IT has been said the British Empire was built on British Coal. In all the postwar planning for Great Britain the necessity for producing cheap coal and the prosperity of the coal industry are given first consideration. On Jan. 23, 1945, there was released in London a "Report to the Colliery Owners" which had been awaited with great interest. This was entitled "A Plan for Coal" and was the recommendation of Robert Foot, chairman of The Mining Association (Colliery Owners), prepared at their request. Presentation of the "Plan" at this time is particularly significant as it is an answer to the demand for nationalization of the coal industry by the Labour Party and at the same time is a carefully considered program for postwar reconstruction, prosperity, and stability. In the words of Mr. Foot, If the coal industry for the first ten years after this war is to find itself in a situation similar to the one it occupied for the ten years following the last war, with its record of disputes, strikes, stoppages, short-time working, unemployment, and, with it all, a completely insufficient margin of profit, and all the insecurity and instability in our basic industry that was brought with them, it is goodbye to any real prospect of full employment, social security, and high standard of living. To present an elaborate review of the conditions which have brought to a crisis the unfortunate situation in the British coal industry is here unnecessary, but certain of the salient points

World mineral production is dominated by six countries - the U.S., the U.S.S.R , Canada, South Africa, Australia and China - which also hold most of the reserves of the world?s minerals. For the developed and centrally planned countries, there is a strong positive correlation between the mineral production of a country and its land area: there is no correlation between mineral production and land area for the less developed countries. These facts imply that, after taking due account of geological controlling factors, a country may expect to produce minerals in approximate proportion to its land are a provided that political, economic, and historical factors are conducive to mineral exploration and mining. Contrary to popular political belief in many parts of the world, the developed countries are the major source of mineral imports for the industrialized countries. Moreover, exports of ores and minerals account for a relatively small par t of world trade, and are an important factor in the export picture of only a few of the less-developed countries. The looming resource confrontation between the developed and the less-developed countries is based largely on the false premise that the industrialized countries of the world are minerals-poor and owe their wealth to cheap minerals from the less-developed countries. The data presented refute this. Geological controls are relatively minor in the present distribution of world mineral production; political and economic factors are dominant. It is argued that an expansion of world trade in minerals - based on increased exploration and new forms of finance for mining ventures - rather than cartels, price-fixing and trade restrictions is by far the preferable solution to the problem of redressing the legitimate grievances of the poor countries of the world.

The use of iron powder during the postwar conversion period has been increasing with great rapidity. This is particularly true in regard to the manufacture of molded mechanical parts such as bushings, gears, cams, small wheels, and the like. Many manufacturers have found it possible to replace machined cast iron and carbon steel with molded iron powder parts, and thereby can not only effect a savings in cost, but can produce a better product as well. As the field of application for iron powder parts widens, greater demands are made upon the powder supplier concerning quality and uniformity characteristics. The following are some of the most important properties parts fabricators desire in the iron powder they use: 1. The powder should have high compressibility so that good density can be obtained without the use of excessive pressures. At the same time, it should show low die wear so that a large number of pieces can be produced from the die. This means that the powder must be of high purity and good softness or plasticity. 2. The powder should produce compacts of high green strength, so that unsintered parts can be handled without breakage or fraying of the edges. 3. The sintering properties should be good so that satisfactory strength is obtained in the sintered piece. 4. Compacts made from the powder should show small but, above all, uniform dimensional changes during the sintering operation so that accurate parts can be produced, and warping and other such bad effects eliminated. 5. The powder should have satisfactory flow properties for automatic molding. 6. It is very important that the powder be uniform in sieve analysis, compressibility, flow, purity, and other qualities, from container to container in any given lot and from shipment to shipment. 7. Price—The fabricators desire all these good properties, but in many instances still do not wish to pay a premium price. There has been considerable discussion as to the importance of price of the powder in relation to the cost of the finished product. It is true that in cases where certain special properties only procured by powder metallurgy are required, price is not a criterion. On the other hand, there have been a number of applications recently made which would not be commercially practical with a powder which commands a premium in price. Iron powder parts are compressed in automatic presses to definite size, shape, and density. The powder is compressed to a density figure dependent upon the function the part is to perform, as well as upon such important considerations as press capacity and die wear. Such parts can be roughly broken down into the following density ranges:

The guide includes information on interpreting physical and cultural factors that must be considered in planning and implementing a mining and reclamation program, achieving environmental protection objectives, and improving community/industry cooperation. Included as appendices are a summary of state laws and a list of additional readings on the subject.

