It is the purpose of this paper to examine a number of the recent developments in powder metallurgy, being most concerned with those which are yet to prove themselves rather than those which have achieved commercial maturity. Such developments include the production of very much coarser and very much finer powders, down to the near-micron size range. Also considered are activated sintering, direct powder rolling and extrusion (both hot and cold), brazing and welding, hydrides of reactive metals, oxide dispersion strengthened alloys and theoretical evaluations. Introduction T HERE surely can't be very much argument with the fact that powder metallurgy has made large advances on many fronts during the past ten or more years (1). These advances have taken place in raw materials, in processing, in product development and in a better understanding of many of the phenomena which occur in the various steps involved in powder metallurgy. Man has mined in all his time on earth about 3 billion ounces of gold. About one-half of this has been mined in the past 35 years. This gold is roughly in 3 large holdings: one-third held as reserves in Central Banks; one-third held as personal reserves; and one-third is in jewelry or other fabricated products. The world per capita availability of mined gold is increasing and there are many factors and forces shaping gold's future. Currently, gold has a favorable exchange ratio and this is encouraging many new gold-mining developments. Production is increasing and new techniques are surfacing. The use of gold in the financial markets is increasing in some unique ways and gold is again fulfilling its role as a universal money, making gold's future predictable. Currently, man is mining gold at the rate of approximately 44 million ounces annually and is therefore adding to the total supply of gold approximately 1.5% of newly mined gold each year. This current production plays a small role in the pricing mechanisms since a very large part of the 3 billion ounces mined in all of history is available to the market in one form or another.

If I should appear to criticize some of his findings and arguments, I do not want to leave the impression that I do not appreciate the article; I think Mr. Barbour has been painstaking, and even where one might not agree with his conclusions, he has opened our eyes and stimulated us in our search for the truth.' It might be well to define the term "secondary copper" and to make a few remarks about the origin and the reasons for the variation of the supply. Mr. Barbour has touched on these points, but not sufficiently to make them clear to those not in the business.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

The Bureau of Mines in cooperation with the Solution Mining Research Institute conducted surface and subsurface investigations over five solution-mined salt cavities in the Hutchinson, KS, area. The purpose of these investigations was to determine the mechanisms that lead to the formation of sinkholes above collapsed solution cavities. Of the five salt-solution cavities investigated, four had collapsed and produced sinkholes prior to the time of the investigations; the fifth cavity was considered stable. Exploratory drilling and coring operations were conducted at all five sites; surface stability monitoring was conducted at three of them. The results of these studies indicate that excessive dissolution at the salt-shale contact of each collapsed cavity produced large, unsupported roof spans that ultimately exceeded the structural integrity of the overburden. The stable cavity was not exposed to excessive dissolution at the salt-shale contact; this limited the roof span and ensured a stable cavity. The data also show that surface settlement in the vicinity of the two surface-monitored sinkholes continued for approximately 7 years after the sinkholes formed, indicating that the rubble piles of the collapsed cavities were undergoing gradual consolidation.

This report is a comprehensive summary of the results of the propagation measurements program conducted for the US Bureau of Mines under Contract H0366028. Data was gathered in the MF frequency range from a cross sample of six mines representative of the industry having typical wireless requirements. From the raw data which was gathered, a logical method of data reduction is presented which culminates in a set of average attenuation characteristics for all mines visited. These characteristics define a typical MF wireless system when the communication range requirements are known. Direct through-the-earth propagation and the range enhancement mechanism due to coupling on and off conductors are evaluated and related to the planning of a typical wireless MF communications system.

"INTRODUCTION The investigation of domestic talcs by the United States Department of the Interior Bureau of Mines, was initiated in December 1941 at the request Gen. Charles Hines of the United States Army. The urgency for such study was expressed by General Hines as follows:The radio-manufacturing industry has recently been expanded by the Army to provide sufficient, capacity for defense needs, and considerable concern has been expressed by the supply Arms and Services over maintaining continued availability of supplies of the necessary raw material. These ceramic products are used by the Signal Cores in all Army radio equipment, and to a greater degree in the new special ultra-high-frequency equipment. The Air Corps has recently become a user large amounts of radio-grade ceramics for aircraft spark-plug covers required for high-altitude operations. In addition, the use of this material is essential to the proper functioning of the radio-navigation aids of the Civil Aeronautics Board.Progress in the Bureau of Mines studies on talc was made available to representatives of the Army and Navy through frequent interim reports. Through the efforts of the several war agencies concerned with raw-materials supply and the domestic talc producers, the condition of scarcity that developed in 1942 passed to one of ease in 1943, and has so continued to date. Tentative estimate of reserves delineated indicates a supply of high-grade steatite sufficient to meet military war requirements for at least 4 or 5 years."

