Holt-Dern furnace without extraneous fuel, producing porous calcine that could be leached rapidly. Mr. Keep and his staff, by successfully introducing improvements in the construction of the commercial furnace and in their handling of material, have established beyond doubt a low cost for roasting. The other steps in the process of treating pacos and pyrite ores have not as yet been demonstrated as sufficiently conclusive to warrant their acceptance for a permanent plant. Cerro de Pasco Ores The ores of the Cerro de Pasco Copper Corpn. at Cerro de Pasco, Peru, are situated at an altitude of 14,000 ft. The town and mines are served by the Cerro de Pasco Railroad, which operates between Cerro de Pasco and Oroya, the site of the company's copper and lead smelters. A large coal-fired power plant is to be built jointly by Pacific Power & Light Co. of Portland, Ore., and by The Washington Water Power Co. of Spokane, Wash., at a site about six miles northeast of Centralia, Wash. (Fig. 1 inset). Coal will be mined from nearby open-pit strip mines that will require cut slopes up to 250 ft in height. Coal will be removed from a seam approximately 50 ft thick, located at the bottom of the mine slopes. The coal fields are located in a geologically complex area that has been subjected to intense folding and faulting. As a result, the soils and rock comprising the overburden are highly fractured, jointed, and faulted. Classical approaches to slope stability based solely on the physical proper- ties of the overburden appeared to offer little assurance that theoretically stable slopes would remain stable. Further, the scope of the exploration program that would be required to provide a reasonable evaluation of the primary and secondary structural features from which a statistical evaluation could be developed was considered impractical. As part of the development of an overall mining plan, an experimental Pilot mine excavation, about 225 ft high and about 400 ft long at the base, was made within the coal field. This experimental cut was to provide firsthand knowledge of cut slope behavior. Our purpose at the Pilot mine was to observe the cut slopes as the excavation proceeded. To accomplish this purpose, the highwall of the experimental cut was instrumented to measure face movements and movement at depth behind the face. In addition, a detailed geologic map of the soil and rock conditions exposed in the highwall was prepared, and continual visual observations of the mine were made, noting significant events as they occurred.

The D'Arcy Exploration Company Ltd. has been granted prospecting licenses in Great Britain to explore four different types of prospect. In the south of England (Dorset, Hampshire and Sussex) the objective lies in Jurassic and Lower Cretaceous beds. In an area of approximately 4470 sq. miles, covering parts of Nottinghamshire, Lincolnshire and Yorkshire, the search is directed to testing Carboniferous rocks. In northeastern Yorkshire a single license covers structures in which the Permian limestone will be explored. In Scotland, southeast of Edinburgh, the company holds another single license where Lower Carboniferous horizons are the objective. Southern England Among the more important "indications" that led D'Arcy Explora-tion Company Ltd. to undertake a testing program in southern England was the discovery of sands in the Wealden (Lower Cretaceous) series of Dorset, impregnated with oil residues. Traces of oil and bitumen were also found in limestones of the Portland and Purbeck beds of the same area. In addition, traces of petroleum had been recorded from Upper and Lower Jurassic beds in borings, more especially those drilled in the course of coal exploration in Kent and Sussex, and an outcropping oil sand was known to occur in Wealden beds near Pevensey in Sussex. Besides these tangible proofs that at least some oil has been generated in this area, _the Jurassic beds, as developed at outcrop in Dorset and elsewhere, include considerable thicknesses of strata that may well be considered as possible source rocks of petroleum. A regional view suggested that these possible source rocks extended, without great thinning, beneath at least the southerly parts of the Weald of Sussex, the South Downs and still farther south beneath the English Channel. It appeared, and still appears, a reasonable conclusion that, where suitable structural conditions occur in this tract of country, an oil accumulation of commercial value may be found. Of the several possible anticlinal structures, those at Portsdown (Hampshire) and between Henfield and Steyning (Sussex) were selected as sites for the first test wells. The main problem in tunneling without the use of explosives lies in the development of tools capable of continuous mechanical destruction of rock, resulting in a fragmentation which lends itself to a smooth, uninterrupted transportation of the broken rock away from the tunnel face. While all moles of U.S. design mainly achieve this by crushing the rock by means of "disk cutters" or "roller bits," a boring system based on the principle of cutting the rock came into being in Europe, whereby the rock is worked in a manner very similar to the milling of metals. For tunneling purposes, this principle was first developed by the late Austrian engineer Wohlmeyer. Between late 1962 and the spring of 1965, the first experimental machine was tested in a German coal mine, working in coal and shale over a distance of some 3000 ft, divided over two runs separated by a period of time to allow for equipment modifications. In 1964, a collaboration was started between Wohlmeyer and the Habegger engineering firm of Thun in Switzerland. The normal Habegger range of equipment consists of aerial ropeways, ski lifts, and certain tool machines, to which in later years have been added monorail passenger-transport systems. One of these was installed as the main mode of transport at the 1967 World Fair in Montreal. After taking over the Wohlmeyer patents, Habegger further developed the original cutting principle, aiming at more robust machines in order to be able to tackle harder rock. A first machine was built and tested at a site near Thun in sandstone averaging 17,000 psi compressive strength and limestone of 25,000 psi. In May 1966 this machine was delivered to Japan for the boring of a pilot tunnel for the Honshu-Hokkaido railway connection under the sea. A second machine, incorporating many improvements based on experience gained with this first mole, was built during 1966 and tested in the same limestone as mentioned previously (25,000 psi), before being installed to bore the head race tunnel of the Julia hydroelectric power scheme near St. Moritz, Switzerland, in the early summer of 1967 (Fig. 1 ) .