The Embankment Place office development over the platforms of Charing Cross Railway Station in London has presented many interesting and unusual problems to the engineers involved with the project. The main structure is supported on widely-spaced columns which penetrate the station platforms and underlying vaults, calling for high capacity foundations built in severely restricted spaces. Hand-dug underreamed piles were chosen. Whilst a conventional design approach was taken to size the piles, a detailed appraisal of ground movements was made to explore the effects of the new building loads on the existing foundations, not only beyond the site perimeter but also those amongst the new foundations. Before construction of the pile proper could take place, it was necessary to sink a caisson through the upper unstable and water-bearing soils. This being identified as a high-risk item, a full-scale trial was carried out prior to embarking on the main works. The twenty-one hand-dug piles were 2.5m diameter, over 30m deep and belled out to between 4.5m and 6.6m.

The computer program introduced in this paper is based on design guidelines developed for selection of support systems used in mine roadways. The support types considered include rock bolts as well as rigid and yieldable steel arches. Using the computer program, the design engineer can select the type, pattern and specifications of the support systems suitable for various roof conditions. The concepts utilized, assumptions made, support selection criteria and description of the computer program, developed for the PC, are included.

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. D. Satterley, general superintendent, and to operating staffs of the Sherwood and Morris mines of the Inland Steel Co. The assistance given by W. D. Whitman, assistant superintendent, and Douglas Tippett, mine captain at the Morris mine, and P. D. Pearson, superintendent, R. O. Marsten, engineer, and W. Previous analyses of small samples of mining projects have found that feasibility studies tend to well under-estimate the actual capital costs of the project. Our review of 63 mining and smelting projects completed over 4 decades confirms that as-built capital costs are, on average, 25% higher than as estimated at the bankable feasibility study stage. There appears to be little attenuation over time of this bias in capital cost estimation, at first appearing to reflect an absence of learning on the part of the consulting engineer. We instead argue that this persistence of bias is intentional, driven by a scarcity of project financing and the need to inflate the project economics in a bid to secure financing. Around this intentional bias is a considerable amount of scatter. Roughly half of all projects’ as-built capita costs fall outside of the expected ±15% of the feasibility study capital cost estimate, even after allowing for intentional estimation bias. Cost overruns of 100% or more happen in roughly 1 out of 13 projects. The data reveal that a shifted lognormal probability distribution should be used when modeling mining project capital costs in a Monte Carlo analysis.

Cordilleran metamorphic core complexes in the southwestern United States are areas where middle to late Tertiary low-angle normal faulting has uncovered rocks that were at temperatures sufficient for mylonitization during the early part of Tertiary extensional faulting. Large-displacement low-angle normal faults that separate upper-and lower-plate rocks in metamorphic core complexes are termed detachment faults. The significance of Tertiary detachment faulting in the Basin and Range Province has only become apparent in the past 6-8 years, and the association of mineral deposits with detachment faults has only been recognized in the past few years as well. Crystalline rocks below detachment faults have typically undergone chloritic alteration and brecciation over a distance of a few to a few hundred meters below the fault surface (Fig. 1). Chloritic alteration and brecciation overprinted mylonitic fabrics formed during earlier ductile shearing along the down-dip projection of detachment faults. Rocks that underwent pre-Tertiary ductile deformation and prograde metamorphism were subjected, in rapid succession, to middle to late Tertiary mylonitization, brecciation and chloritic alteration, microbrecciation immediately adjacent to the fault, and subaerial exposure. Lower-plate rocks thus experienced rapid decompression and cooling as a result of tectonic denudation and isostatic uplift (Wernicke, 1981; Davis, 1983; Davis et al., 1986).

The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

Coal mining companies in Australia are managing the high-consequence risks across their operations more effectively by using an interactive online risk management system known as Riskgate Developed by the Minerals Industry Safety and Health Centre (MISHC) at the University of Queensland, Australia, Riskgate contains detailed information about 11 high-consequence risk areas (called topics in the system) for opencut and underground coal mines (Table 1). The existing topics are: fires; strata control for underground mining; ground control for opencut mining; tires; isolation; collisions; explosions and explosives; manual tasks; and trips, slips and falls. Every Riskgate topic is focused on coal industry activities (mining, processing, transport and storage). The scope includes mine sites, lease areas and mine infrastructure (mobile, fixed plant, field equipment, buildings, road and rail transport), and all aspects of the mine life cycle from design through to decommissioning. The topics uniformly recognize that a loss of control can result in injury or fatality, equipment damage, production loss, reputation loss and environmental damage. However, the priority focus for Riskgate is the safety of mine personnel.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. C. , on a subscription basis . An initial payment of 10 dollars will provide for approximately 9 months , and subscribers will be notified when additional remittance is necessary . It is planned to publish in this series of Information Circulars the more important reports or combinations of reports prepared by the members of the Solid Fuels Mission . A similar series on synthetic - fuel activities is being prepared .

