The Citronen Zinc-Lead Project is one of the world?s largest undeveloped zinc-lead resources, containing more than 13 billion pounds of zinc and lead metal. The project is located in northern Greenland, a self-governed region of the Kingdom of Denmark (Figure 1). Citronen is the northern-most mine in the world, operating at a latitude of 83o 3? N. In excess of 67,000 meters of diamond drilling have been completed to delineate the resource. As of January 2012, the measured, indicated, and inferred reserves for the Citronen project totaled 70.8 million tonnes, consisting of 5.7% zinc + lead (3.5% zinc cut-off) (Ironbark, 2012). For the underground mine plan, room-and-pillar and long holestoping mining methods were selected. The beneficial application of structural fill was considered for increased recovery, efficient tailings disposal, and ground control. Three types of fill were compared - paste fill, cemented rock fill, and iced tailings. An environmental and economic feasibility study concluded that iced tailings was the preferred alternative provided it met the ground control requirements. The cost of preparing a feasibility study is notoriously difficult to estimate. Studies for mining projects are typically commenced when an exploration programme has identified a mineable resource and pre-feasibility studies have shown that development of the resource would lead to an economically viable project. Pre-feasibility studies will normally include an estimate of the cost of a formal feasibility study and this estimate would then be firmed up before a commitment is made to proceed with the formal study. Data for preparing the feasibility study cost estimate will be sketchy, geological investigations, metallurgical testwork, and marketing studies may be needed before the scope of the project and hence the scope of the formal study can be finally determined. Before an estimate of the work required and hence of the cost of the feasibility study can be prepared the source of project funds must be decided. Studies for internally funded projects are often less rigorous than those which must be "bankable" and subject to the scrutiny of external financial institutions. This paper sets out suggestions for preparing more accurate cost estimates for feasibility studies by ensuring that all activities are included and shows how a staged approach to preparing such studies can minimise costs and guard against cost overruns. It also provides a case study showing how the estimate compared with actual costs for a recent feasibility study completed by Pancontinental Mining Limited.

Australian regulatory control of ground vibration and airblast arising from mining, quarrying and civil construction operations is spread across a number of federal, state and local authorities and across a number of departments with various jurisdictions. The Australian Standard AS 2187.2 contains an informative appendix on damage-related criteria and it is the primary reference for the regulators. The complete standard and the informative appendix is currently undergoing major revision with a focus for the latter on implementing frequency-dependent criteria for ground vibration. Certain directions for change have been raised for consideration by the standing committee, ranging from fundamental issues of measurement and interpretation and others that overlap human comfort criteria. It is anticipated that some of the suggestions will eventually make their way into future standards after an adequate period of consultation and consideration by both the Australian public and others involved in the associated industries.

"INTRODUCTION During the war period the Bureau of Mines expanded its investigations on western coals principally in connection with Investigations of raw material resources for western steel production. Owing to the expansion of the steel industry, there was some concern regarding the availability of suitable coking coals; end because of the potential steel shortage, the production of sponge iron, using the lower-rank fuels, was considered. Work was conducted by the Bureau of Mines on exploration projects and on testing of coals both at the Central Experiment. Station at Pittsburgh, Pa., and at the Bureau of Mines Station at Golden, Cole.The results of these investigations are being published by the Bureau in several reports of investigations and technical papers. In making this resume of coal investigations, the work done by the Bureau of Mines at Pittsburgh in the Mining and Coal Carbonization Sections will be discussed and the investigations at Golden described in greater detail.INVESTIGATIONS OF WESTERN COALSThe Mining and Coal Carbonization Sections of the Coal Division, Bureau of Mines, under the supervision of A. L. Teeny es and J. D. Davis, respec¬tively, conducted many field investigations to locate and evaluate new sources of coking coals. Drilling explorations were made in Colorado, Wyoming, Utah, New Mexico, and Washington and revealed two important new reserves of coking coal. The first one studied was the Willow Creek bed at Kemmerer, Wyo., which was reported in 1945.3/ A recoverable reserve estimated at 11,200,000 tons was blocked out, and samples of coal were extracted for coking tests. The coking properties of the coal were not quite equal to those of Sunnyside coal, but it was indicated that a 50-percent blend of the Willow Creek with Lower Sunnyside will produce a satisfactory metallurgical coke based on Columbia steel standards."