In the spring of 2010 double refractory ores from historical stockpiles were processed through Barrick's Goldstrike pressure oxidation facility, thereby providing preg robbing feeds for a variety of metallurgical testwork. This paper describes the effects of amount, type, place and time of addition of activated carbons on CIL gold recovery and shows that native carbon in plant PDX'ed discharge solids can still preg rob gold loaded activated carbon.

This report summarizes the results of a research project entitled "Fatal Accident Data Base Development." This project is the last project under Contract No. S0110601. Volumes I and 1I, "Industrial Engineering Study of Hazards Associated with Underground Coat Mine Production," summarize the original industrial engineering project and the Fatal Accident Report Analysis project. These projects were completed and accepted by the U.S. Bureau of Mines on December 10, 1971. Both volumes of the report have been made available by the Bureau to the public through the U. S. Department of Commerce technical information service. Another project under the same con tract, entitled "Equipment Operations Safety Study, ' was completed in January 1972 and the report was accepted by the U. S. B. M. at that time. The analysis in this Natal Accident. Data Lose Development report is closely related to analysis in both of the earlier reports. The original project involved an industrial engineering and safety of production operations for a representative sample of underground bituminous coal mines. The contactor was required to make recommendations 'in work practices, mining methods, equipment, and safety practices which can effectively reduce the fatality rate from rib and roof falls.' (Longwall mining methods were excluded from the study.) Time study and work element analyses were performed in over 50 mines as part of the field data gathering effort. Another requirement of the study was to develop sets of multiflow. Process charts, which are diagrammatic illustrations of the time-related interaction of mining, cycle job elements.

The computer program, HYBMODE, has been developed to meet the need for a fast and economical method for clustering data points on the sphere. The algorithm used in this development is an extension of D. Wishart's one-level mode analysis. The program can be used to cluster either vectorial or axial data; it is currently being used by the Bureau of Mines to cluster fracture orientations.

The concept of sustainable development has been evolved into a working framework for sustainable manufacturing, in which the environmental requirements are introduced into product development at the design stage. This keynote paper is discussing a number of issues pertaining to the impact of manufacturing on the environment. The conflicting requirements of sustainable development, sustainable manufacturing (SM) and economical growth are presented in the light of successful case studies that were able to convert conflicts into opportunities. Integration of SM into the product life cycle is also presented. A number of concepts that are related to Ecoefficiency, e.g., inverse manufacturing, demanufacturing and re-manufacturing are also discussed. The paper underlines the fact that the positive impact of this new philosophy is equally applicable and beneficial to both; developed and developing countries. The paper concludes with an overview of Global trends in environmentally benign manufacturing (EBM); e.g., product-take back and emerging material and processing technologies. The state-of-the-art approach to Life Cycle Impact Assessment and integration of design for the environment DfE principles are demonstrated through some case study.