During the modeling of grinding systems, population balance modeling (PBM) which considers a constant breakage rate has been widely used over the past years. However, in some cases, PBM exhibited some limitations, and time-dependent approaches have been developed. Recently, a non-linear framework which considers the traditional linear theory of the PBM as a partial case was introduced, thus allowing the estimation of product particle size distribution in relation to grinding time or the specific energy input to the mill. In the proposed model the simplified form of the fundamental batch grinding equation was transformed into the well-known Rosin–Rammler (RR) distribution. Besides, the adaptability and reliability of the prediction model are among others dependent upon the operating conditions of the mill and the adjustment of the RR distribution to the experimental data. In this study, a series of grinding tests were performed using marble as test material, and the adaptability of the non-linear model was investigated using three loads of single size media, i.e., 40, 25.4, and 12.7 mm. The results indicate that the proposed model enables a more accurate analysis of grinding, compared to PBM, for different operating conditions.

This report covers the final results of a two-phase contract study conducted between July 1974 and October 1976. A comprehensive summary of the initial phase of the study is included. Phase I of the study involved the investigation and evaluation of all potential candidate underground systems for mining the deeper deposits of oil shale and associated minerals in the Piceance Creek basin of northwestern Colorado. Phase II called for the refinement and the detailed technical and economic analysis of the most promising system or systems, thus disclosed. Of the several systems initially investigated and evaluated, four Showed considerable merit for exploiting the deeper deposits: (1) chamber and pillar mining with spent shale backfill, (2) sublevel stoping with spent shale backfill, (3) sublevel stoping with full subsidence, and (4) block caving mining using LHD's. Final refinement and analysis of these four systems indicated their technical feasibility over at least part of the range of conditions expected in the deeper deposits. Their economic feasibility also was indicated under certain operating and market conditions. A variety of engineering, production, and cost information is provided on each of these systems.

The Bureau of Mines explored the Three Kids deposit in 1941 as part of a strategic minerals program. Earlier mining and exploration had established the presence of a substantial tonnage of medium-grade wad ore, and drilling and sampling by the Bureau of Mines, in collaboration with the Federal Geological Survey, indicated an additional tonnage such that development and exploitation became more clearly feasible. Private interests, with Government support, undertook to produce metallurgical-grade manganese. The present paper describes the Bureau of Mines exploration and subsequent development. Manganese in the Three Kids area is found in one of the lower members of the Muddy Creek formation in a bed of fine sandstone and silt, which outcrops around the north edge of the River Mountains and generally dips 20° to 40° away from the hills. There is considerable variation in the thickness and grade of the ore. The ore is light weight, having a density of 1.2 to 2.

This report documents the work performed by Battelle-Northwest and its sub-contractors in Phase I of a project to develop a cross pit conveyor system for the Bureau of Mines. The conveyor system description includes details of the conceptual design as well as system and component specifications. The selection of primary and back-up sites for system demonstration is discussed. Maneuvers and operating sequences required for mining the selected demonstration site are described and illustrated in detail. Economic viability of the cross pit conveyor system was analyzed by estimating the cost of overburden removal per ton of coal using the Battelle-designed concept and comparing these costs to the cost of an available state-of-the-art 30-yd3 dragline operation. Testing and trade-off studies conducted are documented and the results presented. Alternate designs considered in developing the selected cross pit concept are included for completeness. Based on the evaluation of the selected concept, it was concluded that the cross pit conveyor system proposed by Battelle is a technically and economically feasible overburden handling method with a good potential to improve western coal mining efficiency.

There are two distinct coal fields in Kentucky-the Eastern field constituting a part of the Appalachian coal region and the Western field constituting the southern part of the Eastern Interior region. The outcrop pattern of the State is dominated by the Cincinnati arch. Coal-bearing Pennsylvanian strata occupy a low structural position on either flank, preserved thereby from erosion, which in the past has removed these same beds, though a much thinner succession, from the crest of the arch. General geological relationships are shown in figures 1 and 2. On April 13, 1750, Dr. Thomas Walker discovered the first coal recorded in Kentucky. He entered the State through Cumberland Gap (Cave Gap) and found coal a few miles north.

MOST recently elected to the limited group of Honorary Members in the A.I.M.E. is the distinguished Australian metallurgist, Guillaume Daniel Delprat. His citation reads: "in recognition of his distinguished achievement as metallurgist, engineer, and administrator in the production of ferrous and nonferrous metals," Mr. Delprat's ability and experience in both the ferrous and nonferrous fields at once distinguishes him from most of his professional brothers. Mr. Delprat's nativity was neither Australian nor English, for he was born in Delft, Holland, in 1856, and educated in Amsterdam. At the age of 22 he went to Spain, as metallurgist for the Tharsis Sulphur and Copper Co., Ltd. Afterwards he spent some time with the Bede Metal and Chemical Co., which had mines in both Spain and Norway, and of which company he became general manager. Other positions of responsibility held by Mr. Delprat before he went to Australia included the managing directorship of the Cordova Exploration Co., with properties in Spain and Canada; of the Rincon Silver-Lead Mining Co., in Spain; and of the Deloro Gold Mines, in Canada.