Mixed cobalt-nickel sulphides precipitated from ammoniacal process liquors derived from nickel sulphide concentrates, mattes, and reduced nickeliferous laterites have been characterized.The mixed sulphides are prone to oxidation on standing and are rapidly leached under relatively mild conditions. The kinetics of the leaching reactions are controlled principally by temperature and oxygen partial pressure. Although the samples have different CO:Ni ratios and have undergone varying degrees of oxidation, there is little difference in their leaching behaviour. The results suggest that a single plant would be able to process mixed sulphides of varying composition. Any copper and zinc present in the mixed sulphides as impurities also go into solution and must be removed prior to recovery of the cobalt and nickel in metallic form.

Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route.The Australian Atomic Energy Commission is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and· calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site.

The importance of the heavy mineral sands to southern African economic well-being cannot be over emphasized. The value of the worldwide titanium dioxide industry is estimated at $7 billion. Six out of eight of the world?s proposed new project areas are in southern and eastern Africa, and a seventh at Tamil Nadu in India is partly owned by a South African company, Kumba Resources. The HMS industry can be highly lucrative; its return on capital is the best in the mining industry. There are, however, problems, particularly in the smelting technology. The often considerable affect of mining on environmentally sensitive coastal dunes is also becoming increasingly important. The medium-to long-term demand for Ti-dioxide pigment and ceramic grade zircon appears very healthy. If, as predicted, the costs of producing titanium metal can be reduced, then there is huge potential for the metal. In summary, the HMS industry is an attractive one to be in, with good returns and generally manageable risks. New business opportunities and their economic implications for Africa are discussed.

The kinetics of sulfidization of hematite (Fe203) by H2S gas at various partial pressures have been determined over the temperature range of 170° to 500°C. The process was controlled by thin films of pyrite (FeS2) and troilite (FeS) which were protective and formed diffusional layers. At higher temperatures the thermodynamic drive to form FeS2 decreased, and consequently the rate of formation of FeS, decreased. Conditions for the development of thin layers of FeSz consisting of 10 to 100 atomic diameters are presented. Laboratory flotation results on synethetic ores indicate floatability identical to that of pyrite of normal xanthate flotation. The prospect of high-temperature sulfidization of metal oxides using H2S, S, or other sulfur bearing compounds is intriguing as a potential activation process for flotation since the thermodynamics are very favorable for a large number of systems. If the kinetic parameters are sufficiently well understood it may be possible to provide surface sulfide layers a few angstroms thick, thus imparting normal sulfide floatability characteristics to the oxide. For thin layers the total sulfur pick-up would be small except for very high surface area materials but in most cases this sulfur could be readily removed by roasting if necessary. The general reactions for the sul-fidization of metal oxide MxO, to a metal sulfide MpSq using H2S may be written for the three conditions py > xq; py < xq; and py = xq: A large thermodynamic advantage is obtained in many systems because of the relatively large negative free energy of formation of H,O compared to H,S. For the temperature range 2S° to 1500°C &apos; where AFOis the standard free energy and T is absolute temperature. As is evident from Eqs. 4 and 5, the free energy of formation of H ,0 is approximately 35 to 37 kilocalories per mole greater than that for H,S over broad variations of temperature. For oxide-sulfide systems as outlined above, sulfidization may be expected to occur for the conditions: Groups I and 111: that is, if the terms on the right are more negative than those on the left the reaction is expected to occur thermodynamically. "The Presidio Parkway Project will reconstruct approximately 1.6 miles (2.6 km) of highway, including seven new bridges, three new cut-and-cover tunnels, and a new undercrossing connecting the Golden Gate Bridge to the City of San Francisco, California. The project site is approximately 5.6 miles (9 km) from the San Andreas Fault, capable of producing magnitude 8 earthquakes. Seismic hazards include strong ground shaking, soil liquefaction, ground settlement, and lateral spreading. The Main Post Tunnels (MPT) are two parallel cut-and-cover concrete tunnels approximately 1100 feet (335 m) long. The MPT site underlain by loose sandy soils susceptible to liquefaction and lateral spreading. Excessive racking and permanent displacement due to lateral spreading are identified as the main seismic vulnerabilities. Analyses showed that without ground improvement, tunnel racking of over 5 inches (13 cm) and permanent lateral tunnel displacement of up to 15 feet (4.6 m) could be anticipated. Cement Deep Soil Mixing (CDSM) is proposed to mitigate slope displacements and increase lateral stiffness of the foundation materials to reduce tunnel racking. A series of 2-D fully dynamic time domain analyses were performed to evaluate the performance of CDSM, confirm that performance criteria are met, and optimize the CDSM geometry and replacement ratio. The use of CDSM reduced the permanent tunnel displacement from over 15 feet (4.6 m) to less than 1 inch (2.5 cm). Tunnel racking was also reduced significantly. The adopted analytical approach presented herein can be considered for future tunnel design projects in seismically active areas.Introduction The Main Post Tunnels (MPT) are an integral component of the Presidio Parkway project which will replace the existing facility with a new multi-lane roadway between the Golden Gate Bridge and the City of San Francisco. The MPT are two parallel cut-and-cover concrete tunnels approximately 1100 feet (335 m) in length. As shown on Figure 1, the project site is located in a seismically active area, about 5.6 miles (9 km) east of the San Andreas Fault and 12.5 miles (20 km) west of the Hayward Fault. The San Andreas Fault can generate magnitude 8 earthquakes while the Hayward Fault is capable of producing magnitude 7.3 earthquakes. The design Peak Bedrock Acceleration (PBA) is 0.46g for the upper level design earthquake. The project alignment is shown on Figure 2."