This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

Laboratory test-work has established that two classes of redox catalysts based on anthraquinone and bipyridinium derivatives are effective in accelerating the rate of removal of metallic iron from reduced ilmenite (RI) in the aeration step of the Becher process. Two water-soluble anthraquinone derivatives are efficient: 9,10-anthraquinone-2,6-disulfonicacid, disodium salt (catalyst AQ-2,6) and 9,10-anthraquinone-2-sulfonic acid, monosodium salt(catalyst AQ-2). When 0.2 per cent w/v of either was added during aeration the rate of metalliciron removal was accelerated by two to three times. Furthermore, the addition of either compound resulted in magnetite (Fe3O4), the iron oxide phase preferred in commercial practice, being formed. However, both AQ-2,6 and AQ-2 were rapidly lost from solution during aeration although their catalytic activities persisted even when their concentrations in solution were low(<0.05 per cent w/v). The negatively charged anthraquinones were lost from solution most probably by adsorption onto the magnetite that has a net positive charge at the pH values encountered during aeration. To address this problem, the catalytic activities of positively charged bipryridinium derivatives were tested. Two water-soluble bipyridinium compounds, paraquat (1,1’-dimethyl-4,4’-bipyridinium dichloride) and diquat (6,7 dihydrodipyrido [1,2-a:2’,1’-c] pyrazinediiumdibromide), were found to significantly accelerate the rate of removal of metallic iron from reduced ilmenite, and both gave magnetite as the oxide product in the laboratory tests. Moreover, recycle tests showed they were not lost from solution as quickly as were the anthraquinone derivatives. Results in larger scale plant laboratory reactors also showed a significant increase in aerationrates when diquat was added and magnetite was again the oxide formed. However, the oxygensupply to the reactors was insufficient to achieve the maximum effect of the catalysts on theaeration rates. The limited supply of oxygen in a full scale aerator may prevent the application ofthe catalysts in a commercial Becher operation. For the third successive year it appears that demand for platinum will exceed supplies of newly-mined metal, forecasts Johnson Matthey in its "Platinum 1987 Interim Review." Based on data available at the end of August 1987, Johnson Matthey estimates that western world demand for platinum could exceed 93t (3 million oz) for the first time ever in 1987. Given a likely increase in demand of 4.3t to around 94t (140,000 oz to around 3.02 million oz), up by about 5% over 1986, there would be a 1.8- to 2.2-t (60,000- to 70,000-oz) shortfall in 1987 supply. South African mines enjoying undisrupted production last year after strikes affected Impala&apos;s output in 1986. The rate of increases in western world supplies, though, has probably not kept pace with the growth in demand. A downturn in US demand for platinum was counterbalanced by substantially increased purchases from Japanese and Western European consumers of the metal. Total imports of platinum into Japan in 1987 may have reached a record level of 45t (1.45 million oz). The largest source of demand for platinum remains its use in autocatalysts US and Japanese auto manufacturers reduced their platinum purchases in the wake of falling car production. Therefore, a small decline in overall 1987 sales of perhaps 780 kt (25,000 oz) was expected in 1987. Western European demand, however, rose strongly as a result of increased output. The spread of exhaust emission control regulations has sharply boosted the number of cars equipped with three-way catalysts containing platinum and rhodium. Western European auto makers probably needed 5.6t (180,000 oz) of platinum last year, a 50% increase over 1986. The jewelry industry, the second largest user of platinum, increased its offtake of platinum in 1987. Japan, the key to the jewelry industry&apos;s consumption of platinum, could absorb 24.8 to 26.4 (800,000 to 850,000 oz) in 1987, compared with 23t (740,000 oz) in 1986. Platinum has wide and diverse applications in industry. Other major users are the chemical, glass, electronics and petroleum industries. They were expected to increase their aggregate demand by about 1.8t (60,000 oz), or 11% in 1987. Investment demand for small platinum bars and coins of up to 311g (10 oz) dropped back in relatively inhospitable conditions. This, after rapid increases in recent years and a surge in US demand in 1986. However, Japanese investors purchasing bars weighing 500g or 1 kg (16 to 32 oz), and considered more speculative, recovered last year. Over the first eight months of 1987, platinum performed strongly on the open market with average prices well up from 1986 in dollar terms. But the increase was less marked where measured in sterling or yen. Platinum ad¬vanced by $3.70/g ($115 per oz) between Jan. 1 and mid-September with the average price having been surpassed only in the heady days of 1980. Johnson Matthey believes that supply and demand appear likely to keep more or less in step on a gently rising path. The recent open market volatility will continue with prices fluctuating widely over short periods. Writing in mid-September, and basing its view on the tangible evidence of platinum&apos;s price fall since the review was written, the company&apos;s assessment of price prospects is unchanged. Demand for platinum remains strong all-round. In October, imports of platinum into Japan were exceptionally high. And in the US and Japan there was a marked resurgence of demand from private investors. Although market sentiment may have been influenced in part by the news of several potential new platinum mines in South Africa, the full effects of these prospects on supply, even if they were all to materialize, would not be felt before the early-mid 1990s, Johnson Matthey said. According to the review, no radical change in platinum supplies is discernible in the near-term. Incremental growth from South Africa can be expected as the major producers continue to make the most of their existing resources. The Soviet Union may be keener to sell than it appeared earlier in 1987, especially if prices hold up, but a substantial increase is improbable. Canadian supplies are not capable of much variation from present levels. The palladium-rich Stillwater mine will make a modest contribution. Referring to the investment market, Johnson Matthey concluded that despite this year&apos;s reduction in sales of small-denomination investment products, platinum does appear to have established itself with private investors. Bearing in mind how business multiplied in comparatively unfavorable conditions before 1986, it is reasonable to look for a resumption of growth once the climate improves.

In addition to increasing grain boundary area during hot working of austenite, the dislocation substructures create potential sites for nucleation of ferrite both at original grain boundaries and at transition boundaries between deformation bands. This development gives rise to a marked increase in the rates of nucleation, of growth and of transformation to ferrite. The combined net effect is product grain refinement that requires less stringent cooling between finish rolling and coiling; hence determination of the above rates would advance process optimization. The important control parameters are the preheat temperature (degree of homogenization), finishing temperature, strain (accumulation near finishing) and the extent of recrystallization after finishing. These effects vary greatly with steel composition; nevertheless, some general rules have been formulated. Moreover, there is also potential for deformation of the refined ferrite. There are other thermo-mechanical processes such as warm forming of metastable alloy austenite to provide a dense substructure that is carried into the martensite on quenching. In other processes, the austenite may be deformed during cooling through the transformation to develop a dense substructure in the ferrite that is stabilized by fine carbides.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (US, Canada), better geological prospectivity (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock-market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This paper does not cover the aluminum industry oligopoly which is multi-national in character nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free-trade treaty will reverse that investment flow.

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.