Peru produced approximately 17,466,620 bbl., of oil during 1937, or slightly less than the record high of 17,593,700 bbl. established during 1936. As in 1936, the entire output of the country was derived from the La Brea-Parinas, Lobitos-Restin and Zorritos fields in the northwestern part of the country. Outside of the proven areas, drilling was 'continued by the Peruvian Government in the northern province of Tumbes on the reserved zone at Zorritos. Drilling was carried out on three locations, two of which are understood to have been abandoned during the year. In southern Peru, further attention was given by Government engineers to the Pusi and Saman districts and plans are being worked out for the commencement of drilling operations in the near future in the vicinity of Pirin. Activities in the montaiia region in eastern Peru were continued by the Compafiia Petrolera El Ganso Azul. This company acquired the interest of the Selden Breck Co., and holds some 90,000 acres along the Pachitea River a few miles above its confluence with the Ucayali. During the year, the preparation of a landing place, the cutting of a 12-km. (71/2-mile) road from the river to the drill site, and the construction of a camp were undertaken. Equipment for drilling on this company's concessions has already arrived in South America. La Brea-Parinas Estate.—Production of crude oil on the La Brea-Parinas Estate of the International Petroleum Company Limited amounted to 14,722,754 bbl. during 1937, a decrease of 403,736 bbl. from the all-time high reached during 1936. The total production from 1890 to Dec. 31,1937, was 178,390,767 bbl. During 1937, a total of 141,653 ft. was drilled, 129,516 ft. in new wells and 12,137 in deepening existing wells. In all, 57 wells were completed, 47 of which produced oil, 2 were gas wells and 8 dry. holes. Twenty-nine wells were cleaned out or deepened during the year. The average depth of new wells completed during 1937 was 2367 ft. compared with 1984 ft. for the new wells completed during 1936. There was an increased use of rotary tools during the year and this method is now used to a greater extent than the cable-tool method, which formerly predominated. Substantial priming was a considered necessity for proper initiation of ammonium nitrate-fuel oil mixes as ANFO began to carve its niche in the mining industry in the latter fifties. Heavy priming accompanied the introduction of prills and oil to many blasting operations, large charges of high explosives were commonly used at the bottom, top and frequent intervals throughout the column. As the quality of ammonium nitrate improved and operators became more experienced, primer costs began to diminish. Increased experimentation continued with reduced primer costs a main objective. Cast primers were introduced and became accepted as an excellent companion for ANFO. Although the trend toward larger diameter boreholes became increasingly popular, emphasis on lower and lower priming costs continued. A primer was simply required to produce any type of initiation within the ANFO column to be considered adequate. Suddenly ANFO priming had digressed from excessive to marginal. Early experimental data from test site and laboratory indicated that ANFO had a tendency to react inefficiently in the initiation region of the column unless substantially primed. This was evidenced by the presence of unstable reaction rates detected with newly developed detonation velocity measuring equipment. These low order or "transient" velocities were believed to originate because of inadequate primer strength or a primer diameter to column diameter mismatch. However, the nature of this experimental work was generally confined to small diameter column charges detonated in iron pipe simulated bore-holes. It was questionable whether the smaller scale laboratory data was applicable to large 12 1/4 and 15-in. boreholes.

The beginning of Colorado's mining industry is linked on one side with that of the Appalachian districts and on the other side with that of California, because the first discoveries were made by pioneers when on their way from Georgia to California. In the summer of 1849 a party of seven Georgians were taking a herd of thoroughbred horses across the continent to the Pacific coast. They reached Camp Lyon, on the Arkansas river, in October, and, meeting James Dempsey, a Government guide, they were persuaded by him that it was too late to cross the mountains that season. His advice was accepted, and, moving northward, they established a winter camp at the junction of Cherry creek with the Platte, close to the site of the city of Denver. Upon a sand-bar, lining the south side of the river, they built two cabins. During the closing months of 1849 they prospected the alluvial banks of Cherry creek, but they made no attempt to penetrate into the mountain canyons, near them, westward, for fear of the Indians.* They found gold in several places along Cherry creek, and particularly at a spot 16 miles up the stream from their camp. From the feathers of the wild geese that they shot they obtained quills in which they placed their gold-dust. This party of Georgians consisted of Dr. L. J. Russell and his brother, Green Russell, also A. T. Lloyd, G. W. Kiker, and P. H. Clark. Early in 1850 they crossed the main range of the Rocky Mountains by the Bridger pass and went on to California.