?Classification System Efficiency (CSE)? is a simple, powerful concept which can be used to measure and improve ball mill circuit efficiency. This paper describes six plant case studies which demonstrate the use of CSE to diagnose and/or improve grinding circuit performance, with related improvements in circuit efficiency ranging from 3 to 30 percent. The increased effective mill grinding energy is recaptured from energy that was going into over grinding, which can greatly benefit downstream mineral separation. The achievable CSE for given circuit design/operating variables is described, providing every plant metallurgist with the means to determine the potential for increasing their particular grinding circuit?s efficiency through increased CSE.

During the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed and who has performed the research have all changed. Although there are a lot of subjective ideas and anecdotal "analyses" concerning these changes, there has been no actual study of these trends to verify the facts. This study was divided into six five-¬year periods for the purposes of comparison. Some of the trends analyzed are co-authorship, research areas, research sponsors and cooperative efforts. In today&apos;s research arena, 30 years is a long time. Technology has advanced more rapidly than in any time previously and that pace continues to increase. There are more researchers, more tools for research and an increasing number of companies, agencies and institutions engaged in research. The pace of change and its impact is often discussed and debated at professional meetings and in institutions that engage in research. These conversations will often influence the research decisions of the participants in directions to take or subjects to pursue.

In fact, even a modest 500,000 barrels per day industry requires a mining effort equivalent to nearly half of the current U.S. coal mining industry. Obviously, mining efforts on this scale will benefit from technological advances. There are a number of areas where advanced technology could impact mining. These include continuous miners, shale transport systems, and blasting. This paperexamines recent developments in computer modeling of blasting and assesses the likelihood of these advances being applied to practical oil shale mining problems."

In the last four decades significant effort has been devoted to designing piles in expansive clay soils. Nevertheless, only a scant effort has been devoted to the elimination of heave forces acting on the upper part of lightly loaded piles. For this purpose, an investigation site was established in Karmiel in Northern Israel. On this site sixteen unloaded cast-in-situ piles, both uncoated and coated, were installed in a moderately expansive clay soil in the end of summer 1996. The piles were executed to different depths ranging between 2m and 7m and were observed over a period of 27 months. Another nine unloaded cast-in-situ bored piles were installed at the end of summer 1998 for carrying out pullout tests. These piles were embedded two meters from the ground surface. Results obtained from observations and from full-scale static pull out tests showed that separating the piles from the surrounding clay in the active zone by a twin walled sleeve eliminated the heave forces significantly. The scope of the work is, determining of the elimination degree of the heave forces due to the provision of the above sleeve.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

Mintek has been involved in extensive test work since the early 1990s on the recovery of nickel and cobalt from leach liquors saturated in calcium, using synergistic solvent extraction systems. During this period the Nicksyn? reagent was developed, optimized, commercially manufactured, and tested by Tati Nickel on a demonstration plant for more than 2800 operating hours. Efficient recovery of nickel without the co-extraction of calcium, thus avoiding gypsum formation in the extraction and stripping circuits, was illustrated. This synergistic system was recently evaluated on a laboratory scale for the recovery of nickel and cobalt from synthetic lateritic sulphate leach liquor containing about 3 g/L nickel, 0.5 g/L cobalt, 0.7 g/L manganese, 20 g/L magnesium, and with calcium at saturation. Extraction and stripping parameters were determined for this feed liquor and are discussed in this paper.

As mining operations in the United States (US) have become more productive, controlling the dust exposure of mine workers has become more challenging. In response, US mining operations are applying basic controls at elevated levels and are looking to emerging control tech­nologies in an effort to better control airborne respirable dust levels. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducts research to develop and/or improve control technologies that reduce the respirable dust exposure of workers in underground coal mines. The goals of this research involve optimizing the use of water sprays and ventilating air, as well as, evaluating emerging control tech­nologies. An overview of dust controls typically utilized in underground US coal mines will be provided. An update on ongoing PRL research efforts that are evaluating new control technologies will also be presented.
